Subject: One-time relaxation to the allottees of General Pool Residential Accommodation (GPRA) in view of Novel Coronavirus (COVID-19) - extension of retention period.

In continuation of the OM of even number dated 25-3-2020 on the above subject, it has been decided by the competent authority that suo-moto extension of retention of quarters granted to the allottees vide OM dated 25.3.2020 for the period from 17.3.2020 to 31.5.2020 shall remain extended upto 30-6-2020.

2. The other terms and condition of the OM dated 25-3-2020 will remain the same.

Sub: One-time relaxation to the allottees of General Pool Residential Accommodation (GPRA) in view of Novel Coronavirus (COVID- 19).

Ministry has been receiving calls from various allottees of Government accommodations, who were / are due to vacate their flats / houses and are not able to do so in the light of the advisories regarding social distancing issued by Ministry of Health and Family Welfare (MoH&FW) under the current global Coronavirus Pandemic (COVID-19). Further, Department of Personnel & Training (DoPT) has issued Guidelines with do’s & don’ts for government personnel vide their O.M. dated 17.03.2020 to contain the spread of this virus. Ministry of Home Affairs (MHA) vide its Order dated 24.03.2020 has issued directions for nation-wide complete lockdown to contain the fast spreading infection.
This extraordinary situation has been considered by the Ministry and it has been decided by the Competent Authority to allow suo-moto retention for the period from 17.03.2020 to 31.05.2020 for all such allottees under the Central Government General Pool Residential Accommodation (CGGPRA) Rules, 2017. This relaxation will be applicable to the following categories:
  • Rule 24(2) - where two allottees, who are in occupation of separate accommodation allotted under these rules marry each other, and are directed to surrender one of the accommodation within one month of their marriage;
  • Rule 40 - which provides for concessional period of retention of GPRA under different cases; and
  • Rule 44 (7 & 8) - which provides for change of accommodation.
2. The suo-moto retention period will be on the payment of licence fees as applicable to the allottee under these rules. No damage will be charged for this period.

3. These relaxations will be given to such allottees also where she/he has become unauthorized occupant of government accommodation before 17.03.2020. However, in such cases, after the retention period of 75 days i.e. upto 31.05.2020, the damage charges at telescopic rates, as was continuing prior to this period, will be resumed.

Subject: Dispensation of conditions of applying for Government Accommodation and furnishing of 'No Accommodation Certificate' for admissibility of House Rent Allowance.

Several reference are being received in this Department to review the condition applying for Government Accommodation and furnishing of 'No Accommodation Certificate' for admissibility of House Rent Allowance as contained in Para 4(a) of this Department's O.M. No.2(37)-E.II(B)/64 dated 27.11.1965 read with Para 1(1) of O.M. No.11011/1/E.II(B)/75 dated 25.02.1977.

2. The matter has been examined in this Department and in supersession of Para 4(a) of this Department's O.M. No. 2(37)- E.II(B)/64 dated 27.11.1965 read with Para 1(1) of O.M. No.11011/1/E.II (B)/75 dated 25.02.1977 and to simplify the procedure relating to grant of house rent allowance to Central Government employees, the President in consultation with Ministry of housing and urban affairs and the Staff side of the National council (J.C.M), is pleased to decide that the conditions of applying for Government Accommodation and furnishing of 'No Accommodation Certificate' by Central Government employees to become eligible for House Rent allowance (HRA), are dispensed with for all places, in respect of General pool Residential Accommodation (GPRA) controlled by Directorate of Estates.

3. Ministries / Departments having their separate pool of residential accommodation for their employees other than GPRA, may adopt these provisions, wherever feasible.

4. These orders shall be effective from the date of issue of the orders.

5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller & Auditor General of India.

Subject: Clarification regarding the term 'Non-Family Station' in respect of concessional retention given under Rule 43 of CGGPRA Rules, 2017.

