Minister of State (Independent Charge) for Youth Affairs and Sports Col. Rajyavardhan Rathore has said that government gives lifelong pension under the Scheme of 'Pension to Meritorious Sportspersons', sportspersons who have won medals for the country in the international competitions only and have retired from active sports. In a written reply in Lok Sabha today, the Minister said at present, 588 Sportspersons are getting pension. The rate of pension has been revised with effect from 1.4.2018. The rate of pension has been doubled of the rates of pension existing earlier.

The revised rates of pension with effect from 1.4.2018 are as under:

Sub: Scheme for Promotion of Adventure Sports & Similar Activities amongst Central Government Employees- Programmes to be organized by Youth Hostel Association of India.

The undersigned is directed to refer to Department of Personnel & Training’s Office Memorandum of even number dated 04.12.2015 regarding Scheme for Promotion of Adventure Sports & Similar Activities amongst Central Government Employees(copy enclosed) and to inform that the Youth Hostel Association of India has offered various adventure programmes for Central Government Employees as per annexure.

3. Interested and eligible Central Government Employees may submit his/her application to Secratry, CCSCSB, Room no. 361-8 wing, Lok Nayak Bhawan,Khan Market, New Delhi or through e-mail at doptsports@gmail.com. The reimbursement as admissible will be made after successful completion of programme. The applicant may submit expenditure details (fee receipt & Tickets in original) along with Aadhar Number and Bank Details (Name of Bank, Account Number, LESC Code and Branch Code) for smooth reimbursement of claim.

The undersigned is directed to refer to the subject mentioned above and to say that various instructions have been issued by the Government from time to time to provide incentives for recruitment, promotion, increment etc. of meritorious sportsmen. All the instructions issued till date have been consolidated under easily comprehensible headings for the facility of reference and guidance of all concerned. Reservation for sportspersons in services 

As per extant instructions, Ministries and Departments can recruit meritorious sportspersons to Group 'C' posts under the Government of India up to 5% of the vacancies in any year subject to the condition that these including all other reservations do not exceed 50% of the total number of vacancies proposed to be filled up by direct recruitment.

Consolidated instructions on incentives for sportspersons including recruitment under sports quota have been issued vide Department of Personnel and Training's OM No 14034/01/2013-Estt.(D) dated 3rd October 2013. At present no proposal to increase the quota is under consideration of the Government.

Department of Personnel and Training (DoPT) lays down the policy for recruitment of meritorious sportspersons which is implemented by the administrative Ministries/Departments. The details regarding number of sportspersons recruited by various Ministries/Departments are not Centrally maintained.

As per extant instructions 43 sports disciplines have been identified for appointment of meritorious sportspersons. These instructions inter alia provide relaxation in upper age limit upto a maximum of 5 years (10 years in case of those belonging to Scheduled Castes and Scheduled Tribes) for the recruitment of meritorious sportspersons to Group 'C' posts. Government servants with medal winning performance in specified sports events are also eligible for out of turn promotion.

This was stated by the Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh in a written reply to a question by Shri Parimal Nathwani in the Rajya Sabha today.

Sub.: Out-of-Turn Promotions (OTP) to outstanding Sportspersons on sports accounts for representing India in Olympic games.

(ii) 2012/E(Sports)/4(1)/3/OTP/DOPT relates 23.05.2013 (RBE No. 50/2013) and clarifications/ corrigendum issued thereto.

Please connect Para 9.2.1.1 (i) & 9.2.11 (i) of Board's policy letters mentioned above regarding out of turn promotion to outstanding sportspersons for participation in Category-A International Championships i.e. Olympic Games.

Ministry of Railways (Railway Board) have now decided that
  1. i) Out of turn promotion may be granted in Gazatted post for representing the Country in Olympic Games with at least 4th position;
  2. ii) Out of turn promotion may be granted for representing the country in Olympic Games, to the next higher grade or the grade to which he/she would be eligible for against direct recruitment, whichever is higher.
OR
In case he/she has already reached apex of the grade, in that scenario, he/she may. He granted five increments (irrespective of any increment granted already), as a special case.

