OFFICE MEMORANDUM

Subject:- Engagement of retired Government officers as 'Consultant' on contract basis on DPIIT - inviting applications thereof - reg - For CSS Officers.

The undersigned is directed to circulate the Vacancy Circular No. A- 12023/3/2019-ENG dated 18th December, 2019 (along-with enclosures) received from Department for Promotion of Industry & Industrial Trade inviting applications retired Government officers from the rank of SO/US/ DS or equivalent from Central Government /PSU/ Autonomous Body having considerable experience of functioning of Central Government Ministries/ Departments for engagement of Consultant (15 posts) on contract basis.

The terms and conditions of the contract shall be as under
  • The consultants will be required to examine cases/proposals, policy issues in the light of Central Govt. rules and regulation, prepare briefs/presentations and analyse the proposals assigned to them by their controlling officers. They shall be fully conversant with MS-Word/ PPT/ Excel etc. as per role requirement and print their own notes/ drafts/ OMs as required.
  • A consolidated remuneration of Rs.50,000/- (Rupees fifty thousand only) per month (minus Professional Tax/ TDS as applicable) shall be payable to consultants who have retired at the rank of US or above.
  • A consolidated remuneration of Rs.40,000/- (Rupees forty thousand only) per month (minus Professional Tax/ TDS as applicable) shall be payable to consultants who have retired at the level of SO or equivalent.
  • The consolidated remuneration shall be payable, subject to periodical completion of work certified by the controlling Officer. They will not be eligible for any other allowance or facility in addition to the consolidated pay. They will, however. continue to draw their pension and relief on pension. as per their entitlement.
  • They should not have attained the age of 63 years on the closing date of applications.
  • Working hours shall normally be from 9 AM to 5.30 PM during working days. However, in exigencies of work, they may be required to sit late and may be called on Saturdays/ Sundays and other holidays. They will be eligible for 08 days leave during the period of one year subject to the approval of the controlling Officer.
  • They will be governed by the Official Secrets Act, 1923, as amended from time to time and will not disclose to any unauthorized person(s) any information/data that may come to their notice during the period of their engagement as 'Consultant' in the Department. All such documents will be property of the Government.
  • They will not utilize or publish or disclose or part with, to a third party. any part of the data or statistics or proceedings or information collected for the purpose of their assignments or during the course of, assignment for the Department without the express written consent of the Department.
  • The Intellectual Property Rights (IPR) of the data collected as well as deliverables produced for the Department shall remain with the Department. x) Their attention is drawn to Central Vigilance Commission's circular no. 01/01/17 dated 23.1.2017 and circular no. 08/06/2011 dated 24.6.2011 regarding engagement of consultants. They will be completely accountable for any advice or any service rendered by them during their engagement in this Department in view of norms of ethical business and professionalism.
  • They must act, at all times, in the interest of DPIIT and render any advice! service with professional integrity.
  • They will maintain highest standards of integrity, transparency, competitiveness, economy and efficiency while working as consultant in this Department. If required, they will cooperate fully with any legitimately provided! constituted investigative body, conducting inquiry into processing or execution of the consultancy contract! any other matter related with discharge of contractual obligations by the consultant.
  • The consultants appointed by the Department shall in no case represent or give opinion or advice to others in any mater which is adverse to the interest of the Department nor will they indulge in any activity outside the terms of the contractual assignment.
  • They will complete the assigned task within the stipulated period as per the requirement of their controlling officers. They will not take up any assignment or contract which conflicts with the interest of the Government during the contract period.
  • They shall be bounded to hand-over the entire set of records of assignment to the Department before the expiry of the contract and before the final payment is released by the Department.
  • The engagement as Consultant can be terminated by the Department at any time without assigning any reason thereof by giving them 15 days' notice. However, in case a Consultant wishes to resign, he will have to give 15 days advance notice or remuneration in lieu thereof before resigning from the engagement.
  • The existing consultants in the Department will continue as per their existing entitlements/ remuneration till they complete their sanctioned tenures. Such consultants, who are already engaged, after completion of their tenure. may be considered for the new grades on the request of the consultant and the recommendations of controlling officers about their performance during the tenure of consultancy.

