Dear Comrades,
As you are aware that for the last two years so many burning issues related to Postal, RMS and GDS employees are lying unsettled at the level of Directorate. We have discussed these issues several times with Secretary, Post and other higher officers of the Department in formal and informal meetings, but we are highly regretted to inform that there is no improvement in any matter.

NFPE Federal Executive Meeting held on 12.05.2017 has reviewed the whole situation in detail and after threadbare discussion, the following agitational programme has been decided for the below mentioned 10 points charter of Demand.

As per decision of Federal Executive we wanted to launch this agitational programme under banner of PJCA. We tried our best to convince the FNPO leadership to join but they are not agreed. So we have decided to launch the programme under banner of NFPE.

AGITATIONAL PROGRAMME
Phase- I - Mass Dharna in front of all Divisional offices.
Date - 20.06.2017
Phase - II - Mass Dharna in front of all Circle/Regional offices.
Date - 12.07.2017
Phase - III - Mass dharna in front of Postal Directorate, Dak Bhawan, New Delhi.
Date - 26.07.2017
Phase IV - One day nationwide strike on 23.08.2017 (Formal notice of the strike will be served later.)

CHARTER OF DEMANDS:
1. Filling up of all vacant posts in all cadres of Department of Posts i.e. PA, SA, Postmen, Mailguard, Mailmen, Drivers and Artisans in MMS,MTS, PACO, PASBCO, Postal Accounts and GDS.
2. Implementation of positive recommendations of GDS committee Report. Grant of Civil Servant status to GDS.
3. Membership verification of GDS and declaration of result of regular employees membership verification.
4. Stop all types of harassment and victimization in the name of new schemes and technology induction and under contributory negligence factor and Trade Union victimization.
5. Payment of Revised wages and arrears to the casual, part-time, contingent employees and daily rated mazdoors as per 6th& 7th CPC and settle other issues of casual labourers.
6. Stop Privatization, Contractorization and outsourcing.
7. Implement Cadre Restructuring for left out categories i.e. RMS, MMS, PACO, PASBCO, Postmaster Cadre Postal Accounts etc. and accept the modifications suggested by Federation before implementation of cadre restructuring in Postal Group ‘C’.
8. Provision of CGHS facilities to Postal Pensioners also as recommended by 7th CPC.
9. Withdraw NPS (Contributory Pension Scheme). Guarantee 50% of last pay drawn as minimum pension.
10. Implement five days week working for operative staff in the Postal department.

NPS CONVENTION
A convention on New Pension Scheme is going to be held at Shah Auditorium Civil Lines New Delhi on 10th June - 2017 jointly under banner of Confederation & All India State Govt. Employees Federation. NFPE has allotted quota to all wings. All are requested to ensure cent percent participation in the convention.

GDS - MARCH TO COMMUNICATION MINISTER’S OFFICE
AIPEU Union - GDS has decided to organize GDS-March to communication Minister’s office - Sanchar Bhawan - New Delhi 27th July 2017. All Circle, Divisional and Branch Secretaries of NFPE Unions are requested to mobilize maximum no. of GDS in March and more employees should take past from nearby circles and Divisions to Delhi. All leadership of NFPE union should also take part in the march.

CASUAL LABOURER UNIONS PROGRAMMES
All India Postal, Casual, Part-time, Contingent workers Federation has decided the following programme of action.

1. Indefinite hunger fast in front of Chief PMG office Chennai from 27th June 2017.
2. All India Workshop on 13th August 2017 (Venue will be intimated later).
3. Massive Dharna in front of Dak Bhawan, New Delhi on 14th August 2017.

NFPE appeals to entire leadership to extend maximum co-operation and help to make the programmes of casual labourers union a grand success.

The administration is in deep slumber. We have to awake them by giving alarming bell by organizing all these programmes in a very successful manner. As NFPE we have to prove our strength.

We as NFPE appeal to the entire rank and file to make every programme a grand success. We will chalk out campaign programme of All India leaders very soon.

All Circle, Divisional and Branch Secretaries are requested to Circulate the Charter of demands and agitational programme among all members after translating in regional languages.

Circle leaders should also chalk out campaign programme in their respective circles.

Sub: - Inordinate delay in settlement of the long pending problems faced by the Postal and RMS employees.

Sir,
For the last two years we have brought the following burning issues of the Postal and RMS employees including Gramin Dak Sevaks and Casual Labourers to the notice of the Directorate for amicable settlement. We have also discussed these cases several times with the administration in the formal meetings and informal meetings. Every time, it was assured that immediate action will be taken for early settlement of the issues raised by us. But we are sorry to state that other than repeated assurances, the things have not moved an inch forward and even now the situation is the same. As a result, most of the important issues raised by us remain unsettled and day-by-day more issues are getting accumulated. Employees at the lower level are the worst victims of this situation and their anger and discontentment is growing day- by-day. Unless immediate remedial measures are not taken to settle the issues in a time-bound manner through negotiation, the situation may go from bad to worse.

