The Department of Posts today clarified that it is mandatory to produce an Identity Proof acceptable for important transactions like booking an International Parcel or International EMS (Merchandise) for safety and security reasons. One of the accepted Identity Proof is Aadhaar, along with others like driving license, Passport, Voter ID etc which are also acceptable. Aadhaar, as per the prevailing norms in the country, is not a mandatory document to be produced at the time of booking. Moreover, all such documents are only required for office record and are NOT required to be pasted on the consignments.

The clarification comes in the wake of a news report published in The Times of India, Bengaluru edition dated 10.09.2018 with the heading "India Post asks for display of Aadhaar number on parcels". The department said that it appears that the confusion was created by an erroneous message generated from the twitter account of the office of the Chief Postmaster General, Delhi Circle wherein it was mentioned that pasting of ID proof on consignments is in accordance with international guidelines.

 Instructions are being reiterated to the post offices to ensure smooth booking of articles taking the convenience and regulatory requirements into account together. The Department of Posts said that a copy of any ID proof including Aadhaar is required for booking of International Parcel and International EMS (Merchandise) for security purpose based on requests received from organizations like Narcotics Control Bureau and Wild Life Crime Control Bureau. India Post is committed to ensuring safety and security in its operations.

The Supreme Court on Thursday reserved its interim order for tomorrow on pleas seeking a stay on the government’s decision of mandatory linking of Aadhaar with various welfare schemes.

A five-judge Constitution bench headed by Chief Justice Dipak Misra said the final hearing on the petitions challenging the Aadhaar scheme itself would commence from January 17 next year.

The central government had yesterday attempted to convince the court not to interfere with its deadlines, promising to extend it for another three months till 31 March 2018 for those who do not have Aadhaar.

Earlier on October 25, the Supreme court had said that the deadline for compulsory linking of Aadhaar to receive benefits of government schemes has been extended till March 31, 2018 for those who do not have the 12-digit unique biometric identification number.

Earlier the court had tagged 22 cases to be heard by a smaller bench.

The cases challenge several aspects of Aadhaar, including the use of data collected under the unique identification programme.

As of now, the 12- digit Aadhaar number is compulsory to be linked to bank accounts, PAN cards, government services and cell phone services.

After considering various representations received and inputs received from Banks, it has been decided to notify 31st March, 2018 or six months from the date of commencement of account based relationship by the client, whichever is later, as the date of submission of the Aadhaar number, and Permanent Account Number or Form 60 by the clients to the reporting entity. Necessary notification in this regard has been issued.

It may be recalled that earlier Under the provisions of Prevention of Money-laundering (Maintenance of Records) Second Amendment Rules, 2017, published in the Extraordinary Gazette of India vide G.S.R. 538 (E) dated 01.06.2017, it was provided that
i) In case the client, eligible to be enrolled for Aadhaar and obtain a Permanent Account Number does not submit the Aadhaar number or the Permanent Account Number at the time of commencement of an account based relationship with a reporting entity, the client shall submit the same within a period of six months from the date of the commencement of the account based relationship. Provided that the clients, eligible to be enrolled for Aadhaar and obtain the Permanent Account Number, already having an account based relationship with reporting entities prior to date of this notification, the client shall submit the Aadhaar number and Permanent Account Number by 31st December, 2017.

(ii) In case the client fails to submit the Aadhaar number and Permanent Account Number within the aforesaid six months period, the said account shall cease to be operational till the time the Aadhaar number and Permanent Account Number is submitted by the client. Provided that in case client already having an account based relationship with reporting entities prior to date of this notification fails to submit the Aadhaar number and Permanent Account Number by 31st December, 2017, the said account shall cease to be operational till the time the Aadhaar number and Permanent Account Number is submitted by the client.

ENDORSING OF AADHAAR NUMBER ON REFERRALS

1.Further to our letter No.B/49779-Outsourcing/AG/ECHS dated 20 Sep 2017.

2.Based On number of representations received from various Regional Centres, the following modifications in the referral generation process will be carried out:
(a) Under exceptional situations if the OIC Polyclinic is convinced that even in the absence of Aadhaar Card, a referral is required to be issued, the OIC Polyclinic will endorse his remarks justifying the issue of referral without Aadhaar Card and referral may be generated.
(b) However, it shall be the responsibility of the OIC Polyclinic to ensure that Aadhaar numbers is entered in that claim ID within next 30 days of issue of such referrals and in no circumstances next referrals and in no circumstances next referral to such individuals will be issued without Aadhaar details.
(c) UTI-ITSL to ensure that a trail of such referrals is maintained and a check box is created which can be selected by the OIC Polyclinic for issue of referrals even in the absence of Aadhaar details. UTI-ITSL to guidelines enumerated above for OIC Polyclinic and Systematically ensure that Aadhaar details are captured as per above mentioned instructions.
3. In addition, UTI-ITSL to create following exceptions in the referral generation module:-
(a) Nepal Domicile Gorkhas (NDG) are exempted from submitting Aadhaar details.
(b) Polyclinics under RC Guwahati and Polyclinics under RC Jammu (in the state of J&K) are also exempted from submitting Aadhaar details till further orders.
4.These guidelines be implemented with immediate effect.

