Sub: Grant of Advance – Special festival package to Govt. Servants.

The undersigned is directed to refer to this department’s OM of even number dated 12.10.2020 on the above mentioned subject and to say that the following SOP (Standard Operating Procedure) for disbursal of pre-paid UTSAV Card will be followed by all DDOs / HOOs concerned:-

  • On receipt of application for grant of Special Festival Package advances, each DDO will advise the number of UTSAV Cards required by them and SBI Branch details where the DDO account is maintained along with IFSC code. In case DDOs do not have an account in SBI they have to identify the nearest SBI Branch and advise the name of the Branch and the IFSC code for the purpose of receiving the Cards.
  • Each card will be of fixed denomination of Rs. 10,000/-.
  • A SPOC detail at each DDO level to be provided for better coordination. (e-mail ID and contact details of DDO and SPOC to be provided).
  • All the above details (standard indent format for UTSAV Card is attached) to be mailed to agm2debitcards.dtb/aisbi.co.in with a copy to dgmdebitcards.dtba@sbi.co.in. This information needs to be sent as early as possible.
  • Based on the above indicative list. Card Procurement orders will be placed by SBI and UTSAV Cards delivery schedules (to SBI Branches) will be advised based on the indicative requirements provided.
  • The envelope containing the individual Card & PIN will be made available at the identified Branches (where DDO’s accounts are maintained) as per schedule provided.
  • The identified Branches will intimate the respective DDO about the receipt of the card. DDO will then provide the Branch Debit Authorisation / Cheque for the number of cards required along with the Standard Procurement Format, which will be shared with DDOs.
  • The duly filled in Standard Procurement Form (both in hard copy and soft copy) needs to be provided to the Branch along with the debit authorization / Cheques from the DDOs. In case where the DDO does not maintain an account with SBI branch he has to provide a Bankers Cheque / Govt. Cheque drawn in favour of the SBI Branch identified by them earlier.
  • Branch will issue / activate the above cards (as per the indent provide by the DDO) in Bank’s system against acknowledgment from the DDOs after realization of payment.
  • The DDO will take necessary precautions in safe handling of cards and distribution to identified persons.
  • A nominal change of Rs.36 plus GST will be charged for each card and will be bore by the Ministry / Department.

2. These orders will take effect from the date of issuance of this Office Memorandum and will be in force during the current financial year i.e. 2020-21 only.

3. All the Ministries / Departments are requested to bring the contents of this OM to the notice of all its Attached and subordinate office for their information / necessary action.

In continuation of the OM of even number dated 25-3-2020 on the above subject, it has been decided by the competent authority that suo-moto extension of retention of quarters granted to the allottees vide OM dated 25.3.2020 for the period from 17.3.2020 to 31.5.2020 shall remain extended upto 30-6-2020.

2. The other terms and condition of the OM dated 25-3-2020 will remain the same.

Sub: One-time relaxation to the allottees of General Pool Residential Accommodation (GPRA) in view of Novel Coronavirus (COVID- 19).

Ministry has been receiving calls from various allottees of Government accommodations, who were / are due to vacate their flats / houses and are not able to do so in the light of the advisories regarding social distancing issued by Ministry of Health and Family Welfare (MoH&FW) under the current global Coronavirus Pandemic (COVID-19). Further, Department of Personnel & Training (DoPT) has issued Guidelines with do’s & don’ts for government personnel vide their O.M. dated 17.03.2020 to contain the spread of this virus. Ministry of Home Affairs (MHA) vide its Order dated 24.03.2020 has issued directions for nation-wide complete lockdown to contain the fast spreading infection.
This extraordinary situation has been considered by the Ministry and it has been decided by the Competent Authority to allow suo-moto retention for the period from 17.03.2020 to 31.05.2020 for all such allottees under the Central Government General Pool Residential Accommodation (CGGPRA) Rules, 2017. This relaxation will be applicable to the following categories:
  • Rule 24(2) - where two allottees, who are in occupation of separate accommodation allotted under these rules marry each other, and are directed to surrender one of the accommodation within one month of their marriage;
  • Rule 40 - which provides for concessional period of retention of GPRA under different cases; and
  • Rule 44 (7 & 8) - which provides for change of accommodation.
2. The suo-moto retention period will be on the payment of licence fees as applicable to the allottee under these rules. No damage will be charged for this period.

3. These relaxations will be given to such allottees also where she/he has become unauthorized occupant of government accommodation before 17.03.2020. However, in such cases, after the retention period of 75 days i.e. upto 31.05.2020, the damage charges at telescopic rates, as was continuing prior to this period, will be resumed.

