The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh chaired the 30th meeting of the Standing Committee of Voluntary Agencies (SCOVA) here today. The SCOVA meeting is organised by the Department of Pensions & Pensioners' Welfare (DoP&PW), Ministry of Personnel, Public Grievances & Pensions and the last such meeting was held on January 12, 2017.

During the meeting, Dr. Jitendra Singh said that the SCOVA which was first constituted in July, 1986 would be completing 32 years this year. He said this platform has gone a long way in addressing in a focused manner issues related to Pensioners.

He said that today's interaction was very meaningful and stimulating, thus reflecting on the working of DoP&PW. The Minister while assuring the representatives of pensioners’ Associations said that it was no more mandatory to have one's Adhaar Card to get his/her pension.

The Minister said that the Department of Pensions has brought out a series of OMs to benefit the Pensioners/Family Pensioners in the last 12 months including enhancing of minimum pension from Rs.3500/- to Rs.9000/- per month; the ceiling of gratuity has been increased from the existing Rs.10 lakhs to Rs.20 lakhs; the rates of ex-gratia lump sum compensation being paid to the families of employees who die in performance of duty has been increased from existing Rs. 10-15 lakhs to Rs.25-45 lakhs. He also said that divorced daughter will be eligible for family pension if divorce case has been filed before the death of pensioner/family pensioner, even though the judgement has been passed after the death of the pensioner /family pensioner.

Dr. Jitendra Singh said that this Government has given relief to the senior citizens and Pensioners in the Budget 2018-19 by allowing Standard Deduction of Rs. 40,000/- per year to the Pensioners and given exemption on tax on account of interest income from bank savings accounts has been increased to Rs. 50,000/ from Rs. 10,000/- per year. Deduction on account of health insurance premium which was earlier allowed at maximum of Rs.30,000/- has now been increased to Rs. 50,000/- in the case of Senior Citizens/Pensioners.

While addressing the meeting he said that we need to put in place an institutionalized mechanism to make good use of the knowledge, experience and efforts of the retired employees which can help in the value addition to the current scenario. Dr.Jitendra Singh said the retired employees are a healthy and productive workforce for India and we need to streamline and channelize their energies in a productive direction. We should learn from the pensioners’ experience, he added. The Minister also said that the DoP&PW should be reoriented in such a way that pensioners become a part of nation building process.

In the meeting, discussions were held on the action taken report of the 29th SCOVA meeting. Further many issues related to pensioners were discussed threadbare, such as revision of PPOs of pre- 2006 pensioners, Health Insurance Scheme for pensioners including those residing in non-CGHS area, Special "Higher" Family Pension for widows of the war disabled invalidated out of service, Extension of CGHS facilities to P&T pensioners, issue relating to CGHS Wellness Centre, Dehradun

etc. The Minister directed for the prompt and time bound redressal of the grievances of the pensioners and said that we should have sympathetic attitude towards them.

The Secretary, DoP&PW, Shri K.V. Eapen and other senior officers of the department were also present on the occasion. The meeting was also attended by the member Pensioners Associations and senior officers of the important Ministries/Departments of Government of India.

Subject: Integration of AADHAR Number With CGHS beneficiary number

With reference to the above subject the undersigned is directed to state that CGHS is capturing the AADHAR number of new CGHS beneficiaries. while issuing the CGHS Cards, serving employees are already using the Aadhar based Bio-metric attendance system and a large number of primary card holders have linked their Aadhar number to CGHS Ben ID Number, However, some of the existing CGHS beneficiaries particularly the pensioner beneficiaries are yet to link their Aadhar. The matter has been reviewed and it is now decided that linking of Aadhar Number to Ben ID No has been made compulsory and the CGHS beneficiaries are advised to link their Aadhar Number before 31st March 2018.

2.The procedure for doing so is as follows:

(I) Through CMO -In Charge’s Module- Beneficiary can visit CMO-In Charge Of his her CGHS Wellness Centre with AADHAR Card to get his her and family members AADHAR Number linked to CGHS Beneficiary Number.

