 Subject: - Considering transfer under Rule 38 against vacancies reported for filling up through Direct recruitment examination conducted by Staff Selection Commission.

Sir/Madam,
As per guidelines for transfer under Rule 38 of Postal Manual Volume-IV, vacancies left over after considering transfer cases are reported for filling up through Direct recruitment / LDCE. Moreover, transfer under Rule 38 is considered only against concerned mode of recruitment and category of an employee seeking transfer.

It is observed that Circles are not considering transfer requests against reported vacancies presumably for the reason that candidates in relevant category will be allocated on completion of examination process.

Examination process is a time consuming affair and the concerned unit has to wait for almost two (2) years for appointment of a candidate from the date of reporting of vacancies by Circles. Resultantly, inspite of availability of vacancies in a Circle, officials from other Circles seeking transfer are waiting for vacancy to arise in subsequent recruitment year.

Request for transfer under Rule 38 is made by an employee on personal grounds, primarily for joining their family who are away from their workplace.

The matter has been examined in detail and it has been decided as under:

a) Before consideration of transfer under Rule-38 as per the schedule for the year 2019, which will cover the vacancy to be occurred in 2020 recruitment year (01.01.2020 ta 31.12.2020), all applications pending till 31.03.2019 may be considered even if vacancy for Direct Recruitment through SSC/Examinations conducted by the Department has been reported/earmarked.

b) While considering the applications as at (a) above, the following shall be taken into consideration:-

• Transfer against vacancy reported or earmarked for Direct Recruitment through Staff Selection Commission (SSC) can be considered if the application was received prior to end of the recruitment year for which vacancy has been reported. [E.g. Applications received till 31.03.2018 can be considered only if relevant category of vacancy has been reported for 2017-18 recruitment year or subsequent recruitment years.] As on date, vacancy has been reported to SSC for (i) CGL 2017, (ii) CGL 2018, (iii) CHSL 2017, (ii) CHSL 2018 examinations.
• Transfer against vacancy earmarked for Limited Departmental Competitive Examination ODCE) / Competitive Examination limited to Gramin Dak Sevak (GDS) can be made only if the examination for relevant recruitment year is yet to be held by relevant Circle (s), i.e. in case of inter-Circle transfer, examination should not have been held in both Circles. Transfer against vacancy of a recruitment year can be considered only if the application was received prior to end of the relevant recruitment year as explained above.
• Guidelines circulated vide Directorate communication No.141-141/2013- SPB II dated 31.01.2014 shall be followed for vacancy available till 31.12.2018. Guidelines circulated vide Directorate Communication No. 141- 141/2013-SPB II dated 31.07.2018 shall be followed for vacancy available during 2019 recruitment year (01.01.2019 to 31.12.2019).
• Since transfer under Rule 38 is permissible against relevant category of vacancy, (“e.g. SC/ST/ OBC/UR candidate against SC/ST/ OBC/UR vacancy respectively), instructions issued by the Government for appropriate representation of SC/ST/OBC, etc. should be followed.
• An official belonging to a particular category in Circle-X can be transferred to CircIe-X only if Circle-Y has reported vacancy for that category in the relevant recruitment year and after approval of the transfer under Rule-38, relevant category of vacancy of Circle-Y will be transferred to Circle-X for allocation of relevant category of candidate. [E.g. An OBC candidate of Circle-X applied for transfer in July 2018 can be transferred to Circle-Y only if Circle-Y has reported OBC vacancy for 2018 or 2019 recruitment year. After approval of the transfer of the official under Rule-38, one (1) OBC category of vacancy will be reduced from the total number of OBC vacancy reported by Circle- Y and consequently one (t) OBC category of vacancy will be added to the total number of OBC vacancy reported by Circle-Y for allocation of candidate.
  
• (vi) This will be a one time exercise to be completed by Circles by 15.05.2019. After completion of the exercise, Circles shall inform the details of inter Circle transfer made, category-wise, against vacancy reported for Direct Recruitment through SSC. For vacancy earmarked for examinations conducted by Directorate, revised vacancy status shall be communicated to DE Section of the Directorate. For examination conducted at Circle level, concerned Circle will take appropriate action.

There are four modes of entry for becoming a pilot in the Indian Air Force (IAF) [NDA, CDSE, AFCAT and NCC special entry]. A written test is conducted for NDA/CDSE (by UPSC) and AFCAT (by IAF) entries followed by SSB testing. NCC special entry candidates with valid 'C' certificate (Air Wing) are directly called for SSB testing. The recommended candidates undergo medical tests. The final merit list is prepared based on the candidate's performance and medical fitness. On successful completion of flying training at Flying Training Establishments (FTEs) of the IAF, the cadet is commissioned as a pilot in the IAF.

