Minutes of the Meeting

Kindly find enclosed the Minutes of the Meeting held on 10.01.2020 at 10:00 AM at Conference Hall of Central Pension Accounting Office (CPAO) with all Heads of CPPCs /Government Business Divisions of State Bank of India to review the implementation of 7th CPC pension revision and to discuss other issues under the Chairmanship or Chief Controller (Pension) for information and further necessary action.

A Meeting was held on 10.01.2020 under the Chairmanship of Chief Controller (Pensions) with the representatives of CPPCs of SBI to discuss the timely payment of revised pension and arrears under 7th CPC and other pension related issues. At the outset, Chief Controller (Pensions) welcomed all the participants and emphasized on the need of timely payment of revised pension and arrears in the accounts of the pensioners by the CPPCs. Agenda items of the meeting were discussed in detail and the following decisions were taken.
List of participants is attached at Annexure-I.
Agenda Item No. 1- Implementation of 7th CPC Pension Revision and its reporting by CPPCs
It has been observed from the reports as on 30th December, 2019 that there are delays in crediting the revised pensions as well as arrears of pensions/family pensions by the CPPCs. As per the reports, there arc many cases which are pending for more than 31 days. CPPC-wise details of the pending cases were handed over to all the representatives. Most of the CPPCs reported that they had already revised and credited pension to the pensioner / family pensioner accounts.
It was informed by the CPPCs that revision of pension cases are pending due to following reasons,
a) Discontinued PPO (more than 3 years.)
b) Non submission of life certificate.
Keeping in view of the above, it was decided that all the CPPCs would :
a) reconcile the scams of revised pension cases provided to them
b) prepare a list of discontinued PPOs and forward it to CPAO.
c) prepare a list of cases in which life certificate is pending along with details of the pensioners and forward it to CPAO.

Agenda Item No. 2 - Obtaining KYC from CPPCs for settlement of pending revision cases.

Most of the revisions pertaining to 7th CPC are already done. As per the records of CPAO, 119690 revision of pension cases are still pending as details of some pensioners are not available with either concerned PAO or I lead of Office.
Although KYC details were received from all the CPPCs of Sl:JI, All the CPPCs are req uested to furnish the detail of the KYC detail as and when it is asked by the CPAO.

Agenda Item No. 3 - IT related issue w.r.t e-Revision and fresh Pension cases

  • Acknowledgement of SSA
All the CPPCs of SBI were instructed to ensure forwarding the acknowledgement of e-SSA electronically to CPAO at the earliest so that the difference between e-SA forwarded by the CPAO and e-SSA received by the CPPCs could be nullified. CPPCs were also provided the formal for Acknowledgement. All the CPPCs were advised to share their inputs with NIC, CPAO, if any problem is faced.
All the CPPCs were also instructed to acknowledge the receipt of SSA and Physical PPO booklet received by them .

  • Development of e-PPO Booklet
CPAO is forwarding the e-PPOs received from PFMS to the CPPCs along with physical PPO booklets for making necessary changes in their system. However, the manual PPO booklet is deemed sacrosanct for making payment. It was also intimated in the meeting that physical PPO booklet will be discontinued soon.
All the CPPCs were again requested to make necessary changes in their software accordingly and comments, if any, may please be submitted to CPAO.

Agenda Item No.4- Compliace of Internal Audit observations on 7th CPC revisions.

It has been observed that clear and complete compliance reports arc not being submitted by the concerned CPPCs .
All the CPPCs were requested to give full details in their compliance reports of the objection raised by Internal Audit Wing so that the same could be verified and settled. All the CPPCs were also been asked to improve and strengthen their internal control mechanism to avoid re-occurrence of the mistakes pointed out by the Internal Audit Wing of CPAO.
The possibility of providing a utility lo upload the compliance report on the Bank’s login section of CPAOs website will also be explored.
Internal Audit Wing was instructed to prepare an “Audit Manual” under the guidance of Technical Section, CPAO.

Agenda Item No. 5 - Timely commencement of family pension, additional pension & restoration of commuted portion of pension by CPPCs

It has been observed that family pension, additional pension and commuted portion of pension are not timely commenced/restored. Since these issues are regularly discussed in the various meetings i.e. SCOVA Meeting, High Level Meeting, Standing Committee Meeting, etc., all the CPPCs were advised to ensure timely payments.

Agenda Item No.6 - Timely submission of Life Certificates :

CPAO is responsible for the disbursement of death/disability pension under NPS­ Additional Relief. First time identification of the pensioners is being done in the Bank branches based on the KYC details available with the CPPCs where the pensioners / family pensioners have opened their pension accounts. CPAO starts the pension payment based on the first time identification report received from CPPCs. These CPPCs branches are also responsible for sending the life certificates of the pensioners / family pensioners to CPAO for the continuation of pension to NPS-AR pensioners, in the month of November as CPAO is the disbursing authority.
However, it is noticed that in many cases, despite submission of life certificates by the pensioners, bank branches have not forwarded the same to CPAO. It has also come to notice of this office that some bank branches are refusing to accept life certificate from NPS-AR pensioner for onward transmission to CPAO.
It was decided that CPAO will send the details of pending life certificates of NPS-AR pensioners to concerned CPPCs with a request to instruct concerned branches to obtain and furnish the life certificate to CPAO in time so that pensioners are not put under any financial hardship.
All the CPPCs were requested to accept life certificate both physically and digitally and promote “jeevan Praman” among pensioners.
Further, CPPCs were once again informed that they should not make payment in NPS-AR cases.

