Subject: Timely commencement of family pension in favour of spouse by banks in the event of death of the pensioners.

Attention is invited to this office OM No CPAO/Tech/Bank Performance/2016‐17/255 dated-27.02.2017 whereby Heads of all the CPPCs and Government Business Divisions of the Banks were advised to Commence the family pension to the spouse immediately on receipt of death certificate of the pensioner,proof of spouse age/date Of birth and under taking of recovery of excess payment latest within a month.

However, analysis of reports prepared in CPAO regarding time taken in conversion of pension to family pension in Favour of spouse of deceased pensioners shows inordinate delay in many cases.The details of these cases are available in CPPC logins http://eppo.nic.in.

In view of the above, Heads of CPPCs and Government Business Divisions of the banks are advised to review the latest position and ensure compliance of the above instructions and submit the status report to CPAO alongwith reasons for delay by 9th February,2018 positively by e‐mail at vijay.cpao@gmail.com.

It is further, requested to give the acknowledgement of receipt of application and death certificate to the Family pensioner regarding commencement of family pension.

Subject: Instructions for the purchase of laptops/notebooks and similar devices for eligible officers - revised guidelines.

In supersession to this Ministry's Office Memorandum bearing No. 08(64)/2017-E.II(A) dated 27th September 2016, regarding purchase of Note Book/Lap-Top computers by Ministries / Departments & delegation of powers thereof, it has been decided that laptop; tablet; notepad; ultrabook; notebook, net-book or devices of similar categories may be issued to officers of the rank of Deputy Secretary and above for discharge of official work. These powers shall continue to be exercised in consultation with the Financial Adviser by the Secretary of the Ministry/ Department or any other authority who are specifically delegated these powers by this Ministry from time to time, duly taking into consideration the functional requirements and budgetary provisions.

2. This would, however, be subject to the following conditions:

(i) Cost of device: The Cost of device including Standard software* shall not exceed Rs.80,000/-
Standard Software: Any software (Operating System, Antivirus software or MS-Office etc.) that is essential for the running of device towards discharge of official functions/duties.

(ii) Purchase Procedures: As prescribed under GFRS/CVC guidelines may be followed.

(iii) Safety, Security & Maintenance of Device: The officer, who is given the device, shall be personally responsible for its safety and security as well as security of data/information, though the device shall continue to remain Government property. The officer concerned will be at liberty to get the device insured at his personal cost.

(iv) Retention/Replacement of device:
a) No new device may be sanctioned to an officer, who has already been allotted a device, in a Ministry /Department, up to five years. Any further issue of laptop in case of loss/damage beyond repairs within the prescribed period, should be considered only after the cost is recovered from the officer based on the book value after deducting the depreciation.

b) For the purpose of calculation of the book value, a depreciation of 25% per year, on straight line method, be adopted.

c) Post the completion of five years of usage, the officer shall retain the issued device.
(v) Conditions at the time of transfer, Superannuation etc.:
a) ln case where, at the time of purchase of device if the residual service of the officer is less than 5 years or in case the officer is transferred/deputed to State Govt. but with residual service of less than 5 years or the officer leaves the Government Service within 5 years of purchase of such device, the officer concerned will have the option of retaining the device by paying the amount after deducting the depreciation.

b) Upon transfer/deputation of the officer to other Ministry/ Department Attached/Sub-ordinate offices of the Government of India or to the State Government in case of Officers of the All India Services, the officer will have the option of retaining the existing device and in case of such retention, this fact should be specifically mentioned in the Last Pay Certificate (LPC).
3. Instructions for Ministries/Departments:
(i) For the officials who are currently holding laptops, notebooks or similar devices in accordance with the provisions of O.M. dt. 2710912016, the terms & conditions for retention/disposal of the device shall continue to be governed under the existing instructions of the said O.M.

(ii) The applicability of the provisions of this order to the officers of Armed Forcesi Para-Military Forces, officers of MoD & other similar establishments would be subject to restrictions imposed by the concerned departments/organizations duly taking into consideration the security of information. In all such cases the security of the information shall be the responsibility of the concerned department.

Employees’ Provident Fund Organisation (EPFO) has introduced UAN-Aadhaar linking facility for the convenience of members using EPFO Link in UMANG Mobile App. This is in addition to the existing web facility already available at EPFO’s website www.epfindia.gov.in >> Online Services >> e-KYC Portal>> LINK UAN AADHAAR.