(II) Registration of AADHAR Number by beneficiary himself/herself - the following steps are to be followed

a. Log on to cghs.nic.in
b. Click ‘Beneficiary Login’
c. Sign in with Ben ID and password if you are already registered.
d. If registered Click Generate Pass word and follow instructions to obtain OTP on your registered Mobile Number
e. After signing in with Ben ID and Pass word. click AADHAR NO
f. AADHAR for all family numbers and save

3. The co-operation of the CGHS beneficiaries is solicited.

(a) whether the disbursement of Central Government Pension to many beneficiaries have been stopped due to non-linking of same with the Aadhaar number and if so, the details thereof, State/UT-wise including Punjab;

(b) whether the Government proposes to exempt beneficiary patients suffering from leprosy or any other grave disease and hence unable to provide their biometric details and if so, the details thereof and if not, the reasons therefor;

(c) the other steps taken by the Government to facilitate such beneficiaries patients; and

(d) whether the Government is considering some alternative option for such beneficiary patients and if so, the details thereof and the steps taken by the Government in this regard?

ANSWER

The Minister of State in the Ministry of Finance

(a) to (d): The Government has not issued any instructions for stopping disbursement of pension to Central Government pensioner due to non-linking of the pension account with the Aadhaar number.

Instructions have been issued by the Department of Pension and Pensioners’ Welfare (DoP&PW) from time to time that in view of the difficulty faced by old and infirm pensioners, banks should make concrete effort to provide the facility of obtaining life certificate from the premises/ residence of such pensioners. The instructions also provide that in case of sick and infirm pensioners, personal appearance may be exempted if a life certificate in the prescribed form signed by some specified authorities is produced on the behalf of Pensioners.

Further, all Pension Disbursing Banks have also been advised by DoP&PW that where the finger prints of a pensioner are not accepted by the system, the alternate mechanism of biometric, i.e. Iris scanning, may be used in such case. In case, however, it is not possible to have Digital Life Certificate either through finger prints or through Iris scanning, the physical life certificate submitted by the pensioner may be accepted to avoid any harassment to the pensioner. In no case a pensioner should be returned without accepting his life certificate on account of non-acceptance of his biometric by the system.

1.Further to our letter No.B/49779-Outsourcing/AG/ECHS dated 20 Sep 2017.

2.Based On number of representations received from various Regional Centres, the following modifications in the referral generation process will be carried out:

(a) Under exceptional situations if the OIC Polyclinic is convinced that even in the absence of Aadhaar Card, a referral is required to be issued, the OIC Polyclinic will endorse his remarks justifying the issue of referral without Aadhaar Card and referral may be generated.

(b) However, it shall be the responsibility of the OIC Polyclinic to ensure that Aadhaar numbers is entered in that claim ID within next 30 days of issue of such referrals and in no circumstances next referrals and in no circumstances next referral to such individuals will be issued without Aadhaar details.

(c) UTI-ITSL to ensure that a trail of such referrals is maintained and a check box is created which can be selected by the OIC Polyclinic for issue of referrals even in the absence of Aadhaar details. UTI-ITSL to guidelines enumerated above for OIC Polyclinic and Systematically ensure that Aadhaar details are captured as per above mentioned instructions.

3. In addition, UTI-ITSL to create following exceptions in the referral generation module:-

(a) Nepal Domicile Gorkhas (NDG) are exempted from submitting Aadhaar details.

(b) Polyclinics under RC Guwahati and Polyclinics under RC Jammu (in the state of J&K) are also exempted from submitting Aadhaar details till further orders.

4.These guidelines be implemented with immediate effect.

5.This has the approval of MD, ECHS.

Atal Pension Yojana (APY) included under Section 7 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act 2016; 

APY currently has more than 54 lacs subscribers with an asset base of more than Rs. 2,200 crores.

With an objective of bringing in transparency, efficiency and to enable beneficiaries to get their entitlement directly in a convenient and seamless manner, Aadhaar card has been constituted as the primary document in identification of the beneficiary under the Aadhaar Act which came into effect from 12th September 2016.

Atal Pension Yojana (APY) has now been included under the Section 7 of the Aadhaar Act. As per the provisions of the Act, any individual who is eligible to receive benefits under the APY will have to furnish proof of possession of Aadhaar number or undergo enrolment under Aadhaar authentication. A copy of the notification is attached.