Pilots are inducted in the Indian Navy as Permanent Commission (PC) or Short Service Commission (SSC).

• Permanent Commission (PC) : Volunteers from serving Executive branch officers (upto 25 years of age) are selected for pilot training biannually.
• Short Service Commission (SSC) : Short Service Commissioned officers are inducted biannually through Direct Entry Scheme.

All pilots in Army Aviation are commissioned officers. Options to join Army Aviation are as under:-

• Volunteers who opt for Army Aviation during pre- commissioning training at IMA and OTA.
• Volunteer Officers from any Arm of Indian Army on completion of one and half years of service.

Volunteer Officers are required to undergo the following tests:-

• Pilot Aptitude and Battery Test (PABT)
• Aviation medical examination

Officers clearing the PABT and medical examination undergo the Basic and Advance flying training, on completion of which they become pilots in the Indian Army.

A study on Restructuring of Army Pilot Cadre was conducted and salient decisions that have been implemented are:

• There has been an increase in Direct Commissioned Officers (DCO) both from IMA and OTA.
• For the DCO, the lower service limit of two years of attachment period with fallback arm after commissioning has also been reduced to one and half years.

IAF ensures that the aircrew are fully utilized in a cockpit vacancy for the maximum duration which is well beyond the period required for amortization of the cost of training. It is also ensured that only limited numbers are given release such that the combat potential of IAF is not compromised at any stage

• Setting up of an Air Force Selection Board (AFSB) at Gandhinagar in 2013.
• The selection process into the IAF has been simplified with the introduction of the Air Force Common Admission Test (AFCAT) for non-UPSC entries. Under this format, a candidate may apply for selection in any branch for which they meet the QRs, through a single application in a selection cycle.
• Proactive steps have been taken by the IAF to reduce the shortage of pilots, which include participation in career fairs/exhibitions, advertisements in print and electronic media, motivational lectures in schools, colleges, visuals/signage at strategic locations etc.

2. Postal Circles have been allocated to 5054 candidates, whose dossiers have been received from different regions of SSC, as per the criteria stipulated in aforesaid lefter dated 27.09.2017. Postal Circle allotted to these 5054 candidates can be seen in the enclosed document in the order of Rank in the CHSL 2015.

3. Dossiers of the candidates are being sent to Postal Circle concerned for initiating the process of appointment. The candidates are advised that further correspondence, if any, may be made with the Postal Circle concerned.

Presently, women are recruited in Indian Army as Officers through Short Service Commission (SSC) on all India merit basis along with men candidates.  Women Officers are inducted in Army Service Corps, Army Ordnance Corps, Army Education Corps, Judge Advocate General Branch including Engineers, Signals, Intelligence and Electrical & Mechanical Engineering branches.  In addition, they are also commissioned in Medical Branch Army Medical Corps (AMC), Army Dental Corps (ADC) and Military Nursing Service (MNS).  Further, Women Officers are eligible for grant of Permanent Commission in Judge Advocate General (JAG) Department and in Army Education Corps (AEC) of Army.

The IAF has pioneered the entry of women as officers in flying and ground duty.

In Indian Navy, women officers are inducted through Short Service Commission, in Logistics, Law, Observers, Air Traffic Control (ATC), Pilots (Maritime Reconnaissance Stream), Naval Armament Inspectorate cadre (NAIC), Naval Architecture and Education Branch.

The details of women officers in Army (excluding Medical, Dental & Nursing Branch), in Indian Air Force (excluding Medical and Dental Branch) and in Indian Navy recruited during the last three years, Service-wise, are as under:-

In 2011, the Government approved consideration of women Short Service Commission Officers (SSCOs) for grant of permanent commission along with men SSCOs in specific branches in the three services viz. Judge Advocate General (JAG), and Army Education Corps (AEC) of the Army and their corresponding branches in Navy and Air Force, Naval Constructor in Navy and Accounts Branch in Air Force.

 In March 2016, approval has been accorded for induction of women Short Service Commission (SSC) officers as Pilots in Maritime Reconnaissance (MR) stream and in the Naval Armament Inspectorate (NAI) cadre.  The inductions are planned commencing from mid 2017.

 In the Indian Air Force since 1993, women officers have been inducted in all branches and stream as Short Service Commissioned Officers except in the fighter stream.  However, IAF has revised Short Service Commission scheme to induct women into the fighter stream on experimental basis for five years.  The first batch of three women officers was commissioned in the fighter stream on June 18, 2016.