The facility on e-KYC Portal has further added a new feature to link UAN with Aadhaar online using biometric credentials. Using the aforesaid facilities, EPFO members can link their UAN with Aadhaar as under:

For using this facility with UMANG APP, Member will have to provide his/her UAN. An OTP will be sent to the UAN registered Mobile Number. After OTP Verification, member will have to provide Aadhaar details and gender information (where gender information is not available against UAN). Another OTP will be sent on Aadhaar Registered Mobile Number and/or email. After OTP verification, Aadhaar will be linked with UAN where UAN and Aadhaar details are matched.

For using this facility through E-KYC Portal, Member will have to provide his/her UAN. An OTP will be sent to the UAN registered Mobile Number. After OTP Verification, member will have to provide Aadhaar details, gender information (where gender information is not available against UAN) and select Aadhaar verification method (Using Mobile/email based OTP /using Biometrics). Another OTP will be sent on Aadhaar Registered Mobile Number and/or email or Biometric will be captured using Registered Biometric Device. After verification, Aadhaar will be linked with UAN where UAN and Aadhaar details are matched.

Moving towards Digital India, EPFO has also launched e-Nomination facility for filing nomination form by the member. This functionality is available at Member Interface of EPFO Unified Portal (https://unifiedportal-mem.epfindia.gov.in/memberinterface/). Any member having activated and Aadhaar seeded UAN, can avail this facility.

This functionality is independent from employer. After giving nomination details online, member has to digitally sign the nomination. Aadhaar based eSign is being used for digital signing of nomination form. Aadhaar based eSign is being provided to members free of cost by EPFO. Only member’s mobile number should be linked with Aadhaar. This functionality will also be made available on UMANG mobile app soon.

Central Trade Unions decides to observe All India Protest Day on 15th March 2018

The meeting of the Central Trade Unions held on 22nd February 2018 at INTUC Office New Delhi expressed indignation and strongly condemned the Government of the day for their intensified attack on the lives and livelihood of the people and seriously compromising the national interest.

Attack on working class centering around dismantling labour laws designed to completely casualise employment conditions through various routes like amending Contract Labour Act, introducing Fixed Term Employment etc has assumed aggressive height. Further it is noted that the Government is out to erase the public sector from the industrial map of the country. Specific cases of attack on privatization of railways, opening coal mining to private and foreign companies without any restriction whatsoever, mass scale privatization as well as destruction of defence production network through widespread outsourcing, thereby dismantling the almost half of the ordinance factories are some of the examples of the gross anti-people and anti-national actions of the Govt. Accumulation of huge non-performing assets of the public sector banks arising out of pilferage of bank-funds by deliberately defaulting private corporate coupled with recent explosion of frauds with bank fund engineered by the same corporate class is also a reflection of the anti-national act of the Govt indulging and patronizing the same big-business class.

The Central Trade Unions reiterated their utter condemnation against the Union Budget 2018-19 which is basically anti-worker and anti-people in character and engineered a deception on the mass of the people through loud populist slogans without actually making any resource allocation.
The Central Trade Unions denounced the Govt of India’s surreptitious move in postponing the 47th session of Indian Labour Conference, thereby reducing tripartism to a mockery.

CTUOs noted with satisfaction the surging struggles by the working people in different sectors throughout the country, both organised and unorganized.

The workers and federations of coal and transport have been preparing for united industry wide actions to be undertaken shortly. All the Federations of Defence Production workers have jointly decided to go in for nationwide strike on 15th March 2018. Many more sectoral actions are in the offing.

The CTUOs while reiterating their resolve to intensify preparation for indefinite strike in the days to come, calls upon all their constituents and working people in general irrespective of affiliations to jointly observe

Sub: Split Medical Identity Card to serving Railway employees.
Ref: Railway Board’s letter No. 2004/H/28/1/RELHS/Card dated 22.03.2005.

In terms of provisions contained in Para 626 (1) of India Railway Medical Mannual (IRMM) -2000, it is necessary to produce medical identity Card for availing of medical facilities in Railway Hospitals. It has been brought to the notice of Board that serving Railway employees/their eligible dependent family members find difficult to avail of medical facilities when one of the family member move out of station carrying Medical Identity Card provision for RELHS beneficiaries though exist vide letter under reference but no such facility existed for serving Railway Employees. The issue has, therefore, been examined and it has been decided to extend the facility of split Medical Card to serving Railway employees covered by RMA rules.

