Awareness workshop for Central Government Pensioners held at Chennai

An awareness workshop for Central Government pensioners was held in Chennai today. It was organized by the Department of Pension and Pensioners' Welfare. Around 150 pensioners participated in the workshop. Shri. Sanjiv Narain Mathur, Joint Secretary, Department of Pension and Pensioners Welfare, Government of India, inaugurated the workshop.

In his inaugural address, Shri Sanjeev said that the department is conducting a series of awareness workshops all over the country, for the welfare of pensioners and IVRS facility will be launched soon for grievance redressal for pensioners. He also said that in the pension adhalat conducted last September, over 9300 grievances was sorted out on the spot. He mentioned about the documentary film on digital life certificate and requested the pensioners to watch for clarification.

The sessions in the workshop covered post-retirement benefits, CGHS facilities, investment option and Income Tax benefit available to the senior citizens. The sessions provided a detailed over-view of entitlements of the pensioner & other benefits. They also got to know about Bhavishya Software which is a common online platform for processing of pension cases by all civil Ministries/ Departments of Government of India. This system is now integrated with PAO and CPAO through their online module, PFMS and PARAS respectively.

BHAVISHYA

Department of P&PW has introduced an online Pension Sanction and Payment Tracking System called 'BHAVISHYA'. Actions for timely payment of retirement dues and issue of Pension Payment Order (PPO) start one years before the date of retirement of the employee. There are a number of intervening stages and the system will pinpoint delays at each stage to enable timely interventions. The tracking can be done by the retiring employee as well as the administrative authorities.

In addition, forms required during the process are available in electronic format. The retiring employee can fill the forms online. It facilitates the administrative authorities by processing the claims and passing on the calculated amounts and other details to the Pay and Accounts Offices. The new system will also capture personal information, service data and contact details like mobile number and e-mail etc. The retiring employees will be kept informed of the progress of pension sanction process through SMS/E-mail.

Department of Pension & Pensioners' Welfare has implemented an online system called 'BHAVISHYA' for retiring central government civil employees. The system provides for on-line tracking of pension sanction and payment process. Tracking can be done by the individual as well as the administrative authorities for all actions preparatory to grant of pension and other retirement benefits. This is in line with the priorities of Government to ensure transparency and accountability in systems and processes.

At present, Bhavishya is implemented in main secretariat of 89 Ministries/ Departments except Ministry of Railways, Ministry of Defence, Department of Post, Department of Atomic Energy, Department of Tele communication and some security related sensitive organizations.

There is no such proposal to revamp the payment of pension through Public Sector Banks. However, the data base for the existing pensioners is being updated by the Authorized Banks for pensions’ payment once in a year through master data reconciliation with Central Pension Accounting Office (CPAO) and from time to time based on the Special Seal Authority (SSA) issued by CPAO to Central Pension Processing Centers (CPPCs) of Banks.

The Authorized Banks submit the report of payment of pension through e-scrolls to CPAO after making the payment of pension. Life Certificate is submitted by the Central Civil Pensioners/ Family Pensioners in the month of November every year and excess payment of pension may happen if the pensioner dies before the coming November, i.e., the next due date of submission of Life Certificate. If excess/ wrong payment of pension is paid to the pensioner by Public Sector Banks then entire amount is recovered by the Banks from the pensioners/ family pensioners as per the guidelines of Reserve Bank of India (RBI) in this regard. During the financial year 2016-17, an amount of about Rs. 73 crore was received/ recovered from the Authorized Banks by the Central Pension Accounting Office in respect of central civil pensioners/family pensioners.

Retiring Employees Can Check their PPO Status online
The facility of checking the PPO Status and pension service is available online on Web Responsive Pensioners' Service. Central Government Employees, who are retiring and whose pension papers are submitted on "Bhavishya" Application, now can check their PPO Status online. "Bhavishya" is now mandatory.

Pension Processing Status Tracking :
 Retired and retiring pensioners can track status of their pension cases of both new as well as revision like date of receipt of their cases in CPAO and date sent from CPAO to the Bank. To track the pension status, in respect of retired government employees, PPO numbers, date of birth and date of retirement/date of death are required. For retiring employees, PAN number and date of retirement is required.

Sub: Processing of Pension cases mandatorily through Bhavishya (Online Pension Sanction & Payment Tracking System) w.e.f 01/01/2017 - reg.

