Subject:- Regularisation of allotment on re-transfer to the last place of posting.

It has come to the notice of this Directorate that some allottees of General Pool Residential Accommodation (GPRA) have retained their accommodation at their last place of posting in contravention of the extant guidelines and instructions on the subject. In this regard, reference is invited to the Rule 54 of Central Government General Pool Residential Accommodation Rules, 2017(CGGPRA Rules, 2017) and it is reiterated that the allottees who have retained General Pool Residential Accommodation (GPRA) at their last place of posting due to their transfer/ posting at non-family stations in violation of the provision of the CGGPRA Rules, 2017 or the extant guidelines, shall not be considered for regularisation of GPRA at their last place of posting.

2. This issues with the approval of the competent authority.

 Sub: Licence Fee to be recovered from the allottee of the Government accommodation, who own house(s) at the place of his duties – Reg.
The undersigned is directed to refer to this Directorate’s OM No. 12035/11/99-Pol.II, dated 24.7.2003 (copy enclosed) on the above mentioned subject and to say that as per the provisions of SR – 317-B-3(2) of the Allotment of Government Residences (General Pool in Delhi) Rules, 1963, an allottee, owning a house at the time of allotment either in his own name or in the name of any members of his family at the place of posting or in an adjoining municipality, shall notify the fact to the Directorate of Estates within a period of one month from the date of the house is let out. As per the provisions of SR-317-B-3(3) ibid, when after a Govt. accommodation has been allotted, the allottee or any member of his family become owner of a house at the place of his duty or in an adjoining municipality, shall notify the fact to the Directorate of Estates within a period of one month from the date of house is let out.
2. However, it is noticed from the records received from concerned administrative divisions of Ministries/Departments that declaration of house owning is received only at the time of application for allotment of accommodation, whereas, the same under the provisions SR-317-B-3(3) received is very negligible as compared to allotment made. In order to streamline the already laid down procedure, it is requested that the administrative authority of the concerned Ministries/Departments, etc. to ensure that the provisions Sr-317-B-3(2) as well as 3(3) are followed strictly. In this regard, it is pertinent to mention here that from 1.3.2015 onwards, concerned Ministries/Departments of the applicant for GPRA are advised to ensure that the particulars/details furnished by the applicant in the online DE-2 Form and the Acceptance Form are true and correct. It is thus requested now that the administrative authority of the concerned Ministries/Departments should ensure that the entries made by the applicant in DE-2 Form as well as the Acceptance Form with regard to owning of house, at the time of forwarding the same to this Directorate is as per the latest Immovable Property Return (IPR) filed by the applicant.
3. Further, they should also instruct all allottees in their Ministry/Department to intimate the Directorate of Estates regarding rental income, if any, from the house owned at the time of allotment/acquired after the allotment of Govt. accommodation either in his own name or in the name of any members of his family at the place of posting or in an adjoining municipality, and whenever any change in rental income, which affect the rate of prescribed licence fee as per OM No. 12035/11/99-Pol.II, dated 24.7.2003, so as to levy the prescribed rate of licence fee in this regard, to avoid any loss to Govt. exchequer. In case the details of rental income furnished by any allottee is found false at any later stage, the licence fee of the particular accommodation will be enhanced to the maximum as per OM dated 24.7.2003 w.e.f the date of increase, by the Directorate of Estates suo motu.

Subject: Request for not booking rooms in holiday home at Goa in February and March 2015 for renovation.

The undersigned is directed to refer Superintending Engineer, Goa Central Circle, CPWd, Goa letter no.23/1/43/PB/GCD/2014/1644 dated 04.12.2014 on the above subject and to say that it has been decided to suspend booking of rooms in holiday home at Goa as per following schedule in February and March, 2015.

SI. No. – Room No. – Renovation Period suspension schedule)

1. 101 to 103 (i.e. Room No. 101, 102, 103) – 10.02.2015 to 20.02.2015
2. 201 to 205 (i.e. Room No. 201, 202, 203, 204. 205) – 21.02.2015 to 05.03.2015
3. 301 to 305 (i.e. Room No. 301, 302, 303, 304, 305) – 06.03.2015 to 15.03.2015

2. In view of above, NIC is requested to suspend online booking of respective rooms of holiday home at Goa as per suspension schedule/renovation period/details mentioned above and beyond the suspension period, booking will stand continue.

Transfer Guidelines for LDC posted in Regional Offices

Transfer Guidelines for Lower Divisional Clerks posted in Regional Offices under the administrative control of Directorate of Estates.

Directorate of Estates issued orders to frame transfer guidelines for LDCs from one regional office to another regional office. Directorate of Estates under the Ministry of Urban Development has eight regional offices located in different places all over in Inida. The eight regional offices are Kolkata, Shimla, Chandigarh, Faridabad, Ghazidabad, Mumbai, Nagpur and Chennai.

