Subject:- Grants-in-aid for the year 2013-2014 to the Central Government Employees Residents Welfare Associations- submission of Accounts for the year 2012-2013- regarding.

Sir.
I am directed to say that the Department of Personnel and Training has been sanctioning Grants-in-aid to the eligible recognized Residents Welfare Associations formed by the Central Government Employees in residential colonies to enable them to meet a part of their expenditure on the welfare activities, programmes during the financial year. The recognized Central Government Employees Residents Welfare Associations eligible to receive grants-in- aid may please send a request to this effect to this Department in the prescribed proforma.

2 The recognized Central Government Employees Residents Welfare Associations are requested to send their request keeping in view the following guidelines:-

(a) Central Government employees and employees of the Delhi Administration shall qualify for regular membership of an Association in respect of the grants-in-aid from the Department of Personnel and Training subject to fulfillment of conditions as laid in para (b) to (f) of clause 11(2) of the rules and regulations under the Model Constitution.

(b) Grants-in-aid admissible will be subject to an upper ceiling of Rs.10,000/- during a financial year.
(c) Consolidated accounts for the previous financial year may be provided in Annesure “A” signed by the President, Secretary, Treasurer and Internal Auditor.

(d) A complete list of all the members showing their names, residential address, official designation and address as on 31.3.2013 may be submitted as in Annexure – B.

(e) All the vouchers relating to every head of expenditure as appearing in Annexure ‘A, should be maintained by the Association, so as to verify the expenditure as and when needed.

(f) The stock register maintained by the Association as audited and certified by the Internal Auditor after physical verification should be maintained by the Association. The Department of Personnel and Training may verify the stock register as and when required Similarly, the inventory of articles should also be maintained.

(g) A copy of the minutes of the General Body meeting wherein the accounts of the Association and other activities thereof for the previous year etc. have been approved may be submitted (Annexure—’ L’).

(h) Utilization certificate in respect of the grant-in-aid provided by this Department and information regarding Assets acquired wholly or substantially funded from the grant may also be furnished as per proforma in Annexure ‘G’ and ‘H’ respectively.

(i) A report on the activities of the Association with reference to the Annual Action Plan as provided in Clause VII of the rules and regulations framed under the Model Constitution may also be provided (Annexure ‘K’).

3. It may be noted that even if the Association is not keen to obtain further grants-in-aid from the Government, it shall have to render full and satisfactory accounts of the grants taken in the past. In case an Association fails to get grains-in-aid for any reason for two consecutive years, such Association will stand derecognized. Those Associations which have not sent acknowledgements in token of having received the grants-in-aid for the year 2012-2013 so far, are requested to send the same.

4. CGERWAs are requested to send their request complete in all respects to DOP&T preferably by 20.1.2014 during the current financial year for further necessary action in the matter.

Subject: Preparation of Select List for the year 2012 of Grade I (Under Secretary) of the CSS — Vigilance status and statement of minor / major penalties imposed etc.

The undersigned is directed to refer lo DoPT's O.M of even number dated 18.10.2013 and subsequent reminder dated 01.11.2013 on the subject mentioned above (available in the web site of this Department at persmin.nic.in -> DoPT -> central secretariat ->CSS -> promotion -> regular -> SO to US) and to say that fresh vigilance status of officers whose names figure in Annexure have not yet been received Out of 406 officers in the zone of consideration, fresh vigilance status has been received only in respect of 158 officers. For want of vigilance status forwarding of proposal to UPSC is getting delayed.

2. Ministries/ Departments concerned are, therefore, once again requested to furnish vigilance status of the officers indicated in Annexure to this OM afresh so that the proposal for preparation cl USSL 2012 may be sent to UPSC at the earliest. The information should reach this Department by 22.11.2013. Vigilance status in respect of retired officers and who are in the zone of promotion is also required to be furnished.

3. All Officers concerned, in their own interest are also requested to pursue with the Administration Division concerned to ensure that the said documents/information in their respect are furnished to this Department urgently.