These instructions will also be applicable for Rio Olympics 2016.
These instructions issue with the concurrence of Finance Directorate of Ministry of Railways (Railway Board).

Medal Winners of RIO Olympics/Paralympics 2016 receive cash award from Sports Minister Vijay Goel

Cash award distribution function was held here today for medal winners of Rio Olympics/Paralympics, 2016. Shri Vijay Goel, Union Minister of State (Independent Charge) for Youth Affairs and Sports was the chief guest.

In his address, the sports Minister assured the people about the commitment of his government towards the promotion and development of the sports in the country. He assured the all medal winner sportspersons that government would leave no stone unturned in promoting and supporting the all sports in the country.
Shri Vijay Goel presented the cash awards. Amount of cash awards is as follows:
Shri Mariyappan Thangavelu (Gold in High Jump), - 75 Lakhs.
Shri Devendra Jhajharia (Gold in Javelin Throw) – 75 Lakhs
Ms. P.V. Sindhu (Silver in Badminton) – Rs. 50 Lakhs.
Ms. Deepa Malik (Silver in Shot Put) – Rs. 50 Lakhs
Ms. Sakshi Malik (Bronze in Wrestling) – Rs. 30 Lakhs
Shri Varun Singh Bhati (Bronze in High Jump) – Rs. 30 Lakhs
Cash awards were distributed under the Government of India (Ministry of Youth Affairs and Sports)’s scheme of special awards to medal winners in international sports events. Ms. P.V. Sindhu and Ms. Sakshi Malik could not participate in the event as they are busy with their national / international competitions. On behalf of Sakshi Malik her father received the award.

ESIC recruits 135 sports persons from different field of sports

ESIC recruits 135 sports persons from different field of sports

ESIC has recruited 135 talented sports persons from all across India. Out of these 135 sportspersons, 26 are football players, 21 are Badminton players (01- Para Badminton), 30 are Table Tennis players (03 – Para Table Tennis), 22 are Volleyball players, 11 are Kabaddi players, 10 are  from Archery, 07 are Boxers, 06 are Wrestlers and 01 is a Para Athlete.  In the above list, 15 are female players representing Archery (03), Badminton (03), Table Tennis (08) and Para Table Tennis (01).

The top 10 sports persons who received the ‘Offer of Appointment’ from the hands of Shri Bandaru Dattatreya, Chairman, ESIC and Hon’ble Minister (Labour & Employment), Govt. of India are as following:-

1. Shri Pramod Bhagat comes from the State of Odisha and is a Gold Medalist (Men’s Single) in BWF Para Badminton World Championship, 2015, England.  He also won a Silver in Men’s Doubles.  Earlier also, he participated in 2013 Edition of the same tournament at the international level.  Shri Bhagat also achieved 3rd place in Asian Para Games, 2014 held at  Inchen.

2. Shri Ajay Singh Sekhawat, who comes from the State of Rajasthan, backed 1st place in 2015 Asian Archery Taipei Open Tournament, Asia Cup 2015, Bangkok, Thailand.  He also achieved 1st place in 36th National Archery Championship, 2015 and a Bronze Medalist in 37th Junior National Archery Championship, 2014.  He won All India Inter University Archery Tournament.

3. Ms. Patel Bhavinaben  belongs to the State of Gujarat and is a Bronze Medalist in Para Table Tennis Thailand Open 2015.  She is also  a Silver Medalist in 2013 ITTG PTT Asia Table Tennis Regional Championship. Her world ranking is 12 and she is also preparing for World Cup 2018.

4. Shri Avnil Kumar, a Para Athelete,  is a Silver Medalist in 2016 IPC Athletics Asia-Oceania Championship Dubai and participated in IBSA  Word games.  He also participated in Malaysia Open.

5. Shri Jatin participated in Cadet Asian Championship 2013 (Wrestling) and achieved 3rd place in Zrenjanin, Serbia.

6. Ms. Esha Monga is a sportperson in Table Tennis and a Silver Medalist in ITTF World Junior Circuit 2007.  She is also a  Senior National Gold Medalist 2013.

