OFFICE MEMORANDUM

Subject: Engagement of a consultant in the Department of Pension & Pensioners Welfare-reg.

The Department of Pension & Pensioners’ Welfare intends to engage a consultant to assist the Department for undertaking comprehensive review/revision of CCS (Pension) Rules and orders issued by the Government on the subject of pensionary benefits and other important issues requiring immediate attention. The revision and review of the rules etc. is being undertaken by the Department in compliance with recommendation of the Hon’ble Supreme Court in the matter of UoI Vs. R. Sethumadhavan and Other. In addition, the Department may also assign the consultant any other work related to this Department.

Accordingly, applications are invited from retired Central Government Employees having been retired from the post of Deputy Secretary/Director or equivalent i.e.to say from any-post carrying the following.Pay.Band/Pay Matrix
i. Rs.15600 – 39100 + 7600 Grade Pay; or
ii. Rs.37400 – 67000 + 8700 Grade Pay; or
iii. Pay Matrix 12 or 13 under 7th CPC
MANDATORY SERVICE EXPERIENCE
The applicant should have a minimum of 3 years experience in dealing with pension cases and pension related court cases of Central Government Employees.

AGE
Age should not be more than 65 years on the date of advertisement.

REMUNERATION
On selection, the consultant will be paid consolidated remuneration equivalent to his last pay drawn minus pension. He will also be paid Dearness Allowance on the remuneration amount kt the rates applicable for Central Government Employees on the date of engagement. No other allowance such as HRA/Transport Allowance etc. will be payable to the consultant.
The consultant may be required to undertake outstation visits also for which he will be paid Travelling Allowance/hotel/ guest-house reimbursement as per rules applicable to
equivalent scales.

DURATION OF ENGAGEMENT
The duration of engagement will be one year from the date of initial engagement which period may be curtailed or extended at the sole discretion of the Department and the same will be binding on the consultant.

The appointment of consultants would be on full-time basis and he will not be permitted to take up any other assignment during the period of Consultancy with the DoP&PW.

The appointment of consultant is of a temporary (non – official) nature and the appointment can be cancelled at any time by the Department without assigning any reason.

Retired central government officers desirous of consideration for the above assignment may submit their application in the prescribed proforma (Annexure-I), to Shri Ashok Kumar Singh, Under Secretary (Admn.I), Department of Pension & Pensioners Welfare, 3rd Floor, Lok Nayak Bhawan, Khan Market, New Delhi – 110 003 latest by 7th June, 2019 either in person or through post.

Applications received beyond the closing date or giving false information will not be entertained and will be summarily rejected, Only shortlisted candidates will be intimated and Department of Pension & PW reserves the right to reject any or all applications without assigning any reason.

Subject : Pensioners' Portal - Rationalization of amount of Grant-in-Aid being given to identified Pensioners' Associations.

Sir,
As you know, the Department of Pension and Pensioners' Welfare has been sanctioning Grant-in-Aid to identified Pensioners' Associations up to monetary limit of Rs.75,000/- per annum per Pensioners' Association to defray expenses on the following components to meet the objectives of the Pensioners' Portal :-

 (i)Telephone + Internet ConnectionUp to Rs.12,000/- per annum
(ii)Stationery + Battery replacementUp to Rs.19,500/- per annum
(iii)Subsidy towards Rent of Building/ Water/ Electricity/ AMC of equipmentUp to Rs.28,500/- per annum
(iv)Remuneration Payable of Date Entry Operator (Part time)Up to Rs.15,000/- per annum
Total
Up to Rs.75,000/- per annum

2. The above parameters for Grant-in-Aid were made applicable from the financial year 2013-14 on the basis of recommendations of "A committee for making recommendations for rationalisation of amount of Grant-in-Aid to identified Pensioners' Associations", as contained in this Department's letter No.55/24/2013- P&PW(C) dated December 19, 2013 copy of which was also sent to all the identified Pensioners' Associations.

3. As of now, few Pensioners' Associations have been raising the issue of further rationalization of amount of Grant-in-Aid as also the components on which the same could be spent in various forums including, during Awareness Programmes and various other meetings etc. This Department,- therefore, intends to examine the above issue after calling for suggestions from identified Pensioners' Associations with regard to rationalization of amount of Grant-in- Aid and various permissible component heads for its utilization.

4. You are, therefore, requested to send views/suggestion of your Pensioners' Association in the above matter latest by 31st July, 2018 for consideration of this Department.

Subject: “Anubhav”- showcasing outstanding work done during service submission of details by the retiring employees regarding

The undersigned is directed to refer to the interactive session chaired by Secretary (P) oh 18.3.2015 with the officers of CSS and CSSS retiring in the month of March and April, 2015 on the subject mentioned above.

2. As Ministries/ Departments are aware, Department of Pension & Pensioners Welfare has laiunched an online platform viz. “Anubhav” for the retiring Central Government employees to showcase commendable work done by them during their service. It is envisaged that this would provide satisfaction to the retiring employee and also act as a motivator for serving employees. This would also be a wonderful opportunity to garner the resource of retiring employees for voluntary contribution to nation building post retirement.

3. The link to the “Anubhav” is at http://pensionersportal.gov.in/anubhav/CSS/CSSS Officers retiring within six months are requested to submit the write up not more than 5000 words along with appropriate attachments where need be in the online portal. For detailed instructions they may refer to the circulars issued by Department of Pension & Pensioners welfare in this regard.

4. All Ministries/Departments may request CSS/CSSS Officers retiring within six months to submit a write up providing details of their work that has contributed to the efficiency, economy and effectiveness in government functioning or / and any innovation which led to improved work culture or any other contribution considered significant by the retiring employee.

5. Ministry/Department wise list of employees of CSS and CSSS retiring within the next six months as per web based cadre management system is attached. Mistakes if any in the list may also be brought to the notice of this Department.
