Indian Railways will conduct the largest recruitment drive for the Para-Medical categories. The Computer Based Test (CBT) for recruitment to 1923 posts of Para-Medical categories will commence from 19.07.2019. The test will be conducted over three days from 19.07.2019 to 21.07.2019 and on each day there will be three shifts. In this recruitment drive, more than 4.39 lakh candidates will be taking the test which will be held in 345 test Centres in 107 towns/cities across the country.

This is first recruitment by Indian Railways in which reservation for Economically Weaker Sections (EWS) will be available to eligible candidates. Against 10 per cent of the total vacancies earmarked for EWS candidates, 4654 EWS candidates will be appearing in the Tests.

The Computer Based Test will be of 90 minutes duration with 30 minutes extra for Persons with Benchmark Disabilities (PwBDs). The tests will comprise questions from Professional Stream, General Awareness, General Arithmetic, General Intelligence & Reasoning and General Science. There will be multiple choice objective questions.

The questions of the test will be available in 15 different languages, including English and Hindi. The candidates can view the question in English and the language the candidate has opted as the medium of test.

The largest number of candidates applied for this recruitment is from Uttar Pradesh (64,596) followed by Rajasthan (62,772), Maharashtra (38,097), Kerala (35,496).

The noticeable feature of this recruitment is that female candidates out number male candidates, the female candidates constitute 62 per cent of the total candidates. Besides, there are also 28 number of Transgender (TG) candidates in the fray.

The selected candidates will be appointed, inter alia, to the post of Staff Nurse, Dietician, Health & Malaria Inspector, Pharmacist, Optometrist, and Radiographer. More than 50 % candidates will be appearing for the post of Staff Nurse.

First major recruitment with the benefit of 10% reservations for EWS after the 103rd Constitutional Amendment recently passed by Parliament

Recruitment drive will result in massive employment generation with 2,30,000 direct jobs
Recruitment shall be conducted in two-phases duly observing the laid down criteria of reservation in Government of India

Phase-I (starting February-March, 2019 and completed by April-May, 2020) will comprise of 1,31,428 posts
Phase II (starting May-June 2020 and completed by July-August, 2021) will comprise of 99,000 posts

About 34,000, 17,000 and 62,000 posts reserved for SC, ST and OBC candidates respectively. Further, as per 103rd Constitutional Amendment, 10% of these vacancies, i.e. around 23,000 shall be reserved for candidates from Economically Weaker Sections (EWS)

In line with the mega recruitment process for recruitment of 1,51,548 employees initiated 14 months ago, Indian Railways will initiate fresh recruitment of ~2,30,000 more employees under various cadres of Indian Railways, which will be recruited over the next two years in two phases.

In line with the vision of Hon'ble Prime Minister, Shri Narendra Modi, Indian Railways is consistently expanding its workforce to match the manpower requirements of new projects and increase the overall efficiency of the entire railway network. These recruitment drives will fix long-standing issues of overtime work, delay in project implementation, low efficiency, and constraints on upgradation. With the increase in investment in Railways being threefold since 2014, recruitment needs have also increased, which will lead to job-led growth and expansion of Indian Railways.
Presently, Indian Railways has a sanctioned strength of 15,06,598 employees. Out of these, 12,23,622 personnel are on roll. The remaining 2,82,976 are vacant posts. Recruitment for 1,51,548 posts is going on, leaving 1,31,428 posts still vacant. Further, it may also be noted that approximately 53,000 and 46,000 railway employees shall retire in 2019-20 and 2020-21 respectively, causing an additional vacancy of approximately 99,000 employees. Thus, after accounting for the current recruitment's in progress, there will be total net vacancies of 1,31,428 and approximately 99,000 i.e. approximately 2,30,000 employees in the railways over next two years.

These are proposed to be recruited over the next two years in two phases. The first phase of fresh recruitment of 1,31,328 posts shall be initiated in the month of February-March, 2019. As per reservation policy of the Government, around 19,715, 9,857 and 35,485 number of vacancies shall be reserved for SC, ST and OBC candidates respectively. Further, as per 103rd Constitutional Amendment recently passed by the Parliament, 10% of these vacancies i.e. around 13,100 shall be filled in from Economically Weaker Sections (EWS). This cycle shall be completed by April- May, 2020.

