In the orders issued in Covid-19 guidelines the officials above 50 years of age and pregnant women were allowed to avail commuted leave without Medical Certificate due to Covid -19 pandemic.

The same may kindly be extended further till the Covid-19 Crisis is over as there is no loss to the Department by giving this facility to the elderly officials and pregnant women officials.

Providing vaccine of Corona to the Postal Employees on priority basis – NFPE

Such officials will get more relief during this period of Crisis.

Subject: Filling of vacancies under Sports quota- regarding.

Madam / Sir,

I am directed to refer to Directorate’s letters of even number dated 15.05.2019, 05.07.2019, 12.09.2019 and 11.10.2019 regarding filling up of the vacancies earmarked for sports quota in accordance with the instructions issued by the Department of Personnel & Training (DOP&T).

2. Vide aforesaid letter dated 15.05.2019, following was communicated: –

while making recruitment under sports quota, Circles are required to notify such vacancies without restricting them to a specific sport/ discipline or to specific gender. The notification shall invite all meritorious sports persons belonging to approved disciplines and recruitment to these vacancies shall thereafter be made based on criteria stipulated in DOP&T O.M. No. 14034/01/ 2013-Estt. (D) dated 03.10.2013.

3. Despite these instructions, references were received from various circles conveying that recruitment of meritorious sport persons in all the approved disciplines included in the instructions of DOPT will hinder development of teams at national level in any particular discipline. Thus, Circles were seeking clarification in this regard.

4. The matter was examined in detail and It was decided by the Competent Authority to obtain the advice of DOP&T in the matter. DOPT has advised as under: –

we may advise DoP that their pursuit of participating at major sporting events related to 13 identified sports disciplines has no bearing on appointment of meritorious sportsperson as per O.M. dated 03.10.2013, as the two are separate activities, DoP may participate In events relating to the proposed 13 sports disciplines by forming their own teams.  However, if any post is to be filled under the sports quota, meritorious sports persons relating to any of the 43 discipline are equally eligible to apply for such posts, in terms of O.M. dated 03.10.2013. Such appointment cannot be linked to development of a team to represent DoP at a national level.

6. With regard to O.M, dated 03.10.2013, it may be informed to the Administrative Department that the said instructions are issued to provide incentives to already meritorious sportsperson who have achieved in their respective sports in the form of recruitment, promotion, increment etc. No such provision of recruiting sportsperson for formation of team in particular sports discipline is available in the said instructions. Therefore, restricting sports disciplines to 13 (in place of total 43 disciplines given in DoPT instructions) by the AD with the motive of developing team in a particular discipline appears to be denying right to sports persons of other disciplines to get the above mentioned incentives which is not considered to be in consonance with the above mentioned instructions issued by DoPT.”

5. In view of the above, Circles are requested to fill up the vacancies earmarked for sports quota in strict compliance with DOP&T O.M. No. 14034/01/2013 -Estt. (D) dated 03.10.2013, as amended from time to time. Further, Circles may note that DOP&T vide O.M. No. 140341/2013 (D)-Estt. dated 01.09.2020 (copy enclosed) has provided a list of 63 sports disciplines which have been identified for recruitment under sports quota.

6. The notification issued by the circles shall invite applications from meritorious sports persons belonging to all approved disciplines. If any circle has already notified sports quota vacancies for a limited number of sports disciplines and selection of candidates against such notification has not been finalized , such notification may be cancelled forthwith and a fresh notification accordance with the guidelines.

7. Further, as communicated vide letter of even number dated 15.05.2019, field trial shall not be conducted and selection of candidates will be done as per the criteria outlined in the guidelines issued by DOPT from time to time.

8. Circles may take note that no further reference on the issue of restricting the recruitment to a limited sports discipline and conducting field trial shall be entertained by the Directorate.

Sub: Scheme for compassionate appointment – Relative Merit Points and Procedure for selection.

Madam / Sir,

I am directed to refer to Department of Posts letter No.37-36/2004- SPB-1/C dated 20.1.2010 on the above subject providing for Relative Merit Points and procedure for compassionate appointments in the Department of Posts. The matter has been reviewed keeping in view the instructions issued by Department of Personnel and Training, the changes in various factors for calculating Relative Merit Points and the changes in financial status of the family of the deceased employees consequent upon increase in the terminal benefits.

2. The Relative Merit Points (RMP) for assigning weightage to various attributes of the applicants for compassionate appointment have been reviewed. The revised RMP is based on 100 points of 10 variables with provision of additional 15 maximum bonus points for the applicant if she is the widow of the deceased employee/wife of an employee who has retired on medical grounds. The revised RMP to be applied are as laid down in Annexure 1.

3. Periodicity of CRC meeting: In respect of all applications for compassionate appointments received from January to December of a calendar year, the CRC meeting will be held by all circles once in a year, between January to March of the next calendar year.

4. Cut-Off Date: Date of death or date of retirement on medical grounds will be considered as cut off date for the purpose of assessing the indigent condition of the applicant under RMPS for compassionate appointment.

5. Circle specific vacancy: The vacancies to be utilised by a Circle for compassionate appointment in a year should not be more than 5% of the vacancies in Direct Recruitment Quota in Group C Posts in a year.

