Employees’ Provident Fund Organisation (EPFO) has introduced UAN-Aadhaar linking facility for the convenience of members using EPFO Link in UMANG Mobile App. This is in addition to the existing web facility already available at EPFO’s website www.epfindia.gov.in >> Online Services >> e-KYC Portal>> LINK UAN AADHAAR.

The facility on e-KYC Portal has further added a new feature to link UAN with Aadhaar online using biometric credentials. Using the aforesaid facilities, EPFO members can link their UAN with Aadhaar as under:

For using this facility with UMANG APP, Member will have to provide his/her UAN. An OTP will be sent to the UAN registered Mobile Number. After OTP Verification, member will have to provide Aadhaar details and gender information (where gender information is not available against UAN). Another OTP will be sent on Aadhaar Registered Mobile Number and/or email. After OTP verification, Aadhaar will be linked with UAN where UAN and Aadhaar details are matched.

For using this facility through E-KYC Portal, Member will have to provide his/her UAN. An OTP will be sent to the UAN registered Mobile Number. After OTP Verification, member will have to provide Aadhaar details, gender information (where gender information is not available against UAN) and select Aadhaar verification method (Using Mobile/email based OTP /using Biometrics). Another OTP will be sent on Aadhaar Registered Mobile Number and/or email or Biometric will be captured using Registered Biometric Device. After verification, Aadhaar will be linked with UAN where UAN and Aadhaar details are matched.

Moving towards Digital India, EPFO has also launched e-Nomination facility for filing nomination form by the member. This functionality is available at Member Interface of EPFO Unified Portal (https://unifiedportal-mem.epfindia.gov.in/memberinterface/). Any member having activated and Aadhaar seeded UAN, can avail this facility.

This functionality is independent from employer. After giving nomination details online, member has to digitally sign the nomination. Aadhaar based eSign is being used for digital signing of nomination form. Aadhaar based eSign is being provided to members free of cost by EPFO. Only member’s mobile number should be linked with Aadhaar. This functionality will also be made available on UMANG mobile app soon.

Ministry of Railways permits m-Aadhar as one of the prescribed proofs of Identity for Rail Travel Purpose.

Ministry of Railways has decided to permit m- Aadhar (Aadhar card on mobile app namely m- Aadhar launched by UIDAI) as one of the prescribed proofs of Identity for Rail Travel purpose in any reserved class.

m- Aadhar is a mobile app launched by UIDAI on which a person can download his/her Aadhar Card. It can be done only on the mobile number to which Aadhar has been linked. For showing Aadhar, the person has to open the app and enter his/ her password to show the Aadhar Card.

m- Aadhar when shown by the passenger on his/her mobile after entering the password should be accepted as proof of identity for undertaking journey in any reserved class over Indian Railways.

Sub:- Aadhar enabled Biometric Attendance System for marking attendance.

The Department of Personnel & Training vide letter No.11013/9/2014-Estt(A-III) dated 21st November 2014 (circulated vide Hqrs Office letter No. AN/III/3012/Misc/BAS dated 20.02.2015) has decided to use an AADHAR based Biometric Attendance System (AEBAS) in all offices of the Central Government, including attached/sub-ordinate offices in India.

Biometric Attendance System is only an enabling platform. There is no change in the instructions relating to office hours, late attendance etc. which will continue to apply. As per extant instructions, half-a-day’s casual leave should be debited for each day of late attendance, but late attendance upto an hour, on not more than two occasions in a month, and for justifiable reasons may be condoned by the competent authority. In addition to debiting Casual Leave(or Earned Leave, when no CL is available) disciplinary action may also be taken against government servants who are habitually late. Early leaving is also to be treated in the same manner as late coming.

Therefore, all the staff and officers will mark their attendance through AEBAS only. The manual attendance may be discontinued immediately.

Subject:- Aadhar based Digital Life Certificate (Jeevan Pramaan)

The Hon’ble Prime Minister has launched “Jeevan Aadhaar” (Aadhaar based biometric verification system for pensioner).  To make its implementation successful Department of Financial Services has constituted a sub-group comprising of RBI, Indian Bank’s Association (IBA),, State Bank of India, Punjab National Bank, Bank of Baroda and Canara Bank. Accordingly,’RBI, IBA and Department of Financial Services have issued necessary guidelines/ instructions to all banks for their convenience. To implement Jeevan Pramaan it is necessary on the part of banks to seed the Aadhaar number with Pension Payment Order and bank account number. To complete this task, all banks have to take special drive to collect the Aadhaar number of pensioners and make it a part of their master data.

In the above context Addl. CGA has taken a meeting on 24.12.2014 with the discuss the further strategy for speedy implementation of the system. In the meeting, it was decided that to ensure the genuineness of the pensioner it is necessary to seed the Aadhaar number with PPO and pensioners bank account. Because at present banks are not having pensioners’ data base on their server to link them with the details of PPOs and Aadhaar numbers, they were advised to prepare a data-base of pensioners account first at the earliest and link them with Aadhaar server. For this purpose, they will call the pensioners to come to bank alongwith their original Aadhaar card and its photocopy for identification. The designated officer of the bank will identify the pensioner with reference to the PPO and KYC document and seed his pension account with Aadhaar server.

