Sub: Implementation of Government’s decision on the recommendations of the Seventh Central Pay Commission – Revision of pension of pre-2016 retired Medical Officers of Army Medical Corps/ Army Dental Corps/ Remount & Veterinary Corps-reg.

Sir,

The undersigned is directed to refer to this Ministry’s letter No. 17(01)/2017/ (02)/D(Pension/ Policy) dated 5 September 2017. In accordance with Para-4 of this letter, the revised pension/ family pension of all Armed Forces Personnel who retired/ died prior to 01.01.2016, shall be revised by notionally fixing their pay in the pay matrix recommended by the 7t CPC in the level corresponding to the pay in the pay scale/pay band and grade pay at which they retired/ died. This will be done by notional pay fixation under each intervening Pay Commissions based on the formula for revision of pay. The revised rates of Military Service Pay, Non-Practice Allowance, where applicable, and ‘X’ Group. Pay & Classification Allowance for JCO/ORs, if applicable notified in terms of 7th CPC orders, shall also be added to the amount of pay notionally arrived at under the 7th CPC pay matrix and shall be termed as notional reckonable emoluments as of 01.01.2016 while fixing pay on notional basis. It was further decided at para-6 of the letter that higher of the two formulations ice. the pension/ family pension already revised in accordance with this Ministry’s letter No. 17 (01)/ 2016-D(Pen/Pol) dated 29.10.2016 or the revised pension/family pension as worked out in accordance with Para-5 of the MoD letter dated 05.09.2017 referred above, shall be granted to pre-01.01.2016 ‘Armed Forces pensioners as revised pension/family pension w.e.f. 01.01.2016.

2. Department of Pension & Pensioners’ Welfare vide their OM No. 38/37/16-P&PW(A){iii) dated 11th September 2017 have decided that NPA at the rate as applicable as of 01.01.2016 shall be added to notional pay as of 01.01.2016 to arrive at pension/ family pension of retired medical officers w.e.f. 01.01.2016 and the pension/ family pension of retired medical officers shall be further revised w.e.f, 01.07.2017 by adding NPA @ 20% to the notional pay as on 01.01.2016, instead of NPA admissible as on 01.01.2016 subject to the condition that the notional pay as on 01.01.2016 plus NPA does not exceed the average of basic pay of the revised scale applicable to the Apex Level and the level of Cabinet Secretary.

 

3. The matter regarding revision of all kinds of pension/ family pension of medical officers of Armed Forces who have retired/ died prior to 01.01.2016 has been examined by the Govt. and it has been decided that NPA at the rate as applicable as of 01.01.2016 shall be added to notional pay worked out in terms of Para-4 of the MoD letter No. 17(01)/2017/(02)/D (Pension/ Policy) dated 5th September 2017 to arrive at notional reckonable emoluments as on 01.01.2016 for calculation of pension/ family pension of pre-01.01.2016 retired/ died Medical Officers of Armed Forces, w.e.f. 01.01.2016. All kinds of pension/ family pension of pre-01.01.2016 retired/ died medical officers of Armed Forces Pensioners/ family pensioners shall be further revised w.e.f. 01.07.2017 by adding NPA @ 20% of notional pay in VIIth CPC scale to the notional pay as on 01.01.2016, instead of NPA admissible as on 01.01.2016 (which was 25% of pre-revised scale).

4. The fixation of pension/ family pension of retired Medical officers of Armed Forces in the above manner, shall be further subject to the condition that emoluments (ie. Basic Pay + MSP + NPA) to be reckoned for pension do not exceed Rs. 2,37,500/- (Rupees two lakh thirty seven thousand five hundred only). Amount of Gratuity and CVP which has already been notified, shall remain unchanged.

Sir,
I am directed to refer to this Ministry’s letter No. 1(07/2013-D(Pension/Policy) dated 15.05.2015 regarding simplification of pension process for permanently disabled children and dependent parents/ siblings for family pension. It has been noticed that name of divorced/ widowed/ unmarried daughter has not been included in MoD letter No. 1/(07)/2013/D(Pension/Policy) dated 15.05.2015 causing delay in sanctioning of family pension to such eligible members 1.e. widowed/ divorced/ unmarried daughter, although name of such eligible members was a part of DoP&PW OM No. 1/6/08-P&PW(E) dated 22.06.2010.

