Addl, Director General, Army Postal Service, New Delhi 5. All General Managers (Finance) / Directors Postal Accounts / DDAP
Subject: Filling of vacancies under Sports quota- regarding.
Madam / Sir,
I am directed to refer to Directorate’s letters of even number dated
15.05.2019, 05.07.2019, 12.09.2019 and 11.10.2019 regarding filling up
of the vacancies earmarked for sports quota in accordance with the
instructions issued by the Department of Personnel & Training
(DOP&T).
2. Vide aforesaid letter dated 15.05.2019, following was communicated: –
‘while making recruitment under sports quota, Circles are
required to notify such vacancies without restricting them to a
specific sport/ discipline or to specific gender. The notification shall
invite all meritorious sports persons belonging to approved disciplines
and recruitment to these vacancies shall thereafter be made based on
criteria stipulated in DOP&T O.M. No. 14034/01/ 2013-Estt. (D) dated
03.10.2013.”
3. Despite these instructions, references were received from various
circles conveying that recruitment of meritorious sport persons in all
the approved disciplines included in the instructions of DOPT will
hinder development of teams at national level in any particular
discipline. Thus, Circles were seeking clarification in this regard.
4. The matter was examined in detail and It was decided by the
Competent Authority to obtain the advice of DOP&T in the matter.
DOPT has advised as under: –
“we may advise DoP that their pursuit of participating at
major sporting events related to 13 identified sports disciplines has
no bearing on appointment of meritorious sportsperson as per O.M. dated
03.10.2013, as the two are separate activities, DoP may participate In
events relating to the proposed 13 sports disciplines by forming their
own teams. However, if any post is to be filled under the sports quota,
meritorious sports persons relating to any of the 43 discipline are
equally eligible to apply for such posts, in terms of O.M. dated
03.10.2013. Such appointment cannot be linked to development of a team
to represent DoP at a national level.
6. With regard to O.M, dated 03.10.2013, it may be informed to the
Administrative Department that the said instructions are issued to
provide incentives to already meritorious sportsperson who have achieved
in their respective sports in the form of recruitment, promotion,
increment etc. No such provision of recruiting sportsperson for
formation of team in particular sports discipline is available in the
said instructions. Therefore, restricting sports disciplines to 13 (in
place of total 43 disciplines given in DoPT instructions) by the AD with
the motive of developing team in a particular discipline appears to be
denying right to sports persons of other disciplines to get the above
mentioned incentives which is not considered to be in consonance with
the above mentioned instructions issued by DoPT.”
5. In view of the above, Circles are requested to fill up the
vacancies earmarked for sports quota in strict compliance with DOP&T
O.M. No. 14034/01/2013 -Estt. (D) dated 03.10.2013, as amended from
time to time. Further, Circles may note that DOP&T vide O.M. No.
140341/2013 (D)-Estt. dated 01.09.2020 (copy enclosed) has provided a
list of 63 sports disciplines which have been identified for recruitment
under sports quota.
6. The notification issued by the circles shall invite applications
from meritorious sports persons belonging to all approved disciplines.
If any circle has already notified sports quota vacancies for a limited
number of sports disciplines and selection of candidates against such
notification has not been finalized , such notification may be cancelled
forthwith and a fresh notification accordance with the guidelines.
7. Further, as communicated vide letter of even number dated
15.05.2019, field trial shall not be conducted and selection of
candidates will be done as per the criteria outlined in the guidelines
issued by DOPT from time to time.
8. Circles may take note that no further reference on the issue of
restricting the recruitment to a limited sports discipline and

