A copy of the draft Lokpal (Group 'C' Posts- Multi Tasking Staff) Rules, 2019 is enclosed. In terms of instructions contained in this Department's OM No. AB-14017/61/2008-Estt.(RR) dated 13.10.2015, the above draft rules are hereby placed on the website of this Department for perusal of all concerned. DRAFT

MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS
(Department of Personnel and Training)

In exercise of the powers conferred by sub-section (1) of section 59 of Lokpal and Lokayuktas Act, 2013, the President hereby makes the following rules for Group 'C' Multi Tasking Staff posts in the Lokpal, namely:-

1. Short title and commencement - (1) These rules may be called the Lokpal (Group 'C' PostsMulti Tasking Staff) Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.

2. Power of Lokpal to make Regulations.
The Central Government hereby vests powers in the Lokpal to make Regulations for the recruitment process.
Provided such recruitment shall be made on the recommendation of the Personnel Committee to be constituted by the Chairperson Lokpal and the said Committee shall be chaired by the Secretary, Lokpal or any other Officer of the Lokpal as authorized by him and shall have at least three Members.

3. Number of post, classification, Pay level in the Pay Matrix:-- The number of post, its classification, the pay level or pay scale attached thereto shall be as specified in columns (1) to (4) of the Schedule annexed to these rules.

4. Method of recruitment, age-limit, qualifications, etc. - The method of recruitment to the said post, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

5. Disqualification -- No person, --
  • (a) who has entered into or contracted a marriage with a person having a spouse living; or
  • (b) who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Power to relax - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

7. Savings - Nothing in these rules shall affect reservations, relaxations of age limit and other concessions required to be provided for the Schedule Castes, the Scheduled Tribes, other backward classes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

G. S .R In exercise of the powers conferred by the proviso to Article 309 of the Constitution and in accordance with DOPT O.M.No. AB.14017/6/2009- Estt.(RR) dated 30.4.2010 and in supersession of the Staff Selection Commission (Group 'D' posts) Recruitment Rules, 1978; Staff Selection Commission (Examination Work Attendant) Recruitment Rules, 1989 and Staff Selection Commission (Senior Gestetner Operator and Senior Peon) Recruitment Rules, 1996 notified on 31.05.1980, 09.10.1989 and 04.10.1996 respectively, the President hereby makes the following rules regulating the method of recruitment to the post of Multi Tasking Staff

(Group 'C') in the Staff Selection Commission, namely :-

1. Short title and commencement:-  These rules may be called the Staff Selection Commission Group 'C'
"Multi Tasking Staff' Recruitment Rules, 2017.
They shall come into force from the date of their publication in the Official Gazette.

2. Number of Posts, Classification and Scale of pay :- The number of posts, its classification and the Pay Level in Pay Matrix attached thereto shall be as specified in Column 2 to 4 of the Schedule annexed to these rules.

3. Method of recruitment, age limit and other Qualifications, etc.:- The method of recruitment to the said post, age limit, qualification and other matters relating to thereto shall be as specified in column 5 to 13 of the said Schedule;

4. Disqualification:- No person,
(a) Who has entered into or contracted a marriage with a person having a spouse living, or
(b) Who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post. Provided that the Central Government may, if satisfied, that such marriage  is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempts any person from the operation of this rule.

5. Power to relax :- Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

1. Short title and commencement:-
(1) These rules may be called the Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, Institute of Secretariat Training and Management (Multi Tasking Staff) Recruitment Rules, 2016.

(2) They shall come into force on the date of their publication in the Official Gazette.

The Prasar Bharati (PB), a statutory autonomous body established under the Prasar Bharati (Broadcasting Corporation of India) Act 1990, comprising of All India Radio & Doordarshan, invites applications from Indian Nationals for Multi-Tasking Staff (MTS) (Non-Technical) under Special Recruitment Drive for Persons with Disabilities (PWD) for Doordarshan Kendras. The candidates selected through this recruitment will be employees of Prasar Bharati under Section 11(5) of the Prasar Bharati Act, 1990, as amended from time to time, and thus will not have the status of Central Government Civilian Employees.