The following are the issues pending settlement at Directorate level.

As a responsible organisation, we have been extending full support and cooperation to the administration, in running the department in a most efficient manner and also for induction of high technology and increasing the revenue and productivity. But we regret to note that it has become a one-sided affair and the top level administration has failed to reciprocate the positive attitude shown by the employees.

The Federal Executive meeting of National Federation of Postal Employees which met at New Delhi on 12.05.2017 has viewed with grave concern the situation prevailing in the Department of Posts. The meeting has come to the inescapable conclusion that we can no longer be taken for granted by the administration, if the genuine and legitimate demands of the employees are not settled in a time bound manner through negotiations. The Federal Executive meeting further decided to organize following phased programme of action culminating in strike, for realization of the demands mentioned above.

Phase - III - Mass dharna in front of Postal Directorate, Dak Bhawan, New Delhi.

We once again like to make it clear that we want to avoid a confrontation with the Administration and earnestly hope that the Secretary, Department of Posts, shall come forward for a negotiated settlement. On the other hand, we will be left with no alternative, but to go ahead with our agitational programmes as mentioned above.

Sub: Non-settlement of genuine demands of the Central Government Employees

More than 32 lakh Central Government Employees working in various ministries of the Government of India, including Railways, Postal, Defence (Ordnance Factory and other Civilian Employees), Central Secretariat, Income Tax, Audit & Accounts and other employees of the government departments are aggrieved since long on non-settlement of their various demands.

The report of the VII CPC has further made them aggrieved because of the retrograde recommendations, including non-scientific calculation of Minimum Wage and Fitment Formula. The issue of National Pension Scheme(NPS) had been very heart burning for more than 1.1 million young Central Government Employees who have been deprived from the Defined Pension/Family Pension and we are agitating this issue with the Central Government since its inception.

Under the above compelled circumstances, the National Joint Council of Action has taken a decision to go on “Indefinite Strike” from 06:00 a.m. on 11th July, 2016.

The Central Government Employees of this country have always stood for the development and good governance of the country, but do feel de-motivated because of the inaction on their pending demands.
We do have written to Hon’ble Prime Minister of India vide letter No.NC/JCM/2016/CS/PM dated 14.06.2016 (copy enclosed for ready reference) with the request that the government should immediately come forward for negotiated settlement with the NC/JCM on the demands of the Central Government Employees to avoid unnecessary confrontation.

We earnestly hope that, you will kindly lay your hands and support us in our struggle as well as put pressure on the Government of India for resolution of our genuine demands at an earliest.

Dear Sir,
I, on behalf of Staff Side, National Council(JCM), greet you on your joining as Cabinet Secretary, Government of India.

Sir, you are aware that, more than 26 lakh Central Government Employees, working in the Railways, Defence, Postal and other Central Government Organizations, are facing lots of problems, which are unresolved due to non-functioning of the NC/JCM.

More than 05 years have passed, there has not been a single meeting of the Departmental Council.
Non-resolution of the problems of the Central Government Employees has forced them jointly to resolve for a National Indefinite Strike from 23rd November, 2015.

I hope, you will take keen interest in resolution of the problems, submitted through our agenda as well as Charter of Demands at an earliest to keep industrial peace in the country.

I do not feel good to write all these issues in my first letter, but I am forced by the circumstances to write all this.

MASSIVE DEMONSTRATION BY CENTRAL GOVERNMENT EMPLOYEES AT PARLIAMENT – INDEFINITE STRIKE FROM 23rd NOVEMBER 2015 ANNOUNCED

Over one lakh Central Government employees belonging to Railways, Defence, Postal, Income Tax, Central Excise etc., have conducted massive demonstration in front of Parliament against Central Government’s anti worker policies and non-responsive attitude on the Charter of Demands presented to the Dr. M. Raghavaiah, Chairman of the National Joint Council of Action (NJCA) has presided over the massive meeting near Parliament. He declared that over 34 lakh Central Govemment employees will go on Indefinite Strike from 23rd November 2015 – 6 A.M. onwards if Government fails to reach negotiated settlement on the Charter of Demands out of which main demands are as follows :-
  • Withdrawal of FDI, PPP in Railways, Defence etc., – Stop outsourcing, contractorisation and privatization,
  • Scrap New Pension Scheme,
  • Grant of Interim Relief to Central Government employees,
  • Merger of DA with Pay with retrospective effect and payment of Interim Relief,
  • Implement wage revision w.e.f. 01/01/2014,
  • Calculation of PL Bonus on actual wages,
  • Exemption of Transport Allowance from the purview of Income Tax,
  • Enhancement of contribution of GIS by atleast 10 times,
  • Merger of Technician II with Technician I in GP 2800/- (PB-I) in Railways,
  • Entry grade pay of Station Master as Rs. 4200/- in (PB-2),
  • Allotment of higher grade pay to Loco Pilots and Guards,
  • Upward revision of kilometrage rates of Running Staff w.e.f. 01/011/2006 and settle settlement of Running Staff issues as per agreement dated 07th February 2014 etc.