Subject:- Engagement of Retired Government Officials as Section Officer on retainer-ship basis in the Department of Drinking Water and Sanitation

The undersigned is directed to circulate the Office Memorandum No. A-41020/1/2019 - Admin dated 17th December, 2019 (along-with enclosures) received from Ministry of Jal Shakti, proposes to engage retired Government Officials as Section Officer (SO) on retainer-ship basis in the Department of Drinking Water and Sanitation.

CIRCULAR

It is proposed to engage retired Government employees to work as Retainers against the vacant posts of Section Officer (SO) in the Department of Drinking Water & Sanitation as per the following criteria:
(a) Must have retired from Central Government Ministries / Departments.
(b) Must have retired as SO or above and well acquainted with functioning of Government Ministries.
(c) Should have good communication and interpersonal skills and excellent knowledge of Computer usage.
(d) Work profile and responsibility would be similar to post in the Central Government.

The engagement of retainers shall be subject to the following conditions:

(i) Persons must be below 64 years of age as on the last date of application.
(ii) Engagement shall initially be for a period of six months or until regular incumbents are available, whichever is earlier.
(iii) Extension of engagement, if any, shall be at the sole discretion of competent authority.
(iv) Working hours shall be from 9.00 a.m. to 5.30 p.m. during working days including half an hour lunch break in between. However, in exigencies of work, he/she may be required to sit late and may be called on Saturdays/Sundays and other Gazetted Holidays.
(v) Individual will be required to mark his attendance in Biometric Attendance System (BAS).
(vi) Shall be entitled to 4 days leave in six calendar months. The un-availed leave cannot be carried forward or encashed. (vii) Individual will give one month notice for leaving the services of the Ministry.
(viii) Engagement may be terminated at any time by the Government without assigning any reason \without any notice.
(ix) Ministry of Drinking Water and Sanitation shall not be responsible for any loss, accident, damage or injury suffered by the individual arising out of execution of his/her official duty.
(x) The selected officers will be paid a consolidated fee (TDS as applicable). He/She shall not be entitled for any allowances such as Dearness Allowance, residential, telephone, transport, etc.
(xi) He/She will not be allowed any foreign travel at Government Expenses.
(xii) Individual engaged shall not directly or indirectly communicate or reveal to any person or persons any matter collected for the purpose of his/her assignment or during the course of his/her assignment, without the express written consent of the office.
(xiii) Individual engaged shall not represent or give opinion or advice in any matter which is adverse to the interest of this Office. He/She is not permitted to take up any other assignment during his period of engagement.
(xiv) Preference would be given to those retired in the last one year.

The undersigned is directed to circulate the Circular No. MoES/18/01 /2013 -Estt (vol.IV) dated 28.08.2019 (along-with enclosures) received from Ministry of Earth Sciences inviting applications from retired/retiring Government employees to work as full time Consultants at Section officer and Assistant Section officer Level in Ministry of Earth Sciences at Prithvi Bhawan, New Delhi.

It is proposed to prepare a panel of retired/retiring Government employees to-work as full time Consultants at Section Officer Level and Assistant Section Officer Level in Ministry of Earth Sciences at prithvi Bhavan (opp. Habital centre), Lodhi Road, New Delhi-110 003.

Willing and eligible retired/ retiring officers of the Government of India may send their bio-data as per Annexure (attached overleaf) to the Under Secretary (Estt.) , Ministry of Earth Sciences, Room No.206, prithvi Bhawan, New Delhi on or before 23rd August 2019. The terms and conditions and
remuneration are as follows

I. Eligibility

    i. Must have retired at least from Central Government Service at Section Officer/ Assistant Section Officer (CSS) level.
    ii. Must be well acquainted with the functioning of Government/Ministries.
    iii. Should be well aware of various rules/ regulations of Government of India, capable to Vigilance matters, Cash matters etc.
    iv. Age limit up to 65 years (preferable 63 years)

II. Terms & Conditions

    i) Engagement shall initially be for a period of one year or till regular incumbents becomes available whichever is earlier
    ii) Extension of engagement, if any, shall be at the sole discretion of competent authority
    iii) Working hours Limit be from 9.00 am to 5.30 pm. However, in exigencies of work he/she may be required to sit late and may be called on Saturday / Sunday and other Gazetted holidays.
    iv) Engagement may he terminated at any time by the competent authority without assigning any reason and without any notice.
    v) Recruitment is only for Ministry of Earth Sciences at Prithvi Bhavan (opp. Habitat Centre), New Delhi-110 003
    vi) No typing assistance shall be provided.

