“The issue regarding grant of financial ungradation under MACPS to Jr. cashier by not reckoning their appointment / promotion from Sr.Shroff/ JAA/ Sr. Clerk to Jr. Cashier’s post has been under consideration. Since appointment / promotion from Sr. Shroff / JAA / Sr. Clerk to Jr. Cashier post involves promotion from one cadre to another cadre carrying same payscale / Grade Pay wihout benefit of pay fixation, it has now been decided in consultation with Finance Directorate and Establishment Directorate of Railway Board that regulating MACP benefits to such staff, the appointment from the post of Sr. Shroff / JAA / Sr. Clerk to the post of Jr. Cashier should not be constructed as promotion and, therfore, may not be reckoned for the purpose of grant of financial upgradation under MACPS”

This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Whether MACP scheme entitles financial upgradation of pay to the next grade pay or to the grade pay of the next promotional post as envisaged under the ACP scheme

Please refer to Board ‘s letter mentioned above inter-alia circulating Ministry of Finance’s (MoF) OM No.4-13/17-IC/E-IIIA dated 12.12.2018 regarding opportunity for revision of option to come over to revised pay structure under CCS(RP) Rules, 2016 for adoption of the same in Railways with respect to RS(RP) Rules, 2016.

Consequent to issue of the same, certain Railways has sought clarification whether option to switch over to 7th CPC pay structure can be exercised in a prospective manner covering promotions materialized after notification of RS(RP) Rules, 2016.

2. With respect to above, it is stated that earlier, the issue has been examined in Board’s Office and a reference has already been made to MoF seeking clarification on the issue. Response from MoF is awaited.

Till such time clarifications are received from MoF, it is advised that while allowing options, conditions as stipulated in Rules 5 & 6 of RS(RP) Rules, 2016 may strictly be followed as Ministry of Finance while liberalizing conditions under Rule 6(4) of CCS(RP) Rules, 2016 which provides that the option once exercised shall be final and permitting another opportunity to employees to revise their initial option in terms of Rule 5 & 6 within a period of 3 months, made no changes in the other conditions laid down in Rules 5 & 6 of CCS(RP) Rules, 2016 governing exercise of option.

3. Hence, it is clarified that option for switching over to 7th CPC with respect to promotions up to 28 .07.2016 (date of notification of RS(RP) Rules, 2016) valid only and option for switching over to 7th CPC cannot be exercised with respect to promotions materialized after the said date.

Further, Illustrations on pay fixation methodology in cases

(a) where a Railway Servant has been placed in a higher grade pay or scale between 1st day of January, 2016 and the date of notification of RS(RP) Rules, 2016 on account of promotion or upgradation and elect to switch over to revised pay structure from the date of such promotion/upgradation and

(b) fixation of pay in case an employee elect to continue to draw pay in existing pay structure until he vacates his post or ceases to draw pay in the existing pay structure with respect to promotion upgradation materialized after the date of notification of RS(RP) Rules, 2016 in terms of relevant provisions of RS(RP) Rules, 2016 is enclosed as Annexure-I.

4. This issue are in concurrence with Finance Directorate of Ministry of Railways.

Attention is invited to Board’s letter ibid wherein the instructions for reckoning of pay element for revision of pension of Loco Inspectors and Chief Loco Inspectors who have retired/died between 01.01.1993 and 31.12.2015 have been circulated along with illustrations. Western Railway has now confirmed that the relevant pension revision module in ARPAN has been modified in accordance with these provisions.

Accordingly, the following parameters have been introduced in the existing table No. 25 and 26:

Sub: Minimum educational qualification for open market recruitment to the post of Pharmacist Gr.III in the Medical Department on the railways.

Ref: Railway Board’s letter No. E(NG)11/2001/RR-1/45 dated 22.05.2015 (RB No. 49/2015).

