Railway Board Orders - Railway Board issued orders on granting of bonus to RPF and RPSF

Railway Board has issued orders on granting ad-hoc bonus to RPF and RPSF for thirty days.

The content of the order has been given below for your information...

"Grant of ad-hoc bonus for 30 days to the Group ‘C’ & ‘D’ RPF/RPSF personnel for the financial year 2012-2013.

The President is pleased to decide that all Group 'C' & ‘D’ RPF/RPSF personnel, may be granted ad-hoc bonus equivalent to 30 (thirty) days emoluments for the financial year 2012-2013, without any eligibility wage ceiling. The calculation ceiling of  3500/- will remain unchanged.

2. The benefit will be admissible subject to the following terms and conditions:

a) Only those Group ‘C’ & 'D’ RPF/RPSF personnel who were in service on 31.32013 and have rendered at least six months of continuous service during the year 2012-2013 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible personnel for period of continuous service during the year ranging from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded to the nearest number of months).

b) The quantum of ad-hoc bonus will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate ad-hoc bonus for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of  3500/- (where actual average emoluments exceed Rs.3500), ad-hoc bonus for thirty days would work out to Rs.3500 x 30 / 30.4 = 3453.95 (rounded off to  3454/-).

c) All payments under these orders will be rounded off to the nearest rupee.

d) In the matter where the aforesaid provisions are silent, clarificatory orders issued vide this Ministries letter No.E(P&A)II-88/Bonus-3 dated 29.12.1988, as amended from time to time, would hold good.

e) All the Group C & D RPF/RPSF personnel, regardless of whether they are in uniform or out of uniform and regardless of place of their posting, shall be eligible only for ad-hoc bonus in terms of these orders.

The Union Cabinet today approved the proposal of the Ministry of Railways for payment of Productivity Linked Bonus (PLB) equivalent to 78 days wages for the financial year 2012-13 for all eligible non-gazetted railway employees. Total Amount comes out to be Rs. 8975.

Productivity Linked Bonus for Railway Employees

The Union Cabinet today approved the proposal of the Ministry of Railways for payment of Productivity Linked Bonus (PLB) equivalent to 78 days wages for the financial year 2012-13 for all eligible non-gazetted railway employees.

PLB equivalent to 78 days wages will be paid as a special case considering the good financial performances which is expected to motivate employees. The Gross Traffic Receipt (GTR) during 2012-13 is Rs. 1.24 lakh crore showing an increase of 18.85 per cent against GTR of Rs. 1.04 crore during 2011-12. This increase of GTR was 10.13 per cent during 2011-12 as against 2010-11 and 8.71 per cent during 2010-11 as against 2009-10.

The financial implication is estimated to be Rs. 1043.43 crore. The wage calculation ceiling prescribed for payment of PLB to eligible non-gazetted railway employees is Rs. 3500/- per month. The payment of PLB to eligible railway employees is made each year before the Dusshera / Puja holidays. About 12.37 lakh non-gazetted railway employees all over the country are likely to benefit.

Background:

The Railways were the first departmental undertaking of the Government of India where the concept of PLB was introduced. The PLB Scheme for the Railways came into force from 1979-80 onwards and was evolved in consultation with the two recognized federations, that is the All India Railwaymen's Federation and National Federation of Indian Railwaymen. The scheme envisages a review every three years.

Ministry of Finance wants to reduce the number of days proposed by Railway Board & pressurizing to change the formula for PLB….

 

ALL INDIA RAILWAYMEN’S FEDERATION

 

Today on date 18.10.2012,  I met Hon’ble Minister for Railways at 15:30 hrs. and apprised him about  AIRF’s demand of PLB, that according to us there would have been PLB of more than the proposed number of days by the Railway Board.

 

It has been given to understand that the Ministry of Finance wants to even reduce the number of days proposed by the Railway Board and is pressurizing for change in PLB Formula. I explained the MR that the

formula for PLB is based on a Tripartite Agreement achieved after great sacrifices of the Railwaymen, for which AIRF had to go on general strike. Therefore, any change in the formula of PLB or reduction in number of days or amount will tantamount to great injustice and would lead to avoidable nationwide agitation by the Railway employees.

I also emphasized for the waival of Written Test for the purpose of recruitment under LARSGESS. Hon’ble MR has promised that he will definitely look into the matter.

The MR has also said that after some time he will discuss various issues submitted by the AIRF to him. He has further assured us to implement all the earlier agreements as well those  to be arrived at with Ministry of Railways in near future.

 

The MR also applauded and appreciated the leadership of AIRF, and sought its cooperation.

I also emphasized that, so far as cooperation is concerned, AIRF has always tried its level best to cooperate, but the cause of the workers must be supreme and the solution will definitely improve productivity as well as

industrial relations will also be strengthen.The meeting of the Cabinet is scheduled to be held at 17:30 today.

We will try that the orders for PLB should be release by tonight.