6. Place of Posting: As far as administratively feasible, applicant appointed on compassionate grounds will be posted at a place as per preference indicated or near his /her home town or in same division in which the applicant is residing, subject to availability of vacancies.

8. Date of effect of these guidelines: These revised guidelines will come into effect from 1st October 2020. Cases recommended by previous CRC to be considered by subsequent CRC will be considered based on these revised point system. All cases closed so far will not be reopened.

9, Instructions issued by DoPT from time to time related to compassionate appointment will continue to be guiding factor while deciding the cases.

In view of the threat posed by the outbreak of Corona Virus (COVID-19), and the complete lockdown across India, Directorate of Postal Life Insurance (PLI), Department of Posts, Ministry of Communications has given an extension of period for payment of their due premium of March 2020 upto 30th April 2020 without charging any penalty / default fee. Directorate of PLI said that although many Post Offices are functional as part of essential services, Postal Life Insurance / Rural Postal Life customers are facing difficulty in approaching post offices for payment of premium. Therefore, as a measure of convenience to all the PLI / RPLI customers, the period of payment has been extended.

The decision is likely to benefit approximately 13 lakh policy holders (5.5 Lakh PLI and 7.5 Lakh RPLI) who have not been able to pay premium for current month. As compared to about42 lakh policy holders who paid premium last month, only 29 lakh of them have been able to pay premium for this month till today.

Customers registered on portal have also been advised to pay premium online using PLI customer Portal.

Subject: Revised eligibility criteria for engagement to Gramin Dak Sevaks (GDS) posts.
 
The eligibility criteria/conditions for engagement to GDS posts were last reviewed and notified by the Department vide letter No.17-39/6/2012-GDS dated 14.01.2015. The matter has been examined. The competent authority has now decided to revise the same as per details below:-

I. Age Limit
The minimum and maximum age for the purpose of engagement to GDS posts shall be 18 and 40 years respectively as on the date of notification of the vacancy. Permissible relaxation in upper age limit for different categories are as under:-

Note: 1 * There will be no relaxation in upper age limit to EWS candidates. However, the persons belonging to EWSs who are not covered under the scheme of reservation for SCs, STs and OBCs shall get 10% reservation in engagement to Gramin Dak Sevaks posts in the Department of Posts as prescribed in Directorate letter No 17-09/2019 dated 26.02.2019 .

Note: 2 *All recruiting authorities shall maintain the above age relaxation for persons with disability for all categories of GDS posts as is applicable in regular appointment in Group 'C' cadre. This relaxation however is not applicable for persons with benchmark of disability "Blind", as in place of blind, candidate with Low Vision have been identified as prescribed in Directorate letter No. 17-8/2017-GDS dated 26.02.2019 . Relaxation in upper age limit is subject to the condition that maximum age of the applicant on the crucial date shall not exceed 56 years.

II. Educational Qualification
(i) Secondary School Examination pass certificate of 10th standard with passing marks in Mathematics and English (having been studied as compulsory or elective subjects) conducted by any recognized Board of School Education of the Government of India/State Governments/ Union Territories in India shall be a mandatory educational qualification for all approved categories of Gramin Dak Sevaks (i.e. BPM,ABPM & Dak Sevak ) referred to in Directorate Order No 17-3112016-GDS dated 25.06.2018.

(ii) Compulsory knowledge of Local Language
The candidate should have studied the local language at least up to 10th standard [as compulsory or elective subjects] as declared by the State Government or as per constitutional provisions relating to the 8th schedule of Constitution of India. The details of local language for each state/Union Territories is as given below:-

(iii) Basic Computer Training
The candidates for all approved categories of GDS referred to in (i) above will be required to furnish Basic Computer Training Course Certificate of at least 60 days duration, from any Computer Training Institute run by Central Government/State Government I Universities I Boards /Private Institutions Organizations. This requirement of basic computer knowledge certificate shall be relaxable in cases where a candidate has studied computer as a subject in Matriculation or class XII or any other higher educational level and in such cases, a separate certificate will not be insisted upon .

III. Residence
The condition of residence shall apply as stipulated in Rule 3-A (vii) of GDS (Conduct and Engagement) Rules, 2011. The candidates must provide accommodation for Branch post office after selection but before engagement . The accommodation should meet the following prescribed standards :-
(i) The building may be owned by a Gram Panchayat or Central government or by State government such as school or offices or BPM's own house or a proper rented accommodation in a busy place of the village .

(ii) Location - The GDS Branch Post Office should be located in the main, busy part of the village .

(iii) Size - The minimum size of GDS Branch Post Office should not be less than 100 sq. feet preferably in 10'X10' dimensions and in ground floor.

(iv) Approach - The GDS Branch Post Office should have direct access/approach from village road and should be located in front portion of the building in which it is housed. The GDS Branch Post Office should not be housed in verandah, courtyards, kitchen, space under the stairs, bedroom, damaged rooms, makeshift accommodations , isolated buildings outside the village etc. which are difficult to access/approach by the customers.

(v) Structure - The accommodation should preferably be a brick and mortar structure to ensure safety and security. The room should be properly ventilated and lighted and should be properly maintained and neatly white washed.

