Subject: Clarification on Children Education Allowance / Hostel subsidy.
Consequent upon the implementation of Seventh Pay Commission Allowances after the Reorganization of the State of Jammu & Kashmir, Finance Department has issued Govt. Order No. 473-F dated: 28.11.2019 wherein CEA /Hostel Subsidy was granted in favour of the employees of Union Territory of Jammu & Kashmir. Various queries have been received in the Finance Department from certain quarters regarding CEA/Hostel Subsidy.
After examining the issue, it has been decided to issue the following clarification on the subject of Children Education Allowance and Hostel Subsidy:-
1. The maximum ceiling amount for reimbursement of Children Education Allowance is Rs 2250/-per month per child and Rs 6750/- per month per child for hostel subsidy. The CEA amount is fixed irrespective of actual expenses incurred, but for claiming Hostel subsidy a certificate from the institute, where the child is studying shall indicate the amount of lodging and boarding charges paid by the employee to the residential educational institute. The reimbursable amount of the Hostel subsidy will be the actual expenses incurred or Rs 6750/- per month whichever is less.
2. Children Education Allowance and Hostel subsidy can be claimed by only one employee if both spouses are employed.
3. The reimbursement of CEA and Hostel subsidy will be made only once in a year after the completion of Financial year i.e., in the month of April/May. For example claim of CEA and Hostel subsidy for the financial year 2020-21 shall be submitted in April /May 2021.
4. The application for claiming the reimbursement is attached as Annexure “A”. In addition a bonafide certificate is to be obtained from Head of Educational Institution confirming that the child studied in the school during the period of the claim (Annexure “B”). In case such a certificate cannot be obtained, a self attested copy of the report card and receipt/ e- receipt of the institute can be produced as a supporting document.

Please refer to
Board's letter of even number dated 12.10.2017 (RBE No.147/2017)
followed by subsequent clarifications thereon regarding grant of CEA and
Hostel Subsidy to Government employees on the recommendations of the
Seventh Central Pay Commission.
Now, the Ministry of
Personnel, Public Grievances and Pensions (Department of Personnel &
Training), vide their OM No.A-27012/02/2017-Estt.(AL) dated
16/17.07.2018
(Copy enclosed) has issued consolidated instructions in supersession of
all the earlier instructions on the subject of CEA and Hostel Subsidy
to Government Servants. These instructions shall apply mutatis-mutandis
to Railway Employees with effect from 1.7.2017.
These instructions
on CEA and Hostel Subsidy are in supersession of all previous orders
issued by the Ministry of Railways on the subject.

Whether reimbursement of Children Education Allowance is admissible for the:
(a) Nursery/LKG/UKG as there is no provision of recognition of these classes in most of the States/UTs;
Reimbursement is permissible only if the child is studying in a recognised educational institution.
(b) Third child if either of the first two children is disabled to the extent that he/she cannot go to school;
Reimbursement
is allowed to only the two eldest surviving children of the Government
servant except when the rd child birth results in multiple births or the
34 child is born due to failure of sterilization operation.
(c)The children borne out of second marriage or the children of second wife/husband in additions to children from first marriage;
Reimbursement is allowed to only the two eldest surviving children of the Government servant.
(d)Entitlement of number of Note Books.
Reimbursement is permissible for any number of note books as may be prescribed by the recognised educational institution.

Honorarium/Fee

Whether
honorarium is payable to the Chairperson/members of the DPC and also
such other /departmental Committees, viz., Committee on Sexual
Harassments at work place, etc.?
In terms of the provisions of
FR46 (b), the central government may grant or permit a government
servant to receive an honorarium as remuneration for work performed
which is occasional or intermittent in character and either so laborious
or of such special merit as to justify a special reward. Except when
special reasons, which should be recorded in writing, exist for a
departure from this provision,
sanction to the grant or
acceptance of an honorarium should not be given unless the work has been
undertaken with the prior consent of the Central Government and its
account has been settled in advance.
Guidelines for payment
of Honorarium under FR 46 (b) have already been laid down inter alia
vide this Department's OM No. 17011/9/85- Est. (AL), dated
23.12.1985 and OMNo.
17020/1/91- Estt. (AL), dated
18.11.1991. It has also been clarified that no honorarium should be
granted for temporary increases in work.