Original Medical Identity Card may be deposited with the issuing authority who may issue split Medical Identity Card to the beneficiaries as requested by them.

Issuing authority of Split Medical Card will be the office of controlling authority where the employee is working and the registering authority of Split card will be Authorised Medical officer (AMO) of nearest Health Unit/Hospitals where the dependents are staying.

NFIR invites kind attention of the Railway Board to Para 11.40.104 to 11.40.115 of the 7th CPC report (Page No. 747 to 749). Vide Para 1 1 .40. 109 of the 7th CPC report, it has been stated that "the next post in the hierarchical structure for Technical Supervisors is the post of Assistant Engineer. There is a 1:1 ratio between the posts of Assistant Engineer filled by Direct Recruitment and those filled through promotion".

In this connection, NFIR desires to point out the ground reality is that the SSEs (directly recruited Graduate Engineers) do not have reasonable career growth at all, as they continued to remain in the same Grade Pay/Pay Level (GP 4600/Pay Level 7) for not less than 10 to 15 years. There is also no cadre structure for Technical Supervisors beyond 7th CPC pay Level 7 (6th CPC/GP 4600).

It has also been found that the 7th Central Pay Commission had relied upon the study report given by Indian Institute of Management, Ahmedabad for the purpose of denying allotment of irnproved Grade Pay/Pay Matrices for Graduate Engineers as well Diploma Engineers. Extract of para 6.16.2 of the study report of IIM, Ahmedabad upon which the 7th CPC had relied upon, is reproduced below:

In the above context, NFIR states that never, the Graduate Engineers have been granted promotion to the post of Assistant Engineer on completion of 4-years period and to the post of Divisional Engineer on completion of 4-years in the previous pay level. It seems, the IIM's distorted study report has done grave damage to the career of directly recruited Graduate Engineers in Railways. The incorrect information through IIM's study report with regard to career progression and salary details of Graduate Engineers in Railways had caused irreparable harm to their career, resulting alround resentment among Graduate Engineers/Diploma Engineers.

While the 7th CPC had evolved its own principle (Para 4.1.19 of its report), for pay grading, sadly the pay commission had failed to adhere to its own principle in the instant case of Technical Supervisors in Railways who are either Graduate Engineers or Diploma Holders. It is also surprising to note that the Railway Ministry (as recorded vide Para 11.40.112 of the 7th CPC report) had defended the continuance of existing arrangements on functional grounds, ignoring the truth that the Railway Ministry itself had, in the year 2010 proposed replacement of GP 4600/- with GP 4800/- for improving the career of SSEs etc. The Railway Ministry had also failed to apprise the 7th CPC of its decision as well its proposal to Ministry of Finance for upgradation of Apex Level (GP 4600/-) posts to Group 'B' Gazetted (decision yet to be implemented).

NFIR, therefore, urges upon the Railway Ministry to review the entire issue de-novo for rendering justice to the category of Engineers (Graduate/Diploma) in Railways duly modifying the existing Pay Matrices with retrospective effect.

