With regard to the subject cited above, this is to say that KVS (HQ) is receiving number of queries regarding. announcement of admission schedule for the academic session 2020-21 for admission in all Kendriya Vidyalayas. In this connection, it is informed that some essential changes / modifications in KVS Admission Guidelines are under way. Therefore, admission process shall be started after such changes/modifications are effected in KVS Admission Guidelines. KVS will issue detailed instructions / guidelines very soon in this regard.

MEASURES TO PREVENT CHILDREN FROM DANGERS OF WATER AND DROWNING

Navodaya Vidyalaya Samiti (NVS) and Kendriya Vidyalay Sanghatan (KVS) in their guidelines have explained steps to be taken to avoid danger of children from drowning.

WELLS AND PONDS

I. The wells and ponds if exist in the campus are to be provided with protective wall and iron grills covering the well and the movements of the students should be restricted towards it.

RIVER, CANALS, PONDS AND RAILWAY TRACKS

II. Children should not be allowed to go towards the nearby river, canals, ponds and railway tracks and to take bath using water from the overhead tanks by climbing on the terrace.

Fencing should be provided to the steps of overhead tank to avoid children climbing over head tank.

III. Movements of children are to be strictly watched through formation of groups by school authorities.

IV. Children should not be permitted to go outside the School premises during the school hours.

SCHOOL CAMPUS STRICTLY ENFORCED

V. The presence of the students in the School campus at all times should be strictly enforced. Strict discipline and to check the unauthorized absence of the students from the School is to be given paramount importance.

VI. The root cause for such behavior of the child must be ascertained, parents should be informed accordingly and corrective steps should be taken.

VII. For certain ritual and functions which are observed in the school, necessary precautions and arrangements to be made in advance.

Children should not be permitted to go on rallies for immersion of idols in tanks, ponds and wells etc.

VIII. No procession should be allowed to move from school out of the campus in the eve of any religious celebrations.

SWIMMING POOL

IX. No swimming pool will be constructed without prior permission of competent authority.

X. If swimming pool is constructed in school premises, it must be constructed as per the prescribed norms of competent authority and should also be maintained as prescribed.

I am to inform you that Ministry of HRD, vide letter dated 22.04.2019, has directed KVS for stoppage of retirement and death gratuity to the NPS subscribers forthwith. Therefore, death & retirement gratuity and provisional family pension, in terms of CCS (Pension) Rules, 1972, will not be payable to NPS subscriber with effect from 30.04.2019 till further order.

This issues with the approval of the Commissioner, KVS.

Subject:- Guidelines to implement O.M. dated 13.03.2019 for extension of CGHS facilities to the retired employees of Kendriya Vidyalaya Sangathan – regarding.

Sir/Madam,
In continuation of KVS Office Memorandum of even no. dated 13.03.2019 vide which the approval of the Competent Authority of KVS for extension of CGHS facility to the retired employees of KVS who were having CGHS card while in service and residing in CGHS covered cities was conveyed. In this connection, the following guidelines may be kept in mind while processing the requests made for making of new CGHS card by the retired employees:-

A. A retired employee of KVS who was having CGHS card while in service and is residing in CGHS covered areas can opt for CGHS facility by submitting his / her application along with relevant documents and CGHS contribution to the concerned Pension Sanctioning Authority (PSA) which has released his / her pensionary benefits. As per 7th CPC, the revised monthly subscriptions, as decided by Ministry of Health & Family Welfare vide their O.M .No. 5.11011/11/2016-CGHS(P)/EHS dated 09.01.2017, to be made by employees/ pensioners for availing CGHS facilities are as under:-

B. On receipt of application from the retired official, the concerned Pension Sanctioning Authority i.e. Regional Office (R.O)/ZIETs/ Kendriya Vidyalaya Sangathan (HQ) will verify the particulars filled in the application form and enclosed documents as required by CGHS Authority i.e. self-attested photocopy of the LPC, PPO, Aadhar Card, CGHS card while in service, employee contribution as per 7th CPC as applicable to the concerned employee in accordance to his / her pay level at the time of retirement. Thereafter, PSA will write a letter for discontinuation of payment of fixed medical allowance (FMA) to the Pension Disbursing Authority (PDA) i.e. State Bank of India, Parliament Street, New Delhi. The PSA will forward the application form along with Cheque / draft for the amount as per the CGHS rate applicable with reference to residential address of the official concerned to the Deputy Commissioner concerned of the Regional Office having jurisdiction over the CGHS city wherein the official is residing.