7. Shri Jagdar Singh got 2nd place in  40th Junior National 2014 (Volleyball).  He also represented  Rajasthan (as Captain) in 18th Youth National, 2016 and in 17th Youth National 2015.  He is also a winner in All India Inter University 2014-15.

8. Shri S. Shanmugham is a Volleyball player from Tamilnadu and a Gold Medalist in Junior National.

9. Ms. S. Krithicka from Tamilnadu, achieved 5th position  (Table Tennis) in 75th Senior National, 2014.  She is also a Silver Medalist in 75th Youth & Junior National, 2014.

10. Shri Subhendu Show participated in 77th Senior National & Inter State TT Championship 2015.  He got 3rd position in All India Inter University, 2014 and a Junior National Silver Medal.
The ESI Corporation is holding a 3 day Induction Training for all the above newly recruited officials under Sports Quota.  The opening ceremony in which the Offer of Appointment was distributed, was attended by Shri Bandaru Dattatreya, Hon’ble Minsiter of State (Independent Charge), for Labour & Employment, Govt. of India, Shri Rajiv Pratap Rudy, Hon’ble Minister of State (Independent Charge) for Skill Development and Entrepreneurship, Govt. of India, Shri Vijay Goel, Hon’ble Minister of State (Independent Charge) for Ministry of Youth Affairs & Sports, Govt. of India, Smt. Meenakashi Lekhi, Hon’ble Member of Parliament (Lok Sabha),  Shri Manoj Kumar Tiwari, Hon’ble Member of Parliament (Lok Sabha), Smt. M. Revision of Scheme of National Welfare Fund of Sportspersons

The National Welfare Fund for sports persons was set up in March, 1982 with a view to assisting outstanding sportspersons of yesteryears, who had brought glory to the country in sports, now living in indigent circumstances,. The scheme was last reviewed and revised in July 2009.

Scheme of National Welfare Fund of Sportspersons has been reviewed again and has been revised extensively.

Under the revised Scheme, amount of annual income for being eligible for getting financial assistance from the Fund has been raised from the existing Rs. 2 lakh to Rs. 4 lakh.

Scope of the Scheme has also been expanded to include more sportspersons for being considered for financial assistance from the Fund.

Quantum of assistance from the Fund has also been substantially enhanced.

Under the revised scheme, sportspersons and family members of the sportspersons living in indigent circumstances will be eligible for following amounts of financial assistance:

    (i) Financial assistance may be granted to an outstanding sportsperson now living in indigent circumstances, subject to a maximum of Rs. 5 lakh.

    (ii) Financial assistance subject to a maximum of Rs. 10 lakh may be granted to an outstanding sportsperson for injuries sustained during training for and participation in sports competitions.

    (iii) Financial assistance not exceeding Rs. 5.00 lakh may be provided to the families of deceased outstanding sportspersons living in indigent circumstances.

    (iv) Financial assistance not exceeding Rs. 10 lakh may be provided for medical treatment of an outstanding sportsperson or of any of his/her family members living in indigent circumstances.

    (v) Financial assistance not exceeding Rs. 2 lakh may be provided to coaches and support personnel such as sports doctors, sports psychologists, sports mentors, physiotherapists, masseurs who have been attached with national coaching camps for senior category players and national teams (senior category), and umpires, referees and match officials, who have been associated with recognized national championships (senior category) and international tournaments (senior category) in the sports disciplines included in Olympic Games, Asian Games and Commonwealth Games who are living in indigent circumstances or to family members of such deceased support personnel living in indigent circumstances.

Subsequently, consolidated instructions on incentives for sportspersons were also circulated vide this Department’s OM No. 14034/01/2013-Estt.(D) dated 03.10.2013.

2. All Ministries/Departments are again requested to bring the aforesaid instructions mentioned in the preceding paragraph to the notice of all concerned for appointment of meritorious sportspersons to Central Government Civil posts. Strict compliance of these instructions may be ensured for making appointment of meritorious sportspersons, thereby achieving the desired objectives of encouraging and promoting sports in the country.