In addition, steps like increasing tenure of women officers and improving promotional prospects in Army have been taken to increase participation of women in the Army.

On experimental basis, the Government has inducted three women Short Service Commissioned Officers (SSCOs) in Air Force into the fighter stream on 18.6.2016. However, presently there is no proposal with the Government to induct women officers for combat duties in Army or for deployment of women onboard warships.

It is proposed to fill up the post of Member, Staff Selection Commission (SSC) in the Staff Selection Commission (Hqrs) at New Delhi in the Pay Scale PB-4 Rs. 37,400-67,000/- plus Grade Pay Rs. 10,000/- (pre-revised). The eligibility criterion is given in Annexure-I.

2. Application of only such officers will be considered as are routed through proper channel and are accompanied with (i) bio-data in the proforma at Annexure-II;  (ii) clear photocopies of the up-to-date APAR dossier of the officer containing APARs. of at least last five years, duly attested by a Group 'A' officer (if original APAR could not be sent); (iii) An attested Statement indicating the grading in the APAR during the last five years (iv) cadre clearance; (v) clearance from vigilance and disciplinary angle; and (vi) statement giving details of major or minor penalties, if any, imposed on the officer during the last ten years.

3. All Ministries/Departments and the State Governments/UTs are requested to forward the applications of willing and eligible officer in the prescribed proforma to :

(a) (i) Holding analogous posts on regular basis in the parent cadre/Department;
or
(ii) with five years service in the grade rendered after appointment thereto on a regular basis in the scale of PB-4, Rs. 37,400-67,000/- with Grade Pay of Rs. 8700/- (pre-revised) or equivalent in the parent cadre or Department; and

(b) Possessing the following educational qualifications and experience:-

(i) Post Graduate Degree in any discipline from a recognized University or Institution.
(ii) 10 years experience in dealing with Service, Administrative, Vigilance, Establishment and Financial matters.

4. Period of Deputation:  The upper age limit at the time of appointment to the post of Member of Staff Selection Commission will be 59 years and he/she shall hold office for a period of five years or till he/she attains the age of 62 years, whichever is earlier, provided that in case a serving officer appointed as Member, Staff Selection Commission retires on superannuation before completing the tenure of five years, he/she shall be deemed to be on re-employment for the remaining period of tenure subject to the upper age limit of 62 years.

5. Age Limit: The maximum age limit for appointment by deputation shall not be exceeding 59 years as on the closing date of the receipt of applications.

The SSC, which conducts examinations to select hundreds of candidates for various mid-level central government jobs, has written to Personnel Ministry in this regard.

The retired central government employees will be engaged as Inspecting Officers and members of the flying squad for conducting and supervising of examinations at various places, according to a note by the ministry.

The SSC has also sought a list of pensioners from the ministry to choose appropriate candidates, it said.

The Commission is one of the largest recruiting agencies in the country mandated to conduct eight exams.
There are about 58 lakh central government pensioners.

The Personnel Ministry already maintains a repository of pensioners in an online initiative called Sankalp, which provides a platform for the pensioners to access opportunities available for useful interventions in the society.

It also facilitates the organisations working in these areas to select appropriate skill and expertise from the available pool of volunteers.

There are 1,815 pensioners registered with the Sankalp. The ministry wants all pensioners to get themselves registered on this platform.

Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh will inaugurate a one-day Workshop of the Principal Secretaries of the General Administration Department (GAD) of various States/Union Territories looking after the work of recruitment of employees, in New Delhi on Monday, November 16, 2015.

The daylong Workshop will focus upon the Central Government’s directions calling for discontinuation of Interview for recruitment to the Junior-level posts in the Government. Presentations will be made by the Staff Selection Commission (SSC), Railway Recruitment Boards (RRBs), representatives of State Government from Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Manipur, Punjab, Rajasthan, Sikkim and Uttarakhand besides the Department of Personnel & Training (DoPT).

Dr. Jitendra Singh had last month appealed to the Chief Ministers of all the States to take steps to abolish interview for recruitment to lower posts wherever possible. As a prompt follow up to the suggestion made by the Prime Minister Shri Narendra Modi during his Independence Day address to abolish interview for recruitment to such posts where it is not required, the DoPT took up the matter with the State Governments of all States on September 4, 2015 following which the matter was discussed with the Secretaries of General Administration Department (GAD)/Personnel from States during the two-day workshop held in New Delhi on September 8-9, 2015.