Subject : Suspension / Closure of booking of Rooms of all the Guest Houses/ Touring Officers’ Hostels/ Holiday Homes which are under the aegis of Directorate of Estates across the Country as a preventive measure to spread the outbreak of Novel Coronavirus (COVID-19) - regarding.
In continuation of the OM of even number dated 20-3-2020 on the above subject, it has been decided by the competent authority that suo- moto extension of suspension /closure of the booking system for rooms of all the Guest Houses /Touring Officers’ Hostels / Holiday Homes which are under the aegis of Directorate of Estates across the Country shall remain extended upto 17.05.2020

Special Instructions relating to relief operations for COVID-19 global pandemic Extension regarding

Attention is drawn to DoE’s O.M. No. F.6/18/2019- PPD dated 27th March, 2020 whereby, in view of the urgency involved in the procurement of medical equipment and essential medical supplies, special instructions were issued for any emergent purchase relating to COVID-19 operations.
  1. Reference has been received from Empowered Group No. 3 constituted vide Ministry of Home No. 40-3/2020-DM(A) dated 29th March, 2020 for Planning & Ensuring Implementation of COVID-19 Response Activities ( Ensuring Availability of Essential Medical Equipment such as PPEs, Masks, Gloves & Ventilators; Production, Procurement, Import and Distribution) stating that orders have been placed or are in the process of being placed for various critical medical equipment required for COVID-19 operations. It is the assessment of Empowered Group No. 3 that the situation is still very dynamic and the projected requirements may vary and/or deliveries in number of orders placed may not materialise. There, may be requirement to place emergent orders for COVID-19 operations after 30.4.2020. Empowered Group No. 3 has, therefore, recommended extension of the special instructions issued by this Department vide D.M. of even dated 27.3.2020 till 31.5.2020 so as to facilitate placing orders under such instructions for procurement of medical equipment and essential medical supplies.

  2. The request made by Empowered Group No. 3 has been considered. In view of the assessment of the situation by the Group and the request made, the terms of the said instructions for 'Procurement' (Part 1) and 'Expenditure Guidelines' (Part 2) are hereby extended till 31.5.2020 or till superseded another order, whichever is earlier.
  3. These instructions are issued with the approval of Secretary (Expenditure).

Subject : Freezing of Dearness Allowance to Central Government employees and Dearness Relief to Central Government pensioners at current rates till July 2021.

The undersigned is directed to say that in view of the crisis arising out of COVID-19, it has been decided that the additional installment of Dearness Allowance payable to Central Government employees and Dearness Relief to Central Government pensioners, due from 1st January 2020 shall not be paid. The additional installments of Dearness Allowance and Dearness Relief due from 1st July 2020 and 1st January 2021 shall also not be paid. However, Dearness Allowance and Dearness Relief at current rates will continue to be paid.

2. As and when the decision to release the future installment of Dearness Allowance and Dearness Relief due from 1st July 2021 is taken by the Government, the rates of Dearness Allowance and Dearness Relief as effective from 1st January 2020, 1st July 2020 and 1st January 2021 will be restored prospectively and will be subsumed in the cumulative revised rate effective from 1st July 2021. No arrears for the period from 1st January 2020 till 30th June 2021 shall be paid.

Subject: Functioning of Government Expenditure System during the operation of preventive measures to contain the spread of COVID-19.

Attention is invited to DOPT OM No 11013/9/2014-Estt- (A-III) Dated 22.03.2020 regarding preventive measures to contain the spread of COVID- 19.

2. In the present situation, the smooth and normal functioning of the Government Expenditure System is critical to safeguard the public interest. Therefore, the expenditure functions of Government in general and the Integrated Finance Divisions (IFD) of Ministries /Departments and Office of Controller General of Accounts (CGA) in particular, are essential services. Indeed, in certain sectors, the expenditure system may have to function more quickly than normal to cope with the emerging needs.

3. Accordingly the following clarifications, with specific reference to IFDs & CGA, are issued.
  • Absence of staff shall not be a reason for any delay or non-functioning of the payment and accounting systems.
  • Pay and Accounts Offices and other offices dealing with payments shall remain open during working hours.
  • Financial Advisors and field offices of the CGA (Pr. CCA, CCA, CA, PAO etc) shall attend office as per normal schedule to ensure coordination and supervision and shall issue suitable instructions for the presence of others as necessary to achieve these objectives.
  • The above shall be kept in view by Financial Advisers and the Office of CGA when drawing up the roster, etc as prescribed in the OM referred to above

Sub: Central Government Employees Group Insurance Scheme 1980 - Tables of Benefits for the savings fund for the period from 01.01.2020 to 31.03.2020.

The Tables of Benefits for Savings Fund to the beneficiaries under the Central Government Employees Group Insurance Scheme CGEGIS 1980, which are being issued on a quarterly basis from 01.01.2017 onwards, as brought out in this Ministry’s OM of even number dated 17.03.2017, for the quarter from 01.01.2020 to 31.03.2020, as worked out by IRDA based on the interest rate of 7.9% per annum (compounded quarterly) as notified by the Department of Economic Affairs as per their Resolution No. 5(2)-B(PD)/2019 dated 15.01.2020, are enclosed.