2. It is, therefore, decided to issue amendment to GoI MoD letter No. 1(07)/2013-D (Pension/Policy) dated 15.05.2015 as under-

(a) For “disabled children/ siblings and dependent parents” read- “permanently disabled child/ children/ siblings/ dependent parents and widowed/ divorced/ unmarried daughter,” wherever it appears in GoI MoD letter dated 15.05.2015.

(b) New clause numbered 5(iii) “To widowed/ divorced/ unmarried daughters” may be inserted below Para-5(ii) to GoI MoD letter dated 15.05.2015 as under:-

(iii) “To widowed/ divorced/ unmarried daughters”

In case the eligibility of all the above categories of claimant mentioned in para 5(i) and 5(ii) of GoI, MoD letter no. (7)/2013-D(Pension/Policy) dated 15.05.2015 ceases to be payable, the PDA will allow family pension to such widowed/divorced/ unmarried daughter in their hierarchy of DoB after production of marriage/ re- marriage/ death certificate, as the case may be, in respect of all the categories of claimants mentioned in Sub Para - i) and (i) of para 5 of GoI, MoD letter dated 15.05.2015, if any.”

(c) After inserting above clause in Gol, MoD letter dated 15.05.2015, remaining sub clauses under para -5 may be renumbered in following manner:
  • Existing Clause 5(iii) “To the dependent parents-first mother, then father” to be renumbered as 5(iv)
  • Existing Clause 5(iv) “To the permanently disabled siblings” to be renumbered as 5(v).
3. The word “Farther” in first line of para 5(iii) of GoI, MoD letter no. 1(7)/2013-D (Pension / Policy) dated 15.05.2015 may be replaced by word “Father”.

4. The renumbered para 5(iv) referred above may be amended as follows:-

For: “When claimants in (i) and (ii) die or become ineligible- on production of death certificate/ re-marriage-intimation of spouse and/ or death certificates of all permanently disabled children, family pension would be allowed by PDA to dependent parents.”

Read: “When claimants in (i), (ii) and (iii) die or become ineligible- on production of death certificate/ marriage/ re-marriage -intimation of spouse and/ or on production/ intimation of marriage/ re-marriage/ death certificates (as the case may be) of all the eligible dependent son(s) or daughter(s) including permanently disabled child/children and widowed/ divorced/ unmarried daughter, family pension would be allowed by the PDA to dependent parents.”

5. All other terms and conditions shall remain unchanged.

6. This issues with the concurrence of the finance Division of this Ministry vide their ID No 10(01)/2015/ Fin/Pen dated 18/02/2020.

Subject: Clarification regarding grant of Dual Family Pension i.e. Ordinary Family Pension (OFP) from Military Side as well as Special Family Pension (SFP)/ Liberalised Family Pension (LFP) for re-employed Military service – reg.

Sir,

The undersigned is directed to state that references have been received seeking clarification as to whether Special Family Pension (SFP)/Liberalised Family Pension (LFP) is admissible on death of a military pensioner re-employed in military service, and his death is attributable to military service.

2. Prior to 17.01.2013, the NOKs of Armed Force Pensioner who got re-employed in Civil Department/PSUs/Autonomous bodies/Local Fund of Central/State Governments after getting retired from military service were authorized to draw Ordinary Family Pension (OFP) either from military side or from civil side whichever was beneficial to them in terms of Gol, MoD letter No. 10(6)/92/D(Pens/Sers) dated 28.09.1992 and regulation 78 of Pension Regulation Part-I, 2008. Subsequently, vide GoI, MoD letter No. 01(05)/2010-D(Pen/Policy) dated 17.01.2013, two family pensions were allowed w.e.f. 24.09.2012 in the event of death of a re-employed military pensioner.

3. It was further clarified that dual family pension is admissible irrespective of the fact whether the re-employment was in civil or military department vide GoI, MoD letter No. 10(17)/2012-D(Pen/Pol) dated 21.03.2013. Hence, the family pensioners of military personnel re-employed in military e.g. Territorial Army/Defence Security Corps (TA/DSC) are also covered in the ambit of the Gol, MoD letter No. 01(05)/2010-D(Pen/Policy) dated 17.01.2013 for grant of dual family pension w.e.f. 24.09.2012. However, the admissibility of dual family pension was restricted to ordinary family pension (OFP).

4. Department of Pension and Pensioners’ Welfare vide their OM No. 1/3/2016-P&PW(F) dated 24.01.2019 has clarified that the provisions of two family pensions, one in respect of military/civil service and the other for civil service after re-employment, as available in terms of CCS (Pension) Rules, is also applicable under CCS (EOP) Rules.