(vi) Power supply - The post office room should have electrical power connection for charging of handheld devices and for fan, electricity bulb etc. It should have suitable place to install solar panels.

(vii) The accommodation for the GDS Branch Post Office should be exclusively available for Post Office use. It may work from a village shop but Post office working from shop should have an exclusive space to keep the registers, micro ATM or hand-held device and other items apart from space for prominently exhibiting the signage etc. giving due importance to Post Office.

(viii) At present DARPAN devices are using are of the four Network Service Providers (NSPs) viz, Airtel, Vodafone, Idea & BSNL for ensuring connectivity to Branch Post Offices. While providing accommodation for GDS BO, it should be ensured that, Network is available for any one of these NSPs.

Further, it is clarified that the candidate who provide the above prescribed standards of accommodation after selection but before engagement and if he is engaged as GDS BPM will be entitled for the drawal of Composite allowance @ Rs.500/-per month as prescribed in Directorate OM. No 17-31/2016-GDS dated 25.06.2018 & No 17-31/2016-GDS (pt) dated 28.09.2018. Further, if the candidate selected and engaged as GDS BPM provides accommodation for Post Office in a rent free government accommodation and staying in the Post village will be entitled for the Composite allowance Rs.250/- equal to that of BPMs who provide non-standard accommodation (those who are not fulfilling above standard are treated as non-standard accommodations) , as prescribed in Directorate OM. No. 17-31/2016-GDS dated 25.06 .2018 & No 17-31/2016-GDS (pt) dated 28.09.2018.

IV. Knowledge of Cycling
Knowledge of Cycling is a pre-requisite condition for all GDS posts. In case of a candidate having knowledge of riding a scooter or motor cycle, that may be considered as knowledge of cycling. The candidate has to submit a declaration to this effect.

V. Adequate means of Livelihood
The condition of adequate means of livelihood shall apply as stipulated in Rule 3- A (iii) of GDS (Conduct and Engagement) Rules, 2011. However, this condition shall not be a pre-requisite for candidates for the purpose of applying to the GDS post or selection there to and the selected candidate shall be required to comply with this prescribed condition within 30 days after selection but before engagement . The GDS will also have to ensure that he is having adequate additional means of livelihood during the period of engagement till his discharge.

VI. Furnishing of Security
On engagement as GDS, the person so engaged shall be required to furnish security in such manner as may be prescribed from time to time. The existing security amount in case of GDS Branch Postmaster and other approved categories of GDS i.e. ABPM & Dak Sevak is Rs.25,000/- & Rs.10,000/- respectively the same to be furnished in form of FIDELITY BOND for a period of five years and same to be renewed every five years during the period of engagement.

VII. Fulfillment of other terms and conditions
Terms and conditions of engagement to GDS posts shall apply as stipulated in the relevant rules of GDS (Conduct & Engagement) Rules, 2011modified from time to time by the Department of Posts.

VIII. Adequate representation of SC/ST/OBC, Persons with Disability, Ex­ Serviceman & Economically Weaker Sections (EWSs).
The instructions issued by the Department vide no.19-11/97-ED & TRG dated 27.11.1997, No. 17-08/2017-GDS dated 26.02.2019 and No. 17-09/2019 dated 26.02.2019 providing for adequate representation of SC/ST/OBC communities, Persons with Disability and Economically Weaker Sections (EWSs) respectively will continue to apply.

(i) The permissible disability for persons with Disability will be as given below :-

IX. Production of SC/ST/OBC/Disability/ Economically Weaker Sections Certificate :
Production of SC/ST/OBC/Disability/EWSs certificate in the prescribed format would be compulsory in case of such candidates.

X. Time Related Continuity Allowance (TRCA)
The following Minimum TRCA shall be payable to the deferent categories of GDS posts as mentioned in Directorate Order No 17-31120 16-GDS dated 25.06.20 18 :-

XI. Method of Engagement:
Method of engagement will continue to be as online engagement process for engagement of all categories of GDS as notified vide Directorate Letter No 17-2312016-GDS dated 01.08.2016.

(i) Exemption of fee for applying on GDS Posts
Male applicants belonging to the category UR/OBC/EWS have to pay a fee of Rs. 100/-(Rupees one hundred only) for each set of five options. Payment of fee is exempted for all female candidates, all SC/ST candidates and all PwD candidates.

(ii) Option for applying on GDS Posts
A candidate can apply for a maximum of twenty posts all over India per cycle of online engagement. This inter alia means that a prospective candidate can apply for twenty posts on a single application spread across one Circle or several Circles. This cap of twenty posts is inclusive of vacancies arising in candidate's home Circle. Home Circle means belonging or native I domicile state of a prospective candidate in which she/He is permanently residing and that Postal Circle is providing opportunity. Hence, candidates should exercise due care while utilizing the twenty choices available to her/Hm in each Cycle. However, only one post will be offered for each Circle if she/He has applied for one or more posts in each Circle.

Example: - If a candidate opts for five posts with preference post l, post2, post3, post4, post 5 etc. and selected as meritorious in more than one post, the post in the order of preference will be offered and the candidature for all the remaining posts will be forfeited.