The Junior Engineers and Senior Section Engineers in the Railways are field level Supervisors whose contribution for safe and efficient running of the system has been very significant. These Engineers ensure quality and efficiency in the course of performing their duties on Open Line/Construction and as well in Workshops/Production Units. Unfortunately, this core section of Supervisors has not been looked after matching with their duties and responsibilities over a period of time, consequently their pay structure as on date, got relegated to two levels only i.e. Pay Level 6 & 7 (7th CPC). An honest review into the pay structure existed decades back for these Supervisory Staff and fair comparison with that of 5th, 6th & 7th CPC Pay Structures would establish the truth that these vital field leaders have been subjected to grave injustice, which led to deep sense of frustration among them. The following table reveals how the Junior Engineers and Senior Section Engineers have been put to perpetual injustice not only by the Pay Commissions but also at the hands of Ministry of Railways. 3rd-pay-commission-4th-pay-commission-pay-scale 5th-pay-commission-6th-pay-commission-pay-scale 7th-pay-commission-pay-scale NFIR has been fighting for the cause of this neglected category at all fora, demanding review and justice. This incorrect position led the VIIth CPC not to recommend appropriate improved pay structure. It is disheartening to mention that those technocrats recruited from Open Market through RRBs as Sr. Section Engineer (GP 4600 of 6th CPC/Level 7 of 7th CPC) have no career growth at all, due to non-provision of higher pay levels in the cadre structure, with tie result large percentage of these Engineers stagnated. In this context, NFIR brings to the kind notice of CRB that during 3rd CPC period the apex pay scale of Rs. 840-1040 & 840-1200 was allotted to the Technical Supervisors and these scales were higher than the pay scale of Group 'B' Gazetted Officer, but sadly the said position got demolished, causing demoralizing effect on Technical Supervisors who are the core Supirvisory force accountable for safety, efficiency, punctuality and productivity. NFIR has already taken up this issue through its PNM agenda given to Railway Board on 4th January, 2018, while the related subject raised by the Federation is also pending in the Departmental Anomaly Committee (DAC). A copy of NFIR's PNM Agenda Item No.03 is enclosed for kind perusal. Incidentally, NFIR also brings to the kind notice of CRB that in the General Managers Conference held at Rail Bhavan on 1lth January, 2010, the General Secretary, NFIR had pointed out to the Hon'ble Railway Minister, the miserable plight of Track Maintainers with no carrer growth at all for them, as a result of implementation of 6th CPC Pay Structure whereby, 94% of Track Maintainers got placed in Recruitment Grade Pay 1800/- while only 6% were placed in Gp 1900/- (benefit of Rs.100/- only p.m. on promotion). The Federation also explained to the Hon'ble Railway Minister in the GMs Conference that vast percentage of Track Maintainers retire/die in the recruitment Grade Pay itself. Responding to NFIR's point, the Hon'ble Railway Minister had directed the Railway Board to constitute a Joint Committee to examine and propose special package. The Committee met and reviewed the Track Maintainers cadre structure viz-a- viz working and service conditions and given its report to the Railway Ministry. After having considered the said report, the Railway Ministry had decided to grant cadre restructuring to this category, duly introducing new grade pay GP 2400/- and 2800/- respectively. This decision was taken by the Railway Ministry independently, without approaching Ministry of Finance. In the case of JEs/SSEs, NFIR strongly feels that total revamping of cadre structure is the need of the hour,considering multifarious duties being performed by the Supervisors who are also buffers in between the management and workers at grass root level. Though the Hon'ble Railway Minister had sought approval of Finance Ministry for placement of 75% of posts of GP 4600/- in GP 4800/- Pay Level 8, there has been no positive result till date. This reveals that the Railway Ministry has failed to deliver justice to these unfortunate Engineers who are the backbone of the system and contributing for improved efficiency of the Railways. It may also be noted that the duty hours of these staff are unlimited, while they shoulder "stores/Materials" responsibilities in addition to their field duties and establishment matters. In order to mitigate the problems and ensure justice to JEs/SSEs of Indian Railways, NFIR requests the Railway Board (CRB) to kindly get examined the Pay Structure of JEs/SSEs denovo, taking into account the cadre structure from 3rd CPC and onwards for the purpose of granting revised cadre structure. Subject: Recommendations of 7th CPC with regard to EDP Cadre - reg.

The undersigned is directed to refer to this Department OM of even number dated 17.10.2016 and subsequent reminders dated 30.11.2017 on the above mentioned subject wherein Ministries/Departments were requested to furnish information on the following points:-

(i) Whether EDP cadre is existing, if yes, the hierarchy and the strength in each grade/level thereof;
(ii) Copy of the existing Recruitment Rules for all the levels;
(iii) Suggestions, if any, regarding the cadre re-structuring in the cadre;
(iv) Comments on the recommendations of 7th CPC.

2. Even after lapse of a considerable period information has been received from very few Ministries/Departments. Therefore, it has been decided to hold a meeting with all  Ministries/Departments under the Chairmanship of Sh. G. D. Tripathi, Joint Secretary (E), DOP&T in Room No. 190, North Block, New Delhi on 27.02.2018 at 3.00 PM to discuss the issue relating to the recommendations of the 6th CPC on the issue of Electronics Data Processing (EDP) Staff and the way forward on the same. Ministries/Departments are requested to depute an officer of appropriate rank who is well conversant with the subject matter to attend the meeting. It is also requested that information on the above points may also be brought if the same has already been not forwarded to DOP&T so far. A copy of the extract of the Recommendation of the 7th CPC is also enclosed.

vi. abolition of prescribed placement ratio for promotion to next higher grade.