A Deputy Commissioner or Assistant Commissioner or Administrative Officer is retired from Mumbai Region having CGHS card while in service & residing in Lucknow i.e. CGHS covered area. He / she will submit his / her application (along with his employee-contribution as per 7th CPC in favour of, KVS, HQ and documents stated in para B) to the PSA (KVS, HQ). The PSA will verify the application form and forwarded the same to KVS, RO Lucknow along with the Cheque/DD (amount as applicable for CGHS Centre at Lucknow). Since the Deputy Commissioner, KVS RO Lucknow is having jurisdiction over CGHS Centre at Lucknow the application form will be countersigned by the Deputy Commissioner, RO Lucknow and submitted to CGHS Centre at Lucknow along with Cheque/DD and other necessary documents for preparation of CGHS card. The Deputy Commissioner RO Lucknow will also maintain a register depicting the name of the employee and family members, CGHS card no., validity of the card and the details of the pension sanction authority along with particular of Kendriya Vidyalaya or Regional office from where the official is retired. Further, Deputy Commissioner, KVS RO Lucknow, will also keep a copy of CGHS card (Index Card) issued by CGHS. All medical claims in respect of the Deputy Commissioner/ Assistant Commissioner/ Administrative Officer retired from Mumbai, will be reimbursed by Regional Office Lucknow.
C. The concerned Deputy Commissioner will forward the application to the CGHS center, along with all necessary documents including Cheque or Demand Draft after countersigning the application form, for issue of CGHS card. If the retired official is residing in the city having CGHS Centre which falls under the jurisdiction of Pension Sanctioning Authority, then the Pension Sanctioning Authority will forward the application to the concerned CGHS Centre. The Deputy Commissioner concerned will countersign the form and send it to the CGHS authority for preparation of CGHS card under intimation to the retired official as well as the Pension Sanctioning Authority.

D. The Deputy Commissioner of the RO, who has forwarded the application form to the CGHS Centre for issue of card, will maintainthe proper records and make necessary entries in CGHS card issuing register which will carry the details of Name of the employee and family members, CGHS card, validity of the card and the details of the Pension Sanctioning Authority along with particulars of Kendriya Vidyalaya/Regional Office/ZIETs from where the official retired.

E. Existing Rates of CGHS yearly contributions payable by KVS, as circulated by Directorate General of Health Services (DGHS), Nirman Bhawan, New delhi vide their Circular No. Z.22025/4/2007-CGHS (Stats. Cell) dated 02.03.2010 are given below. The concerned PSA will calculate KVS share by deducting the employee contribution as mentioned in para ‘A’ from yearly contribution as indicated below. The PSA will then forward the total amount (KVS share & employee contribution) to the respective Deputy Commissioner where the retired official is residing.

Around 1240 Kendriay Vidyalaya Schools across the country conducted Lottery (Draw of lots) on 26th March, 2019 for fresh admission in Class-1.

The list of selected students of all categories has been uploaded in the respective school websites on the day itself. And further announcement has been made to candidates to join for admission with proper documents. Both the parents to accompany the child at the time of Admission.

Selected candidates are requested to come to respective school with original documents with their parents for document verification on 28th March, 2019. And the date of admission for class-1 is slightly very between the schools, so please confirm with your school administration for admission date.

As per the list of provisionally selected candidates are advised to come for admission to Class 1 with original and photocopy documents.

  3. Date of birth certificate
  4. community certificate (SC/ST/OBC) whatever applicable.

The Union Cabinet, chaired by the Prime Minister Narendra Modi has approved the setting up of 50 new KendriyaVidyalayas under Civil/Defence Sector all over the country.


The Vidyalayas are proposed to be opened in the Civil/Defense Sector and once they are fully functional they will provide quality education to approximately 50,000 students once they become fully operational.

