Subject : Inclusion of names of the widowed/ divorced/ unmarried daughter/ parents/ permanently disabled children/dependent disabled siblings (i.e. brothers and sisters) in the PPO - Procedure regarding.

Sir,
I am directed to refer to this Ministry’s letter No. 1(07/2013-D(Pension/Policy) dated 15.05.2015 regarding simplification of pension process for permanently disabled children and dependent parents/ siblings for family pension. It has been noticed that name of divorced/ widowed/ unmarried daughter has not been included in MoD letter No. 1/(07)/2013/D(Pension/Policy) dated 15.05.2015 causing delay in sanctioning of family pension to such eligible members 1.e. widowed/ divorced/ unmarried daughter, although name of such eligible members was a part of DoP&PW OM No. 1/6/08-P&PW(E) dated 22.06.2010.

2. It is, therefore, decided to issue amendment to GoI MoD letter No. 1(07)/2013-D (Pension/Policy) dated 15.05.2015 as under-

(a) For “disabled children/ siblings and dependent parents” read- “permanently disabled child/ children/ siblings/ dependent parents and widowed/ divorced/ unmarried daughter,” wherever it appears in GoI MoD letter dated 15.05.2015.

(b) New clause numbered 5(iii) “To widowed/ divorced/ unmarried daughters” may be inserted below Para-5(ii) to GoI MoD letter dated 15.05.2015 as under:-

(iii) “To widowed/ divorced/ unmarried daughters”

In case the eligibility of all the above categories of claimant mentioned in para 5(i) and 5(ii) of GoI, MoD letter no. (7)/2013-D(Pension/Policy) dated 15.05.2015 ceases to be payable, the PDA will allow family pension to such widowed/divorced/ unmarried daughter in their hierarchy of DoB after production of marriage/ re- marriage/ death certificate, as the case may be, in respect of all the categories of claimants mentioned in Sub Para - i) and (i) of para 5 of GoI, MoD letter dated 15.05.2015, if any.”

(c) After inserting above clause in Gol, MoD letter dated 15.05.2015, remaining sub clauses under para -5 may be renumbered in following manner:
  • Existing Clause 5(iii) “To the dependent parents-first mother, then father” to be renumbered as 5(iv)
  • Existing Clause 5(iv) “To the permanently disabled siblings” to be renumbered as 5(v).
3. The word “Farther” in first line of para 5(iii) of GoI, MoD letter no. 1(7)/2013-D (Pension / Policy) dated 15.05.2015 may be replaced by word “Father”.

4. The renumbered para 5(iv) referred above may be amended as follows:-

For: “When claimants in (i) and (ii) die or become ineligible- on production of death certificate/ re-marriage-intimation of spouse and/ or death certificates of all permanently disabled children, family pension would be allowed by PDA to dependent parents.”

Read: “When claimants in (i), (ii) and (iii) die or become ineligible- on production of death certificate/ marriage/ re-marriage -intimation of spouse and/ or on production/ intimation of marriage/ re-marriage/ death certificates (as the case may be) of all the eligible dependent son(s) or daughter(s) including permanently disabled child/children and widowed/ divorced/ unmarried daughter, family pension would be allowed by the PDA to dependent parents.”

5. All other terms and conditions shall remain unchanged.

6. This issues with the concurrence of the finance Division of this Ministry vide their ID No 10(01)/2015/ Fin/Pen dated 18/02/2020.

Subject: Simplification of pension procedure-submission of undertaking by retiring Government servant along with pension papers & Handing over of PPO booklet to Pensioners by Head of Office - reg.

