Extending the existing Productivity Linked Reward Scheme for Port and Dock employees for payment of Productivity Linked Reward from the year 2014-15 to 2015-16

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi, today gave its approval for extending the existing Productivity Linked Reward (PLR) Scheme for Port and Dock employees for payment of Productivity Linked Reward from the year 2014-15 to 2015-16. The payment of PLR would be made after adjusting the ad-hoc amount already paid for the year 2014-15.

The expenditure on account of PLR shall be met by the Major Port Trusts and Dock Labour Boards from their own resources without any Budgetary support from the Government.

This will benefit about 44,000 major Ports and Dock workers/employees/officer and will help ensure a better industrial relationship and congenial work atmosphere in the Port Sector apart from stimulating better productivity. The Major Port Trusts/Dock Labour Boards will be immediately informed on due dates to make payment of the PLR, as per the existing scheme to all employees/ workers/officers for the years 2014-15 and 2015-16.

Trade unions eye Rs 15,000 per month minimum wage as national baseline

One of the key issues on which the negotiations between the government and the 10 central trade unions that had called for a general strike on Wednesday broke down was that of minimum wages. A labour ministry document circulated amongst the trade unions days before the strike, argued that by current norms, prices and calorific needs, Rs.6330 per month is the monthly wage adequate for an unskilled worker with a wife and two small children.

The trade unions and various other federations that represent 15 crore workers had demanded Rs.15,000 per month minimum wage as a national level floor wage. Striking a generous posture, the government modestly increased its proposal to Rs.7098 per month.

What the government had proposed was less than half of what was demanded. This was one of the contributory factors to the breakdown of negotiations. Other demands of the workers included social security coverage, non-interference with existing labour laws, etc.

How did the government calculate their proposal? A look at the fine print shows a slew of gross under-estimations and the use of an archaic formula first spelled out way back in 1957. Some of the food items' prices are far from reality. For instance dal is costed at Rs.65 but only one of the various dals in the market - chana or gram dal - comes in this range. Arhar (tur) is Rs.135 per kg, urad is Rs.117.5, masur is Rs.95. All these current retail prices are from the consumer affairs ministry's price monitoring data spanning 81 cities and towns.

Mutton is priced at a bizarre Rs.80 per kg, although it doesn't really matter because only 50 g is allowed. This is convertible to 250 grams of vegetables which are priced at an imaginary Rs.16 per kg. In the real world mutton is selling at anywhere between Rs.300 to Rs.400 per kg. And rarely if any vegetable sells at Rs.16 per kg.


 But the real rub comes in the non-food items. Just Rs.390 is supposed to be spent on rent every month. And, fuel for cooking and utilities like electricity etc. are all supposed to be covered under a meagre Rs.780.

All education, medical expenses, marriages, care of elderly, recreation etc. is lumped together and costed at 25 percent of the food expenditure. This practice started after the Supreme Court in a landmark judgement in 1991 directed as much saying that if such a minimum wage cannot be guaranteed then the managements have no right to run their business. But even this works out to a mere Rs.980 per month.

Costs of education and healthcare have risen tremendously in the past several years and even one major episode of sickness in the family would be devastating. The government's wage calculation seems to be blissfully unaware of this.

Recent government data shows that real wages, that is, after adjusting for inflation are dipping while the share of wages to profits is also dipping in the organized sector. In the unorganized sector which employs over 90 percent of India's workforce, wages are abysmally low and conditions of work onerous. Small wonder then that the trade unions were unwilling to accept the government's proposals.

Income Tax: E-filing of newly notified ITRs to begin soon

New Delhi, Jun 24 (PTI) Taxpayers wanting to file online I-T returns for assessment year 2015-16, using the newly notified ITR-2 or ITR-2A forms, will have to wait for few more days as the tax department is in the process of launching the facility on its official website.

While two other ITRs, ITR-1 and ITR-4S, are ready to be filed and submitted at the official e-filing website– https://incometaxindiaefiling.gov.in– proper links for the two forms used by a majority of taxpayers will be enabled shortly.

Officials said the links for the rest of the ITRs will be available very soon.

The department notified the new set of ITR forms early this week, including a three-page simplified form.
The e-filing of ITR can be done upto till August 31, the new deadline set in this regard by the government after it had dropped the earlier forms which had attracted criticism for seeking numerous additional details like that of filers’ foreign travel and about dormant bank accounts.