Attention is invited to instructions under reference prescribing, inter-alia, minimum educational qualification for open market recruitment to the post of Pharmacist, Grade-III in Level-5 (Pay Band -1 of Rs.5200-20200 having Grade Pay of Rs.2800) as under:-

“10+2 in Science or its equivalent with 02 (two) years Diploma in Pharmacy and registration with Pharmacy Council of India or registration with State Pharmacy Council”.

2. The review of qualification for the above post has been under consideration of this Ministry, pursuant to the issue raised by both the recognized Federations. Accordingly, it has been examined in consultation with Health and Pay Commission Directorate of this Ministry and it has been decided by the Board that the qualification for the post of Pharmacist, Grade III in Level-5 will be as under:-

“10+2 in Science or its equivalent with Diploma in Pharmacy from recognized institution and registered as Pharmacist under the Pharmacy Act, 1948

OR

Bachelor degree in Pharmacy (B. Pharma) from a recognized University or equivalent and Registered as a Pharmacist under the Pharmacy Act, 1948″

3. These instructions will be applicable from the date of issue of this letter. Cases already under process will continue to be dealt in terms of earlier instructions.

Ref: (i) CPO, SEC Rly's letter No. P-HQ/RUL/118/2/6234 dated 24/25-02-2015 & P- HQ/RUL/118/2/767 dated 15/05/2015.
(ii) Railway Board's letter No. E(LL)/98/HER/9 dated 09/04/2015.
(iii) NFIR's letter No. i/8 Part I dated 06/06/2016.
(iv) Railway Board's letter No. 98/E (LL)HER/9 dated 24/03/2017.

Federation is disappointed to note the contents of Railway Board's letter dated 24/03/2017 wherein Board has clarified to the GM (PyS.E.C. Railway that the principle of averaging for payment of OT Allowance to the Track Machine Staff to be given effect from 1010712013, the date of issuance of Board's letter.

Federation is constrained to state that the Board has completely ignored the rule position contained in letter dated 06/07/2000,10/07/2013 & 16/06/2016 and issued wrong clarification. Federation also feels sad to convey that mere copy has been endorsed to NFIR, without mentioning NFIR's reference to Railway Board.
So far as clarification issued by Board is concerned, the Federation does not agree with the same in the light of the following facts/merits.
i) The Railway Board vide letter No. E(LL)98-HER/9 dated 0610712000 had introduced duty roster in respect of Staff working on Track Machines and laid down rostered hours of work for three weeks at a stretch followed by rest for a continuous period of one week at the Headquarters in consultation with the Ministry of labour. These instructions further stipulated that the individuals shall not be employed for more than 12 hours on any day and in respect of Overtime payment, the staff will be governed by the extant instructions under HOER i.e. principle of averaging.

ii) Subsequently Railway Board vide letters dated 09/09/2009 & 30/10/2012 had conveyed continuance of three weeks' roster at a stretch followed by continuous rest of one week at the Headquarters (valid upto September, 2015).

iii) On raising the issue relating to non-payment of Overtime to the Track Machine staff working on Zones by the NFIR at Board's level, Railway Board vide letter dated 10/07/2013 had again issued instructions that the Track Machine Staff when deployed for 3 weeks continuously followed by one week rest, the payment of overtime be regulated by the principle of averaging on four weekly basis whenever working hours exceed 192 hours and keeping in view the provisions of Board's letter dated 11/06/1974.

iv) Railway Board vide letter dated 1610612016 has again reiterated for  implementation of instructions envisaged in Board's letter dated 6/7/2000.

v) It needs to be appreciated that Board's instructions dated 06/07/2000 have neither been modified nor superseded. Therefore, payment of Overtime to the staff working on Track Machines is required to be regulated in terms of Board's instructions dated 06/07/2000 from that date and not from the date of issue of Board's letter dated 10/07/2013.
The facts mentioned above clearly establish the entitlement of overtime payment with effect from 06/07/2000 and not prospectively. Accordingly, the Track Machine Staff of South East Central Railway who have been denied Overtime payment from August 2010 by the Zonal Railway due to mis- interpretation of Rules are rightly entitled from August,2010.