The Scheme for Payment of pensions to Central Government Civil Pensioners through Authorized Banks’, issued by the Central Pension Accounting Office provides for an undertaking to be submitted by the retiring Government servant/pensioner to the pension disbursing bank before commencement of pension. The pensioner undertakes to refund or make good any amount to which he is not entitled.
2. In view of the above Department of Pension & Pensioners’ Welfare issued instructions vide its O.M. No. 1/27/2011-P&PW(E) dated 07.05.2014 which were also communicated through this office O.M. No. CPAO/Tech/ Simplification /2014-15/53 dated 28.05.2014. These provisions are reiterated below:
  • It has been established that the first payment of pension after retirement gets delayed mainly due to two reasons. One, the delay in receipt of intimation by the pensioner that pension papers have reached the bank and two delay on part of the pensioner in approaching the bank for submission of the undertaking.
  • The required undertaking may be obtained by the Head of Office from the retiring Government servant along with Form 5 and other documents before his retirement. This undertaking shall be forwarded to the pension disbursing bank along with the Pension Payment Order by the Accounts Officer/CPAO following the usual procedure.
  • The pensioner would no longer be required to visit the bank to activate the first payment of pension. Therefore, after ascertaining that the Bank’s copy has been dispatched by the Central Pension Accounting Office, the pensioner’s copy of the Pension Payment Order (PPO) may be handed over to him at the time of retirement along with other retirement dues. This should be feasible in all cases where the Government servant had submitted pension papers within the time-limits prescribed in the Central Civil Services (Pension) Rules, 1972.
  • However, if any employee posted at a location away from the office of the Head of Office or who for any other reasons feels that it would be more convenient to him to obtain his copy of PPO from the bank, may inform the Head of Office of his option in writing while submitting his pension papers.
3. Pay & Account Office/Head of Office should not wait for the copy of PPO (SSA) for confirmation of the dispatch of the same by CPAO to bank for handing over of the pensioner’s copy to the retiring government servant along with other retirement dues. PAO/HOO may confirm the dispatch of Banks Copy of PPO by visiting CPAO’s website i.e www.cpao.nic.in - See your PPO Status.

4. It has been observed that pensioner’s portion of the PPO is not being handed over to the pensioner, but being sent to the bank through CPAO. It seems that the timeline for submission of finalizing the pension cases as mentioned in the CCS (Pension) Rules, 1972 are not being adhered to by HOO/PAO.

5. All Pr. CCAs/CCA/ CAs/AGs (with independent charge)/JS (Admin) are requested to issue instructions to all Pay and Accounts Offices/ Head of Offices under their jurisdiction to ensure timely submission of pension papers so that the correct procedure is followed strictly. Timeline for finalization of pension cases as prescribed in CCS (Pension) Rules, 1972 is annexed herewith.
This issues with the approval of Chief Controller (Pension).

Subject: Inviting applications from the retired PA/PS of Central Govt. services for rendering their services as stenographers on monthly basis in Department of personnel & Training - regarding.

It is proposed to engage retired PAIPS of Central Govt. service to render their services as stenographers in DoPT initially for six months against the vacant posts in these grades. Their monthly remuneration would be paid on the basis of last pay drawn minus pension. No other allowances whatsoever would be payable. The engagement of such retired personnels will be purely on temporary basis which can be extended every month depending on the basis of the vacancies in respective grades.

The applications in the attached format (complete in all respects) are invited from the retired PA/PS of Central Govt. service along with the requisite documents, i.e., copy of PPO, Last Pay Certificate & Bank Details, within two weeks of issue of this Circular to process their cases, accordingly.

Subject:- Manner of disposal of PPO - death of the pensioner with no claimant authorized for family pension in the same PPO.

Attention is invited to this office OM No. CPAO/Tech/Bank Performance/2014¬15/511-581 dated- 23.09.2011- (copy enclosed) wherein all Heads of the CPPC and Heads of Government Business Department of the Banks were instructed to return both halves of PPO to CPAO where no nominee is authorized for pension on the same PPO so that the family pension could be authorized to other eligible members of the family of the pensioner.

It has been observed that the both halves of the PPOs are not being returned by the CPPCs of the banks which has resulted in a number of court cases for delay in the commencement of family pension to the family pensioner other than the spouse.