Whether retention of "Fee" for delivering lectures in Government/private bodies is permissible?
As per para 6 of DoP&T's O.M.
No.16013/1/79-Estl(AL) datedI lth February, 1980, payments received by
Government servants as income from books, articles, papers and lectures
on literary, cultural, artistic, technological and scientific subjects
including management sciences; will not be subject to crediting
one-third of the amount to the general revenues

Establishment (Leave) Section:
Whether male Government servant, who is single parent, can be allowed Child Care Leave?
No. CCL can be granted to female employees only.
6.
Whether Bond on Study Leave can be transferred from Central Government to State Government?
No. Bond executed by
the Government servant while proceeding on study leave cannot be
transferred on his/her appointment in State Government / PSU/
Autonomous bodies.
7.
What is the limit of leave encashment while availing LTC by dependents or spouse within the same block year?
The
Government Servants governed by the CSS (Leave) Rules, 1972 and
entitled to avail LTC may en-cash earned leave up to 10 days at the time
of availing both types of LTCs., i.e., 'Hometown' and 'Anywhere in
India'. However, when the one and the same LTC is being availed of by
the Government Servant and his family members separately in a block
year, encashment of leave would be restricted to one occasion only.

Recommendations of the Seventh Central Pay Commission - Implementation

Consequent
upon the decisions taken by the Government to implement the
recommendations made by the VII Central Pay Commission, this Department
has issued an OM of even number dated 16-8-2017 revising the rates of
CEA/Hostel Subsidy and simplifying the procedure for claiming
reimbursement of the same. However this Department has been receiving
various queries regarding CEA/Hostel Subsidy especially with regard to
the applicability of various provision/instructions issued during sixth
CPC regime/period. Further references have also been received regarding
the difficulty being faced by some government employees in obtaining
certificate of the Head of the
Institution as mentioned in this Department's OM of even number dated 16-8-2017.

