Subject: Preventive measures to contain the spread of COVID 19.

The undersigned is directed to say that MHA vide its Order No. 40-312020-DM-I(A) dated 01.05.2020 has extended the period of lockdown for a further period of two weeks with effect from 04.05.2020 and issued new guidelines on the measures to be taken by Ministries / Department of Government of India, States / UT Governments and State / UT authorities for containment of COVID-19 in the country. These revised guidelines will come into force with effect from 04.05.2020. In the light of the instructions contained in the said orders, the following instructions are issued w.e.f. 04.05.2020 till 17.05.2020 :-

Latest Central Government Employees News

• Deputy Secretary and above levels shall attend office with 100% attendance during normal office hours i.e. 9.00 AM to 5.30 PM.
• Latest DoPT order - Maintain 33 percent of employees attendance, roaster & work from home - Central Govt Employees
• The personal staff of Deputy Secretary and above levels officers, viz Sr. PPS, PPS, PS, Steno Grade D. Consultant and MTS shall also attend the office during normal office hours i.e. 9.00 AM to 5.30 PM. The concerned reporting officers may rotate duties of their personal staff as per their requirements in the tight of the guidelines.
• Remaining officers / staff upto thirty three percent (33%) are required to attend office every day from 04.05.2020 till 17.05.2020 during normal office hours i.e.9.00 AM to 5.30 PM.
• The roster issued vide OM of even number dated 16 April 2020 shall apply for the extended lockdown period of 04 - 17 May 2020,i.e. officials listed to attend office during the week of 20-24 April 2020 shall attend office in the week of 4-8 May 2020 and those who listed to attend office during the week of 27 April to 1 May 2020 shall attend office during the week of 11-17 May 2020.
• However. concerned Bureau Heads/ Divisional Heads may change the roster as per work exigencies within the 33% limitation as mentioned at point (III) above. Divisional heads will also monitor the attendance and punctuality of their respective officers / staff. The officers residing in containment zones may be exempted.
• The officials posted in the O/o Hon’ble MoS (IC) (L&E) would seek instructions from PS to Minister.
• All officers / officials must leave their contact numbers (mobile as well as landline) with their controlling officers and they should be available for being called to office at short notice, as per exigency.
• All the officers/officials attending office are to follow Govt. guidelines on COVID-19 particularly with regard to maintaining social distance.
• All Attached /Subordinate / Autonomous offices may issue similar instructions in accordance with the guidelines issued by MHA.

2. Since daily attendance is being sought by DoPT telaphonically, all Divisional Heads/ personal staff of officers are requested to convey attendance in respect of Sections / offices to US/ SO (Admn.I) by 11 am, so that consolidated attendance could be conveyed to DoPT by 12 noon.

Subject:- Preventive measures to contain the spread of COVID-19

The undersigned is directed to refer to O.M of even number dated 17th March, 2020 on the above-mentioned subject. The Ministry of Home Affairs (MHA) vide its Order dated 15.4.2020 has now extended the nationwide lockdown till 3rd May, 2020 to contain spread of Coronavirus in the country and has issued the consolidated revised guidelines for strict compliance. Para 18(ii) of these consolidated revised guidelines, inter-alia, provide that all officers of the level of Deputy Secretaries & above are to function with 100% attendance while 33% of the remaining officers/staff are to attend offices as per requirement.

2. The spirit of the guidelines is that crowding in the offices may be avoided and safe social distancing norms may be maintained. It is, however, seen that in some Ministries/ Departments, more than 33% of officials /staff below Deputy Secretary level are being called to offices. This might lead to undesirable crowding in the office jeopardizing the preventive measures in place for containing the spread of COVID-19.

3. It is reiterated that guidelines for attendance for officers/staff at levels below Deputy Secretary, be strictly followed. Heads of Departments (HoDs) may also direct their officers/staff to attend office in staggered timings to further avoid crowding in offices/work spaces. As suggested vide O.M. of even number dated 19th March, 2020, the staggered timings may be as follows :-

(a) 9.00 am. to 5.30 p.m.
(b) 9.30 a.m. to 6.00 p.m.
(c) 10 a.m. to 6.30 p.m.

Suitable Roster May, accordingly, be drawn up by the Heads of Department. Needless to say that officials/ staff working from home on a particular day should be available on telephone and electronic means of communications at all times. They should attend office, if called for any exigencies of work.