It is reiterated that both halves of the PPO may be returned to the CPAO in case there is no nominee authorized for family pension on the same PPO exist as stipulated at per Para 23.3 of the Scheme for Payment of Pension to Central Government Civil Pensioners by Authorized Banks (Fourth Edition, 3rd December, 2004).

As per Para 23.3 of the Scheme for Payment of Pension to Central Government Civil Pensioners by Authorized Banks (Fourth Edition, 3rd December, 2004), wherein it is clearly stated that "The paying branch will enter the date of death of the pensioner in the disburser's portion of the PPO as well as pensioner's portion and in the register in the form as in Annexure VIII (pg. 33). The pensioner's half of PPO will then be returned to the nominee if family pension stands authorized through the same PPO; otherwise it will be returned to the Link Branch/CPPC along with the disburser's half, for onward transmission to the CPAO. The latter will up-date its record and transmit both halves of the PPO after keeping the necessary note in their records, to the PAO/AG who had issued the PPO for similar action and record".

All the Heads of the CPPC and Heads of Government Business Department of the Banks are requested to adhere to the above guidelines and return both halves of the PPO to the CPAO in order to avoid delay in finalization of family pension cases other than spouse.

The non-compliance of these instructions by the banks is resulting increase in receipt of number of court cases and legal cases in CPAO, non-updation of CPAO's and PA0's relevant record, delay in authorization of family pension to the eligible family members for whom a new PPO is to be issued, causing hardship to the claimants, points raised by the Pensioners' Welfare Associations from different platforms including SCOVA meetings.


The Para 6.3.1 of the CPPC Guidelines also stressed upon the strict adherence to the codal provisions of "Scheme Booklet", CCS(Pension) Rules, Orders, Guidelines on Pension issued by Government of India/Reserve Bank of India from time to time.

Non-compliance of codal provisions by the banks is a very serious lapse on their part. Therefore, it is imperative to instruct the Heads of CPPC of all the banks/ Heads of Govt. Business Divisions to take a stock of these cases and send a Review Report within seven days from the receipt of this Office Memorandum followed by returning of both the halves of all such PPOs wherein pensioner/spouse has died and no claimant for family pension has been authorized in the PPO. The matter may be taken on priority as it is under review at the higher level.

This issues with the approval of Chief Controller (Pensions).

Kindly refer to RBA No.170/2017 dated 30.11.2017 on the above subject. requesting Railways to verify the scrolls received from various Pension Paying Banks to establish that payment of revised pension has commenced in favour of all pensioners for whom revised PPOs have been issued. It is understood that despite lapse of nearly 6 months, revised pension is not being received by many pensioners and the issue is being raised in various Pensioners' Forums including SCOVA.
Follow up on payment of revised pension by the banks is necessary to take the benefits to the pensioners in a timely manner. Therefore, a special drive may be launched in the EDP centres to reconcile the debit scrolls with the revised PPOs to ascertain the number of cases where payment of revised pension has not yet been initiated by the banks despite issue of revised PPOs. The matter may be taken up with defaulting Banks and a report sent at jda@rb.railent.gov.in in the following format by 30th June,2018 for Board's information:

Employees Provident Fund Organisation (EPFO), which is providing a host of e-services for its stakeholders, has now introduced a new service through 'UMANG app'. On clicking 'View Passbook' option, it requires PPO Number and Date of Birth information to be entered by the pensioner. After successful validation of the information fed, an OTP will be sent to the registered mobile number of the pensioner. On entering OTP, 'Pensioner Passbook' will display the details of the pensioner like Name, DOB along with last pension credited information. The facility to download the financial year wise complete pass book details is also available.

Other e-services of EPFO already available through UMANG aap includes Employee Centric services (View EPF Passbook, Raise claim, Track Claim), Employer Centric Services (Get remittance details by establishment ID, Get TRRN Status), General Services (Search Establishment, Search EPFO Office, Know Your claim Status, Account details on SMS, Account details on Missed Calls), Pensioner Services (Update Jeevan Praman), eKYC services (Aadhaar Seeding).