After the first phase of fresh recruitment of 1,31,328 personnel is completed, the second phase of recruitment of approximately 99,000 personnel against the vacancies arising out of retirements shall be initiated. As per the reservation policy of the Government, approximately 15,000, 7,500, 27,000 and 10,000 posts shall be reserved for SC, ST, OBC and EWS candidates respectively.

Recruitment shall be for various cadres and minimum eligibility criteria shall vary from certification from Industrial Training Institutes or Diploma/above in Engineering or Graduation in any discipline, depending on the post for which the candidate is applying.

These recruitment cycles will result in massive direct and indirect employment generation. Recruitment of 1,31,328 persons in first phase followed by recruitment of 99,000 persons shall create around 2,30,000 direct jobs. The resulting increase in efficiency and investment will boost the regional economies, while boost in connectivity through the Railways will integrate the economic potential of regions and give further rise to job opportunities for the youth of the nation.

Ministry of Railways has announced recruitment for 13487 posts of Junior Engineers (JE), Junior Engineers (Information Technology), Depot Material Superintendent (DMS) & Chemical & Metallurgical Assistant (CMA). The scale of the posts is Rs 35,400- 112400/- (Level 6) as per 7th CPC. The notification for the posts has been issued on the Railway Recruitment Board (RRB) website. The last date for applications for this 2 stage recruitment (1st stage- CBT, 2nd stage- Document Verification) is 31st January, 2019.

It is also to be noted that the notified 13487 vacancies are spread over different Railway Zones and States and candidates from all over India may apply against these pan India vacancies.
The qualifications to apply for Junior Engineers posts are three years Diploma in specified Disciplines or combination of various streams of the basic Engineering disciplines from a recognised Institution. For Depot Store Superintendent, three years Diploma in Engineering in any discipline from a recognized University/Institute. Degree in Engineering disciplines will also be acceptable in lieu of Diploma in Engineering. For Junior Engineer (IT), PGDCA/B.Sc. (Computer Science)/B.Tech (Computer Science)/DOEACC 'B' level course of three years duration or equivalent from recognised University/Institute is required qualifications for application. For Chemical & Metallurgical Assistant, Bachelor's Degree in Science with Physics & Chemistry with minimum of 45% marks from a recognised University/Institute is required qualification for application. The medical standards for various posts are A3, B1, B2, C1. Age criteria is 18-33 years (as on 01.01.2019)

Sub: Minimum educational qualification for open market recruitment to the post of Pharmacist Gr.III in the Medical Department on the Railways.

Ref: Railway Board's letter No.E(NG)II/2001/RR-1/45 dated 22/05/2015 (RBE No.49/2015) and 05/04/2018 (RBE No.54/2018)

Federation desires to bring to the notice of Railway Board that the Ministry of Health & Family Welfare (CGHS Division) vide Notification dated 11th March, 2015, circulated in the Gazette of India published weekly (March 8 - March 14-2015, at New Delhi), issued recruitment rules with the approval of the President. citing following educational and other qualification for direct recruitment of Pharmacists from open market in supercession of all previous instructions to be followed by the other Central Ministries and the Central Government Health Scheme Organization:-

(i) 12th Class Pass with Science subjects (Physics, Chemistry and Biology), or equivalent from a recognized Board or University.

(ii) Diploma in Pharmacy from recognized institution and registered as Pharmacist under the Pharmacy Act, 1948; and

(iii) Two years' experience as Pharmacist in any recognized Hospital or Pharmacy after duly registered as Pharmacist under the Pharmacy Act, 1948; and

OR

(i) Bachelor Degree in Pharmacy (B. Pharm.) from a recognized University or equivalent; and

(ii) Registered as a Pharmacist under the Pharmacy Act, 1948.
Federation is surprised to note that the Railway Board vide letter No. E(NG)II/2001/RR-1/45 dated 22/05/2015 (RBE No. 49/2015) had issued instructions after reviewing the minimum educational qualification for direct recruitment to the posts of various categories in the Medical Department on the Railways in consultation with the Health Directorate of Railway Ministry decided to prescribe the qualification for recruitment of Pharmacists Gr. III (PB-1/GP 2800) as mentioned below of course without discussing with the Federation.
"10+2 in Science or its equivalent with 02 (two) years Diploma in Pharmacy and registration with Pharmacy Council of India or registration with State Pharmacy Council"

Federation has also come across instructions issued by the Railway Board vide letter No.E(NG)II/2001/RR-1/45 dated 05/04/2018 (RBE No.54/2018) wherein the minimum educational qualification for recruitment of Pharmacists Gr.III from open market in the Medical Department on the Railways have been reviewed arbitraily, without consultations with the Federations. The revised educational qualification for recruitment to the post of Pharmacist Gr.III in Railways is as follows:-

"10+2 in Science or its equivalent with Diploma in Pharmacy from recognized institution and registered as Pharmacist under the Pharmacy Act, 1948.

