Subject: Productivity Linked Bonus(PLB) for the civilian employees of the EME for the Year 2017-18.

Sir,
I am directed to refer to the Productivity Linked Bonus Scheme already circulated ode this Ministry's letter No.F.24(8)/80/D(JCM) dated 28th September 1983 as amend. from time to time and to convey the sanction of President to the payment of 26 days (Twenty Six days) wages in cash as PLB for the year 2017-18 to the eligible civilian employees of the EME.

2. The entitlement has b.n worked out on the basis of the working results for the year 2017-18 in accordance with the agreed formula.

3. The PLB shall be paid to all eligible Gp. 'B' (Non-Gazetted). Gp. 'C' and Gp civilian employees of the EME who are covered under PLB Scheme for the accounting year 2017-18 The calculation ceiling of Rs.7000/- (7000×26/30.4) and other terms and conditions of the PLB Scheme will remain unchanged.

4. Productivity Linked Bonus to the casual labourer will be paid at the assumed wages of Rs 1200/- p.m. (1200×26/30.4) for the accounting year 2017-18 However in cases where the actual wages fall below Rs.1200/- p.m., the amount will be calculated on the actual monthly wages. The other conditions remain unchanged

5. The expenditure on this account will be deb/table to Defence Services Estimates under respective Heads to which the pay and allowances of these employees are debited. The entire expenditure on the payment of PLB is to be met out of the sanctioned budget grant for the year 2018-19, without any additionality.

6. This issues with the concurrence of the Ministry of Finance (Department of Expenditure) vide their ID No. 919102/E.III(A)/2018 dated 04/10/2018 and MoD (Fin/AG/PB vide their Dy.No.122/AG/PB dated 09/10/2018

Sir,
I am directed to refer to the Productivity Linked Bonus Scheme already circulated vide this Ministry’s letter No. F.24(6)/80/D(JCM), dated 28th September, 1983, as amended from time to time, and to convey the sanction of the President to the payment of 40 days (Forty days) wages in cash as PLO for the year 2017-2018 to the eligible civilian employees of the AOC.

2. The entitlement has been worked out on the basis of the working results for the year 2017-2018 in accordance with the agreed formula.

3. The PLB will be paid 30 21 eligible Gp. 'B' (Non.Gazetted), Gp. 'C' & 'D' civilian employees of AOC who are covered under PLB Scheme for the accounting year 2017-2018. The calculation coiling of Rs.7000/-(7000×40/30.4) and other terms and conditions of the PLB Scheme will remain unchanged.

Subject: Grant of Productivity Linked Bonus (PLB) and non-productivity Linked Bonus (Ad-hoc bonus) in case of Central Government employees for the accounting year 2014-15 – enhancement of the calculation ceiling- Regarding.

The undersigned is directed to invite attention to this Ministry’s 0M No.7/24/2007/E-lll.A dated regarding grant of non-productivity Linked Bonus (Ad-hoc Bonus) to the Central Government employees for the accounting year 2014-2015, whereby the calculation ceiling for the purpose of payment of ad-hoc bonus was monthly emoluments of Rs.3500. The Productivity Linked Bonus (PLB) in case of Central Government employees working under certain Ministries/Departments, where such PLB was in operation in 2014-15, was also paid by the respective Ministries/Departments for the accounting year 2014-15 based on the concurrence of this Ministry with the calculation ceiling at monthly emoluments of Rs. 3500.

2. The question of enhancement of the calculation ceiling for the purpose of payment of PLB and non-PLB (ad-hoc bonus), as the case may be, to the Central Government employees has been considered and the President is pleased to decide that the calculation ceiling of monthly emoluments for the purpose of payment of PLB and ad-hoc bonus, as the case may be, shall be revised to Rs.7000 w.e.f. 01.04.2014, i.e., for the accounting year 2014-15.

3. Accordingly, the PLB or ad-hoc bonus, as the case may be, as already paid to the eligible Central Government employees for the accounting year 2014-15 in terms of the above 0M dated 16.10.2015 pertaining to ad-hoc bonus and the respective sanctions issued by the concerned Ministries/Departments in respect of PLB under the respective schemes in operation during 2014-15 based on the specific concurrence of this Ministry, shall be re-worked out based on the calculation ceiling of monthly emoluments of Rs.7000 instead of Rs.3500.

4. While re-working out payment of PLB or ad-hoc orders, as the case  may be, under these orders for the accounting year 2014-15, all the other terms and conditions under which the payment was made shall remain unchanged.