No, self-employed persons, persons in private jobs and those from floating population are also eligible to apply for admission of their wards to Kendriya Vidyalayas. However, admission will be granted in order of priority specified in Guidelines for Admission to Kendriya Vidyalayas.

Thus, the allowed range of date of birth of a child seeking admission is: 1.04.2012 to 1.04.2014 for applications not in the "Differently Abled" category. The allowed range of date of birth of a child seeking admission in the "Differently Abled" category is 1.04.2010 to 1.04.2014. 6. RESERVATIONS IN ADMISSION

A. SCHEDULED CASTE AND SCHEDULED TRIBE CATEGORY
15% seats for Scheduled Caste and 7.5% seats for Scheduled Tribes shall be reserved in all fresh admissions in all Kendriya Vidyalayas.

B. DIFFERENTLY ABLED CATEGORY
3% seats of total available seats for fresh admission will be horizontally reserved for Differently Abled-children as per the provisions of RTE Act, 2009 read in conjunction with Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995.

7. ADMISSION WITH KV TRANSFER CERTIFICATE INCLUDING LOCAL
TRANSFER (TC).


(i) Admission of children with KV TC will be automatic (over and above Class strength) if the parent has been transferred from one station to another. When the class strength reaches 55, the efforts should be initiated to open additional sections.

(ii) Defence personnel and Para-military Forces who shift their families to a station of their choice whenever they are transferred to some non-family areas or posted in Naxal affected areas, can admit their children on KV TC in a KV located at the station where they will keep their family.

(iii) In all other cases where transfer of the parent is not involved, the admission with KV TC would be done only with the prior approval of the Deputy Commissioner of the region concerned.

(iv) All cases of local transfer on KV TC will be done with the approval of DC concerned on merit.

(v) A student with KV TC may also be permitted in project KVs only up to class strength of 45 with the prior concurrence of Chairman, VMC. Beyond this no admission on KV TC would be done in project schools. However, Deputy Commissioner of the region is empowered to allow admission in the project/nearest KV in extremely deserving cases.

8. STUDENTS OF N.I.O.S / STATE BOARDS / ICSE FOR ADMISSION IN CLASS XI IN KENDRIYA VIDYALAYAS
The students of State Boards/ICSE/NIOS be considered for admission in class XI if vacancies exist.

9. ADMISSION FOR CLASS X AND XII
Admissions to class X & XII, other than KV students, will be entertained subject to availability of vacancies. Such admissions to class X and XII will be considered by the Deputy Commissioner of the Region concerned, only if, the average strength in class X/XII is below 40. This will further be subject to the following conditions:

i. The child has been in the same course of studies i.e. in a CBSE-affiliated school.
ii. For Class X, the child must have obtained not less than 55% marks in aggregate in class IX.
iii. For admission to class XII, 55% marks in class XI examination is mandatory.
iv. The child should otherwise be eligible as per KVS admission guidelines.
v. The combinations of subjects opted by the student are available in Kendriya Vidyalayas. 

10. ADMISSION OF CHILDREN STUDYING ABROAD SEATS
A KV Student, who went abroad with his parents on their deputation to a foreign country, will be admitted to corresponding class on their return to India by the Principal of Kendriya Vidyalaya, where admission is being sought (such admissions will be over and above the class strength)

11. ADMISSION FOR VACANT SEATS
In case seats remain vacant after 30th June as the case may be, in the year of admission, Deputy Commissioner of the Region is empowered to allow admissions upto the prescribed strength as per priorities in admission upto 31st July.

Note: In case of any issue related to the interpretation of Admission Guidelines, the decision of Commissioner KVS, will be final.
Note: The maximum age limit can be relaxed by two years in case of Differently abled children by the Principal.

B. There is no age restriction for admission to Class XI provided the student is seeking admission in the year of passing Class X examination. Similarly, there will be no upper & lower age limit for admission to class XII provided there has been no break in the continuous study of the student after passing class XI.

Online Registration for Admission to Class I in Kendriya Vidyalayas for the Academic Year 2019-20 will commence at 8:00 AM on 01.03.2019 and will close at 4:00 PM on 19.03.2019. The Admission details can be obtained through website https://kvsonlineadmission.in and also through mobile app.

