OFFICE MEMORANDUM

Sub: Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2018-19.

The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2018-19 to the Central Government employees in Group ‘C’ and all non gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall be monthly emoluments of Rs. 7000/-, as revised w.e.f 01/04/2014 vide OM No.7/4/2014 E.Ill(A), dated 29th August, 2016. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.

The benefit will be admissible subject to the following terms and conditions:

  •     Only those employees who were in service as on 31.3.2019 and have rendered at least six months of continuous service during the year 2018-19 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months);
  •     The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments in a month will be divided by 30.4 (average number of days in a month). This will, thereafter, be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs. 7000 (where actual average emoluments exceed Rs. 7000), Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 7000×30/30.4=Rs.6907.89 (rounded off to Rs.6908/-).
  •     The casual labour who have worked in offices following a 6 day week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 day week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs. 1200×30/30.4 i.e.Rs.1184.21 (rounded off to Rs. 1184/-). In cases where the actual emoluments fall below Rs. 1200/- p.m., the amount will be calculated on actual monthly emoluments.
  •     All payments under these orders will be rounded off to the nearest rupee.
  •     Various points regarding regulation of Ad-hoc / Non- PLB Bonus are given in the Annexure.

3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.

4. The expenditure to be incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.

5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the Comptroller and Auditor General of India.

Abnormal delay is taking place in declaration of Bonus & DA. Normally, DA is declared in September. Bonus is declared well ahead of Pooja holiday. But this time, till today no orders are issued. To protest against this abnormal delay, Confederation of Central Govt. Employees & Workers CHQ calls upon all affiliates and C-o- Cs to hold protest demonstration in front of all offices from today onwards till Bonus & DA is declared. Higher form of action will be decided by National Secretariat,If Govt refuses to declare DA & Bonus.

7th Pay Commission latest news today: Around 1.1 crore central government employees are eagerly waiting for the announcement of an increase in their Dearness Allowance (DA). The festive season has virtually started and Dussehra, Diwali and other big holy days are just around the corner. This is the time when everyone celebrates these festivals with pomp and splendour and that includes central government employees too. For this money is required and so far the extra amount from DA has not reached them. They have been waiting for the good news announcing the granting of DA. However, this has not happened so far and today Modi Cabinet meeting is scheduled today will start at evening 06.30 PM of 03rd Oct, 2019.

They were hopeful that it will be announced in last month September 2019, but due to PM’s foreign visit the announcement get delayed. The announcement of the DA hike is made by government usually by mid-September. It is October now and the same has not happened. Now the the same should have happened today in Cabinet meeting scheduled today evening around 6.30 pm as per news sources. and the chances of the 7th pay commission (7th CPC) linked DA hike and Ad-hoc Bonus are to be considered.

Expectations are that the government may announce it by Dussehra in October. The government is expected to announce DA hike of 5% and this translates from between Rs 900 to Rs 12,500 per month increase in salary, depending on the pay levels. The 5% increase in DA of central government employees, if it happens, will be the highest in 3 years. The reason for this is the rise in inflation in AICPIN during January to June 2019. Inflation in the AICPI figures for January to June has risen by more than 5%.

Ad-hoc Bonus for Central Government Employees is also on the cards as PL Bonus to Railways and Defence Employees have already approved. Now, it will also be announced on today and will be great festival gift from the Modi Cabinet to all non-gazetted central government employees.

Subject : Grant of ad-hoc bonus for 30 days to the Group 'C' & 'D' RPF/RPSF personnel for the financial year 2017-2018.

The President is pleased to decide that all Group 'C' & 'D' RPF/RPSF personnel, may be granted ad-hoc bonus equivalent to 30 (thirty) days emoluments for the financial year 2017-2018, without any wage eligibility ceiling. The calculation ceiling for payment of ad-hoc Bonus under these orders shall be monthly emoluments of Rs.7000/-, as revised w.e.f 01.04.2014 vide Ministry of Finance (Department of Expenditure)'s OM No. 7/4/2014/E.III9A), dt. 29th August, 2016.

