OFFICE MEMORANDUM

Subject: Filling up of the post of Accounts Officer in Grih Kalyan Kendra.

Grih Kalyan Kendra, a society registered under the Societies Registration Act, 1860 and functioning under the aegis of Ministry of Personnel, Public Grievances and Pensions proposes to fill up the vacancy in the post of Accounts Officer in the pay scale of Rs.9300-34800 with Grade Pay of Rs.5400/- (pre-revised) on deputation/ contract basis from amongst the serving or retired Central Government officials. The terms and conditions and eligibility requirements of the post are given in the Annexure.

2. Applications, in the enclosed format, from officials fulfilling eligibility criteria, duly completed in all respects (through proper channel in case of serving officers), alongwith a copy of recent passport size photograph, vigilance clearance, complete and up-to-date CR dossier or photocopies of APARs for the last 5 years, duly self attested, and statement giving details of major / minor penalties imposed on the officer, if any, may be addressed to the Under Secretary (Welfare), Department of Personnel and Training, Room No.361, Lok Nayak Bhawan, Khan Market, New Delhi-110003 so as to reach him on or before 29th July, 2019. Candidates are requested to superscribe the words "Application for the post of Accounts Officer, GKK" on the envelopes. Applications received after the last date or without self attested photocopies of the AP ARs/ CRs or otherwise found incomplete will not be considered.

TERMS AND CONDITIONS FOR THE POST OF ACCOUNTS OFFICER

(i) Graduate from a recognized University with four years experience in Audit and Account matters.
Or
Post Graduate with 3 years experience in Audit and Account matter.
Or
CA (Inter) or ICWA (Inter) or MBA with 2 years experience.
(ii) A pass in the SAS or equivalent examination Conducted by any of the organized Account Department of the Central Government.
Or
Successful completion of training in Cash and Accounts work in rSTM or equivalent and possess 3 years experience of Cash, Accounts and Budget work.

Desirable
(i) Preference will be given to candidates with B.Com/M.Com background.
(ii) Knowledge of working on computers. Should be able to work on Tally programme.

(A) Deputation (on foreign service).
Officers under the Central Government.
(i) Holding the post of Sr. Accounts Officer/Accounts Officer! Assistant Accounts Officer on regular basis and having sufficient knowledge in Accounts matters.
Or
Holding the post of Section Officer/ Junior Accounts Officer with 3 years of regular service in the grade and having sufficient knowledge in Accounts matters.
(ii) And having experience in the area of Accounting sections, adequate knowledge of Government Rules and Regulations. Knowledge of working on Telly on computers will be a desirable qualification.
(B) Contract.
In the case of Central Government retired officers, they should have retired as Accounts Officer or Assistant Accounts Officer from the Central Government and possess the qualifications and experience as mentioned above.
Salary and
Perquisites
(A) In case of Serving Officers:
(i) The serving officers shall be governed by the Orders relating to appointment on deputation issued by the Department of Personnel and Training in their O.M No. 6/8/2009 - Estt.(Pay-II) dated 17.6.2010 as amended from time to time.
(ii) Leave Salary and Pension Contribution will be paid by Grih Kalyan Kendra.

(b) In case of retired Central Government officer:
(i) Remuneration would be on the basis of last pay drawn by him on the date of retirement less the amount of entitled pension.
(ii) An yearly rise in remuneration could be considered by the Board.
(iii) Will be provided with non-STD residential telephone
facility/ reimbursement of telephone bills up to the limit as prescribed for Government servants at the level.
Term of
Engagement
(a) In case of serving officers, the period of Deputation shall not exceed four years.
(b) In case of retired officers, appointment shall be on contract basis initially for a period of 2 years, which can be extended [Tom year to year basis up to maximum of 5 years or till the age of 65 years whichever is earlier.

Note: The GKK. Board shall have the power to relax any of the condition(s) mentioned above in a particular case. Further, the GKK Board shall have the power to decide about any allowances other than those mentioned above, from time to time.

S.R.O. 08(E).- In exercise of the powers conferred by the proviso to Article 309, and Clause (5) of Article 148 of the Constitution, the President hereby makes the following rules to amend the Civilians in Defence Services (Revised Pay) Rules, 2016, namely :-

(1) These rules may be called the Civilians in Defence Services (Revised Pay) (Amendment) Rules, 2019.