OR

Bachelor Degree in Pharmacy (B.Pharma) from a recognized University or equivalent and Registered as a Pharmacist under the Pharmacy Act 1948."

Federation is surprised to note that the Railway Board while reviewing the educational qualification for the post of Pharmacist has totally ignored the Gazette Notification issued by the Government of India as published by the Ministry of Health & Family Welfare, the nodal Ministry and issued its own instructions. This action of the Railway Board in therefore not justified.

In this context, Federation desires to mention that in the Board’s letter dated 05/04/2018 (in Para 2) it has been discussed by the Board with both the recognized Federations. In this context, NFIR desires to clarify that the NFIR has never agreed for review of qualification for the post of Pharmacists Gr. III only. On the other hand Federation had urged the Railway Ministry to consider upgradation of the posts with respect to upgrading the Pay Scale/Pay Level which commensurate with the Pay Scales/Structure given to the other categories having Degree qualification, accordingly the Pharmacist after review of educational qualification should have been placed in erstwhile GP 4600/Level-7. In this connection, our letter No. IV/NFIR/7th CPC/CORRES/Pt. V dated 27/05/2015 and 28/05/2015 addressed to the Secretary, 7th CPC and the Secretary (E), Railway Board demanding improvement in the entry qualification with improved Pay Scale commensurating with the improved and upgraded educational and technical qualification for the post of Pharmacist may be connected. However, copies of Federation’s letters dated 27/05/2015 and 28/05/2015 are enclosed for ready reference.

NFIR, therefore, requests the Railway Board to withdraw its instructions issued vide letter dated 05/04/2018 (RBE No. 54/2018) and convene a meeting with the Federation to discuss the subject matter for finding an amicable solution.

Federation may be replied of the action taken on this letter.

Attention is invited to this Ministry's instructions issued under RBE No. 45/2015 dated 11.05.2015, withdrawing three years relaxation in the prescribed upper age limit for direct recruitment to all non- gazetted posts.

The matter has since been reviewed and it has now been decided by this Ministry to provide a relaxation of three years above the prescribed upper age limit in open market recruitment to all non- gazetted posts.

These instructions will be effective from the date of issue of this letter. It will also be applicable on recruitment notification published under Centralized Employment Notice Nos. 01/2018 and 02/2018 issued by Railway Recruitment Boards (RRBs).

Online Applications are invited around 90,000 posts in Group C Level I (Erstwhile Group D) like Track maintainer, Points man, Helper, Gateman, Porter and Group C Level II categories like Assistant Loco Pilots (ALP), Technicians (Fitter, Crane Driver, Blacksmith, Carpenter) through Railway Recruitment Boards websites.

Last date of submission of application would be extended suitably.

Option to take exam in regional languages like Malayalam, Kannada, Telugu, Tamil, Odiya and others will be available to the candidates.

Largest Computer based test in the World is scheduled tentatively in April - May 2018.
Educational Qualifications for various posts are class Xth passed & Industrial Training Institute certificate (ITI).
Selection procedure only includes Computer Based Test without Interviews.

For Group C Level I (Erstwhile Group D) posts, the monthly salary along with allowances as per the Seventh Pay Commission (level 1) Scale (18,000- 56,900) will be given to the selected candidates. Applications for Group C Level II posts will be accepted till 5th March 2018 & for Group C Level I (Erstwhile Group D) posts will be accepted till 12th March 2018.

Free Sleeper Class Railway Pass facility shall be available for SC/ST candidates for Computer Based Aptitude Tests, Physical Efficiency Tests, Document verification during the recruitment stages

Sub: Minimum educational qualification for recruitment of staff from open market in Level-l of the pay matrix of 7th CPC.