XII. Job Profile

(i) BRANCH POSTMASTER (BPM)
The Job Profile of Branch Post Master will include managing affairs of GDS Branch Post Office, India Posts Payments Bank (IPPB) and ensuring uninterrupted counter operation during the prescribed working hours using the handheld device/Smartphone supplied by the Department. The overall management of postal facilities, maintenance of records, upkeep of handheld device, ensuring online transactions, and marketing of Postal, India Post Payments Bank services and procurement of business in the villages or Gram Panchayats within the jurisdiction of the Branch Post Office should rest on the shoulders of Branch Postmasters. However, the work performed for IPPB will not be included in calculation of TRCA. since the same is being done on incentive basis. Branch Postmaster will be the team leader of the GDS Post Office and overall responsibility of smooth and timely functioning of Post Office including mail conveyance and mail delivery. He/she might be assisted by Assistant Branch Post Master of the same GDS Post Office. BPM will be required to do combined duties of ABPMs as and when ordered . He will also be required to do marketing, organizing melas, business procurement and any other work assigned by IPO/ASPO/SPOs/SSPOs/SRM/SSRM etc. In some of the Branch Post Offices, the BPM has to do all the work of BPM/ABPM.

(ii) ASSISTANT BRANCH POSTMASTER (ABPM)
The Job Profile of Assistant Branch Post Master will include all functions of sale of stamps/stationery, conveyance and Delivery of mail at doorstep deposits/payments/other transactions under IPPB, assisting Branch Postmasters in counter duties using the handheld device/Smart phone supplied by the Department. However, the work performed for IPPB will not be included in calculation of TRCA. since the same is being done on incentive basis. He will also be required to do marketing, organizing melas, business procurement and any other work assigned by the Branch Postmaster or IPO/ASPO/SPOs/SSPOs/SRM/SSRM etc. ABPMs will also be required to do Combined Duty of BPMs as and when ordered.

(iii) DAK SEVAK
The Job Profile of Dak Sevaks will include all functions of viz sale of stamps and stationery, conveyance and delivery of mail and any other duties assigned by Postmaster/Sub Postmaster including IPPB work in the Departmental Post Offices/RMS. However, the work performed for IPPB will not be included in calculation of TRCA. since the same is being done on incentive basis. He may also have to assist Post Masters/Sub Postmasters in managing the smooth functioning of Departmental Post Offices and do marketing, business procurement or any other work assigned by the Post Master or IPO/ASPO/SPOs/SSPOs/SRM/SSRM etc.

2. The revised eligibility conditions and criteria of selection will come into effect for the vacancies to be notified on or after the date of issue of this notification. The engagement process initiated before this date shall be finalized as per the existing instructions.

3. Necessary amendments in the GDS (Conduct & Engagement), Rules 2011 are being issued separately.

Sub: Regulation of LTC claims when portion of journey are performed by private transport - Regd.

This Directorate has sought clarification from the Nodal Ministry regarding reimbursement of LTC claims where a part of the journey (be it in the beginning, middle or end) has been performed by the Government servant by unauthorized mode of transport (private bus/private taxi etc.) and rest of the journey to the declared place of visit by authorized mode of transport.

The Nodal Ministry has issued following clarification:
(I) DOP&T’s OM no. 31011/3/2015-Estt. (A.IV) dated 09.02.2017 provides that cases where a Government servant travels on LTC upto the nearest airport/railway station/bus terminal by authorized mode of transport and undertakes rest of the journey to the declared place of visit by private transport/ own arrangement (such as personal vehicle or private taxi etc.), may be dealt with as follows:-
  • (a) In all such cases the Government servant may be required to submit a declaration that he and the members of the family in respect of whom the claim is submitted have indeed travelled upto the declared place of visit.
  • (b) If a public transport is available in a particular area, the Government servant will be reimbursed the fare admissible for journey by otherwise entitled mode of public transport from the nearest airport/railway station/bus terminal to the declared place of visit by shortest direct route.
  • (c) In case, there is no public transport available in a particular stretch of journey, the Government servant may be reimbursed as per his entitlement for journey on transfer for a maximum limit of 100 kms covered by the private/personal transport based on a self-certification from the Government servant. Beyond this, the expenditure shall be borne by the Government servant.
(II) In view of the above provisions, a Government employee shall get fare reimbursement in cases where the initial or end part of the LTC journey from the source/destination to the nearest railhead/airport or vice-versa, as the case may be, has been performed by a private/personal mode of transport while the major part of the journey from the nearest railhead/airport has been performed by the authorized mode of transport.

Taking into account the advice of the Nodal Ministry in this regard, action may kindly be taken in similar cases only on the basis of the above advice and in any case of deviation from the above, the advice of the Directorate may be sought for.

Your kind attention is invited towards Directorate letter no. as referred above under which orders have been issued to make delivery of the letters under Pradhan Mantri Jan AarogyaYojna (PMJAY) on Sunday.

In this connection we want to bring to your kind notice that now a days it has become the order of the day that on each and every Sunday officials are being engaged in various works like delivery of some important letters, some melas to achieve targets in various schemes, various meetings on new and premium schemes and other schemes of the Department. The officials of Department of Posts are now deprived from their basic right of availing weekly off.

Now the delivery of PMJAY letters has been entrusted to the staff which is very much causing troubles and sufferings to the employees.