2. The benefit will be admissible subject to the following terms and conditions:-
a) Only those Group 'C' & 'D' RPF/RPSF personnel who were in service on 31.3.2018 and have rendered at least six months of continuous service during the year 2017-18 will be eligible for payment under these orders. c) All payments under these orders will be rounded off to the nearest rupee.

d) Various points regarding regulation of Ad-hoc/Non-PLB Bonus are given in the Annexure.

e) All the Group 'C' & 'D' RPF/RPSF personnel, regardless of whether they are in uniform or out of uniform and regardless of place of their posting, shall be eligible only for ad-hoc bonus in terms of these orders.

Sub: Productivity Linked Bonus for the Accounting year 2017-18.

The undersigned is directed to convey the sanction of the president of lndia to the payment of Productivity Linked Bonus for the Accounting year 2017-18 equivalent of emoluments of 60 (Sixty)Days to the employees of Department of Posts in MTS, /Group 'C' and non-gazetted Group 'B'. Ex-gratia payment of bonus to Gramin Dak Sevaks who are regularly appointed after observing all appointment formalities, and Ad-hoc payment of bonus to Casual laborers who have been conferred Temporary Status are also to be paid equivalent to allowance/wages respectively for 60 (Sixty) Days for the same period

1.1 The calculation for the purpose of payment of bonus under each category will be done as indicated below:-

2. REGULAR EMPLOYEES:

2.1 Productivity Linked Bonus will be calculated on the basis of the following formula:-

2.2 The terms "emoluments" for regular Departmental employees includes Basic Pay in the Pay Band plus Grade Pay, Dearness Pay, Personal pay, Special pay (Allowances), S. B Allowance, Deputation (Duty) Allowance, Dearness Allowance and Training Allowance to Faculty members in Training Institutes. In case of drawal of salary exceeding Rs.7000/- (Rupees Seven Thousand only) in any month during the accounting year 2017-18, the emoluments shall be restricted to Rs.7000/-  (Rupees Seven Thousand only) per month only.

3.5 In case of those Gramin Dak Sevaks who were under put off, or on whom dies-non was imposed, or both during the accounting year, the clarificatory orders issued vide Paras 1 & 3 respectively of this office order No 26-08/80-PAP (Pt-l)dated 11.6.1981 and No. 26-04/87-PAP(P.II) dated 8.2.1988 will apply.

4. FULL TIME CASUAL LABOURERS INCLUDING TEMPORARY STATUS CASUAL LABOURERS.)

4.1 Full Time casual Laborers (including Temporary status casual Laborers who have worked for 8 hours a day, for at least 240 days in a year for three consecutive years or more (206 days in each year for three years or more in case of offices observing 5 days a week) as on 31 03.2018) will be paid ad-hoc bonus on notional monthly wages of Rs 1200/. (Rupees Twelve hundred only) The maximum ad-hoc bonus will be calculated as below:

The above rate of bonus per day may be applied to the number of days for which the services of such casual laborers had been utilized during the period from 1.4.2017-31 .03.2018. In cases where the actual wages in any month fall below Rs.12001 during the period 14.2017 to 31 3.2018, the actual monthly wages drawn should be taken into account to arrive at the actual ad-hoc bonus due in such cases.

5. The amount of Productivity Linked Bonus/ex-gratia payment/Ad-hoc bonus payable under this order will be rounded off to the nearest rupee. The payment of Productivity Linked Bonus as well as the ex-gratia payment and ad-hoc payment will be chargeable to the Head "salaries" under the relevant Sub-Head of account to which pay and allowances of the staff are debited The payment will be met from the sanctioned grant for the year 2018-19.

6. After payment, the total expenditure incurred and the number of employees paid may be aicertained from all the units by Circles and consolidated figures be intimated to the Budget Section of the Department of Posts The Budget Section will furnish consolidated information to PAP Section about the total amount of bonus paid and the total number employees (category-wise) to whom it was disbursed for the Department as a whole.