RESOLUTION ADOPTED AT THE MASSWE RALLY AT JANTAT MANTAR (PARLIAMENT STREET) ON 28th APRIL 2015

“The massive congregation of the representatives of Central Government Employees who have come from various parts of the country held at Jantar Mantar before the Indian Parliament on 28/04/2015 decided to commence the Indefinite strike action 23rd November 2015 from 6:00 AM having failed to elicit any positive response from the Government in settlement of the 10 Point charter of Demands submitted months back. It was also decided that the Railways and Defence organirations will conduct the strike ballot in July 2015 as per the provision of the Industrial Disputes Act and Recognition Rules before commencing the strike from 23.11.2015.

The massive gathering adopted the resolution unanimously exhorting the central Government Employees to prepare for the eventual strike action in all earnestness and make it a historic one.

The meeting congratulates the employees for forging exemplary unity and carrying out various programmes chalked out by the National Joint Council of Action (NJCA) after the National Convention on 11th December 2014. Even though the Government was compelled to set up the 7th CPC on account of the sanctions generated through the action programmes, Government has refused to grant Interim Relief and Merger of DA and excluded the Gramin Dak Sewaks of the Postal Department from the ambit of the 7tn CPC.

The meeting noted that the Government has purposely ensured the closure of Joint consultative Machinery, the negotiating forum set up in 1964 for Central Government Employees to discuss and bring about settlement of their demands.

The meeting chaired by Secretary (personnel) on 25th February 2015 did not bring about settlement on any single item of the Charter of Demands.

The meeting unanimously decided to demand the immediately and settle the following Charter of Demands.

CHARTER OF DEMANDS

Effect wage revision of the Central Government Employees from 01/01/2014,regarding the memorandum of the Staff side JCM, ensure 5-year wage revision in future, grant Interim Relief and Merger of 100% of DA.
Ensure submission of the 7th CPC report within the stipulated time frame of 18 months, include the Grameen Dak Sewaks within the ambit of the 7th CPC. Settle all anomalies of the 6th CPC.
  • No Privatization, PPP or FDI in Railways and Defence Establishments and no corporatization of postal services.
  • No Ban on recruitment/creation of post.
  • Scrap PFRDA Act and re-introduce the defined benefit statutory pension scheme.
No outsourcing, contractorisation, privatization of governmental functions, withdraw the proposed move to close down the Printing Presses, the publication form store and stationery departments and Medical Stores Depots, regularize the existing daily rated/casual and contract workers and absorption of trained apprentices.
Revive the JCM function at all levels as an effecting negotiating forum for settlement of the demand of the
  • Remove the arbitrary ceiling on compassionate appointments.
  • No labour reforms which are inimical to the interest of the workers.
  • Remove the Bonus ceiling.
  • Ensure five promotions in the service career.
The meeting authorized the National JCA to take appropriate and necessary steps indefinite strike begining from 23rd November 2015 an unprecedented and grand success’.

Clarification regarding list of hospitals/laboratories for conducting special medical examinations consequent on enhancement of sum assured limit in r/o PLI

Subject: Clarification regarding list of hospitals/laboratories for conducting special medical examinations consequent on enhancement of sum assured limit in r/o PLI

            This has reference to para 4 & 14 of this Directorate letter of even number dated 12.01.2015 regarding ‘Enhancement of sum assured to 50 lakhs in r/o PLI.

2.         The Circles are raising doubts regarding process of conducting special medical examination of proponent opting for higher sum assured policies i.e. more than Rs. 20 lacs and authorised medical doctors, hospitals and dispensaries for special medical examination of these proponents. In this regard, it is clarified that special medical examinations may be conducted at any hospital/laboratory approved by CGHS, Central/State Government or at any specialized hospital at CGHS rate.