It is also worth mentioning here that no off or any type of compensation is granted to the officials attending duty on Sunday and holiday. This shows apathetic attitude of the officers of Department.
Already Postal Employees are suffering a lot after implementation of CBS, CSI, IPPB, RICT, Aadhar, Passport, PNOP and other schemes.

It is therefore requested to kindly cause suitable instruction to all not to deprive the employees to avail their weekly offs and this practice should be ended.

In spite of our countrywide requests, memorials, protest meetings/Demonstrations and Strikes there is unreasonable delay in consideration and implementation of the GDS Committee recommendations. The level of tolerance has already crossed it limits. This time we have accepted OFFICERS Committee with open mind but still discriminative attitude is seen towards this low paid and neglected/exploited lot.

The Gramin Dak Sevaks role in future INDIA POST especially in Banking is more significant and we are also carefully watching the developments. There cannot be any compromise about their status and service conditions in the changed scenario and the GDS should get what they deserve. The Government, being a model employer, should consider our reasonable demands in the interest of service to the rural population of this country. The old policies of the British regime such as cheap labour and exploitation are outdated in the present situation and it is high time that decisions are at the appropriate levels in democratic norms. India is a welfare state and we are eagerly waiting for BETTER TREATMENT TO G.D.S AT LEAST THIS TIME.

Since inception in 1854, India Post has been serving its citizens by catering to their basic requirements of communications. Over the years, it has evolved by providing varied services to Indian Citizenry in terms of Mail Services (both domestic and international), Money remittances (both domestic and international), Small Savings, Philately, Securing lives, Retail Services and Bill Payments etc.

 As plethora of services are being provided by the India Post, it is imperative to know the nerve of the customer, how (s)he feels regarding the services provided, where the services need improvement and to change the customer orientation from customer satisfaction to customer delight.

In this connection, an Online Customer Feedback Survey is conceived wherein a customer can give his feedback or opinion on the services rendered by India Post. This Customer Feedback Survey will be for three months from 16.02.2018 to 15.05.2018 and available to public through India Post Website (www.indiapost.gov.in). Any citizen of the country can give feedback on the quality of service provided by India Post. The customer can also provide his comments/suggestions, if he so desires.

 On the basis of the feedbacks received from the survey, suitable inferences will be drawn upon areas to be improved not only for a particular service but will also help in identifying the lagging post office.

Ref : Directorate letter No.08-12/2017-SR dated 16th June-2017.

While acknowledging the receipt of your letter cited above I , on behalf of NFPE and all its affiliated Unions/Associations , like to make it clear that we , as a responsible organisation , always stand for negotiated settlement and want to avoid confrontation with the administration. But we regret to note that in spite of our positive approach and patiently waiting for two years for redressal of our genuine grievances , things are not moving at Directorate level and same is the position with many circles also. For example :-

(1) No direct recruitment to fill up outside quota vacancies has taken place for the last three years. Examinations are being conducted, but final list of selected candidates are not published. 7th CPC has stated that there are 60000 vacancies remaining unfilled in Postal department as on 31.12.2015. Now the figure will be more than one lakh. Ahout 40% posts are lying vacant in each division and employees are suffering like anything. Are the employees responsible for this state of affairs? As DOP&T has repeatedly made it clear that there is no ban on filling up of vacant posts, who is responsible for three years delay in filling up of posts ?

(2) GDS Committee Report is submitted to Government on 24th November 2016. Even after seven months the recommendations are still under process. Approval of Communications Minister , Ministry of Personnel , Ministry of Law , Ministry of Finance , Cabinet approval - all these stages are pending . Kamalesh Chandra Committee took 18 months only for submitting the report , but it seems that Postal board will take two years for implementing the recommendations. Are the employees responsible for this unjustified delay ?

(3) Re-verification of membership of Departmental employees was completed in the year 2015. Even after two years results are not published. GDS re-verification of membership, it was due in 2015. Process of calling for applications from unions/associations completed. After that nothing is moving. What prevents the Postal Board from conducting membership verification of GDS and also declaring the result of departmental employees? Are we responsible for the two years delay?

(4) Regarding Cadre restructuring of Postal Group -C, we submitted a detailed memorandum requesting some modification’s and also uniform guidelines to all circles etc . Then Secretary, Department of Posts assured us that pending decision on our memorandum, the Cadre restructuring orders will be kept in abeyance. But the Directorate went ahead with unilateral implementation in certain circles putting a large section of Group-C employees to untold miseries. What prevented the department in honouring the assurance given by Secretary, Department of Posts?

(5) Event though repeated assurances were given that Cadre-restructuring proposal of left out categories will be implemented shortly , now almost four years are over after signing the Cadre-restructuring agreement between Postal Board and Staff side. Are we responsible for this unpardonable delay?

(6) Orders for revision of wages of casual labourers with effect from 01.01.2006 was issued by Directorate in January 2015 and again orders for revision of wages from 01.01.2016 was also issued. But till this date the Directorate orders are not implemented in Tamilnadu Circle. What prevents the Directorate to make the CPMG Tamilnadu Circle to implement Directorate orders ? Is CPMG Tamilnadu circle superior to Secretary , Department of Posts ?