5. The matter regarding extending the admissibility of Special Family Pension (SFP)/Liberalised Family Pension (LFP) in cases of death attributable to military service in terms of Gol, MoD letter No. 1(2)/97/D(Pen-C) dated 31.01.2001 in the case a of dual family pension has been examined. It has been decided that Department of Pension and Pensioners’ Welfare OM No. 1/3/2016-P&PW(F) dated 24.01.2019 would apply mutatis-mutandis to military/civil pensioners re-employed in military service and it is clarified that the provision of two family pensions, one in respect of military/ civil service and Special Family Pension (SFP)/ Liberalised Family Pension (LFP) for re-employed military service is also applicable. Special Family Pension (SFP)/ Liberalised Family Pension (LFP) if any, would be admissible in terms of GoI,

6. Where, however, on death of the re-employed ex-serviceman if the family is eligible for Special Family Pension (SFP)/ Liberalised Family Pension (LFP) for first service, family pension for second spell of service would be Ordinary Family Pension.

7. Special Family Pension (SFP)/ Liberalised Family Pension (LFP) shall be granted only in respect of one service and in no case, Special Family Pension (SFP)/ Liberalised Family Pension (LFP) will be granted for both the services.

8. The financial benefits in the past cases will accrue with effect from 24.09.2012.

9. Pension Regulation of the three Services shall be amended in due course.

10. This issues with the concurrence of the Finance Division of this Ministry vide their ID No. 10(02)/2017/FIN/PEN dated 21.06.2019.

Subject: Restoration of pension in respect of Defence Service Personnel who had drawn lump sum payment on absorption in Public Sector Undertakings/ Autonomous Bodies - delinking of qualifying service of 33 years for revised pension with effect from 1.1.2006 reg.
Sir,

The undersigned is directed to refer to this Ministry’s letter No.1(04)/2007-D(Pen/Policy) dated 18th Sept,2017 under which orders have been issued for restoration of full pension for those Defence pensioners who had drawn lump sum payment on absorption in Public Sector Undertaking/Autonomous Bodies after expiry of commutation period of 15 years from the date of payment of 100% lump sum amount. The said order also allows revision of pension in accordance with the instructions issued from time to time in implementation of the recommendations of the Pay commissions including Seventh CPC.

2. Instructions were issued by this Ministry vide letter No 1(2)/2016- D (Pen/Pol.) dated 30.9.2016 to the effect that w.e.f.1.1.2006 revised consolidated pension and family pension of pre-2006 Armed Forces pensioners shall not be lower than 50% and 30% respectively of the minimum of the pay in the Pay Band plus Grade pay corresponding to the pre–revised scale from which the pensioner had retired/ discharged/ invalided out/ died including Military Service Pay and ‘X’ Group pay, if any, without pro rata reduction of pension even if they had rendered qualifying service of less than 33 years at the time of retirement.

3. Matter has been considered by the Government and it has been decided that while determining the revised pension of above said category of absorbee pensioners/ family pensioners with effect from 1.1.2006, the pension/ family pension shall also be revised in accordance with the provisions contained in this Ministry’s letter dated 30.9.2016 referred above.

4. The revised pension in terms of this order shall be revised by respective Pension Sanctioning Authorities suo-moto by issuing Corrigendum PPOs in all affected cases. No application in this regard shall be called for either from the pensioners or from the PDAs concerned.

Subject: Classification of casualties of ammunition accidents of 31.5.2016 at Central Ammunition Depot(CAD) Pulgaon and grant of Liberalized Family Pension(LFP) to NoK-reg.

Sir,

I am directed to refer to IHQ of MoD(Army) letter No. 12841/13/2016/PC/AG/MP 5(d) (Cas Sec) dated 20.12.2016 on the subject mentioned above wherein it was informed that on 31.5.2016 a fire broke out in the Central Ammunition Depot (CAD) Pulgaon. While fire-fighting operations were in progress, at about midnight the entire quantity of mine stores in Explosive Stores House 192 with net explosive content of 135,275 Kgs detonated resulting in death of 19 and grievous injuries to 17 military, DSC and civilian personnel. As per the existing provisions, the death/disability of Armed Forces Personnel were classified as Physical Casualty(PC), attributable to Military Service.