Subject:- Grant of Fixed Medical Allowance.

DOP&PW vide its OM No.45/57/97-P&PW(C) dated-19.12.1997 followed OM No. 4/25/2008-P&PW (D) dated-26.05.2010, OM No. 4/25/2008-P&PW (D) dated 29.11.2014 and OM No. 4/34/2017-P&PW (D) dated-19.07.2017 had introduced the payment of Medical Allowance to those pensioners who were not residing in the areas where no such outdoor facilities are available. An undertaking is required to be submitted by claimants to the effect that they are not residing in the areas where no such outdoor facilities are available. On the basis of this undertaking pension disbursing authorities shall make an entry in regard to grant of medical allowance in the both halves of PPO of the individual concerned and authorise payment of medical allowance. Such an undertaking can be obtained by Bank,Departmental PAO and Treasury, as applicable once every year alongwith other certificates, the pensioner is required to furnish.

As and when grant of medical allowance to a pensioner/family pensioner is authorized by the pension disbursing authority, intimation to this effect shall be sent to the CPAO/concerned Pay & Accounts Office in the prescribed proforma. The payment shall be made to the pensioner by the pension disbursing authority alongwith pension/ family pension of monthly basis.

All Heads of Government Accounts Department and CPPCs are advised to make the payment accordingly alongwith recovery made, if any.

Consequent upon issue of letters bearing No. 7(62)/20014-D (AG) dated 4th Dec, 2017 by Govt. of India, Ministry of Defence(reproduced as Annexure 'A' and 'B' respectively to this circular), the rates of Pre- Independence Gallantry Awards and Post-Independence Gallantry Awards have been revised w.e.f. 01st August, 2017.

2. The revised rate of monetary allowance attached with Gallantry Awards may please be paid to all recipients at revised rate, irrespective of rank and income.
3. The terms and condition for payment of monetary allowance on the authority of Pension Payment Order (PPO) notified by this office in above categories of cases is stated in brief in following Paras
i. The allowance will be admissible to the recipient of the award and on his death to his widow lawfully married by a valid ceremony. The widow will continue to receive the allowance until her death. Ordinarily, the widow who was first married shall receive the allowance, but with the special sanction of the Government, the allowance may be divided equally between the lawfully married widows of recipients.

ii. When the award has been made posthumously to a bachelor, the monetary allowance shall be paid to his father or mother, and in case the posthumous awardee was a widower, the allowance shall be paid to his son below 18 years or unmarried daughter as the case may be.

iii. Each bar to the decoration will carry the same amount of monetary allowance as admissible to the original award.

iv. The monthly monetary allowance will be paid in respect of all gallantry awards received by an individual.

v. The monetary allowance will not be taken into account for computing dearness relief.

It is requested that a copy of these orders / instructions may be provided to all Paying Branches/ Treasuries under your jurisdiction for making payment of the monetary allowance at the enhanced rate.

Office of the PCDA (Pension) Allahabad was in the process to implement e-PPO's for all categories of pensioners. In the first phase, corrigendum PPOs to revise pension of Pre- 2016 defence civilian pensioners have been issued through e-PPOs. Various PDAs have already revised pension of such pensioners. A new PPO series was introduced for these corrigendum PPOs which contained 12 digits with PPO suffix of 4 digits. For this purpose, only electronic PPOs (e-PPO) were generated which were digitally signed. No physical PPO was printed and sent to any agency. These new PPO (e-PPO) also contained a QR code wherein all important data was embedded. This QR code could be used by PDA's to capture the data.