(7) There are many other issues also which remains unsettled for years together due to the indifferent attitude of the Postal Board.

In short, we feel that things are not moving at Directorate level and there is paralysis in file movement and decision making. We want things to move and staff grievances settled in a time -bound manner. Instead of assurances, we want result-oriented action

I once again assure you that we are ready to call- off the proposed agitational programmes , provided the department come forward for a satisfactory , result-oriented negotiated settlement on all the demands raised by us in our memorandum .

I am directed to convey approval of the competent authority for revision of Cycle maintenance Allowance payable to GDS Mail carrier/Mail Deliverer who use their own cycle for discharge of duty.
 
2. Rate of Cycle maintenance Allowance are revised @ Rs.90/-(ninety only) per month with immediate effect. All Other terms & conditions for sanctioning of Cycle maintenance Allowance will be unchanged.
 
3 The cycle maintenance allowance of GDS Staff will be increased by 25% as & when the D.A. payable on revised pay Scales goes up by 50% in future.
 
4. It is requested to kindly circulate these orders to all subordinate offices for information and further necessary action please.
 
5. This issues with the concurrence of Integrated Finance Wing vide their Advice in Dy. No.144/FA/2015/CS Dated 15-09-2015.

Attention of all concerned is invited to this Directorate’s letter No. 17-39/7/2012-GDS dated 14th Jan 2015 vide which detailed selection process to the GDS Posts was introduced based on Aptitude Test to be conducted at Circle level through outsourced agency and selection to the GDS Posts was prescribed to be made based on marks secured in the Aptitude Test in respect of vacancies notified on or after 01.04.2015. Subsequent thereto, it was also laid down vide this Directorate’s letter No. 17-39/7/2012-GDS dated 28th May 2015 that in case vacancies notified on or before 31.03.2015 do not get filled up by 30.06.2015, the notification will be cancelled and vacancies be filled up under the new engagement process (Aptitude Test Method) effective from 01.04.2015.
2. In View of the pronouncement of the Hon’ble Prime Minister in his address to the Nation delivered on 15th Aug 2015 to make selection to the junior level posts based on marks appearing in the marks sheet without an element of interview through transparent online process, the selection process introduced vide this Directorate’s letter ibid has been reviewed by the authority competent to align the selection process/criteria with the pronouncement made by the Hon’ble Prime Minister taking note of the fact that GDS posts are lower level civil posts outside the regular civil service not falling under Group A, B & C posts by replacing the process introduced vide this Directorate’s letter No. 17-39/7/2012-GDS dated 14th Jan 2015, pending introduction of online process in due course, in the manner indicated below:-
(a) There will be no change in the eligibility criteria laid down in this Directorate’s letter No. 17-39/6/2012-GDS dated 14.01.2015 & strict observance of the same will be ensured by all recruiting authorities concerned while issuing notification.
(b) The recruiting authorities will be guided by the below mentioned method of engagement to all approved categories of GDS Posts:-
(i) In case a vacancy does not get filled up through other regular modes of engagement viz.; by combination of duties or by absorption of surplus GDS or by compassionate engagement or by transfer under limited transfer facility, vacancy will be notified first to casual labourers within the jurisdiction of the recruiting authority as per existing instructions contained in this Directorate’s letter No. 17-3 9/4/2012-GDS dated 14.01.2015 read with clarification issued under No. 17-15/2015-GDS dated 07.05.2015.
(ii) In case vacancy does not get filled up through process outlined at (i) above, the recruiting authority before taking decision to fill up the post by way of open notification is to examine the representation of the reserved communities and then decide to which community the vacancy is to be earmarked or the vacancy would go to other community based on order of shortfall subject to overall restriction of 50% in a calendar year strictly as per this Directorate letter no. 19-11/97-ED& TRG dated 27.11.1997. As regards, differently abled persons are concerned, instructions contained in this Directorate letter no. 21-8/92-ED&TRG dated 22.04.1994 shall have the application.
(iii) The vacancy will then be notified to Employment Exchange requesting nomination of suitable candidates [not less than 3] for the post within a period of 30 days from the date of sending requisition to the concerned authority having the prescribed qualification. Simultaneously [on the same day of notification of vacancy to Employment. Exchange], the vacancy will be given wide publicity by displaying a notice giving particulars of the engagement to be made, remuneration and other conditions attached to it at the concerned post office, the police station, the Panchayat office and any other public place considered suitable allowing the same time of 30 days for receipt of applications. A copy of the notification will also be circulated to all Post Offices within the Division duly entered in Account Bag for display on Notice Board. In case the last date falls on Sunday/Holidays, the cut of date will be reckoned as close of subsequent working day.
(iv) The candidates nominated by employment exchange (if any) will then be addressed by service registered post enclosing a copy of the application for the post with a covering letter containing instructions to fill-up the same and self attested documents to be enclosed for further submission to the recruiting authority concerned within 30 days mentioning the cutoff date up to which the application duly completed is to be received by recruiting authority by Registered / Speed Post. Here also, In case the last date falls on Sunday/Holidays, the cut of date will be reckoned as close of subsequent working day.
(v) The candidates nominated by the Employment Exchange as also those responding to the open advertisement will be considered.
(vi) The recruiting authorities concerned will arrange /maintain a register for keeping a proper record of the application received from the candidates applying against open notification as also in response to communication sent by them following their nomination from Employment Exchange on a day to day basis. However, the closed covers will not be opened till the day earmarked for selection.
(vii) The authority higher to recruiting authority will nominate a committee consisting of three members including the recruiting authority with two others not below the rank of Inspector Posts. Besides the said authority will decide the date on which such committee will meet for finalizing selection.
(viii) Selection will be made by the committee strictly based on marks secured only in Secondary School Examination pass certificate of 1oth standard conducted by any recognized Board of School Education in India and will be guided by the clarification issued under this Directorate’s letter No. 17-39/2012-GDS dated 08.01.2014. The committee will also prepare a select panel of 5 candidates for a post in accordance with directions contained in this Directorate’s letter No. 19-14/2010-GDS dated 25.06.2010 followed by letter dated 18.10.2013.
(ix) Result will be communicated to the candidate standing first in the list on the same day of selection through Registered post. Besides, a copy of the result will be displayed on the notice board of the recruiting authority on the day of finalization itself.
(x) Pre-engagement formalities will be got completed by the recruiting authority concerned in respect of the candidate standing at the top besides only verification of the documents in respect of other four remaining candidates finding place in the select panel.
3. Wherever notification has been issued adopting the new method of selection made effective from 01.04.2015, the same will be cancelled and the concerned recruiting authorities will be directed to initiate action to fill up the post taking recourse to the process outlined above. Besides this, where vacancies have been notified on or before 31.03.2015, action will be taken by the respective recruiting authorities by completing the process already undertaken.
4. The contents of this letter may be disseminated to all concerned for strict adherence.