Agenda item No .7 - Return of Old PPO by the CPPCs .

Allotment of 12 digits PPO Number
It has been noticed from the CPAO data base that some pensioners are still drawing pension from the old alpha numeric code. These alpha numeric data is reflected in the Payment scroll. CPPC-wise derails were provided to the concerned CPPCs.
It was decided that all the CPPCs will send a scan copy of the PPO for allotment of 12 digit PPO Number.
  • Return of Inactive PPOs.
Pension Payment Orders which are not in operation /inactive may be returned to CPAO for deletion from the CPAO database. It is noticed from the database of CPAO that old PPOs which arc inactive arc not being forwarded by the bank to the CPAO. CPPCs were advised to forward the same to CPAO al the earliest

Agenda Item No.8- Submission of e-scrolls and Master Data Reconciliation
  • Submission of e-scrolls
It has been observed that there is slight improvement in submission of e-scrolls by CPPCs.
Details of pending scrolls were shared with the CPPCs and all the CPPCs were instructed to ensure that e- scrolls are updated on a daily basis to CPAO after matching it thoroughly with the pension payments made. The CPPCs should ensure that the date of scroll should be the date of transaction as appearing in the put through statement issued by RBI. Furthermore, if any problem is faced by the CPPCs in uploading the e-scroll, they may contact this office on email addresses mentioned below:-

  • Master Data Reconciliation
Correct and reconciled master data maintained at CPPC level is a must for ensuring correct payment of pension to the pensioners and avoid chances of excess/less/wrong payment of pension. However, many instances have come to the notice of CPAO regarding less/over payment of pension leading to the grievances and court cases by the pensioners. The reason for discrepancy in payment of pension is that CPPCs are not reconciling the master data with the CPAO database regularly. There is inordinate delay in uploading of Master Data by some CPPCs. Some CPPCs have not submitted their Master Data for last 2 years. For updating on Master Data at CPAO level, whenever any value/data in the pension of a pensioner/family pensioner is changed, the same is required to be reported by the bank through Format-F of e-Scroll However, it is noticed that CPPCs are not providing the changed information to the CPAO.
All the CPPCs were instructed to upload Master Data for reconciliation and submit the changed information in Format-F on “quarterly” basis. Furthermore, if any problem is faced by the CPPCs in uploading the master data, they may contact this office on email addresses mentioned below:

Agenda Item No. 9-Discontinuation of BSR Code

At present, BSR code is being used in CPAO to identify bank branches. It has been observed in many cases that Pensioners do not know BSR code of Pension Account Holding Branch and even many bank branches do not know their BSR Code and often misunderstand it with branch code. IFSC is another uniq ue code which can be used to identify individual bank branches and is known to both CPPCs and pensioners.RBI has also given its consent for using IFSC instead of BSR code for identification of Bank Branches.
However, the IFSC from all the CPPCs of SBI have been received. All the CPPCs and GBDs of SBI are requested to send the IFSC of the branches as and when it is asked by the CPAO.

Agenda Item No.10- Handing over of SSA to the pensioners by CPPCs

All present, pensioner copy of SSA is being sent to the pensioners through post. References arc being received by pensioners that they are not receiving their SSA copy due to following reasons.
  1. Some pensioners change their addresses after retirement.
  2. Some pensioners/family pensioners are illiterate and they are not well versed with technology to take printout of their SSA from CPAOs website.
All the CPPCs agreed to provide a copy of SSA to the pensioner by the Pension Account Holding Branch on request of the pensioner.

Agenda Item No. 11-Pendency of Pensioners’ Grievances for more than 3 months through Web Responsive Pensioners’ Service (WRPS)

It has been observed that many grievances are pending with CPPC, some of which are more than 30 days. CPPCs informed that they had disposed some of the grievances but not updated them under WRPS module.
CPPCs were requested to ensure that all the grievances which are pending with them are disposed of within one month and update the same on the WRPS portal so that pensioners are informed accordingly.

Agenda Item No.12- Providing of Payment Details to all the Pensions

As per CPPC guidelines, CPPCs should provide account statement, TDS details, pension slip, the Due and Drawn Statement in respect of each arrear and the Annual Income Statement to the pensioner.
CPPCs were requested to follow the CPPC guidelines and provide the pension slip, breakup of the pension and arrear payments and other information as required to the pensioners.