The most simplified form, ITR-2A, to be filled by those individuals and HUFs who do not have income from either business, profession or by way of capital gains and do not hold foreign assets, only asks for the passport number of the tax-filer, with the words “if available”.

The ITR-2 is meant for individuals and HUFs having income from business or profession.

Beginning this season, it is expected, that online filers will be given a One-Time Password (OTP) on their mobile phones to validate their returns in order to end the system of sending a paper acknowledgment (ITR-V) of the filed return.

For the same reason, the I-T department has asked taxpayers to provide their Aadhaar number in the ITR so that it can do a back-end validation of the same and successfully process the returns.

Government proposes income tax benefits for credit and debit card payment

New Delhi: The government on Monday proposed income tax benefits for people making payments through credit or debit cards and doing away with transaction charges on purchase of petrol, gas and rail tickets with plastic money.

FM Jaitley, in his budget speech, had said that the government would introduce soon several measure that will incentivize credit or debit card transactions.

In a draft paper for moving towards cashless economy and reduce tax avoidance, the government also proposed to make it mandatory to settle high value transactions of more than Rs 1 lakh through electronic mode.

In order to incentivize shopkeepers, the government has proposed tax rebate to them provided they accept a significant value of sales through debit or credit cards.

The proposals are aimed at building a transactions history of an individual to enable improved credit access and financial inclusion, reduce tax avoidance and check counterfeiting of currency.

“Tax benefits in terms of income tax rebates to be considered to consumers for paying a certain proportion of their

expenditure through electronic means,” said that draft proposals for facilitating electronic transactions on which the government has invited comments till June 29.

It further said that all “high value transactions of, say, more than Rs 1 lakh, (be settled) only by electronic means”.

The paper said the tax benefits could be provided to merchants for accepting electronic payments.
“An appropriate tax rebate can be extended to a merchant if at least say 50 per cent value of the transactions is through electronic means. Alternatively, 1-2 per cent reduction in value added tax could be considered on all electronic transactions by the merchants,” it added.

New Delhi: A bill to deal with black money stashed abroad was passed by Parliament today with government warning those having such assets to utilise the ‘compliance window’ or have sleepless nights once the global automatic information exchange system comes into effect in 2017.

Finance Minister Arun Jaitley said in Rajya Sabha that the new law, with stringent provisions, will help “squeeze” black money even as he underlined that the option of ‘compliance window’, which may run for a few months, was not an amnesty scheme.

“The world is no longer willing to tolerate tax havens which thrive in secrecy,” he said, just before the ‘Black Money (Undisclosed Foreign Income and Assets) and Imposition of Tax Bill, 2015′ was approved by the House, two days after the Lok Sabha passed it.

Jaitley, however, made it clear that the new law will not cover those having amounts equivalent to Rs 5 lakh in bank accounts abroad, which may belong to students or those working there.

The compliance window will provide an opportunity to people to come clean by declaring overseas assets and paying tax and penalty totalling 60 per cent, Jaitley said while replying to a debate on the bill on the last day of the session.

The timeframe for the compliance window will be notified as part of the rules.

“It is a taxation which is being imposed on an asset or an income outside. Since the tax has been imposed for the first time, we are giving you a compliance period where you pay 30+30 per cent and then you can sleep well.

“And then also remember, if you don’t use this compliance window now, time will run out because by 2017 there will be a realtime automatic disclosure of information taking place,” he said.

The Bill, which seeks to unearth unaccounted funds and assets stashed by Indians abroad and provide for 120 per cent tax and penalty in addition to 10-year jail term, will become law after getting assent of the President.

The government has also armed itself to attach domestic property of equivalent value of such offenders.

• The ‘Swachh Bharat Mission’ which waS launched on 2nd October 2014 should be sustained in a vigorous manner to achieve the goals set for the year 2019.

• Development of adequate infrastructur~ like washable aprons, waste disposal system, effluent treatment plants, sewer lines/septic tanks and amenities such as platform surface, circulating area favourable to mechanized cleaning

• Development of modern tools, plants and equipments for platform surfaces and circulating area and drainage. At all “A-i” and “A” category stations adequate number of dustbins, segragated for biodegradable and nonbiodegradable garbage shall be provided.

• Regular awarding of contracts i.e. rag picking, garbage disposal, pest control and one time, cleaning contracts.