5.  In respect of their application to the employees working in the Indian  Audit and Accounts Departments, these orders are issued in consultation with the office of the Comptroller and Auditor General of India.

Subject:- Grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) to Central Government Employees for the year 2014-15 — Extension of orders to Autonomous Bodies.

Orders have been issued vide this Ministry’s Office Memorandum No.7/24/2007 E-III(A) dated 16th October, 2015 authorizing 30 days emoluments as Non-PLB (Ad-hoc bonus) for the accounting year 2014-15 to the eligible Central Government employees not covered by the Productivity Linked Bonus Schemes, subject to terms and conditions laid down therein.

2. The undersigned is directed to say that it has now been decided that the Non-PLB (Ad-hoc) bonus so admissible subject to the terms and conditions laid down in the aforesaid orders, may be extended to the employees of autonomous bodies, partly or fully funded by the Central Government which (i) follow the pattern of pay structure and emoluments identical to that of the Central Government and (ii) do not have any bonus or ex-gratia or incentive scheme in operation.

3. In case of doubt as to the operation of these orders the clarificatory orders, circulated vide this Ministry’s O.M. No.14(10)E-Coord/88 dated 4.10.88, as amended from time to time, may be kept in view, mutatis mutandis.

4. Any request for funding by the Government to meet the liability on account of Non-PLB (Ad-hoc bonus) in respect of various autonomous organizations would not be considered by the administrative Ministries concerned, as the expenditure on Non-PLB (Ad-hoc bonus) should be met from within the existing budgetary provisions of the respective organizations. While the Autonomous Bodies not funded by the Central Government may also adopt these orders as per their own administrative and financial judgment in respect of their employees, no liability for funding will, in any case, lie on the Central Government on this account.

Now the Union Cabinet in its meeting held on October 21, 2015 has decided to amend the Bonus Act, 1965 for enhancing the calculation ceiling from Rs. 3500/- to Rs. 7000/-.

NFIR, therefore, requests to kindly see that Railway employees are paid P.L. Bonus with revised calculation ceiling of Rs. 7000/- p.m.

Sub: Enhancement of the ceiling of bonus

Ministry of Labour(Government of India) has sent a proposal to the Cabinet for enhancement of ceiling of bonus from Rs.3500 to Rs.7000 with a cap of maximum payment of Rs.20,000.

Though the Election Commissioner has cleared it, but it has not been included in the Cabinet Agenda for the reasons best known to government, but we are hopeful that, it may be finalized after Bihar elections.

New Delhi: Railway employees are likely to be given 78-day wages as productivity-linked bonus (PLB) for the fiscal 2014-15, the same as in the last three years, despite the financial crunch.

The proposal to give 78-day bonus to railwaymen is likely to come up tomorrow at the Cabinet meeting, sources said.

If the Cabinet decides tomorrow for a 78-day bonus then about 12 lakh railway employees will get about Rs 8897 as bonus this month, they said.

There will be about 11 lakh railway employees who will get the benefit of PLB and it is estimated to cost more than Rs 800 crores to the public transporter.

In 2011-12, 2012-13 and 2013-14 also, 78-day wages were given as PLB to railway employees.

Productivity-linked bonus is paid to railway employees each year before the Dussehra festival.

However, General Secretary of National Railway Federation of Indian Railwaymen M Raghavaiah said “We are demanding to increase the ceiling of Rs 3,500 per month as Labour Ministry has also advocated for the hike in bonus and we have written to Prime Minister for this.

“But since the election code of conduct is in force, the government has to have special permission from the Election Commission to raise the amount.

Sub: Payment of Bonus to workers — removal of eligibility and calculation ceilings-reg.

Vide Press Information Bureau dated 1st September 2015, the Government of India (Ministry of Labour & Employment) has announced that the Government has been seriously considering amendment in the wage eligibility for payment of Bonus to the employees from Rs.10,000 to Rs.21,000 and equally for revising the calculation ceiling from Rs.3500 to Rs.7000 or the minimum wage notified by the appropriate Government for that category of employees, whichever is higher. Although more than a month passed from the date of announcement, the Government is yet to give decision for upward revision of wage eligibility and calculation ceiling limits.

2. In this connection, NFIR desires to bring to your kind notice that in the Railways, productivity Linked Bonus Scheme was introduced in the year 1979 by an agreement with the Railwaymen’s Federations. Pursuant to the said agreement, payment of productivity Linked Bonus (PLB) is made every year (prior to Dussehra festival) by notional calculation of salary at Rs. 3500/- per month. NFIR has been pressing the Government since long to remove calculation ceiling for ensuring payment of P.L. Bonus on actual salary of employees.

