Gazette Notification: Minimum educational qualification for Motor vehicle inspector and Assistant Motor vehicle inspector

Notification no. S.O. 1215(E) dated 8th March 2019 regarding minimum educational qualification for Motor vehicle inspector and Assistant Motor vehicle inspector

MINISTRY OF ROAD TRANSPORT AND HIGHWAYS

NOTIFICATION
New Delhi, the 8th March, 2019

S.O. 1215(E). -In exercise of the powers conferred by sub-section (4) of section 213 of the Motor Vehicles Act, 1988 (59 of 1988), the Central Government hereby makes the following amendments in the notification of the Government of India in the Ministry of Road Transport and Highways published in the official Gazette vide number S.O. 443(E), dated the 12th June, 1989, namely:-

In the said notification, under the heading 'Qualification', for serial numbers 1 to 4 and the entries relating thereto, the following serial numbers and entries shall respectively, be substituted, namely:-

"(i) 10th standard pass from any recognised Board; and
(ii) a diploma in Automobile Engineering (three year course);
or
a diploma in Mechanical Engineering (three year course), awarded by any institution recognised by the Central Government or State Government; and
(iii) holding a driving license authorising to drive motor cycle with gear and light motor vehicles.".

Sub: Minimum educational qualification for appointment in Level-l of the pay matrix of 7th CPC on compassionate grounds

Attention is invited to instructions issued vide this Ministry's letter under RBE No.73/2017 dated 27.07.2017 and RBE No. 192/2017 dated 11.12.2017, laying down minimum educational qualification for recruitment of staff from open market to posts in Level-l of the pay matrix of 7th CPC (earlier Grade Pay Rs.1800/-), through all modes, against direct recruitment quota in various departments. Since, appointment on compassionate grounds made against direct recruitment quota vacancies, the qualification prescribed for posts against direct recruitment quota are equally applicable for considering appointment on compassionate grounds.

The matter has been reviewed, owing to difficulty being faced, in appointment of candidates on compassionate grounds, it has been decided that such candidates who have passed 10th standard but is not in possession of technical qualification i.e. National apprenticeship Certificate(NAC) granted by NCVT or ITI or courses/ Trade Diploma the prescribed qualification for technical and commercial (catering) departments, v1z., Civil Engineering, Mechanical, Electrical, S& T Departments and Commercial Catering Level-l, may also be considered for appointment, providing them on job training for a period of six months.

Relaxation in minimum education qualification norms for recruitment of Sportspersons in Group-C

G.I., Ministry of Railways, Railway Board Letter No.2015/E(Sports)/4(1)/2/Educational Qualification, dated 10.3.2015

Sub : Relaxation in minimum education qualification norms for recruitment of sportspersons in Group-C against sports quota, both through Talent Scouting and Open Advertisement, against the Non-Technical Popular Categories.

Ref.: Railway Board’s letter No.E(NG)II/2-12/RR-1/16/Pt.A dated 17.12.2014 (RBE No- 145/2014).
In the aforesaid letter it has been stipulated that the minimum educational qualification for recruitment to the post of Office Clerk, Account Clerk, Ticket Collector, Commercial Clerk and Train Clerk under Non-Technical Popular Categories (NTPC), should be 12th (+2 Stage) pass or equivalent, with not less than 50% marks in the aggregate.

2. The question has been raised to whether in the case of sportsperson to be appointed against the post mentioned in pre-para, has to possess minimum of 50% marks in 12th (+2 Stage). The matter has been considered and it has been decided that for recruitment to said posts against sports quota, both through Talent Scouting and Open Advertisement, the candidate having minimum a pass certificate in 12th Class (+2 Stage) need not be insisted upon and candidates possessing a pass certificate in 12th class (+2 Stage), may also be considered for appointment, provided the other prescribed conditions are satisfied in their case.
3. This issues with approval of Board (MS).