Attention is invited to instructions issued, vide this Ministry’s letter under RBE No. 129/2013 dated 09.12.2013, laying down qualification for recruitment of staff from open market to posts in Pay Band-1 of Rs. 5200-20200 having Grade Pay- 1800/- (now Level-l of the pay matrix of 7th CPC), through all modes, against direct recruitment quota as 10th pass or ITI or equivalent or National Apprenticeship Certificate (NAC) granted by NCVT.

2. The qualifications have further been reviewed and it has been decided by Board that the minimum educational qualification for recruitment of staff in Level-l of the pay matrix of 7th CPC (earlier Grade Pay Rs 1800/-) in Civil Engineering, Mechanical, Electrical and S& T departments from open market, through all modes, will henceforth be as under:-
10th pass plus National Apprenticeship Certificate (NAC) granted by NCVT
OR
10th pass plus ITI.
3. For all other departments of the Railways, the minimum educational qualification will continue to be the same as mentioned in para-1 above.
4. Cases already under process will continue to be dealt in terms of earlier instructions.

Sub:- Educational qualifications for recruitment/promotion of Post Graduate Teacher.
Ref:- Board’s letter No.E(P&A)I-87 /PS-5/PE-9 dated 4.10.1989 and Para No. 178 of IREM Vol-I (Revised Edition 1989).

The minimum qualifications for recruitment/promotion of Post Graduate / Teachers working in Railway Schools have been laid. down in Board’s above referred letter. The issue of updating these qualifications at par with those now laid down by Kendriya Vidyalaya Sangathan and Navodaya Vidyalaya Samiti for recruitment/promotion of PGTs in their schools was under consideration of Board.

2. It has been decided that henceforth the essential minimum qualifications for recruitment/promotion of PGTs in Railway Schools will be as under:

Essential:
A Two years’ Integrated Post Graduate M.Sc Course of Regional College of Education of NCERT in the concerned subject;
Or
Master Degree from a recognized University with at least 50% marks aggregate in the following subjects:

a) PGT (English) – English
b) PGT (Hindi) – Hindi or Sanskrit with Hindi as one of the subjects at Graduate level.
c) PGT (Maths) – Mathematics/ Applied Mathematics
d) PGT (Physics) – Physics I Electronics/ Applied Physics/ Nuclear Physics, e) PGT (Chemistry) – Chemistry/ Bio Chem.
f) PGT (Biology) – Botany/ Zoology/ Life Sciences/Bio Sciences/ Genetics/ Micro
Biology/Bio Technology/ Molecular Bio/Plant Physiology· provided they have studied Botany and Zoology at Graduation level.
g) PGT (History) – History
h) PGT Geography – Geography
i) PGT (Commerce) – Master’s Degree in Commerce. However, holder of Degrees of M.Com in Applied/Business Economics shall not be eligible.
j) PGT (Economics) – Economics/ Applied Economics/ Business Economics.
B. B.Ed. or equivalent degree from recognized university

C. Proficiency in teaching in Hindi and English media .

Desirable: – Knowledge of computer applications.

Sub: Publication of notification for open market recruitment to posts in Pay Band-1 (Grade Pay: Rs 1800).

Attention is invited to instructions contained in Board’s letter of even number dated 19/9/2014 (RBE No. 103/2014), wherein Railway Recruitment Cells (RRCs) were asked to publish notification for open market notification for open market recruitment to posts in Pay Band-1 (Grade Pay: Rs 1800) once in two years beginning July, 2015 besides adhering to the schedule as contained in RBE No. 164/2011 for conduct of such recruitment exercises.

In light of examination of modalities for online conduct of open market recruitment examination by a Committee, it has now been decided by the Board that notification for recruitment to posts in Pay Band-1 (Grade Pay: Rs 1800) from open market may be published by Railway Recruitment Cells (RRCs) in July, 2016 instead of July, 2015 duly assessing the vacancies in terms of instructions contained in 1(iv) of Board’s letter of even number dated 10/12/2014 (RBE No. 138/2014).

Application will be called online, modalities for which will be provided in due course. Modalities for conduct of online examination, if any, which is presently under examination of Committee ibid will be apprised in due course.

New Delhi: Railways has undertaken an exercise to rationalize the number of employees working in the state transporter and shortlisted four human resource audit companies for the task.