3.The employees throughout the Country are anxiously awaiting for Government’s decision as already promised for revision of wage eligibility and calculation ceiling limits on Bonus.

NFIR, therefore, requests the Hon’ble Prime Minister of India to kindly intervene and see that the commitment made on September 1, 2015 for revision of wage eligibility and calculation ceiling limits for payment of Bonus is implemented before commencement of Puja Holidays.

Pay Commissions The Sixth pay commission was constituted in 2006 and in the normal course, the government was expected to announce the next pay commission after a gap of 10 years. The fifth came in 1996. But with the UPA government’s image battered by a spate of corruption scandals, the date had been advanced by two years in order to recover some lost ground with the electorate.

The UPA government justified the early constitution of the commission on the ground that it will take around two years to submit its recommendations. The Sixth pay commission, for example, was constituted in October 2006 and the Centre implemented it ahead of the 2009 Lok Sabha elections, showering central government employees with a big pay hike bonanza.

The Sixth pay commission had recommended a 20 to 40 per cent jump in salary. This cheered the employees, but wreaked havoc with the government’s finances as the fiscal deficit soared to 6 per cent of the gross domestic product (GDP). The consequent burden of arrears on the central government was Rs 28,160 crore on a salary base of Rs 44,360 crore.

The cash-strapped government had disbursed the arrears in two instalments with 40 per cent given out in 2008-09 and 60 per cent in 2009-10. The arrears contributed significantly to the Centre overshooting its target in 2008-09, ending the year with a fiscal deficit of 6 per cent of GDP against the budgeted 2.5 per cent.

The fiscal deficit rose to 6.4 per cent of GDP in 2009-10 as pay commission arrears pushed up the expenditure at a time when the government was battling slowdown in revenues. With the Seventh pay commission, the situation is headed in the same direction and the country will eventually have to face the music of this populism.

Accordingly, the Seventh Pay Commission is likely to offer realistic view on increase of salaries and allowances of central government employees.

The pay panel may definitely bring also toll on the exchequer as government has to manage expenditures of One Rank One Pension (OROP) for ex-sevicemen before Seventh pay commission expenditures.

It is expected that the central government’s salary bill will rise by 9.56% to Rs 1,00,619 crore after Seventh pay commission will come into effect.

This OROP announcement will have a significant impact on Seventh pay commission report badly, especially in salary hike and increasing allowances,” said a pay panel official.

“We have to look financial health of government before submitting our report. We have to save financial position of government to run the nation smoothly. We are not only to work for pay hike.” he added.

However, the recommendations of Seventh Pay Commission, may be implemented by NDA government before the announcement of West Bengal, Assam, Kerala and Tamil Nadu states assemblies’ election in May 2016.

“The central government will decide execution time of the pay commission’s proposals after the pay panel submits its report, which will be possible pre-election “special packages” for West Bengal, Assam, Kerala and Tamil Nadu, which are all due for polls by May 2016,” an official of the Finance Ministry said, speaking on condition of anonymity.

The Seventh Pay Commission is likely to submit its report in December. The Commission has already completed discussions with various stakeholders, including organisations, federations, groups representing civil employees as well as Defence services and is in the process of finalising its recommendations.

The recommendations of the Seventh Pay Commission are scheduled to come into effect from January 1, 2016.

Now the matter will go to cabinet and after it’s approval, necessary ordinance will be notified soon.
Earlier Government decided to raise the ceiling of Rs 3500/- per month to Rs 10,000/- per month.

Central employees may cheer for higher bonus this year

After long times Central Govt. employees are going to get higher amount of bonus this year. Earlier, the ceiling for bonus was Rs 3500 per month. From this year, the ceiling is going to be increased to as high as Rs 10,000 per month. In a letter from Secretary, Ministry of Labour and Employment, Mr S. Agarwal conveyed this good news to Sri Vijesh Upadhyay, Genl. Secy., Bharatiya Mazdoor Sangha.

Non-Gazetted Railway employees gets 78 Days Bonus

All eligible Non-Gazetted Railway employees will get 78 Days wages as Bonus for this year….

The Union Cabinet chaired by the Prime Minister, Shri Narendra Modi, today gave its ex-post facto approval for the payment of Productivity Linked Bonus (PLB) equivalent to 78 days’ wages for the financial year 2013-14 to all eligible non-gazetted Railway employees.

