  •  Total Vacancies reserved for Disabled candidates (Divyangjan) were revised upwards by Railways from 729 to over 2400 with around 600 for each of the 4 Disability categories of LD, VI, HI and MD.
  •     There were total about 1.87 crore applicants. Written Exams (Computer-based 100% objective in 15 languages)
  •     Around 1,55,000 (1.55 lakhs) Disabled candidates took the exam for the around 2400 posts notified as reserved for such candidates.
  •     Around 34000 Disabled candidates scored above this threshold qualifying limit

Clarification by Ministry of Railways regarding Recruitment of Divyangjans on Gr-D/Level-1 Vacancies

There is recent and continuing sit-in by Disabled persons (‘Divyangjan’) at Mandi House in Delhi regarding some issues for Level-1 jobs in the Railways for Divyangajans. At the outset, on this sensitive matter, it is categorically stated that insofar as Divyangjan candidates are concerned, Railways have ensured that notification of the required number of reserved vacancies, conduct of the entire recruitment exercise, and filled up of posts meant for Divyangjan have been not only transparent and fair, but also in accordance with statutory provisions and the law of the land in this regard. Nevertheless, necessary details with regard to the whole issue are brought out below.

Background

·        A centralized notification (CEN 02/18) for around 63000 Level-1 vacancies for all Railway zones across Indian Railways was issued in Feb’18 by Railway Recruitment Boards.

·        This notification had initially 729 vacancies for Disabled in 3 Categories- Orthopaedic, Visual, and Hearing Disabled. The major chunk of vacancies was notified for Orthopaedically Disabled, based on job & suitability requirements of the posts advertised. Candidates could apply to be considered for vacancies of one of the 16 Railway zones of their choice.

·        An organization of visually impaired persons filed a PIL in Hon’ble Delhi High Court in Feb’18. In the meantime, the revised Disabilities Act, 2016 had been enacted by then and notified by the Department of Personnel & Training of the Govt. of India in Jan 2018. In terms of this Act, the total vacancies to be reserved for Persons with Benchmark Disabilities (PwBD) was revised upwards to 4%, with prescribed bifurcation among Disability categories.

·         In compliance of Court hearings and directions in the case, the provisions of this revised Disabilities Act was made applicable to the CEN 02/2018 recruitment exercise as well. This meant that 4% vacancies had to be kept reserved for Disabled candidates. As specified in the Act, this was to be distributed equally as 1% each among 4 Disability Categories – Locomotor Disability (LD) that was earlier called Orthopaedic; Visually Impaired (VI), Hearing Impaired (HI), and an added Disability category of Multi-Disability (MD). MD would include candidates suffering from more than one Disability among the other three, as defined by medical benchmark standards.

·        Accordingly, total Vacancies reserved for Disabled candidates (Divyangjan) were revised upwards by Railways from 729 to over 2400 with around 600 for each of the 4 Disability categories of LD, VI, HI and MD.

·        In the meantime, a window of one month was provided on February 28, 2018 for candidates to apply because of the applicability of the revised Disability Act.

·        There were total about 1.87 crore applicants. Written Exams (Computer-based 100% objective in 15 languages) were conducted in the latter part of 2018. Around 1,55,000 (1.55 lakhs) Disabled candidates took the exam for the around 2400 posts notified as reserved for such candidates. All prescribed facilities such as scribes, extra time, careful seating arrangements etc. were arranged for Disabled candidates. Minimum qualifying/cut-off threshold scores that were 40 for General candidates and 30 for SC/ST/OBC candidates were relaxed by 2 marks to 38 and 28 respectively for Disabled candidates. Around 34000 Disabled candidates scored above this threshold qualifying limit. Based on number of vacancies and their merit position in the particular Disability category in that Railway, commensurate number of qualified candidates were called for Document Verification and medical examination, prior to being offered appointment. Against those who are either absent or have not cleared verification of Documents and meeting the medical standards as per their Disability, candidates next in line as per merit have been called. So far, around 1025 Disabled candidates have already been selected for appointment. As authenticity of certificates and determining of medical status is taking additional time in the case of some Disabled candidates, this number of 1025 will go up in the coming weeks.