An HR audit company would be identified and entrusted with the task of studying the entire gazetted staff strength, said Railway Board Member (Staff) Pradeep Kumar here today.

Four companies shortlisted for this purpose are Earnst and Young, Deloitte, Price cooper waterhouse and KPMG.

The HR company will examine the Railways’ manpower given the technological development/changes in operational and maintenance practices and determine the optimal level of the staff strength in the coming years, Kumar said.

Currently railways employees 13.36 lakh gazetted and non-gazetted workers.

“We will also hire a reputed consultant to examine the strength in non-gazetted section to study the system and requirement and see if there is any extra flab,” he said.

The Railways will also take into account the international benchmarks before deciding on the issue, the Member (Staff) said.

On the Debroy Committee’s recommendation that railways should not involve in other activities such as running schools, hospitals and RPF, Kumar said “The committee has just given its report and we have to examine it.”

However, he added “there has to be a system to keep railways and its employees in good health. Eventually, to run the Railway system there has to be some agencies to do the job.”

Railways has also taken steps to conduct all examinations online as a fool-proof measures against malpractices.

He said as a major IT initiative, online applications were introduced in two recent exams for the posts of Senior Section Engineers and Junior Engineers (SSEs/JEs) and Para-Medical categories respectively to bring transparency and certainty into recruitment process.

As per the new system, the Railway Recruitment Board (RRB) candidates can keep the question booklets. A pilot project of uploading of answer keys and cut-off marks was initiated in 2014-15, he said.

In the railway recruitment drive during 2014-15, examinations were conducted for 48,822 vacancies in 284 categories.

Public Advised to Ignore Fraudulent, Unauthentic & False Recruitment Promises

It has come to notice that some unscrupulous elements have cheated and defrauded unemployed youth by making false promises of providing jobs in Indian Railways. For this they have forged documents like employment letters and extracted huge sums of money from the unsuspecting public/youth. Criminal action is being taken in this regard by the Ministry of Railways.

Process of recruitment for various posts in Railways is done through the following agencies, namely; 1) Railway Recruitment Board (RRBs), 2) Railway Recruitment Cells (RRCs) and 3) Railway Protection Force (RPF).

All the vacancies are widely advertised in all leading national and local newspapers including Employment News/Rozgar Samachar.

Besides, the vacancies are also put on the official website of all RRBs and RRCs.

Exam process includes a written Exam. Written Exam answer sheets are evaluated through computers. There is no human intervention in this.

Fees for Recruitment exams is only Rs. 100/-. No other money is required to be paid to anyone.

Results of exams are put up on official websites of RRBs and RRCs.

Will the Minister of RAILWAYS be pleased to state:-


(a) the details of eligibility criteria and the procedure being followed for appointment and posting of General Managers, Members and Chairman in the Railway Board;

(b) the number of cases in which the prescribed norms including the seniority factor were not followed strictly for the purpose during the last three years and the current year including the reasons therefor;

(c) the details of such vacant posts in Railway Board including the Zonal/Divisional Managers in the Railways as on date along with the reasons therefor and the time by which these are likely to be filled up;

(d) the present status of the investigation in the recent case of alleged irregularities in appointment to the post of Member in Railway Board; and

(e) the details of steps taken/being taken by the Railways to strictly follow the prescribed norms and ensure transparency in appointment and posting against various positions in Railway Board?



ANSWER

MINISTER OF STATE IN THE MINISTRY OF RAILWAYS (SHRI ADHIR RANJAN CHOWDHURY)

(a): The posts of General Managers are filled up as per norms laid down for the same vide Resolution issued in 1986, as amended from time to time. The basic norms laid down are that officers belonging to the eight organized Group ‘A’ Railway Services are eligible for being considered for appointments to these posts and inter se seniority list of Senior Administrative Grade officers belonging to these services are drawn up for this purpose. Officers with 25 years of Group ‘A’ service and working in Senior Administrative Grade and above are considered. Only such officers are considered for empanelment and appointment who have a minimum residual service of two years.

The panels are made based on the recommendations of a high level Selection Committee comprising of Chairman, Railway Board, as Chairman and two other members one being Secretary, Department of Personnel and Training and the other being a Member of Railway Board nominated by Cabinet Secretary. The panels and specific appointments are made with the approval of the Appointments Committee of the Cabinet.