NFIR therefore, requests the Railway Board to review its clarification dated 24/03/2017 and, issue fresh clarification to the Zonal Railways in general and South East Central Railway in particular for implementing instructions dated 06/07/2000 and allowing overtime payment retrospectively. A copy of the instructions issued may be endorsed to the Federation.

Procrastination of staff issues - non-fulfillment of commitments by the Railway Board - serious unrest prevailing among railway employees

Dear Sir,
Sub: Procrastination of staff issues - non-fulfillment of commitments by the Railway Board - serious unrest prevailing among railway employees-intervention requested.

Federation is constrained to bring to your kind notice that the staff in almost all categories are the dissatisfied lot due to non-redressal of their genuine grievances at Railway Board's level as also non-fulfillment of commitments made in the formal meetings held with the Railway Board. The staff issues dealt in the fora of PNM, DC/JCM as well in separate meetings are continued in a stalemate position for years together without finality.

In the above context, NFIR places below the real position to impress upon the CRB that the Railway Board's failures have been causing dissatisfaction and agony among employees in general and those in safety categories in particular:

(a) Non-fulfillment of assurances/commitments:-
  • Replacement of 6th CPC GP Rs. 4600 (PB-2) with GP 4800 (PB-2) for Sr. Section Engineers and other Inspectorial/Supervisory Officials in the Railways.
  • Replacement of 6th CPC GP 4200/- PB-2 with GP 4600/- PB-2 for Loco Pilots (Mail/Exp).
  • Stepping up of pay of Loco Inspectors inducted prior 01/01/2006 on remaining 6 1/2 Zones in Indian Railways. (Although SLPs have been dismissed by Apex Court, the Railway Board have twisted the matter and allowed stepping up of pay to the petitioners before Court, stating that the benefit allowed as" personam". (This is a clear case of blatant violation of agreement reached with Federations). NFIR’s letter No. 11/95/Pt. X dated 24/01/2017 to CRB and letter dated 06/02/2017 may kindly be perused. GS/NFIR met Hon’ble MR and apprised the facts. The Hon’ble MR agreed that agreement should be honoured when Member Staff was present during discussion. The Railway Board's negative attitude has been contributing unrest among Loco Running Staff.
  • Upgradation of Apex Group 'C' posts to Group 'B' (Gaz) - 3335 posts.
  • Implementation of 10: 20: 20: 50 ratio for Track Maintainers in VI CPC GP 2800, 2400, 1900 and 1800 respectively (7th CPC Pay Matrix levels 5, 4, 2 & 1).
(b) Agreed decisions not implemented:
  • Manning of coaches by Ticket Checking Staff - Restoration of Board’s orders of 2000.
  • Cadre restructuring of IT cadre staff.
  • Implementation of norms for creation of posts of SSE (Signal) JE (Signal), Maintainer (Signal) etc.,
  • Merger of Senior Technicians (Signal) with JE (Signal) - NFIR PNM Item No. 14/2010.
  • Induction of Course Completed Act Apprentices in Safety category vacancies in GP 1800/Pay Matrix Level I
  • Absorption of staff of Quasi Administrative units in Railways - Restoration of policy decision of 1973 & 1977 which was arbitrarily cancelled in the year 1997 without prior consultations with the Federations. It needs to be appreciated that quasi staff are not outsiders and IREM provisions confirm Federation's contention.
(c) NFIR's pending PNM Items:
  • Items pending since over five years = 22
  • Items pending since over three years = 27
  • Items pending sine over two years = 12
    Total = 61
(d) DC/JCM - pending items:
  • Items pending since over five years = 45
  • Items pending since over six years = 09
  • Items pending since over seven years = 31
    Total = 85
(e) Issues deliberated in the meetings of Fast Track Committee and Joint Committee (on Running Staff kilometrage rates etc.,) are continued to remain unresolved.