• Periodic drives should be conducted at station to keep the momentum high. DRMs should be advised to participate in these drives so that a spirit of ownership of the campaign in generated.

• In the next five years regular events on cleanliness to be organized.

• Public awareness campaign should be continued through the various media available with IR including posters at stations and announcements through public address system. Campaign should also include action under the Railway’s anti-littering rules of 2012.

• More and more mechanized cleaning gadgets will be introduced along with better types of cleaning agents. Periodic contracts for rag picking and garbage disposal to be awarded.

• More and more toilets will be brought under the purview of ‘Pay & Use’ toilets;

• Regular inspections to be conducted at various levels viz. GMs, DRMS, SIGs (Service Improvement Groups) and at other Officers level to check the standard of cleanliness. During these inspections, deficiencies if noticed in various areas such as drainage, availability of dustbin, sewerage, water supply, washable apron and garbage disposal, will be wiped out.

• Monitoring cleanliness through CCTV cameras installed at major stations .

• An award to recognize the best efforts made by the zonal railways at stations towards the cause of cleanliness shall be introduced. Such an award shall be called “Swachh Station” award and shall be given on All India basis in each category of station.

In line with the above, the following action shall be taken:
(i) Each Zonal Railway shall prepare a division-wise Action Plan which shall indicate the mechanism of cleaning (departmental or outsourced) and the frequency prescribed for cleaning at each station.

• SIG inspections report and feedback from the public should value and acted upon immediately.

• All newly manufactured coaches by the coach Production Units shall be compulsorily fitted with Bio-toilets before they are turned out by 2016-17 and all existing in-service coaches running on Indian Railways shall be retrofitted with Bio-toilets by 2021-22.

• The focus of the five year plan shall be on developing cleanliness oriented infrastructure and system improvements for sustainable cleanliness.

• Zonal Railways and Production Units shall formulate five-year plans indicating allocations of funds to bring about a radical change in the public perception about the cleanliness orientation of Indian Railways at all locations, particularly the customer interface areas namely, stations, trains, offices, etc.

New Central Govt. under the leadership of our Hon’ble Prime Minister Shri. Narendra Modi has completed six months in office. As far as the common people and working class of this country is concerned, no positive action has been taken by the Govt. to mitigate their woes and grievances. Instead much negative steps are taken during this six months period.

Government has withdrawn the guidelines which controls the pricing of essential medicines through National Pharmaceutical Pricing Authority. As a result, the prices of essential medicines for treatment of cancer, blood pressure, colestorol, diabetics, heart-deceases etc will shoot up in the market. Prices of medicines for treatment of cancer itself which now costs Rs.8500 may go upto Rs.1,08,000/-. Pharmaceutical corporate companies are the beneficiaries.

Government has made its intention clear that the number of gas cylinders (LPG) per year will be reduced from existing 12 to 9 and also to link it to Aadhar and subsidies through direct cash transfer to Bank accounts. Earlier UPA Govt. has reduced the gas cylinders from 12 to 9 but subsequently it has been withdrawn the order due to widespread protests.

Govt. has deregularised the pricing of diesel. Earlier UPA Govt. has deregulated petrol prices and now the NDA Govt. has deregularised diesel price. Petroleum companies will now be free to decide the prices of petrol and diesel. Even-now the prices of petrol and diesel in India are 40% higher than the prices in the international market.

Govt. has decided to allow 100% Foreign Direct Investment (FDI) in Defence Production. Earlier this move of the UPA Govt. was opposed by NDA saying that it is against the national interest and security of the country. Defence production will now be completely privatised.

Govt. has decided to allow 100% FDI in Railways and also public-private-partnership (PPP). During his speech delivered in Australia Prime Minister has called upon the Industrialists of that country to country to invest in Indian Railways. Doors for privatisation of Railways is opened.

Govt. has decided to allow 49% FDI in Insurance sector. The bill for amending the Insurance Act for this purpose is pending in the Parliament and Govt. spokes person has hoped that the bill will be passed in this winter session of Parliament.

Govt. has decided to disinvest the share of all public sector nationalised banks upto 48%. Road map for privatisation of banking sector is drawn.

Govt. has made it clear that 100% FDI will be allowed in Pension Funds. The future of those who are under the New Pension Scheme will be uncertain due to Pension Fund Privatisation.