2. Now, it has been decided to discontinue issue of physical PPOs in respect of ICOs and JCOs/ORs of Indian Army w.e.f. October, 2017. In other words, in respect of fresh retirees of Indian Army (retiring or being discharged) from the month of October, 2017, only e-PPO will be issued with following features
(a) These documents will be digitally signed.
(b) These PPOs will contain 16 digits to identify the PPO (12 digits PPO No. and 4 digits as PPO suffix).
(c) They will contain a QR code where data of various fields will be embedded.
3. These e-PPOs will be sent to the banks through SFTP connectivity which this office has established with various banks. Other banks, with whom there is no SFTP connectivity, are advised to immediately take necessary measures to establish the same. In the interim period till the time they establish SFTP connectivity, PPOs will be sent through email id pcdapedp.cgda@nic.in . Similarly, these PPOs will be sent to DPDOs through the CGDA WAN. Other PDAs such as Director of all State Treasuries; IE Kathmandu, Nepal; Post Office, Kathua; PAO, Delhi etc are requested to kindly immediately provide an email ID of .nic or any other domain under control of government for this purpose. Regarding submission of e-Scroll, PDAs are requested to refer to para 6 of this office Circular No. C- 169 dated 11.07.2017. All PDAs are requested to strictly follow the procedure prescribed therein.

4. The procedure of forwarding the e-PPOs will be as under:
(a) For JCOs/ORs: A copy of e-PPOs, duly digitally signed, will be sent electronically to Record Offices (ROs). The concerned RO, after scrutinising and checking the e-PPO, is requested to forward a hard copy of the e-PPO (after printing from the PDF file) along with Descriptive Roll of the pensioner to PDA concerned. ROs are also requested to kindly provide a copy of the e-PPO to the Armed Forces Pensioners/ Family Pensioners for their record either as hard copy or through e-mail as deemed fit. If any discrepancy is observed by the RO in e-PPO or death occurs before the date of retirement/discharge, then this fact may be immediately brought to the notice of PSA for remedial measures. PDAs are advised to affect payment based on e-PPO after confirmation from Record Office concerned in the form of receipt of hard copy of e-PPO and Descriptive Roll.

(b) For Commissioned Officers: A copy of e-PPOs, duly digitally signed, will be sent electronically to Army HQ. In order to have enhanced security in the process, the Army HQ after scrutinising and checking the e-PPO, is requested to forward a hard copy of the e-PPO (after printing from the PDF file) to the PDA concerned. The Army HQ is also requested to kindly provide a copy of the e-PPO to the Armed Forces Pensioners/ Family Pensioners for their record either as hard copy or through e-mail as deemed fit. If any discrepancy is observed by the Army HQ in e-PPO or death occurs before the date of retirement, then this fact may be immediately brought to the notice of PSA for remedial measures. PDAs may commence the payment of pension on basis of e-PPO and Descriptive Roll from this office and hard copy of e-PPO received through Army HQ.
One copy of the e-PPO will also be sent to the PCDA(O) , Pune in respect of all Commissioned Officers. PCDA(O), Pune is requested to check all entries printed in the e- PPO with reference to the LPC-Cum-Datasheet forwarded by them. In case any discrepancy is noticed, the same should be immediately brought into the notice of this office.

5. Process of verification of e-PPOs; PDAs shall take the following steps:
(a) On receipt of e-PPOs though the medium specified above, PDAs shall verify the genuineness of the digital signature affixed on the e-PPO.
(b) Name of authorised signatories who have been provided digital signature through e- Mudra by this office for signing of e-PPO digitally will be made available on website of PCDA(P) Allahabad at URL www.pcdapension.nic.in. All PDAs are requested to refer to the website of this office and check the name of such authorised signatories for the purpose of digital signature on e-PPO accordingly in order to ensure that no PPO with unauthorised signature is acted upon.

(c) PDAs shall wait for the confirmation from the Army HQ / Record Office as the case may be, before releasing the first payment and starting pension payment monthly.