3.         Status of Medical Officer conducting medical examination of proposer(s) based on special medical reports should be as under:-
i) Civil Surgeon, Medical Officers in the employment of Government enjoying the status not lower than that of a Civil Surgeon or Chief Medical Officer, nearest to the place of duty of the proponent. CMO Grade I/Specialist Grade II shall also be considered as equivalent to the rank of Civil Surgeon.

ii) Medical Officer (Allopathic) equivalent to Civil Surgeon employed in Central and State Government, Public Sector undertaking both State and Centre with at least 10 years experience, nearest to the place of duty of the proponent.

iii) Retired Civil Surgeon, CMO Grade I and Specialist Grade
II.

4.         Revised LI-24 (Proposal Form) for PLI proposals exceeding sum assured limit of Rs. 20 lac is being revised and will follow.

5.         This has approval of CGM (PLI).

MUMBAI & MAHARASHTRA STATE GETTING READY FOR INDEFINITE STRIKE
As per the decision of Joint Convention of Joint Consultative Machinery of Central Government Employees (JCM constituents) held at New Delhi on 11.12.2014, a meeting of leaders of JCM constituent organizations in Mumbai was held in Jagdish Ajmera Sabhagruh, WREU Complex, Grant Road (West), Mumbai on 14.01.2015 at 15.30 hours in order to form a Joint Action Committee for Mumbai & Maharashtra State.
Accordingly, The Joint Action Committee was formed consisting of 22 leaders from Western Railway, Central Railway, Defence, Naval Dockyard and Confederation of Central Government Employees & Workers with Postal, Income Tax, Atomic Energy.

With Com. J.R. Bhosale, Leader of Railways & C.G. Employees, as its Convener and Com. R.P. Singh, Com. Pravin Bajpai and Com. Satyanarayan C.H. as Joint Conveners. The Committee decided to meet on 19.01.2015 at 16.00 hours in CRMS Office, CSTM, Mumbai.

The Committee decided to call a Joint Convention on 23.02.2015 at 14.00 hours at CSTM Auditorium, Fourth Floor at Platform No.14, CST, Mumbai. It has been also decided to have Joint Conventions in major industrial towns all over Maharashtra and a grand rally in Azad Maidan in protest against Government’s retrograde policies adversely affecting workers and to achieve 10 Points Charter of demands.

World Post Day is celebrated each year on 9th October, to commemorate the establishment of the Universal Postal Union (UPU) in 1874 in the Swiss capital, Berne. It was declared as World Post Day by the UPU Congress held in Tokyo, Japan, in 1969 and since then, it is celebrated all over the world to highlight the importance of the postal services.

India Post is celebrating National Postal Week from 9th to 15th October, 2014. The purpose of World Post Day is to create awareness about the role of the postal sector in the lives of people and business and its contribution to the social and economic development of the country. The celebration is aimed at generating a broader awareness about India Post’s role and activities among the public and media at national level.

As part of National Postal Week, Department is celebrating Savings Bank day, Mail Day, Philately Day, Business Development Day and PLI Day to focus on various services provided.

Department of Posts has been serving every part of the country for more than 150 years by providing mail , Speed Post and Parcel services, Post Office Savings Bank, Postal Life Insurance, Philatelic services by issue of definitive and special/ commemorative stamps. The Department has been providing ‘My Stamp’ service to public at large. ‘My Stamp’ is the brand name for the personalized sheets of Postage Stamps of India Post. The personalization is achieved by printing a thumb nail photograph of the customers of the images and logos of institutions, or images of art work, heritage buildings, famous tourist places, historical cities, wild life, other animals and birds etc, alongside the selected Commemorative Postage Stamps.

Department is well aware about the changing needs of the customers and has introduced products like Speed Post, Express/Business Parcel, Business Post, ePost, Money Remittance services etc. Utilizing the vast network of Post Offices, India Post offers bill collection under ePayment and retails third party products from Post Offices.

India Post is providing the service of reservation of railway tickets under Passenger Reservation System of Indian Railways. Around 300 Post Offices are providing this facility to the customers across India.
India Post has set up Automated Mail Processing Centers in Delhi & Kolkata to create an Automated Mail grid. The Automated Mail Processing Center facilitates the processing of more than 55,000 piece of mail an hour. During the National Postal Week customers, especially children are encouraged to tour Automated Mail Processing Center. This unique venture of India Post is worth visit by the people.

In tune with the emerging e-Commerce market, parcel product has been revamped & Cash on Delivery (CoD) facility has been introduced. State-of-the-art Parcel centres are also being set up across the country. Department is also developing Parcel Network to cater to the needs of e-Commerce companies. Delivery of parcels and Express mail is also planned to be mechanised in bigger cities for efficient & quicker delivery.