The posts of Members of Railway Board are filled up on the basis of Resolution issued in 1987, as amended from time to time. Officers to be considered for the posts of Members, should normally have a balance service of two years or more from the date of occurrence of the vacancy and should normally have worked for a period of one year as General Manager (Open Line). In case, relaxation of norms is involved, the senior most General Manager (Open Line) with reasonable long tenure, subject to a minimum of one year on the date of occurrence of the vacancy may be considered. For the post of Financial Commissioner (Railways), a General Manager belonging to IRAS cadre, and fulfilling the other requirements as above, is eligible for consideration. As for the post of Chairman, Railway Board, the officer should normally have a minimum tenure of two years as Member and/or Chairman, including at least one year as Chairman, Railway Board. The appointments to the posts of Chairman and Members of Railway Board are approved by Appointments Committee of the Cabinet.

(b): Appointments have been made in accordance with the norms, after following due process and with the approval of the competent authority.

(c): As on date, there are twenty six posts of General Managers/equivalent on the Indian Railways. Out of these, seven posts are vacant. However, looking after arrangements have been made to ensure that the work of these posts does not suffer. Filling up of the vacant posts is a continuous process which involves processing and approvals at various levels of the Government.

As for the posts of Members/Chairman Railway Board, at present there are six posts of Members and one post of Chairman, Railway Board. Since regular incumbents have not been appointed to the posts of Chairman, Member Staff and Financial Commissioner (Railways), additional charge arrangements have been made to look after these posts. At present, Member Mechanical is looking after the work of Chairman with the approval of Appointments Committee of the Cabinet, Member Engineering is looking after the work of Member Staff with the approval of Minister of Railways and Additional Member (Budget) is looking after the work of Financial Commissioner with the approval of Appointments Committee of the Cabinet.

All the posts of Divisional Railway Managers are filled up and no post is lying vacant.

(d): After completion of investigation by CBI, charge sheet has been filed against Shri Mahesh Kumar, Member Staff, Railway Board and nine other private persons on 02.07.2013 under Section 120-B IPC read with Section 7, 8 & 12 of Prevention of Corruption Act, 1988.

(e): The panels are formed strictly on the basis of rules and are approved by Appointments Committee of the Cabinet. Specific appointments are also made with the approval of Appointments Committee of the Cabinet.

Indian Railways: Procedure for recruitment of staff in Grade Pay 1800/-

Sub: Procedure for recruitment of staff in Grade Pay 1800/- on Indian Railways- reg.

The matter of streamlining the procedure for recruitment of staff in Grade Pay 1800/- on Indian Railways, have been under consideration of this Ministry for quite some time. Accordingly, Board have decided the following:-

(i)    In partial modification of instructions contained in para 7.2 of Annexure-I of Board’s letter issued under RBE No.121/2005 dated 18/07/2005, Question papers for the Written Test shall be based on class 10th Standard, consisting of 100 multiple choice(four) objective type questions and the duration of the Written Test shall be 90 minutes. Railway Recruitment Cells will be required to notify the above stipulation by way of issuance of corrigendum for the selection process initiated through notifications issued in July, 2012.
(ii)    In partial modification of instructions contained in para 5 of Annexure-I of Board’s letter issued RBE No.121/2005 dated 18/07/2005, henceforth, fee for selection to posts from open market in Grade Pay 1800/- may be charged @ 100/- (one hundred only) per candidate.
(iii)    In supersession of para 8 of Annexure-I of Board’s letter issued under RBE No.121/2005 dated 18/07/2005, arrangement of funds and allocation thereof, for selection from open market in Grade Pay 1800/- through RRCs, for all stages, shall be made by General Manager in consultation with FA & CAO concerned, out of the zonal allocation itself, keeping in view the local situation/requirement.
(iv)    RRCs may allow the candidates to take away their Question Booklets with them, after the completion of the Written Test.
(v)    In partial modification of instructions contained in para 7.3 of Annexure-I of Board’s letter issued under RBE No.121/2005 dated 18/07/2005, Duplicate OMR sheets will be kept in the custody of an officer as nominated by GM/AGM concerned.
(vi)    The post of Deputy Chief  Personnel Officer (Recruitment) be re-designated as Chairman/RRC.