Agenda Item No. 13 - Issues pertaining to Defence Accounts, Deptt. of Telecommunication and Ministry of Railways

Defence Accounts :
a. Acknowledgement of e-PPO by CPPCs
All the CPPCs were suggested lo develop a mechanism for acknowledgement of c· PPOs by CPPCs.
b. Delay in crediting of pension and family pension in the account of the pensioners.
It has been observed from the e scrolls received in the O/o PCDA that some of the CPPCs are crediting pension and Family pension very late in the account of pensioner especially civilian pensioner. All the CPPCs were handed the pendency list and were requested to improve their performance in crediting the pension/ family pension on time.
c. To provide image of PPO for data purification
All the CPPCs were requested in the meeting to provide PPO image to them to facilitate data purification which was agreed to.
d. Attend the meeting as and when it is convened by the PCDA.
All the CPPCs were requested to attend meetings as and when convened by the PCDA

Dept of telecommunication:
a) Recovery of excess and overpayment of pension
b) Return of inactive PPOs
c) Delay in Timely Payment of Pension and Family Pension
d) Reconciliation of Data

Ministry of Railways :-
a) Non-submission of E-scroll on time and Reconciliation thereof.
b) Acknowledgement of e-PPO

Agenda Item No.14- Any other points with permission of chair

a) Payment of LTC to the pensioners of UT Chandigarh

The issue of payment of LTC to the pensioners of UT Chandjgarh was raised. The issue is being examined by the Central Pension Accounting Office (CPAO).

Subject : Procedure for extending the benefits of Old GPF / Pension Scheme to those casual workers covered under the Scheme of 1993 and regularized on or after 01.01.2004.

It has been observed that the pension cases of casual labor who were regularized on or after 01.01.2004 and eligible for old GPF/Pension Scheme vide DOPT OM No.49014/2/2014-Estt(C) dated 28.07.2016 have not been processed by the concerned Ministries/Departments. In order to avoid the hardship to the pensioners all the Ministries/Departments/PAOs have been requested to finalise the pension cases of the pensioners after following the procedure below:

1) Deptt. may issue the order that the old GPF Scheme/ Pension Scheme is applicable to the concerned official.
2) CPAO may be requested through concerned Pay & Accounts Office to stop Provisional Pension after cancellation of PPO, if issued.
3) NSDL may be requested by the concerned PAO to deposit the NPS subscription, Govt. Contribution plus interest thereon into the Govt. Account through ERM of NSDL.
4) On receipt of the amount it may be classified by the concerned PAO as below:

Subject : E-scroll to process the revision of pension cases.

Attention is invited to this office OM No. CPAO/IT &Tech/Revision (7th CPC)/19. Vol-III (B)/2017-18/133 dated-11.10.2017 wherein it was intimated that the payment details based on e-scrolls received from banks w.r.t. the pensioners/family pensioners viz Bank Name, Accounts No. and BSR Code is provided in PAOs login on the portal eppoinicirt. Step by step procedure was also attached therewith to facilitate the PAOs to view the payment details of the pensioners/family pensioners.

But, it has been observed that Pay and Accounts Offices are not using the facility of e-scroll available with them while processing the revision of pension cases. As a result large number of discrepancies/errors are being found in the e-revision cases received in CPAO and are being returned to the concerned Pay and Accounts Offices resulting in unnecessary delay in processing of pension cases. Facility of e-scroll assists in correctness of Account Number, BSR Codes, Status of credit of pension and date of credit of pension, etc. (Step by step procedure to view the payment details is attached herewith for ready reference).

In view of the above, all the Pr. CCAs/CCAs/CAs/AGs/Administrators of UTs are requested again to instruct their Pay and Accounts Offices under their jurisdiction to use the facility of e-scroll before processing the cases of e-revision for correctness in order to avoid return of e-revision cases.
This issues with the approval of Chief Controller (Pensions).

Subject:- Grant of Fixed Medical Allowance.

DOP&PW vide its OM No.45/57/97-P&PW(C) dated-19.12.1997 followed OM No. 4/25/2008-P&PW (D) dated-26.05.2010, OM No. 4/25/2008-P&PW (D) dated 29.11.2014 and OM No. 4/34/2017-P&PW (D) dated-19.07.2017 had introduced the payment of Medical Allowance to those pensioners who were not residing in the areas where no such outdoor facilities are available. An undertaking is required to be submitted by claimants to the effect that they are not residing in the areas where no such outdoor facilities are available. On the basis of this undertaking pension disbursing authorities shall make an entry in regard to grant of medical allowance in the both halves of PPO of the individual concerned and authorise payment of medical allowance. Such an undertaking can be obtained by Bank,Departmental PAO and Treasury, as applicable once every year alongwith other certificates, the pensioner is required to furnish.

As and when grant of medical allowance to a pensioner/family pensioner is authorized by the pension disbursing authority, intimation to this effect shall be sent to the CPAO/concerned Pay & Accounts Office in the prescribed proforma. The payment shall be made to the pensioner by the pension disbursing authority alongwith pension/ family pension of monthly basis.

All Heads of Government Accounts Department and CPPCs are advised to make the payment accordingly alongwith recovery made, if any.

Central Pension Accounting Office (CPAO) celebrated its 29th Foundation Day today in the service of the Central Civil Pensioners.