III Remuneration

The consolidated consultancy fee to be paid would be Rs. 35,000/- per month for Section officer & Rs. 30,000/- pet month for Assistant Section Officer.

Ministries/Departments may also give this circular a wide publicity among their staff and bring it to the notice of their Attached Offices.

Sub: Engagement of a consultant in the Department of Pension & Pensioners Welfare
The Department of Pension & Pensioners' Welfare intends to engage a consultant to assist the Department for undertaking comprehensive review/revision of CCS (Pension) Rules and orders issued by the Government on the subject of pensionary benefits and other important issues requiring immediate attention. The revision and review of the rules etc. is being undertaken by the Department in compliance with recommendation of the Hon'ble Supreme Court in the matter of UoI Vs. R. Sethumadhavan and Other. In addition, the Department may also assign the consultant any other work related to this Department.

Accordingly, applications are invited from retired Central Government Employees having been retired from the post of Deputy Secretary/ Director or equivalent i.e., to say from any-post carrying the following Pay Band / Pay Matrix:

i. Rs.15600 - 39100 + 7600 Grade Pay;. or
ii. Rs.37400 - 67000 + 8700 Grade Pay; or
iii. Pay Matrix 12 or 13 under 7th CPC


MANDATORY SERVICE EXPERIENCE
The applicant should have a minimum of 3 years experience in dealing with
pension cases and pension related court cases of Central Government Employees.

Age
Age should not be more than 65 years on the date of advertisement.

REMUNERATION
On selection, the consultant will be paid consolidated remuneration equivalent to his last pay drawn minus pension. He will also be paid Dearness Allowance on the 'remuneration amount' at the rates applicable for Central Government Employees on the date of engagement. No other allowance such as HRA / Transport Allowance etc. will be payable to the consultant.
The consultant may be required to undertake outstation visits also for which he will be paid Travelling Allowance/ hotel/ guest-house reimbursement as per rules applicable to equivalent scales.

DURATION OF ENGAGEMENT
The duration of engagement will be one year from the date of initial engagement which period may be curtailed or extended at the sole discretion of the Department and the same will be binding on the consultant.

The appointment of consultants would be on full-time basis and he will not be permitted to take up any other assignrnent during the period of Consultancy with the DoP&PW.

The appointment of consultant is of a temporary (non - official) nature and the appointment can be cancelled at any time by the Department without assigning any reason.

Retired central government officers desirous of consideration for the above assignment may submit their application in the prescribed proforma (Annexure-I), to Shri AshokKumar Singh, Under Secretary (Admn.I), Department of Pension & Pensioners Welfare, 3rd Floor, Lok Nayak Bhawan, Khan Market, New Delhi - 110 003 latest by 7th June, 2019 either in person or through post.

Applications received beyond the closing date or giving false information will not be entertained and will be summarily rejected, Only shortlisted candidates will be intimated and department of Pension & PW reserves the right to reject any or all applications without assigning any reason.

CIRCULAR


Subject: Engagement of Retired Central Government Officers as Consultants in the Department of Heavy Industry, Ministry of Heavy Industries & Public Enterprises.


The Department of Heavy Industry proposes to prepare a panel of officers of Central Government, who have retired from the Service or will be retiring in the next 3 months at Section Officers’ level in the Grade Pay of Rs. 4800/- & above, for engagement as Consultants against the vacancies at Section Officers’ level. They should have experience of minimum 10 years in Administration / Record Management / Finance / Procurement / Parliament matters / Legal matters and also have working knowledge of Computer. The initial engagement will be for a period of one year and may continue further subject to their performance & availability of vacancies. The maximum age limit for engagement as Consultant is 65 years.

2. Such persons would get monthly remuneration equivalent to their Last Pay Drawn (Band Pay + Grade Pay + Dearness Allowance) minus Basic Pension & Dearness Pension.

3. The willing & eligible retired/retiring officers of Central Government are requested to send their Bio-Data and contact details, specially mentioning the details of their Experience/Grade Pay drawn etc. to the undersigned positively by 31st July 2013.
