Sub: Direct recruitment from open market in Level-1 (7th CPC pay matrix) - Procedure-regarding.

The non-materialization of full panel despite all out efforts made by the Railway recruiting agencies has been engaging the attention of the Board. Accordingly, the procedure for recruitment from open market in Level-1 was reviewed and following decisions taken with respect to different instructions issued from time to time:-

i) Para I (ii) of instructions contained under RBE No. 138/2014 dated 10.12.2014 lays down that "the number of candidates called for Physical Efficiency Test (PET) should be 02 (two) times the number vacancies".

In modification of above, the number of candidates to be called for PET should now be 03 (three) times the number notified vacancies.

ii) Para 3 of instructions contained in RBE No. 73/2008 dated 17.06.2008 lays down that "the number of candidates called for Document Verification (DV) shall be 20% over & above the number of vacancies".
In modification of above, henceforth, the number of candidates to be called for DV shall be twice the number of notified vacancies.

iii) Para 2 of instructions contained in RBE No. 06/2014 dated 10.01.2014 stipulates that "no replacement panels are to be given against non-joining of selected candidates".

In modification of the above, it has been decided that the panel will now be formed to the extent of the notified vacancies with a standby panel of 50% of the notified vacancies. In case the main panel plus stand-by is also exhausted and still there is a shortfall vis-a-vis notified vacancies, the recruiting agency may further go down in the list of candidates which meet the requirement of minimum qualifying marks in their respective community for conducting PET(If needed) and DV/ME to the extent of shortfall community-wise. This may be done till the demand from the concerned Railway administration w.r.t indent placed and vacancies notified is fully met. These provisions shall be subject to currency of the panel.

2. The above guidelines will also be applicable to recruitment notification published under centralized Employment Notice No. 02/2018, issued by Railway Recruitment Boards.

Following the Central Government recommended by the 7th Pay Commission, the Government of Jammu & Kashmir has also accepted the Pay Matrix Table for its employees in Notification issued on 24.4.2018.

Pay Matrix Table means a number table with Levels of Pay arranged in vertical cells as assigned to corresponding existing Pay Band and Grade Pay.

Level in the Pay Matrix means the Level corresponding to the existing Pay Band and Grade Pay specified in the table.

Pay in the level means pay in the appropriate Cell of the Level as specified in the table.

Revised Pay Structure in relation to a post means the Pay Matrix and the Levels specified therein corresponding to the existing Pay Band and Grade Pay. Basic Pay in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix.

Revision of pay of teachers and equivalent cadres in universities and colleges following the revision of pay scales of Central Government employees on the recommendations of the 7th Central Pay Commission.

For fixation of pay of an employee in the Pay Matrix as on 1st January, 2016, the existing pay (Pay in Pay Band plus Academic Grade Pay) in the pre-revised structure as on 31st December, 2015 shall be multiplied by a factor of 2.57. the figure so arrived at is to be located in the Academic Level corresponding to employee’s Pay Band and Academic Grade Pay in the new Pay Matrix. lf a Cell identical with the figure so arrived at is available in the appropriate Academic Level, that Cell shall be the revised pay; otherwise the next higher cell in that Academic Level shall be the revised pay of the employee. If the figure arrived at in this manner is less than the first cell in that Academic Level, then the pay shall be fixed at the first cell of that Academic Level.

Pay Matrix Recommended by 7th CPC is not final and subject to change – Federation Sources

The Constituent Unions of NCJCM has called for three days’ agitation Programme from 19-1-2016 to 21-1-2016 to draw the attention of central government to settle the Modified charter of demands.

Recently they demanded the government to constitute an empowered Committee to settle their demands through negotiation. However, the Cabinet gave its approval for constitution of an Empowered Committee to study the 7th Pay Commission report for implementation Process.

We asked some Trade Union Leaders about their expectation from the Government in respect of 7th Pay Commission report. They told that so far they didn’t have any formal meeting over Pay commission report with Government after the report submitted by commission. When asked about their opinion about the Format of Pay Matrix recommended by 7th Pay Commission,

they said " We don’t think that the Pay Matrix recommended by 7th CPC is Final, we won’t accept the Fitment factor recommended by the Commission”

They said, “Of course there will be some anomaly would arise when it is in the process of implementation in respect of Pay Matrix . That cannot be anticipated now. As of now Anomalies in bunching and Promotion benefits are expected. But we think this Pay scale recommended in 7th pay commission report is not FINAL and subject to change. Because it needs concurrence from both the end.”

They added further ” The central government may accept this recommendation without any modification. Because the central government itself told after giving four-month extension to the Pay Commission that the Seventh Pay Commission would be mindful of the fiscal concerns. It indicates the Central Government intention. But the Central Government Employees’ Unions and Association are very much disappointed with this recommendation and we sought modifications in many recommendations. Our Federations declared it as retrograde recommendation. Hence it will not be easy for the central government to implement the report without doing any change in the recommendations”.

So the Unions Federations are not getting too much involved in 7th CPC Pay Scales. Because they are firm in their decision that percentage of increase recommended in minimum pay is far below the required level prescribed by Dr. Akhroid formula and 15th ILC norms for determining Minimum Pay and it need to be increased. However, NFIR has tried to establish that the take home pay is very much less when compared to previous pay commissions. If the Central Government accept to increase the Minimum Pay, then that would be the criteria for arriving subsequent pay scales. Hence expecting changes in Pay Matrix is inevitable.