MHA approves entitlement of air travel to all personnel of CAPFs

In a significant decision, the Ministry of Home Affairs has approved the entitlement of air travel on Delhi-Srinagar, Srinagar-Delhi, Jammu-Srinagar and Srinagar-Jammu sectors to all the personnel of Central Armed Paramilitary Forces. The decision will immediately benefit approximately 7,80,000 personnel of the CAPFs in the ranks of Constable, Head Constable and ASI who were otherwise not eligible earlier. This includes journey on duty and journey on leave, i.e; while going on leave from Jammu and Kashmir to home and return.

This facility is in addition to the existing air courier services for CAPFs that have been steadily extended in all sectors by the MHA to help the jawans cut down on travel time during their journey to and fro from home on leave.

In Jammu and Kashmir Sector, it may be recalled that Air Courier Service for CAPF jawans was approved for the Jammu-Srinagar-Jammu sector.

Subsequently, the Service was extended to cover 1) Delhi-Jammu, 2) Jammu-Srinagar, 3) Srinagar-Jammu and 4) Jammu-Delhi sector in Dec 2017. The number of flights were further extended in Dec 2018.

In addition, air support is provided from IAF as and when required.

MHA for Pay on Par with Army for Paramilitary – While recommending a ‘CAPF service pay’, the home ministry said, “CAPF fulfills all attributes required for military service pay, which includes separation from family.

Drawing a parallel with defense forces, Rajnath Singh-led home ministry, has recommended equivalent pay for a second in command (2IC) in central paramilitary to that of a lieutenant colonel in the army. At present, there is a difference of Rs 40,000 in their salaries “despite operational role of both ranks being similar in nature,” the home ministry informed the empowered committee of secretaries (E-COS) in its recent discussion.

In its presentation before the ECOS, the MHA also batted for a ‘special pay’ on par with the army. The defence forces get a special allowance in the form of military service pay (MSP) over and above their salaries.

While recommending a ‘CAPF service pay’, the home ministry said, “CAPF fulfills all attributes required for MSP, which includes separation from family.

They are the key pillars of internal and border guarding, handle warlike situation and continuously engaged in operations.”

According to an MHA official, the proposal for a ‘CAPF special pay’ was earlier mooted before the 7th pay commission last year. However, it was shelved at the last minute.

He also stated that the CAPF has raised nearly 40 demands, which were examined at the MHA, before recommending 11 of them to E-COS.

While terming it to be a “great morale booster” for the forces, the home ministry in its recommendation also sought additional leave travel concession (LTC) for CAPF personnel serving in high altitude on par with defense forces that will “facilitate personnel to visit at least twice to their families on government cost,” MHA said in its representation.

Home ministry also sought to address the problem of stagnation among the paramilitary by proposing that modified assured career progression scheme (MCAP). It shall be allowed four times at an interval of 8, 16, 24 and 32 instead of 3 times at an interval of 10, 20,30 years. “At present, it takes 20-22 years for them to get their first promotion and this has also led officers to quit. As many as 9,300 personnel quit ITBP, CISF, SSB BSF, CRPF, due to non-friendly working conditions,” said an official.

The government also advocated for a better leave structure for the personnel who are deployed for counter-insurgency operations across the country.

MHA observes Vigilance Awareness Week

Shri Anoop Kumar Srivastava, Secretary (Border Management), administered the pledge to officers and employees of the Ministry of Home Affairs and Department of Personnel & Training here today to mark the commencement of Vigilance Awareness Week.

It has been declared by the Central Vigilance Commission (CVC) that every year Vigilance Awareness Week should be observed. Since the year 2000, the Vigilance Awareness Week is being observed around the first week of November every year. It has been decided that this year, the Vigilance Awareness Week be observed by all organisations, falling within the purview of the Central Vigilance Commission, from October 26-to-October 31, 2015.

As per CVC directions, the observance of the Vigilance Awareness Week commences with the pledge at 1100 hours on Monday of the assigned week. All officers and employees of the Government affirmed that they shall continuously strive to bring about integrity and transparency in all spheres of activities, work unstintingly for eradication of corruption, remain vigilant and work towards the growth and reputation of the organisation, and do their duty conscientiously and act without fear or favour.

During the week, organisations are requested to emphasise more on efficiency and transparency in their customer-oriented programmes. Efforts should also be made to raise awareness among the users of the services provided by the departments/ organisations, about the initiatives taken for improvement of the systems and procedures, the complaint handling policy, the avenues available for redressal of grievances, etc.