2. The Tables enclosed are of two categories as per the existing practice. As hitherto, the first Table of Benefits for the savings fund of the scheme is based on the subscription of Rs.10 p.m. from 1.1.1982 to 31.12.1989 and Rs.15 p.m. w.e.f. 1.1.1990 onwards. The second Table of Benefits for savings fund is based on a subscription of Rs.10 p.m. for those employees who had opted out of the revised rate of subscription w.e.f. 1.1.1990.

Minutes of the Meeting

Kindly find enclosed the Minutes of the Meeting held on 10.01.2020 at 10:00 AM at Conference Hall of Central Pension Accounting Office (CPAO) with all Heads of CPPCs /Government Business Divisions of State Bank of India to review the implementation of 7th CPC pension revision and to discuss other issues under the Chairmanship or Chief Controller (Pension) for information and further necessary action.

A Meeting was held on 10.01.2020 under the Chairmanship of Chief Controller (Pensions) with the representatives of CPPCs of SBI to discuss the timely payment of revised pension and arrears under 7th CPC and other pension related issues. At the outset, Chief Controller (Pensions) welcomed all the participants and emphasized on the need of timely payment of revised pension and arrears in the accounts of the pensioners by the CPPCs. Agenda items of the meeting were discussed in detail and the following decisions were taken.
List of participants is attached at Annexure-I.
Agenda Item No. 1- Implementation of 7th CPC Pension Revision and its reporting by CPPCs
It has been observed from the reports as on 30th December, 2019 that there are delays in crediting the revised pensions as well as arrears of pensions/family pensions by the CPPCs. As per the reports, there arc many cases which are pending for more than 31 days. CPPC-wise details of the pending cases were handed over to all the representatives. Most of the CPPCs reported that they had already revised and credited pension to the pensioner / family pensioner accounts.
It was informed by the CPPCs that revision of pension cases are pending due to following reasons,
a) Discontinued PPO (more than 3 years.)
b) Non submission of life certificate.
Keeping in view of the above, it was decided that all the CPPCs would :
a) reconcile the scams of revised pension cases provided to them
b) prepare a list of discontinued PPOs and forward it to CPAO.
c) prepare a list of cases in which life certificate is pending along with details of the pensioners and forward it to CPAO.

Agenda Item No. 2 - Obtaining KYC from CPPCs for settlement of pending revision cases.

Most of the revisions pertaining to 7th CPC are already done. As per the records of CPAO, 119690 revision of pension cases are still pending as details of some pensioners are not available with either concerned PAO or I lead of Office.
Although KYC details were received from all the CPPCs of Sl:JI, All the CPPCs are req uested to furnish the detail of the KYC detail as and when it is asked by the CPAO.

Agenda Item No. 3 - IT related issue w.r.t e-Revision and fresh Pension cases

  • Acknowledgement of SSA
All the CPPCs of SBI were instructed to ensure forwarding the acknowledgement of e-SSA electronically to CPAO at the earliest so that the difference between e-SA forwarded by the CPAO and e-SSA received by the CPPCs could be nullified. CPPCs were also provided the formal for Acknowledgement. All the CPPCs were advised to share their inputs with NIC, CPAO, if any problem is faced.
All the CPPCs were also instructed to acknowledge the receipt of SSA and Physical PPO booklet received by them .

  • Development of e-PPO Booklet
CPAO is forwarding the e-PPOs received from PFMS to the CPPCs along with physical PPO booklets for making necessary changes in their system. However, the manual PPO booklet is deemed sacrosanct for making payment. It was also intimated in the meeting that physical PPO booklet will be discontinued soon.
All the CPPCs were again requested to make necessary changes in their software accordingly and comments, if any, may please be submitted to CPAO.

Agenda Item No.4- Compliace of Internal Audit observations on 7th CPC revisions.

It has been observed that clear and complete compliance reports arc not being submitted by the concerned CPPCs .
All the CPPCs were requested to give full details in their compliance reports of the objection raised by Internal Audit Wing so that the same could be verified and settled. All the CPPCs were also been asked to improve and strengthen their internal control mechanism to avoid re-occurrence of the mistakes pointed out by the Internal Audit Wing of CPAO.
The possibility of providing a utility lo upload the compliance report on the Bank’s login section of CPAOs website will also be explored.
Internal Audit Wing was instructed to prepare an “Audit Manual” under the guidance of Technical Section, CPAO.

Agenda Item No. 5 - Timely commencement of family pension, additional pension & restoration of commuted portion of pension by CPPCs

It has been observed that family pension, additional pension and commuted portion of pension are not timely commenced/restored. Since these issues are regularly discussed in the various meetings i.e. SCOVA Meeting, High Level Meeting, Standing Committee Meeting, etc., all the CPPCs were advised to ensure timely payments.