Sequence of Events

·        Last month, some protesters under a banner “Toshiyas” did a sit-in in Delhi for 3 days from Oct 23-Oct 25, 2019. Apart from generic grievances regarding Government policy of reservation for Disabled categories and how this should be implemented in recruitments, they had also alleged irregularities in individual cases due to which they were aggrieved that meritorious Disabled candidates had not been selected.

·        A detailed three-way discussion with the protesters, senior Railway officers and senior officers of the Ministry of Social Justice was chaired by Secretary, M/o Social Justice on 24 Oct 2019.

·        On 25th October, the Court of Chief Commissioners of Persons with Disabilities (CCPD) heard the Petitioners and took their submissions on record. The Railways’ position and point-wise clarifications were also taken on record, following which the Court passed orders the same evening. These orders directed display of cut-offs for each Disability category not only on the respective Railway Recruitment cell websites of each Railway zone, but also on the Railway Board website. Directions to Railway zones to expedite the process, ensuring that no non-Divyangjan was appointed to a Divyangjan-reserved post, and careful consideration of any list of individual candidates’ grievances to be furnished by the Petitioner were also given.

·        The directions above were complied by Railways and compliance report also sent to the Court (CCPD), with a copy to the Petitioner.

·        After a specific request by Railway Board’s office, the Petitioner in the case at CCPD furnished a list of around 184 candidates across 10 Railway zones, who, it was claimed, had not been selected even though they had qualified as per merit.

·        The list was carefully examined by Railways Administration and it was found that around 21 of the 184 had not secured the relaxed threshold cut-off/ qualifying score of 38 (for UR) or 28 (for SC/ST/OBC). The around 163 others had crossed this minimum threshold but were far short in terms of merit score when compared to the last such candidate selected  in that Disability category by that Railway zone. This detailed position in respect of the entire list submitted by him was sent to the Petitioner.

·        On Ministry of Railways’ own initiative, a further detailed follow-up meeting with the main Petitioner and several of the original protesters was again held at Patna on 23rd November 2019 with senior officers of the Board to collect any residual grievances.

·        Again some protesters under a fresh banner have suddenly gone on a sit-in since 26th November. These protesters were part of the earlier group, but have now reportedly splintered/broken away and have sat on this dharna.

·        Two more attempts at resolving the matter through discussions with senior Railway officers have failed first at Rail Bhawan on 26th Nov evening, and the second at the protest site on 27th evening, as the protesters are sticking to their demand of being given jobs in Railways irrespective of their merit position, Disability category, and vacancies notified in the Railway zone they have chosen.

Railways’ position on issues raised by the Protesters

The demands pertaining to Level-1 recruitment cover 5 broad aspects as under:

5 Preference for appointment to those who have come to Delhi for the agitation Not permissible, as merit in the category alone can determine filling up of vacancies in any Railway zone

Any large competitive examination has to be conducted as per merit and as per statutory provisions. In a situation where around 2400 vacancies are reserved for Divyangjan and there are 1.55 lakh Divyangjan applicants, it is clear that the end of the recruitment exercise will unfortunately result in around 1.53 lakh Divyangjan not making the cut. As long as those selected are strictly as per merit for that Disability category and that Railway zone, the process should be accepted by all stakeholders. The point about whether the present 1% distribution of vacant posts across the 4 Disability categories is equitable considering the relative populations/number of applicants in each Disability is a larger policy issue involving other Ministries of the Government of India and other expert bodies. Railways cannot act unilaterally in the matter. As things stand, the Railways are bound to follow statutory provisions as notified. Any specific irregularities/grievances, if pointed out, will be promptly examined and corrective action, if necessitated, taken. This has been repeatedly emphasized to the protesters. The Railways continues to remain committed to the cause of Divyangjans.