Govt has decided to sell the shares of profit making public sector undertakings such as ONGC, BHEL, coal India Ltd. etc to the tune of 25%.

Govt. has made it clear that Indian Post Office Act 1898 will be amended to facilitate grant of licences to multi-national courier services. This will pave way for privatisation of postal sector.

While extending red-carpet welcome to the corporates and multinational companies, the Govt. has declared that all the labour laws which put hurdles before them will be amended. Govt. has already moved in Parliament Labour Law amendments to remove all the protections and justifys now enjoyed by the working class including justify to strike and justify to form unions.

Government has declared that all the loss-making public sector undertakings will be closed or privatised. Air India, BSNL etc. are all in the hit-list.

Government has made it clear that its slogan is “minimum government and maximum governance”. It has imposed a total ban on creation of new posts and for filling up of posts which are lying vacant for more than one year.

Regarding Central Government Employees, none of their legitimate demands are conceded by the Government. DA merger, Interim Relief, Inclusion of Gramin Dak Sevaks (GDS) under 7th CPC, Date of effect of 7th CPC as 1-1-2014, Removal of 5% condition for compassionate appointment – everything stands rejected.

Regarding Postal employees none of the 39 demands raised by Postal JCA (NFPE & FNPO) is settled. Three lakhs GDS are still not included in the 7th CPC and their future is uncertain, Revision of wages of Casual, Part-time, contingent employees with effect from 01-01-2006 is pending before the Government from 2008 onwards. Cadre Restructuring, issues of Postmaster Cadre, Accountants, System Administrators, MMS etc. all pending or rejected.

It is in the above background the Central Trade Unions, JCM National Council staff-side, Confederation of Central Govt. Employees & Workers and Postal JCA has decided to organise following agitational programmes.

1. As a part of nation-wide agitation by all Central Trade Unions including BMS, INTUC, HMS, AITUC, CITU etc. has decided to organise Parliament March on 5th December, 2014 to protest against the anti-people, anti-labour policies of the NDA Government. In the march they will declare future struggle programmes.

2. All the organisations in the JCM National Council (Staff side) including Railways, Defence and Confederation has decided to organise a National Convention on 11th December, 2014 to decide future course of action for realisation of the legitimate demands of the Central Government employees.

3. Postal JCA comprising NFPE, FNPO, AIPEU-GDS (NFPE) and NUGDS has decided to organise a massive Parliament March of 20000 Postal& RMS employees including Gramin Dak Sevaks and Casual, Part-Time, Contingent employees on 4th December, 2014 demanding settlement of 39 point charter of demands. PJCA has decided to go for indefinite strike.

NFPE calls upon the entirety of five lakhs Postal employees to participate in all the above programmes and make it a grand success. Let us pledge that we shall continue our struggle till success.

Government employee can't seek promotion after refusing it: Supreme Court

NEW DELHI: A government employee, whose promotion is canceled owing to his refusal to accept it, cannot ask for it at a later stage, the Supreme Court has said.

The apex court set aside the order of the Madhya Pradesh High Court which had directed the state government to restore the promotion of one of its employees whose promotion was cancelled after he turned down the offer as he did not want to get transfered to some other place.

"As we find that it is the respondent himself who is responsible for cancellation of the promotion order as he did not join the promoted post, the impugned order of the high court is clearly erroneous and against the law," a bench headed by Justice J Chelameswar said.

The court passed the order on an appeal filed by Madhya Pradesh government challenging the high court order.

The government had submitted that the high court failed to consider that Ramanand Pandey himself sent back the promotion order and continued on his post and approached the court after two years when it cancelled his promotion.

It said that at the time of promotion, Pandey was posted in Bhind district where he remained for almost 15 years and his intention was to stay at that place only.

The apex court, after hearing both sides, quashed the high court order.

"It is clear that he wanted to remain in Bhind district, where he had continued since 1990, as he was ready to go on leave instead of joining the place of transfer. Moreover, for more than two years from the date of cancellation of the order of promotion, the respondent kept totally mum and maintained stoic silence.

"There was not even a semblance of protest as to why his promotion order was cancelled or that he wanted to join the promotion post after the alleged inquiry into the so-called complaint was over. He filed the writ petition on October 24, 2008, i.e. almost two years after cancellation of his promotion order," it said.

HAPPY INDEPENDENCE DAY !

