In continuation of this Department’s letters of even number dated 20.10.2015 and 23.10.2015 on the above subject, it is informed that due to unavoidable administrative reasons the One day workshop scheduled to be conducted on 29.10.2015 at Civil Services Officers Institute (CSOI), New Delhi, for the Principal Secretaries of GAD of States/UTs, in connection with discontinuation of interview for Junior Level Posts in the Government, has been postponed to 16.11.2015.

2. It is also informed that the venue for the Workshop i.e. CSOI, New Delhi, will remain same.

3. You are therefore requested to kindly depute the concerned officer to participate the Workshop. As requested earlier, the details of the Officer being deputed may be sent to this Department, on the following e-mail:

LIC Presents the Cheque of Rs.2000 crore as the First Tranche of Funding Assistance to Railways

Life Insurance Corporation (LIC), a PSU of Government of India presented the cheque of Rs.2000 crore to Railway PSU Indian Railway Finance Corporation (IRFC) as the first tranche of funding assistance to Railways for its projects. This handing over of cheque was done today i.e. 27.10.2015 at an impressive function at Rail Bhawan in the presence of Ministry of Railways Shri Suresh Prabhakar Prabhu. The cheque was handed over by Shri S.B. Mainak, MD/LIC to Shri Rajiv Dutt, MD/IRFC. On this occasion, Chairman Railway Board Shri A.K. Mital, Financial Commissioner (Railways) & Chairman, IRFC Shri S. Mookerjee; and other Board Members & other Railway and LIC officials were among those present.

It may be recalled that just within fifteen days of presenting the Railway Budget 2015-16, an important commitment of Budget announcement was fulfilled on 11.03.2015 when Railways and LIC signed an MoU for the highest ever funding of Rs. 1.5 lakh crore from LIC to Railways.

Addressing the gathering, Minister for Railways Shri Suresh Prabhakar Prabhu, pointed out that finding resources for investment in capacity enhancement projects was a major challenge for Railways. Without investment, it would not be possible to decongest the network, increase traffic output and generate adequate internal resources. He said that without the fresh investment, the Railways would have gone further down and down and it would not have succeeded in breaking the vicious cycle. The Railway budget 2015-16 had, therefore, envisaged a new source of funds in the form of Institutional Finance. It was a big achievement that within a few days of presenting the budget, the Ministry of Railways signed a Memorandum of Understanding with LIC for funding assistance of Rs.1.5 lakh crore for financing Railway projects over a period of 5 years. As LIC funding will be of 30 year tenor, it matches the Railways’ requirement of long term funds for investment in projects. LIC funds will carry low interest rates tied to Government security, and the cost of funds are expected to come down further over a period of time. Shri Suresh Prabhakar said that an important beginning has been made today with the release of first cheque of LIC funds. It is now for the Railways to match up to the challenge of utilizing the funds in a productive and appropriate manner for realizing maximum benefit. He said that these funds will not only meet the requirement for the new railway projects but will also be utilised for those ongoing projects which will bring quick benefit to the railway system. He said that this arrangement of funds from LIC will be beneficial for both the organizations. Referring to Railway PSU IRFC, Shri Suresh Prabhu said that IRFC has now emerged as an important vehicle for channelizing investment for Railways.

In his speech, MD/LIC Shri Mainak described it as a Golden Day as LIC has found a partner in the Indian Railways which is a viable and sound organization for investing the long term funds available with LIC. MD/LIC offered continued support for Railway projects in future.

The LIC funds are available to the Railways at a rate of 30 bps over the 10-year benchmark yield. The tenor is 30 years with a moratorium of 5 years followed by payment of only interest from year 6 to year 10. From the 11th to the 30th year the loan will be repaid in equated instalments.

Advisor Finance, Railway Board, Shri P.V. Vaidialingam proposed the Vote of Thanks at the end of the programme. Ms. Namita Mehrotra, Executive Director Finance (Resource Mobilization) Railway Board, conducted the proceedings of the programme.

While reviewing the transfer policy and issuing comprehensive guidelines on the subject, Railway Board under Para .(xi) of their aforementioned letter dated 31.08.2015, have also directed the following in case of non-gazetted staff:
''In case of non-gazetted Railway employees, no inter-Railway transfer request will be considered till completion of 05 years of joining Railway.”

2. Furthermore, it is also desired that, on Divn/Unit two separate priority registers should be maintained, one for registering requests for transfer within the Northern Railway and another for Inter - Railway transfer to other Zones/PUs etc.
The'aforesaid instructions may be adhered to strictly while dealing with transfer request cases.