In continuation to the OM. of even Number dated 10.4.2018 vide which the concessional retention of General Pool Residential Accommodation at the last place of posting by Central Government Civilian Employees, Centrally Armed Paramilitary Forces employees and officers of All India Services on their posting to a Non-family stations was extended up to 30.06.2021 on payment of normal rate of licence fee, it is further clarified that the term 'Non Family station' includes:
(i) North Eastern Region, Sikkim, Andaman & Nicobar Islands and Lakshadweep, State of Jammu & Kashmir
(ii) Left Wing Extremist (LWE) areas, as declared by Ministry of Home Affairs from time to time.
2. All the other terms and conditions of OM dated 10.4.2018 will remain unchanged.

Transformation Cell in Board's office vide their letter No.2018/TransCell/ Process Reforms/Estt dated 05.04.2018 on the subject "Process Reform- Comprehensive Housing Policy" referring to 'Conclave Sampark, Samanvay, Samvad held on December 16, 2017', has directed all GMs/CAOs/DGs that full Board in its meeting held on 4th April, 2018 considered the issue of improvement in housing policy and approved among other items, implementation of telescopic penal charges in case of unauthorized retention of railway quarters in the line of GPRA (MoUD). Accordingly, it has further been advised that GMs/CAOs/DGs may evolve their comprehensive guidelines for uniform implementation at their end.

2. The flat rates of licence fee (Standard Rent) for residential accommodation over the Indian Railways were last revised w.e.f. 01.07.2010, 01.07.2013 and 01.07.2016 vide Board's letter No.F(X)I-2002/11/2 dated 26.12.2017 circulated to all Zonal Railways, Production Units etc .

3. All Zonal Railways and Production Units etc. may take necessary action accordingly.

Subject: Grant of eligibility to the Defence civilian employees for the General Pool Residential Accommodation (GPRA) allotted by the Directorate of Estates Representation from BPMS

The undersigned is to refer to Ministry of Urban Development's OM No. 12033/4/67-Pol.II dated 3rd, October, 1969 on the subject - "Eligibility of the staff of Central Government Office for allotment of residential accommodation from the General Pool-Criteria regarding' and to say that a number of defence civilian employees working in many Defence establishments located in Delhi/New Delhi/Delhi Cantt are not able to avail the facility of GPRA for the reason that their offices have not been declared "eligible offices" for allotment of GPRA allotted by Directorate of Estates (DoE). The small quota of 15% of residential accommodation of the Defence/Army Pool is grossly inadequate and therefore it causes extreme hardship to the defence civilian employees who have to make their own arrangement for residential accommodation.

2. It has been noticed that Dte of Estates has already granted eligibility for GPRA to majority of defence establishments in Delhi. The defence civilian employees serving in these defence establishments are already availing the facilities of Residential Accommodation of Dte of Estates. Only a few defence establishments are not covered in the list of eligible offices maintained by the Dte of Estates and a list of 8 such defence establishments in Delhi is at Annexure.

3. In view of the hardship being experienced by the Civilian employees of these eight defence establishments, it is requested that eligibility code for allotment of General Pool Residential accommodation (GPRA) to the staff of these defence establishments/offices may please be allotted. It is certified that the essential requirements, listed below, for a Central Government offices to be treated as ‘eligible offices' for the purpose of the allotment of Government Residences (General Pool in Delhi) Rules, 1963, are fulfilled by these offices/defence establishments:
(i) These offices/establishments have been situated in Delhi/New Delhi/Delhi Cantt since decades and in most of the cases before independence.
(ii) They are attached/subordinate offices of Ministry of Defence under Government of India.
(iii) The salary of their employees is paid from the Consolidated Fund of India.
(iv) 15% quota of residential accommodation of the Defence/Army Pool is not adequate.
4. This issues with the approval of Defence Secretary.

Subject : Dues/Outstanding against the Retiree Allottee - regarding.