On the occasion of ‘World Post Day’ a seminar on ‘Building Business for India Post’ was organized by Department of Posts to deliberate on opportunities and road ahead for India Post. ‘My Stamp’ facility was also inaugurated by Member (Operations), Postal Services Board in Sansad Marg Head Post Office, New Delhi – 110001. Number of activities have been planned during National Postal Week across the country.

Consequent on granting permission by the DOP&T to fill up HSG-I vacancies as per existing recruitment rules, HSG-II officials with three year service are considered for HSG-I promotion. But the Postmaster Grade II officials with minimum five years service are only considered for PM Grade-III promotion as per the Postmaster Grade Recruitment Rules approved by DOP&T. This DISCRIMINATION was brought to the notice of the Directorate by AIPEU Group ‘C’ (CHQ) earlier. On 02.08.2013, detailed discussion was held with Member (P), Postal Services Board. It is informed that Directorate has already called for the detailed particulars, from Circles. On receipt of information the case will be submitted to DOP&T for RELAXATION of five years to three year at par with HSG II officials.

NEW DELHI: The expenditure department has decided to sanction Rs 1,300 crore to the proposed Post Bank of India to meet its capital requirements even as the department of financial services (DFS) - the wing in the finance ministry that deals with state-run banks and their policies – chose to stay away from the issue.

The proposal's backing by the expenditure finance commission and its subsequent green light by finance minister P Chidambaram is seen as the official go-ahead by the finance ministry, ignoring the DFS's stance. The DFS position is seen as the first instance of the agency not backing the Post Bank's plan, which officers in the department have privately mocked at.

"They think they can use the postal deposit model for their banking foray. Nothing in their plan seems to be clear. Banking isn't easy," said an officer, who did not wish to be identified. In fact, a strong Post Bank is seen to be the biggest challenge to existing public sector banks, including State Bank of India, which controls 70% of the banking business in the country. SBI, the largest lender, has a little less than 15,000 branches, while there are over 1.5 lakh post offices across the country.

Although Post Bank does not intend to open a bank branch in each post office, the plan is to use postmen to meet the financial inclusion goal. Secretary (posts) P Gopinath refused to speak to TOI despite several attempts.

According to the plan, Post Bank will have 50 branches in the first year, which will be increased to 150 by the fifth year. The branches will be located in select Head Post Offices in Tier-1-4 centres and select Sub-Post Offices in Tier-5-6 centres.

To meet RBI norms, the postal department proposes to set up a new entity - Post Bank of India - that will have an independent board and separate operations. Apart from independent directors, the board will have representatives from the finance ministry and the postal department. Separate recruitment has been planned to have specialist bankers.

While converting the entire postal network would have meant a capital requirement of over Rs 60,000 crore, by setting up a special entity, the fund requirement has been reduced. This, officers said, will also help create a more focused strategy.

KNOW INDIAN POSTAL ORDER [IPO]

Of late RTI applicants are using Indian postal order [IPO] for paying filing fee and other charges. I append below few rules which will be useful to RTI users:

1. IPOs are available in denominations of Re. 0.50, 1, Rs. 2, 5, 7, 10, 20, 50 and 100/-.

2. Commission per IPO is Re1 to Rs.3 depending upon denomination. For Rs.10 IPO commission is Re.1/-.

3. Value of IPO can be increased by maximum Rs.3/- by affixing unused postal stamps not exceeding 4 on its face. Each stamp should not exceed Re1. Hence, say if you want to pay Rs.12 [and post office does not have denominations below Rs.10, you can buy IPO of Rs.10 and affix two postal stamps of Re.1 [ or 4 stamps of 50 paisa] each on its face. This way IPO will be for Rs.12. This facility of value addition is not applicable to IPO of Rs.100/-.

4. IPO is valid for 24 months from the last date of the month in which IPO is purchased from post office.

5. IPO older than 24 months as above can be revalidated for next 12 months by paying prescribed commission for that denomination of IPO in the form of postal stamps to be affixed on the reverse of IPO.

6. IPO older than 36 months from last day of the month of issue will be forfeited if presented for payment.

7. Purchaser can get refund of IPO within 6 months from last day of month of issue by surrendering original IPO and counterfoil. Purchaser can also get refund after expiry of 6 months from last day of month of issue but before 12 months from last day of month of issue of IPO provided he pays commission for renewal at prescribed rate by affixing stamps on the reverse of IPO to be refunded.

8. In case of loss of IPO, refund can be claimed by submitting counterfoil to Superintendent of Post Offices under whose jurisdiction issuing post office operates. However, refund of lost IPO will not be made before expiry of 36 months from last day of the month of issue of IPO. Claim for lost IPO should be made within 24 months from last day of month of issue. If counterfoil is not available, then number, date and post office of issue should be mentioned in the application for refund.