4. Vigilance status of the officers is also required to be updated in the vigilance module of Web Based Cadre Management System hosted at http://10.21.145.125

Sub:- Extension in deputation tenure beyond the prescribed limit of seven years/premature repatriation from a Non – Central Staffing Scheme post – reg

As per the ACC directions, an officer working on a Central Staffing Scheme (CSS) post is allowed an additional tenure of two years on his shift to a Non-Central Staffing Scheme post and vice-versa, subject to cadre clearance and further subject to the maximum limit of seven years outside the cadre at a stretch. While allowing the shift, the tenure of the officers is specified/fixed. Similarly as per extant policy, officers working on a CSS post on their premature repatriation on grounds other than promotion are required to undergo extended cooling off.
2. However, it has come to notice that officers have continued to stay beyond the stipulated tenure without the approval of the competent authority, sometimes even beyond the maximum stipulated limit of seven years outside the cadre. It has also come to notice that some of the officers who after their stint under the CSS had shifted to Non-CSS posts were allowed to go prematurely to their cadre without seeking the approval of the ACC.
3. The undersigned is directed to convey that any proposal for premature repatriation and extension in tenure beyond the approved tenure in respect of officers who have shifted from a CSS post and are now working on a Non-CSS post should be referred to DoP&T for approval/orders of the competent authority.
4. All the Ministries/Departments are requested to ensure compliance of the above direction in future.

OFFICE MEMORANDUM


Subject: Recruitment to Group ‘C’ posts in Pay Band-I, with Grade Pay of Rs.1800/- (pre-revised Group `D’ posts).

This Department vide OM of even number dated 12.5.2010 requested all the Ministries/ Departments to intimate their requirements for Non-Technical Group ‘C’ posts in PB-1 Grade Pay Rs.1800/- to the SSC immediately in order that the Commission could initiate action for recruitment. The Ministries/Departments were also advised to take action simultaneously for framing Recruitment Rules for these posts in accordance with the Model RRs already circulated vide OM dated 30.4.2010.

2. It has, however, come to the notice that Cadre Controlling Authorities are not sending their requisitions for the vacancies of MTS to SSC. The erstwhile Group ‘D’ posts which now belong to Group ‘C’ are required to be filled up through SSC as per instructions of this Department instead of through Employment Exchange or any other mode. All Ministries/ Departments are, therefore, once again requested for sending their requirements in respect of Ministries/Departments themselves as well as their attached/ subordinate officers also, for Non-Technical Group ‘C’ posts in PB-1 Grade Pay Rs.1800/- to the SSC immediately in order that the Commission could initiate action for recruitment.

3. Action pending if any, may simultaneously be taken for framing Recruitment Rules for these posts in accordance with the Model RRs already circulated.

Subject: Recognition of Service Association of Employees of Non-Statutory Departmental Canteens/Tiffin Rooms of Central Government Offices under CCS (RSA) Rules 1993.

The undersigned is directed to say that the matter regarding granting of recognition to the Associations representing Non-Statutory Departmental Canteens Employees has been under consideration of this Department for quite some time. The question of formation of separate Association of Canteen employees was earlier considered in 2003 and taking into account various factors, it was decided that there may not by separate Association exclusively for Canteen employees and they may be represented through Associations formed by other comparable categories of employees. This decision was circulated vide O.M No. 27/2/96-Dir.(C) dated 20.2.2003.

Subsequently, based on various representations received, and taking into account the fact that Canteen employees are a unique and distinct category of employees of Central Government, their cadre structure. pay and allowances and career prospects are also different from other Group 'C’ & 'D’ employees of the Secretariat & Attached/Subordinate Office, it was decided to invite applications from Associations/Unions of employees working in the Non-Statutory Departmental Canteens/Tiffin Rooms of Ministries/Departments/Offices etc of the Central Government who wish to seek recognition under CCS (RSA) Rules 1993. On the basis of application received for recognition and keeping in view the requisite criteria for recognition as stipulated in CCS (RSA) Rules, 1993 it has been decided by the competent authority to grant ad-hoc recognition to the following association subject to the condition that ad-hoc recognition would cease after one year if verification through check off system is not completed during the period.

DOPT Launched Internship Scheme, 2013 from September 01

The Department of Personnel and Training, Government of India has initiated an Internship Scheme from 1st September 2013 to engage Indian Nationals, who are Graduate /Post Graduate or Research Students enrolled in reputed University/Institution within India or abroad and preferably specializing in HR and associated subjects in Public Policy and Public Administration, as “Interns”. These interns would be expected to supplement the process of policy analysis within the Department through desirable empirical collection and collation of in-house and other information.