2.3 "Average Emoluments" for a regular employee is arrived at by dividing by twelve, the total salary drawn during the year 2017-18 for the period from 1.4.2017 to 31.03.20.18, by restricting each month's salary to Rs. 7000/- per month. However, for the periods of EOL and Dies-Non in a given month, Proportionate deduction is required to be made from the ceiling limit of Rs 7000/-

2.4 In case of those employees who were under suspension, or on whom dies-non was imposed or both, during the accounting year, the clarificatory orders issued vide Paras 1 & 3 respectively of this officer order No 26-8/80-PAP (Pt.l) dated 11.6.1981 and No. 26-4/87-PAP(Pt.II) dated 8.2 1988 will apply.

2.5 Those employees who have resigned/retired or left services or proceeded on deputation within tire Department of Posts or those who have proceeded on deputation outside the Department of Posts after 31 .03 2018 will also be entitled to bonus. In case of all such employees, the Productivity Linked Bonus admissible will be as per provisions of Paras 2.1 to 2 3 above

3. GRAMIN DAK SEVAKS (GDS)

3.1 In respect of GDS employees who were on duty throughout the year during 2017-18, Average Monthly Time Related continuity Allowance will be calculated taking into account the Time Related Continuity Allowance (TRCA) plus corresponding Dearness Allowance drawn by them for the period from 1.4.2017 to 31.3.2018 divided by 12. However, where the Time Related Continuity Allowance
exceeds Rs. 7000/- in any month during this period, the allowance will be restricted to Rs.7000/- per month Ex-gratia payment of bonus may be calculated by applying the bonus formula as mentioned below:

3.2 The allowance drawn by a Substitute will not be counted towards bonus calculation for either the Substitutes or the incumbent GDSs. In respect of those GDS who were appointed in short term vacancies in Postmen/MTS Cadre, the clarificatory orders issued vide Directorate letter No 26-6/89-PAP dated 6.2.1990 and No. 26-7/90-PAP dated 4.7.1991 will apply.

3.3 If a GDS has been on duty for a part of the year by way of a fresh appointment, or for having been put off duty, or for having left service, he will be paid proportionate ex-gratia bonus calculated by  applying the procedure prescribed in Para 3.1 above.

3.4 Those Gramin Dak Sevaks who have resigned discharged or left service after 01.04.2018 will also be entitled to proportionate ex-gratia Bonus. In case of all such Gramin Dak Sevaks, the Ex-gratia Bonus admissible will be as per provisions of Para 3.1 above.

7. This has the approval of Hon'ble Finance Minister vide Ministry of Finance, Department of Expenditure's ID No. 942259/E.III(A)/2018 dated 12.10.2018 and issue with the concurrence of AS & FA vide Diary No 100/FA-2018/CS dated 15.10.2018.

1. Whether the employees in the following categories are eligible for the benefit of ad-hoc bonus for an accounting year

Subject to completion of minimum six months continuous service and being in service as on 31st March, 2018.


(a) Employees appointed on purely temporary ad-hoc basis.

Yes, if there is no break in service.

(b)Employees who resigned, retired from service or expired before 31st March, 2018.

As a special case only those persons who superannuated or retired on invalidation on medical grounds or died before 31st′ March, 2018 but after completing at least six months regular service during the year will be eligible for the ad-hoc bonus on pro rata basis in terms of nearest number of months of service.

(c)Employees on deputation/foreign service terms to state governments, U.T.Governments, Public Sector Undertakings, etc., on 31st March, 2018.

Such employees are not eligible for the ad-hoc bonus to be paid by the lending departments. In such cases the liability to pay ad-hoc bonus lies with the borrowing organization depending upon the ad-hoc bonus/PLB/ex-gratiafincentive payment scheme, if any, in force in the borrowing organization.

(d) Employees who reverted during accounting year from deputation on foreign service with the organizations indicated in 'C' above.

