Latest DoPT Orders 2020

Subject: Stepping up of pay of senior Assistants of CSS drawing less pay on promotion in the Section Officers Grade than their juniors – OM No. 18/2/2007- CS-I dated 20.05.2014 – Writ Petitions filed in the matter -regarding.

The undersigned is directed to refer to this Department’s OM of even number dated 01.07.2019 wherein instructions, for dealing with stepping up of pay cases consequent to directions of Hon’ble High Court of Delhi vide their interim orders in various Writ Petitions filed in the matter, were issued.

2. In this connection it is reiterated that the pay of the petitioners and similarly placed non-petitioners is to be restored only if they submit the ‘Affidavit of Undertaking’ as directed by the Hon’ble High Court of Delhi in the format attached with this Department’s OM under reference.

3. As regards the manner in which the pay is to be restored, it is clarified that the pay of the petitioners and non-petitioners, who submit the affidavit of undertaking in the prescribed format, may be restored notionally from the date with effect from which the stepping up of pay was granted earlier and regularly from the date of submission of the affidavit of undertaking as directed by Hon’ble High Court of Delhi subject to the outcome of the Writ Petitions or orders of any competent court in related matters.

4. If an officer, whose pay has been restored in accordance with the above instructions, superannuates or retires voluntarily, his/ her case may be dealt as per the provisions of CCS (Pension) Rules 1972 relating to provisional pension, payment of gratuity etc.

Dear Sir,

Sub: Grant of additional increment to the railway employees implementation of 6th CPC recommendations.

Ref: (i) Railway Board’s letter No. PC-VI/2012/I/RSRP/1 (RBE No.40/2012).

        (ii) NFIR’s letter No. I/I 1/Part I dated 07/09/2018.

       (iii) NFIR’s letter No. I/11/Pt. II dated 11/02/2019.

  Federation vide its communications dated 07/09/2018 & 11/02/2019 brought to the notice of Railway Board a specific case of wrong fixation of pay in favour of Shri Satyendra Kumar Lal, Chief Typist, DLW, Varanasi. Along with its communication, Federation also provided a chart highlighting the pay fixation done (Drawn) by the DLW/Varanasi vis-à-vis the pay due to be fixed in pursuance of Board’s instructions contained in RBE No. 40/2012 and requested that suitable instructions be issued to the GM/DLW, as also to other Zonal Railways etc., for proper implementation of Board’s orders (RBE No. 40/2012). Federation is disappointed to note that though period of over one year has passed, no action has been taken in the matter, while the employee continues to draw less salary.

NFIR, therefore, once again requests the Railway Board to connect Federation’s letters dated 07/09/2018 and 11/02/2019 and issue suitable clarification to the Zones etc in general and DLW/Varanasi in particular to ensure correct implementation of the instructions contained in RBE No. 40/2012 so as to avoid financial loss to employees on their pay fixation in 7th CPC Pay Matrix.

A copy of the instructions issued may be endorsed to the Federation.

Dopt Notification – Addition of time limit for submission of Assest Declaration

Department of Personnel and Training issued an important notification regarding the time limit for filing return of assests on its portal today. The time limit has been extended upto December 2014 to submitting of information and annual returns of assests and liabilities of Government servant.

NOTIFICATION
New Delhi. the 8th September. 2014

G.S.R. 638(E).— In exercise of the powers conferred by sub-secrion (1) read with clause (k) and clause (1) of sub section (2) of Section 59 read with Section 44 and Section 45 of the Lokpal and Lokayuktas Act, 2013 (1 of 2014), the Central Government hereby makes the following rules to amend the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Rules. 2014. namely :-

I. (I) These rules may he called the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Amendment Rules, 2014.
(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Rules, 2014. in rule 3. in the proviso to sub-rule (2), for the words on or before the 15th day of September, 2014’, the words “on or before the 31st day of December, 2014 shall he substituted.

Odisha Assembly NDT SO under Bhubaneswar GPO was opened today i.e.01.07.2013 as the first All Women Post Office of Odisha Circle by Sri S.K.Chakraborty, Principal Chief Post Master General, Orissa Circle in the presence of Sri Pawan Kumar Singh, DPS ( Hq.), Sri Aditya Kumar Nayak, SSPOs , Bhubaneswar Division and Sri Bijay Kumar Patra , ASP (OD ), Bhubaneswar Division.

Smt. Sugi Baske joined as 1st woman Sub Postmaster and Smt. Umarani Devi as MTS of the Odisha Assembly All Women Post Office .