The Central Pension Accounting Office (CPAO) celebrated here today its 29th Foundation Day in the service of the Central (Civil) Pensioners. CPAO (website www.cpao.nic.in) was established on 1st January, 1990; primarily to cater to the needs of central civil pensioners and other stakeholders in the Ministries/ Departments and Banks. The Central (Civil) pensions are authorized through Central Pension Accounting Office (CPAO) functioning under the Controller General of Accounts (CGA). CPAO is administering the 'Scheme for Payment of Pensions to Central Government Civil Pensioners by Authorized Banks (both Public Sector and some Private sector Banks). Its functions include, issue of Special Seal Authorisations (SSAs) for pension payments to Authorised Banks, preparation of budget for the Pension Grant and accounting thereof, reconciliation with and performance review of banks with respect to pension payments and disbursements & maintenance of the database of the Central Civil Pensioners etc.

CPAO was created with the primary objective of simplifying procedure and reducing the number of agencies for pension payment and to expedite the process of authorization, revision and transfer of pension through Authorized Banks. The working of CPAO is fully computerized and it maintains a database of over 12 lakh Central (Civil) pensioners through Pension Authorisation, Retrieval and Accounting System (PARAS). These pensioners are being provided pension related services by the CPAO through more than 70,788 paying bank branches all over the country.

CPAO has Pension Tracking System to check the latest status of the pension processing and SMS facility is also being provided to the pensioners at each stage. CPAO has taken many steps under Digital India Mission like e-Scroll, e-SSA, e-PPO project etc. to reduce the paper movement and creation of digital record of the Special Seal Authorities (SSAs), PPO (Pension Payment Order) etc. CPAO is also handling the grievances of the Central (Civil) Pensioners through its Grievance Redressal Mechanism which includes Web Responsive Pensioners Service (WRPS) facilitating information to pensioners on pension payments, facility to view and download latest orders and special seal authorities (SSAs) issued by CPAO among others.

The Controller General of Accounts, Department of Expenditure, M/o Finance, GOI has launched the upgraded version of Central Pension Accounting Office (CPAO) website www.cpao.nic.in primarily to cater to the needs of central civil pensioners and other stakeholders in the Ministries/Departments and Banks.

The website has been developed in-house by the NIC Wing of CPAO. The CPAO website is now web responsive and can be accessed by the pensioners on the mobile, tablet and other digital devices in a more responsive manner. The website provides a single window for both accessing pension related information and facilitating grievance Redressal of pensioners. By registering on the CPAO website, the pensioners can get the detailed information of their pension processing status and the last 12 payment details. They can also view and download all PPOs (Pension Payment orders) and SSAs (Special seal authorities) issued by CPAO. Apart from this, pensioners can register their grievances on CPAO website and track the status thereon.

The Ministries/Departments and banks have also been provided MIS Reports under their respective logins and their users can access various reports designed as per their needs. This would help them in better pension delivery and faster grievance redressal of pensioners.

Sub: Submission of e-Revision Authorities through the e-Revision utility by the PAOs reg.

Revision of about 9.5 lakhs Pre-2016 pension cases & about 16000 post-2016 cases became due as per the recommendations of 7th CPC. As per DP&PW OM No. 38/37/2016-P&PW(A) (ii) dated 04/08/2016, pension cases of Pre-2016 pensioners have already been revised by the banks by applying the multiplication factor of 2.57.

2. However, pension of pre-2016 cases needs to be revised by concerned PAOs as per OM No
38/37/2016-P&PW(A) dated 12th May,2017. For these revision cases, CPAO has developed an
e-Revision utility for sending the revision cases to CPAO. It has been noticed that some
Ministries/Departments are sending on-line digitally signed revision authorities and also
sending the same authorities manually to CPAO.

3. All the Ministries/Departments are requested to instruct PAOS of their Ministries/Departments that if PAOs have already sent authorities through e-Revision utility and signed digitally, there is no need to send manual revision authorities to
CPAO/

This issues with the approval of the competent authority.

Attention is invited to this Office OM No. CPAO/Tech/Banks Performance/2015­16/45 dated-02.06.2016[Sl. No. (i) a & (i) b] followed by minutes of the meeting dated­22.08.2016[Para II-(b)] on the above subject whereby Heads of all the CPPCs and Government Business Divisions of the Banks were advised to Commence the family pension to the spouse immediately on receipt of death certificate of the pensioner, proof of spouse age/date of birth and undertaking of recovery of excess payment latest within a month. However, analysis of reports prepared in CPAO regarding time taken in conversion of pension to family pension in favour of spouse of deceased pensioners shows inordinate delay in many cases. The details of these cases are available in CPPC logins on http://eppo.nic.in.