Each Allottee has been allotted a unique Allottee Account Number (AAN) for the purpose of posting of licence fee recovery online through the DDO concerned. As soon as the recoveries as posted by the DDOs, they get automatically reflected in the rent card of the allottee. It is mentioned that a system generated software for Rent Assessment is available on the website of Directorate of Estates. The Retiree Allottee can view the Online Licence fee details in respect of the Quarter allotted to them, on the Website of the Directorate of Estates i.e. http:estates.nic.in or www.gpra.nic.in, by logging their ID & Password given by this Directorate, wherein they can get Provisional Rent Assessment details/certificate and can examine/verify the dues pending/outstanding etc. against them and can also obtain the dues position through self or DDO concern.

If any dues or outstanding amount are found, the retiree Allottee should approach their DDO concern urgently and get updated the same, by remitting online posting of Licence fee recoveries in their AAN number on the portal of GPRA. A system generated notification has been generated on the screen of Allottees, to view all the details of the Quarters allotted to them and rent assessed and collected/reported.

Sub: Revision of rates of damages for unauthorized occupation of general pool residential accommodation and damages for subletting of general pool residential accommodation with effect from 1.7.2016 throughout the country: Partial modification Reg.

In partial modification of this Directorate's Office Memorandum of even number, dated 22nd July, 2016 on the subject noted above, the undersigned is directed to state that the matter of charging damages in cases of unauthorised occupation of GPRA quarters has been reviewed by the competent authority and it has been decided to revise the rates of damages for unauthorized occupation of general pool residential accommodation for various cities and other stations in the country as below and the revised rates of damages will be applicable to all unauthorised occupants as on 1.7.2016 and to those who are subsequently declared unauthorized occupant:

2. Damages for unauthorised Occupation: The damages will be charged from the date of cancellation of allotment to the date the GPRA is vacated by the unauthorised allotee and the rate of damages for unauthorised occupation for each type of general pool residential accommodation shall increase in telescopic method from second month onwards i.e. for second month - damages + 10% of rate of damages; for third month - damages + 20% of rate of damages; for fourth month - damages 40% of rate of damages; and so on, limiting to the maximum 5 times of rates of damages charged during the first month of unauthorised occupation.

3. Damages for subletting: Telescopic method will be made applicable for unauthorized occupation in proved subletting cases w.e.f 1.7.2016 on all unauthorized occupants as on 1.7.2016 and who will be declared unauthorized henceforth. The rates of damages will be calculated as two times of damages for first month; two times of damages + 10% two times of damages for second month; two times of damages  + 20% two times of damages for third month; two times of damages + 40% two times of
damages forfourth month and so on, limiting to the maximum 5 times of damages charged in such proved subletting cases during the first month.

4. A ready reckoner for calculation of damages as above is attached.

5. Water charges, Furniture charges etc, if applicable, will be charged apart from the above mentioned damages at the normal rates only.

6. This supersedes this Directorate's GM. of even number dated 4.6.2013 regarding rates of damages for unauthorized occupation of GPRA and OM No.18011/2/2006-Pol.lll dated 22.6.2015 regarding rates of damages for subletting of GPRA throughout the country.

7. This issues with the approval of competent authority.

Sub: Clarification on facility of concessional retention of General Pool Residential Accommodation at the last place of posting to Central Government employees transferred to NER, Sikkim, Andaman & Nicobar Islands, Lakshadweep and to the State of J&K.

The concessional retention of General Pool Residential Accommodation (GPRA) to Central Government Civilian employees has been permitted at their last place of posting vide the Directorate of Estates OM No: 12035/31l96-Pol.III dated 79.1998 and OM No: 12035/2/90-Pol.II(Pt.II) dated 15.9.1998 on their transfer to NER, Sikkim, Andaman & Nicobar Islands, Lakshadweep and to the State of J&K. It has been brought to notice that some Central Government employees who have come on deputation to Delhi and other places and whose parent Offices are located in NER, Sikkim, Andaman & Nicobar Islands, Lakshadweep and to the State of J&K, on repatriation to their parent Office/Unit request for the facility of concessional retention of GPRA at the last place of deputation.