Sir/ Madam.
The undersigned is directed to refer to this office letter of even number dated 06.08.2014 (SB Order No.8/2014) & 14.08.2014 (Addendum to SB Order No. 8/2014) on the subject.

2. The competent authority has reviewed the process of all the 14 scenarios circulated vide above reference in the light of roll out of CBS HOs and 1790 SOs across the country as well as change in the process of Circle Processing Centres (CPC). Process mentioned in the scenario No. 2,3,5,6,10,11 and 14 have been revised. Revised process pertaining to these scenarios is attached as ANNEXURE with this letter. This will supersede the process circulated vide SB Order No. 8/1014 and Addendum to SB Order No.8/2014

3. This may kindly be circulated to all post offices for guidance and necessary action.

Revised procedure to be followed in ease of following scenarios which will supersede the existing procedure.
2.Scenario:- When a Certificate holder attends any CBS Post Office to encash certificates either on maturity or for premature closure where certificates were purchased from other CBS Post Office. 

The Counter PA should first go to HACLI and see that Certificates are genuine and stand in Finacle. He/She will verify signatures of the holder(s) on the certificates with that available in Finacle. Once, it is confirmed from the signatures that holder is genuine, holder should be asked to fill NC-32 and give fresh ID as well as Address Proof and Mobile number. After proper verification of KYC documents. Certificates first be transferred IN by using HACXFSOL. Customer’s new address and mobile number should be entered through account modification menu and it should be verified by Supervisor. Then payment should be mode by crossed cheque or credit to savings account. Payment should not be made by cash in any case
An intimation of Transfer/Discharge should be sent to the office of issue by service registered post which will make Transfer/Discharge entry in the Purchase Application (in case of old certificates) or AOF.
NC-32 and KYC documents should he preserved in the CBS Post Office in a A4 size Ring Guard File.

3.Scenario:- When any claimant (In ease of death of holder) presents certificates issued by another CBS Office alongwith claim application form for payment or transfer to the claimant’s name.
In CBS environment claim form can be submitted at any CBS post office. What such a claim is presented at any CBS post office. first of all. user has to enter date of death in the CIF and supervisor has to verify. Then procedure of settlement of deceased claim case has to be followed. After sanction of claim. if claimant wants payment, procedure mentioned in scenario 2 should be followed. If claimant wants to transfer of certificates in his/her Mine. open new CIF in his/her name hosed on new AOF (if no CIF is available in his/her name) and attach the existing Certificates (Accounts) with new CIF. Name of holder can he changed through menu HAALM.

In this case also, an intimation of Sanction of Claim/Transfer/Discharge alongwith copy of sanction memo should be sent to the office of issue by service registered post which will make Death/Transfer/Discharge entry in the Purchase Application (in case old certificates) or AOF.

Claim Application Form and KYC documents of claimant and Account Opening Form (AOF) should be preserved in the CBS Post Office. If certificates are transferred in the name of claimant. KYC Form NB to be taken from the claimant and sent to CPC of the office where claim is sanctioned CPC will scan the Photograph and signature and attach the same with new CIF.

3. Scenario:- When Account Holder of MlS/SCSS/TD scheme approaches any CBS Post Office for taking Interest or closing accounts.
The Counter PA should fast go to HACLI and see that Accounts) are genuine and stand in Finacle. He/She will verify signatures of the holder) on the withdrawal Form or Account Closure Form with that available in Finacle. Once. it is continued from the signatures that holder is genuine, payment of interest should be made to the account holder as per process being followed for normal withdrawal. If account closure is requested. take SB10(b) form, fresh ID as well as Address Proof. After proper verification of KYC documents. Accounts(s) first to be transferred IN by using HACXFSOL. Whenever any account is closed at the office other than the office where account was opened. In any case. payment should not be ade by cash and payment should either be made by crossed cheque or credit to savings account (where required KYC documents have been taken and signatures are available in the system) only.