5.This has the approval of MD, ECHS.

New Delhi: The Income Tax department has launched a new e-facility to link a person's Aadhaar with the Permanent Account Number (PAN), a mandatory procedure for filing IT returns now.

The department's e-filing website https://incometaxindiaefiling.gov.in/ has created a new link on its homepage making it easy" to link the two unique identities of an individual.

The link requires a person to punch in his PAN number, Aadhaar number and the exact name as given in the Aadhaar card".

After verification from the UIDAI (Unique Identification Authority of India), the linking will be confirmed. In case of any minor mismatch in Aadhaar name provided, Aadhaar OTP (one time password) will be required," the department said in its advisory to taxpayers and individuals.

The OTP will be sent on the registered mobile number and email of the individual.

It urged them to ensure that the date of birth and gender in PAN and Aadhaar are exactly the same, to ensure linking without failure.

There is no need to login or be registered on e-filing website (of the I-T department). This facility can be used by anyone to link their Aadhaar with PAN," it said.

The government, under the Finance Act 2017, has made it mandatory for taxpayers to quote Aadhaar or enrolment ID of Aadhaar application form for filing of income tax returns (ITR).

Also, Aadhaar has been made mandatory for applying for permanent account number with effect from July 1, 2017.

The department, till now, has linked over 1.18 Aadhaar with its PAN database.

While Aadhaar is issued by the UIDAI to a resident of India, PAN is a ten-digit alphanumeric number issued in the form of a laminated card by the IT department to any person, firm or entity.

The EPFO has clarified that obtaining of Aadhaar should be mandatory for the time being only for final settlement of Pension and not in withdrawl cases. The EPFO had extended the date of submission of Aadhaar Number authentication by the members of Employees’Pension Scheme 1995 upto 31st March 2017.

However, news item appearing in few dailies suggested that Aadhaar is not required in settlement of pension claims. Accordingly, the EPFO reiterated that the requirement of submitting Aadhaar is not insisted for the time being only in withdrawal benefit cases under Employees Pension Scheme, 1995. Furnishing of Aadhaar is still mandatory for final settlement of pension and scheme certificate cases.

Subject:- Indication of Aadhaar number in Pension papers of all employees-regarding.

Attention is invited to CPAO OM No. CPAO/Tech/Jeevan Pramaan/2015-16/1770 dated 07.03.2016 and D.O. letter dated 30.07.2015 from CGA to all Secretaries (Civil Ministries) followed by OM No. CPAO/Tech/Jeevan Pramaan/2016-17/07 dated-07.04.2016 regarding incorporation of Aadhaar number in the fresh PPOs.

2. In terms of Section 7 of the Aadhaar (Targeted Delivery of Financial and other Subsidies, Benefit and Services) Act, 2016 “The Central Government or, as the case may be, the State Government may, for the purpose of establishing identity of an individual as a condition for receipt of a subsidy, benefit or service for which the expenditure is incurred from, or the receipt therefrom forms part of, the Consolidated Fund of India, require that such individual undergo authentication, or furnish proof of possession of Aadhaar number or in the case of an individual to whom no Aadhaar number has been assigned, such individual makes an application for enrollment: Provided that if an Aadhaar number is not assigned to an individual, the individual shall be offered alternate and viable means of identification for delivery of the subsidy, benefit or service”. Further, DP&PW has intimated vide OM No. 1/20/2016 P&PW (E) dated-08.08.2016 (copy enclosed) that it has issued a revised format for the application for pension by retiring employees (Form-5) in which Aadhaar number is to be indicated, if available. DP&PW has also requested Secretaries of the Ministries/ Departments to ensure that only the latest revised Form 5 & 7 complete in all respects including Aadhaar number, where available, are forwarded along with pension papers to the PAO.

