Cabinet approves extension of term of the Commission to examine the issue of sub-categorization of Other Backward Classes

The Union Cabinet chaired by Prime Minister Shri Narendra Modi has approved the extension of term of the Commission to examine the issue of sub-categorization of Other Backward Classes, by twelve weeks i.e. upto 2nd April, 2018.  The extension of tenure will enable the Commission to submit a comprehensive report on the issue of sub- categorization of OBCs, after consultation with various stakeholders.


The Commission was constituted under article 340 of the Constitution with the approval of President on 2nd October, 2017 and it was stipulated that it would submit its report within twelve weeks from the assumption of charge by the Chairperson.

Background:

The Commission, headed by Justice (Retd.) Smt. G. Rohini commenced functioning- on 11th October, 2017 and has since interacted with all the Stats/UTs having reservation for OBCs, and the State Backward Classes Commissions. The Commission has requisitioned data from 197 Higher Education Institutions regarding admission of OBCs to higher education courses during the last three years and has also sought data regarding recruitment of OBC persons in Government jobs during the last three years in Government Departments, Public Sector Banks and Financial Institutions as well as in the CPSEs, with a view to determine the inequitable distribution of benefits of reservation among the castes/communities included in the Centre List of Other Backward Classes.

Keeping in view the voluminous data involved and the time required for its analysis to prepare a comprehensive report, the Commission had sought extension of its term by twelve weeks.

Educational Qualification: Graduate from a recognized University OR Pass in HSC/Equivalent (XII pass) examination with 60% marks (50% for Ex-servicemen, SC/ST and Persons with Disabilities); and the candidate should have passed in English as one of the subjects at SSC/ HSC/ Intermediate/ Graduation level; and Knowledge of Regional Language i.e. Language of the State of Recruitment is essential.

3% reservation for differently-abled persons be given in all category of government jobs: Supreme Court

 The Supreme Court today held that three per cent reservation for differently-abled persons be given in all category of government jobs including in appointments and promotions to IAS while pulling up the Centre for "frustrating" the very purpose of empowering legislation by opposing it.

A bench headed by Chief Justice R M Lodha said the disabled persons have not got their due in the last 19 years after framing of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, which was passed in 1995.

Additional Solicitor General Pinky Anand, appearing for the Centre, contended that reservation cannot be given in case of promotion to Group A and Group B officers category as it is not a case of appointment.

The bench, however, observed that appointment is a broader concept and the Centre is giving a narrow interpretation of it.

"You are frustating the very reservation policy and cause of class for which Parliament passed the law," the bench said.

"For the last 19 years it is not being implemented and the class, for which the legislation was made, had not got benefited as it should have," the bench said.

The court dismissed the petition of Centre challenging order of  Bombay High Court which had directed the Centre and the Union Public Service Commission to implement a 3 per cent quota in direct recruitments and promotions for the disabled in the IAS.

NEW DELHI: The Centre is considering a move to drop mandatory police verification of candidates selected for government jobs and may accept self-attestation certificates from them.

The issue of omitting the need of police verification of people getting selected for government jobs and applying for passports is under consideration of the Ministry of Home Affairs, official sources said. The MHA is likely take a view of state governments and other stakeholders in the matter, they said.

A concept note on the matter by the Ministry of Personnel, Public Grievances and Pensions also favoured replacement of police verification in various works including for the purpose of issuance of passport and for government jobs.

It needs to be considered if this can be eliminated as
(i) the police check is only about any criminal cases for which the persons concerned do provide necessary declarations and remain liable for false declaration;
(ii) the police report is perfunctory as it covers the last place of residence only;
(iii) in any case, neighbours’ affirmation appears to have little meaning, the note says.
As part of its effort to reform the public service delivery system and bridging the governance deficit, the Centre is promoting self attestation in place of notarized affidavits for a big chunk of government-related work.

Prime Minister Narendra Modi has recently sought minimum use of affidavits and a shift to self-certification, so as to benefit the common man.

“In a citizen-friendly initiative, all ministries and departments of the union government, and all state governments, have been asked to make provision for self-certification of documents in place of affidavits.
“The requirement of attestation by gazetted officer is also sought to be replaced by self-certification by the citizen,” the Prime Minister’s Office has said in a release.

The 12th report – ‘citizen centric administration-the heart of governance’ – of the second Administrative Reforms Commission has also suggested simplifying procedures for self-certification provision.

Exam: 10+2 Cadet (B.Tech.) Entry Scheme
Qualifications: 10+ 2 with Maths, Physics and Chemistry with not less than 75% marks. 50% marks in English subject
Age Limit: 17 to 19 ½ years
Selection Process: Interview conducted by Service Selection Board.
Training: candidates qualified can pursue four years B.Tech course in Indian naval academy Ezhimala in kerala. Based on the vacancies and interest one can choose engineering branches like electronics and communication/ mechanical/ naval architect/ marine engineering for the training. The B.Tech degree is awarded by the Delhi Jawaharlal Nehru University (JNTU).
