Dear Colleagues,
After 6th CPC,the employees who are granted Rs.4200/- Grade Pay have been classified as Group 'B' Industrial and Non-Gazetted by DOP&T. Though these categories of employees have been appointed by the Sr. General Managers/General Managers of Heads of the establishments but disciplinary powers in respect of Group 'B' and 'C' Civil posts have been authorised to Chairman OFB.

The issue of delegation of powers to Sr.GM/GM of the respective factoris was discussed in JCM III and the same was taken up by OFB to MoD and DOP&T. Now it has been approved by amending the Part V schedule to CCS(CCA) Rules 1995 delegating the powers to the appointing authority in respect of dealing the disciplinary cases of Group 'B' Non-gazetted and Non-Industrial and Industrial employees drawing the Grade pay of Rs.4200/- and below. In respect of Group 'B' Gazetted officials will be concerned by ADCOF.

Subject: Waival of revenue stamp for all payments on the basis of ECS

A point has been scheduled to be raised in the forthcoming 23rd Ordinary Meeting of OFB JCM-III Level regarding affixing of Revenue Stamp on bills etc. It is alleged that some factories are insisting to affix Revenue stamp on bills above Rs 5000/- on or bills above Rs 25000/- while making payments through banks. In this connection please find enclosed herewith this office letter bearing No Pay Tech-I/0195 dated 8/12/2011 wherein detailed guidelines have been elaborated. It is, therefore, advised to follow scrupulously the guidelines laid down therein to avoid unnecessary confusion/ doubt while making payments made through ECS.

With reference to above cited letter please refer to Exception below Rule 92(1) of Swamy's Compilation of Central Government Account, Receipts and Payments Rules which states- "In case of payment credited directly to the bank account of the officers/staff the acknowledgement of the bank branches for the cheque sent to them is to be watched by the Drawing and Disbursing Officers and confirmation made to Pay and Accounts Office. No formal quittance is to be obtained from the bank or officers/staff". As such stamped receipt may not be insisted upon if payment is made through ECS.

Subject: Promotion to the post of Supervisor (NT) from Leading Fireman: Norms Relaxation in OFB.

Respected Sir,
With due regards, your attention is invited to the Agenda Point No. 63 raised by this federation BPMS in the Steering Committee meeting for the 90th Departmental Council (JCM) (MoD) held on 27.09.2013 {Refer MoD F.No. 5(2)/2013/D(JCM), Dated 24.09.2013}. This federation submitted that Hon’ble CAT/Principal Bench, New Delhi in OA No. 1396 of 2008 Shri M.R.Meena Vs Union of India has ordered that parity should be maintained between Leading Hand Fire with other feeder grades (viz. LDC, Photographer, Telephone Operator II & Subedar Durwan) for the promotion to the post of Supervisor (Non Technical).
According to existing SRO 30, dated 14.07.2010, Ministry of Defence, Ordnance Factories, Supervisor (Non-Technical) and Telephone Operator Grade II Group C Posts Recruitment Rules, 2010, 50% vacant posts of Supervisor (Non-Tech) will be filled up by promotion from Photographer, Telephone Operator Grade-II, Subedar Durwan and Leading Hand Fire. This fifty per cent post of Supervisor (NT) may be filled up by 64% from the Leading Hand Fires in the Pay Band I Rs. (5200 to 20200) plus Grade Pay of Rs. 2000/- with five years of regular service in the grade and possessing any of the following qualification:
(a) having passed the Senior Fire Supervisory Course from Defence Institute of Fire Research, Ministry of Defence, New Delhi; or
(b) having passed the Sub Officer's Course from National Fire Service College, Nagpur or any other recognized institute; or
(c) having passed Station Officer's Course or Assistant Divisional Officer's or Divisional Officer's Course from National Fire Service College, Nagpur or any other recognized institute;
or
(d) Degree in Fire Engineering from Nagpur University or any other recognized institute; or
(e) having passed Graduateship from Institute of Fire Engineers United Kingdom or Graduateship from Institute of Fire Engineers India
It is to be noted that this fifty per cent post will be be filled up by 17% from amongst Telephone Operators in the Pay Band I Rs. (5200 to 20200) plus GP Rs. 1900/- with 08 years regular service; 12% from Subedar Durwan in the Pay band of Rs. (4400 to 7440) plus GP Rs. 1600/- with 14 years regular service in the grade; 7% from Photographer in the Pay band I Rs. (5200 to 20200) plus GP Rs. 1900/- with 08 years regular service. From above it is seen that Leading Hand Fire should have more qualification in comparison to the other feeder categories for Supervisor (NT) whereas all the incumbents have to perform the same responsibility with the same Grade Pay, i.e. Rs. 2400/- (Pre Revised Rs. 4000 to 6000).