(2) They shall be deemed to have come into force on the 1st day of January, 2016.

In the Civilians in Defence Services (Revised Pay) Rules, 2016,-

(a) in Rule 5, the following amendment be made;

For:
“Provided further that in cases where a government servant has been placed in a higher grade pay or scale b/w I" day of January, 2016 and the date of notification of these rules on account of promotion or upgradation, the government servant may elect to switch over to the revised pay structure from the date of such promotion or upgradation, as the case may be.”

Read as:
“Provided further that in cases where a government servant has been placed in a higher grade pay or scale b/w 1" day of January, 2016 and the 25" day of July, 2016 on account of promotion or upgradation, the government servant may elect to switch over to the revised pay structure from the date of such promotion or upgradation, as the case may be.”

Function of NPS Nodal Offices in Central Government

Nodal Office means the offices which act as interface between the subscribers and the central record keeping agency and shall include the Principal Accounts Office (PrAO), Pay and Accounts Office (PAO) and Drawing & Disbursing Office (DDO) under the Central Government or analogous offices under Central Government.

Function of NPS Nodal Offices in Central Government Employees

1. Drawing and Disbursing Officer

Functions of DDO:
DDO will collect all the registration forms and forward it CRA for registration of the same. Further, it will also send the change request forms from the Subscribers and forward it to PAO for updation in NPSCAN system. However, DDO shall have various other functions as mentioned below:
Obtain the duly filled Application for allotment of PRAN from the subscribers, fill and certify the employment details.

Consolidate Application for allotment of PRAN and forward it to PAO.

Distribution of PRAN kit, I-Pin, T-Pin to Subscribers.

Forward the Switch requests, New Scheme Preference requests, Change in subscriber details request, Withdrawal Requests received from Subscribers to the PAO.

Providing information to PAO about Subscribers’ pension contribution.

Forward the grievance of the subscriber to the PAO.

DDO shall register itself with CRA before it starts providing various services to the Subscribers. For registering itself in CRA system, DDO shall forward the applications for registration to the concerned PAO.

2. Pay and Accounts Office

Functions of PAO
PAO will be responsible for carrying out the following activities:

Consolidate DDO registration form and forward it to CRA for registration.

Facilitate registration of Subscribers by consolidating the Application for allotment of PRAN received from the concerned DDO and forward it to the CRA - F.C.

Upload Subscriber Contribution File (SCF) to NPSCAN system. SCF will contain subscriber wise details of pension contribution such as PRAN, Pay month and year, Subscriber Contribution amount and Government Contribution amount etc.

PAO will deposit the contribution amount in the Trustee Bank as per the SCF uploaded in NPSCAN. This contribution amount will be invested in various schemes of PFM, based on the Scheme Preference of Subscribers for which SCF has been uploaded.

PAO will update through NPSCAN, the Switch requests, New Scheme Preference requests, Withdrawal Requests, the request for change in subscriber details received from Subscribers
PAO will raise grievance on behalf of DDO and the subscriber.

PAO will resolve the grievance raised against it by any entities in the CRA system.
However, before performing the above-mentioned functions, PAO shall have to register itself with CRA. For registering itself in CRA system, PAO shall forward the applications for registration to the concerned Pr.AO.

3. Principle Accounts Office

A Principal Accounts Office will have several functions in the NPS. However, most of them will be in the nature of monitoring the performances of the Nodal offices under its jurisdiction. CRA will send various alerts to Pr.AO to facilitate it to carry out the role of a supervisory entity.

Functions of Pr.AO:
Pr.AO will be responsible for carrying out the following activities.

Consolidate PAO registration form and forward it to CRA for registration Monitor performance of PAO and DDO in discharging their responsibilities in CRA system.

Monitor the resolution of grievances raised against PAO.

Take necessary action to ensure compliance of PAO and DDO with the operational procedures of CRA system Pr.AO, in its capacity of a Nodal Office shall register itself with CRA. Further, Pr.AO will send the registration applications of the PAOs attached to it to CRA.
