"It has been decided to declare Sunday, the 14th April, 2019, as a public holiday on account of the birthday of Dr.B.R. Ambedkar, for all Central Government Offices including Industrial Establishments throughout India by invoking the powers under Section 25 of Negotiable Instruments Act, 1881.

All Ministries/Departments of Government of India may bring the above decision to the notice of all concerned.”

Subject: Change of date of holiday on account of Id-u-Zuha (Bakrid) during 2018 for all Central Government administrative offices located at Delhi /New Delhi.

In supersession of this Ministry's OM of even number dated 14/08/2018 on the subject cited above and on the basis of the report of Ruiyat Hilal (moon deciding Committee) headed by Shahi Imam, Jama Masjid, Delhi, Syed Ahmed Bukhari intimating that witnesses of sighting of moon have been received from different cities of India, it has been decided that in Delhi Id-ul-Zuha (Bakrid) will be celebrated on 22nd August, 2018 instead of 23.08.20 18 as notified vide this Ministry's OM No. 12/ 3/2017-JCA2 dated 14.06.2017 for all Central Government Administrative Offices at Delhi /New Delhi

2 . For Offices outside Delhi / New Delhi the Employees Coordination Committees or Head of Offices (where such Committees are not functioning) can decide the date depending upon the decision of the concerned State Government.

3 . The earlier OM issued in this regard vide OM of even number dated 14/08/2018 stands withdrawn.

Central Government Administrative Offices located at Delhi/New Delhi to remain closed on 22.08.2018

On the basis of the report of  Ruiyat Hilal (moon deciding Committee) headed by Shahi Imam, Jama Masjid, Delhi, Syed Ahmed Bukhari intimating that witnesses of sighting of moon have been received from different cities of India, it has been decided that all Central Government Administrative Offices located at Delhi/New Delhi shall remain closed on 22.08.2018 instead of 23.08.2018 on account of Id-ul-Zuha (Bakrid).

The earlier release issued on 14.08.2018 stating that Id-ul-Zuha (Bakrid) will be celebrated on 23.08.2018 stands withdrawn.

Sub:  Change of date of holiday on account of Milad-un-Nabi (Id-e-milad, Prophet Mohammed's Birthday for all Central Government Administrative Offices located in Chennai - reg.

As per the list of Holidays circulated vide CGEWCE-2016 DATED 10.01.2017, the holiday on account of Milad-un-Nabi was declared on 01.12.2017 (Friday). Government of Tamil Nadu, vide G.O. Ms.No.962 dated 21.11.2017 has notified that Milad-Un-Nabi (Prophet Mohammed's Birthday) will be celebrated on 02.12.2017 (Saturday).

Accordingly, it has been decided to shift the holiday for Milad-Un-Nabi to 02.12.2017 in the place of 01.12.2017 as notified earlier, for all the Central Government Offices situated in Tamil Nadu.

Include Pongal in list of compulsory holidays: Paneerselvam

Pongal is among 12 holidays that the Centre considers optional. This means Pongal is not a compulsory holiday for Central Government offices in Tamil Nadu.

Tamil Nadu Chief Minister O. Panneerselvam wrote to Prime Minister Narendra Modi on Tuesday requesting that Pongal be included in the list of Compulsory Holidays to be observed by all Central Government Administrative offices in Tamil Nadu.

Mr. Panneerselvam requested that just as the Government of India’s Circular relating to list of 12 optional holidays from which three are to be selected includes an ‘Additional day for Dusshera’, an ‘Additional day for Pongal’ may also be included in the list of optional holidays.

The Chief Minister referred to a Centre's notification of a list of holidays, in which 14 days are categorised 'compulsory holidays’, and further three holidays from a list of 12 optional holidays are to be notified by the Central Government Employees Welfare Co-ordination Committee in different State Capitals. He pointed out that Pongal was among in the list of 12 optional holidays, which meant Pongal was not a compulsory holiday for Central Government offices in Tamil Nadu.

"This apparent diminution in the importance accorded to Pongal for the past several years has created disquiet and an impression that an important people’s festival of Tamil Nadu has been ignored by the Central Government," Mr. Panneerselvam contended.

If Pongal was included in the list of compulsory holidays for central government offices in Tamil Nadu, it would "ensure that Thiruvalluvar day could also be declared as a holiday by the Central Government Employees Welfare Co-ordination Committee of Tamil Nadu, to enable the employees of Central Government Offices working in Tamil Nadu to participate fully in the festivities connected with Pongal," the Chief Minister added.