Dear
               This is regarding the booking, dispatch and delivery of relief materials to Uttarakhand State by post without charging postage.

 
2.            As you are aware that the recent floods and landslides in the State of Uttarakhand have led to massive damage to the life and property and have rendered many people without a shelter. Relief material such as clothes, blankets, woolens, utensils, edible items, medicines is being sent by people across the country.


3.            The matter of booking, dispatch and delivery of relief material to Uttarakhand State by post without charging postage was considered by the Department. It has been decided to collect the relief material from the general public / institutions / agencies /NGO free of postage and dispatch the same to Uttarakhand State as a goodwill gesture.
                                                                                                
4.            For booking of packages containing relief material, special receipts may be got printed locally immediately with the heading “Relief material for Uttarakhand flood victims” at the top of the receipt. Receipts should be printed in duplicate with Sl. No. ‘0001 to 9999’ along with date. The Original copy may be handed over to the sender and the carbon copy may be kept as office copy. Address of the addressee may be got printed as “Senior Postmaster, Dehradun GPO-248001” and sufficient space may be kept for writing name and address of the sender. Serial number of the receipt and date of booking should be clearly and legibly written on the package and it should be stamped with the name stamp of booking Head Office.


5.            The packages of the relief material so booked should be closed in a bag addressed to the Senior Postmaster, Dehradun GPO-248001 and dispatched by surface mode i.e. Departmental MMS, contractual MMS, RMS Sections, etc.


6.            It is learnt that the Railways are also dispatching relief material to Uttarakhand free of charge up to 09-07-2013. The Railways may extend this date. You are requested to make full use of this facility of Railways of free transmission to bond the efforts and Synergy of Posts and Railways. In this context, you may ask your Region / Division to contact the Sr. Divisional Commercial Manager of Divisional Railway Manager’s office and collect the information as to which authority and where the relief material is to be handed over. For free transmission by trains, relief material should be addressed to the District Magistrate of the concerned district of Uttarakhand State and handed over to the proper railway authority under receipt. 


7.            The relief material would be accepted only in the Head Post Offices up to 20-07-2013. Detailed instructions for booking, dispatch and delivery of relief material are enclosed.


8.            Wide publicity may be given through Press Release and through advertisement in local newspapers.


               I would, therefore, request you to kindly make necessary arrangements in this regard.

Instructions for Booking, Dispatch and delivery of Relief Materials for Uttarakhand


1.    The Relief material containing clothes, blankets, woollens, medicines, tarpaulin, plastic sheets, Torch, long shelf-life food etc. may be sent through the arrangements made by the Department of Posts.
2.    The material should be securely packed by the sender and marked on top as “Relief material for Uttarkhand”. Accordingly, the package should be addressed to “Senior Postmaster, Dehradun GPO, Dehradun-248001 (Uttarakhand)”.
3.    The facility to book the relief material for the sender would be available at all Head Post Offices across the country.
4.    The package containing relief material can be accepted up to 35 Kg. of weight for a single package. The sender would not be required to pay any postage for this purpose.
5.    The facility for booking or providing relief material at Head Post Offices would be provided with immediate effect and up to 20th July, 2013.
6.    It may be ensured by the Circles that wide publicity is given to the initiative through the media. The public may also be made aware that the relief material should not contain liquid, breakable items or any other item prohibited for booking through post offices.
7.    At every HO, a receipt book containing receipts in duplicate and specially printed locally for booking of packages of relief material may be kept in sufficient quantity.
8.    The relief material would be sent in direct bags closed for Dehradun GPO and routed through surface mode. Wherever the Railways are dispatching relief material to Uttarakhand State free of charge, the bags containing packages of relief material should be addressed to the District Magistrate of the concerned district in Uttarkhand State.
9.    The relief material transmitted through postal channel would be delivered by the Senior Postmaster, Dehradun GPO to ‘Centre for Collection & Distribution of Relief Material, Maharana Pratap Sports College, Raipur Road, Dehradun’ set up by Uttarakhand State Government under clear receipt. Special delivery slip containing the details of the packages of relief material i.e. Name of head office of booking, serial number of the package, date of booking and weight may be prepared for delivery.