The total amount of bonusiex-gratia received for the accounting year from foreign employer and the ad-hoc bonus, if any, due from a central government office for the period after reversion will be restricted to the amount due under ad-hoc bonus as per these orders.

(e) Employees from state Government/U.T. Admn./Public Sector Undertakings on reverse deputation with the Central Government.

Yes, they are eligible for ad-hoc bonus to be paid by the borrowing departments in terms of these orders provided no additional incentive as part of terms of deputation, other than Deputation Allowance, is paid and the lending authorities have no objection.

(f) Superannuated employees who were re-employed.

Re-employment being fresh employment eligibility period is to be worked out separately for re-employment period; the total amount admissible, if any. for prior to superannuation and that for re-employment period being restricted to the maximum admissible under ad-hoc bonus under these orders.

(g) Employees on half-Pay leave/E.O.L/Leave not due/study leave at any time during the accounting year.

Except in the case of leave without pay the period of leave of other kinds will be included for the purpose of working out eligibility period. The period of E.O.L./dies non will be excluded from eligibility period but will not count as break in service for the purpose of ad-hoc bonus.

(h) Contract employees.

Yes. if the employees are eligible for benefits like dearness allowance and interim relief. Categories not eligible for these benefits would be considered at par with casual labor in terms of ad-hoc bonus orders.

(i) Employees under suspension at any time during the accounting year.

Subsistence allowance given to an employee under suspension for a period in the accounting year cannot be treated as emoluments, Such an employee becomes eligible for the benefit of ad-hoc bonus if and when reinstated with benefit of emoluments for the period of suspension, and in other cases such period will be excluded for the purpose of eligibility as in the case of employees on leave without pay.

(j) Employees transferred from one Ministry./Department/Office covered by ad-hoc bonus orders to another within the Government of India or a Union Territory Government covered by ad-hoc bonus orders and vice versa.

Employees who are transferred from any of the Ministry/Department/Office covered by ad-hoc bonus orders to another such office without break in service will be eligible on the basis of combined period of service in the different organizations. Those who are nominated on the basis of a limited departmental or open competitive exam from one organization to a different organization will also be eligible for the ad-hoc bonus. The payment will be made only by the organization where he was employed as on 31st March,2018 and no adjustments with the previous employer will be necessary.

(k) Employees who are transferred from a Government Department/Organization covered by ad-hoc bonus orders to a Government Department/Organisation covered by productivity - Linked Bonus scheme or vice versa.

They may be paid what would have been paid on the basis of emoluments in ad-hoc bonus covered department for the entire year less the amount due as productivity-linked bonus. The amount so calculated may be paid by Department where he was working on 31s’ March, 2018 and/or at the time of payment.

(I) Part-time employees engaged on nominal fixed payment

Not eligible.
2. Whether ad-hoc bonus is payable to casual labour for an accounting year in the following cases:-


(a) Those who have put in specified number of days of work in different offices during each of the three years ending with the said accounting year.

The eligibility is to be worked out for three years from the said accounting year backwards. The period of 240 days of work in each of these years may be arrived at by combining the number of days worked in more than one offices of the government of India, for which bonus. ex-gratia or incentive payment has not been earned and received.

(b) Casual labour who were not in work on 31st March, 2018 .

The condition of being in on 31st March, 2018 employment as laid down in these orders is applicable to regular Government Employees and not to casual labour.

(c) Those who have put in at least specified number of days of work in each of two years preceding the accounting year but are short of this limit due to regularization in employment in the said accounting year.

If a casual labour, who has been regularized in the accounting year does not fulfill the minimum continuous service of six months as on 31st March, 2018 and therefore, cannot be granted benefit as a regular employee, he may be allowed the benefit as for a casual labour provided the period of regular service in the said year if added to the period of work as casual labour works out to at least specified number of days in that accounting year.

Respected Sir,

Sub: Grant of 'ad-hoc bonus' for the Central Autonomous Bodies for 2015-16, 2016-17 and 2017-2018- reg.