Department of Pension and Pensioners’ Welfare is responsible for formulation of policy and coordination of matters relating to pension policy and welfare of Central Government pensioners. It has been seen that despite detailed guidelines and instructions to the contrary a large proportion of retiring employees do not get their retirement benefits and the Pension Payment Order(PPO) in time. It is likely that such retired employees find it difficult to get the process completed after retirement. The sanction process starts more than a year before the date of retirement and requires cooperation amongst various agencies. This department has, therefore, launched Bhavishya - an online pension sanction and payment tracking system. The system by keeping track of the progress of each case introduces transparency and accountability. Both the retiring employees as well as administrative authorities can monitor progress at each stage.

2. The system has been running successfully in the main Secretariat of all ministries/departments for the last one year. It has since been extended to cover over 3000 Drawing and Disbursing Officers and Pay and Accounts Offices from various ministries/departments and their attached offices.

3. It has now been decided that all Heads of Offices will henceforth mandatorily process all pension cases only through Bhavishya. In this, where necessary, they will assist the retiring employee to submit the online application form. The Pay and Accounts Offices will process cases generated through Bhavishya through the pension module in COMPACT till the Public Financial Management System(PFMS) is made operational and integrated with Bhavishya.

4. It is to be noted that all authorities will strictly follow the timelines prescribed under the CCS(Pension) Rules and in no case will the pension case be delayed on account of electronic processing through Bhavishya.

5. These instructions take effect from 1st January, 2017.

The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS (IC) for Youth Affairs and Sports, MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh has said all Central Ministries and Departments will be linked to the online Pension Sanction and Payment Tracking System ‘Bhavishya’ very soon. Chairing the 28th meeting of the Standing Committee of Voluntary Agencies (SCOVA) here today, Dr. Jitendra Singh said that with this step, the pension release to the retired employees will be expedited and it will also help quick resolution of pending issues.

Dr. Jitendra Singh said we need to put in place an institutionalized mechanism to make good use of the knowledge, experience and efforts of the retired employees which can help in the value addition to the current scenario. India has a large number of pensioners today and to make best use of them is a challenge, he added. Dr. Jitendra Singh said the retired employees are a healthy and productive workforce for India and we need to streamline and channelize their energies in a productive direction. We should learn from the pensioners’ experience, he added. Dr. Jitendra Singh said that the Government has started ‘Anubhav’ scheme for the retiring employees to write an account of their experiences which can be helpful in improving the system. He also said that a focused approach and emphatic attitude needs to be developed towards the pensioners.

Earlier, the Secretary, Department of Pension & Pensioners Welfare and Secretary, Department of Administrative Reforms & Public Grievances, Shri C. Viswanath directed that all the Pension Payment Order (PPOs) should be digitized. The 28th SCOVA meeting was attended by the member Pensioners Associations and senior officers of the important Ministries/Departments of Government of India.

The Department of Pension & Pensioners Welfare has taken various initiatives for the welfare of the pensioners. The online Pension Sanction and Payment Tracking System ‘Bhavishya’ has introduced transparency and accountability into the pension sanction and payment process, thereby helping eliminate delays and bring satisfaction to the retiring employees and pensioners. The system keeps retiring employees and administration informed of the progress of pension sanction process through SMS/e-mail. In the year 2015-16, the scheme has been scaled up and will eventually cover all 9,000 Drawing & Disbursal Offices (DDOs) in the country.

‘Sankalp’ is an initiative for motivating retiring employees and pensioners to take up voluntary work after retirement so as to channelize their experience and skill towards productive work for society and nation building. The Department has so far registered 1,812 Pensioners, 16 Organisations and 19 Pensioners Associations under this project. Some Pensioners Associations have done exemplary work under the initiative.

‘Anubhav’ was launched in February, 2015 on the direction of the Prime Minister Shri Narendra Modi. This initiative is to showcase the outstanding work done by retiring employee that contributed to the efficiency, economy and effectiveness in Government functioning. It is envisaged that over a period of time this will create a wealth of information, institutional memory and innovative ideas and will motivate employees.

‘Jeevan Pramaan’ is a facility created for submission of Aadhaar based digital life certificate. This scheme was initiated by the Prime Minister on November 10, 2014. This scheme provides an excellent facility for the benefit of pensioners to submit their digital life certificate from the comfort of their homes. The Pensioners Associations are actively involved in motivating their fellow pensioners to get their pension accounts seeded with Aadhaar Number. Due to continuous efforts, as on date around 34 lakh i.e 71% of Central Government pensioners have seeded their bank accounts with Aadhaar Numbers.