It is also relevant to mention that another group of Disabled persons under a different NGO has already gone to Hon’ble Delhi High Court raising similar issues as these protesters. Matter is sub judice there. Indian Railways will respect the judicial verdict in the matter, as and when it is delivered.

Subject: Engagement of a consultant in the Department of Pension & Pensioners Welfare-reg.

The Department of Pension & Pensioners’ Welfare intends to engage a consultant to assist the Department for undertaking comprehensive review/revision of CCS (Pension) Rules and orders issued by the Government on the subject of pensionary benefits and other important issues requiring immediate attention. The revision and review of the rules etc. is being undertaken by the Department in compliance with recommendation of the Hon’ble Supreme Court in the matter of UoI Vs. R. Sethumadhavan and Other. In addition, the Department may also assign the consultant any other work related to this Department.

Accordingly, applications are invited from retired Central Government Employees having been retired from the post of Deputy Secretary/Director or equivalent i.e.to say from any-post carrying the following.Pay.Band/Pay Matrix
i. Rs.15600 – 39100 + 7600 Grade Pay; or
ii. Rs.37400 – 67000 + 8700 Grade Pay; or
iii. Pay Matrix 12 or 13 under 7th CPC
MANDATORY SERVICE EXPERIENCE
The applicant should have a minimum of 3 years experience in dealing with pension cases and pension related court cases of Central Government Employees.

AGE
Age should not be more than 65 years on the date of advertisement.

REMUNERATION
On selection, the consultant will be paid consolidated remuneration equivalent to his last pay drawn minus pension. He will also be paid Dearness Allowance on the remuneration amount kt the rates applicable for Central Government Employees on the date of engagement. No other allowance such as HRA/Transport Allowance etc. will be payable to the consultant.
The consultant may be required to undertake outstation visits also for which he will be paid Travelling Allowance/hotel/ guest-house reimbursement as per rules applicable to
equivalent scales.

DURATION OF ENGAGEMENT
The duration of engagement will be one year from the date of initial engagement which period may be curtailed or extended at the sole discretion of the Department and the same will be binding on the consultant.

The appointment of consultants would be on full-time basis and he will not be permitted to take up any other assignment during the period of Consultancy with the DoP&PW.

The appointment of consultant is of a temporary (non – official) nature and the appointment can be cancelled at any time by the Department without assigning any reason.

Retired central government officers desirous of consideration for the above assignment may submit their application in the prescribed proforma (Annexure-I), to Shri Ashok Kumar Singh, Under Secretary (Admn.I), Department of Pension & Pensioners Welfare, 3rd Floor, Lok Nayak Bhawan, Khan Market, New Delhi – 110 003 latest by 7th June, 2019 either in person or through post.

Applications received beyond the closing date or giving false information will not be entertained and will be summarily rejected, Only shortlisted candidates will be intimated and Department of Pension & PW reserves the right to reject any or all applications without assigning any reason.

Employment generation coupled with improving employability is the priority of the Government. The Government is implementing various programs in this direction like encouraging private sector of economy, fast tracking various projects involving substantial investment and increasing public expenditure on schemes like Prime Minister's Employment Generation Programme (PMEGP), Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Pt. Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) and Deendayal Antodaya Yojana-National Urban Livelihoods Mission (DAY-NULM) etc. The details of employment generated through these major schemes are given below:

Pradhan Mantri Mudra Yojana (PMMY) has been initiated by Government for facilitating self-employment. Under PMMY collateral free loans upto Rs. 10 lakh, are extended to small/micro business enterprises and to individuals to enable them to setup or expand their business activities. Till 25th January, 2019, total 15.59 crore loans have been sanctioned under the Scheme.