In view of the above, Heads of CPPCs and Government Business Divisions of the banks are advised to review the attached delay report and ensure compliance of the above instructions and submit the status report to CPAO along with reasons for delay by 8th March, 2017 positively by e-mail at vijay.17@gov.in

Subject: Allotment of 12 Digit PPO Number to Pre-90 pensioners - regarding

Reference is invited to this office circular No. CPAO/TECH/PRE-90/DBK/2011-12/115 dated 02.01.2012 (copy enclosed), regarding allotment of 12 Digit PPO Numbers to the Pre-90 pensioners/family pensioners. Since CPAO database recognizes only 12 digit PPO Number, it is required to lodge & track grievances and make queries on CPAO website. The 12 Digit PPO number is also required for the e-revision of pension. Therefore, all the Pay and Accounts officers are advised to follow the instructions contained in previous circular dated 02.1.2012 for the conversion of Old PPOs. A list of all pending Pre-90 cases where PPO numbers are not yet converted into unique 12 digits PPO number is displayed at Sl.No 19 under the login of PAO in CPAO website www.cpao.nic.in.

All the Pr. CCAs/CCAs/CAs(IC) are requested to instruct concerned PAOs to download old cases and send the photocopies of PPOs along with duly filled proforma for allotment of 12 digits PPO Number.

Subject:- Indication of Aadhaar number in Pension papers of all employees-regarding.

Attention is invited to CPAO OM No. CPAO/Tech/Jeevan Pramaan/2015-16/1770 dated 07.03.2016 and D.O. letter dated 30.07.2015 from CGA to all Secretaries (Civil Ministries) followed by OM No. CPAO/Tech/Jeevan Pramaan/2016-17/07 dated-07.04.2016 regarding incorporation of Aadhaar number in the fresh PPOs.

2. In terms of Section 7 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefit and Services) Act, 2016 “The Central Government or, as the case may be, the State Government may, for the purpose of establishing identity of an individual as a condition for receipt of a subsidy, benefit or service for which the expenditure is incurred from, or the receipt therefrom forms part of, the Consolidated Fund of India, require that such individual undergo authentication, or furnish proof of possession of Aadhaar number or in the case of an individual to whom no Aadhaar number has been assigned, such individual makes an application for enrollment: Provided that if an Aadhaar number is not assigned to an individual, the individual shall be offered alternate and viable means of identification for delivery of the subsidy, benefit or service”. Further, DP&PW has intimated vide OM No. 1/20/2016 P&PW (E) dated-08.08.2016 (copy enclosed) that it has issued a revised format for the application for pension by retiring employees (Form-5) in which Aadhaar number is to be indicated, if available. DP&PW has also requested Secretaries of the Ministries/ Departments to ensure that only the latest revised Form 5 & 7 complete in all respects including Aadhaar number, where available, are forwarded along with pension papers to the PAO.

3. In view of above, all Pr. CCAs/CCAs/CAs/AGs/ Administrators of UTs are again requested to issue instructions to PAOs to invariably watch the mention of Aadhaar Number in Pension paper received from Heads of Offices. Further it is also requested to take up the matter with JS (Admin) and Heads of Department/ Heads of Offices of respective Ministries/ Departments to ensure for providing Aadhaar number in pension papers in all cases being submitted to concerned PAOs to enable them to incorporate the same in PPO booklets.

Clarification on the points raised by banks in the meeting held on 22.08.2016

1Applicability to absorbeesPara 7 (a) of the OM No. 38/37/2016-P&PW (A) (ii) dated-04.08.2016 issued by DP&PW stipulates that “Where the Government servants on permanent absorption in Public Sector Undertakings/ Autonomous Bodies continue to draw pension separately from the Government, the pension of such absorbees will be updated in terms of these orders. In cases where the Government servants have drawn one time lump sum terminal benefits equal to 100% of their pensions and have become entitled to the restoration of one-third commuted portion of pension as per the instructions issued by this Department from time to time, their cases will not be covered by these orders. Orders for regulating pension of such pensioners will be issued separately”.
2Applicability of family pensions for absorbeesPara 7 (b) of the OM No. 38/37/2016-P&PW (A) (ii) dated-04.08.2016 issued by opapw stipulates that “In cases where, on permanent absorption in public sector I undertakings/ autonomous bodies, the terms of absorption and/or the rules permit grant of family pension under the CCS (Pension) Rules, 1972 or the corresponding rules applicable to Railway employees/ members of All India Services, the family pension being drawn by family pensioners will be updated in accordance with these orders."