It is to be kept in the mind that Vide Ministry of Finance (Department of Expenditure) Notification G.S.R. 622(E), dated 29.08.2008 CCS (RP) Rules, 2008 has been introduced and the First Schedule Part-B, Section II states that Station Officer’s pay scale Rs. (4000 to 6000) (Fire Fighting Staff) has been upgraded to Rs. (4500 to 7000) and revised to GP Rs. 2800/-, whereas Supervisor (NT) is being granted the GP Rs. 2400/- on promotion from the post of Leading Hand Fire. Thus, the provisions of SRO 30 have not been framed considering the CCS (RP) Rules, 2008 as the qualification of only one of the feeder posts Leading Hand Fire has been enhanced but the Grade Pay of promotional post Supervisor (NT) for Fire Fighting Staff has not been enhanced to Rs. 2800/-

In this regards, comments offered by D(Estt./NG) is enclosed for your ready reference. Therefore, your attention is invited to Rule 6 of SRO 30 which empowers the Central Government to relax the provisions of these rules to any class or category of persons and you are requested to take appropriate action so that existing Leading Hand Fire incumbents who are not fulfilling the requisite qualification may also be promoted to the post of Supervisor (NT) by granting relaxation in qualification as mentioned here in above.

1. Further to this HQ letter No. 96301/Q/DDGCS/Policy dated 12 Aug 2015.

2. Govt of India, MoD vide letter No. 8(14)/2015 dated 04 Mar 2016 has extended Canteen facilities to family pensioners of retired Defence Civilian employees. The procedure for processing of application will be as per this Dte letter No. 96301/Q/DDGCS/Policy dated 12 Aug 2015. The applicant must write Family Pensioner of retired defence civilian on the application form.

3. All HQ are requested to disseminate this letter to all Fmns/Units/URCs in their jurisdiction.

Sir,
Three Recognised Federations in Defence have served Strike notice to go for Strike from 17.02.2014 to the Secretary, Ministry of Defence o settle some of the outstanding and long pending demands of Defence Civilian Employees.

On the basis of the Strike notice, a meeting was convened by ministry of Defence to discuss the demands under the Chairmanship of Addl. Secretary, Ministry of Defence on 06.02.2014. During the discussion some of the issues were agreed and accordingly necessary orders were issued on the settled demands.
In this particular demands i.e. granting of Rs.4600/- Grade Pay w.e.f.01.09.2008 for those Industrial Employees who have completed 30 years of regular and continuous service and got Rs.5000-8000 on or before 31.12.2005 irrespective of their grade on completing 24 years service under ACP Scheme has been agreed to consider.

Accordingly after the meeting M of D,(Civ-I) has issued necessary order vide I.D.No.11(5)/2009-D (Civ-I) Dt 06.02.2015. to grant Rs.4600/- on completion of 30 years of regular service either w.e.f 01.09.2009 or after the date of completion of 30 years through MACP-III. In this letter, M of D mentioned that the benefit of MACP-III will be granted for HS/MCM employees only whereas, there are many number of skilled employees who got Rs. 5000-8000 due to stagnation on or before 31.12.2005 and are also eligible along with HS/MCM employees since they did not get promotions in their hierarchy. This draft and final order is merely an error, that it was not viewed skilled employees are also available in the Directorates due to heavy stagnation and continue to remain in the Skilled grade for 30 years.

This error is purely due to unnoticed and not brought to the knowledge of M o D but this has created a serious anomaly and denied the benefit of granting MACP Rs.4600/- Grade Pay to skilled employees. This M of D letter was issued with the acceptance and approval of Defence Finance authorities.

When the issue was raised by the Staff side several times in the steering committees and in the main meetings of Departmental Council JCM, M of D, necessary action has been initiated by M of D to consider/include skilled category employees who got ACP-2 Rs.5000-8000 on or before 31.12.2005. Unfortunately, it seems Def (FM) refused to consider and also DOP&T has also not agreed.

In this respect, we would like to submit that this issue is very much genuine and the skilled grade employees are also equally eligible for MACP-3 for Rs.4600/- either from 01.09.2009 or on completion of 30 years along with HS/MCM. It is also pertinent to mention that grade is not the criteria for ACP/MACP, only the present Pay/Grade pay and total number of regular and continuous service is the only criteria for granting financial upgradation.