Kindly call for our earlier letter of even number dated October 30, 2017(copy enclosed), whereby it was requested, while thanking the government for having implemented VII CPC recommendations in case of staff of the Central Autonomous Bodies, that, their genuine grievance in respect of payment PLB/Ad-hoc bonus to these staff should also be considered .

It would be pertinent to recall that, Finance Ministry used to extend the benefit of PLB/Ad-hoc Bonus to the Central Autonomous Bodies also at par with other Central Government employees till the year 2014-15. Surprisingly, employees of the Central Autonomous Bodies have been deprived of this benefit after the year 2014-15 without assigning any bonafide reason thereto.

It is, therefore, requested that, necessary action may kindly be taken for granting ad-hoc bonus to the Central Autonomous Bodies also on par with the Central Government employees for the years 2015-16, 2016-17 and 2017-2018, as was being done till the year 2014-15 in the larger interest of justice and parity.

Subject: Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to the Central Government Employees for the year 2016-17.

A copy of Ministry of Finance (Department of Expenditure) O.M. No. 7/4/2014/E III (A) dated 19th September, 2017 on the above subject is forwarded herewith for information and necessary action in so far as Armed Forces personnel are concerned.

2. It is hereby clarified that Personnel Below Officer Ranks (PBORs) of the Armed Forces including JCOs in the Army and Officers of the equivalent rank in the Navy and Air Force will be eligible for the ad-hoc bonus for the year 2016-17 in terms of the Ministry of Finance OM referred to in para 1 above subject to the availability of requisite funds in the sanctioned budget provisions of Defence Services for the current financial year.

3. This issues with the concurrence of Finance Division of this Ministry vide their Dy. N0-443/AG/PD/2017 dated 28.9.2017.

Subject: Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2016-17.

The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2016-17 to the Central Government employees in Group 'C' and all non-gazetted employees in Group B, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall be monthly emoluments of Rs. 7000/-, as revised w.e.f 01/04/2014 vide OM No.7/4/2014-E.III(A), dated 29th August, 2016. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.

2. The benefit will be admissible subject to the following terms and conditions:-
(i) Only those employees who were in service as on 31.3.2017 and have rendered at least six months of continuous service during the year 2016-17 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months);

(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non- PLB (Ad-hoc bonus) for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will, thereafter, be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of monthly emoluments of Rs. 7000 (where actual average emoluments exceed Rs. 7000), Non-PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 7000×30/30.4=Rs.6907.89 (rounded off to Rs.6908/-).

(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 day week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.1200×30/30.4 i,e.Rs.1184 21 (rounded off to Rs.1184/-). in cases where the actual emoluments fall below Rs.1200/- p.m., the amount will be calculated on actual monthly emoluments.

(iv) All payments under these orders will be rounded off to the nearest rupee.

(v) Various points regarding regulation of Ad-hoc I Non- PLB Bonus are given in the Annexure.
3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.

4. The expenditure to be incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.

5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned. these orders are issued in consultation with the Comptroller and Auditor General of India.

Grant of ad-hoc bonus for 30 days to Group ‘C’ & ‘D’ RPF/RPSF Personnel for the financial year 2015-16. The calculation ceiling has been enhanced to Rs.7000 with effect from 1.4.2016.

The benefit will be admissible subject to the following and conditions:- Only those Group C & D RPF/RPSF personnel who were in service on 31.3.2011 and have rendered at least six months of continuous service during the year 2015-2016 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible personnel for period of continuous service during the year ranging from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded to the nearest number of months).

The quantum of ad-hoc bonus will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate ad-hoc bonus for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will there after be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of Rs.7000/- (where actual average emoluments exceed 7000), ad-hoc bonus for thirty days would work out to 7000x30/30.4 = Rs.6907.89 (rounded off to Rs.6908/-).

All payments under these orders will be rounded off to the nearest rupee.