7.7.13 Drivers in the Defence (Civilian) sector have voiced the demand that they drive specialized heavy vehicles, and the minimum age requirement for acquiring a driving license for these vehicles is 22 years, as opposed to 18 years for a general license. They also contend that they physically more strenuous and technically more complicated functions, and therefore they should be compensated better.

Analysis and Recommendations

7.7.14. The general hierarchy in the cadre of drivers is as given in the table below:

7.7.15 The Commission observes that career progression is adequate. In any case, since MACP is also allowed to drivers, the operation of such percentages is really of not much significance as pay up gradation through MACP ensures that no one stagnates beyond a stipulated period. The Commission therefore recommends replacement pay levels for them.

7.7.16 As regards creation of posts such as Motor Transport Officer, Transport Supervisor in the gazetted rank, the Commission is not making any recommendation to this effect, as creation of supervisory post depends on the cadre strength and functional justification in each ministry/department.

7.7.17 Regarding Drivers in the Defence (Civilian) sector, the Commission is of the view that the government may consider placing such drivers in a distinct category with differentiating features which would include more stringent qualifying criteria and clear job description bring out the higher responsibility and skills. The government should decide which of the  drivers fall in this category and accordingly modify their recruitment rules, harmonies their entry requirements and designate them on similar lines.

Electronic Data Processing (EDP) Staff

7.7.18 Government of India, over the last few decades, has gone in for computerisation in a big way. While some departments ventured ahead in the 1960s itself, by the 1980s the deployment was widespread. In the initial years the policy thrust was on creating "Management Information Systems (MIS)" and "Decision Support Systems (DSS)" for development, planning and responsive administration government. These have been the genesis of the present day e-Governance.

7.7.19 The entry pay of EDP staff is in the GP 2400 with minimum qualification  of Class XII with science and maths. The hierarchy reaches up to the level of Director in the GP 8700.Different levels in the hierarchy are filled through both promotion and direct recruitment (DR),  with requirements of minimum qualification for DR going up to Bachelors' and Masters' in Computer Applications.

7.7.20 The Associations of EDP staff have demanded a full-fledged All India EDP Service cadre for Group 'A' posts along with subordinate service cadre on the lines of the Indian Economic Service and Indian Statistical Service, to maintain uniform grade structure and improve career advancement. They have demanded making NIC their nodal agency and Department of Information Technology their cadre controlling authority. A demand has also been made to implement the Modified Flexible Complementing Scheme (MFCS) for these employees.

Analysis and Recommendations

7.7.21 The Commission has noted that EDP staff are spread across several ministries. In 2014 DoPT has notified the Model Recruitment Rules for various EDP posts. This notification states that ministries/departments may review their extant RRs and modify these in accordance will the Model Recruitment Rules. The notified hierarchy is given below:

The undersigned is directed to say that on the implementation of the recommendations of the 7th Central Pay Commission as per Government of India Notification dated 25th July, 2016, the Casual Labourers with Temporary Status will continue to receive their wages with effect from 01.01.2016 as per provisions of the Casual Labours (Grant of Temporary Status & Regularisation) Scheme, worked out on the basis of the pay scales of Group 'C' as per Level 1 of the Pay Matrix recommended by the 7th Central Pay Commission and approved by the Government provided they are matriculate. In case of the similarly placed non- matriculate Casual Labourers with Temporary Status the above benefit of wages w.e.f. 01.01.2016 may he extended only after imparting the requisite trainin2, by the respective administrative Ministries/ Departments on the lines indicated in the MOF O.M. No. 1/1/2008-IC dated 24.12.2008.