It is therefore, requested the M of D may issue suitable amendment to the M of D letter Dated 06.02.2014 to grant the financial upgradation to skilled employees to avoid an ligation on the subject.

As per CGDA, New Delhi letter No. AN/VII/7089/DCMAF dated 15.10.2015 the Defence Civilian Medical Aid Fund [DCMAF] completed 63 years on 28th Sep 2015. The DCMAF has been providing assistance to fulfill specified medical needs of the Defence Civilian Employees.

On the occasion of the DCMAF week, which was observed from 28th Sep – 04th Oct 2015, it is requested to make special efforts to apprise the staff about the initiatives of DCMAF and motivate them to join the scheme. The application form and scheme details are attached as per Appendix ‘A’ and ‘B’ respectively.

Reference: PC of A (Fys) Kolkata letter No. Pay/Tech-II/1206/2015/13, dated 09.09.2015

Respected Sir,
With due regards, it is submitted that the issue of payment of Night Duty Allowance based on actual salary, instead of notional pay of Rs.2200/- was resolved vide MOD ID No. 17(4)/2012/D(Civ-II), Dated 08.05.2015 in compliance of Contempt Petition (CP No. 200/2014 Shri Arvind Girija Singh & Ors versus UOI & Ors.) based on the CAT Jodhpur directions in CA No 34/2008 dated 5.11.2009 and subsequent ratifications by Hon’ble High Court and Supreme Court of India.

We are surprised to see the PC of A (Fys) letter cited under reference whereby ceiling for entitlement of Night Duty Allowance has been revised to Rs. 12380/- pay in Pay Band. We have strong objection on the issuance of this letter because PC of A (Fys) is not the competent authority to revise the ceiling of entitlement for NDA unilaterally as the original order has been issued by Ministry of Defence in consultation with Min of Finance, DoP&T, Def (Finance) and if there was any doubt regarding eligibility, PC of A (Fys) should have asked for clarification from the competent authorities through prescribed channels.

Further, all the court cases regarding revision of night duty allowance was related to the notional ceiling of Rs. 2200/- per month and this issue was resolved by ordering the NDA on the actual salary and nowhere court further fixed any real or notional ceiling. Even it has been already clarified in the earlier order which states that entitlement ceiling of Rs. 2200/- is not applicable to existing categories who are getting NDA. Prior to implementation of recommendations of 6th CPC, IEs / NIEs / NGOs upto Assistant Foreman (Technical) was entitled for Night Duty Allowance being a non-gazetted supervisory staff but now the post of Assistant Foreman is merged with JWM which is a gazetted supervisory post in OFB. Hence, all the Industrial / Non-Industrial & Non – Gazetted Supervisory staff are entitled for NDA on the basis of actual salary.

Therefore, you are requested to intervene into the matter so that all IEs/NIEs/NGOs may get the NDA as per actual salary in compliance with the court pronouncements in letter and spirit.

Subject: Payment of Night Duty Allowance (NDA) at revised rates to the eligible civilian employees working in the Establishments under the Ministry of Defence.

Kindly refer to this office earlier circular No.Pay/Tech-II/1206/07 dated 28/05/2015 and No.Pay/Tech-II/1206/2015/08 dated 29/05/2015 under which the orders for payment of NDA at revised rate have been issued. In this regard it is to mention that the ceiling of pay for entitlement of NDA was Rs. 2200/- pm’ vide DOPT order dated 04/10/1989. Keeping in view of pay structure under 6th CPC it has been decided that the ceiling limit for entitlement of NDA may be fixed at Rs.12380/-. While making payment of NDA, an employee’s pay in the pay band will be compared with that figure and if pay in the Pay Band is less than above limit then he will be eligible for NDA at current rates otherwise he is not.

If any of the employees have been paid NDA already in terms of this office earlier circulars dated 28/05/2015 and 29/05/2015 whose pay in the pay band is beyond this ceiling limit, recovery action may please be initiated.

The same may please be communicated to all the Br. AOs under your jurisdiction, for necessary action at their end.