(f) MACPS issues numbering over 30 are pending with Railway Board since more than 3 years.

(g) Non-filling of vacancies (safety and other than safety categories) is causing deterioration of efficiency levels and health of existing staff who are heavily over burdened with work pressure.

NFIR therefore requests the CRB to kindly intervene for rectifying the matters to restore confidence among staff who are extremely unhappy on non-redressal of grievances and non-implementation of agreements.

Federation also conveys that further delay in sorting out the issues and implementing agreements may lead to wide spread agitation in Railways.

Ref: Board's letters of even no dated 03.09.2009, 07.06.2010, 21.11.2011, 23.05.2012, 15.1.2013, 24.05.2013, 03.01.2014, 16.06.2014, 31.12.2014 & 09.02.2016 on the above subject.

Attention is drawn to Board's order issued on 03.09.2009, consequent upon implementation of 6th CPC recommendations, regarding mode of filling up of Non-gazetted posts consequent upon merger of grades. The above scheme of such mode of filling up of non-gazetted posts has since been extended from time to time, last validity being till 31.12.2016.

2. 7th CPC, in its report in para 5.1.45 has recommended that benchmark for performance appraisal for MACP as well as for regular promotion be enchanced from Good to Very Good. While recommendation for MACP has been accepted by Government and instructions in this regard have been issued vide Board's letter No.PC-V/2016/MACPS/1 dated 19.12.2016 (RBE No.155/2016), the issue regarding benchmark for regular promotion is still examination in consultation with DoP&T.

3. Accordingly, it has been decided by the Board that till such time instructions for benchmark for regular promotion are issued, the existing methodology and benchmarks for Promotion, as enumerated in the Board’s letters referred to above, may continue till further orders.

Sub: Revision in the rate of Ration Money Allowance in respect of Non-gazetted RPF/RPSF personnel.

In terms of Board's letter of even number dated 19.06.2015, non-gazetted RPF/RPSF personnel were entitled for Ration Money Allowance at par with Central Para Military Force (CPMF)/Central Armed Police Force (CAPF) Personnel i.e. @ Rs.95.52/- per day/per head w.e.f. 01.04.2014.

2. It has now been decided to revise the rate of Ration Money Allowance from existing rate of Rs.95.52 per head per day to Rs.97.85 per head per day from 01.04.2015 to 31.12.2015.

3. Accordingly, sanction of the Ministry of Railways is hereby accorded post-facto to revise the rate of Ration Money Allowance from Rs.95.52 per head per day to Rs.97.85 per head per day from 01.04.2015 to 31.12.2015.

4. The other terms and conditions as stipulated in para 4 of Board's letter of even number dated 10.06.2009 remain unchanged.

5. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

Sub: Clarification about educational qualification of Ex-servicemen candidates – reg.

References have been received from various Railway establishments seeking clarification regarding acceptance or otherwise of certificates pertaining to qualification submitted by Ex-servicemen for post of Senior Section Engineer which contained following endorsement:-

“Diploma in Engineering in appropriate discipline plus total 10 years of technical experience in the appropriate field is recognized as equivalent to Degree in Engineering. It is considered valid for the purpose of selection to Gazetted posts and services under the Central or State Government.”

2. This endorsement in Diploma certificates of Ex-servicemen candidates have been made on the basis of certain notification of Ministry of Education and Social Welfare (Department of Education Technical) contained in letter No. F-18-19/75/T-2 dated 26/5/1977.

3. The matter has been examined in consultation with Air Headquarter/New Delhi, Ministry of Defence and Ministry of Human Resource Development. It has now been informed by M/o HRD that notification dated 26/5/1977 has been declared fictitious by Hon’ble Central Administrative Tribunal, Chandigarh in OA No. 343/PB/2013 in their order dated 15/12/2015 in the matter of Shri Om Prakash Kangotra and others Vs Union of India & others.