Normally LDCs are not transferred from one to another office, however requests from LDCs for transfer on different gournds. So far there is no guidelines in the regard. The matter has been considered by the Ministry and decided to frame transfer guidelines for LDCs as under…

Sub : Review of Automated System of Allotment [ASA] – cancellation of enblock change waiting list placed above the unified waiting lists in Types I to IV General Pool Residential Accommodation

The undersigned is directed to refer to the Directorate of Estates O.M. of even number dated 22.12.2010 and 18.11.2011 vide which the then change waiting list [which was based on first-come-first-serve principle] of allottees, who technically accepted the allotted accommodation, for Type I to IV general pool residential accommodation were frozen and placed en block senior to the unified waiting lists prepared as per the new guidelines for Automated System of Allotment [ASA] for change allotments in Type I to IV accommodations.

2. The matter has been reviewed and it has been decided with the approval of the competent authority that the enblock change waiting lists for Type I to IV accommodation placed above the unified waiting lists shall be cancelled immediately. Change as well as initial allotments in Type I to IV accommodation shall be made from the unified waiting lists prepared for the purpose as per the extant rules and guidelines with effect from January, 2015. The existing allottees who had earlier applied for change after furnishing technical acceptance of allotment before introduction of Automated System of Allotment and who were placed enblock above the unified waiting lists, shall now have to apply afresh for change of allotment in respect of Type I to IV general pool residential accommodation.

Sub: Request to all existing allottees and new applicants for General Pool Residential Accommodation for providing Aadhar [UID] numbers in e-Awas (Automated System of Allotment) of the Directorate of Estates.

The undersigned is directed to say that the Government has decided to link Aadhar [UID] numbers of Government servants who are occupying General Pool residential accommodation (GPRA) all over the country. Accordingly, all the existing allottees of General Pool residential accommodation shall enter their Aadhar [UID] numbers in their accounts in e-Awas at the earliest. New applicants for General Pool residential accommodation shall enter their Aadhar [UID] numbers in online forms while applying for residential accommodation.
2. All Ministries / Departments of the Government of India are requested to give wide circulation of these instructions among its employees for their compliance.

Sub: Guidelines for discretionary out of turn allotments of general pool residential accommodation in Delhi — allotment of ground floor residential accommodation to the applicants with disabilities under discretionary quota on medical grounds.

The undersigned is directed to refer to Department of Personnel and Training OM. No.36O35/3/2013.Es(Res) dated 31.3.2014 and to say that it has been decided by the competent authority that preferably ground floor accommodation will be allotted to the applicants with disabilities under the discretionary allotments on out of turn basis on medical grounds as per the extant guidelines of the Directorate of Estates issued vide O.M.No.12035/2/97Pol(pt) dated 17.11.1997.

Subject: – Guidelines for retention for Government accommodation by the allottee who are not regular Govt. Servant Viz Consultant etc.

The undersigned is directed to say that the matter of retention of Govt. accommodation in case of death by the allottees, who are not regular Govt. Servants viz consultant / Contractual appointee coterminous staff etc. has been considered by the competent authority and it has been decided that in case of death of the consultants / contractual appointees, co-terminus appointees in the personal staff of Ministers/other dignitaries etc. who are not regular government servants, six months retention will be allowed for the existing accommodation by the family of deceased allottee on payment of normal licence fee.

Subject: Re-commencing of booking of Holiday Home at Port Blair.

Reference Directorate of Estates vide O.M. of even No. dated 6th June, 2013. Room No. 301, 302, 303, 304, 305 & 306 of Holiday Home at Port Blair kept for repairs & maintenance would be ready for occupation w.e.f. November, 2013 and accordingly, it has been decided to re-commence the booking of above rooms in Holiday Home at Port Blair with effect from 1st November, 2013.

NIC, Nirman Bhawan, New Delhi is requested that online booking of above rooms may be re-activated with immediate effect.  However, it may be ensured that applicants can apply for booking only for period with effect from 1.11.2013.

Sub: Revision of guidelines for allotment of government accommodation from General Pool to the Political Parties.

The Directorate of Estates, Ministry of Urban Development had issued the revised guidelines for allotment of government accommodation from general pool to Political parties vide O.M.No.12014/2/96-pol.II dated 20.7.2000. These guidelines have been reviewed by the competent authority and it has been decided to modify para 1 (iii) of the aforesaid O.M. dated 20.7.2000. After modification the revised guidelines shall be as under:

i. The National Political Parties, which have been recognised as such by the Election Commission of India, shall be allowed to retain/secure allotment of one housing unit from General Pool in Delhi for their office use on payment of licence fee under FR 45A i.e. the normal licence fee.

ii. The said accommodation will be provided for a period three years during which the party would acquire a plot of land in an institutional area and will construct its own accommodation for party office.

iii. One residential accommodation would be allotted/allowed to be retained by the Party President of a recognized National Party provided that no other accommodation has been allotted to him / her in another capacity.

iv. The facility of office accommodation will also be given to the State level parties recognised by the Election Commission of India provided it has in the opinion of the Accommodation Committee of Cabinet, adequate representation in Parliament and its case for allotment is approved by the CCA on its merit.

v. The other buildings allotted or in occupation of any political party stand cancelled. However, a period of six months or upto the time the allotment has been made, whichever is earlier would be given to the party to make alternate arrangement and vacate the Government accommodation.

2. This O.M. supersedes the Directorate of Estates O.M.No.12014/2/96-Pol.II dated 20.7.2000.