The financial implication of payment of 78 days’ PLB to railway employees has been estimated to be Rs. 1063.38 crores. The wage calculation ceiling prescribed for payment of PLB to eligible non-gazetted Railway employees is Rs. 3500/- p.m. About 12.60 lakh non-gazetted Railway employees are likely to benefit from the decision. The PLB on Railway covers all non-gazetted Railway employees (excluding RPF/RPSF personnel) throughout the country. This year also, PLB equivalent to 78 days’ wages has been paid as a special case to motivate employees.

Background

The Railways were the first departmental undertaking of the Government of India where the concept of PLB was introduced. The main consideration at that time was the important role of the Railways as an infrastructural support in the performance of the economy as a whole. In the overall context of Railway working, it was considered desirable to introduce the concept of PLB as against the concept of Bonus on the lines of the Payment of Bonus Act -1965. Even though the Payment of Bonus Act does not apply to the Railways, yet the broad principles contained in that Act were kept in view for the purpose of determining the “Wage/Pay Ceiling”, definition of ‘Salary’/’Wage’, etc. The PLB Scheme for the Railways came into force from the year 1979-80 onwards and was evolved in consultation with the two recognised federations, the All India Railwaymen’s Federation and National Federation of Indian Railwaymen and with the approval of the Cabinet. The scheme envisages a review every three years.

Subject: Grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) to Central Government Employees for the year 2013-14 – Extension of orders to Autonomous Bodies.

2. The undersigned is directed to say that it has now been decided that the Non-PLB (Ad-hoc) bonus so admissible subject to the terms and conditions laid down in the aforesaid orders, may be extended to the employees of autonomous bodies, partly or fully funded by the Central Government which

(i) follow the pattern of pay structure and emoluments identical to that of the Central Government and (ii) do not have any bonus or ex-gratia or incentive scheme in operation.

3. In case of doubt as to the operation of these orders the clarificatory orders, circulated vide this Ministry’s O.M. No.14(10)E-Coord/88 dated 4.10.88, as amended from time to time, may be kept in view, mutatis mutandis.

4. Any request for funding by the Government to meet the liability on account of Non-PLB (Ad-hoc bonus) in respect of various autonomous organizations would not be considered by the administrative Ministries concerned, as the expenditure on Non-PLB (Ad-hoc bonus) should be met from within the existing budgetary provisions of the respective organizations. While the Autonomous Bodies not funded by the Central Government may also adopt these orders as per their own administrative and financial judgment in respect of their employees, no liability for funding will, in any case, lie on the Central Government on this account.

Pressure mounted from railway employees of different zones that the PL Bonus should be announced and paid in cash to enable them to make purchases for celebrating Dussehra. It is needless to mention that Puja days (Navratra) will commence from 25th Sept 2014 onwards hence there is need to arrange payment in cash.

NFIR, therefore, requests to kindly arrange to issue suitable instructions for payment of P.L. Bonus in cash as a special case.

Sir/Madam,

The undersigned is directed to convey the sanction of the President of India to the payment of Productivity Linked Bonus for the accounting year 2013-14 equivalent of emoluments of 60 (sixty) Days to the employees of Department of Posts in Group `D/MTS, Group ‘C’ and non-gazetted Group ‘B’. Ex-Gratia payment of bonus to Gramin Dak Sevaks who are regularly appointed after observing all appointment formalities, and Ad-hoc payment of bonus to Casual labourers who have been conferred Temporary Status are also to be paid equivalent to allowances / wages respectively for 60 (sixty) Days for the same period.

1.1 The calculation for the purpose of payment of bonus under each category will be done as indicated below.

OFFICE MEMORANDUM

 Subject :- Grant of Non-Productivity Linked Bonus (ad-hoc bonus) to Central Government Employees for the year 2013-14.


The undersigned is directed to convey the sanction of the President to the grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) equivalent to 30 days emoluments for the accounting year 2013-14 to the Central Government employees in Groups ‘C’ and ‘D’ and all non-gazetted employees in Group ‘B’, who are not covered by any Productivity Linked Bonus Scheme. The calculation ceiling for payment of ad-hoc Bonus under these orders shall continue to be monthly emoluments of Rs. 3500/-, as hitherto. The payment of ad-hoc Bonus under these orders will also be admissible to the eligible employees of Central Para Military Forces and Armed Forces. The orders will be deemed to be extended to the employees of Union Territory Administration which follow the Central Government pattern of emoluments and are not covered by any other bonus or ex-gratia scheme.