(d) It shall also be confirmed by the PDA that the payment is not being released again in respect of same PPO number (including the PPO suffix of 4 digits) to the pensioner inter-alia due to duplicate receipt of e-PPO. In such a scenario, the PDA will inform the PSA that the event of duplicate transmission of the given PPO has been detected and no action on such e-PPOs except the first one has been taken. 6. Pension certificate issued by this office in respect of JCOs/ORs is discontinued with immediate effect.
7. The PPO series circulated by this office Circular No. 571 dated 19.12.2016 in case of JCO/ORs and Circular No. 27 dated 24.11.2016 in case of ICOs stand withdrawn with immediate effect except for those PPO's which pertain to blocks of manual PPO's. Also, PPO series for Defence Civilians which have been circulated by this office will continue to be in force till e-PPOs are started in respect of Defence Civilians by this office.

8. The change statement regarding addition or deletion of pensioners on the strength of the Pension Disbursing Authorities may be forwarded to this office in Annexure "E" to this office Circular No. 189 dated 28.02.2017 in CSV format to e-mail ID pcdap- account.cgda@nic.in . A hard copy of this change statement may also be forwarded to Shri K K Pant, SAO, O I/C Audit Section, Office of the Principal CDA (P), Allahabad-211014 in usual manner in terms of Para 17 of Annexure 'H' to Scheme for payment of pension of Defence Pensioners by Public Sector Banks and para 126 of Defence Pension Payment Instructions (DPPI) -2013.

9. Separate communication will be issued by office of PCDA(Navy) Mumbai and Office of CDA(AF) New Delhi regarding implementation of e-PPO in respect of Pensioners of Indian Navy and Indian Air Force respectively.

Sub: Simplification of pension procedure (i) Handing over of PPO to the retiring employee by the Head of Office before retirement and

(ii) Submission of undertaking by retiring Government servant along with pension papers - reg.
The undersigned is directed to invite attention to this department's Office Memorandum of even number, dated 7th May, 2014 (copy available at departmental website), vide which provision had been made that the undertaking to be submitted by the retiring Government servant/pensioner to the pension disbursing bank to refund or make good any amount to which he is not entitled may be obtained by the Head of Office from the retiring Government servant along with Form 5 and other documents before his retirement. This undertaking is forwarded to the pension disbursing bank along with the Pension Payment Order (PPO) by the Accounts Officer/CPAO following the usual procedure. The bank shall credit the pension to the account of the pensioner as soon as this Undertaking is received along with the pension documents.

2. The pensioner is no longer required to visit the bank to activate the first payment of pension. Therefore, after ascertaining that the Bank's copy has been despatched by the Central Pension Accounting Office, the pensioner's copy of the PPO is to be handed over to him at the time of retirement along with other retirement dues. This should be feasible in all cases where the Government servant had submitted pension papers within the time-limits prescribed in the Central Civil Services (Pension) Rules, 1972.

3. An employee posted at a location away from the office of the Head of Office or who for any other reasons feels that it would be more convenient to him to obtain his copy of PPO from the bank, may inform the Head of Office of his option in writing while submitting his pension papers.

4. However, in the recent past, many instances have come to the notice of this Department wherein the pensioner's copy of the PPO had not been handed over to him/her and instead had been sent to the Bank and the same was lost in transit sometimes thereby causing hardship to the pensioner.

5. In view of the foregoing, all Ministries/Departments are once again requested to strictly follow the above procedure henceforth viz., handing over the copy of pensioner PPO to him/her at the time of retirement along with other retirement dues except if the pensioner specifically requests for delivering his/her copy of PPO through bank. Department of Posts and Department of Telecommunications are requested to make suitable amendments to the instructions to the Accounts Officers and pension disbursing Post Offices/Banks to adhere to the above procedure.

The undersigned is directed to refer to this Department's OM of even no. dated 23-06-2017 on the above subject. As per the said OM, the benefit of the orders of Hori'ble High Court of Madras dated 02-08-2007 and the Orders of Hon'ble Supreme Court dated 01-09-2016 would be extended to all similarly placed absorbee pensioners. Accordingly, the words “absorbee petitioners” in para 8 of the above OM may be read as “absorbee pensioners”.