President of the National Federation of Postal Employees Women’s Convention, Mrs. Shakunthala, distinguished guests on the dais, leaders and invitees who have come from across the country to attend the 9th Federal Council meeting of the National Federation of Postal Employees, ladies and gentlemen, my heartfelt greetings to all of you. It is a pleasure to be here with you today and I would like to thank the organizers for inviting me.
From the time I joined the Department of Posts as an young officer some 25 years ago, many changes have come in, especially in the role, approach and scope of Trade union activism. The nature of industrial relations and collective bargaining has also changed in the light of globalization, technology, changed business processes, etc.
I would like to share, my thoughts with you today in the context of three broad themes 
i.      The first one relates to Women & Trade Union movement in the Indian context,
ii.     The 2nd one is about women in Department of posts,
iii.    Thirdly I will touch briefly upon about the significant organizational changes underway in Dept.of Posts and possible responses while balancing our personal aspirations and staff unions’ concerns.
In the context of Women and Trade Union movement, the questions that are often asked are: inadequate women’s participation, equality of women, discrimination in workplace, lack of adequate safeguards for women employees, continuing with the responsibility of housework, etc. Women in our country, as elsewhere in the world, have been discriminated against in every sphere – within the family, at the workplace, in society and in public/political participation. Women are increasingly joining the workforce to supplement family income, especially in urban areas. In rural areas they have always participated in agriculture labour and related works.
According to the Directorate General of Employment and Training in 2005, among the 393 lakh job-seekers enrolled with them, only 106 lakhs are female job seekers. In other words female job seekers account for only about 27% of the total job seekers. This is also indicative of the fact that much of the employment of women is in unorganized sector pushing them into exploitative and low end jobs.
Increased employment in organized sector, while empowering women to earn higher incomes, and take up challenging jobs, has also made them to more vulnerable to stress, struggle to balance work and home life and sometimes to sexual harassment in different forms. Further, either due to personal choices or due to the intangible glass ceiling operating very few women are found in higher managerial positions.
Overall the unionized labour is a very small number in our country, (less than 2% according to ILO in year 2000). According to the National Sample Survey Organisation (NSSO), in 1999-2000 out of total workforce of 397 million, only 28 million workers were employed in the formal sector and thus formally unionized. Active participation of women in labour union movement has been historically very low. In recent times with overall decreasing union memberships, far lesser number of women join them or actively participate in the TU deliberations on regular basis. With few of them attending regular TU meetings it is not unexpected that issues of concern to women employees do not get center stage in union items. Women are also under-represented at all levels of union leadership and decision-making.
I believe that Trade Union leadership can and should do much more to encourage and facilitate participation of women in trade union activities. Being effective home makers ensures that women have certain refined skills, especially at balancing competing interests/concerns, negotiating impossible situations. Hence, they should be encouraged to take up leadership roles in the Union actively. Issues relating to women should also get center stage, like lack of amenities in work places, exploitation, especially of unorganized contingent women employees, often working long hours and not drawing even minimum wages, etc. should be taken up actively. At the policy level, Trade Unions can also take up the case of special investment opportunities for female employees with say higher interest rates. This will help the women become more secure and empowered as well as greater productive investments will be made for development of the country. Another area that TUs can also pushing for a special bench or special sessions of CAT and higher Courts to be held periodically to handle cases field by Women employees on priority, so that they are not required to miss office or use personal/home time in running around CAT and other courts. Trade Unions should facilitate greater leadership development and Training for its Women members.
My second theme relates to women employees in Department of Posts. As per census of Central Govt. Employees, only 7.53% of total Central Govt. Employees are women. However, an interesting aspect of this is that in Communications and IT sector, the share of women employees is 12.20%. It is p[ossible that in some Circles, especially in South India, the percentage of women employees could be 30-50%. Surprisingly in Railways Women employees are only 4.63% of the total work-force. Considering the number of railway employees being the largest of the central govt. work force, in actual numbers this would be much higher than many departments. It is seen that in AP postal Circle less than 15% of total departmental staff are women.
In the Department of Posts there are several issues of concern to women employees working as GDSPost Women, Postal Assistants, Post masters, Supervisors, Inspectors & OfficersSome of these are lack of basic amenities in post offices, restrictions relating to rule-38 or rotational transfers under spouse category, child care leave not being granted on administrative grounds, posting of women in night sets, increasing number of cases of sexual harassment at work place etc. Issues relating to women GDS employees and especially of the unorganized sector contingent women employees like sweepers, water women, scavengers, etc. which do not even form part of the Trade Union activism.
Women employees face typical unreasonable biases in the department like the perception of not being as capable as men at work. Sometimes one comes across Supervisors asking for male members in the team so that they can sit late hours to complete work! I do not obviously agree with that view. Women employees are by and large committed and sincerely attend to their work. They are the best asset that the department has. However, we do come across instances of lack of adequate sensitivity in dealing with women employees in the department.