Agenda Item No.6 - Timely submission of Life Certificates :

CPAO is responsible for the disbursement of death/disability pension under NPS­ Additional Relief. First time identification of the pensioners is being done in the Bank branches based on the KYC details available with the CPPCs where the pensioners / family pensioners have opened their pension accounts. CPAO starts the pension payment based on the first time identification report received from CPPCs. These CPPCs branches are also responsible for sending the life certificates of the pensioners / family pensioners to CPAO for the continuation of pension to NPS-AR pensioners, in the month of November as CPAO is the disbursing authority.
However, it is noticed that in many cases, despite submission of life certificates by the pensioners, bank branches have not forwarded the same to CPAO. It has also come to notice of this office that some bank branches are refusing to accept life certificate from NPS-AR pensioner for onward transmission to CPAO.
It was decided that CPAO will send the details of pending life certificates of NPS-AR pensioners to concerned CPPCs with a request to instruct concerned branches to obtain and furnish the life certificate to CPAO in time so that pensioners are not put under any financial hardship.
All the CPPCs were requested to accept life certificate both physically and digitally and promote “jeevan Praman” among pensioners.
Further, CPPCs were once again informed that they should not make payment in NPS-AR cases.

Agenda item No .7 - Return of Old PPO by the CPPCs .

Allotment of 12 digits PPO Number
It has been noticed from the CPAO data base that some pensioners are still drawing pension from the old alpha numeric code. These alpha numeric data is reflected in the Payment scroll. CPPC-wise derails were provided to the concerned CPPCs.
It was decided that all the CPPCs will send a scan copy of the PPO for allotment of 12 digit PPO Number.
  • Return of Inactive PPOs.
Pension Payment Orders which are not in operation /inactive may be returned to CPAO for deletion from the CPAO database. It is noticed from the database of CPAO that old PPOs which arc inactive arc not being forwarded by the bank to the CPAO. CPPCs were advised to forward the same to CPAO al the earliest

Agenda Item No.8- Submission of e-scrolls and Master Data Reconciliation
  • Submission of e-scrolls
It has been observed that there is slight improvement in submission of e-scrolls by CPPCs.
Details of pending scrolls were shared with the CPPCs and all the CPPCs were instructed to ensure that e- scrolls are updated on a daily basis to CPAO after matching it thoroughly with the pension payments made. The CPPCs should ensure that the date of scroll should be the date of transaction as appearing in the put through statement issued by RBI. Furthermore, if any problem is faced by the CPPCs in uploading the e-scroll, they may contact this office on email addresses mentioned below:-

  • Master Data Reconciliation
Correct and reconciled master data maintained at CPPC level is a must for ensuring correct payment of pension to the pensioners and avoid chances of excess/less/wrong payment of pension. However, many instances have come to the notice of CPAO regarding less/over payment of pension leading to the grievances and court cases by the pensioners. The reason for discrepancy in payment of pension is that CPPCs are not reconciling the master data with the CPAO database regularly. There is inordinate delay in uploading of Master Data by some CPPCs. Some CPPCs have not submitted their Master Data for last 2 years. For updating on Master Data at CPAO level, whenever any value/data in the pension of a pensioner/family pensioner is changed, the same is required to be reported by the bank through Format-F of e-Scroll However, it is noticed that CPPCs are not providing the changed information to the CPAO.
All the CPPCs were instructed to upload Master Data for reconciliation and submit the changed information in Format-F on “quarterly” basis. Furthermore, if any problem is faced by the CPPCs in uploading the master data, they may contact this office on email addresses mentioned below:

Agenda Item No. 9-Discontinuation of BSR Code

At present, BSR code is being used in CPAO to identify bank branches. It has been observed in many cases that Pensioners do not know BSR code of Pension Account Holding Branch and even many bank branches do not know their BSR Code and often misunderstand it with branch code. IFSC is another uniq ue code which can be used to identify individual bank branches and is known to both CPPCs and pensioners.RBI has also given its consent for using IFSC instead of BSR code for identification of Bank Branches.
However, the IFSC from all the CPPCs of SBI have been received. All the CPPCs and GBDs of SBI are requested to send the IFSC of the branches as and when it is asked by the CPAO.

Agenda Item No.10- Handing over of SSA to the pensioners by CPPCs

All present, pensioner copy of SSA is being sent to the pensioners through post. References arc being received by pensioners that they are not receiving their SSA copy due to following reasons.
  1. Some pensioners change their addresses after retirement.
  2. Some pensioners/family pensioners are illiterate and they are not well versed with technology to take printout of their SSA from CPAOs website.
All the CPPCs agreed to provide a copy of SSA to the pensioner by the Pension Account Holding Branch on request of the pensioner.

Agenda Item No. 11-Pendency of Pensioners’ Grievances for more than 3 months through Web Responsive Pensioners’ Service (WRPS)

It has been observed that many grievances are pending with CPPC, some of which are more than 30 days. CPPCs informed that they had disposed some of the grievances but not updated them under WRPS module.
CPPCs were requested to ensure that all the grievances which are pending with them are disposed of within one month and update the same on the WRPS portal so that pensioners are informed accordingly.