3. In view of above, all Pr. CCAs/CCAs/CAs/AGs/ Administrators of UTs are again requested to issue instructions to PAOs to invariably watch the mention of Aadhaar Number in Pension paper received from Heads of Offices. Further it is also requested to take up the matter with JS (Admin) and Heads of Department/ Heads of Offices of respective Ministries/ Departments to ensure for providing Aadhaar number in pension papers in all cases being submitted to concerned PAOs to enable them to incorporate the same in PPO booklets.

The undersigned is directed to refer to this Department’s Office Memorandum of even number dated May 20, 2015 on the subject mentioned above wherein all Ministries/Departments were requested to ensure that the service books of all employees have an entry of the employees’ Aadhaar number and sought compliance report. The information from most of the Ministries/Departments has not yet been received by this Department so far.
2. All Ministries/Departments of the Government of India are once again requested to intimate the action taken in this regard and also furnish consolidated information in respect of the Ministry/Department as a whole, including attached and subordinate offices, to this Department latest by 14th August, 2015.

Subject: Implementation of Common Biometric Attendance System

Madam/Sir,
As a part of the “Digital India” program of Government of India, it has been decided to implement common Biometric Attendance System (BAS) which will enable an employee to register attendance by simply presenting his I her biometric (finger print/ Iris) which will be authenticated online by doing one to one match with the bio-metric stored in the UIDAI data base against the employee’s Aadhaar number. This Aadhaar Enabled Biometric Attendance System needs only Aadhaar number, basic demographic details and a photograph of the user at the time of user registration which can be done by employee himself I herself by simple web based system. The biometric details are already available with the UIDAI which are then used for authentication.

2. To overcome the challenges in the present attendance systems, Common Biometric Attendance System is envisaged with following featuree:
2.1 Cloud-based attendance software installed and operated from NIC National Data Centre
(Further details can be noted from para 2 of “On-boarding Manual for Biometric Attendance System” which is available on the ‘attendance.gov,in’ web site)
2.2 Dedicated secure connectivity will be provided between National Data Centre & UIDAI Data Centre by NIC for authentication.
2.3 All Ministries I Departments I subordinate organisations can access the system using the NIC network provided in the Bhawans.
2.4 Offices using the system will install biometric enabled terminals I devices to mark the attendance; the number and location of required devices will be assessed by the offices; the offices concerned will be responsible for day-today maintenance of the devices.
2.5 Connectivity of the devices /terminals will be established through Wi-Fi I GPRS.
2.6 Customised reporting formats for various levels of employees will be developed by UIDAI/ NIC.
2.7 Facility for centralised compilation and publication of attendance data in public domain will be provided as per requirements.

3. This setup costs extremely less and management information system does not require any resources or manual intervention. To facilitate the implementation and thereafter operate the Biometric Attendance System (BAS), it is desired to nominate a Nodal Officer (NO) for acting as a Single Point of Contract (SPoC) for driving the Boimetric attendance initiative. The Deputy Commissioner will be the Nodal Officer in case of Regional Offices. The Director will be the Nodal Officer in case of ZIETs and Principal shall be the Nodal Officer in case of Kendriya Vidyalaya concerned. The Nodal Officer shall be responsible for:-
3.1 Monitoring and co-coordinating with the stakeholders for smooth functioning of the Biometric Attendance System
3.2 providing update facility for bio-metric updating in case of poor bio-metric capture during enrolment process and in cases where there are failure in detecting the fingerprints by organising Aadhaar camps.
3.3 Organising special Aadhaar Enrolment Camps (AECs), if considerable numbers of employees are not able to register on the portal due to nonavailability of Aadhaar numbers.
3.4 Aadhaar number generation for the enrolments done in the AECs.
3.5 e-Aadhaar access.
3.6 Best Finger Detection and other Aadhaar related issues.
3.7 The Nodal Officers concerned are required to register the Unit online (once) on the portal for using attendance.gov.in by giving number of employees and their existing website name. Once the registration of the KVS unit (i.e Regional Office/ZIET/KV, as the case may be) is complete, the name of Unit concerned will be listed in the portal for enrolment of the employees and generation of various types of reports pertaining to that Unit.
(For further details and steps for on-boarding the unit in the attendance portal can be found in Appendix ‘B’ of para 5.2 of On-boarding Manual for Biometric Attendance System-)
3.8 Subsequent step after registration of Unit concerned is, registration of employees. The employees of the Unit concerned are required to do online registration on attendance.gov.in portal for enabling them to mark attendance. The employees need to fill an online form using the fink ‘Employees Registration’ on the attendance portal. After the quality check y the UIDAI I Nodal Officer the employee becomes active in the attendance portal and can mark its attendance through the devices installed.
(The details required for on boarding of employees in the attendance portal can be found in Appendix ‘C’ of para 5.3 to 5.6 of ‘On-boarding Manual for Biometric Attendance System’·)