“Those in Government service are not doing a job but a service, this feeling is to be renewed”.
“Right from a peon to the Cabinet Secretary everybody is capable. Everybody has power and experience. I want to harness their power and use it to speed up national welfare. I will certainly do it”.

1. Dear countrymen, on this auspicious occasion of Independence Day, many good wishes from the Prime Servant of India. I am here amidst you not as a Prime Minister but as the Prime Servant.

2. I bow to all freedom fighters who sacrificed and dedicated their lives for country’s independence.

3. Independence Day is an occasion to take a pledge for the welfare of all those who are down trodden, poor, exploited and oppressed and to do something for them.

4. Every action should be tested on the yardstick of national interest. If we resolve to live a life like that, the festival of Independence may become an inspiration to take India to new heights.

5. This country has been built not by the rulers but by farmers, workers, mothers and sisters, youth, sages and saints, teachers, scientists and social workers.

6. A child hailing from a small town and belonging to a poor family is today having the good fortune of bowing before India’s tricolour from the ramparts of the Red Fort. It is the power of India’s democracy and priceless blessing given by the authors of the Indian constitution. I bow to them.

7. All Prime Ministers of the country have contributed to the progress of the country after independence. Likewise, all Governments of the country as well as state Governments have also contributed.

8. Let us move together, think together, resolve together and unitedly take the country forward.125 crore countrymen have taken the country forward with this credo.

9. We are not among those who function on the strength of majority. We want to move forward on a strong base of consensus.

10. I also greet all Members of Parliament and all political parties from the ramparts of the Red Fort with pride. We ended the Parliament session yesterday with an important experiment of taking the nation forward with strong consensus.

11. When I had an insider’s view after coming to Delhi, it looked as if dozens of parallel Governments were running within the Government, each with its own fiefdom. I witnessed conflict and scattering. I have begun an attempt to make the Government an organic unit.

12. The machine called Government or establishment is to be made sharper and swifter for fulfilling aspirations of the people.

13. Right  from a peon to the Cabinet Secretary everybody is capable. Everybody has power and experience. I want to harness their power and use it to speed up national welfare. I will certainly do it.

14. Our great leaders won freedom, do we not have a duty towards the India of their dreams, and don’t we have a national character. A time has come to think seriously over these issues.

15. Should 125 crore countrymen not have a mantra to ensure that their every step is in national interest.

16. Everything is not for self. Some things are also for the nation. One should rise above the self-interest and think about the national interest.

17. Parents ask a number of questions when a daughter goes out, but do they ever have the courage to ask their son about his friends or where is he going or why. After all a rapist is also someone’s son.

18. Nepal provides an example of youth laying down arms and taking to education. It can inspire the youth who have taken to violence, all over the world.

19. Even after independence we sometime face poison of casteism or communalism. How long will it continue and who is going to benefit from it?

20. I appeal to youth of the country that the poison of casteism, communalism or sectarianism is a hindrance to country’s progress. Think and try a ten years moratorium to get a society free of all these tensions.

21. In Commonwealth games our 64 sports persons won medals. These include 29 women. Let us be proud of these daughters.

22. There are two tracks in the country to move forward, good governance and development. We can progress only on these tracks.

23. Crores of families have mobile phones but not a bank account. We have to change this situation.

24. Those in Government service are not doing a job but a service, this feeling is to be renewed.

25. Just imagine, if 125 crore countrymen take a step forward the country will move 125 crore steps forward.

26. Who so ever will open an account under Pradhan Mantri Jan Dhan Yojana will be provided with a debit card and insurance worth Rs.One lakh.

27. We want to link poor people of the country with a bank account facility through Pradhan Mantri Jan Dhan Yojana.

28. Our country is the youngest nation of the world. Skill development is our mission for development of the country.

29. I want to develop such youth who are job creators.

30. If we wish to provide maximum employment to youth we will have to promote manufacturing sector.

31. We have skill, talent and discipline and a will to perform. We want to give a collective opportunity to the world. ….Come, make in India, we have the strength, come to our country, I invite you.

32. A farmer serves the country by filling the granaries in the same way as a soldier defends the motherland. It is also a national service.

33. Youth should resolve that may be at a small level, they will make at least one article that the country imports, so that it may never need be imported in future.