Sub: Central Civil Services(Revised Pay) Rules, 2008 - Section II of the Part 'A' of the First Schedule thereto - entry pay for direct recruits appointed on or after 1.1.2006 and pay fixation in the case of persons other than such direct recruits.

I am directed to refer to MHRD letter No.F.3-6/2018-UT.2 dated 23rd Oct,2018(copy enclosed) on the subject mentioned above and to forward herewith a copy Of Department of Expenditure's O.M.No.8-23/2017-E.IIIA dated 28.9.2018 conveying therein the decision of the Government of India on the matter of grant of entry pay to employees who had joined prior to 1.1.2006 and whose pay, as fixed in the revised pay structure under Rule 7 thereof as on 1.1.2006, turns out to be lower than the prescribed entry pay for direct recruits of that post.

You are therefore requsted to examine and decide such cases of pay anomalies in light of the aforementioned decision conveyed by the Department of Expenditure. It is also advised that the action taken in this regard may be brought to the notice of the Hon'ble Tribunals/Courts where such matters are presently sub-judice, so that these cases may be disposed of at the earliest.

Sub: Relief to flood affected people of Kerala - Donation of One day's salary - regarding

Madam/Sir,
I am directed to refer the MHRD letter F No. 1-3/2018-Cash dated 24.8.2018 (enclosed) vide which it has been decided to appeal to all officers and staff of Ministry of HRD as well as of the organizations under its control that they may contribute one day's salary as relief to the flood affected people of Kerala, to be paid to the Chief Minister's Relief fund.

It is requested that necessary instructions may be issued to all the units for circulation of this appeal amongst all the employees of KVs/ROs/ZIETs. Further the option form may also be obtained in the given below format.

" I, (Name & Designation of the employee) give my consent to contribute one day's salary to Kerala Chief Minister's Distress Relief Fund.

The Option Form duly signed by the individual employee be kept on records by the respective payee units viz, Vidyalayas/ROs/ZIETs.

After obtaining the consent from the employees, one day's salary will be deducted by all the units from the Pay bill of Sept' 2018 and shown under the column "Contribution to Kerla Relief fund" to be inserted by UBI, Saket Branch temporarily for this purpose. The Pay Bill of Sept' 2018, uploaded by now, may be rejected by all the respective units and uploaded again after making the aforesaid deduction.

It is further intimated that no payment of donation will be remitted by KVs/ROs/ZIETs directly to "Donation to Chief Minister's Distress Relief Fund. However, the pooled amount shall be remitted by KVS (HQ) to the said relief fund. The Project Kendriya Vidyalayas have to remit the consolidated amount to their respective Regional Offices which will in turn, remit the same to KVS Hqrs through NEFT/RTGS in the "KVS Main Fund Account no. 1098101032877 in Canara Bank, 1FSC CNRB0001098. Govt. Financed KVs/ZIETs/ROs are not required to remit the funds to Regional Offices/KVS(HQ) as the amount of deduction will be taken from the pay bill itself by KVS(HQ) for remitting the same to the aforesaid fund.

Compliance may be ensured and required information may be sent to KVS (HQ) through mail (kvsbudget@gmail.com) only in the following format.

Subject: Amendment in essential qualification for Recruitment of Primary Teachers in KVS
In reference to NCTE notification dated 28.06.2018 regarding minimum qualification of Primary teacher, the following amendment has been made in the essential qualification for the post of Primary Teacher:
Essential:
1. Senior Secondary (or its equivalent) with at least 50% marks and 2-year Diploma in Elementary Education (by whatever name known)
OR
Senior Secondary (or its equivalent) with at least 50% marks and 4-year Bachelor of Elementary Education (B.El.Ed.)
OR
Senior Secondary (or its equivalent) with at least 50% marks and 2-year Diploma in Education (Special Education)
OR
Graduation with atleast 50% marks and Bachelor of Education (B.Ed.)
*who has acquired the qualification of Bachelor of Education from any NCTE recognized institution shall be considered for appointment as a teacher in class I-V provided the person so appointed as a teacher shall mandatorily undergo a six month Bridge Course in Elementary Education recognized by the NCTE within two years of such appointment as Primary Teacher.
2. Qualified in the Central Teacher Eligibility Test conducted by the Govt. of India.
3. Proficiency to teach through Hindi & English media.