The Board of Governors, KVS in its 96th meeting held on 28.01.2014, while considering the agenda on adoption of Revised Model Recruitment Rules / Pay Scales for various official language (OL) cadre posts in KVS according to DOPT, Govt. of India OM No. AB-14017/46/2011-Estt(RR) dated 19.09.2013 had, inter-alia, decided as under:-

"The Board approved the Model Recruitment Rules and the pay scales ordered in the OM No AB 14017/46/2011-Estt.(RR) dated 19.09.2013 of GOI, Ministry of Personnel, PG&Pensions, DOPT with the direction that the revised pay scales would be given prospectively only to those OL cadre posts incumbents of KVS who fulfill the eligibility conditions of Model RRs. It was also decided to obtain the approval of MRHD in this matter".

2.Thereafter a detailed proposal seeking approval of the Ministry of HRD was submitted by KVS letter of even number dated 24.02.2014.

3.After detailed examination of the proposal of KVS, the Ministry of HRD vide their letter No. F. 3-5/2014-UT.2 dated 04.01.2018 has conveyed the approval of the competent authority for adoption of Model Recruitment Rules for the various Official Language cadre posts in KVS w.e.f. 28.01.2014 with the condition that officials presently working in Kendriya Vidyalaya Sangathan would not become automatically eligible for modified scales but only after adoption of RRs and applicability in respect of existing officials would happen, if they are eligible as per the conditions of eligibility of Model Recruitment Rules.

4.Pursuant to the above approval of the Ministry of HRD, the Commissioner, Kendriya Vidyalaya Sangathan vide KVS office order dated 22.01.2018 constituted a committee under the Chairpersonship of Joint Commissioner (Administration), KVS to verify the eligibility of each incumbent to various Official Language cadre posts in KVS.

5.The committee examined the documents of all the employees from their service records and, in its meeting held on 08.02.2018, found all the existing employees of KVS eligible as per the Model Recruitment Rules. The committee submitted its recommendations on 09.02.2018.

6.Accordingly, approval of the Ministry of HRD is hereby conveyed for the adoption of the revised Model Recruitment Rules and revised pay structure for various Official Language cadre posts in Kendriya Vidyalaya Sangathan as under:-

Since inception in 1854, India Post has been serving its citizens by catering to their basic requirements of communications. Over the years, it has evolved by providing varied services to Indian Citizenry in terms of Mail Services (both domestic and international), Money remittances (both domestic and international), Small Savings, Philately, Securing lives, Retail Services and Bill Payments etc.

 As plethora of services are being provided by the India Post, it is imperative to know the nerve of the customer, how (s)he feels regarding the services provided, where the services need improvement and to change the customer orientation from customer satisfaction to customer delight.

In this connection, an Online Customer Feedback Survey is conceived wherein a customer can give his feedback or opinion on the services rendered by India Post. This Customer Feedback Survey will be for three months from 16.02.2018 to 15.05.2018 and available to public through India Post Website (www.indiapost.gov.in). Any citizen of the country can give feedback on the quality of service provided by India Post. The customer can also provide his comments/suggestions, if he so desires.

 On the basis of the feedbacks received from the survey, suitable inferences will be drawn upon areas to be improved not only for a particular service but will also help in identifying the lagging post office.

  3. In this Connections, it is clarified that as per para 9 of Appendix III of FRSR Part III Leave Rules, all central Government Employees are entitled for Casual Leave as under:-

CGHS

No Permission is required for getting listed Investigations/ Treatment Procedures done at the CGHS empanelled Diagnostic Centres/Hospitals, if prescribed by CGHS Medical Officer/ CMO Incharge or Government Hospital specialist.

Listed Investigations/Treatment Procedures prescribed by a specialist of empanelled hospital need to be endorsed by the referring CGHS Medical Officer/ CMO Incharge, however permission is not required in this case also.

For unlisted Investigations/Treatment Procedures permission is required from the AD of the City/Zone in case of pensioners and Head of Department/Office in case of serving employees. However for pensioners of Autonomous bodies the permission is to be given by the concerned department only.

Procedure for getting the investigations done by an empanelled Diagnostic centre/Hospital
The following documents are required to be submitted:
1. Self attested copy of prescription of CGHS Doctor / Government specialist
2. Copy of CGHS Card of the patient and main card holder.
3. Original Prescription and Original Cards are to be produced at the centre for verification.
Investigation can be done within 14 days of the advice only.
Procedure for getting for any treatment procedure done at an empanelled hospital
The following documents are required:
1. Self attested copy of prescription of CGHS Doctor / Government specialist
2. Copy of CGHS Card of the patient and main card holder.
3. Original Prescription and Original Cards are to be produced at the centre for verification.
Treatment procedures can be done within 3 months of the advice only.