Chanakyapuri P.O Complex,
New Delhi-110021 Dated 31.08.2020
Sub: Promotional and Incentive Structure of PLI / RPLI - Clarification in respect of sales force - reg
This is regarding the promotional and incentive structure of PLI/RPLI, circulated vide PLI Directorate OM No. 28-03/2019-LI dated 19.06.2020 and implemented in Circles w.e.f. 01.07.2020.
2. In this connection, the following is clarified in respect of sales force procuring, PLI/ RPLI business:
Order of preference in payment of incentive to sales force of PLI/RPLI.
Direct Agents are not Departmental Employees and majority of them are dependent on incentive for their livelihood. Therefore, there is a need to nurture and handhold Direct Agents by way of giving priority to them in incentive payment. Accordingly, the following order of preference shall be followed by Circles while making payment of incentive to sales force of PLI/RPLI:
(i) Direct Agents
(ii) Gramin Dak Sevaks
(iii) Field Officers
(iv) Departmental Employees
(ii)
Nomination facility for sales force of PLI/RPLI.
(i) Nomination facility may be provided to sales force of PLI/RPLI. In the event of unfortunate death of a sales force, incentive will be paid to the nominee of that sales force for the PLI/RPLI business procured by that sales force for the period she/he was alive.
(ii) Further, if the nominee of the deceased sales force wants to procure PLI/RPLI business, she/he may apply for fresh direct agency licence. If found suitable, the concerned Division may issue fresh licence to her/him. Procurement/renewal incentive shall be paid only for the business procured by her/him subsequent to the issue of fresh licence.
(iii)
Abolition of group agency system of incentive
(i) Earlier, Group Leader was paid group incentive @ 7 % of the total procurement and renewal incentive payable to sales force under his jurisdiction. Resultantly, out of the total incentive on a PLI policy, the sales force used to get only 93% of the incentive and the remaining 7% used to be payable to the Group Leader.
(ii) In the new incentive structure, the group incentive structure has been abolished and done away with.
(iii) As a result, sales force of PLI and RPLI will get 100% of procurement and renewal incentive payable on PLI/RPLI policies as per prescribed rates effective from 01.07.2020.
(iv) In the new structure, Development Officer will be paid procurement incentive @ 1 % of total PLI/RPLI new business premium procured by Direct Agents attached to that Development Officer. The incentive payable to Development Officer will be over, and above the incentive payable to Direct Agents working under her/him.
(iv)
Procurement of business by family members of Development Officer.
In order to avoid conflict of interest, members of family of business by family of Development Officer are not allowed to procure PLI/RPLI business and claim incentive. Members of the family for this purpose would include the following:
(a) The spouse, but not including a separated spouse or one living separately while judicial separation proceedings are on;
(b) Children and stepchildren but not including children and stepchildren of whose custody the serving postal employee has been deprived by law;
(c) Other persons such as wards and parents, who are dependent on and live with the Development Officer.
(v)
Rate of incentive payable on PLI/RPLI policies.
Incentive payable on PLI/RPLI policies is being explained with the help of following illustration:For a PLI policy procured on 1st November 2009, the procurement and renewal incentive payable on this policy is detailed as under: (i) 01.11.2009 to 31.10,2010 (First Year Premium):
PLI Procurement Incentive during this period will be paid as per the procurement incentive rate applicable during that period. (ii) 91.11.2010 to 30.06.2020:Renewal Incentive during this period will be paid as per the renewal incentive rate applicable during that period. (iii) 91.07.2020 onwards:
Renewal Incentive from 01.07.2020 onwards will be paid @ 1% of renewal premium.

08 MAY 2020
India Post has entered into a tie up with ICMR for delivery of its Covid-19 testing Kits from its 16 regional depots to the 200 additional labs designated for Covid-19 Testing

between ICMR and Department of Posts. He said that India Post has been delivering mails, medicines, financial assistance at doorsteps and even
distributing food and ration to needy during lockdown. He further acknowledged that postmen of India Posts Department have risen to the occasion
and stood shoulder to shoulder with the nation during these challenging times.

is working round the clock to ensure timely deliveries. Rising to the call of duty, deliveries are being made even at 11:30 pm. India Post is
committed to ensure that the delivery of kits is made as per requirements even in far flung areas like Zoram Medical College , Mizoram.
Nodal officers have been identified from both the agencies (DoP & ICMR ) for each regional depot to ensure smooth operations . The Circles
have made necessary arrangements with timelines for the priority transportation of the consignments to the concerned laboratories either as per
the existing system or new arrangements depending on the requirement and have communicated the same to the ICMR nodal officers.
Each booking circle has opened a BNPL (Book Now Pay Later) account of Speed Post with the concerned Depot to make the arrangement hassle free
for the agency. The delivery information is shared with the labs on daily basis through whatsapp. A Google spreadsheet has been shared with all
nodal officers to update the details of booking and delivery of the testing kits to flag any operational glitches.
Union Minister of Communications, E & IT and Law and Justice Shri Ravi Shankar Prasad called upon the Department to continue with its good
work and leave no stone unturned in making timely delivery of medicines, testing kits and other medical equipments. He asked the Department to
galvanise its vast network and leave no gaps in delivery of essential items.

person has already withdrawn Rs. 1crore or more in cash up to 31st August , 2019 from one or more accounts maintained with a
banking company or a cooperative bank or a post office, the 2% TDS shall apply on all subsequent cash withdrawals made on or
after 1st September, 2019.”
2. With this amendment, now TDS @2% will be applicable on all cash withdrawals above Rs. One Crore taken by an account
holder in his/ her all type of Small Savings Schemes Accounts / Certificates taken together, from 1.4.2019 onwards. However,
for the current financial year (2019-20) as per clarification issued by CBDT, TDS will be deducted on cash withdrawals taken
on or after 1.9.2019, even if cash withdrawals are taken in excess of Rs.1 Crore from 1.4.2019 to 31.8.2019. The TDS @ 2% is
to be deducted on all subsequent cash withdrawal (from 01.09.2019) to be taken by a customer who has taken cash withdraw als
in excess of Rs. lcrore during 2019-20 in his/ her all accounts.
3. Necessary changes in FINACLE will be done in due course to automatically deduct TDS at the time of such cash withdrawal.
Till these changes are done, CEPT Team will inform details of such Account Holders in the first week of every month to the
respective CPC which will inform the concerned Post Office to deduct TDS @2%. Post Offices have to ensure that PAN number of
such account holder are invariably taken and fed in Finacle. TDS so deducted should be accounted under Section 194N and
incorporated in TDS return of HO (for HO and its SOs). Account holder should be informed of such deduction at the time of
cash withdrawal.
4. It is requested to circulate this amendment to all concerned for information and guidance and necessary action.
5. This issues with the approval of Competent Authority.