4. In the first phase of implementation, approximately 150 Central Government Organisations have on boarded about 50,000 employees on common attendance portal {attendance.gov.in). 1000 wall mounted bio-metric attendance terminals, 5000 finger prints scanning devices and 200 IRIS devices have been procured through an open tender process floated by NICS I for 100 Government Bhawans I buildings. In the second phase of the program, the Gol has proposed that Central Government organisations shall use the common biometric attendance portal, which is hosted at NIC data center and shall procure I maintain biometric attendance terminals and desktop fingerprint scanning devices I IRIS devices in a decentralised manner, through open tenders, DGS&D rate contract & NICSI empanelled vendors. The Central Government Organisations shall procure the required Wi-Fi Access point for enabling network connectivity in the biometric attendance terminals through DGS&D rate contract.

5. It is estimated that for every 50 employees, one wall mounted bio-metric attendance terminal would be required and one finger print scanning device on a desktop would be sufficient for a unit (i.e. RO/ZIET/KV). Therefore, the total requirement of wall mounted biometric terminals as well as desktop devices could be estimated based on the total number of employees. However, depending upon the justified ground – based circumstances, the additional number of such devices can be
procured for the smooth implementation of the BAS. The device(s) [i.e. wall mounted bio-metric attendance terminals, desktop finger print and iris scanning devices] can be procured through following methods:-
5.1 NICSI – devices are readily available for procurement through tho empanelled venders.
5.2 OPEN TENDERS devises can also be procured through open tenders but device specification should adhered to as appended in Appendix ‘D’ of the On-boarding Manual for Biometric Attendance System.
5.3 DGS&D – rate contracts are being finalised,. However, present status may be inquired at your level and document(s) in this regard be kept in your office record before taking further action.

6. The bio-metric attendance terminals would require Wi-Fi connectivity through the internet I NICNET for communicating with the back-end attendance servers, which are installed at NIC data centers. Therefore, there is need to procure connectivity (GPRS/Wi-Fi using NICNET/Broadband /Internet) from suitable service providers. For proper functioning of the Biometric attendance terminals, minimum 1 mbps of bandwidth connectivity is advised. The format placed at Appendix ‘E’ of the On-boarding Manual for Biometric Attendance System for capturing the connectivity requirements may be used.

7. The site for installation of the wall mounted biometric terminals under 24 hours security shall be vigilantly & intelligently identified by the Nodal Officer ensuring the following:-
7.1 220 V/5A Electrical points with suitable security.
7.2 Protection from environmental conditions like rain, sun etc.
7.3 LAN point for connecting Wi-Fi access devices.
7.4 Good data connectivity through GPRS I 3G as a backup connectivity. Appendix ‘F’ of the On-boarding Manual for Biometric Attendance System for site requirements may be referred to.

8. The Nodal Officer shall take up the installation, commissioning and maintenance of the Biometric attendance terminals with the help of vendors who are empanelled with DGS&D, UIDAI, NIC and DeitY who shall extend all technical support for integrated back-end infrastructure.

9. The Nodal Officer of the respective Unit (i.e. Regional Offices, ZIETs and Kendriya Vidyalayas) shall be responsible for maintenance of the devices installed in his I her Unit. The agencies will also be responsible for taking suitable on-site warranty support for smooth functioning of BAS.
For any suspicion, you may visit the ‘On-boarding Manual for Organisations to install Aadhaar-enabled Biometric Attendance System’ which is readily available on the KVS web-portal and also the FAQs available on ‘http://attendance.gov.in/fag/public fag’.

10. The Nodal Officers in case of KVS, Regional Offices and ZIETs shall ensure to complete the process of procurement of devices as per requirement & norms and make the Biometric Attendance System functional by 07.07.2015.

11. The Deputy Commissioner of respective Regions will further ensure that the Biometric Attendance System is put on fully functional in each of the Kendriya Vidyalaya of his I her Region.

12. It is also intimated that M/s MGRM Net Ltd have been recently awarded the work of MIS/ERP of all KVs through NICSI by KVS. M/s MGRM Net Ltd will be providing one Bio-metric terminal with no additional cost to each school while implementing MIS/ERP (KV Shaala Darpan) in all Kendriya Vidyalayas. One Biometric Terminal seems to be sufficient for 50 to register attendance. So, a KV up to the strength of 50 employee, need not spend on hardware (Biometric device) The compliance report may be sent to this office. Suggestions, if any, to improve the system are solicited.