Respected Sir,

With due regards, your attention is invited to the structure of Fire Fighting Cadre in AOC which is notified as SRO 93 of 2006 and the hierarchy of this cadre is mentioned below:-
Subsequently, vide ID No. 2(1)/2009-D(Civ-I), dated 26.07.2010, MOD issued instructions for grant of upgraded pay scales to the Fire Fighting Staff as per 6th CPC recommendations which is mentioned below:-
Para 3 of the above MOD ID states that as for the four grade promotional scheme applicable to the civilian drivers as extended to the Fire Engine Drivers, they may continue where they exist at present and in remaining establishments, the posts of Fire Engine Drivers shall be merged with the Fire Fighting Cadre.
This upgradation and merger have disturbed the horizontal parity between Fire Fighting Cadre and Fire Engine Drivers as under:-
 
 
 To remove this disparity some of the incumbents (FEDs) filed O.A. (No.060/00443/2015) in Central Administrative Tribunal – Chandigarh. On 25.05.2015 the CAT Chandigarh disposed off the O.A. with direction to respondents to take a view on the pending representations of the applicants by passing reasoned and speaking order in accordance with Law and Rules within a period of 03 months.
 
In such circumstances, you are requested to consider the above in correct perspective and issue necessary instructions so that the horizontal disparity between Fire Fighting Cadre and Fire Engine Drivers may be removed without further delay.

CSD Canteen Facilities for Retired Employees – Long pending demand accepted by MoD


For a number of years the Defence Civilian employees have obtained the facility to buy items at subsidized prices from CSD canteens. Especially, Ordnance Employees could buy anything from groceries to bike – at super-subsidized rates from the CSD Canteens, also called Unit Run Canteens. But these facilities were denied to retired employees.

There is no doubt that such concessions are of tremendous importance post-retirement, when the person faces extreme financial crunch. There is no denying the fact that the mental satisfaction is much higher when these items are bought at subsidized rates from these canteens. Also, denying this privilege after retirement becomes a prestige issue of sorts.

After prolonged fights by all the federations of employees union, the Centre is accepted to extend the subsidized CSD canteen facility to retired defence civilian employees too. It is being said that the Minister of Defence has given his approval to the order.

More information on this is expected soon. Issues like who qualifies for the facility, what are the items they cold buy at subsidized rates, and providing Smart Cards, etc., have not yet been decided.

One thing is for sure – retired employees can now proudly shop at the CSD canteens.

BPMS writes to OFB regarding the policy for giving preference to its own ex-trade apprentices in recruitment of Semi Skilled (Tradesman) in Ordnance Factories.

Subject: Recruitment of Industrial Employees from Ex-Trade Apprentice of Ord Fys.

Respected Sir,
With due regards, it is submitted that Sub Section (1) of Section 22 of the Apprentice Act, 1961 has been amended and notified in Gazette of India on 05.12.2014 which states as under:-

“Every employer shall formulate its own policy for recruiting any apprentice who has completed the period of apprenticeship training in his establishment”.

In such circumstances, OFB should formulate its policy for giving preference to its own extrade apprentices in recruitment of Semi Skilled (Tradesman) in Ord Fys in following manner :-

1. The factories shall maintain the batch wise / trade wise seniority list of ex-trade apprentices of their own factory. Marks obtained in the examination for National Apprenticeship Certificate should be determining factor of intra batch/trade wise seniority. As and when vacancies arise and factories are permitted to make direct induction, in the first instance, ex-trade apprentices of their own factories will be considered for recruitment.

Only trade test would be conducted to ascertain whether the ex-trade apprentice is fit for the employment.
2. If the factory fails to meet the requirement of candidates for recruitment from the list of their ex-trade apprentices maintained either because of exhausting the list or because of the unsuitability / ineligibility of the ex-trade apprentices in the list, the factory may notify such number of vacancies as required by them to the Employment Exchange.

3. Simultaneously, the factory will have to notify the vacancies in Newspapers / Employment News. While notifying the vacancies to the Employment Exchange or in the Newspaper a mention will be made to the effect that ex-trade apprentices of Ord Fys would be given preference in recruitment.

Kindly consider the above view in correct perspective and take appropriate action so that  extrade  apprentices of Ord Fys may be preferred in the recruitment of Semi Skilled (Tradesman) in OFB organization.

It is apprised that 03 Federations of Defence Civilian employees(AIDEF, INDWF & BPMS) have considered the declaration adopted in the National convention of Workers organized by the Central Trade Unions on 26.05.2015 and unanimously resolved to endorse the decision taken in the convention to observe one day Token Strike on 02nd Sept. 2015 against the Pro-Corporate and anti-labour policy of the Govt of India. The federations also noted with deep concern about the Govt. Policies in allowing 49% FDI in Govt. and entering into Joint Ventures with private industries for Defence Production and also revision of DPP which will force Ordnance Factories to compete with Private Sector. The federations also noted with concern about the undue delay in settlement of the pending 20 demands of the Defence Civilian Employees inspite of repeated representation by the federations.

