Government will soon be able to implement long - term demand for military personnel.

The Ministry of Finance (MoF) has agreed to examine a long-standing demand by the army personnel to exempt ration money and the risk and burden of taxation in accordance with the recommendation of the 7th Pay Commission. Changes to existing regulations are likely to benefit from paramilitary jawans of the CRPF, BSF, Central Industrial Security Force (CISF) and Indo-Tibetan Border Police (ITBP) and Sashastra Seema Bal (SSB).

These changes can be announced by the Government in the next full 2019 Budget, tabled by the new government at the Center. In all, 9 lakh security staff will benefit from the move. In its report, the 7th Pay Commission stated that the allowance given to jawans as a free ration must be exempted from income tax.

Central government employee unions made several requests regarding the 7th Pay Commission recommendations, including increasing the basic pay rise fitting factor. While not all the requirements were met, the Center and state governments implemented several pay increases.

In addition, as part of the 7th Pay Commission's recommendations, the MP government increased the pensioner dearness allowance (DA). From May, the revised DA will apply. After the 2019 Lok Sabha elections the government will take a definitive decision on the delays from January 2018 to April 2019.

DA is a cost of living adjustment allowance, calculated to compensate for the rise in prices resulting from inflation, as a fixed percentage of a person's base salary or pension.

Under the 7th Pay Commission, the Ministry of Personnel, Public Grievances and Pensions approved recently an increase for highly skilled central government employees. The onetime incentive given to employees will result in a five-fold increase if they acquire a higher degree while serving in their own departments in accordance with the notification. Those with new higher education qualifications would be awarded a sum of Rs 2,000-Rs 10,000.

In March, the government of Uttarakhand also announced a 3% increase in the DA, which amounts to 12%. The decision would benefit more than 2.5 lakh public servants and pensioners. From 1 January 2019 the order will be retrospectively applicable. The state government also announced to waive off pending water bills estimated at Rs 70 crore of around 10,000 people rehabilitated at New Tehri due to the construction of the Tehri dam.

In a significant decision, the Ministry of Home Affairs has approved the entitlement of air travel on Delhi-Srinagar, Srinagar-Delhi, Jammu-Srinagar and Srinagar-Jammu sectors to all the personnel of Central Armed Paramilitary Forces. The decision will immediately benefit approximately 7,80,000 personnel of the CAPFs in the ranks of Constable, Head Constable and ASI who were otherwise not eligible earlier. This includes journey on duty and journey on leave, i.e; while going on leave from Jammu and Kashmir to home and return.

This facility is in addition to the existing air courier services for CAPFs that have been steadily extended in all sectors by the MHA to help the jawans cut down on travel time during their journey to and fro from home on leave.

In Jammu and Kashmir Sector, it may be recalled that Air Courier Service for CAPF jawans was approved for the Jammu-Srinagar-Jammu sector.

Subsequently, the Service was extended to cover 1) Delhi-Jammu, 2) Jammu-Srinagar, 3) Srinagar-Jammu and 4) Jammu-Delhi sector in Dec 2017. The number of flights were further extended in Dec 2018.

In addition, air support is provided from IAF as and when required.

Taking note of the rigours of military life, the 6th Central Pay Commission (CPC) had recommended an additional, separate element of Pay for the Defence Forces called Military Service Pay (MSP) which the CPC intended would also maintain the edge enjoyed by the Defence Forces over the civilian scales. The Commission was of the view that the rate of MSP as a percentage of the existing pay has to be maintained in case of officers (up to the level of Brigadier / equivalent) as well as PBORs because the difficulties faced in field situations by both these categories are similar.

The 7th Central Pay Commission (CPC) had considered all aspects with regard to applicability of MSP including the rates while making its recommendations. This was done after considering the views of the Services in the matter. The 7th CPC has consciously decided not to create additional categories of personnel for the grant of MSP or to disturb the slab rates for the four categories for which it is being paid up to the level of Brigadiers. The Government after carefully considering the recommendations of the 7th CPC in respect of MSP has accepted and notified the same.

Besides MSP, Service personnel are entitled to several other allowances such as High Altitude Allowance, Field Area / Modified Field Area Allowance, Counter Insurgency Allowance etc which are paid based on risks and hardships involved at a location / in an operation.

The Seventh Pay Commission has awarded monetary compensation to jawans for allowing purchase of personal clothing items of uniform to be purchased under arrangement to be made by the Army. An annual remuneration of Rs 10,000/- has been paid to all jawans in lieu of selected items of personal clothing. Accordingly, Army has made arrangements for purchase of quality cloth to be made available through CSD outlets and stitching to be carried out under unit arrangements or any other means that the individual jawans may wish to get their clothing stitched as per authorized specifications. This provision is applicable to Central Armed Police Forces as well. It is, therefore, incorrect and inappropriate to single out Army on this issue through inadequately researched articles in the media.

Rajnath Singh orders all Directors General to ensure good food for paramilitary jawans

Amidst complaints of poor quality food being served to jawans, Home Minister Rajnath Singh today directed all paramilitary forces to ensure that quality food is served to all personnel under their rolls.

At a high-level meeting, attended by Directors General of CRPF, BSF, CISF, SSB, ITBP etc., the Home Minister said that the food served to the jawans and others should be good and there should be no room for any complaint, according to official sources.

Singh said paramilitary personnel are deployed in hostile and difficult terrain and if bad food is served they would be demoralised.

The paramilitary personnel should always be served with quality food and the chiefs of the organisations must ensure that, he said.

The Home Minister is also learnt to have expressed his unhappiness over more than 160 CRPF jawans falling ill in Kerala due to food poisoning recently.

There have been several complaints in the past regarding poor quality food being served to paramilitary jawans, leading to the Home Ministry ordering an inquiry.