4. In above light, it has been decided that aforesaid certificates need not be accepted, wherein, Degree in Engineering has been notified as prescribed qualification for recruitment on the Railways.

The undersigned is directed to refer to Ministry of Railways, Railway Board’s OM No.PC Vl/2008/1/5/2 dated 26.04.2012 on the subject mentioned above,

2. The matter has been examined. It has been agreed to upgrade the Grade Pay of Rajbhasha Sahayak Gr.II .from Rs.28,.00 in PB-1 to that of Grade pay of Rs.4200 in PB-2· and its merger with Rajbhasha Sahayak Gr.I and bringing the Rajbhasha Staff of Zonal Railways at par with their counterpart in CSOLS subject to the following conditions:

i) The future recruitment in the grade of Rajbhasha Sahayak would be made through 100% by direct recruitment

ii) The educational qualification of the entry Grade (Rajbhasha Sahayak) may be kept as Master’s Degree at par with Jr. Hindi Translator of CSOLS.

iii) The necessary amendments may be made in-the RRs and all future recruitment would be done based on such amended RRs.

iv) The grade of Rajbhasha Sahayak Gr.II would be phased out by placing the existing incumbents who possess the prescribed educational qualification in the higher grade and for those who do not possess the requisite qualification be placed in the higher grade only on completion of 6 years of regular service in the lower grade.

v) The benefit may ,be extended on prospective basis.

vi) Ministry of Railways satisfying itself that this will not have repercussions on any other categories or personnel.

Ministry of Railways (Railway Board) have decided to constitute a Committee for Hospital Patient Care Allowance (HPCA)/Patient Care Allowance (PCA)-2015 consisting of the following:-

i) Executive Director/Health (G), Railway Board                : Convenor
ii) Executive Director/Finance (Estt), Railway Board         : Member
iii) Executive Director/Pay Commission-I, Railway Board : Member

2. The Terms of reference of the Committee will be as under:-
i) To find out whether the duties and responsibilities of kitchen staff including Cooks, Asstt. Cooks and Mates working in Railway Hospitals/Health Units involve continuous and routine contacts with communicable diseases and handling infected materials, instruments, which can spread infection and thereafter would take final decision ·regarding their entitlement to Hospital Patient Care Allowance(HPCA)/Patient Care Allowance(PCA)/Risk Allowance; and
ii) To find out if any other category of staff working in Railway Hospitals/Health Units are eligible for HPCA/PCA as per demands made by the Federations/ Associations.
3. The Committee should submit its report within a period of two months from the date of its constitution.

4. The Headquarter of the Committee will be at New Delhi.

5. The Health Directorate of Railway Board will be the Nodal Directorate for functioning of the Committee.

DMRC Staff say their demand for Salary Restructuring not yet been met

New Delhi: The Delhi Metro Rail Corporation has hit rough waters with its employees resorting to protests once again. The protesting non-executive employees of the corporation have now begun a hunger strike as they claim their demands for salary restructuring are going unheard by the administration.

As many as 3,600 employees, mainly technicians, are taking turns to protest at Jantar Mantar and at the seven metro depots. They are not ruling out train services being affected as 32 of those on hunger strike have already been hospitalized. Members of the staff council are likely to meet the administration on Monday to reach a common consensus.

They demand that the salaries of technicians be revised from Rs 8,000 – 14,140 to Rs 10,170 – 18,500. For senior technicians, they have demanded a hike in pay-scale from Rs 10,170 – 18,500 to Rs 14,000 – 26,950 and for head technicians from Rs 14,000 – 26,950 to Rs 16,000 – 30,770.