Therefore, the 03 federations have unanimously decided the following:-

1. The Joint action Committee of the 03 federations will monitor the preparation of the proposed Strike.

2. The Defence Civilian Employees will observe One day Strike on 02nd Sept. 2015 in support of the demands submitted to the Govt by the Central Trade Unions and the 20 demands of the Defence Civilian employees.

3. The Strike Ballot will be taken by AIDEF on 04th August, INDWF on 05th August and BPMS on 06th August, 2015 and the Strike Notice will be served on 17.08.2015.
4. Joint Action Committee may be formed at Regional, State,Area and Unit level and various preparatory and mobilization programmes may be organized by the affiliated unions of the 03 federations. Unions which are not affiliated to the 03 recognized federations may also be involved in the Joint Action Committee along with various Service Associations. A copy of this declaration may also be forwarded to the CDRA seeking their support.

Demands:
1. Withdraw FDI in Defence, Privatization of Defence Production, the decision to make OFB a Departmental Commercial Undertaking, to impose excise duty on OFB products and reduction of activities of DGQA.

2. The existing procedure of allotting workload to OFB on nomination basis and as assured by the MOD in the past, OFB should be given first priority for manufacturing Defence Equipments.

3. Withdrawal of New Pension Scheme and extension of the defined pension to the employees recruited on or after 01.01.2004 by exempting them from NPS at par with the Armed Forces Personnel

4. Stop all type of outsourcing, contract, casualization and regularize all workers deployed on contract and casual basis as permanent employees.

5. Issue of Government orders for revising the NDA rates in the 5th / 6th CPC pay scales w.e.f. 01.01.1996 and 01.01.2006 respectively instead of April, 2007

6. Grant of ACP/MACP benefits to the labourers who have completed 30 years of service.

7. Grant of MACP benefits to those employees who were placed in the HS Hrade-I during the implementation of 04 Grade structure by treating the movement from HS Grade to HS Grade-I as placement as per the judgements of Hon’ble CAT Principal Bench, New Delhi, Kolkata & Mumbai.

8. Revision of Risk Allowance in 6th CPC pay scales and extension of risk allowance to left out organizations, left out categories and also for newly introduced hazardous and risky operations.

9. Grant of MACP benefits in the promotional hierarchy of the employees like LDC, Skilled workers, Storekeepers etc. should be granted 1st MACP in the GP Rs. 2400/- instead of Rs. 2000/- by implementing the decision of the Hon’ble Supreme Court.

10.Implementation of the revised hourly rates of the industrial employees deployed on piece work system and incentive w.e.f. 01.01.2006.

11.Grant of Time Wages / DOT to the industrial employees deployed on piece work system in Ordnance Factories w.e.f. 01.04.2006.

12.For early settlement of long pending demands of DRDO employees like Cadre Review, 20% PRIS, DRTC Review etc.

13.Recruitment of Ex-Trade Apprentices based on Batch Wise seniority as provided under Section 22 of the amended Apprentice Act, 1961.

14.Recruitment of Group ‘C’ posts through Employment Exchange.

15.Grant of incentive to Examiners and other left out categories of Ordnance Factories.

16.Immediate settlement and issue of Government orders on all the Cadre Review proposal of Non-Industrial employees of all the Defence Establishments.

17.Grant of trade union justifys to employees working in Hospitals and Training Establishments under Min of Defence.

18.Grant of compassionate appointment in the Defence Establishments without any ceiling limit at par with Railways.

19.Extension of CSD Canteen facilities to the retired Defence Civilian Employees.

20.Implementation of the judgements on service matters of various courts to all the similarly placed employees to avoid multiplicity of the litigations.

In compliance with the rules contained in the SRO 30 dated 14.07.2010 & SRO 58 dated 19.07.2012, it is re-iterated in the following for information to all concerned in order to remove doubt and ambiguity arising out of it regarding the eligibility conditions for LDCE for the post of Supervisor (NT). An extract from the above mentioned SROs has been reproduced below : –
“Twenty five per cent by Limited Departmental Competitive Examination from amongst Non-Industrial employees in or above the pay Band -1 Rs. 5200-20200 (Grade pay Rs.1800) but below the pay Band-1 Rs. 5200-20200 (Grade pay Rs.2400) with three years regular service in the pay Band -1 Rs. 5200-20200 (Grade Pay Rs.1800) and possessing the necessary educational qualification for direct recruitment failing which by direct recruitment”.
In view of the above, it is stated that an applicant/employee for LDCE for the post of Supervisor (NT) has to complete three years of regular service in or above the pay Band -1 Rs.5200 – 20200 (Grade Pay Rs.1800) but below the pay Band-1 Rs. 5200- 20200 (Grade pay Rs.2400) as an Non-industrial employee within the crucial date as determined for a particular Limited Departmental Competitive Examination.