Sub: Recruitment of candidates from Open Market in Pay Level-1 of 7th CPC against 20% vacancies reserved for Course Completed Act Apprentices trained by the Railways-reg.

Ref: (i) Railway Board's instructions contained in RBE No. 71/2016 dated 21/06/2017 & RBE No. 34/2017 dated 12/04/2017.
(ii) NFIR’s letter No. II/94/Part I dated 17/07/2017 to Board (CRB).
(iii) Railway Board’s letter No. E(NG)II/2016/RR-1/8 dated 12/08/2017.

Kind attention is invited to the instructions issued by the Railway Board vide RBE No. 71/2016 dated 21/06/2017 and 34/2017 dated 12/04/2017 wherein decision has been taken to reserve 20% vacancies against direct recruitment quota in Pay Level-1 of 7th CPC pay matrix from amongst Course Completed Act Apprentices trained by the Railways.

In this connection, Federation has come across the Centralized Employment No. CEN 02/2018 (published on 10/02/2018 and Closing date 12/03/2018) wherein the Course Completed Act Apprentice trained in Railway establishments have been allowed to compete along with other outside candidates (Para 12.0 of the notification may be seen) for which respective RRBs have been entrusted the job to recruit the candidates for the Zones to which the requirement is to be catered for. In this connection, Federation conveys that this process is time consuming and the designated RRBs are likely to take more than six months to finalize the panels. The Zonal Railways on receipt of the panels will take further period of about 2-3 months to get the selected and empanelled candidates medically examined for issuing posting orders.

In order to ensure quick availability of candidates, Federation suggests that the quota of 20% vacancies in respect of Railway Act Apprentices may be allowed to be filled by the Zonal Railways directly without linking to RRB/RRC recruitment process.

NFIR, therefore, requests the Railway Board (CRB) to kindly arrange to review the matter and see that instructions to the General Managers are issued for inducting Course Completed Act Apprentices to the extant of 20% vacancies in Pay Level-1 of 7th CPC Pay Matrix without linking to the recruitment process conducted by RRBs/RRCs.

Federation may kindly be kept advised of the action taken in the matter.

Ministry of Railways extends the relaxation in Upper Age Limit for all categories.

Online Applications are invited around 90,000 posts in Group C Level I (Erstwhile Group D) like Track maintainer, Points man, Helper, Gateman, Porter and Group C Level II categories like Assistant Loco Pilots (ALP), Technicians (Fitter, Crane Driver, Blacksmith, Carpenter) through Railway Recruitment Boards websites.

Last date of submission of application would be extended suitably.

Option to take exam in regional languages like Malayalam, Kannada, Telugu, Tamil, Odiya and others will be available to the candidates.

This recruitment drive is open for candidates who have passed Class Xth & ITI for Group C Level I posts & Class Xth & ITI or diploma in engineering or a graduation in engineering for Group C Level II posts like Assistant Loco Pilots, Technicians and aspire to join Indian Railways.

Ministry of Railways has published a notification no. CEN 01/2018 for Group C Level II Categories posts for the candidates in the age group of 18-28 years who have passed Class X and have an industrial training certificate (ITI) or diploma in engineering or a graduation in engineering.
The notification no. CEN 02/2018 about Group C Level I (Erstwhile Group D) posts for candidates in the age group of 18-31 years and who have passed Class X and have an industrial training certificate (ITI). Sub: Denial of Leave Salary duly reckoning 30% of 7th CPC pay for Running Staff - reg.

The extant instructions provide that the Running Staff are entitled for payment of Leave Salary duly reckoning 30% of pay. It has, however, been represented by our affiliates as well staff that on many Zonal Railways 30% of 7th CPC pay is not being reckoned for the purpose of payment of Leave Salary to the Running Staff. When pointed out, the Zonal Railways stated that Board's clarification is awaited.

In this connection, NFIR desires to state that Leave Salary is not part of Allowances, therefore, 30% of 7th CPC pay needs to be added to the Basic Pay for the purpose of payment oi Leave Salary to the Running Staff. In view of confusion prevailing on certain Zonal Railways, the Railway Board may consider issuing suitable clarification for reckoning 30% of 7th CPC pay for the purpose of payment of Leave Salary.