SB10(b) and fresh KYC documents obtained should be preserved in the CBS Post Office where payment is made. An intimation of Transfer/Closure should be sent to the office from where the account was transferred by service registered post which will make Transfer/Closure entry in the original AOF.

6.Scenario:- When any claimant presents documents {or preferring claim (In case of death of depositor) in respect of any MlS/SCSS/TD/RD/PPF accounts stand at another CBS Office alongwith claim application form for payment or transfer of account (RD/TD/SCSS) {only spouse}) in the name of claimant.

Death should be noted in the relewmt field in CIF of deceased depositor. Follow the procedure laid down for settlement of deceased claim case. After sanction of claim. follow the procedure mentioned in scenario 5 above. If claimant wants to transfer RD/TD/SCSS (only spouse) account in his/her name. open new CIF (based on new Account Opening Form (AOF)} in his/her name (if not already exists) and attach the existing Accounts with new CIF. Name of holder can be changed through menu HAALM.
Claim Application Form and KYC documents of claimant or Account Opening Form (AOF) should be preserved in the CBS Post Office and in case account(s) is/are transferred in the name of claimant. KYC Form has to be obtained and sent to CPC of the office where claim is sanctioned. CPC will scan the Photograph and Signature and attach the same with new CIF.

10.Scenario:- An account holder of a CBS Post Office applies for transfer of account to any Non CBS Post Office or any account holder of non-CBS post Office to a CBS Post Office.

Transfer of account from CBS Post Office to Non-CBS Post Office and vice verse is not allowed. However, Postmaster or Sub Postmaster of SOIHO where transfer of account is applied will go to DMCC Chennai website to see list of CBS Post Offices and confirm that post office to which transfer is applied is a CBS Office or not. If SO is completely manual and unable to see the I’m. it will be the duty of HO that before issue of AT, list should be consulted and if that post office is already in the list of CBS Post Offices. AT should not be issued.

In case transfer is sought from CBS to a non CBS Post Office. Account holder should be advised to select a nearby CBS Post Office (from the list) and get account transferred or avail services of that CBS Post Office
In case transfer is sought from a non CBS Post Office to a CBS Post Office. account holder should be advised to get his/her account transferred to a nearby non CBS Sub Post office.

11. Scenario:-Inter CBS Post office Transactions (INTERSOL TRANSACTIONS)
In CBS environment. transactions can be initiated in any CBS Post Office. Any depositor of Savings. RD. TD. MIS. SCSS. PPF or Certificates can initiate Financial Transactions at any CBS Post Office. Transaction will appear in the Report No.19 i.e Common Counter Wise Transactions Report-Inter Branch of the office where transaction is initiated Amount of the transaction would also appear in Consolidation of the same office. No transaction would appear in the office where account/certificate stands. Extra care should be taken at the time of such transactions. In respect of withdrawal from savings Account for more than for Rs. 50,000.’- , it should be allowed only if signatures are available in the system and are tallied In respect of accepting deposits. no extra care is required to be taken. As regards, payment of maturity value of MIS/RD/SCSS/TD/PPF/Certificates procedure given in the relevant scenario should be followed.

Non Financial transaction like modification in account or ClF can be made only the office where account stands and it should be supported by documentary proof. In case of change in name or photograph or address, fresh KYC Form (in duplicate) has to be obtained with documents and one copy of KYC Form has to be sent to CPC for scanning of fresh photograph or signature. Please ensure that all Financial or Non Financial Transactions should be verified by Supervisor/89M at the same office when initiated by PA.

14. Scenario:- A customer wants to do re-investment of matured amount in CBS post office. 
In case. depositor wants re-investment from one scheme’s maturity value to another scheme. customer should be asked if he/she has a Savings Account in any CBS Post Office. If yes, then signature in that account available in the system should be tallied with the signature on the Closure Form or Certificate & if not, customer should be asked to open new savings account under the same CIF (fresh KYC documents and Form should be taken if account/certificate matured belong to pre-migration period). Customer should write on the receipt side of the Account Closure Form or Certificate, the amount to be re-invested. name of scheme and Savings Account number under his/her signatures. In case of new AOF presented for re-investment. under the tiled “Mode of Deposit”. He/she has to write savings account number. In such a case. no separate withdrawal form is required to be given and this transaction has to be treated as non-cash transaction for the purpose of eligibility of commission to agents (if AOF contains detail of agent). Once Postmaster/Sub Postmaster is sure about genuineness of the depositor (from signatures/photograph/any other identification). total maturity value+interest should be credited into that Savings Account and then amount to be re-invested should be debited/withdrawn from this savings account and credited/deposited in the concerned new account while funding.

No re-investment should be accepted if customer does not have a savings account in a CBS Post Office or customer is not ready to open new savings account. in such a case, payment should be made by Postmaster Cheque only.