2. The benefit will be admissible subject to the following terms and conditions:

(i) Only those employees who were in service as on 31.3.2014 and have rendered at least six months of continuous service during the year 2013-14 wIll be eligible for payment under these orders. Prorata payment will be admissible to the eligible employees for period of continuous service during the year from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded off to the nearest number of months).

(ii) The quantum of Non-PLB (ad-hoc bonus) will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate Non-PLB (Ad-hoc bonus) for one day, the average emoluments In a year will be divided by 30.4 (average number of days in a month). This will there after be multiplied by the number of days of bonus granted To illustrate, taking the calculation ceiling of monthly emoluments of Rs. 3500 (where actual average emoluments exceed Rs. 3500), Non.PLB (Ad-hoc Bonus) for thirty days would work out to Rs. 3500×30/304=Rs.3453.95 (rounded off to Rs.3454/-).

(iii) The casual labour who have worked in offices following a 6 days week for at least 240 days for each year for 3 years or more (206 days in each year for 3 years or more in the case of offices observing 5 days week), will be eligible for this Non-PLB (Ad-hoc Bonus) Payment. The amount of Non-PLB (ad-hoc bonus) payable will be (Rs.1200×30/30.4 i.e.Rs.1184.21 (rounded off to Rs.1184/-). In cases where the actual emoluments fall below Rs.1200/- p.m., the amount will be calculated on actual monthly emoluments.

(iv) All payments under these orders will be rounded off to the nearest rupee.

(v) The clarificatory orders issued vide this Ministry’s OM No.F.14 (10)—E. Coord/88 dated 4.10.1988, as amended from time to time, would hold good.

3. The expenditure on this account will be debitable to the respective Heads to which the pay and allowances of these employees are debited.

4. The expenditure incurred on account of Non-PLB (Ad-hoc Bonus) is to be met from within the sanctioned budget provision of concerned Ministries/Departments for the current year.

5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders are issued in consultation with the ComroIler and Auditor General of India.

Railway Board has issued orders on granting ad-hoc bonus to RPF and RPSF for thirty days.
The content of the order has been given below for your information...

"Grant of ad-hoc bonus for 30 days to the Group ‘C’ & ‘D’ RPF/RPSF personnel for the financial year 2012-2013.
The President is pleased to decide that all Group 'C' & ‘D’ RPF/RPSF personnel, may be granted ad-hoc bonus equivalent to 30 (thirty) days emoluments for the financial year 2012-2013, without any eligibility wage ceiling. The calculation ceiling of  3500/- will remain unchanged.
2. The benefit will be admissible subject to the following terms and conditions:
a) Only those Group ‘C’ & 'D’ RPF/RPSF personnel who were in service on 31.32013 and have rendered at least six months of continuous service during the year 2012-2013 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible personnel for period of continuous service during the year ranging from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded to the nearest number of months).
b) The quantum of ad-hoc bonus will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate ad-hoc bonus for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of  3500/- (where actual average emoluments exceed Rs.3500), ad-hoc bonus for thirty days would work out to Rs.3500 x 30 / 30.4 = 3453.95 (rounded off to  3454/-).
c) All payments under these orders will be rounded off to the nearest rupee.
d) In the matter where the aforesaid provisions are silent, clarificatory orders issued vide this Ministries letter No.E(P&A)II-88/Bonus-3 dated 29.12.1988, as amended from time to time, would hold good.
e) All the Group C & D RPF/RPSF personnel, regardless of whether they are in uniform or out of uniform and regardless of place of their posting, shall be eligible only for ad-hoc bonus in terms of these orders.
3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways".

Orders issued for Productivity Linked Bonus to Civilian Employees of EME for the year 2012-13

The Ministry of Defence has issued orders regarding Productivity Linked Bonus to Civilian Employees of EME for the year 2012-13 on 1st October, 2013 vide No.20(3)/2013D(JCM).

The Ministry approved 28 days wages in cash as Productivity Linked Bonus for the year 2012-13 to the eligible civilian employees of EME.

The PLB shall be paid to all eligible Gp. ‘B’ (Non-Gazetted). Gp. ‘C’ and Gp. ‘D’ civilian employees of the EME who are covered under PLB Scheme for the accounting year 2012-13. The calculation ceiling of Rs.3500/- (3500×28/30.4) and other terms and conditions of the PLB Scheme will remain unchanged.