Accordingly, an APY subscriber will have to get the Aadhaar number recorded in his or her APY pension account and also in his/ her savings account where the periodic pension contribution instalments are debited and government co-contribution is to be credited. In case a subscriber is not yet having an Aadhaar card, he/ she should immediately get him/ her enrolled for the Aadhaar card for which he or she can visit the nearest Aadhaar enrolment centre. The list of all such centers is available on UIDAI website, www.uidai.gov.in.
PFRDA has identified nearly 12.35 lakh subscribers who are eligible for Government of India co- contribution for an amount upto Rs 1000 for the financial year 2016-17 which will be released to the eligible subscribers’ savings bank accounts which are seeded with Aadhaar. These subscribers are advised to approach their Bank or Postal Branch for seeding their Aadhar Number.

In the recent times, various new initiatives like online viewing of Statement of Transactions (SOT) and online PRAN card under APY have been taken up by PFRDA for facilitating subscribers under the scheme.
Atal Pension Yojana currently has more than 54 lacs subscribers with an asset base of more than Rs. 2,200 crores.

Railway passengers may carry anyone of the below identity proof while travelling in reserved class coaches :

3. PAN Card issued by Income Tax Department
4. Driving Licence issued by RTO
5. Photo Identity Card having serial number issued by Central/State Government.
6. Student Identity Card with photograph issued by recognized School/College for their Students.

Therefore, Nodal offices of Central State Governments are advised to guide and encourage the subscribers for updation of their AADHAR no., in addition to mobile app download and other activities during the fortnight.

2. In this regard, subscribers may be advised for login in the CRA website www.cra-nsdl.com through their login id & password and further update AADHAR no. under the ‘update details’ tab. The request for updating AADHAR no. will have to be authorized by the associated nodal office. PFRDA has already advised NSDL/CRA for providing all necessary assistance to the Nodal Offices and subscribers. Based on numbers of such updation, PFRDA will recognize various State governments and Central Ministries in the same way it has announced for Mobile App download.

Government considering Aadhaar Card for NRIs: Swaraj

The government is considering giving Aadhaar cards to Non-Resident Indians and a decision on it will be taken soon, External Affairs Minister Sushma Swaraj said today while inviting the diaspora community to actively participate in India’s growth story.

In her address to the first limited edition of Pravasi Bhartiya Divas, Swaraj said it has been decided that women workers will be allowed to go to Gulf countries for employment only through government agencies to ensure they are not duped by recruiting agents or firms.

The PBD, webcast by almost all Indian Missions and Posts, was organised for the first time by External Affairs Ministry (MEA) after the government’s decision to merge Ministry of Overseas Indian Affairs (MOIA) with it.

Earlier MOIA used to host the event. January 9 was chosen as the day for PBD as it was on this day in 1915 that Mahatma Gandhi, the “greatest Pravasi”, returned home from South Africa to lead India’s freedom struggle.

Asking the diaspora to participate in government’s various flagship programmes including Skill India, Digital India and Clean Ganga initiatives, she said Prime Minister Narendra Modi wants the Aadhaar card scheme to be extended to NRIs.

“So far Aadhar card has been given to those Indians who live in India. It is not for non-resident Indians. But you will be happy to know that the Prime Minister wants the card to be given to the NRIs the way it is issued to people living in India.

“He even wants it for OCI (Overseas Citizens of India card) holders. The matter is under our consideration. No decision has been taken as discussions on it are underway. I hope soon you will hear about it,” Swaraj said during an interaction following her address.

The government has so far issued Aadhaar cards to over 92 crore citizens. Under the programme, every citizen is to be provided with a 12-digit unique identification number for which biometric information is collected.

On restricting women from going to Gulf countries through the recruiting agencies, she said the decision has been taken to stop them from getting duped.

“We will send women only through government agencies,” Swaraj said during an interactive session with Indian missions abroad.

Calling upon the diaspora to be part of the India growth story, she said “It is time for you to come back to India.”

Effusive in praise of the Prime Minister, Swaraj said India’s engagement with the overseas Indians has increased manifold because of his constant endevour to reach out to the community. Swaraj also mentioned Modi’s Madison Square address in the US and at the Wembly in London.