Pradhan Mantri Rozgar Protsahan Yojana (PMRPY) has been launched by the Ministry of Labour & Employment for incentivizing employers for promoting employment generation. Under this scheme, Government is paying entire employer's contribution (12% or as admissible) towards EPF and EPS for all eligible new employees for all sectors for three years. Till 21.01.2019, more than 1.04 crore   employees have been benefitted through 1.28 lakh establishments under this scheme.

As per the results of available labour force surveys on Employment-Unemployment conducted by Labour Bureau, Ministry of Labour and Employment, the estimated unemployment rate for persons aged 15 years and above on usual status basis in the country in 2012-13, 2013-14 and 2015-16 was 4.0%, 3.4% and 3.7% respectively.

This information was given by Shri Santosh Kumar Gangwar Union Minister of State (I/C) for Labour and Employment in written reply to a question in Lok Sabha today.

What is the first month salary of new Central Government employees?
"There is lot of curiosity among young job seekers to know the average first-month salaries of Central Government employees."

There is no defying the fact that almost all Indian youth, who have completed their education, do dream of getting a CG employment. The perks are plenty - job stability, good pay, regular increments and countless benefits…!

In its report, the Seventh Pay Commission has said that while the CG should be employing about 40,48,707 workers to carry out its tasks, it currently has only about 33,01,536 persons working for them. In other words, as on January 1, 2014, there are about 7,47,171 vacancies in various CG departments.

According to data, there are 9,47,586 Central Government employees between the ages of 50 and 60. Since, on an average, about one lakh employees retire each year, it is easy to conclude that there is a steady requirement for employees in Central Government departments.

UPSC and SSC are two different bodies that conduct exams for recruitment to central government. Between January 2004 and 2014, about 11,13,329 employment orders have been issued for various Central Government posts.

Central Government employees are currently classified as A, B and C. The designation, basic salary and other benefits of an employee are calculated based on this classification. As of January 2014, there are 91,501 higher officials in Group A; 2,80,892 officials in Group B; and 29,29,143 employees in Group C. Rs. 1,29,599 crores was the money spent on giving pay and allowances to all these employees in the year 2012-13. This is about 1.30 percent of the country's total GDP.

Central Government employees salaries and benefits are currently being paid as per the recommendations of the Seventh Pay Commission. Rs. 18,000 is the minimum wages and Rs. 2,50,000 is the maximum wage that is being paid. The table below provides detailed list of the minimum and maximum wages of Central Government employees as per all the Pay Commissions - from the First to the Sixth.

The Sixth Pay Commission had fixed the salaries as per the Grade Pay System. The Seventh Pay Commission has calculated the salaries as per the Level System. The new job recruitment Notifications for Central Government vacancies now mention the Grade Pay(6th CPC) or Level (7th CPC). One can calculate the basic pay of an employee with the help of the table given below.

Calculations of Dearness Allowance, House Rent Allowance, and Transport Allowance are usually done based on the city where the employee is posted. A Central Government employee is entitled to many other benefits too. These are decided based on factors like designation, nature of the job, location, etc.

This dynamic website is keeping in pace with the automation of Recruitment in the Army and will synergise and enhance the selection procedures. Modi Government is committed to increase employment opportunities

Union Government is Committed to Protect the Interests of Workers: Sh Narendra Singh Tomar

The Union Government is committed to protect the interests of the workers in the country. The Union Minister of Labour & Employment, Steel and Mines, Shri Narendra Singh Tomar said this while chairing a discussion on Bill for participation of Workers in Management here today. He said that to protect the interests of the workers, proper steps will continue to be taken in future. Shri Tomar said that conducive environment will be created simultaneously for working of industrial establishments to generate more jobs, as the government is committed to increase employment opportunities.

Shri Tomar said that this meeting was convened to build a consensus on finalising the content of the Workers’ participation in Management Bill, 1990. He said, “There had been attempts in the past to formulate schemes for workers’ participation in varying forms but the schemes were mainly to be implemented on a voluntary basis.” He further added that adopting the participation of workers at apex level should remain voluntary for industry and not statutory.