According to General Secretary, DMRC Employees Union, Kuldeep Maan, the employees fear that once the Seventh Pay Commission is implemented, their problems with the corporation would be quashed. “We have been victims of DMRC’s exploitation since 2007. Our protest has been on for long now but nothing has happened. On November 3, we decided to extend the protest to Jantar Mantar and November 5 onwards employees began their hunger strike,” he said.

To register his protest for the cause Kishan went a step ahead and resigned from his membership of the employees’ council. “So far, 32 of the many employees on hunger strike have been hospitalised. If the administration does now blink an eye many more will be taken ill and then we won’t be responsible if metro operations are hit,” said another protesting member. The administration had called for a meeting once, but it bore no fruitful conclusions, he added.

Responding to the report, the DMRC said, “It is an internal matter of the organization and the Human Resource department has taken up the issues of these employees.”

The employees fear that once the Seventh Pay Commission is implemented, their problems with the corporation would be quashed

National Federation of Indian Railwaymen have raised the issue regarding payment of Diet Allowance to staff attending Breakdown duties. The issue was discussed in the PNM Meeting and it has been decided to reiterate the relevant provisions of para 1420 of IREC-II. All non-gazetted staff called for breakdown duties are eligible for supply of free food, departmentally or otherwise, during the period they are engaged in breakdown duties, however where it is not possible to make arrangements for supply of free food, in exceptional circumstances, cash in lieu thereof may be paid to the non-gazetted staff including Gangmen and Trolleymen engaged in breakdown duties, at the rates fixed by the General Manager in consultation with· FA&CAO.

2. Cash compensation in lieu of free food however shall not be admissible to gazetted staff who are called out in connection with .accidents/breakdown.

Subject: Grant of ad-hoc bonus for 30 days to the Group ‘C’ & `D’ RPF/RPSF personnel for the financial year 2014-2015

The President is pleased to decide that all Group ‘C’ & ‘D’ RPF/RPSF personnel, may be granted ad-hoc bonus equivalent to 30 (thirty) days emoluments for the financial year 2014-2015, without any eligibility wage ceiling. The calculation ceiling of Rs.3500/- will remain unchanged.

2. The benefit will be admissible subject to the following terms and conditions:-
a) Only those Group ‘C’ & ‘D’ RPF/RPSF personnel who were in service on 31.3.2015 and have rendered at least six months of continuous service during the year 2014-2015 will be eligible for payment under these orders. Pro-rata payment will be admissible to the eligible personnel for period of continuous service during the year ranging from six months to a full year, the eligibility period being taken in terms of number of months of service (rounded to the nearest number of months).

b) The quantum of ad-hoc bonus will be worked out on the basis of average emoluments/calculation ceiling whichever is lower. To calculate ad-hoc bonus for one day, the average emoluments in a year will be divided by 30.4 (average number of days in a month). This will thereafter be multiplied by the number of days of bonus granted. To illustrate, taking the calculation ceiling of Rs.3500/-(where actual average emoluments exceed Rs.3500), ad-hoc bonus for thirty days would work out to Rs.3500×30/30.4 = Rs.3453.95 (rounded off to Rs.3454/).

c) All payments under these orders will be rounded off to the nearest rupee.
d) In the matter where the aforesaid provisions are silent, clarificatory orders issued vide this Ministry’s letter No.E(P&A)II-88/Bonus-3 dated 29.12.1988, as amended from time to time, would hold good.

e) All the Group ‘C’ & ‘D’ RPF/RPSF personnel, regardless of whether they are in uniform or out of uniform and regardless of place of their posting, shall be eligible only for ad-hoc bonus in terms of these orders.
3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

(iii) Discussions held by NFIR with the MS/FC in the meeting held on 19/05/2015
The issue of placement of Graduate Engineers (Drawing) joined railways prior to 01/09/1998 came up for discussion in the separate meeting held between the Federations and the Board (MS/PC) on 19/05/2015. During the meeting following key points were emerged:-

In a Production Unit like ICF, there are 11 Graduate Engineers. These were recruited prior to 1998 in the pre-revised Scale of Pay of Rs. 5500-9000.