“Your achievements in the countries of your adoption are a matter of pride… It is our responsibility to protect you and take care of you. Indeed, we are you and you are us,” she said.

Aadhaar Seeding cum Registration Camps from 13th to 17th July, 2015

The Department of Pension and Pensioner’s Welfare will hold five Aadhaar Seeding and Regularisation for pensioners in Delhi NCR in collaboration with Punjab National Bank from 13th to 17th July, 2015. These camps will be held at Rajendra Place, Civil Lines, Scope Tower – Lakshmi Nagar in Delhi and Noida Sector 1 and Neelam Chowk, Faridabad respectively.

Pensioners residing in the Delhi NCR may visit an Aadhaar Camp on any one of the days with original PPO, Aadhaar Card, and bank pass book along with photocopies of these documents.

Pensioners who do not have Aadhaar number yet may in addition carry a photo id like Voters Card. Jeevan Pramaan is in addition to the other existing facilities for submission of Life Certificate. All the Nationalised banks, as also UIDAI will participate in these camps which are proposed to be held later in other parts of the country.

Camp Timings: 9am to 5pm

For implementation of Jeevan Pramaan- an Aadhaar based life certification system – all pensioners are requested to furnish their Aadhaar Numbers to their bank, if not already done. The pensioners who do not have “Aadhaar” are requested to obtain Aadhaar number.

Prime Minister Narendra Modi has suggested that an Aadhaar-based solution be found to the difficulties that plague the pensioners.

Officials must take steps to issue Aadhaar cards to all ex-servicemen. At a recent gathering of ex-servicemen held under the leadership of Narendra Modi, it was stated that retiring servicemen face difficulties in obtaining their pensions. During the meeting, Modi advised the officials to ensure that “solution to the pension-related problems be found and given to the defence pensioners through the Aadhaar card.”

Pension Call Centre : Recently the Centre has introduced Pension Call Centre for Pensioners. The toll free number is 18001805321. When you are calling, you may keep the following information ready for submission to the Pension Call Centre executive.

4. Date of retirement / discharge / death
5. Brief on points on which information / clarification required.

Pension Adalats: Every year, Pr. CDA(P), CDA(PD) Meerut and CDA Chennai hold 4 Defence Pension Adalats in different parts of the country and wide publicity is given for the same in News papers etc. Any grievance in respect of pension sanction/payment, received by the Pension Adalat Officer is settled in a time bound manner and the pensioner is informed. The pensioner can send his grievances to the nominated , Defence Pension Adalat Officer, Office of the Pr. CDA(P), Allahabad – 211014., if the Adalat is to be conducted by PCDA(P) Allahabad.

Generally Pensioners have broadly two types of complaints

a) Relating to grant/revision : For redressal of their grievances relating to pension sanction/revision, individual should first approach his Head of Office/ Record Office from where he retired/discharged , as the claims are initiated by them to the office of the PCDA (P).

Except in the case of Commissioned Officers whose PPOs are sent by PCDA (P) direct to PDAs and they can write to Grant- I Military section.

In case of Air Force Officers and personnel discharged on or after 1.11.85, complaints/grievances may be addressed to DCDA (AF), Subroto Park, Delhi Cantt. as they are the concerned Pension Sanctioning Authorities.

In case of Naval officers/ personnel discharged on or after 1.11.85 the complaints may be addressed to CDA (Navy),No. 1, Cooperage Road, Mumbai-400039 email-id cdabombay@hub.nic.in as they are the concerned Pension Sanctioning Authorities.

In case it is informed by your Head of Office/ Record Office that your pension case is pending with Pr. CDA (P), Allahabad, then please quote letter No. and date under which claim has been sent to this office and also quote your original PPO number in case the complaint relates to revision or issue of corrigendum PPO.

b) Complaint relating to payment of pension. In your complaints relating to payment, the following channels may be utilised :

MINUTES OF THE MEETING HELD ON 3rd JUNE, 2015 ON AADHAAR BASED AUTHENTICATION OF LIFE CERTIFICATE FOR PENSIONERS

A meeting to review the progress on Aadhaar-based verification of Life Certificate was chaired by Secretary (Pension) on 3rd June, 2015 in Committee Room, 5th Floor, Sardar Patel Bhawan, Sansad Marg.