2. Representations were received from Next of Kin (NoK) of the casualties for the classification of the aforesaid casualty as Battle Casualty(BC) to make them eligible for Liberalized Family Pension and Ex-gratia compensation under Category D of MoD letter No. 1(2)/97/D(Pen-C) dated 31.01.2001.

3. High number of casualties has resulted due to detonation of huge amount of explosive material contained in mine Stores of CAD, Pulgaon. The case for classification of said casualties as BC has been considered in this Ministry. It has been decided with the approval of the Competent Authority that as an exception, Military Personnel who died/disabled/injured in the above mentioned ammunition accident shall be eligible for BC status for compensation/pension/gratuity as is admissible in terms of MoD letter No. 1(2)/97/D(Pen-C) dated 31.01.2001

5. This issues with the concurrence of the Finance Division of this Ministry vide their ID

In accordance with Para 4.1.1 of said letter, the emoluments reckoned for calculation of pension include Non Practicing Allowance (NPA) granted to Medical officers of Army Medical Corps /Army Dental Corps / Remount & Veterinary Corps.

2. For Medical Officers of Armed Forces who have retired from 1.12016 to 30.6.2017, their pension is based on emoluments which included NPA @ 25% of the pre-revised pay. Orders have been issued by Ministry of Defence vide letter No. 4(10)/2017/D(Med) dated 28th September,2017 for grant of NPA to serving medical officers @ 20% of basic pay w.e.f. 1.7.2017. Accordingly, the medical officers retired/retiring on or after 1.7.2017 are entitled to pension based on emoluments which include NPA at the rate of 20% of the revised basic pay.

3. The matter regarding revision of pension the Medical Officers of Armed Forces who retired during 1.12016 to 30.6.2017 based on revised rate of NPA has been examined by the Government. It has been decided that all kind of pension/family pension in respect of Medical officers of Armed Forces who retired/died during 1.12016 to 30.6.2017 and were drawing NPA at old rates on the date of retirement/death, shall be further revised w.e.f. 1.7.2017 by adding NPA @ 20% to the basic pay on the date of retirement. The fixation of pension/ family pension of retired Medical officers of AMC/ADC/RVC in the above manner, shall be further subject to the condition that emoluments (i.e. Basic Pay MSP + NPA) to be reckoned for pension do not exceed Rs. 2,37,500/- (Rupees two lakh thirty seven thousand and five hundred only). Amount of Gratuity and CVP which has already been notified, shall remain unchanged.

4. This issues with the concurrence of Ministry of Defence (F1nance/Pension) vide their ID No. 10(8)/2018/Fin.Pen dated 11.05.2018.

2. In implementation of the recommendations of the Seventh Central Pay Commission, the minimum pension/family pension to Armed Forces pensioners/ family pensioners has been revised to Rs. 9,000/- per month with effect from 1.1.2016 under this Ministry’s letter No. 17(2)/2016/D(Pen/ Policy) dated 4.9.2017. The President is pleased to sanction enhancement, on compassionate grounds, Ex-gratia Ad-hoc allowance to the following category of pensioners/ family pensioners from Rs. 3,500/- per month to Rs. 9,000/- per month with effect from 1.1.2016.

(a) Armed Forces pensioners/ family pensioners migrated from Pakistan.

(b) Burma Army pensioners/ family pensioners who are Indian nationals and drawing their pension in India.

(c) Burma Army pensioners of Nepalese origin who are drawing pension in India and Indian Embassy, Pension Paying Offices in Nepal.

3. The Ex-gratia adhoc allowance in each case will be so fixed as to increase the existing Ex-gratia adhoc allowance and any relief sanctioned by the Government of India/ Burma/ Pakistan to Rs. 9,000/- per month as on 1.1.2016.

4. The Burma / Pakistan Army pensioners/ family pensioners getting enhancement of Ex-gratia Allowance under these orders will also be entitled to dearness relief on the enhanced Ex-gratia adhoc allowance at the new rates with effect from 1.1.2016 admissible to and notified for Armed Forces pensioners from time to time.

5.The Payment of Dearness Relief under these orders from the dates indicated above shall be made after adjusting the installments of enhanced Dearness Relief already sanctioned and paid to these categories of pensioners. Payment of Dearness Relief involving a fraction of a rupee shall be rounded off to the next higher rupee.

6.The extra liability on account of grant/revision of Ex-gratia Ad-hoc Allowance will be borne by the Government of India and the expenditure will be debitable to the following head of account.