Agenda Item No.12- Providing of Payment Details to all the Pensions

As per CPPC guidelines, CPPCs should provide account statement, TDS details, pension slip, the Due and Drawn Statement in respect of each arrear and the Annual Income Statement to the pensioner.
CPPCs were requested to follow the CPPC guidelines and provide the pension slip, breakup of the pension and arrear payments and other information as required to the pensioners.

a. Acknowledgement of e-PPO by CPPCs
All the CPPCs were suggested lo develop a mechanism for acknowledgement of c· PPOs by CPPCs.
b. Delay in crediting of pension and family pension in the account of the pensioners.
It has been observed from the e scrolls received in the O/o PCDA that some of the CPPCs are crediting pension and Family pension very late in the account of pensioner especially civilian pensioner. All the CPPCs were handed the pendency list and were requested to improve their performance in crediting the pension/ family pension on time.
c. To provide image of PPO for data purification
All the CPPCs were requested in the meeting to provide PPO image to them to facilitate data purification which was agreed to.
d. Attend the meeting as and when it is convened by the PCDA.

Subject: Date of next increment under Rule 10 of Central Civil Services (Revised Pay) Rules, 2016 - Clarifications - regarding.

The undersigned is directed to invite the attention to Rule 10 of the CCS (RP) Rules, 2016 which provides for the entitlement of employees for drawal of annual increment either on 1st January or 1st July depending on the date of appointment, promotion or grant of financial upgrdation. The Sub-Rule (2) thereof provides that increment in respect of an employee appointed or promoted or granted financial up­-gradation including up-gradation under Modified Assured Carrier Progression Scheme (MACPS) during the period between the 2nd day of January and 1stday of July (both inclusive) shall be granted on 1st day of January and the increment in respect of an employee appointed or promoted or granted financial up-gradation under MACPS during the period between the 2nd day of July and 1st day of January (both inclusive) shall be granted on 1st day of July.


2. A number of references were received in the Ministry of Finance seeking clarifications regarding drawal of next increment by the employees promoted on 1st July, 2016. On consideration of the matter, Department of Expenditure vide it’s Office Memorandum of even number dated 31.07.2018 has clarified that in case an employee is promoted or granted financial up-gradation including up-gradation under the MACP scheme on 1st January or 1st July, where the pay is fixed in the Level applicable to the post on which promotion is made in accordance with the Rule 13 of the CCS (RP) Rules, 2016, the first increment in the Level applicable to the post on which promotion is made shall accrue on the following 1st July or 1st January, as the case may be, provided a period of 6 months qualifying service is strictly fulfilled. The next increment thereafter shall, however, accrue only after completion of one year.

3. Consequent upon issue of Office Memorandum dated 31.07.2018 different Ministries/ Departments have sought clarification on applicability of DOE's O.M dated 31.07.2018 keeping in view the provisions of Rule 10 of CCS (RP) Rules 2016 , Rule 22(I)(a)(1) of Fundamental Rules & provisions of Stepping up of pay. The issues on which various Ministries / Departments have sought clarifications and decisions thereon are brought in the succeeding paragraphs.
Issue No. 1: Whether after promotion on 1st July and fixation of pay with two increments the date of next increment will be 1st January or 1st July
4. During the regime of 6th CPC, when the annual increment was admissible uniformly on 1st July every year, employees completing 6 months and above in the revised pay structure as on 1st July were eligible for grant of increment. In the 7th CPC regime there are two dates of increments pt January and 1st July. Keeping in view the spirit of 6th CPC, O.M dated 31.07.2018 was issued providing for accrual of next increment on 1st July/1st January in respect of employees getting promotion on , 1st January/ 1st July provided 6 months qualifying service is strictly fulfilled.

5. The instructions contained in the O.M. dated 31.07.2018 are self-explanatory in respect of the cases of promotion/ financial up-gradation falling on 1st July or 1st January. These instructions provide that in case of promotion/ financial up­ gradation on 1st July and 1st January and getting fixation of pay in the Level applicable to the post in which promotion is made in accordance with Rule 13 of the CCS (RP) Rules 2016, the first increment in the level in which promotion is made shall accrue on the following 1st January or 1st July, as the case may be, provided a period of 6 months’ qualifying service is fulfilled.
Issue No.2 : Accrual of next increment in case of regular promotion / financial up­ gradation of an employee on any date other than the date of annual increment and option for pay fixation is exercised under FR 22(I)(a)(1).
The opportunity to exercise of option for pay fixation under FR 22(I)(a)(1) is available to employees in case of promotion / financial up-gradation. Therefore, the Central Government Employee promoted on regular basis/granted financial up­ gradation on any date other than the date of his/ her annual increment in lower grade and exercises the option under FR 22(I)(a)(1) read with Department of Personnel & Training’s OM No.13/02/2017-Estt.(Pay-I) dated 27.07.2017 for fixation of pay from the date of accrual of next increment in the scale of pay in lower grade, he may be allowed the 1st increment in promotional grade on 1st January/ 1st July as the case may be after completion of 6 months’ qualifying service after such fixation on 1st July/ 1st January (i.e., the date of increment in lower grade) on the analogy of Department of Expenditure’s OM dated 31.07.2018. The next increment, thereafter, shall however, accrue only after completion of one year.