These Engineers were promoted to the pre-revised Scale of Pay of Rs. 6500-10,500 through normal promotion and a few through LDCE.

Since LDCE quota for promotion to pre-revised Scale of Rs. 6500-10,500 was very limited, only a couple of persons were accommodated and the remaining persons were promoted through normal promotion against promotion quota.

Federation also desires to highlight a peculiar case of Shri Karthikeyan. N of ICF. He was working as JE-II in the pre-revised Scale of Rs. 5000-8000 (required entry qualification is Diploma in Engineering only) during the period 1992 to 1996. Since he was holding Engineering Degree he was subsequently recruited against DR Quota in the V CPC Pay scale of Rs. 5500-9000 on 11/12/1996. However he was treated as holder of entry Grade Pay Rs. 4200/- only from the date of his appointment.

2. Although in the meeting held on 19/05/2015 with the Railway Board (MS & PC) the discussions were inconclusive, the Federation did mention that those Drawing cadre staff recruited with the entry qualification of B. Tech were allotted incorrectly the Pay Scale of 5500-9000 (6th CPC/GP 4200/) instead granting them the 5‘“ CPC Pay Scale of 6500-10,500 (6th CPC GP 4600/-). To remedy this anomalous situation, it was suggested that in the case those Engineering Graduates (Drawing), they be reckoned as holders of entry GP 4600/- - PB-2 for the limited purpose of MACP duly appropriately modifying the Board’s letter dated 20th June 2011 for covering all such cases.

As another meeting date has not yet been fixed, the issue continues to remain unresolved. It is also relevant to place on record that while some Engineering Graduates benefited on account of induction against LDCE quota, the similarly placed Engineering Graduates who got appointed against promotion quota vacancies of Rs. 6500-10,500 (5th CPC) have not been covered for the purpose of MACP on the pretext that they were not inducted in pay scale of Rs. 6500-10,500 against LDCE Quota. This anomalous situation needs to be rectified for ensuring equal treatment to all the Engineering Graduates of Drawing cadre whether reached pay scale of Rs. 6500-10500 through promotion or through LDCE quota.

NFIR, therefore, requests the Railway Board to reconsider their decision and see that all Engineering Graduates of Drawing cadre are granted MACP duly treating them as holders of entry Grade Pay of Rs. 4600/- (PB-2).

(a)Railways have provided Wi-Fi facility in Howrah-New Delhi, Howrah Rajdhani Express (3 rakes) as a pilot project in April 2013 using satellite communication technology for continuous connectivity. A work of provision of Wi-Fi facility in 50 rakes of Rajdhani, Shatabdi and Duranto category trains has been included in Works Programme 2013-14. Initially, as phase I, one Rajdhani Express train and Shatabdi Express (Total 5 rakes) are planned.

(b)By the end of current Financial Year, agency to execute the work in 5 rakes will be finalised.

(c)Currently there is no plan to provide Wi-Fi facility in all trains in Superfast category.

(d)The estimate approximate cost on providing Wi-Fi facility in 50 rakes of Rajdhani/Shatabdi and Duranto Category train is 98.6 crores.

Revision of Passenger Fare & Freight Rate will Come into Effect from 25.6.2014

The Railway passenger fare and freight rate revision was done as part of interim budget presented by the previous government. But the implementation of revised rates was withdrawn by previous regime because of the elections. Meeting the annual expenditure would not be possible unless the revised rates as finalized by previous government is implemented, hence order of withdrawing implementation of revised fare and freight has been withdrawn. Accordingly, the revised passenger fare and freight rates & freight structure rationalization will come into effect from 25th June 2014 (i.e. w.e.f. 0000 hours of 25th June 2014).
In nutshell, following are the changes to be effective from 25th June 2014 (i.e. w.e.f. 0000 hours of 25th June 2014).
FREIGHT :
A flat 5% increase in freight rates and an additional increase of 1.4% on account of FAC (Fuel adjustment Component) which was due since April 2014. The overall increase in freight rates will be 6.5% approx .for major commodities.
Withdrawal of short lead concession in charging of freight for all traffic booked upto 100 kms. Minimum distance for charge has been increased from existing 100 kms to 125 kms.
The number of Low Rated Classes have been reduced from 4 to 3. Certain concessions in case of some of these commodities has also been withdrawn.