2. It is clarified that the facility of concessional retention of GPRA at the last place of posting for Central Government employees is permitted only when the allottee of GPRA is transferred to NER, Sikkim, Andaman a Nicobar Islands, Lakshadweep and to the State of J&K from other places and is not permitted to the Central government employees who are repatriated back to his/her parent office in NER, Sikkim, Andaman & Nicobar Islands, Lakshadweep and to the State of J&K on completion of their deputation from other places.

Subject: Instructions for applicants applying for General Pool residential accommodation (GPRA) under Lady Officers’ Pool.

As per the provisions of SR 317-B-8 of the Allotment of Government Residences (General Pool in Delhi) Rules, 1963, ‘Lady Officers Pool’ is maintained separately for allotment of GPRA to married lady officers and single lady officers in the ratio of 2:1.`Married lady officer’ means a lady officer whose marriage is subsisting and who is not judicially separated from her husband. All other women employees fall in single lady officer category.

2. But, it has been observed in many cases that at the time of applying in DE-II Form, a single lady officer apply under single lady category but after marriage of her, do not update her status in DE-II Form and gets accommodation in single lady officer category despite being married. This allotment violates the existing provisions of the Allotment of Government Residences (General Pool in Delhi) Rules, 1963.

3. Therefore, it is to inform that the following instructions should be followed strictly by the applicants applying under Lady Officers Pool and also by the Nodal Officer of the office of the applicant:-
a) The personal information furnished in DE-II Form by a woman employee has to be verified by the office of the applicant as to whether the employee is married or single at the time of submission of the Form as well as at the time of acceptance of allotment of GPRA.
b) A single lady officer should update her records in DE-II Form as soon as she gets married and she will be included in the waiting list of married Lady Officers for the eligible type of accommodation and will get allotment of GPRA from married Lady Officer quota only. In case, a Lady Officer is found to have suppressed information of her marriage and gets an allotment of GPRA from single Lady Officer quota, the allotment shall be cancelled and appropriate action shall be taken as per rules.

Subject: Withdrawal of guidelines related to sharing and close relations.
Reference is invited to the Directorate of Estates guidelines issued vide O.M No.12033/17/78-Pol.II dated 26.5.1978, O.M No. 12035/52/78-Pol.II dated 25.1.1979, O.M No.12035/58/79-Po1.II dated 31.8.1979 and OM No.12032(1)/74-Pol.II dated 21.12.1976 regarding sharing of accommodation and definition of close relations for the purpose of sharing of General Pool residential accommodation. In view of amendments made in SR-317-B-2 vide Gazette Notification GSR No.112 dated 13.06.2015 the above mentioned guidelines have become redundant. Therefore, the competent authority has decided to withdraw the above mentioned guidelines w.e.f 13.06.2015.

Subject: Guidelines on regularization/ allotment of alternate general pool residential accommodation in the name of the eligible spouse / ward of the allottee in the event of death/retirement/transfer of the allottee.

Vide instructions of this Directorate O.M. of even number dated 18.2.2014, guidelines on regularization / allotment of alternate general pool residential accommodation in the name of the eligible spouse / ward of the allottee in the event of death/retirement/transfer of the allottee were issued. On review of the said guidelines, it is found that the issue related to regularization of general pool residential accommodation in the name of eligible spouse/ward of allottee, who owns a house at the place of posting or his / her family owns a house at the place of posting, but his /her policy is covered by allotment of that house has not been inadvertently incorporated in the OM dated 18.2.2014.

2. Therefore, paragraph 2(iv)(f)(i) of the said guidelines is modified and shall be read as below instead of existing entries in the OM dated 18.2.2014:

    “Where the allottee or any member of his / her family owns a house at the place of posting where regularization is being sought. However, either one type below accommodation or same accommodation may be regularized in the name of ward / spouse only in case his / her date of priority was covered on the date of retirement of the retiring allottee or on the date of death of the deceased allottee, irrespective of the fact that they are house-owner at the place of their posting subject to the condition that the licence fee is charged on house owing allottees of general pool residential accommodation as per the guidelines from time to time; and.”