The government’s view is that the interviews should be discontinued for recruitment to junior-level posts where personality or skill assessment is not absolutely required. The objective behind abolition of interviews for such posts is that it will curb corruption, ensure more objective selection in a transparent manner and substantially ease the problems of the poor and resourceless aspirants. This will not only enable giving more weightage to the merit but also supplement the government’s resolve for “Maximum Governance, Minimum Government”.

In a letter addressed to the Chief Ministers last month, Dr. Jitendra Singh had informed that several Group ‘B’ (Non-Gazetted) and Group ‘C’ (Non-Technical) posts in various Ministries/Departments and other organisations under Central Government have already been identified where the selections can be made through a competitive examination without conducting the interview. The Chief Ministers of different States have been requested to involve the Public Service Commission and other recruiting agencies in their respective States where interview can be discontinued and selection can be done only through examination. This would be a major step towards achieving the goal of citizen-centric transparent governance.

The DoPT and the Department of Administrative Reforms & Public Grievances (DAR&PG) and the Department of Pensions and Pensioners Welfare have recently undertaken several path breaking decisions including abolition of attestation of certificates and instead introduced self-attestation of certificates, introduction of pension portal to abolish the requirement for a written life-certificate and decision to revisit and revise the pattern and syllabus of Civil Services Examination.

The undersigned is directed to say that based on the results of the Stenographers Grade ‘C’ & ‘D’ Examination-2014, the Staff Selection Commission recommended 129 candidates for appointment as Steno Grade ‘D’in CSSS. The examination dossiers of 126 (General -75, SC-17, ST-17, OBC-17) candidates were received in this Department for appointment to the Stenographer Grade ‘D’ of CSSS for the Select List Year-2014.

2. As per the Cadre Training Plan issued vide this Department’s OM
No.20/28/2010-CS-II(A) dated 20.10.2011, “the candidates who qualify Grade ‘D’ Stenographers Examination conducted by SSC would be directly nominated to Institute of Secretariat Training and Management (ISTM) for undergoing foundational training course and after successful completion, the candidates would be nominated to various Ministries/Departments by the DoP&T.

3. Accordingly, nomination of all the Steno Grade ‘D’, whose medical examination report had been received from their present office/ Civil Surgeon, have been made for Induction training at ISTM w.e.f. 08.06.2015 to 17.07.2015. However, 109 Steno Grade ‘D’ of Steno Grade ‘c’ & ‘D’ Examination, 2014 have reported at ISTM for Induction Training. One candidate namely Ms. Chahat Kaur has left the Induction Training on medical grounds. 108 candidates are, therefore, nominated to different Cadre Units of CSSS as per the options exercised by them in order of their rank as listed in the Annexure to this OM.

4. One candidate namely Shri Ashish Yadav, Steno Grade ‘D’ of Steno Grade ‘c’ & ‘D’ Examination, 2013 who has reported at ISTM for Induction Training is also nominated to cadre unit as per the options exercised by him as listed in the Annexure to this OM. Further, 2 Steno Grade ‘D’ (Shri Rajendra Prasad, Steno Grade ‘c’ & ‘D’ Examination, 2012 and Shri Mohammad Saquib, Steno Grade ‘C’ & ‘D’ Examination, 2013) had already been nominated to D /0 Expenditure and UPSC respectively.

5. After completion of Induction Training, they will join the nominated cadre units and their dossiers/Service Books will be sent to the concerned cadre units by the ISTM. In case, any document of the official concerned is not available in the Service Book/Dossier, the same will be followed up by the respective cadre units.

6. All the concerned Cadre Units of CSSS are requested to ensure that in case some staff have been out sourced for stenographic assistance by showing the vacancies of Steno Grade ‘D’, the same may be reduced proportionately keeping in view the number of Steno Grade ‘D’ nominated to the respective Cadre Units. This Department vide OM of even number dated 12.5.2010 and reiterated vide OM dated 21st October, 2013 had issued instructions to all the Ministries/Departments that they have to intimate their requirements for Multi Tasking Staff (Non-Technical) in PB-1 Grade Pay Rs.1800/- to the Staff Selection Commission.

The Ministries/Departments were also advised to take action simultaneously for framing Recruitment Rules for these posts in accordance with the Model RRs already circulated vide OM dated 30.4.2010.

2. It is once again reiterated that the posts of MTS are required to be filled up only through SSC as per the instructions of this Department. All Ministries/Departments may send their requirements as well as the requirements of their attached/subordinate offices also, for MTS ( PB-1 Grade Pay Rs.1800/-) to the Staff Selection Commission so that the Commission could initiate action for recruitment. The Staff Selection Commission is likely to issue advertisement on 1.8.2015.