Pongal, the prominent harvest festival of Tamil Nadu, is a social festival that transcended all religions and a number of social, recreational and sporting events including jallikattu were organised along with Pongal festivities, which usually last for three or four days, he said. For the State Government, the holidays start from January 14 and last till January 16, which is Uzhavar Tirunal (Farmers Day).
Pongal falls on the first day of the Tamil Month of ‘Thai’.

Subject: Bye Election to fill the clear vacancies in Lok Sabha and State Legislative Assemblies of Meghalaya, Arunachal Pradesh, Jharkhand, Gujarat, Uttar Pradesh and Telangana – Grant of Paid Holiday -regarding

The undersigned is directed to say that in connection with the Bye Election to Bye Election to fill the clear vacancies in Lok Sabha and State Legislative Assemblies of Meghalaya, Arunachal Pradesh, Jharkhand, Gujarat, Uttar Pradesh and Telangana – Grant of Paid Holiday – to be held on 16th May, 2016, the following guidelines, already issued by DOPT vide OM No. 12/ 14/99-JCA dated 10th October 2001, which would have to be followed for closing of the Central Government Offices including Industrial Establishments in the States of Meghalaya, Arunachal Pradesh, Jharkhand, Gujarat, Uttar Pradesh and Telangana.

(i) The relevant offices / organizations shall remain closed in the notified areas where Bye Election to the State Legislative Assemblies scheduled to be conducted.

(ii) In connection with bye-elections to State Assembly, only such of the employees who are bona-fide voters in the relevant constituency should be granted special casual leave on the day of polling. Special Casual leave may also be granted to an employee who is ordinarily a resident of constituency and registered as a voter but employed in any Central Government Organization/ Industrial Establishment located outside the constituency having a general/ bye-election.

2. The employees detailed on election duty may also be permitted to remain away from their normal duties on polling day(s) as also on the days required for performing journeys which might be undertaken in order to perform such election duty

3. The above instructions may be brought to the notice of all concerned.

New Delhi: Narendra Modi-led central government is considering announcing holiday on the birth anniversary of Dr Bhim Rao Ambedkar’s that falls on April 14 (Tuesday).

Dr Ambedkar, the man who framed India’s constitution. A lawyer, he also served as the country’s first law minister after independence.

Dr Ambedkar is remembered most for fighting to improve the social position of the Dalits, a group traditionally considered untouchable in our caste system. He became an icon for the Dalit community.

The BJP is vying to woo the Dalit vote bank by declaring public holiday on Dr Ambedkar’s birth anniversary, to counter the Bahujan Samaj Party supremo Mayawati, who has earlier ruled the state on the strength of her Dalit support base.

The BJP will also take out yatras in Uttar Pradesh on 125th birth anniversary of Babasaheb Dr Bhim Rao Ambedkar.

The fact that assembly elections in Uttar Pradesh are a due in early 2017, the BJP has started making a bid for dalit votes.

As per the existing policy, the Central government offices observe 16 holidays in a year. These include 3 national holidays, namely the Republic Day, Independence Day and Mahatma Gandhi’s birthday and remaining 13 holidays relate to religious and social occasions.

Dr Ambedkar’s birthday is not one of the regular holidays observed every year. As a policy also, birthday of no national leader, except that of Mahatma Gandhi, is being observed as a regular closed holiday.

Accordingly, Dr Ambedkar’s birthday is not a compulsory holiday for central government employees. Every year, the Central government takes a call on whether or not to declare an off for its offices across the country.

However, since 1990, the Central government may declare as a closed holiday of a prominent leader’s birthday without being listed as a holiday for all Central government offices.

The BJP is determined to consolidate the base among dalits, which had built in the last general elections and will be declaring the Ambedkar Jayanti as public holiday. The holiday declaration is likely to be made on Monday.

Terms & Condition for Online Payment of booking charges of Holiday Homes/Touring Officer’s

Hostels for users using Payment Gateway

1 Payment Gateway/Net Banking Disclaimer: Payment of booking charges for booking of Holiday Homes/Touring Officer’s Hostels will be made by the user using the Payment Gateway hosted by Axis Bank/designated banks. The Payment Gateway/Internet Banking Service is being provided to you to facilitate online payment. By using these services of the Payment Gate Way, you expressly agree that use of this online payment service is entirely at your own risk and cost.