PASSENGER :
A flat 10% increase in all classes. There will be no increase upto minimum distance for charge. In addition there will be an increase of 4.2% in fares on account of FAC which is due from April 2014.

Second Class Monthly Season Ticket (MST) fares of Suburban and Non-suburban shall be charged on the basis of 30 single journeys instead of approximately 15 single journeys.  Fares of First Class Monthly Season Tickets will be charged @ 4 times the Second Class Monthly Season Tickets (MST) Fares as is done presently.  Revised fare shall also be applicable as per the existing method of computation on Quarterly Season Tickets (QST), Half Yearly Season Tickets (HST) and Yearly Season Tickets (YST), etc.  these revisions have been shown in the Season Ticket Fare Tables.


Other Charges:
There shall be no change in charges for reservation fee, superfast surcharge etc.  Such charges, wherever applicable, shall continue to be levied additionally as per existing instructions.

Service tax will continue to be levied as applicable as per instructions issued in this regard.
The revised fares will also apply to tickets issued in advance for journeys to commence on or after 25.06.2014.

In the case of tickets already issued at pre-revised rates, the difference in fares and other charges on or after 25.06.2014 will be recovered either by TTEs on the trains or by the Booking/Reservation Offices before the commencement of journey by passengers.

In order to partially set off the heavy burden of expenditure incurred on conduct of examinations by Railway Recruitment Boards, in partial modification of instructions referred (1) above, the Railway Board have decided to enhance the examination fees for applying for all Group ‘C ‘posts through RRBs as under:

(i) For all candidates except those mentioned in sub para (ii) below : Rs. 100/- (Inclusive of postal expenses)
(ii) For candidates belonging to SC/ST /Ex- Servicemen / Persons with Disabilities (PWDS). Women, Minorities and Economically Backward Classes.                   —            NIL


2. The enhanced examination fee shall be applicable to all Employment Notifications published by RRBs after the issue of these orders.

3. Other provisions for waiving off examination fees for candidates belonging to Women,Minorities and Economically Backward Classes contained in Board’s letter referred (3) above, will remain unchanged.

4. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.

2. Railways, being Principal Employer are required to ensure that the contractors are complying with the provisions of the Contract Labour(R&A) Act, 1970 and Minimum wages Act, 1948  strictly and arranging prescribed minimum wages to the contract laborers.

3. This issues with the concurrence of the Finance Directorate of Ministry of Railways.

Dear Sir,

Sub: Implementation of LARSGESS amongst Railway emproyees in GP Rs 1800/-

Federation wishes to bring to the notice of Rairway Board grievance railway employees working on Delhi Division/Northern Railway safety categories (Loco Pilots) and eligible to avail benefit under LARSGESS whose wards had appeared in the Aptitude test of December 2011 cycle but unfortunately could not qualify. It has been reported to NFIR that when the staff represented for 2nd chance pursuant to instructions of Railway Board vide letter no. E(P&A)I-2010/RT-2 dated 29/03/2011, as applicable in written test, Administration did not allow. This is grossly unjustified. A copy of representation submitted by the staff is enclosed for reference.
NFIR, therefore, requests Railway Board to consider and issue suitable instructions to all zones for considering cases of cycle of December 2011 and onwards for granting 2nd chance to clear aptitude test, as a special case. A copy of the instructions issued may be endorsed to the Federation.