For instance, majority of our POs are C class POs, usually located in rural areas, which lack basic amenities or facilities. Instructions exist about hiring good buildings. But sometimes practically such buildings are not available. Ideally, as a policy all Departmental POs should have own buildings with proper facilities, considering that Government is a model employer. While this is not always feasible, considering the resource gaps, the Divisional Heads should ensure that buildings with basic amenities are hired, or landlord should be insisted upon to provide basic amenities. Further, Divisional Head should also keep in mind availability of basic facilities in a PO, while considering posting women employees there.
While the Central govt. rules require posting of spouses to the same station, as far as possible, in practice there are lot of gaps in implementing these instructions. The restrictive handling of Rule 38 requests under Spouse category based on lack of vacancy, non-fulfillment of minimum 5 years condition for granting Rule-38 transfer, etc. should be used sparingly by the competent authority. Sometimes adequate managerial posts may not be available, but for the operative staff as far as possible spouse category requests should be accommodated.
Another service condition that comes to mind is the recognition that women as the principal home maker and allows themchild care leave. Though every women employee is entitled to avail 730 days of child-care leave during her entire service, in practicality it is not being granted owing to various administrative reasons. While the shortage of staff is one reason, the other one is the reluctance of the fellow employees to undertake additional responsibility if one among them is badly in need of child-care leave and wants to avail it immediately. I must confess that I am personally not a great advocate of child care leave as an entitlement, and that it should be taken with great responsibility. However, I do recognize that there will be certain conditions in an employee’s life that may require granting of the same without delay. Women employees should use this privilege judiciously and should be allowed to do so.
It is true that there are certain areas of work where women are given priority in the department. One such thing that comes to my mind relates to Compassionate appointments. Such appointments are restricted to 5% in case of departmental employees, but for Grameen Dak Sewaks there are no such restrictions. While assessing eligibility for compassionate appointment special consideration is given to wife of the deceased employee in terms of calculation of points, as well as selection. Under the definite, accurate and transparent yard-sticks to assess the extent of indigent circumstances of the family of the deceased employee, points are awarded to various attributes relating to indigent circumstances. Any case which scores 51 points merit selection. IN an obvious and encouraging policy guidelines for ensuring that dependent women get a better chance, if the wife of the deceased is the claimant for compassionate appointment and not her children; 15 additional points are awarded in her case automatically. This boosts her chances of getting the compassionate appointment. Trade Unions can do much to promote awareness about this provision among all GDS employees and their families.
There are many women centric issues that TUs should take up provision of Crèche/day care facility at or near work place with more than 10 women employees; rest room/change room facility, annual medical checkup for over 40 years women, taking a clear and uncompromising stand against sexual harassment at work place, etc.
The third and last theme that I would like to touch upon today relates to the significant organizational changes that Department of Posts is undergoing. The issues that I would like to highlight relate to the approach of all officers and employees, especially women employees in meeting the emerging challenges. With an aim to retain the existing customer base and also win new clientele and businesses several innovative technologies are being put in place. Huge amount of technological changes are emerging in the department. The Core System Integration applications, Core Banking Solutions, the new initiatives relating to mail operations are going to herald major changes in the way we do work in the Department. With this, the work culture of the Department will see a sea-change. The departmental employees and GDS at different levels need to rise to the challenge and do their best to make this as smooth as possible. Officers, Post Masters and Supervisors need to work with their SystemAdministrators and PAs as a team to reach higher standards of performance. With an aspiration to provide the last mile connectivity to all kinds of services, 1,30,000 Branch Post Offices are going to be provided with Hand held devises. It will certainly make the life of GDS Branch Post Masters relatively easy, especially in terms of book keeping. But it would also mean greater responsibility.
In the emerging changes in the technological and business environment, we need to work in teams, understand our individual roles, educate and skill our fellow colleagues. Unfair expectations of the administration, if any, could surely be challenged. But we all should work towards realizing the positive objectives of the major projects underway in the Department of Posts. That is the only hope for us to remain relevant as an organization and play significant role in the development of our country.
While at the micro level we all should work towards making work places more safe and secure for women employees, there is an extra responsibility on all of us to welcome the inevitable changes in a positive manner and skill ourselves adequately to meet the changing needs of the internal and external environment. I am sure in the Federal Council meetings all related issues will be discussed in thread bare and based on your respective ideological positions certain policy decisions will be taken. I request that while balancing personal expectations/aspirations of the cross section of employees, the organizational interests/requirements need to be kept in mind.
In the final I believe each one of us should ask ourselves the question to what extent we are making work places safe, empowering and invigorating to women employees. And we each need to do our bit to enhance the same in which ever office we are working in.
I wish all the participants at the Federal Council meeting and especially women employees interesting discussions and courage to take challenging decisions and work towards achieving the same.