Sub : Relaxation in minimum education qualification norms for recruitment of sportspersons in Group-C against sports quota, both through Talent Scouting and Open Advertisement, against the Non-Technical Popular Categories.

Ref.: Railway Board’s letter No.E(NG)II/2-12/RR-1/16/Pt.A dated 17.12.2014 (RBE No- 145/2014).
In the aforesaid letter it has been stipulated that the minimum educational qualification for recruitment to the post of Office Clerk, Account Clerk, Ticket Collector, Commercial Clerk and Train Clerk under Non-Technical Popular Categories (NTPC), should be 12th (+2 Stage) pass or equivalent, with not less than 50% marks in the aggregate.

2. The question has been raised to whether in the case of sportsperson to be appointed against the post mentioned in pre-para, has to possess minimum of 50% marks in 12th (+2 Stage). The matter has been considered and it has been decided that for recruitment to said posts against sports quota, both through Talent Scouting and Open Advertisement, the candidate having minimum a pass certificate in 12th Class (+2 Stage) need not be insisted upon and candidates possessing a pass certificate in 12th class (+2 Stage), may also be considered for appointment, provided the other prescribed conditions are satisfied in their case.
3. This issues with approval of Board (MS).

Facilities for sportspersons
The Minister of State (Independent Charge) for Youth Affairs and Sports Shri Sarbananda Sonowal has said that the Ministry of Youth Affairs & Sports provides Special Awards to Medal winners for the medals won in International Sports Events. Medal winners in National Games are not covered in the Ministry’s scheme of Special Awards.

In a written reply in the Rajya Sabha today Shri Sonowal said, as Sports is a State subject, the primary responsibility for promotion and development of sports including identification and nurturing of potential talent is that of States. However, the Ministry of Youth Affairs & Sports and the Sports Authority of India, an autonomous body under administrative control of the Ministry, supplement the efforts of the States under the following schemes:

I. Schemes being implemented by the Department of Sports, Ministry of Youth Affairs & Sports
(i) “Rajiv Gandhi Khel Abhiyan” (RGKA), a centrally sponsored scheme introduced in 2014-15 in place of erstwhile Panchayat Yuva Krida aur Khel Abhiyan, aims at construction of Integrated Sports Complexes in all block panchayats of the country in a phased manner and providing access to organized sports competitions at block, district, state and national levels.

(ii) Urban Sports Infrastructure Scheme, introduced in 2010-11, envisages development of playfields by the State Governments through Playfield Associations, coach development programme through Central and State Governments, creation of infrastructure including laying of artificial turfs for hockey, football and athletics, and construction of multi-purpose hall. Under the Scheme, State Governments, local civic bodies, schools, colleges, universities and sports control boards are eligible for assistance.

(iii) Scheme of Assistance to National Sports Federations (NSFs) for conduct of National Championships at Senior, Junior, Sub-Junior level for men and women, conduct of international tournaments in India, participation of sportspersons in international sports competitions, organizing coaching camps, engagement of foreign coaches, and procurement of sports equipments.

(iv) National Sports Development Fund (NSDF) for various activities including giving assistance to elite athletes, who are medal prospects for their customized and tailor-made training and competition exposure.

(v) Scheme of Human Resource Development in Sports focusses on developing human resources in sports sciences and sports medicine for the overall development of sports and games in the country. The scheme also provides assistance to coaches and referees / judges to upgrade knowledge / accreditation level and assistance for participation in and conduct of seminars in India, etc.

(vi) Scheme of Special Cash Awards for Winners of medals in international sports events and their coaches.

(vii) Scheme of Pension to Meritorious Sportspersons after they retire from active sports career with the objective of providing them financial security and incentivizing sporting achievements.

(viii) Scheme of National Sports Awards, viz, Rajiv Gandhi Khel Ratna, Arjuna Awards, Dronacharya Awards, Dhyanchand Awards for honouring them for their achievements and contributions as sportspersons and coaches.