In the matter where the aforesaid provisions are silent, clarificatory orders issued vide this Ministry’s letter No.E(P&A)II-88/Bonus-3 dated 29.12.1988, as amended from time totime, would hold good.

All the Group C & D RPF/RPSF personnel. regardless of whether they are in uniform or out of uniform and regardless of place of their posting, shall be eligible only for ad-hoc bonus in terms of these orders.

I am directed to refer to the Productivity Linked Bonus Scheme already circulated vide this Ministry’s letter No.F.24(9)/80/D(JCM) dated 28th September, 1983, as amended from time to time and to convey the sanction of President to the payment of 40 days (forty days) wages in cash as PLB for the year 2015-2016 to the eligible civilian employees of the Indian Navy.

2. The entitlement has been worked out on the basis of the working results for the year 2015-2016 in accordance with the agreed formula.

3. The PLB shall be paid to all eligible Gp. B (Non-Gazetted), Gp. C and Gp. D civilian employees of Indian Navy who are covered under PLB Scheme for the accounting year 2015-2016. The calculation ceiling of Rs.7000/-(7000×40/30.4) and other terms and conditions of the PLB Scheme will remain unchanged.

4. Productivity Linked Bonus to the casual labourer will be paid at the assumed wages of Rs. 1200/- p.m.(1200×40/30.4) for the accounting year 2015-2016. However, in Cases where the actual wages fall below Rs. 1200/- p.m., the amount will be calculated On the actual monthly wages. The other conditions remain unchanged.

5. The expenditure on this account will be debitable to Defence Services Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of PLB is to be met out of the sanctioned budget grant for the year 2016-2017.

Sub.: Grant of ad-hoc bonus for 30 days to the Group 'C' & 'D' RPF/RPSF personnel for the financial year 2014- 2015.

Ad-hoc bonus for 30 days without any ceiling on wages for eligibility to all eligible Group 'C' & 'D' RPF/RPSF personnel for the financial year 2014-15 was sanctioned vide Board's letter of even no. dt. 02.11.2015 with the wage calculation ceiling of Rs. 3500 p.m

2. The President has now decided that the calculation ceiling of monthly emoluments for the purpose of payment of ad-hoc bonus shall be revised to Rs. 7000/- w.e.f. 01.04.2014 i.e. for the accounting year 2014-15. Therefore, payment of ad-hoc bonus for the financial year 2014-15 to all eligible Group 'C' & 'D' RPF/RPSF personnel would be based on the wage calculation ceiling of’ Rs. 7000  per month.

3. Accordingly, ad-hoc bonus to eligible Group 'C' & 'D' RPF/RPSF personnel for the financial year 2014-15 may be re-worked and the difference may be paid on priority in the same mode as payment of salary. All the other terms and conditions under which the payment was made shall remain unchanged.

Reference: – The payment of Bonus (Amendment) Bill 2015.
Sir,
The Payment of Bonus (Amendment) Bill 2015 was passed by both the houses of the Parliament. The amendment provides that the existing Ceiling limit of Bonus for 30 days Rs. 3,500/- is enhanced to Rs. 7,000/- for 30 days. This amendment will take effect from 01.04.2014 (A copy of the Bill passed in the Parliament is enclosed for your kind ready reference).
You are aware that any change in Bonus Act would be an indicator while deciding the Payment of Bonus to the Central Government Employees. Accordingly, every time when Bonus Act is amended raising the payment ceiling limit, it is extended to Central Government Employees also. This issue was also raised by the Staff Side in the Standing Committee Meeting of National Council (JCM) held on 09th October, 2015.
It is therefore requested that steps may be taken for issuing Government Orders for enhancing the Bonus Payment Ceiling limit of Central Government Employees both PLB and Adhoc Bonus to Rs. 7,000/- w.e.f 01.04.2014 and arrears of PLB and Adhoc Bonus for the year 2014-2015 may be paid to the employees.
An earlier and favorable action is solicited.

The Lok Sabha on Tuesday passed a bill allowing doubling of wage ceiling for calculating bonus to Rs 7,000 per month for factory workers with establishments with 20 or more workers, with the benefits being applicable retrospectively from April 2014.