Sub: NPS: Extension of benefits of Retirement Gratuity and Death Gratuity to the Central Government employees covered by New Defined Contribution Pension System (National Pension System) - regarding. 

Ref:- This office Circular No. 79 dated 29/10/2010 and No. 110 dated 12/08/2013

Benefits of Retirement Gratuity and Death Gratuity to the Central Government employees covered by New Defined Contribution Pension System (National Pension System) has been extended vide Govt. of India, Ministry of PPG & P, Deptt. of P&PW in their O.M. No. 7/5/2012- P&PW (F)/B dated 26.08.2016 (copy enclosed)on the same terms and conditions as are applicable to employees covered by Central Civil Service (Pension) Rules, 1972. The Ministry has further clarified vide O.M.No.28/03/2017-P&PW(B) dt. 18/05/2017, that CCS (Pension) Rules, 1972 are otherwise not applicable to the Central Government employees covered under NPS. Hence, they would obviously not be eligible for Service Gratuity or Pension under the CCS (Pension) Rules.

2. The phrase 'terms and condition' in the ibid O.M. dated 26.08.2016 refers to the requirement of qualifying service, the rates on which retirement gratuity is to be paid, the limit of amount of gratuity, nominations, disciplinary provisions, etc. in the CCS(Pension) Rules. All these condition would be equally applicable for grant of gratuity to employees covered under NPS. The decision to extend retirement gratuity and death gratuity vide the O.M. dated 26.08.2016 is absolute and not provisional. Separate rules on gratuity for Central Government employees under NPS would be framed in due course.
3. Now, it has been decided that to submit the claims of above beneficiaries for Retirment Gratuity and Death Gratuity, the following procedures shall be adopted by HOO and Pay Audit Controllers:-
i. H.O.O. will prepare a claim in case of NPS beneficiaries going to retire in accordance with the procedure as prescribed for Defence Civilian Personnel appointed before 01.01.2004 and will submit the same along with service boom and all the relevant documents (Which is required in case of pre 01.01.2004 Cases) to PAO concerned i.e.LAO/RAO. The Permanent Retirement account No. (PRAN) of the concerned Government Servant Allotted by National Security Depository limited (NSDL) will also be indicated. In cases where PRAN has not been allotted by NSDL to a NPS subscriber being non-effecting account as on 0104.2008, permanent pension account No.(PPAN) allotted to subscriber will be indicated.

ii. PAO will carry all necessary checks with reference to the entries in service book and as admissible under the OM No.38/41/06 P&PW (A) dated 05.05.2009 (already circulated under this office circular no.79 dt. 29-10-2010) to ensure that entries made in claim are in as per records in the service book of the individual. After signing and affixing the seal, the PAO concerned i.e.LAO/RAO will pass on the claim to the PCDA(P) Allahabad. The service book will be returned by PAO to HOO concerned.

iii.HOO will also maintain a separate register for recording entries for PRAN /PPAN No., Name of Government Servant, PPO No. and awards notified.
iv. On receipt of PPO from PCDA(P) Allahabad, HOO will check the same and after recording the entries in the register retransmit PDA's copy to PDA, Pensioner copy to Pensioner and retain
HOO copy for their own record.

v. Other procedures prescribed for pre 01-01-2004 pensioner will also be followed by the HOO in case of NPS beneficiaries.
4. In view of the foregoing, you also are requested to issue suitable instructions (along with copy of this circular) to all the Head of Offices under your administrative control to ensure that claim on the subject matter henceforth are floated in accordance with instructions given in above Para.

The facility of checking the PPO Status and pension service is available online on Web Responsive Pensioners' Service. Central Government Employees, who are retiring and whose pension papers are submitted on "Bhavishya" Application, now can check their PPO Status online. "Bhavishya" is now mandatory.