The meeting aimed to get feedback from the management of leading CPSUs and apex Employer’s Organisations like CII, FICCI, CIE, ASSOCHAM and Trade Unions for arriving at a consensus on the issue of workers participation in management at the board/ apex level.

Present on the occasion were Secretary, Ministry of Labour and Employment, Smt. Gauri Kumar, senior officials of various central ministries, representatives of the CPSUs and central trade unions.

Qualifications awarded by various Boards of School Education in India for the purpose of employment in Railways

Acceptance of certificates/qualifications awarded by various Boards of School Education in India for the purpose of employment on the railways.

Clarification has been received from nodal Ministry/Department of Government of India, viz, Department of Personnel & Training (DOP&T) and M/o Human Resource Development (MHRD) stating that COBSE (Council of Board of School Education in India), an Association of National & State School Boards, is responsible for verifying genuineness/ recognition of School Education Boards in India. It grants membership to Boards/Institutes that are set up by an Act of Parliament or State Legislature or an executive order of the Central/State Governments and follow National Curriculum Framework.

The certificates issued by its member Boards are equivalent to any other board across the country. Accordingly, the matter has been examined and it has been decided by the Board that zonal railways need not approach this Ministry seeking such clarification regarding acceptance or otherwise of certificates/qualification obtained from various Boards of School Education in India and instead, refer to official website of COBSE i.e. www.cobse.org which contain list of Boards of School Education which are Member Boards of COBSE.

Thus certificates/ qualification obtained from all such institutions borne on the aforesaid list will be acceptable for the purpose of employment on the railways, from the date on which the said institution has been accorded membership by COBSE, if they were not recognized earlier by any competent authority. This date of acceptability of certificate may be obtained by approaching COBSE directly and a copy of clarification thus obtained may also be endorsed to this Ministry for information & record.

Tamil Nadu Mercantile Bank (TMB) has notifiedRecruitment to the Post of Clerks 2013 to fill up the vacancies available in its various branches in state of Delhi, Gujarat and Maharashtra. Interested eligible candidates should apply Online on before 30 June 2013.

Vacancy Details

Name of the Post: Clerks

Educational Qualification: Graduation with minimum 55% marks in aggregate, or a Post Graduation degree from a recognized University in regular college course. Knowledge ofComputer Application is must.
OR
B.E. / B. Tech with 60% marks from a recognized University along with the knowledge inComputer Operations.

Note:
1. Candidates who are natives of Delhi, Maharashtra, and Gujarat should be able to read, write and speak Hindi, Marathi and Gujarati, respectively, apart from English / Other Languages.
2. Graduates from Open University and Correspondence courses are not eligible.

Age: For Graduates, age should not exceed 24 years, and for Post Graduates, age limit is 26 years as on 31 March 2013.

SBI plans to hire 10,000 officers, employees in current fiscal

Happy news coming for all job seekers in banking sector is that State Bank of India plans to hire 10,000 officers and employees in the current fiscal to spruce up its operations.

"We will be hiring 10,000 people this year, including 1,500 probationary officers, the process for which started in April. Around 7,500 will be retiring this fiscal," SBI Chairman Pratip Chaudhuri told PTI.

"We have upgraded our branches, all have become air-conditioned. We have adequately staffed our branches. In the last quarter, we recruited 20,000 assistant grade employees at front office," he said.

The bank plans to open about 1,200 branches in the country and another eight branch offices overseas, including China and the UK, in the current fiscal.

Public sector banks hired around 63,000 persons in the last financial year.
The country's largest bank SBI alone recruited 20,000 clerical staff and 1,200 officer level employees.
Besides, other public sector banks hired 22,000 officers and 20,000 clerical staff in the last fiscal.
There were 84,489 vacancies at various levels in the state-owned banks at the end of 2010-11.
Most of the state-owned banks have undertaken recruitment drives in recent years.


The public sector banks had a sanctioned strength of about 8 lakh employees as on March 31, 2012.