NB: Prasar Bharati reserves the right to fill up all the posts or alter the number of posts or even to cancel the whole process of recruitment without assigning any reason. Abbreviations: VH: Visually Handicapped; HH: Hearing Impaired; OH: Orthopedically Handicapped; OA: One Arm; OL: One Leg; OAL: One Arm & One Leg; B : Blind; LV: Low Vision; H: Hearing and C: Communication.
The minimum disability for PWD candidates is 40%. Sub-category of disability, i.e. Visually Handicapped (VH), Hearing Impaired (HH) and Orthopedically Handicapped (OH) is to be indicated.
1.2. Definition of Disabilities (As per DOPT OM No. 36035/3/2004-Estt. (Res) dated 29th December, 2005).

VH : Visually Handicapped
Blindness: "Blindness" refers to a condition where a person suffers from any of the following conditions, namely:
(i) Total absence of sight; or
(ii) Visual acuity not exceeding 6/60 or 20/200 (Snellen) in the better eye with correcting lenses; or
(iii) Limitation of the field of vision subtending an angle of 20 degree or worse;

Low Vision: "Person with Low Vision" means a person with impairment of visual functioning even after treatment or standard refractive correction but who uses or is potentially capable of using vision for the planning or execution of the tasking with appropriate assistive device.

HH : Hearing Impaired - (Persons suffering from Hearing Impairment). "Hearing Impairment" means loss of sixty decibels or more in the better ear in the conversational range of frequencies.

OH : Orthopedically Handicapped: "Locomotor disability" means disability of the bones, joints or muscles leading to substantial restriction of the movement of the limbs or any form of cerebral palsy.

NOTE: Candidates would produce valid original medical certificate of disability issued on or before 23.01.2017 from Medical Board duly constituted by central or state Government at the time of joining.

The number of sanctioned posts and number in position of Class-C employees including erstwhile Group D employees in various Ministries/Departments as available in the Brochure on Pay and Allowances of Central Government Civilian Employees 2012-13 as on 1.3.2012, published by Pay Research Unit, Department of Expenditure, Ministry of Finance, is 33,52,380 and 28,06,369 respectively.

The posts sanctioned in Government Departments are required to be filled as and when vacancies arise as per the Recruitment Rules. Instructions have been issued that requisitions for Multi-Tasking Staff (MTS) may be made to the recruiting agency.

This was stated by the Minister of State for Personnel, Public Grievances and Pensions and Minister of State in Prime Minister’s office Dr. Jitendra Singh in a written reply to a question by Shri Ram Tahal Choudhary and Dr. Manoj Rajoria in the Lok Sabha today.

OFFICE MEMORANDUM
Subject: Recruitment to Multi Tasking Staff in Pay Band-1, with Grade Pay of Rs.1800/– Sending of requisition to Staff Selection Commission.

This Department vide OM of even number dated 12.5.2010 and reiterated vide OM dated 21st October, 2013 had issued instructions to all the Ministries/Departments that they have to intimate their requirements for Multi Tasking Staff (Non-Technical) in PB-1 Grade Pay Rs.1800/- to the Staff Selection Commission.

The Ministries/Departments were also advised to take action simultaneously for framing Recruitment Rules for these posts in accordance with the Model RRs already circulated vide OM dated 30.4.2010.

2. It is once again reiterated that the posts of MTS are required to be filled up only through SSC as per the instructions of this Department. All Ministries/Departments may send their requirements as well as the requirements of their attached/subordinate offices also, for MTS ( PB-1 Grade Pay Rs.1800/-) to the Staff Selection Commission so that the Commission could initiate action for recruitment. The Staff Selection Commission is likely to issue advertisement on 1.8.2015.

3. Action pending, if any, may simultaneously be taken for framing of Recruitment Rules for these posts in accordance with the Model Recruitment Rules already circulated.