Pension Processing Status Tracking :
 Retired and retiring pensioners can track status of their pension cases of both new as well as revision like date of receipt of their cases in CPAO and date sent from CPAO to the Bank. To track the pension status, in respect of retired government employees, PPO numbers, date of birth and date of retirement/date of death are required. For retiring employees, PAN number and date of retirement is required.

Reference:- This office Circular No. 64 dated 01.09.1988.

GoI, MoD letter No. 6(4)/87/1369/B/D(Pens/Sers) dated 30.06.1988 and Circular No. 64 dated 01.09.1988 were issued for taking appropriate action for endorsement of Family Pension in the PPG of living Armed Forces Pensioners. For this purpose, an application form attached an "Appendix- A" was introduced along with above Govt. letter under which certain details were required to be filled.
  1. Govt. of India, Ministry of Defence vide letter No. 1(11)/2014/D(Pen/Pol) dated 15.07.2016 has modified the ibid "Appendix - A". Now, 4 items i.e. Present Address, TSIPS No., Details of Family Pension from other sources and Name of handicapped children, if any, have been added in Appendix-A on Sl No. 2, 4, 9 & 10 respectively.
  1. Therefore, all the claims for endorsement of Family Pension entitlement in the PPO of living Armed Force Pensioners shall be submitted to this office in revised Appendix-A duly completed in all respect.

Mandatorily process all pension cases online: Government to departments

In order to check delay and bring in more transparency, the Centre has asked all its departments to mandatorily process all pension-related cases through an online system.

The move will result in timely sanction and grant of post-retirement benefits to employees.

The Ministry of Personnel, Public Grievances and Pensions has issued instructions to secretaries of all central government departments asking them to ensure that pension cases are processed electronically.
It has been seen that despite detailed guidelines and instructions, a large proportion of retiring employees do not get their retirement benefits and pension payment order (PPO) in time, the Ministry said in an order.

It said an online pension sanction and payment tracking system called 'Bhavishya' has been launched to check delay in providing retirement benefits to employees.

Both the retiring employees as well as administrative authorities can monitor progress of pension cases at each stage online.

"It has now been decided that all Heads of Offices will henceforth mandatorily process all pension cases only through Bhavishya. In this, where necessary, they will assist the retiring employee to submit the online application form," the Personnel Ministry said, seeking strict compliance of its directive.
All pension related cases of retiring employees have to be filed electronically from January 1, 2017 and "in no case will the pension case be delayed on account of electronic processing through Bhavishya", it said.

Ministry of Finance has been receiving various applications from Central Civil Pensioners/Family Pensioners and Registered Welfare Organisations related to pension problems like how to get duplicate PPO in case of missing of original PPO, commencement of family pension to spouse or dependent children after the death of pensioner, transfer of pension account from one bank/branch to another bank/branch. However, complaints are not attended immediately by banks in absence of PPO numbers in bank pass books. To obviate this situation, Ministry of Finance, Department of Expenditure, Central Pension Accounting Office vide OM No. CPAO / Tech / Clarification / P&PW I 2014-15/426-497 dt. 17.09.2014 advised the Heads of all CPPCs and Government

Business Departments to instruct all their bank branches dealing with pension payments to record the PPO numbers in all the pass book of the pensioners/family pensioner issued by them.

However, there was no mention about applicability of above instruction to defence pensioners/family pensioners. Therefore, a clarification in this regard was sought from the Ministry, who has now advised, vide F.No. 7/124/2014-BOA dt. 23rd Aug 2016 to the CEOs of all PSBs to ensure recording of PPO numbers in the bank pass books of Defence pensioner/family pensioners.


It is therefore requested to issue suitable instructions to all your bank branches dealing with pension payments to record the PPO numbers in the bank pass books of Defence Pensioners/family pensioners (including Defence Civilian Pensioners/family pensioners).