3. Secretary (Pension) complimented the various agencies for their efforts. He informed that during the last video conference of “Pragati” on 27th May, 2015, the Hon’ble Prime Minister, while discussing problems being faced by Defence pensioners had inter alia stressed the need for using Aadhaar based system solutions. He also stated that e-tracking of pension matter would be a good step towards preventing delays.

4. Department of Financial Services (DFS) informed that all banks have started accepting Digital Life Certificates (DLCs). So far 2,06,024 pensioners have submitted DLCs. Of these, 1,47,629 take pension through banks and 35,135 through Defence Pension Disbursement Offices (DPDOs). A total of 1,52,587 DLCs have been successfully processed by the system of which 1,12,286 are through banks and 29,768 through DPDOs. Secretary, Department of Electronics and Information Technology (DeitY) expressed concern over the very high rate of rejection by the system, as the user tended to loose confidence in the process. It was agreed that for every rejection of the DLC, the system shall indicate the reason for rejection in the form of a speaking order. It was also hoped that during November, 2015, up to 50% pensioners ought to avail benefit from Jeevan Pramaan.

5. Contact numbers of some of the Common Service Centres (CSCs) being circulated were reportedly not correct. DeitY informed that 55,000 records have been cleaned. At present 6,000 CSCs are functional for Jeevan Pramaan. Secretary (DeitY) expressed concern at this. He stated that CSC SPV (Special Purpose Vehicle) should be asked to continuously update their databank and ensure that correct contact details are displayed at all points of time. Secretary (Pension) shared the concern.

6. Secretary, DeitY also stressed that Unique Identification Authority ofIndia (UIDAI) should facilitate, promote and encourage wide-spread use of Aadhaar number for delivery of public services. Aadhaar numbers of individual beneficiaries should be made available by UIDAI to Government agencies on demand.

7. It was agreed that State Bank of India (SBI) and UIDAI will organise a camp in Manipur as early as possible to facilitate employees/pensioner in getting enrolled for Aadhaar number and registering them under Jeevan Pramaan software.

8. It was agreed that DFS shall immediately, preferably in 2 nd week of June, 2015, call a meeting with % Controller General of Accounts (CGA) and Banks to sort out the following issues at the earliest possible:
(a) Problem with the PPO numbering systems, which are not uniform. It had been agreed that Central Pension Accounting Office (CPAO) will come up with guidelines to tackle this problem.
(b) For making adequate provisions for self-certification regarding re-marriage, income and reemployment in the software, instructions are to be issued by CPAO/CGA.
(c) Determination of proper procedure and putting in place adequate checks for correlating PPO numbers, bank account number and Aadhaar number while seeding the systems.

9. It was once again pointed out that there were a number of glaring discrepancies in Banks’ data, including the number of pensioners above the age of 100 years and a large number of duplicate records in Banks’ databases. DFS has once again been asked to instruct Banks to get their data cleansed on priority.

10. UIDAI informed that Ministry of Railways, Indian Army and Indian Air Force have been appointed as Registrars for enrolment for Aadhaar number.

11. Secretary (Pension) informed the meeting of the Prime Minister’s directive to put in place an e-tracking system to monitor delays in pension cases. It was agreed that possibilities of the Online Tracking System for Pension Sanction and Payment (Bhavishya) being adopted by Ministry of Railways, Ministry of Defence, Department of Posts and Department of Telecommunications would be explored.

12. Department of Posts informed that Post Offices (POs) disburse pension to 3 lakh pensioners of Departments of Posts and Telecommunications and 2 lakh pensioners of other ministries/departments. The department informed that by so” June, 2015, all POs will start accepting DLCs.

13. NIC informed that the posters and pamphlets for giving wide publicity to ‘Jeevan Pramaan’ are ready for display in bank branches, ATM locations, wellness centres, Railway dispensaries, Defence canteens, etc. Willing agencies can obtain these posters and pamphlets from NIC. In November, 2014, the Prime Minister has launched an Aadhaar-based biometric verification system “Jeevan Pramaan” to enable pensioners to submit a digital Life Certificate on-line. This is an important step in realising the vision of Digital India. This facility has been provided in addition to the other existing methods of submitting Life Certificate.