He will keep the photocopy of Aadhaar Card in the pensioners’ folder for record. The bank will apply this strategy immediately with those pensioners whose life certificates are still pending and are interested to opt for digital certification of their life. Thereafier, they may complete this task well before November, 2015, when life certificate becomes dues.

A column for Aadhaar number has been provided in the format of master data and made available on CPAOs website. All CPPCs are advised to update their master data duly seeded with PPO number & bank account numbers and send the same to CPAO by e-mail at cpao.masterdata{@}gmail.com at the earliest so that CPAO also updates its master data for validation purpose.

This task must be completed on top priority basis.

Biometric Attendance System

The Government has decided to use an AADHAR Enabled Bio-metric Attendance System (AEBAS) in all offices of the Central Government, including attached / sub-ordinate Offices, in India. There is no change in the instructions relating to office hours, late attendance etc. Biometric attendance system is only an enabling platform.

As per the available information, there is a difference between the number of registered employees and number of employees marking their attendance. This Department has issued fresh instructions to all Ministries that necessary directions may be issued to all employees to mark their attendance in the Biometric Attendance Portal on regular basis.

As per the available information, the present status of implementation of the biometric attendance system is as under:

Subject: Employee Registration for Aadhar based Biometric attendance- reg.
 The undersigned is directed to refer to OM of even number dated 16.12.2014 on the subject noted above under which all Pr.CCsIT/DGsIT were requested to take necessary steps to install Aadhar Enabled Diametric Attendance System(AEBAS) in the offices under their administrative control within the time prescribed by the Government (by 31.12 2014 in Delhi and 26.1.2015 in rest of India) and to submit a compliance report by 15th February,2015.
 
Further, pursuant to a letter dated 29.12.2014, received from the D/o Electronics & Information Technology pointing to the low registration of employees. in Delhi by CBDT for the Aadhar Enabled Biometric Attendance System, all Fr.CCsIT/DCisIT were also requested vide OM of even number dated 7.1.2015 to ensure that necessary steps for expediting registration of all officers/employees are taken on priority by the nodal officers for implementation of the AEBAS in their offices and a report submitted by 20.1.2015. A reminder in this regard recapitualating in brief the action to be taken and details of the officers in NIC who may be contacted by the nodal officers for seeking any clarification/guidance was also issued vide OM of even number dated 22.1.2015.

Based on the feed back received from different officers the position on the implementation of AEBAS has been reviewed by the Chairperson, CBDT who has observed as under:-
 
Very tardy Progress. It appears that field offices have assumed that their work ended with appointment of nodal officers. Please send a self contained advance reminder w.r.t compliance report due on 15.2.2015
 
It is therefore requested that the matter may he looked into and nodal officers appointed for the implementation of the AEB. AS may be directed to take necessary action in this regard keeping in view the compliance report that is to be submitted to this office by 15.2.2015 as  directed by the Chairperson, CBDT

Madam/Sir,
In the Board of Governors (BOG) meeting held on 1oth December, 2014, a direction was issued to KVS to integrate the AADHAR Unique Identity No. (UID) issued by Government of India in the student data base to be compiled on UBl Portal for fee collection.

In compliance with the direction of BOG, a column of AADHAR UID no. of student has been inserted in the Excel sheet forwarded to the Regions for compilation of student data for third phase so that same can be uploaded online by respective KVs. AADHAR UID no. has been incorporated at serial no 17 of the proforma, making the revised proforma of 27 column against the earlier 26 columns.

It may please be emphasized to all of students studying in your Region to enroll themselves for AADHAR UID so that student data base can be also linked to AADHAR UID in future through appropriate intervention in the software for fee collection through UBI.

The compliance of above may be reported after issuing necessary direction to all KVs under your Region.

Bio-Metric Attendance Monitors installed for employees of urban ministries

To ensure punctuality at work, Bio-Metric Attendance Marker Systems have been installed for employees of the Ministries of Urban Development and Housing & Urban Poverty Alleviation located in the Nirman Bhawan.

Eight such systems known as ‘Aadhar Based Bio-Metric Attendance Systems (AEBAS)’ have been installed at six gates of Nirman Bhawan. The Unique Identity Authority of India (UIDAI) has provided the machines and the attendant software and authentication devices for the wall mounted systems.

Employees have to use last four digits of their respective ‘Aadhar’ number as ‘Personal Identity Number (PIN)’ besides using finger for authentication. An Aadhar registration camp is being organized for those who do not have Aadhar cards.

Installation of these Bio-Metric Monitors followed surprise checks under taken by the Minister of Urban Development and Housing & Urban Poverty Alleviation Shri M. Venkaiah Naidu on July 28 and June 12, 2014 during when late coming to office was noticed. Shri Naidu then directed the Ministry officials to take necessary measures to ensure punctuality at work.