Subject- Exemption u/s 80(G) of Income Tax Act on donations to DCMAF

1. Consequent on the decision taken by the Managing Committee in its 57th annual meeting held on 28th June 2013 under the chairmanship of Defence Secretary, the Defence Civilians Medical Aid Fund (DCMAF) has been registered u/s 80(G) of Income Tax Act 1961 for the period from Assessment year 2014-15 onwards. All civilian employees working under Ministry of Defence can get exemption on income tax u/s 80(G) of the IT Act on their donations to DCMAF exceeding Rs. 250/-.

An All India Federation of Defence Workers, BPMS has published the message about the current status of Night Duty Allowance in Ordnance Factories.

Contempt Petition No. 200/2014 arising out of O.A. No. 2017/2014 Shri Arving Girija Sing & Ors Vs Union of India & Ors was heard by Hon’ble Mumbai Bench of CAT on 23.02.2015 and after hearing both sides Hon’ble CAT disposed of the Contempt Petition with an order to grant NDA as per revised rate within 03 months from the date of receiving the order. Further, CAT expressed that if required, a senior officer of O.F.Board should be deputed to the Ministry of Defence and Representative/Officer of MOD alongwith officer of O.F.Board should liaise with Ministry of Finance, Department of Expenditure to expedite the matter.

Since the period granted by Hon’ble CAT would expire on 23.05.2015, Secretary MOD has approved the proposal and the same has been vetted by FA (Def Fin) and now file is being sent to Min of Fin for concurrence so that CAT order may be implemented.

It is the status of the NDA as on 26.02.2015.

Dear Shri MP Singhji,

I am in receipt of your Letter dated 2nd January, 2015 expressing your apprehension about corporatisation of Ordnance Factories and purchase of Bullet Proof Jackets from the private sector.

I would like to inform you that at present there is no proposal from Ministry of Defence for corporatizing Ordnance Factories. However, it is imperative to strengthen the functioning of Ordnance Factory Board with greater autonomy in order that Ordnance Factories become more productive and efficient in their functioning.

As far as the news item about purchase of Bullet Proof Jackets from private sector is concerned, I am having the same looked into.

Corporatisation of Ordnance Factories – Still the cloud is not clear…

INDWF General Secretary Shri.R.Srinivasan published on its official blog regarding the burning issue of ‘Corporatisation of Ordnance Factories’. He said, that the media is highlighting in the press that M of D proposing to corporatise the Ordnance Factories in ‘The Hindu’ on 18th Jan 2015. Also damaging statements are appearing in the Press against Ordnance Factories. In this respect, all the three recognised Federations submitted a Joint Memorandum to Hon’ble Defence Minister on 30.12.2014 requesting him to call for a meeting to discuss the proposal of M of D about Ordnance Factories. But till date, no intimation has been received from M of D.

Still the cloud is not clear and the M of D is proceeding on its own without consulting or discussing with the stake holder including working class organisations.

Payment of Incremental Pay to piece workers in OFB

BPMS published OFB orders on its portal that the payment of incremental pay to piece workers for working beyond 443/4 hrs and upto 48 hrs in a week under departmental rules.

A committee was constituted by DGOP and Chairman, OFB to study the above subject and to submit its recommendations. In the second meeting of the committee held on 15th Oct 2014, the official side has shown gross unwillingness and utter disagreed to consider the genuineness and acceptability of the justified demand of the 45000 Industrial workers deployed on piece work system, who happens to be the backbone of the organizational functioning.

This is a very unfortunate development, particularly in the light of the fact that in the indefinite strike negotiation meeting held on 6.2.2014, it was agreed by MoD that the demand will be examined and a justifiable decision will be taken. Since the very stand taken by the official side representatives of the federations who are members of the committee are left with no other option rather than to submit a separate report for the consideration of DGOF & Chariman and MoD. Accordingly we representatives of the three federations submit our report on each of the terms of reference, which in conformity with the views expressed by the federations in the MoD meeting deated 6.2.2014 and agreed by MoD.