2. “Jeevan Pramaan” aims at sparing the pensioners and family pensioners the trouble of visiting bank or any other pension disbursing agency for submission of Life Certificates. It is possible to submit the Life Certificate from personal computers and laptops or by visiting a conveniently located Common Service Centre. Further, banks will ensure authenticity of pension and other payments by linking Aadhaar number with bank accounts and PPO numbers.

3. All the pensioners/family pensioners are, therefore, advised to get themselves and their family members registered for Aadhaar and furnish this information to the Pension Disbursing Authority. This exercise may be completed at an early date so as to avoid inconvenience at the time of submission of Life Certificate in November, 2015.

Clearly in no mood to offer any let up in getting government officials to turn up for work in time, the Narendra Modi government is all set to install iris scanners alongside fingerprint reading machines in many central government offices just to ensure that no employee is left out of the purview of the Aadhaar Enabled Biometric Attendance System (AEBAS).

The move, government officials said, is essentially aimed at ensuring that no government employee escapes marking attendance on the AEBAS just in case some of the wall mounted bio-metric attendance terminals are unable to read their fingerprints. Officials said there had been a some isolated cases where a few of these machines had reported glitches in recognising fingerprints of registered employees.

Since the electronic attendance system has already been linked to Aadhaar, the fingerprints of employees are authenticated online by matching them with the biometrics stored in the UIDAI database against the employees’ Aadhaar number. “Since a scan of the iris is also a part of the biometric data captured by UID to generate the Aadhaar number, iris scans can also be used to mark attendance using the AEBAS,” an official explained.

Sources said that around 200 iris scanning devices are already under installation in around 100 government building in the national capital. “The installation of these scanners will further strengthen the AEBAS,” an official said. Over 87,000 government employees, from 395 organisations, have registered for the AEBAS so far. Close to 5,000 fingerprint reading devices — including biometric terminals and desktop devices — have been installed in central government offices.

Simultaneously, efforts are on to synchronise all the wall mounted bio-metric attendance terminals installed in government buildings in the capital to enable users the flexibility to mark their “out” attendance from a terminal that may not necessarily be installed in their own respective office buildings.

Govt introduces Aadhar enabled bio-metric attendance system

The Centre on Friday decided to phase-out manual attendance system and use an Aadhar enabled bio-metric attendance system (AEBAS) in all its offices.

“It has been decided to use an Aadhar enabled bio-metric attendance system in all offices of the central government, including attached and sub-ordinate offices, in India,” said an order issued by the Department of Personnel and Training (DoPT).

Aadhar is a 12 digit individual identification number issued by the Unique Identification Authority of India on behalf of the central government.

The system will be installed in the offices located in New Delhi by this year end.

In other places this may be installed by January 26, 2015, it said.

The Department of Electronics and Information Technology (DeitY) will provide technical guidance for installing the system, the order said.

The equipment will be procured by the ministries or departments as per specifications of DeitY on Directorate General of Supplies and Disposals (DGS&D) rate contract from authorised vendors.

The expenditure will be met by the ministries or departments concerned. “The manual system of attendance may be phased out accordingly,” it said.

The bio-metric attendance system is only an enabling platform. There is no change in the instructions relating to office hours, late attendance etc. which will continue to apply, the order said.

As per existing instructions, half a-day’s casual leave should be debited for each day of late attendance, but late attendance upto an hour, on not more than two occasions in a month, and for justifiable reasons may be condoned by the competent authority.

“Disciplinary action may also be taken against government servants who are habitually late. Early leaving is also to be treated in the same manner as late coming,” the instructions said.

All central government ministries and departments have been asked by the DoPT to follow the orders which comes into force “with immediate effect”.