4Interpretation of para 6 of OM dated 04.08.2016 on dearness relief to employed/ re-employed pensioner.It has been clarified by Director, DP&PW that “As is clear from para 7(a) of the OM dated 04.08.2016, the pension of those pensioners who are re-employed and were not drawing dearness relief before 01.01.2016, is also required to be revised w.e.f. 01.01.2016 in terms of the said oM. However, dearness relief on revised pension will not be admissible during the period of re-employment”.
5Format of reporting through e-scrolls of 7th CPCIt has already been mentioned in para 3 of CPAOs OM No. CPAO/lT&Tech/Revision (7030/19 Vol-III/2015-16/109 dated-11th August, 2016 that “after paying the revised pension and arrears, banks have to flag the revised cases in the Format-A of e-Scrolls to be submitted to CPAO so that revised cases may be identified at CPAO. To enable the banks for flagging of such cases, necessary modifications have been made in the Format-A of e-Scroll by changing the heading of column -18 to “Applicable Pay Commission”. Under this column, banks have to fill “7” for the cases which have been revised under 7th CPC by them”. Further, in the Column No. 27 of Format-F in e-scroll titled “Pay Commission" 7th CPC may be incorporated and sent alongwith Format-A. Each CPPC must attach Format-F with each e-scroll.
6Who would do Ex-gratia payment revision?The DP&PW oM No.38/37/2016-P&PW (A) (ii), dated 04.08.2016 is meant for revision of pension only of pre-2016 pensioners/family pensioners for which banks have been authorized to revise the pensions and make payment accordingly. Revision of ex-gratia payment is to be dealt with in accordance with para 12.1 of DP&PW oM No. 38/37/2016-P&PW (A) (i), dated 04.08.2016. The ex-gratia revision cases are required to be dealt with by the Department concerned and not by banks
7Specific case of the Chief Election CommissionerIn this context para 2.3 of DP&PW OM No. 38/37/2016-P&PW (A) (ii), dated-04.08.2016 clearly states that these orders do not apply to the retired High Court and Supreme Court Judges and other Constitutional/ Statutory Authorities whose pension etc. is governed by separate rules/orders.
8How to deal with cases where pension is being paid on 5th CPC rates. Following categories:-i) Employees suspended before 2006 and also retired before 01.01.2006.
ii) Employees suspended before 2006 but retired after 01.01.2006.
iii) Employees who retired before 2006 and against whom departmental/judicial proceedings were
pending at the time of retirement.
were allowed to draw provisional pension in the pre-2006 pay scales.
Later on DP&PW vide 38/6/2010-P&PW (A)(pt) dated18.03.2013 had decided to revise all such cases of provisional pensions in terms of their OM No. 38/37/08-P&PW (A) dated-01.09.2008. As such these cases may be referred to the concerned Ministry/Department for revising them first as per 6th CPC before they are revised under 7th CPC.
9Applicability of 7th CPC revisions to various categories of pensioners.As per para 2.1 of DP&PW OM No.38/37/2016-P&PW(A) (ii) dated-4th August, 2016, “These orders shall apply to all pensioners/family pensioners who were drawing pension/family pension before 1.1.2016 under the Central Civil Services (Pension) Rules, 1972, Central Civil Services (Extraordinary Pension) Rules and the corresponding rules applicable to Railway pensioners and pensioners of All India Services, including officers of the Indian Civil Service retired from service on or after 1.1.1973. A pensioner/ family pensioner who became entitled to pension/ family pension with effect from 01.01.2016 consequent on retirement/death of Government servant on 31.12.2015, would also be covered by these orders”.The categories of pensioners further clarified by Director, DP&PW to SBI is as under:-
i) The pension of Defence Civilian Pensioners, Postal and Telecom Pensioners under CDA category is regulated by CCS (Pension) Rules. These pensioners are, therefore, eligible for revision of pension under OM dated 4.8.16. However the absorbee pensioners of BSNL/MTNL who are getting pension under IDA category are not covered by this OM. The absorbee pensioners who had taken lump-sum in lieu of their monthly pension and are getting only one-third restored pension are also not covered by this OM.
ii) The State Government pensioners are not eligible for revision of pension under this OM. However the All India Service officers and employees retired from CAG/AGs/Audit & Accounts Departments in States are covered under this OM.
10Applicability of Additional Pension on attaining the age of 65 years to the pensioners of UT Chandigarh on the pattern of Punjab State GovernmentA clarification has been sought from IS (UT), MHA and DP&PW Central Government instructions allow additional pension only on attaining age of 80 years and above. Therefore, the additional payment on attaining the age of 65 years in case of UT Chandigarh pensioners banks should not grant additional pension on attaining the age of 65 years instead of 80 years until a
clarification regarding applicability is received.

Subject:- Incorporation of Aadhaar number in fresh Pension Payment Orders [PPOs].

Attention is invited to CPAO OM No. CPAO/Tech/leevan Pramaan/ 2015-16/ 1770 dated 07.03.2016 (Annex-l) and DO letter dated 30.07.2015 from CGA to all Secretaries (Civil Ministries) regarding incorporation of Aadhaar number in the fresh PPOs (Annex-II). In this context, it is observed that progress in incorporation of Aadhaar numbers in the fresh PPOs has been very low. For the period July, 2015 to March, 2016 out of 25608 total fresh PPOs received in CPAO, only in 1907 (7.45%) cases Aadhaar number was mentioned.

2. In view of Aadhaar Cards numbers crossing 100 crores marks and implementation of Aadhaar linked Biometric Attendance System in most of the central government offices, it is very unlikely that a retiring government servant will not have Aadhaar number. Further, DOPT vide its OM No. Z-20025/9/2014-Estt (AL) dated-03.11.2014 (Annex-III) had requested all Ministries/ Departments to ensure that the Service Books of all employees have an entry of Aadhaar number.

3. In view of above, all Pr. CCAs/CCAs/CAS are once again requested to take up the matter with IS (Admn) and Heads of Offices of respective Ministries / Departments to arrange for providing Aadhaar number in all pension papers to be submitted to concerned PAOs to enable them to incorporate the same in PPO booklets.