The exposure for the interns to the functioning of the Indian Government may be an add-on in furthering their own career goals in the Non Profit Organisation (NPO) Sector or International Organizations. The internship shall be for a minimum period of 2 months but shall not exceed 6 months in individual cases.

The DoPT has identified ten topics for the current year for the Interns. The topics are: Analysis of cases disposed of by Central Administrative Tribunal; Collection of Data on Reservation from Ministries and its analysis; Issues relating to Anti-Corruption Law; Issues relating to punishment of Government employees for unethical behavior; Exit policies for inefficient public servants; Best HR practices; Service Conditions; Expectations of Persons with Disabilities employees; Impact evaluation of Mid-Career Training Program of Central Secretariat Service (CSS)Central Secretariat Stenographers Service (CSSS) and Revising methodology of training program.

DoPT has invited applications from the interested candidates in prescribed Proforma through its Circular dated 30th August, 2013. The DoPT Circular and the application Proforma is available on the DoPT website www.persmin.nic.in.

Sub : Select List of Section Officers’ Grade for the year 2009 against Examination Quota on the basis of Combined Limited Departmental Competitive Examination, 2009, 2010 and 2011 held by the Union Public Service Commission.

The undersigned is directed to say that the Department of Personnel & Training had reported 396 (Genl – 274, SC – 58 & ST – 64 ) vacancies for the year 2009 to be filled up in the Section Officers grade of Central Secretariat Service (CSS) on the basis of the results of the Combined SOs/Stenographers(Gr B /Gr ‘B’) Limited Departmental Competitive Examination 2009, 2010 and 2011 conducted by UPSC. UPSC has since declared the final result of LDCE 2009, 2010 & 2011 on 24th July, 2013. The details of qualified candidates for the year 2009 are as under :-

Out of the 376 candidates recommended by the UPSC only 374 (Gen-273, SC-57, ST-44) candidates are effectively available for consideration for appointment as Section Officers in the Select List of the year 2009 Allocation of candidates has been made having regard to the vacancies in the various cadre units and Rotational Transfer Policy for CSS personnel. The list of candidates is annexed Dossiers of the candidates included in the Select List will be sent in due course.

2. The candidates included in the Select List of 2009 of the Section Officers Grade of the respective cadre units as in the Annexure to this O.M. may be appointed to the Grade immediately subject to being clear from vigilance angle as per available relevant instructions on the subject.

3. The cadre unit authorities are requested to initiate the process of appointment of the candidates immediately. It may be ensured that the officers concerned are relieved within 45 days from the date of issue of this 0M to take up the new posting in the cadre unit allocated, failing which their appointment/promotion shall be cancelled and the dossier(s) of the candidate(s) concerned returned to the UPSC.

4. It may also be brought to the notice of all the officers who figure in the Annexure that their appointments shall be subject to the outcome of the following Court cases and also as per any other order by any competent court in any of the connected matters
(i) CA No. 4135/2012 MA No 3477/2012 filed by Shri Rajeev R & Ors Vs UOl in CAT. New Delhi,
(ii) CA No. 4082/2012 & MA No 3448/2012 filed by Shri M R Meena & Ors Vs UOl in CAT New Delhi

5. A copy of the appointment order may be endorsed to this Department for record.

Subject: Grant of Special Incentive Allowance for non-executive staff in CBI.

In partial modification of this Department's letter of even number dated 04.10.2011 and pursuant to Calcutta High Court's order dated 28.02.2013 in Contempt Petition No.50912012 in WPCT No 11812008 filed by Shri Kishalay Mukherjee and Others, approval of the competent authority is hereby conveyed for payment of Special Incentive Allowance to Non-Executive Staffs in CBI @ 15% of Basic Pay w.e.f. 20.12.2006. 


2. The expenditure incurred will be met from the sanctioned budget grant of CBI under the relevant head of account in the current financial year 2013-14.

3. This issues with the approval of Department of Expenditure's ID No.115764/E-III(A)/12013 dated 02.07.2013 and concurrence of IFD/MHA vide DY. No.411/Fin-III/13 dated 22.07.2013.