Subject:- Recovery of Special Licence Fee under FR-45-B in respect of General Pool Accommodation including Hostel Accommodation, Servant Quarters. Garages in Delhi. 
 
This is in supersession of this Directorates order of even No. dated 11th March 2015, wherein the revised Special Licence Fees under FR-45-B for various types of General Pool Govt. Accommodations w.e.f 1.7.2013 were notified. it has been decided to simplify the procedure of revising the Special Licence Fee under FR-45-B to be charged from allottees i.e.. Govt. servants and other ineligible offices/organization for short period/temporary allotment of General Pool Residential accommodation on special purposes. The Special Licence Fee is practically applied where flat rate of licence fee under FR-45-A is not applicable. Accordingly. it has been decided to charge the Special Licence Fee uniformly in multiples of flat rate of licence fee. as prescribed for damages. The revised Special Licence Fees for various types of General Pool Govt. Accommodations are as follows:

2. These rates shall be effective from 01.07.2013.

3. This issues with the concurrence of Integrated Finance Wing of the Ministry of Urban Development vide its Diary No. 262/Dy.FA/FD/14, dt. 6/8/2014 and with the approval of Hon’ble UDM.

1 Payment Gateway/Net Banking Disclaimer: Payment of booking charges for booking of Holiday Homes/Touring Officer’s Hostels will be made by the user using the Payment Gateway hosted by Axis Bank/designated banks. The Payment Gateway/Internet Banking Service is being provided to you to facilitate online payment. By using these services of the Payment Gate Way, you expressly agree that use of this online payment service is entirely at your own risk and cost.

2. Transaction Charges: The necessary transaction charge plus service tax as applicable on date, for online payment of the service will be borne by the user. The charges as mentioned below will be levied by the e-payment solution provider for giving this service.

The applicant will have to fill up necessary details and enter/click the payment option link within two minutes and after clicking the payment option, e-receipt/challan with requisite amount of booking charges will appear on the system with link to the Payment Gateway where the applicants can make payment to booking charges using net banking/debit/credit card as he/she may opt.

(ii) Confirmation Slip/Receipt Generation Process: After successful payment, Booking Confirmation Slip/Receipt with details of room/suit of holiday home/touring officers and booking charges are generated. In case, Booking Confirmation Slip is not generated against ‘Successful Payment Transaction’ and the Payment Gateway shows “Success”, then there is no need to apply fresh and make another payment against Unique Booking Request ID No. In such cases, confirmation slip can be downloaded by filling booking request ID No. and Identity Card No. Therefore applicants are advised to remember/note down the booking request ID No. and other details.

4. Entry to Holiday Home/Touring Officer’s Hostel: Without production/submission of confirmation slip and displaying of valid Identity Card viz. Aadhar Card/Pan Card and Employer Identity Card to caretaker, entry to holiday home/touring officer’s hostel will not be allowed. The applicants are advised to take print out of the online generated booking confirmation slip for submission to caretaker of holiday home/touring officer’s hostel at the time of occupation of rooms/suits of holiday home/touring officer’s hostel.

5. Cancellation of booking and Refund Policy: There is no provision for cancellation of confirmed booking and request for refund of booking charges including transaction/Service Charges, etc. will not be entertained in any circumstances. Any types of charge back will not be considered by the bank except in the case of failed transaction which will be settled solely by the bank with the applicants/customers.

6. Failed and Fraudulent Transaction: Directorate of Estates/Booking Agency will have no role in failed transactions and fraudulent use of card/net banking in any manner. Applicants are advised to use their own debit/credit card/net banking. Users/applicants will be solely responsible for using debit/credit card & net banking for payment of booking charges.

7. Maximum five nights booking is permitted for a holiday home/touring officer’s hostel while maximum three nights is permitted for holiday home at Goa and Mussoorie.