Sir,

The present KVS transfer guidelines for teachers upto PGT and Non-teaching staff Upto Assistant are effective from 01.04.2011 as amended from time to time. It has been decided to seek suggestions/comments on the guidelines from all stakeholders to make the guidelines more transparent and employee welfare oriented. All DCs are therefore directed to send the comments/suggestions to KVS(hqrs.) as per following Schedule:-

I. A copy of this Circular be circulated to all the teaching and non-teaching staff of all KVS/ROS on 28/10/2015. The principals are directed to discuss the issue and receive the suggestions/comments in writing from the desirous staff in the staff meeting to be held on 31.10.2015 (last working day) . The suggestions/comments may be compiled at KV level and mailed to the DC, KVS concerned on or before 2.11.2015.

II. The DCs also may give their suggestions/comments on this issue and also take from their staff members.

III. The Dy. Commissioners shall compile the suggestions/comments they receive from the KVs of their region/Ro and send the same to KVS(hqrs.) on or before 6.11.2015 by e-mail - kvs.newtgs@gmail.com for further necessary action.
IV. All the three service associations i.e. AIKVTA, KVPSS and KEVINSTA have also been requested to send their comments/suggestions on the issue vide KVS(hqrs) letter no. F.11029-16/2015-KVS(Admn-I)/3762 dated 30.9.2015.

This issues with the approval of the competent authority.

2. The Directorate of Income Tax (Systems) is going to roll out ITBA Phase-2, which includes the PAN module. To access PAN module under ITBA system by new as well as existing ITD users, name based email id is mandatory to receive credentials of login. Reference may be made to earlier instructions (ITBA Instruction No. 6 dated 19/08/2015) in this regard on the subject of creation of new name based email ID.

3. Over 2000 AOS/ITD Users have been identified who do not having name based email id to receive login credentials and, therefore, may not be able to access the new PAN module under the ITBA system. To speed up the process, name based email ids have been created based on the details available in the system and provided to respective CIT(CO) on their official email id.

4. All ADS/Users who do not have name based email id require access to the ITBA-PAN module may kindly contact respective CIT(CO) for obtaining the password for the assigned name based email id. For this purpose, RCC user would have to obtain the user’s Tarang mobile number and select Reset password after updating Tarang mobile through the “Name Based Email ID” interface available in HRMS application. May kindly note that without valid Tarang mobile number, email password would not be communicated. In case name based email id is not assigned, RCC user would process for new email id as per ITBA instruction No. 6 dated 19/08/2015.

5. After receiving name based email id and password, AOs/Users need to follow below steps to access ITBA-PAN module:
  • Step 1: Open ITBA system in web browser (URL=itba.incometax.gov.in)
  • Step 2: Click on Forgot Password
  • Step 3: Enter UserlD (“U” followed by the Employee ID) in User Login box and click on Submit button. The new ITBA password would be sent on user’s name based email id
  • Step 4: Open income tax webmail in web browser (URL=webmail.incometax.gov.in)
  • Step 5: Type name based email id (without @incometax.gov.in) as Username and Password. After Authentication, AO can view the new password for ITBA portal. Ao may note down new ITBA password.
  • Step 6: For security reason, Ao should change the system generated password of provided email id. To change email password, please select Options–>Global–>Change password.
  • Step 7: AO can then open ITBA system (URL=itba.incometax.gov.in). Enter UserlD & ITBA Password provided in email and BSA number and click on login button. System would prompt (user to change the system generated ITBA password, please follow steps and login again with changed ITBA password. After successful authentication, user would be able to see PAN option in the ITBA system to open PAN module.
6. For any clarifications/difficulties, user may be advised to contact helpdesk of ITBA.

New Delhi: The notification on One Rank One Pension scheme will be issued “within days” of the Bihar poll process coming to an end as the model code of conduct is currently in place, Defence Minister Manohar Parrikar said today.

Asked if it would be a Diwali gift to the protesting veterans, he said, “I am trying to have it before Diwali (November 11).”

The counting of votes in Bihar will take place on November 8 but the model code of conduct will remain in place till November 12.

“It (notification) will be issued within days after the Bihar poll process ends,” Parrikar told reporters here.
He said the government did not come out with the notification as the model code of conduct has been in place.

The protesting ex-servicemen had yesterday in a letter signed in blood to Prime Minister Narendra Modi demanded early implementation of OROP scheme.

On the 133rd day of their relay hunger strike at Jantar Mantar here, the veterans said that the announcement made by Parrikar on September 5 regarding the implementation of OROP had “seven serious shortcomings”.

If implemented without the removal of the shortcomings, it will kill the definition of OROP, the letter claimed.
The letter further accused Parrikar of “changing the goalpost” every now and then.

The protesting veterans asked the Prime Minister to issue notification to implement OROP scheme at the earliest.

Indian Ex-Servicemen Movement spokesperson Col (retd) Anil Kaul said the letter was signed in blood by around 200 general officers and others.