Since there is material change, it has also been approved that the employees who have been regularly promoted or granted financial up-gradation on or after 01.01.2016 and desire to exercise/ re-exercise option for pay fixation under FR22(I)(a) (l) shall be given an opportunity to exercise or re-exercise of the option there under. Such an option shall be exercised within one month of issue of this O.M.
These instructions will be applicable with effect from 01.01.2016.

In so far as persons serving in the Indian Audit and Accounts Department are concerned, these orders issue after consultation with the Comptroller and Auditor General of India.

Sub: Fixation of pay in the Revised Pay Structure, 2016 on promotion as Accounts Officer consequent to grant of NFU to Assistant Account Officers (CCAS).

The references have been received in this office seeking clarification whether the AAOs who have been granted NFU in the Pay Level 9 in terms of this office O.M. No, A-60015/1/2018/ MF, CGA(A)/ NGE/7th CPC/238 dated 4th July, 2018, are eligible for benefit of fixation of pay on promotion as Accounts Officer, The matter was taken up with the Department of Expenditure, Ministry of Finance accordingly.

The Department of Expenditure vide, I.D. No, 02-01/2018-E,IIIA dated 09.09.2019 has viewed that the benefit of fixation of pay under Rule 13 at CCS (Revised Pay) Rules 2016, if availed at the time of NFU, the same should be offset at the time of promotion in the same level in order to avoid double fixation benefits. As such the AAOs (CCAS) who have been granted NFU in Pay Level 9 and availed benefit of fixation of pay under Rule 13 of the CCS (RP) Rules 2016, are not eligible for grant of same benefit on promotion as Account Officer in the same Level i.e. Pay Level 9.

All respective accounting units of Ministries/ Departments concerned are advised to revival such cases in the light of clarification as mentioned in Para 2 above.

Sub: Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2018-19.

The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2018-19 to the Central Government employees in Group ‘C’ and all non gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall be monthly emoluments of Rs. 7000/-, as revised w.e.f 01/04/2014 vide OM No.7/4/2014 E.Ill(A), dated 29th August, 2016. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.

The benefit will be admissible subject to the following terms and conditions:

  •     Only those employees who were in service as on 31.3.2019 and have rendered at least six months of continuous service during the year 2018-19 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months);
  •     The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a month will be divided by 30.4 (average number of days in a month). This will, thereafter, be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs. 7000 (where actual average emoluments exceed Rs. 7000), Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 7000×30/30.4=Rs.6907.89 (rounded off to Rs.6908/-).
  •     The casual labour who have worked in offices following a 6 day week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 day week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs. 1200×30/30.4 i.e.Rs.1184.21 (rounded off to Rs. 1184/-). In cases where the actual emoluments fall below Rs. 1200/- p.m., the amount will be calculated on actual monthly emoluments.
  •     All payments under these orders will be rounded off to the nearest rupee.
  •     Various points regarding regulation of Ad-hoc / Non- PLB Bonus are given in the Annexure.

3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.

4. The expenditure to be incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.

5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India.

It has come to the notice of this office that Bank Unions have called for a strike from 26thSeptember to 27thSeptember 2019. Banks are likely to remain closed on those days and even files for the payment of salary for the month of September 2019, which is due for 30thSeptember 2019 may not get processed, resulting in delay of disbursal of Salary to the Central Government Employees.

2. All the Pr. CCAs/ CCAs/ CAs (independent charge) are, therefore, requested to issue necessary instructions to all the field PAOs/ CDDOs under their control to upload the salary payment files for the month of September 2019 with NPB date as 30thSeptember 2019 (last working day of the month) and ensure to reach the banks latest by 25thSeptember 2019.

Reference is invited to Para 2.3 of this Department's OM No. 7(1 ) /E.Coord'/ 2014 dated 29.10.2014 pertaining to economy measures and rationalization of expenditure wherein it stated that "Purchase of new vehicles to meet the operational requirement of Defence Forces, Central Paramilitary Forces & security related organizations are permitted. Ban on purchase of other vehicles (including staff cars) will continue except against condemnation". Consequent to the aforesaid condition, all proposals relating to purchase of vehicles by Ministries/Departments other than those against condemnation were being made with the concurrence of the Department of Expenditure.

(2) The matter regarding ban on purchase of vehicles (including staff cars) except against condemnation has been reassessed and examined by this Department.

(3) I am directed to state that the ban on purchase of other vehicles (including staff cars) except against condemnation stands withdrawn with immediate effect. The purchase of new staff cars on requirement basis including against condemnation will continue to be regulated within the ceiling fixed by the Department of Expenditure from time to time. Purchase of vehicles other than staff cars for operational need is also allowed. Ministries/Departments in consultation with their Financial Advisers shall ensure that all purchases of vehicles are made judiciously keeping in mind the principle of 'need' and 'want' and GFR 2017 provisions on procurement are adhered to strictly.