The Payment of Bonus (Amendment) Bill, 2015, was passed by a voice vote, with some members objecting to the raising of eligibility limit for payment of bonus from a salary of Rs 10,000 per month to Rs 21,000.
Replying to a debate on the legislation, Labour Minister Bandaru Dattatreya said the Government has ensured that the interest of workers are protected and there is no infringement on their justifys.

“Because of Bihar Elections this bill got delayed… The Prime Minister spoke to me and asked why should the benefits of this Act should accrue to workers from 2015. It should be made available from the April 2014,” he said while moving an official amendment to the Bill.

The official amendment provides that the benefits of the Act would be deemed to have come into force on April 1, 2014, instead of April 1, 2015.

Dattatreya said the Ministry has held 21 tripartite meetings with all central trade unions while arriving at a decision.

The Bill provides for enhancing monthly bonus calculation ceiling to Rs 7,000 per month from the existing Rs 3,500.

It also seeks to enhance the eligibility limit for payment of bonus from Rs 10,000 per month to Rs 21,000 per month.

“The Government’s paramount intention is to safeguard the interest of workers… There is no infringement of workers’ justifys and whatever the government does will be in the interest of workers,” Dattatreya said.
After the bill was passed, Deputy Speaker M Thambidurai, who was in the Chair, said the government should be congratulated for bringing the measure as also for effecting the benefits retrospectively.

Bonus Schemes in the Central Government : Apart from DAE/DoS, there are bonus payments to Group 'B' (non-gazetted) and Group 'C' Central Government employees. The bulk of these employees are covered under the Productivity Linked Bonus (PLB) Scheme, which is implemented in Railways, Posts and Telecommunications, production units under the Ministry of Defence and other establishments

The system of Performance Linked Bonus (PLB) and Ad hoc Bonus have been prevalent in the Central Government for a fairly long time. Therefore, for the replacement of the existing bonus schemes with any other incentive scheme, prior consultation with the stakeholders was considered essential.

The Commission notes that since PRIS could not be implemented, it could not supplant the existing system of Performance Linked and Adhoc Bonus Schemes.

The Commission also recommends that the PRP should subsume the existing Bonus schemes. The Commission notes that there could be a time lag in implementing the Performance Related Pay by different departments. Till such time, the existing Bonus Schemes should be reviewed and linked with increased profitability/productivity under well-defined financial parameters

The Commission feels that there is strong need to create a culture of performance in government – from establishing standards of performance, to measuring, and promoting people based on performance. To emphasize on the culture of performance, the Commission has recommended that all the non-performers in the system should be phased out after 20 years.

The Commission has recommended that Performance Related Pay should be introduced in the government and that all Bonus payments should necessarily be linked with productivity.

Proposal to increase the ceiling of Bonus – Minister replied in Parliament

Changes under Bonus Act

Shri Bandaru Dattatreya, the Minister of State (IC) for Ministry Labour and Employment in reply to a question in Lok Sabha today stated that there is a proposal to increase the eligibility limit and calculation ceiling under the Payment of Bonus Act, 1965.

The minimum wage in the country may not be comparable to those of developed countries owing to differences in exchange rates, purchasing power parity of local currencies, etc. Also under the provisions of the Minimum Wages Act, 1948, both Central and State Governments are appropriate Governments to fix, review and revise the minimum wages of the workers employed in the scheduled employment under their respective jurisdictions. As regards minimum wages in States, there is disparity due to variations in socio-economic and agro-climatic conditions, income, prices of essential commodities, paying capacity, productivity and local conditions. However, as per the available information, a statement showing the range of rates of minimum wages in all the States/Union Territories is enlisted here.

The minimum wages shown for unskilled category for the state of Assam and West Bengal do not include the rates for Tea plantation. However, the rate of Tea Plantation in Tamil Nadu and Kerala are higher than the minimum for unskilled category.