Knowledge of working on Computer.

Sub: Revision of pension in respect of pensioners of KVS retired prior to 01.01.2016 in respect of 7th CPC.

Sir/Madam,

It is to inform that the Ministry of HRD has granted approval for adoption of 7th CPC to the pensioners of the Kendriya Vidyalaya Sangathan vide letter No. F.3-45/2017-UT-2 dated 13.06.2018 in terms of following OMs of Govt. of India (copy enclosed):

1. OM No. 38/37/08-P&PW(A)(l) dated 04.08.2016.
2. OM No. 38/37/08-P&PW(A) dated 12.05.2017.
3. OM No. 38/37/08-P&PW(A) dated 06.07.2017.

The following modus operandi has to be adopted by the Pension Disbursing Authority i.e. State Bank of India, Parliament Street, New Delhi, for revision of pension:

1. In case of pensioners retired prior to 01.01.2016, the revised pension/family pension with effect from 01.01.2016 shall be determined by multiplying the pension/family pension, as had been fixed at the time of implementation of 6th Central Pay Commission(CPC) (pension drawn on 31.12.2015) by 2.57 in terms of OM NO. 38/37/2016-P&PW(A)(ii) dated 04.08.2016. The amount of revised pension/family pension so arrived at shall be rounded off to next higher rupee. The revised pension/family pension will be the basic pension/family pension only without the element of additional pension available to the old pensioners/family pensioners on attaining the specified age.

2. The revised pension in accordance with 7th CPC will be applicable with effect from August 2018. The arrears of pension (w.e.f. 01.01.2016) will not be paid to pensioners till further instructions from this office.

3. In case of pensioners retired between 01.01.2016 to 31.05.2018, the revised order according to 7th CPC for individual case will be issued by the (Kendriya Vidyalaya Sangathan. in such cases also existing pension is to be revised with effect from August 2018 and the arrears of pension for 7th CPC will not be paid till further instructions from this office. It is relevant to mention that with effect from June 2018, the Kendriya Vidyalaya Sangathan is issuing the Pension Payment Orders as per recommendations of 7th CPC.

4. The Dearness rates for all the pensioners drawing pension according to 7th CPC will be paid as mentioned in this office letter of even number dated 05.07.2018 (copy attached).

5. The Govt. of India; Ministry of Personnel, PG & Pensions vide OM No. 4/34/2017-P&PW(D) dated 19.07.2017 has enhanced the amount of Fixed Medical Allowance from Rs.500/- to Rs.1000/- with effect from 01.07.2017. The Fixed Medical Allowance (FMA) of Rs.1000/- is to be paid to all the pensioners with effect from August, 2018. The arrears of FMA i.e. from 01.07.2017 to 31.07.2018 will only be paid at the time of payment of arrears of pension in accordance with 7th CPC for which the necessary instructions will be issued by this office.

You are requested to circulate the same among all your CPC/Pension Payee branches for necessary implementation.

The Ministry of HRD vide letter F.No.7-50/2018-UT-2 dated 06th August, 2018 has conveyed the approval of Government of India for setting up of 13 new Kendriya Vidyalayas under Civil / Defence Sector all over the country whereby the sponsoring authorities have scored maximum weightage points under the "Challenge Method" against the 13 remaining sanctions available out of 50 Kendriya Vidyalayas sanctioned in March 2017.

2. Further, pursuant to clause -I (ii) of Annexure-I of the norms prescribed for opening of new Kendriya Vidyalayas under Civil Sector, the sponsoring . authority is required to transfer the identified and demarcated land to KVS on lease or permanent transfer basis prior to opening of the new Kendriya Vidyalayas.

3. Necessary administrative sanction orders for the opening of the new Kendriya Vidyalaya will be issued immediately after transfer of the land in favour of Kendriya Vidyalaya and after its possession is given to KVS. Therefore, all sponsoring authorities are required to transfer the requisite extent of land in favour of KV and also fulfill the requirement of transfer of temporary building to Kendriya Vidyalaya authorities for running of Kendriya Vidyalaya besides completing other requirements.