2. Transaction Charges: The necessary transaction charge plus service tax as applicable on date, for online payment of the service will be borne by the user. The charges as mentioned below will be levied by the e-payment solution provider for giving this service.

(i) Transaction Process: An eligible applicant will fill the online advance booking application form and after completing/filling all details in application form submit the same by clicking Submit Button. After pressing SUBMIT Button, the online booking application with Unique Booking ID No. is generated with link option for payment of booking charges which will be active for fixed period of time. The applicant will have to fill up necessary details and enter/click the payment option link within two minutes and after clicking the payment option, e-receipt/challan with requisite amount of booking charges will appear on the system with link to the Payment Gateway where the applicants can make payment to booking charges using net banking/debit/credit card as he/she may opt.

(ii) Confirmation Slip/Receipt Generation Process: After successful payment, Booking Confirmation Slip/Receipt with details of room/suit of holiday home/touring officers and booking charges are generated. In case, Booking Confirmation Slip is not generated against ‘Successful Payment Transaction’ and the Payment Gateway shows “Success”, then there is no need to apply fresh and make another payment against Unique Booking Request ID No. In such cases, confirmation slip can be downloaded by filling booking request ID No. and Identity Card No. Therefore applicants are advised to remember/note down the booking request ID No. and other details.

4. Entry to Holiday Home/Touring Officer’s Hostel: Without production/submission of confirmation slip and displaying of valid Identity Card viz. Aadhar Card/Pan Card and Employer Identity Card to caretaker, entry to holiday home/touring officer’s hostel will not be allowed. The applicants are advised to take print out of the online generated booking confirmation slip for submission to caretaker of holiday home/touring officer’s hostel at the time of occupation of rooms/suits of holiday home/touring officer’s hostel.

5. Cancellation of booking and Refund Policy: There is no provision for cancellation of confirmed booking and request for refund of booking charges including transaction/Service Charges, etc. will not be entertained in any circumstances. Any types of charge back will not be considered by the bank except in the case of failed transaction which will be settled solely by the bank with the applicants/customers.

6. Failed and Fraudulent Transaction: Directorate of Estates/Booking Agency will have no role in failed transactions and fraudulent use of card/net banking in any manner. Applicants are advised to use their own debit/credit card/net banking. Users/applicants will be solely responsible for using debit/credit card & net banking for payment of booking charges.

7. Maximum five nights booking is permitted for a holiday home/touring officer’s hostel while maximum three nights is permitted for holiday home at Goa and Mussoorie.

8. Only one room is allowed for booking for an applicant and his family. Booking for additional room, if any, will be available as per booking charges applicable to private persons. Booking charges are only for rent of room and does not include any meal/breakfast/Snacks/Washing/Laundry charges which charges will have to be paid separately by the applicant at the time of occupation of room if such services are availed. Charges for catering facility will also be settled by the guests directly with the catering staff whereas charges for washing/laundry will be paid to the caretaker.

9. Any fraudulent booking/attempt will attract action as per service rules and relevant section of Indian Penal Code (IPC). Applicants having improper details will not be allowed entry to holiday home/touring officer’s hostels and booking charges will be forfeited.

10. Address of holiday homes/touring officers hostels are available on the website of holiday home and applicants/visitors are advised to have full details of address from the website.

11. Booking is not transferable.

12. Entry to holiday home/touring officer’s hostel will be allowed only after depositing/submission of valid booking confirmation slip/authority slip/application form and duly verified personal details appearing thereon by the concerned administrative office or booking agency and production of valid Identity Card as mentioned at point no. 4 above.

13. Debit/Credit card / Net banking details: The applicant has to ensure that the debit/credit card/Net banking details provided by him/her for use of the Payment Gateway/Internet Banking will be correct and accurate and the applicant shall not use a debit/credit card/Net Banking which is not lawfully owned by him/her. The user/applicant further agrees and undertakes to provide correct and valid debit/credit card /Net Banking details. In default of the above conditions, Payment Gateway Service Provider shall be entitled to recover the amount of transaction from the user against whom the credit /debit card/Net banking has been used. Further, Payment Gateway Service Provider also reserves the right to initiate any legal action for recovery of cost /penalty or any other punitive measure, as it may deem fit.