Subject: Accounting Procedure for crediting the amount withdrawn by the pensioner from PFRDA and interest thereon in to Government Account for availing benefit of Additional Relief on Death/ Disability of the Govt Servant covered under NPS-reg.

Attention is invited to DP&PW OM. No. 38/41/06/P&PW(A) dated 05.05.2009 to be read with OM No. 28/03/2018-P&PW(B) dated 02.04.2018 wherein it is stated the “The Exit and Withdrawals under NPS regulations 2015 provides in para 6(e) that if the subscriber or the family members of the deceased subscriber, upon his death, avails the option of additional relief on death or disability provided by the Government, the Government shall have right to adjust or seek transfer of the entire accumulated pension wealth of the subscriber to itself. The subscriber or family members of the subscriber availing such benefit shall specifically and unconditionally agree and undertake to transfer the entire accumulated pension wealth to the Government, In lieu of enjoying or obtaining such additional reliefs like family pension or disability pension or any other pensionary benefits from such Government authority.” It is also stated in the OM dated 02.04.2018 that “the family of the deceased Govt. servant is entitled to family pension under old pension scheme, if they want to avail the benefits under old pension scheme. In this case the entire accumulated funds under NPS may be recovered from the family with interest However, the possibility to adjust the recovery of accumulated wealth from arrears of family pension may also be explored. “

References have been received from the Pay & Account Offices for accounting procedure for N PS corpus deposited by the pensioner/family pensioner or received from PFRDA.

O/o the CGA vide its U O no. 1(7)(2)/2010/Cla/TA/205 dated 05.08.2019 has suggested the accounting procedure for the amount of NPS corpus received from pensioner/family pensioner/ PFRDA as under:

  •     The amount received may be deposited into the existing government account of the PAO concerned.
  •     The receipt may be accounted for by crediting MH 0071- Contributions and Recoveries towards Pension and other retirement benefits, 01- Civil. Minor Head 101-Subscriptions and Contributions. A new sub-head ‘Accumulated Pension Wealth in respect of N PS subscribers’ may be got opened under the above head for the purpose, if already not opened.

All the Pr. CCAs/CCAs/CAs/ AGs/Administrators of UTs are requested to instruct concerned PAOs to follow the accounting procedure mentioned above.

OFFICE MEMORANDUM

Sub: Central Government Employees Group Insurance Scheme 1980 – Tables of Benefits for the savings fund for the period from 01.07.2019 to 30.09.2019.

The Tables of Benefits for Savings Fund to the beneficiaries under the Central Government Employees Group Insurance Scheme-1980, which are being issued on a quarterly basis from 01.01.2017 onwards, as brought out in this Ministry’s OM of even number dated 17.03.2017, for the quarter from 01 .07.2019 to 30.09.2019, as worked out by IRDA based on the interest rate of 7.9% per annum (compounded quarterly) as notified by the Department of Economic Affairs as per their Resolution No. 5(2)-B(PD)/ 2019 dated 12.07.2019, are enclosed.

2. The Tables enclosed are of two categories as per the existing practice. As hitherto, the first Table of Benefits for the savings fund of the scheme is based on the subscription of Rs.10 p.m. from 1.1.1982 to 31.12.1989 and RS.15 p.m. w.e.f. 1.1.1990 onwards. The second Table of Benefits for savings fund is based on a subscription of Rs.10 p.m. for those employees who had opted out of the revised rate of subscription w.e.f. 1.1.1990.

3. While these orders are in respect of Table of Benefits for the period from 01 .07.2019 to 30.09.2019, the Tables already issued for the first quarter and second quarter i.e. for the period 01 .01.2019 to 30.06.2019 are also reproduced for the sake of convenience and consolidation.

4. In their application to the employees of Indian Audit and Accounts Department, these orders are issued after consultation with the Comptroller & Auditor General of India.

(xxii) Item No 10: Restoration of Interest Free Advances, withdrawn by the Government based on 7th CPC Recommendations :

Joint Secretary (Personnel) stated that Seventh Pay Commission in its report had recommended that all interest free advances should be abolished. The recommendations of the Commission relating to the abolition of interest free advances have been accepted by the Government with the exception of interest free Advances for Medical Treatment and Travelling Allowance for the family of the deceased. Travelling Allowance on tour or on transfer and Leave Travel Concessions have also been retained.

Staff Side also raised the demand for the restoring Festival Advance. Joint Secretary (Personnel) agreed to reconsider the issue of restoring the Festival Advance.

Staff Side
thanked JS (Pers.) for agreeing to reconsider the issue of restoration of Festival Advance to the Central Govt. Employees.

(xxiii) Item No. 19 : Dispense with the practice of ignoring the fraction while computing Dearness Allowance :

Joint Secretary (Personnel) stated that the present formula for calculation of DA where the whole numbers with fraction carried forward while calculating the percentage increase in DA was/is based on the recommendation of the 4th CPC. This method also saves the Government expenditure.