Sir,
I am directed to refer to this Ministry’s letter No.08/08/97-FF(P) dated 16/20th August 1997 wherein it was decided that pension be linked with the price index in an appropriate manner.

2. Subsequently, in consultation with the Ministry of Finance,Department of Expenditure and after taking into consideration the All India Consumer Price Index (AICPI) for Industry Workers(IW) in June 1997 as the base, Dearness Relief @7% of the pension or dependent family pension was sanctioned w.e.f. 1st August 1998 vide Ministry of Home Affairs letter no.08/08/97-FF(P) dated 14th October 1998.
3 With reference to Central Samman Pension, the dearness relief is revised annually in consultation with the Ministry of Finance, With effect from 01.08.2015 the has been enhanced by 20%. The Dearness Relief revised/enhanced from time to time indicated as below:-
(i) @20% w.e.f. 01.08.1999.
(ii) @24% w.e.f. 01.08.2000.
(iii) @28% w.e.f. 01.08.2001.
(iv) @34% w.e.f. 01.08.2002.
(v) @39% w.e.f. 01.08.2003.

(vii) @50% w.e.f. 15.08.2005.

5. It is to be ensured that revised Dearness Relief is to be paid along with pension for the month of August, 2015, and no arrears payment on account of enhanced Dearness Relief is to be paid subsequently.

6. This issues with the approval of Ministry of Finance, Department of Expenditure E.V. Branch given vide their ID No.1(7)/E-V/2004 dated 12.08.2015 and concurrence of Integrated Finance Division of Ministry of Home Affairs given vide their C.F.3305704/AS&FA(H) dated 12.08.2015.

Subject:- Revision of pensions of pre-2006 pensioners.
Attention is invited to DP&PW OM No.38/37/08-P&PW (A) dated-30.07.2015 on the above subject (copy enclosed) in which it has been decided to grant the benefit of revision of pension of those pre-2006 pensioners w.e.f 01.01.2006 who are entitled to get the benefit of revised pension w.e.f. 24.09.2012 as per DP&PW O.M. ofeven No. Dated-28.01.2013.
 
As per record available with CPAO, 71,515 pensioners/family pensioners are entitled to get the benefit of revised pension from 01.01.2006. These cases have been categorized as follows:-
i) 15, 466 cases which have not been revised so far to be revised by ministries / Departments after checking their records. 
ii) 26,893 cases have been revised after due process by Head of Office -> PAD-> CPAO and CPAO has full required data of these cases for which a consolidated amendment authority in batches is being separately sent from CPAO to CPPCs for effecting pension revision w.e.f. 01.01.2006 and FAQs will be informed accordingly. 
iii) 29,156 cases which have already been revised w.e.f. 24.09.2012 but HOO/PAO’s checking of information is required for sending revision special seal authority (SSA) to CPAO after following usual process
i.e. Head of Office -> PAO->CPAO.
All Heads of the Departments/ Heads of the Offices and Pr. CCAs/CCAs/CAs/AGs/Administrator of UTs are requested to finalize the cases mentioned at category No. (i) & (iii) above at the earliest and send the revised Special Authorities through PAOs to CPAO for arranging the payment of arrears. They may also check their records for any additional cases requiring revision. The Ministry-wise/Department-wise details of outstanding cases as (i) & (iii) above have been made available on CPAO’s website which can be downloaded by using PAO login.

Subject:- Preparation of list of Government servants due to retire along with their Aadhaar numbers and incorporation of Aadhaar number in PPO Booklet.

1. As a part of Digital India initiatives, Digital Life Certification (DLC) of the pensioner has been made an option for submission of life certificate by the pensioner in the month of November each year. As the role of Aadhaar has become vital, a column for Aadhaar has already been provided in the Pension Payment Order booklet. Accordingly, all Heads of Offices have to ensure that wherever available same is provided to their Pay & Accounts Offices alongwith pension papers of the retiring government servants. In this regard, a provision has also been made in CAM-52 (PPO Booklet) by adding the following columns after existing column no.5.

7. Aadhaar No. (if Available)
8. Mobile No. (if Available)
9. E-Mail ID (if Available)
 
2. The seeding of Aadhaar with pensioners’ PPO number and their bank accounts is being closely monitored by Prime Minister Office. While this information is being regularly collected by CPAO from banks, the processing of fresh pension cases alongwith Aadhaar number is a very important requirement for expediting seeding of Aadhaar number by banks with PPO number & bank account and smooth implementation of submission of DLCs by pensioners in the month of November.

3. Further, attention is invited to Rule 56 of CCS (Pension) Rules which provides that:-
“(1) Every Head of Department shall have a list prepared every three months, that is, on the 1st January, 1st April, 1st July and 1st October each year, of all Government servants who are due to retire within the next twelve to fifteen months of that date.
 
(2) A copy of every such list shall be supplied to the Accounts Officer concerned not later than 31st January, 30th April, 31st July or 31st October, as the case may be, of that year.”