Biometric Attendance System – Are the Central Government Employees Supporting or Opposing It?

BIOMETRIC ATTENDANCE SYSTEM is the procedure of registering the attendance by placing the thumb imprint on a machine which captures the imprint and records the time of entry or exit from the office. In the moderate scheme, the employee has to manually enter his/her 6-digit Aadhaar number and then confirm his/her identity by fingerprint and iris-scan.

Biometric Attendance System – Are the Central Government Employees Supporting or Opposing It?

On the 21st of last month, the DOPT issued an order announcing its decision to implement the new biometric attendance system linking the employee’s Aadhaar number with his/her attendance. This system, according to the order, was to soon be implemented in offices of all the Central Government departments and their various agencies.

It is well known that the system has already been implemented in all the Government-run offices in New Delhi. The order says that the system will be implemented completely before the end of this year. And, before January 26, 2015, the scheme will be expanded to other regions of the country.

BIOMETRIC ATTENDANCE SYSTEM is the procedure of registering the attendance by placing the thumb imprint on a machine which captures the imprint and records the time of entry or exit from the office. In the moderate scheme, the employee has to manually enter his/her 6-digit Aadhaar number and then confirm his/her identity by fingerprint and iris-scan.

How do the Central Government employees feel about this new system that has become the talk of the town?

As far as we could see, about 95% of the employees are not greatly affected or troubled by this new system.
Once in a while, employees tend to be late to work due to unavoidable reasons like unexpected traffic hurdles or they might have to go out for their personal work during office hours. There is no denying these facts. But the system is a major irritation for those who are habitually late to work and go out on personal business during office hours. The change of system has hardly produced any reaction from those who are regular and on time at work.

But, there are no answers to the questions raised by employees who are forced to stay back to complete their work.

Govt introduces Aadhar enabled bio-metric attendance system

The Centre on Friday decided to phase-out manual attendance system and use an Aadhar enabled bio-metric attendance system (AEBAS) in all its offices.

“It has been decided to use an Aadhar enabled bio-metric attendance system in all offices of the central government, including attached and sub-ordinate offices, in India,” said an order issued by the Department of Personnel and Training (DoPT).

Aadhar is a 12 digit individual identification number issued by the Unique Identification Authority of India on behalf of the central government.

The system will be installed in the offices located in New Delhi by this year end.

In other places this may be installed by January 26, 2015, it said.

The Department of Electronics and Information Technology (DeitY) will provide technical guidance for installing the system, the order said.

The equipment will be procured by the ministries or departments as per specifications of DeitY on Directorate General of Supplies and Disposals (DGS&D) rate contract from authorised vendors.
The expenditure will be met by the ministries or departments concerned. “The manual system of attendance may be phased out accordingly,” it said.

The bio-metric attendance system is only an enabling platform. There is no change in the instructions relating to office hours, late attendance etc. which will continue to apply, the order said.
As per existing instructions, half a-day’s casual leave should be debited for each day of late attendance, but late attendance upto an hour, on not more than two occasions in a month, and for justifiable reasons may be condoned by the competent authority.

“Disciplinary action may also be taken against government servants who are habitually late. Early leaving is also to be treated in the same manner as late coming,” the instructions said.
All central government ministries and departments have been asked by the DoPT to follow the orders which comes into force “with immediate effect”.

It has been decided to include the respective Aadhaar numbers also of all Government servants in their Service Books. The e-Service Book format already provides fields for Aadhaar number of the Government servant. DoPT Order:-

Subject: Inclusion of Aadhaar (Unique Identification) number in Service Book of Government servants




The undersigned is directed to invite attention to the provisions of the Supplementary Rules which relate to maintaining records of service of a Government employee. As per provisions of SR 199 every step in a Government servants’ official life must be recorded in his Service Book and each entry attested by the Head Of Office. As per SR 202, Heads of Offices are to obtain the signatures of the Government servants in token of their having inspected their Service Books annually. Further Rule32 of the CCS (Pension) Rules 1972 provides for issuing a communication on completion of 18 years of service, as part of preparatory work for sanctioning pensionary benefits. The Service Books at present contains details of bio data, posting details, qualifying service, security details, HBA, CGHS, CGEGIS, LTC, etc.

2. It has been decided to include the respective Aadhaar numbers also of all Government servants in their Service Books. The e-Service Book format already provides fields for Aadhaar number of the Government servant.

3. All Ministries/Departments of the Government of India are requested to ensure that the Service Books of all employees have an entry of the employees’ Aadhaar number. The attached and subordinate offices under their control may also be suitably instructed for compliance,