3. Action pending, if any, may simultaneously be taken for framing of Recruitment Rules for these posts in accordance with the Model Recruitment Rules already circulated.

Government Sets up a Committee to Find Out the Reasons For Backlog in Filling up of Reserved Vacancies

The Government has decided to set up a Committee to make in-depth analysis of the reasons for backlog in filling up of reserved vacancies. A 20-member committee headed by the Secretary, Ministry of Social Justice and Empowerment will suggest measures to enhance the employability of reserved category candidates. The Committee members are from various Central Government Ministries including Ministry of Home Affairs, Department of Personnel & Training, Ministry of Human Resources Development, Ministry of Railways, UPSC, SSC, Railway Recruitment Board etc.

The Committee will submit its report within a period of three months from the date of its constitution.

The Government had launched a Special Recruitment Drive (SRD) to fill up the backlog reserved vacancies of the Scheduled Castes (SCs), Scheduled Tribes (STs) and Other Backward Classes (OBCs) in November, 2008. Progress of the drive was reviewed in July, 2011 and it was decided to re-launch the drive so as to fill up the remaining identified backlog vacancies by 31st March, 2012. The progress of Special Recruitment Drive was reviewed by the Government in May 2013. It was noted out of a total of 64,175 backlog vacancies (DR quota and Promotion quota) which could be filled up, 48,034 vacancies were filled up, indicating overall success rate of the Drive at about 75%.

The analysis of data and consultation with various Ministries indicated that lack of finishing skills or interview skills, less availability of professionally qualified persons, less identification of posts for Persons with Disabilities, dearth of professionally qualified persons especially in Hearing impaired Category of disability etc. are some of the reasons for less employability of SCs, STs, OBCs and PWDs in Government Sector.

On the basis of the results of the Combined Defence Services Examination (I)-2013 held by the Union Public Service Commission On 17 February, 2013, 9888 candidates with the following Roll Numbers have qualified for being interviewed by the Service Selection Board of the Ministry of Defence, for admission to

 (i) Indian Military Academy,Dehradun 136th Course commencing in January, 2014 
(ii) Indian Naval Academy, Ezhimala, Course commencing in January, 2014 
(iii) Air Force Academy, Hyderabad (Pre-Flying) Training Course for 195rd F(P) Course commencing in January, 2014 
(iv) Officers’ Training Academy, Chennai  99th SSC Course (for Men) commencing in April, 2014 and 
(v) Officers’ Training Academy, Chennai, 13th  SSC Women (Non-Technical) Course commencing in April, 2014.

        The ratio of candidates shortlisted for the examination per vacancy is 1:18.95

        The candidature of all the candidates, whose Roll Numbers are shown in the lists below, is provisional.  In accordance with the conditions of the admission to the examination, they are required to submit the original certificates in support of age (date of birth), educational qualifications, NCC (C) (Army Wing/Senior Division Air Wing/Naval Wing) etc. claimed by them, alongwith attested copies of thereof, to Army Headquarters, A.G.’s Branch/Rtg./CDSE Entry, West Block 3, Ground Floor, Wing No. I, R.K. Puram, New Delhi-110066, in case of IMA/SSC as their first choice and to Naval Headquarters (R&R Section), Room No. 204, C-Wing, Sena Bhawan, New Delhi-110011 in case of Naval as their first choice, and to PO3 (A) Air Headquarters, ‘J’ Block, Room No. 17, Opp. Vayu Bhawan, Moti Lal Nehru Marg, New Delhi-110011 in case of Air Force as their  first choice.  The original Certificates are to be submitted within two weeks of completion of the SSB Interview and not later than 13th November, 2013 (1st February, 2014 in case of SSC only).  The candidates must not send the original certificates to the Union Public Service Commission.

        In case, there is any change of address, the candidates are advised to promptly intimate directly to the Army Headquarters/Naval Headquarters/Air Headquarters as the case may be.

        The Union Public Service Commission have a Facilitation Counter near Examination Hall Building in its Campus. Candidates may obtain any information/clarification regarding their examination/recruitment on working days between10.00 AM to 5.00 PM, in person or over telephone Nos. 011-23385271, 011-23381125 and 011-23098543 from this Facilitation Counter.  Candidates can also obtain information regarding their result by accessing UPSC website http.//www.upsc.gov.in
        
The marks-sheet of candidates who have not qualified, will be put on the Commission’s website within 15 days from the date of publication of the final result (after conducting SSB interview) and will remain available on the website for a period of 60 days.