Minutes of the meeting held on 17.03.2016 at 10.00 AM under the Chairpersonship of Secretary (P&PID on the status of Implementation of Bhavishya in the Ministries/Department including their attached & subordinate offices

A meeting to review implementation of Bhavishya was conducted on 17.03.2016 under the Chairmanship of Secretary (Pension) at 10.00 AM at CD Deshmukh Auditorium, India International Center, New Delhi.
2. List of Participating Ministry/Department is at Annexure-I

3. JS (Pension) welcomed the participants in the meeting and briefed about the status of implementation of Bhavishya . Till date 1814 DDOs are registered with Bhavishya Portal and 4975 DDOs from attached/subordinate offices/Para Military forces are yet to be registered.

4. Secretary (P&PW) stated that 52 Ministries/Department have not taken follow-up action on the decision taken in the last Review Meeting held on 05.02.2016 and this is not acceptable. After taking stock of status of implementation in different ministries/department the following decisions have been taken in the meeting:
i) Nodal Officer of each Ministry/Department should ensure that all the Salary/Pension DDOs of their Departments including Attached/Subordinate offices/Para Military forces must register on to Bhavishya before 31st March, 2016.
ii) Nodal Officer of each Ministry/Department should upload the complete/updated information about their attached offices, subordinate offices, and DDOs, etc in the prescribed tables under ‘Organizational status -Utility’ on Bhavishya Portal.
iii) NIC-DOP&PW will include a column ‘Remarks’ for Nodal Officer under ‘Organizational status -Utility’
iv) DDOs already registered on Bhavishya should upload the information of all the retirees on Bhavishya portal by way of uploading XML file of their salary package on Bhavishya. In this regard ‘User Manuals’ may be referred which are uploaded on the Bhavishya portal
v) DoP&PW will call a meeting of NIC and those Ministries/Department who are unable to get the NIC-Email ID for their DDOs, HOOs and PAOs, which is mandatory for registration in Bhavishya.
vi) Nodal Officers of Ministries/Department is requested to approach NICSI for the training on Bhavishya of their DDOs/HOO/Staff at a single point. Attached and Subordinate offices will also route their training requirement through the Nodal Officers of Ministries/Department. A meeting with NICSI and their empanelled agency will be called alongwith those ministries who are facing problem for conduction of training programme for their officers.
vii) DoPPW will contact each registered DDOs and HOOs through Call Center set up by this Department to know the status of implementation of Bhavishya. All DDOs and HOOs may be instructed by the Nodal Officer to cooperate with representative of Call Center and provide necessary inputs.
viii) Secretary (P&PW) has taken a serious note, of not attending the Review meeting by some of the Ministry/Department and directed to write a d.o. letter to the Secretary of the concerned Ministry/Department.
ix) Secretary (Pension) also directed to incorporate regional offices of D/o Official Language in Bhavishya Portal.
x) There was mismatch in some cases of data uploaded on the Bhavishya Portal under ‘Organizational Status-Utility’ and the data as stated by the Nodal Officer/representative of some ministries in the meeting. Secretary (Pension) directed to reconcile the data discrepancy.
5. The next Review Meeting on Bhavishya under the Chairpersonship of Secretary (P&PW) with the Nodal officers of all Ministries/Department will be will called shortly.

6. The meeting ended with a vote of thanks to the Chair.

    A meeting on implementation on Bhavishya was conducted on 05.02.2016 under the Chairmanship of Secretary (Pension) at 11.00 AM

    3. J S (Pension) welcomed the participants in the meeting and briefed about the status of implementation of Bhavishya . Till date 860 DDOs are on board Bhavishya though the total number of DDOs is about 9000.

    4. Secretary (P&PW) after reviewing the follow up action on the decisions taken on 08.01.2016, directed that each Ministry/Department will have to take responsibility of their attached/sub-ordinate offices for implementation of ‘Bhavishya’. After due deliberation, the following decisions were taken:

    i) Each Ministry/Department will ensure that all the DDOs are registered on Bhavishya within a weeks time. Nodal Officer of each Ministry/Department has already been provided online facility to register their DDOs/HOOs of their attached / subordinate offices.

    ii) Nodal Officer of each Ministries/Department will collect the requisite information in the 6 prescribed formats in Annexure-II and upload the above information on Bhavishya Portal under ‘Utility-organization status’.

    iii) It was pointed out by a number of Ministries/Departments that Bhavishya portal is functioning only in NICNET which is not always available in all the Central Government Offices and requested for alternate access to the Bhavishya software. DoP&PW will take necessary steps to resolve this problem

    iv) DoP&PW will upload the minutes of the meeting on the department’s website as well as Bhavishya Portal and also send the minutes to all the participants
    through e-mail.

    5. The next Review Meeting on Bhavishya under the Chairpersonship of Secretary (P&PW) will be within two weeks time with the Nodal officers of all Ministries/Departments.

    6. The meeting ended with a vote of thanks to the Chair.