Secretary Staff raised his objection stating that the employee losses his benefit, when the fraction is ignored and carried forward. Therefore it is requested that Dearness Allowance should be paid on the actual DA raise, since DA is to compensate the inflation/price rise.

Joint Secretary (Personnel) though agreed to re-examine the matter, also informed that this may have financial implications and may increase Government expenditure.

(xxiv) Item No. 21 : Removal of conditions of being at the CHQ for few days in a month to claim the Transport allowance :

Joint Secretary (Personnel) stated that the Transport Allowance is granted for full month, even if an employee attend office for one day in a calendar month. However, when an employee remains away from Headquarters for full calendar month(s) on duty / tour, he does not get any Transport Allowance. Since the employee has no occasion to commute between place of duty/Headquarters and residence during such calendar month(s), grant of Transport Allowance for that calendar month(s) is not admissible and also not justified. Further, for such period when employee is sent away on duty/tour from his Headquarters to any other place, he gets adequately compensated by grant of Daily allowance for that period. As per 6th and 7th CPC recommendations, Daily allowance is being given as reimbursement for hotel accommodation, food bill and local travel charges.

Staff Side demanded that being at the CHQ for one day, as a condition may be removed similar to the removal of one kilometer condition earlier. The Staff Side further stated that if an employee is away from headquarter for training or tour in a whole calendar month he does not get Transport Allowance. This is not justified because CCA has been abolished and it is subsumed in Transport Allowance implying that the Staff losses CCA as well. The Staff Side further stated that employees, who goes on Child Care Leave also does not benefit due to this condition. They demanded that the matter should be re-examined.

Joint Secretary (Personnel) agreed to re-examine the matter.

(xxv) Item No.24: Transport allowance in case of Physically handicapped person at double rate and deduction of the same if one is on short leave may be dispensed with :

Joint Secretary (Personnel) stated that as per Department of Expenditure’s OM No. 21/5/2017-E.II(B) dated 07.07.2017, Transport Allowance at double the normal rates is admissible to Physically disabled employees, viz. Visually impaired, orthopedically handicapped, deaf and dumb/hearing impaired and also to employees suffering from spinal deformity. Otherwise, the general conditions for drawal of Transport Allowance at normal rates apply equally to all Govt. employees. Hence, Transport Allowance at double the normal rates will not be admissible for the calendar months (s) wholly covered by leave for persons with disabilities. In this regard, the Department of Expenditure has not issued any other instructions. He further stated that there are no instructions with regard to having attendants for handicapped employees and if there is any such instances then that should be brought to the notice of Department of Expenditure. The Staff Side agreed to this suggestions.

(xxvi) Item No. 26 : Extension of benefits of revised pension rules - 2016 in respect of pensioners of Central Government employees in autonomous bodies :

Joint Secretary (Personnel): stated that Department of Expenditure has issued orders only for Central Government Employees and not in respect of employees belonging to autonomous bodies. In case of Dearness Allowance the orders are issued by administrative Ministries/Departments.

Secretary (Staff Side) pointed out that the employees of autonomous bodies were getting pay scales of Central Government; the problem arose when the Department of Expenditure imposed the condition that 25% of the expenditure will be borne by the administrative Ministries/Department. It is imperative that these Central Government employees in autonomous bodies should be kept on equal footing with Central Govt. employees for the purpose of pay scales and pension.

Joint Secretary (Personnel) stated that there are as many as 680 autonomous bodies where Central Government employees are working and if this demand is accepted the repercussion will be huge. Joint Secretary (Personnel) stated that the Staff Side may keep this demand as a separate issue.)

(xxvii) Item No. 27 & Item No. 38 : Parity in pay scale of all stenographers, assistants and Ministerial staffs in subordinate offices and in IA&AD and organized accounts cadre with Central Secretariat staffs by upgrading their pay scales :

Joint Secretary (Personnel) stated that in cases where 7th CPC has recommended downgrading of pay scales of Assistants and Section Officers of CSS, Assistant Nursing Superintendent etc., the Government after considering the recommendations of the Commission decided that those recommendations related to down-grading of posts may not be accepted and normal replacement may have to be allowed in such cases. He further said that a committee has been formed by Department of Personnel & Training to examine the matter.

Staff Side reiterated that considering the nature of the job of Stenographers or Assistants, the Ministerial Staffs of subordinate offices and Central Secretariat are the same. It is justified that pay parity is maintained

while considering the matter related to pay scale. The staff side also demanded that the Committee constituted for this purpose may consult the Staff side also before finalizing its recommendation.

(xxviii) Item No.29: Enhancement of Bonus Ceiling Limit of Casual Labourers, consequent on enhancement of bonus calculation ceiling of Central Govt. Employees :

Joint Secretary (Personnel) informed that the details have been sought from different Ministries/Departments mainly from Ministry of Defence, M/o Labour, M/o Housing & Urban Affairs etc. and the information is awaited. Once the information is received from these Ministries, the rates of bonus will be enhanced, accordingly. The item has been considered closed.