NFIR, therefore, requests the Railway Board to issue clarification instructions as suggested above, duly endorsing copy thereof to the Federation, at the earliest.

Hon'ble madam,

With due regards, I would like to bring the following for your kind personal intervention at the earliest please:-

We were not surprised on your statement speaking on the eve to mark 90 years of the setting up of leading industry body FICCI on 14.12.2017 when you said: "This may be a proper and suitable occasion to say that I am doing a major review of the ordnance factories, to make sure we understand where they are, what is it that they have to be given, are they going to be in a position to be joint venture partners for people trying to benefit from transfer of technology… so OFBs (ordnance factory boards) are also being looked into."

But we are consternated to note that all of a sudden the government has drastically cut down the Budgetary support of the Ordnance Factories, both for the Revised Estimates for the year 2017-18 and the Budgetary Estimates for the year 2018-19. In the current year Value of Issue for Army was planned at Rs. 14496 crore which has been reduced to Rs. 11419 crore (reduction by 21.22%). Budget Estimate for the year 2018-19 indicates reduction from Rs. 14872 crore to Rs. 11743 crore for issues to Army. Due to this, spares of 'A' Vehicles and Artillery Guns, sighting Systems and Electronics, General Stores and Clothing, Small Arms cannot be supplied to Army. This will have a cascading adverse effect on the capacity utilization of concerned 12 Ordnance Factories, pay pocket of employees and society at large.

As a major stakeholder, this development is being view with great concern as it directly and brutally affects not only the Defence Production sector per se, but the war preparedness of the Nation too.

In this connection we seek to bring to your kind attention various correspondence of this Federation wherein we have reiterated the fact that depending on the Private Sector on critical supplies have been a failure till date and will continue to be so in the future too, after all, this sector cannot just perform on the single point agenda of “return on investment”, the mainstay of the private enterprises.

Suffice to mention once again that the private sector can only make sound & fury but cannot deliver due to the vagarity of the situation prevalent in defence purchases.

It is worth to mention here that erstwhile Defence Minister, Shri Manohar Parrikar had been encouraging the Ordnance Factories' employees/organization as they ensured defence production upto Rs 14,000 crore in the financial year 2015-16. He noticed that the output of the ordnance factory had improved for the first time by 17 per cent. It was stagnant for four to five years and hovering around Rs 10,000 to Rs 11,000 crore. He used to say, "Ordnance Factories have achieved new milestones in production of ammunition and defence weapons. These defence establishments have a bright future for feeding defence products for security of the nation. Now, ordnance factories are eyeing production of Rs 20,000 crore in near future,"

The drastic reduction in Budgetary support, it is apprehended, will entail stoppage of supplies of various critical spares, general items, electronic items and even small arms and ammunitions, directly affecting the work load of more than a dozen factories and thousands of workmen.

In view of the above, we seek your kind personal intervention in the matter with an request to restore the budgetary support to its original state to avoid a major collapse of supplies which may eventually cause impediment to the war preparedness of the Nation.

An immediate action in the matter is therefore solicited.

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF UNSTARRED QUESTION NO. 960 BY SHRI C.P. NARAYANAN ANSWERED IN RAJYA SABHA ON 09.02.2018 REGARDING LOCO RUNNING STAFF

(a) As on 01.04.2017, over Zonal Railways, total number of employed staff in loco running category is 87196.
(b) & (c) As per the provision of the Railways Act, 1989 and the Railway Servants (Hours of Work & Period of Rest) Rules, 2005, Loco running staff on the Railways are classified as ‘Continuous’ and as such, their rostered hours of work is 54 hours a week on an average in a two-weekly period of 14 days.

(d) & (e) After the Seventh CPC (Central Pay Commission) recommendations, the basic pay of the non-running staff has been increased by a multiplication factor of 2.57 with effect from 01.01.2016 and then fixed in the appropriate cell of the relevant Level in the Seventh CPC pay matrix, while for the running staff the multiplication factor of 2.945 was used. Further, the actual raise in the pay of the running staff has been ensured at a minimum of 14.29 percent with the Ministry of Finance (MoF) concurrence. This has resulted in an effective multiplication factor of around 3.01 for Running Staff. The running staff also get allowances like Dearness Allowance and House Rent Allowance on the basic pay enhanced by 30%.