Sub: Introduction of AADHAR Enabled Bio-metric Attendance System

It has been decided to use an AADHAR Enabled Bio-metric Attendance System (AEBAS) in all offices of the Central Government, including attached/ sub-ordinate Offices, in India. The system will be installed in the offices located in Delhi/ New Delhi by 31st December 2014. In other places this may be installed by 26th January 2015

2. The equipment will be procured by the Ministries/ Departments as per specifications of DeitY on DGS&D Rate Contract from authorized vendors. The expenditure will be met by the Ministries/ Departments concerned under their O.E. The manual system of attendance may be phased out accordingly.

3. The Department of Electronics and Information Technology (DeitY) will provide the technical guidance for installing the system. The equipment already procured by DeitY have a built in AMC of three years. The Ministries/ departments may ensure that the equipment being procured by them have similar provision.

4. Biometric attendance system is only an enabling platform. There is no change in the instructions relating to office hours, late attendance etc. which will continue to apply. As per extant instructions, (contained in DoPT O.M. No: 28034/8/75- Estt-A dated 04-07-1975; No:28034/10/75-Estt-A dated 27-08-1975; No: 28034/3/82 —Estt-A dated 05-03-1982) half—a-day’s Casual Leave should be debited for each day of late attendance, but late attendance upto an hour, on not more than two occasions in a month, and for justifiable reasons may be condoned by the competent authority. In addition to debiting Casual Leave (or Earned Leave, when no CL is available). Disciplinary action may also be taken against government servants who are habitually late. Hon’ble MR has directed that all personnel of the Ministry of Railways, Rail Bhavan (including those located at Pragati Maidan) shall enroll on the Aadhaar Enabled Biometric Attendance System.

2. In this regard, the spadework for enrolment on the system has been completed by the C&IS directorate and the system is now ready to be used for user enrolment.

3. It is now required that all the personnel of Ministry of Railways working In the offices of Rail Bhawan and Pragati Maidan are to enroll themselves afresh directly on the website http://attendance.gov.in/regester/employee

4. For the said enrolment process, all the Section Officers are responsible for enrollment of staff, including MTS and others working under them and the officers of the level of Under Secretary/Deputy Directors and above may enrol themselves on the website on their own. After registration, all EDs shall forward a list of the personnel enrolled n their Directorate giving the information to C&IS through email as per annexure in a spreadsheet via email. Officers above the level of SAG may send their report directly through their PPS/Sr.PPS/PSO.

5. The detailed process for enrolment is enclosed which may be followed while enrolling. The said process of enrolment of all officers/staff under AEBAS should be completed latest by 18.10.2014 (Saturday).

Central Government Employees Attendance Record to be Modernized - Aadhaar Biometric Attendance System

A decade before, all the government offices had printed ‘Attendance Register’ in which employees used to sign against their names in order to record their attendance. The register would usually be kept in front of an Section officer and register should be initialed at the bottom by the Section Officer. Every employee should note down the time of arrival and departure under his /her initial in ink in the Attendance Register. At the end of the 10 minutes grace time, the register would be taken to the department head’s table.

This system was followed by various computerized methods like smartcard, swipe card, and show card. The most popular method now is the Biometric Attendance System, which captures the employees’ fingerprint to record his/her attendance. The Government explained that the new system has been implemented in order to reduce late-coming. The point worth noting is that no changes can be made in the registered time of arrival or leaving, in this method. Higher officials get immediate reports on the time the employee arrived and the time he/she left the office.

Now, the Central Government has gone one step further and has made these attendance records accessible to all. All information including real time chart can be monitored by public also. Through its website, http://attendance.gov.in/, facilities have been made to view the attendance record in real time to bring more transparency. Through the ‘Aadhar’ card-based system, the employee’s fingerprint is captured in the Biometric Attendance device. The details of the employees, including their Aadhar card numbers, are immediately updated on the website. The information collected from various biometric attendance devices are gathered on a centralized Management Information System (MIS) website. All the gathered information is then presented in the form of a Real Time Chart.

All Central Govt Employees Federations have objected to the new attendance system. An order was issued in DOPT dated 28.01.1988, that said that the members of the National Council JCM Staff Side should be consulted with before implementing any new technologies. They asked if the NC JCM’s opinion was considered in this scheme. They have demanded that Pick-up Point System facility must be implemented in order to avoid late-coming in crucial industries, including infrastructure development. They said, every employee is expected to be on seat and to start work at the prescribed opening of office hour.