Subject : Grant of Educational Concession to the Children of Armed Forces Officers/Personnel Below Officer Ranks (PBORs) missing/disabled/killed in action

Consequent upon the decision taken by the Government on the recommendations made by the Seventh Central Pay Commission (7th CPC) in Para 8.17.42 regarding enhancement of Educational Concessions to the Children of Armed Forces Officers/Personnel Below Officer Ranks (PBORS) Missing/Disabled/Killed in action and in supersession of earlier order No 6(1)/2009/Edu. Concession/II D(Res) dated 25th Oct 2010 on the subject, the President is pleased to issue the following instructions:
(i) Tuition Fees: Full reimbursement of tuition fee (Capitation fee and caution money not included) levied by the educational institutions concerned (including charges levied for the school bus maintained by the school or actual fares paid for railway pass for students or bus fare certified by the Head of Institutes).

(ii) Hostel Charges: Full reimbursement of Hostel charges for those studying in boarding schools and colleges.

(iii) Cost of books/stationery: Rs. 2000/- (Rupees two thousand only) per annum per student or the amount claimed by the student, whichever is less.

(iv) Cost of Uniform where this is Compulsory: Rs. 2000/- (Rupees two thousand only) or the amount claimed‘by the student, whichever is less.

(v) Clothing: Rs. 700/- (Rupees seven hundred only) per annum per student or the amount claimed by the student, whichever is less.
2. The education concessions referred to above will be admissible only for undertaking studies in Govt/Govt. aided schools/educational institutes, Military/Sainik Schools and other schools or colleges recognised by the Central or State Governments including the autonomous organisations financed entirely by the Central/State Governments.

3. The above educational concessions will be available for school going children from 2 classes prior to lSt class up to and inclusive of the First Degree Course.

4. Re-imbursement of Educational Concession shall have no nexus with the performance of the child in his/her class. In other words, even if a child fails in a particulars class, the re-imbursement of CEA shall not be stopped.

5. The combined amount of Tuition Fees and Hostel Charges shall not exceed Rs. 10,000/-pm.

6. The concession shall go up by 25 percent each time DA rises by 50 percent.

7. These orders shall be effective from 1st July, 2017.

8. The Educational concession referred to in this order will be debit able from Major Head 2076 and Minor Head 800 B(a)2 of the Defence services Estimates (Army) and relevant Heads of Navy, Air Force and Coast Guard.

Rooms and convey the sanction of the President for enhancement of the amount of FMA from Rs. 500/- to Rs. 1000/-per month. The other conditions for grant of FMA shall continue to be in force.

2. Ex-Servicemen who retired on or after 01 Apr 2003 have to-become member of ECHS Compulsorily and are not eligible to draw Fixed Medical Allowance. These orders applicable only in such cases, where the date of retirement is prior to 1.4.2003 and who had opted not to avail medical facilities at OPD of Armed Forces Hospitals/ MI rooms and are not members of ECHS.

3. These orders will take effect from 01.07.2017.

4. All other conditions as laid down in Government of India letter No. 1(1)/98-D(Pen/Sers) dated 15th June 1998 will continue to apply.

5. This issue with the concurrence of Ministry of Defence(Finance/Pension) vide their ID No. 32(9)/2010/Fin/Pen dated 16 August 2017.

Order Issued on Revised Pension for ex-servicemen

The government has issued instructions for implementing the revised pensions for ex-servicemen under the 7th Pay Commission (SPC).

However, the issue of disability pension which had created considerable disappointment in the Services is not covered under this as it has been referred to the anomalies committee.

The government gazette notification on pensions was issued on October 18, defence sources told. This is a follow up action to the resolution dated September 30 issued by the Department of Ex-Servicemen Welfare.

The resolution had caused resentment from the veteran community as it had drastically lowered the disability pension for military personnel by converting the percentage based system to a fixed slab system.
Pending the conversion back to the percentage system it means that those retiring after January 1, 2016 would face a slash in their disability pension.

Subject- Method of Calculation of disability where two types of IDs are involved.

Sir,
It has been observed during perusal of RMB/IMB proceedings that some Armed Forces Personnel have sustained some disability under category ‘B’ & ‘C’ as well as battle casualty under category ‘D’ & ‘E’ of Govt of India, Ministry of Defence letter No. 1(2)/97/D(Pen- C) dated 31st January, 2001 and composite assessment is made for all the disabilities by the Medical Board.