8. Only one room is allowed for booking for an applicant and his family. Booking for additional room, if any, will be available as per booking charges applicable to private persons. Booking charges are only for rent of room and does not include any meal/breakfast/Snacks/Washing/Laundry charges which charges will have to be paid separately by the applicant at the time of occupation of room if such services are availed. Charges for catering facility will also be settled by the guests directly with the catering staff whereas charges for washing/laundry will be paid to the caretaker.

9. Any fraudulent booking/attempt will attract action as per service rules and relevant section of Indian Penal Code (IPC). Applicants having improper details will not be allowed entry to holiday home/touring officer’s hostels and booking charges will be forfeited.

10. Address of holiday homes/touring officers hostels are available on the website of holiday home and applicants/visitors are advised to have full details of address from the website.

11. Booking is not transferable.

12. Entry to holiday home/touring officer’s hostel will be allowed only after depositing/submission of valid booking confirmation slip/authority slip/application form and duly verified personal details appearing thereon by the concerned administrative office or booking agency and production of valid Identity Card as mentioned at point no. 4 above.

13. Debit/Credit card / Net banking details: The applicant has to ensure that the debit/credit card/Net banking details provided by him/her for use of the Payment Gateway/Internet Banking will be correct and accurate and the applicant shall not use a debit/credit card/Net Banking which is not lawfully owned by him/her. The user/applicant further agrees and undertakes to provide correct and valid debit/credit card /Net Banking details. In default of the above conditions, Payment Gateway Service Provider shall be entitled to recover the amount of transaction from the user against whom the credit /debit card/Net banking has been used. Further, Payment Gateway Service Provider also reserves the right to initiate any legal action for recovery of cost /penalty or any other punitive measure, as it may deem fit.

Transfer Guidelines for Lower Divisional Clerks posted in Regional Offices under the administrative control of Directorate of Estates.

Directorate of Estates issued orders to frame transfer guidelines for LDCs from one regional office to another regional office. Directorate of Estates under the Ministry of Urban Development has eight regional offices located in different places all over in Inida. The eight regional offices are Kolkata, Shimla, Chandigarh, Faridabad, Ghazidabad, Mumbai, Nagpur and Chennai.

Normally LDCs are not transferred from one to another office, however requests from LDCs for transfer on different gournds. So far there is no guidelines in the regard. The matter has been considered by the Ministry and decided to frame transfer guidelines for LDCs as under…

No.36O35/3/2013.Es(Res) dated 31.3.2014 and to say that it has been decided by the competent authority that preferably ground floor accommodation will be allotted to the applicants with disabilities under the discretionary allotments on out of turn basis on medical grounds as per the extant guidelines of the Directorate of Estates issued vide O.M.No.12035/2/97Pol(pt) dated 17.11.1997.

Sub: Guidelines for allotment of alternate general pool residential accommodation in the Automated System of Allotment on declaration of a house unsafe/dangerous or re-development of government colonies or GPRA required for any other public purpose.

The undersigned is directed to refer the subject mentioned above and to say that henceforth allotments of alternate general pool residential accommodation to allottees on declaration of a house unsafe/dangerous or re-development of government colonies or GPRA required for any other public purpose shall be done through Automated System of Allotment [ASA] with effect from 16.9.2014.

2. It has been decided with the approval of the competent authority that in case of complete government colonies declared unsafe/dangerous, the allottees of such colonies shall be placed enbloc over the unified (change/initial) waiting list for same type of accommodation and the allottees may make preferences of houses in the ASA for allotment.

3. In cases where individual houses in Government colony are declared as unsafe/dangerous the alternate allotment of accommodation to be made on priority on the following basis:
a) Vacancies in the same locality or nearby locality to be identified for priority allotment where such occupants would be given priority in the same type of accommodation over unified (change/initial) waiting list.
b) The allottee of ground floor accommodation may apply for ground floor and above and the allottee of first floor above may apply for fist floor and above and allotment will be made accordingly.
c) Equal number of identified vacancies will be placed for allotment in ASA in relation to number of such unsafe/dangerous houses.

4. The request of allottee, whose residential accommodation declared as unsafe/dangerous by the concerned maintenance agency shall be entered into ‘Unsafe Accommodation Register’ of ASA by the concerned Allotment Section.