34. Youth belonging to the IT profession have paved the way for establishing India’s new identity in the world.

35. Digital India is our dream for the nation. When I say ‘digital India’ it is not meant for the rich but for those who are poor.

36. If we move with the dream of electronic digital India and manufacturing of electronic goods and become self-reliant, it will be a major gain for the country.

37. There was a time when it was said that Railway unites the country. I say, today IT has the power to unite the country and its people.

38. We want to promote tourism. Tourism provides employment to the poorest of the poor. Even the small vendor, auto driver, chaat seller and tea stall owner earns from it. While talking of tea seller, I feel a degree of affinity.

39. Biggest obstruction to development of national character is the filth seen all around us. The first job in the government I did after coming here, was that of cleaning. People were surprised. Is it the job of a Prime Minister. But for me, it is a very big job.

40. If 125 crore countrymen decide not to ever spread filth, then no power in the world can make our village or town dirty.

41. Let us decide that in 2019 when we observe Mahatma Gandhi’s 150th anniversary, we will not let our village, city, country, school, colony, temple, hospital and all other areas remain dirty. It is not Government’s job, it is to be done by public participation.

42. Presently, our mothers and sisters are forced to defecate in open. Do we like this and is not our responsibility to arrange for toilets at least?

43. I have to launch a Swachch Bharat campaign from 2nd October and we want to carry this forward within four years.

44. One task which I would like to begin today, is toilet in all schools of India and a separate toilet for girls. Only then the girls will not drop out of schools. I urge all Members of Parliament to use their MPLAD fund for construction of toilets in the schools for one year.

45. When we stand here on next 15th August, we should be confident that there is no school left in the country without separate toilets for boys and girls.

46. I today announce a scheme named after the Parliamentarians- ’Saansad Adarsh Gram Yojana’.Every MP has to develop one village in his or her constituency into a model village under this scheme.

47. A Parliamentarian should develop two more villages before going for election after 2016 in the year 2019. After that every MP has to develop at least five villages during a five year tenure.

48. A complete blue print of Saansad Adarsh Gram Yojana will be presented to all MPs and all State Governments by 11th October, Jayprakash Narayan’s Jayanti.

49. We will have to think about giving a new shape to the Planning Commission in order to utilise our federal structure as a heritage of development and better team work between the Centre and states.

50. Strengthen State Governments, federal structure, with new outlook, new body and soul and with new direction, we will create a new institution. Very soon this new institute will start working in place of Planning Commission.

51. India’s divine strength and spiritual heritage will play a major role in world’s welfare. These thoughts were expressed by Shri Aurobindo.

52. As Swami Vivekananda said that once again Mother India has awaken, my mother India will take her place as teacher of the world and every Indian will be a tool of global welfare.

53. Why shouldn’t all SAARC countries fight against poverty and defeat it.

54. I went to Bhutan and Nepal. Dignitaries from SAARC countries came to swearing in ceremony. This is a very good beginning. Definitely there will be good results.

55. I assure you, if you will work for twelve hour I will work for thirteen because I am not a Prime Minister but a Prime Servant. I have come with this government as a servant not as a ruler.

56. I felicitate country’s security forces, para military forces for protecting Mother India and for their determination and sacrifice.

    Contractual Employees of DRDO

Some employees have been appointed in the Department of DRDO, Rajaji Marg, Delhi in the posts of office assistants and peon on contractual basis. Job contracts have been awarded to contractors for performing skilled and non-skilled jobs in Defence Research & Development Organisation (DRDO) HQrs, New Delhi.

Salaries are revised from time to time as per Government Notifications. As a result, there has been an increase in salaries for skilled workers from Rs.7,826/- on 1st April 2011 to Rs.10,374/- on 1st April 2014 and non-skilled workers from Rs.6,422/- on 1st April 2011 to Rs.8,554/- on 1st April 2014.

There is no provision of Casual Leave in job contract. The contracts for outsourcing are for specific service / work for a specified duration.

This information was given by Defence Minister Shri Arun Jaitley in a written reply to Shri P Bhattacharya in Rajya Sabha today.

WITH THE CONSTANT PERSUASION AND FOLLOW UP BY AIPAEA AND UNSTINTING SUPPORT FROM NFPE, FINALLY THE SECRETARY, DEPARTMENT OF POSTS HAS APPROVED THE CADRE RESTRUCTURING RECOMMENDATIONS RELATING TO POSTAL ACCOUNTS.