4. To avoid any delay in finalizing the pension cases all Heads of Offices should have first-hand information of the Aadhaar number while preparing the list of retiring government officials as per the provision of Rule 56 of CCS (Pension) Rules and should provide the same to the Accounts Officer concerned not later than 31st January, 30th April, 31st July or 31st October of that year.
 
5. In has been observed that during the month of June, 2015; out of 3101fresh PPOs (Pension Payment Orders), only in 220 cases Aadhaar numbers have been indicated. All Pr. CCAs/CCAs/ AGs are once again requested to ensure that all fresh PPOs are sent to CPAO with Aadhaar numbers wherever available and quarterly list of would be retirees as mentioned in para 3 & 4 above also mention Aadhaar numbers wherever available.

Subject:- Aadhar based Digital Life Certificate (Jeevan Pramaan)

The Hon’ble Prime Minister has launched “Jeevan Aadhaar” (Aadhaar based biometric verification system for pensioner).  To make its implementation successful Department of Financial Services has constituted a sub-group comprising of RBI, Indian Bank’s Association (IBA),, State Bank of India, Punjab National Bank, Bank of Baroda and Canara Bank. Accordingly,’RBI, IBA and Department of Financial Services have issued necessary guidelines/ instructions to all banks for their convenience. To implement Jeevan Pramaan it is necessary on the part of banks to seed the Aadhaar number with Pension Payment Order and bank account number. To complete this task, all banks have to take special drive to collect the Aadhaar number of pensioners and make it a part of their master data.

In the above context Addl. CGA has taken a meeting on 24.12.2014 with the discuss the further strategy for speedy implementation of the system. In the meeting, it was decided that to ensure the genuineness of the pensioner it is necessary to seed the Aadhaar number with PPO and pensioners bank account. Because at present banks are not having pensioners’ data base on their server to link them with the details of PPOs and Aadhaar numbers, they were advised to prepare a data-base of pensioners account first at the earliest and link them with Aadhaar server. For this purpose, they will call the pensioners to come to bank alongwith their original Aadhaar card and its photocopy for identification. The designated officer of the bank will identify the pensioner with reference to the PPO and KYC document and seed his pension account with Aadhaar server.

He will keep the photocopy of Aadhaar Card in the pensioners’ folder for record. The bank will apply this strategy immediately with those pensioners whose life certificates are still pending and are interested to opt for digital certification of their life. Thereafier, they may complete this task well before November, 2015, when life certificate becomes dues.

A column for Aadhaar number has been provided in the format of master data and made available on CPAOs website. All CPPCs are advised to update their master data duly seeded with PPO number & bank account numbers and send the same to CPAO by e-mail at cpao.masterdata{@}gmail.com at the earliest so that CPAO also updates its master data for validation purpose.

This task must be completed on top priority basis.

    Sub: Manner of disposal of PPO - death of the pensioner with no claimant authorized for family pension in the same PPO

The Central Pension Accounting Office is a nodal agency for administering the Scheme for pension disbursement through public sector banks. It is in continuous process of streamlining and simplifying the pension delivery to the utmost satisfaction of Pensioner’s/ family pensioner’s comfort and convenience. The disbursement of family pension to the “family pensioner other than spouse” like widowed/divorced daughter is one of those areas in which a lot of efforts have been put in to simply and make them effective and efficient.

But it has been observed that a number of court cases and legal cases received in CPAO are mainly related to delay in the commencement of family pension to the family pensioner other than a spouse and arisen due to negligence on the part of the banks in returning the disbursers’ and the pensioners’ half of the PPO to CPAO if there is no family pensioner stands to be authorized through the same PPO.

In this context, Para 23.3 of "Scheme for Payment of Pensions to Central Government Civil Pensioners through Authorized Banks" provides the manner of disposal of PPOs wherein no claimant exists after the death of pensioner/family pensioner with the stipulation that the disburser’s portion as well as pensioner’s portion of the PPO is to be returned to CPAO for updation of its record and onward transmission to the PAD/AG who had issued the PPO for similar action and record.

The non-compliance of these instructions by the banks is resulting increase in receipt of number of court cases and legal cases in CPAO, non-updation of CPAO’s and PAO's relevant record, delay in authorization of family pension to the eligible family members for whom a new PPO is to be issued, causing hardship to the claimants, points raised by the Pensioners' Welfare Associations from different platforms including SCOVA meetings.

The Para 6.3.1 of the CPPC Guidelines also stressed upon the strict adherence to the codal provisions of "Scheme Booklet”, CCS[Pension] Rules, Orders, Guidelines on Pension issued by Government of India/Reserve Bank of India from time to time.

Non-compliance of codal provisions by the banks is a very serious lapse on their part. Therefore, it is imperative to instruct the Heads of CPPC of all the banks/ Heads of Govt. Business Divisions to take a stock of these cases and send a Review Report within seven days from the receipt of this Office Memorandum followed by returning of both the halves of all such PPOs wherein pensioner/spouse has died and no claimant for family pension has been authorized in the PPO. The matter may be taken
on priority as it is under review at the higher level.

This issues with the approval of Chief Controller [Pensions].