5. It has been further decided that where a house declared as unsafe/dangerous for living, the declaration will be by an officer not below the rank of an Executive Engineer, CPWD and he should satisfy himself before issue of certificate of declaration. The unsafe/dangerous house(s) may be reported to NIC, Directorate of Estates online by CPWD on such declaration.

6. It has also been decided that where an entire government residential colony is declared unsafe/dangerous for living by CPWD or required to be vacated for re-development, a certificate of declaration from DG, CPWD will only be accepted along with the work plan to make the colony habitable within a period of 3 years in consultation with Works Division of Ministry of Urban Development.

7. This OM supersedes the instructions of the Directorate of Estates O.M.No.12035(1)/91-Pol.II dated 21.2.1991 and O.M.No.12035/16/2005-Pol.IIdated 5.9.2005.

OFFICE MEMORANDUM

Subject: Retention of General Pool Residential Accommodation by Central Government Civilian Employees and Officers of All India Services posted to North Eastern Region, Sikkim, Andaman & Nicobar Islands and Lakshadweep – extension upto 30.6.2015.

Reference is invited to this Directorate O.M.No.12035f31/96-Pol.II dated 7.9.1998 and subsequent instructions dated 30.9.1999, 30.4.2002, 15.7.2005, 1.7.2008 and 3.6.2011 regarding retention of General Pool Residential Accommodation at the last place of posting by Central Government Civilian Employees and Officers of All India Services on posting to North Eastern Region, Sikkim, Andaman 8. Nicobar Islands and Lakshadweep. The existing orders on the subject are valid up to 306.2014 and further extension beyond 30.5.2014 has been considered by the competent authority. It has now been decided to further extend allowing retention of General Pool Residential Accommodation at the last place of posting by Central Government Civilian Employees and Officers of All India Services on their posting to North Eastern Region, Sikkim, Andaman & Nicobar Islands and Lakshadweep for a period of one year i.e. up to 30.06.2015. The concession of retention of GPRA would also be admissible if a Government servant is transferred from one place to another in the North Eastern Region.

2. Since the retention I allotment of Government accommodation is allowed for bonafide use of the dependent family of the transferred government servant, he/she will furnish a certificate on 1st July and 15‘ January of every year, stating that his/her dependent family members are actually residing in the Government accommodation at the last place of posting. Such a certificate will also have to be furnished at the time of
seeking retention. In case no such certificate is received by 31st January and 31 July every year this Directorate will be constrained to cancel the allotment of the residence in question.

3. The request for retention of entitled type of accommodation should be received within a period of one month from the date of relinquishing the charge at the 1st place of posting so that further necessary action could be initiated by the Directorate of Estates in Time.

Subject: – Guidelines for retention for Government accommodation by the allottee who are not regular Govt. Servant Viz Consultant etc.

The undersigned is directed to say that the matter of retention of Govt. accommodation in case of death by the allottees, who are not regular Govt. Servants viz consultant / Contractual appointee coterminous staff etc. has been considered by the competent authority and it has been decided that in case of death of the consultants / contractual appointees, co-terminus appointees in the personal staff of Ministers/other dignitaries etc. who are not regular government servants, six months retention will be allowed for the existing accommodation by the family of deceased allottee on payment of normal licence fee.

Subject: Re-commencing of booking of Holiday Home at Port Blair.

Reference Directorate of Estates vide O.M. of even No. dated 6th June, 2013. Room No. 301, 302, 303, 304, 305 & 306 of Holiday Home at Port Blair kept for repairs & maintenance would be ready for occupation w.e.f. November, 2013 and accordingly, it has been decided to re-commence the booking of above rooms in Holiday Home at Port Blair with effect from 1st November, 2013.

NIC, Nirman Bhawan, New Delhi is requested that online booking of above rooms may be re-activated with immediate effect.  However, it may be ensured that applicants can apply for booking only for period with effect from 1.11.2013.