Ministry of Home Affairs wants check on content on Portal for Retiring Employees

New Delhi: Home Ministry has sought a mechanism to check sharing of any objectionable content by retiring employees, who might be privy to sensitive internal security matters, on an online public platform launched for them by government in March to share their experience.

A suggestion in this regard was made by MHA officials during a recent meeting called by Personnel Ministry with representatives of some of other departments to encourage submission of write-ups on Anubhav–a portal for the retiring central government employees to showcase commendable work done by them during their service.

“Ministry of Home Affairs suggested that facility to edit the write-ups at the level of Head of Office and Head of Department may be given so that the objectionable paragraph in the write-up could be deleted and the entire write-up is not rejected,” according to the minutes of the meeting held late last month.

It was explained that this facility has not been allowed with the intention that the employees submission should not be modified, it said.

Earlier, Central Reserve Police Force has objected to sharing of operational experience by retiring personnel of armed forces on a Anubhav saying it will be a “risk” to national security.

MHA also suggested that there should be a facility to upload the write-ups in Hindi. It was assured that this facility would be provided shortly, it said.

Representatives of Ministry of Information and Broadcasting were requested to provide material which would motivate the retiring employees to contribute in Anubhav.

The problems being faced by the ministries or departments in increasing the number of write-ups were also discussed during the meeting.

“Representative of Ministry of Earth Science wanted guidelines on the format and content of write-ups that could be of help to motivate the retiring employees.

He was informed that there are guidelines on what not to write. There can be no guidelines for write-up which mainly is a experience sharing instrument,” according to the minutes of the deliberation.

Senior officials who are part of the programme emphasised upon the need to increase the number of published write-ups in Anubhav and that rejections be avoided as far as possible.

It was said that paramilitary forces, posts, railways, Central Board of Direct Taxes (CBDT) and Central Board of Excise and Customs (CBEC) are being expected to add maximum number as they have huge number of employees.

About 793 write-ups have already been published on the Anubhav website. 227 others are yet to be released and 31 write-ups have been rejected, according to a latest data.

As part of the Anubhav initiative, central government employees retiring within next six months are expected to share experiences and good work done by them during their tenure.

 In a move that will benefit over nine lakh paramilitary personnel, the Ministry of Home Affairs (MHA) has proposed to the Seventh Pay Commission a “special pay” on par with the Army and has also batted for a better leave structure for the personnel who are deployed for counter-insurgency operations across the country. If MHA’s proposal to give extra allowance to the Central Armed Police Force (CAPF) personnel is accepted, a constable will be richer by at least Rs 48,000 per annum.

The Seventh pay Commission was constituted by the UPA government in February 2014, just before they went out of power. The MHA has also proposed creation of the post of a “head constable” in every section (roughly comprising 11 personnel) for better promotion opportunity.

“A standard company of any paramilitary generally consists of 100 personnel, which has nine sections. Presently there are only two head constables (HC) per section and if the MHA’s proposal is accepted, one more post of HC will be added,” said a senior official.

 

The Seventh Pay Commission will revise the salaries of over 50 lakh central government employees and remuneration of 30 lakh pensioners. The Sixth Pay Commission that was set up in 2006 cost the exchequer an additional Rs 26,035 crore.

 

A large number of paramilitary forces officers have quit in the last five years due to stagnation and tough working conditions. Around 9,000 personnel quit BSF, CRPF, ITBP, CISF and SSB due to unfavourable working conditions.

 

“While in the Army an officer is entitled to 20 casual leaves and jawans are entitled for 30 casual leaves, in the CAPF all the personnel are entitled to 15 days casual leave. The MHA has proposed to increase this too,” the official said.

“It has been a longstanding demand of CAPF to provide them parity with the Army as the nature of their duties have changed over the years. They are deployed in areas affected by Maoists, which have tough living conditions and are also prone to high risk,” the official said.

The Union Ministry of Home Affairs has decided to launch MySecurity web portal ‘MySecurity.gov.in’ which will enable the general public to get access to a large number of security related applications. The MySecurity platform is being created for individuals, companies, students, NGOs etc to develop and deploy security applications which may be useful to people.

The details of the “MySecurity Platform-Deployment of Security applications” scheme are available on the website of the Ministry www.mha.nic.in

The application developers interested in deploying their application on this platform may send their applications to the e-mail id uspr-mha@mha.gov.in with all necessary details.

After the launch of MySecurity web portal, these applications would be accessible to the public.
