On going through the circular issued by the Railway Board on the subject vide Board's letter dated 20th March, 2018, Federation noticed that the facts below have not been taken into account.
Federation vide its letter dated 27/09/2017 invited Board's attention to issue instructions for payment of Over Time Allowance to the Railway employees at the revised rates w.e.f. 01/01/2016, duly quoting previous instructions of Railway Board contained in letter No. PC-V/2008/A/0/3 dated 20/05/2011 as the OTA is part of wage.

Issue of restoration of -1S Pay Scale in 7th CPC & treatment of mutual transfer in Railways have been resolved: AIRF

A.I.R.F.

All India Railwaymen's Federation
No. AIRF/24(C)
Dated : September 6, 2017
The General Secretaries,
All Affiliated Unions,

Dear Comrades!
Sub: (i) Restoration of -1S pay scale
(ii) Treatment of Mutual Transfer from one railway to other as "inter- division transfer"
(iii) Brief of today's meeting with Cabinet Secretary

Two very important issues, being persuaded by AIRF at the Railway Board level, have been resolved, one is -1S grade, which had been abolished by the VII CPC, has been restored, and the other issue regarding mutual transfer from one railway to other will be treated as inter- division transfer and need not to take NOC from the Zonal Railway Headquarters. Divisions at their own level will issue NOC, lot of time consumed for this purpose will be saved.

Comrades! Today I met the Cabinet Secretary (Government of India) and raised the issue of "Very Good" benchmark along with other issues of National Pension System (NPS), Minimum Wage and Fitment Formula and non-holding of JCM Meetings.

The Cabinet Secretary's views were positive and he stated that he has already communicated to Chairman Railway Board and Secretary (DoP&T) that benchmark for MACPS cannot be more than the benchmark prevalent for promotion/ selection.

He also stated that the issue of National Pension System (NPS) is under active consideration of the Government of India and he will try to derive the best formula to resolve the problems arrived out of NPS.

With Fraternal Greetings
Comradely yours

Filling up 50% of DR Quota vacancies through GDCE - Eligibility to staff in same Grade Pay/Pay Scale: NFIR

Filling up 50% of DR Quota vacancies through GDCE - Eligibility to staff in same Grade Pay/Pay Scale: NFIR
NFIR
National Federation of Indian Railwaymen

No. II/6/Part 7
Dated: 27/05/2017
The Secretary (E),
Railway Board,
New Delhi

Dear Sir,
Sub: Filling up 50% of DR Quota vacancies through GDCE - Eligibility to staff in same Grade Pay/Pay Scale-reg.

Ref: (i) Railway Board's letter No. E(NG)I-92/PM2/ 16 dated 20/08/1993.
(ii) Railway Board's letter No. E(NG)I-2001/PM2/ 12 dated 21/01/2002.
(iii) Railway Board's letter No. E(NG)I-201 1/PM1/2 dated 12/09/2014
16/09/2014.

The extant instructions provide opportunity to the staff who fulfill the conditions of educational qualification etc., laid down for direct recruitment, to appear for GDCE against 50% DR Quota vacancies for pursuing their career. The policy decision of Railway Board Vide letters cited under reference does not give opportunity to the staff of same Grade Pay/Pay Scale to apply for GDCE and face examination for the same Grade Pay/Pay Scale post as the provision allows only those in the lower Grade Pay/Pay Matrices Level.
The above subject was also discussed informally with the Director General (Personnel) on 26th May 2017.
NFIR is of the view that the staff of the same Grade Pay/Pay Matrices should also be made eligible to volunteer and appear for GDCE as is allowed in the case of those working in the lower Grade Pay/Pay Matrix Level. NFIR, therefore, requests the Railway Board to kindly review the extant instructions and modify the same to facilitate those who are in the same Grade Pay avail the opportunity of GDCE. It is also requested that GDCE be made as a regular scheme for filling 50% DR Quota vacancies annually by the Zonal Railways etc., to facilitate talented and highly educated staff to avail the scheme for improving their career.

7th Central Pay Commission recommendations- Submission to the empowered Committee Secretaries – BPS

7th Central Pay Commission recommendations- Submission to the empowered Committee Secretaries – BPS

BPS-7th-pay-commission

BHARAT PENSIONERS’ SAMAJ
No SG/BPS/CPC/16/11
Dated 02.06.2016
To
Shri Pradeep Kumar Sinha,
Cabinet Secretary,
Government of India,
Rashtrapathi Bhawan Annexe,
New Delhi-110001.

Respected Sir,
Sub: VII Central Pay Commission recommendations - Submission to the empowered Committee Secretaries- reg.

1. Bharat Pensioners Samaj(BPS) Federation of pensioners’ associations, a conglomerate of over 628 pensioners’ organizations as an accredited Federation under the Government of India, had appealed to the Secretary, Ministry of personnel, Public Grievances and Pensions, on 16.2.2016 during the meeting on Aadhar seeding to hold a meeting of Pensioners Associations to discuss 7th CPS pension related recommendations, though he had agreed to hold such a meeting but it did not materialize.

2. Now BPS has come to know through NJCA News letter dated 27.5.2016 issued after their meeting with you on 26.5.2016that the Department of Pension is opposed to the first option recommended by the 7th CPC to bring about the parity with the past pensioners, as they consider it to be infeasible and impracticable (due to the non-availability of the requisite records)

3. It is hard to believe, how a department meant for the welfare of pensioners which helped pensioners to get better deal in earlier pay commissions could arrive at such a damaging and misleading decision without even consulting the stake holders.

4. Sir, Service record is a permanent one and if it to be destroyed, proper permission from the Competent Authority is to be obtained. In any case, service record of pensioners can always be reconstructed taking the details from various sources available with the department and the material collected from the Pensioner. This has been done in the past while implementing parity enunciated by fifth CPC and even while implementing modified parity of 6th CPC. It is also being done now implementing OROP. In this regard Your kind attention is also drawn to recent Bombay High court Nagpur judgement dated 09.03.2015 in case of Smt. Saija v. General Manager, Central Railway O.A.No. 2131 of 2011 (Bombay Bench at Nagpur)
Undersigned in the capacity of Secy. Genl ‘Bharat Pensioners Samaj’ request you to takean independent decision in view of submission in Para 4 above to save pensioners/family pensioners from unprecedented permanent damage by a department meant for their welfare.

Thanking you in anticipation
With regards
Yours faithfully,
sd/-