 2. The composite assessment of disabilities may be equal to or less than the mathematical sum of percentage of disabilities. Since the calculation method of normal disability and war injury is different and assessment of disabilities including both i.e. normal disability and war injury are assessed as composite, therefore, in absence of clear directions/ guidelines, calculation of pension value for disabilities including both types of disabilities is not possible. It is also mentioned that rounding off benefit is presently given only in Invalidment cases attributable to or aggravated by military service and not in discharge cases.

3. Now, the issue has been analyzed in totality and the undersigned is directed to state that the methodology of calculation of pension values in cases where War Injury Element and Disability Element both exist may be carried out as follows. Firstly, the composite assessment for all accepted disabilities shall be derived. The higher element, i.e. War Injury Element (WIE) shall be deducted from the composite assessment and paid in full, irrespective of the percentage of assessment. The remainder shall be calculated as the normal Disability Element (DE). The minimum assessment criterion shall not be ‘applicable in such cases as the net assessment reckonable for WIE and DE together is more than 20%.
(a) Discharge Cases- Cases where Armed Forces Personnel are discharged from service on completion of prescribed terms of engagement, the higher element, i.e. the War Injury Element (WIE) Shall be deducted from the composite assessment and paid in full, irrespective of the percentage of assessment. The remainder shall be calculated as normal Disability Element (DE).

(b) Invalidment Cases- Cases where Armed Forces Personnel are invalided out on medical ground which is attributable to or aggravated by military service, the composite assessment and war injury element will be rounded off in terms of para 7.2 of GOL MOD letter No.1 (2)/97/D(Pen-C) dated 31.01.2001. Further, rounded percentage of War Injury Element (WIE) shall be deducted from the rounded percentage of composite assessment. The remainder shall be calculated as normal Disability Element (DE). The provisions of this letter shall take effect from the date of issue,

Subject: Prescription of time limit for filing Appeal for grant of Ordinary Family Pension, Special Family Pension, Liberalized Family Pension and disability/ war injury pension/element etc.

It has been observed that Service Hqrs are processing the appeal case files (First Appeal/ 2nd Appeal) for grant of Ordinary Family Pension, Special Family Pension, Liberalized Family Pension and disability/war injury pension/ element etc after elapse of considerable time from the date of rejection of claim/ date of discharge or invalidment of the personnel from service,

2. The matter has been under consideration of this Ministry for quite some time and President of India is pleased to decide that, a time limit of five years is prescribed for filing an appeal for consideration of the case for grant of Ordinary Family Pension, Special Family Pension, Liberalized :Family Pension, disability/war injury pension/ element etc from the date of discharge/ invalidment from service or from the date of rejection of claim. The time limit of five years prescribed in this order is applicable in the case of belated appeal only and the period of six months prescribed in the Pension Regulation and Entitlement Rules etc for filling appeals in respect of disability/ war injury element, special Family Pension etc would continue to be governed under the existing provisions.

3. The time limit of five years prescribed now will not be applicable in the case of delayed manifestation of disease and all such cases would continue to be governed under the existing provisions provided under regulation 86 of Pension Regulation for Army Part. I (2008).

4. Para 1(a] (vi) of Ministry of Defence Order No.4684/DIR(PEN)/2001 dated 14th August 2001 and Para 2(c) of Ministry of Defence letter No. 4684/Dir(Pen)/2001 dated 7th November 2001 may be modified as “Time bar sanction for filing appeals for all type of Family Pension and disability/war injury pension/ element etc in respect of officers and PBORs beyond twelve months to five years”.

5. A period of one year from the date of issue of this order is granted for submission of the appeal in respect of past cases. This one time relaxation may be allowed judiciously in deserving cases.

6. This issue with the concurrence of Finance Division of this Ministry vide their ID No PC-2 to 26(7)/2013/Fin/Pen dated 13/14 April 2016.

Department of Ex-Servicemen welfare has extended  the time limit for filing Appeal for grant of Ordinary Family Pension, Special Family Pension, Liberalized Family Pension and disability/ war injury pension/ element etc.

2. AFD items valued more than Rs. 750/- per item are automatically counted in the annual limit. Local restrictions on lower monetary limits on grocery may be laid down by the canteen management purely for inventory management/ administrative reasons.

3. Unit Run Canteens management will ensure attractive items are sold as on required besis and not in excess quantity. Strict watch be maintained on sale of Items where there is a large difference in CSD and market rates as suitcases, watches, pressure cookers, fans and other attractive loiletry and cosmetic items.  Profile of customers be strictly watched for spending beyond means.