(ix) National Welfare Fund for Sportspersons for providing lump sum financial assistance to sportspersons now living in indigent conditions for their medical treatment etc.

(x) Scheme of Sports & Games for Persons with Disabilities for broad-basing of sports among differently-abled sportspersons by way of conduct of training for community coaches, conduct of sports competitions and providing assistance to schools/institutes having differently-abled sportspersons on their rolls for procurement of sports equipments and engagement of coaches on contract basis.
II. Schemes being implemented by Sports Authority of India
(i) National Sports Talent Contest (NSTC): The main objective of the scheme is to identify gifted and talented sportspersons among school children in the age group of 8-14 years.

(ii) Army Boys Sports Companies (ABSC) is implemented in collaboration with the Army. Children in the age group of 8-16 years are imparted scientific training to achieve excellence at national and international levels. The scheme also provides job opportunities in the Indian Army. Similar arrangements are proposed to be made in Central Para-military forces.

(iii) Special Area Games (SAG): This Scheme follows an area-specific approach to scout and nurture talent for modern competitive games and sports from tribal, rural, coastal and hilly areas of the country. The main objective of the scheme is to train talented and meritorious sportspersons in the age group of 12-18 years.

(iv) SAI Training Centres (STC): Under this scheme, talented youth in the age group of 12-18 years are given the option to join the scheme on residential or non-residential basis.

(v) Centres of Excellence (COE): The main objective of this scheme is to identify and train outstanding sportspersons who are medal prospects for the country in international competitions.

Sports Ministry Revises Rashtriya Khel Protsahan Puruskar Scheme

Sports Ministry Revises Rashtriya Khel Protsahan Puruskar Scheme

The Ministry of Youth Affairs & Sports has revised the Scheme of Rashtriya Khel Protsahan Puruskar, which was introduced in 2009 to encourage and promote involvement of corporates, sports promotion boards etc., in the promotion and development of sports in the country. In the revised scheme, Rashtriya Khel Protsahan Puruskar will be given in following four categories:
(i) Identification and nurturing of budding/young talent
(ii) Encouragement of sports through Corporate Social Responsibility (CSR)
(iii) Employment of sportspersons and sports welfare measures
(iv) Sports for Development.
In the revised Scheme, eligibility criteria for all four categories have been prescribed. As ‘Training to promote rural sports, nationally recognized sports, Paralympic sports and Olympic sports’ have been included in the Schedule VII of the Companies Act 2013 and the companies can now spend on promotion and development of sports from the funds earmarked for Corporate Social Responsibility (CSR), a specific category for ‘Encouragement of sports through Corporate Social Responsibility’ has been provided for in the revised Scheme.

As non-governmental organizations are also doing a lot of work in promotion and development of sports, a separate category ‘Sports for Development’ has been provided for exclusively for NGOs to recognize their contributions.

OFFICE MEMORANDUM

Subject: Appointment of meritorious Sportspersons in relaxation of the procedure — regarding.
The undersigned is directed to invite reference to Paragraph 3 of this Department’s Office Memorandum No.14015/1/76-Estt.(D) dated 4th August, 1980 on the above subject, as under:

Extant of such recruitment

a) Ministries/Departments of Government of India can recruit meritorious sportsmen in any year in relaxation of the recruitment procedure, to the extent that these including all other reservations under existing orders do not exceed 50% of the total number of vacancies proposed to be filled
by direct recruitment.

b) For the purpose of making appointment of meritorious sportsmen, the appointing authorities may at their discretion notify to the Staff Selection Commission, in all cases where the recruitment to the posts have been entrusted to that Commission, vacancies reduced by upto 5% thereof and may fill such vacancies so held back by appointing meritorious sportsmen subject to the overall limitations mentioned in sub-para (a) above.

2. It has come to the notice of this Department that some Ministries/Departments of Government of India are not adhering to / following the above mentioned provisions / instructions scrupulously. Accordingly, all Ministries/Departments are requested to bring the aforesaid instructions mentioned in the preceding paragraph to the notice of all concerned for appointment of meritorious sports persons to Central Government Civil posts.