Keeping in view the above, it has been decided to issue consolidated
instructions in supersession of all earlier OMs on the subject of
Children Education Allowance and Hostel subsidy as under:-
a)
The reimbursement of Children Education Allowance/Hostel subsidy can be
claimed only for the two eldest surviving children with the exception
that in case the second child birth results in twins/multiple birth. In
case of failure of sterilization operation, the CEA/Hostel Subsidy would
be admissible in respect of children born out of the first instance of
such failure beyond the usual two children norm.
b) The amount for
reimbursement of Children Education allowance will be Rs.2250/- per
month (fixed) per child. This amount of Rs.2250/- is fixed irrespective
of the actual expenses incurred by the Govt. Servant. In order to claim
reimbursement of CEA, the Govt. servant should produce a certificate
issued by the Head of the Institution for the period/year for which
claim has been preferred. The certificate should confirm that the child
studied in the school during the previous academic year. In case such
certificate can not be obtained, self- attested copy of the report card
or self attested fee receipt(s){including e-receipt(s)}
confirming/indicating that the fee deposited for the entire academic
year can be produced as a supporting document to claim CEA. The
period/year means academic year i.e. twelve months of complete academic
session.
c) The amount of ceiling of hostel subsidy is Rs.6750/-
pm. In order to claim reimbursement of Hostel Subsidy for an academic
year, a similar certificate from the Head of Institution confirming that
the child studied in the school will suffice, with additional
requirement that the certificate should mention the amount of
expenditure incurred by the Government servant towards lodging and
boarding in the residential
complex. In case such certificate
cannot be obtained, self attested copy of the report card and original
fee receipt(s)/e-receipt(s) which should indicate the amount of
expenditure incurred by the Government servant towards lodging and
boarding in the residential complex can be produced for claiming Hostel
Subsidy: The expenditure on boarding and lodging or the ceiling of
Rs.6750/- as mentioned above, whichever is lower, shall be paid to the
employee as Hostel Subsidy. The period/year will mean the same as
explained above in clause (b) of this para.
d) The reimbursement
of Children Education Allowance for Divyaang children of government
employees shall be payable at double the normal rates of CEA prescribed
above in clause (b) i.e. Rs.4500/- per month (fixed).
e) The above
rates/ceiling would be automatically raised by 25% every time the
Dearness Allowance on the revised pay structure goes up by 50%.
f) The Hostel Subsidy and Children Education Allowance can be claimed concurrently.
g)
In case both the spouses are Government servants, only one of them can
avail reimbursement under Children Education Allowance and Hostel
Subsidy.
h) The reimbursement of CEA and Hostel Subsidy will be
done just once in a financial year after completion of the financial
year.
i) Hostel subsidy is applicable only in respect of the child
studying in a residential educational institution located at least 50
kilometers from the residence of the Government servant.
j) The
reimbursement of Children Education Allowance and Hostel Subsidy shall
have no nexus with the performance of the child in his class. In other
words, even if a child fails in a particular class, the reimbursement of
Children Education Allowance/Hostel Subsidy shall not be stopped.
However, if the child is admitted in the same class in another school,
although the child has passed out of the same class in previous school or in the mid-session, CEA shall not be reimbursable.
k)
If a Government servant dies while in service, the Children Education
Allowance or hostel subsidy shall be admissible in respect of his/her
children subject to observance of other conditions for its grant
provided the wife/husband of the deceased is not employed in service of
the Central Govt., State Government, Autonomous body, PSU, Semi
Government Organization such as Municipality, Port Trust Authority or
any other organization partly or fully funded by the Central Govt./State
Governments. In such cases the CEA/Hostel Subsidy shall be payable to
the children till such time the employee would have actually received
the same, subject. to the condition that other terms and conditions are
fulfilled. The payment shall be made by the office in which the
Government servant was working prior to his death and will be regulated
by the other conditions, laid down in this OM.
I) In case of
retirement, discharge, dismissal or removal from service, CEA/Hostel
Subsidy shall be admissible till the end of the academic year in which
the Government servant ceases to be in service due to retirement,
discharge, dismissal or removal from service in the course of an
academic year. The payment shall be made by the office in which the
government servant worked prior to these events and will be regulated by
the other conditions laid down in this OM.
m) The upper age limit
for Divyaang children has been set at 22 years. In the case of other
children the age limit will be 20 years or till the time of passing 12th
class whichever is earlier. There shall be no minimum age.
n)
Reimbursement of CEA and Hostel Subsidy shall be applicable for children
from class nursery to twelfth, including classes eleventh and twelfth
held by Junior Colleges or schools affiliated to Universities or Boards
of Education.
0) CEA is allowed in case of children studying
through "Correspondence or Distance Learning" subject to other
conditions laid down herein.
p) The CEA and Hostel Subsidy is
admissible in respect of children studying from two classes before class
one to 12th standard and also for the initial two years of a
diploma/certificate course from Polytechnic/ITI/Engineering College, if
the child pursues the course after passing 10th standard and the
Government servant has not been granted CEA/ Hostel Subsidy in respect
of the child for studies in I1th and 12th standards.
q) In respect
of schools/institutions at nursery, primary and middle level not
affiliated to any Board of education, the reimbursement under the Scheme
may be allowed for the children studying in a recognized
school/institution. Recognized school/institution in this regard means a
Government school or any education institution whether in receipt of
Govt. Aid or not, recognized by the Central or State Government or Union
Territory Administration or by University or a recognized educational
authority having jurisdiction over the area where the institution/school
is situated.
r) In case of a Divyaang child studying in an
institution i.e. aided or approved by the Central/State Govt. or UT
Administration or whose fees are approved by any of these authorities,
the Children Education Allowance paid by the Govt. servant shall be
reimbursed irrespective of whether the institution is 'recognized' or
not. In such cases the benefits will be admissible till the child
attains the age of 22 years.
s) The CEA is payable for the
children of all Central Government employees including citizens of Nepal[
and Bhutan, who are employees of Government of India, and whose
children are studying in the native place. However, a certificate may be
obtained from the concerned Indian Mission that the school ' is
recognized by the educational authority having jurisdiction over the
area where the institution is situated.
t) The Children Education
Allowance or hostel subsidy shall be admissible to a Govt. servant while
he/she is on duty or is under suspension or is on leave (including
extra ordinary leave). Provided that during any period which is treated
as 'dies non' the Govt. servant shall not be eligible for the CEA/Hostel
subsidy for that period.

Pursuant
to Government decision on the recommendation of 7th
Central Pay
Commission, the DoP&T vide No.A-27012/02/2017-
Estt.(AL) dated
16/08//2017 had issued instructions revising the amount
for
reimbursement of Children Education Allowance and
Hostel Subsidy. The
Railway Board vide RBE No.147/2017 dated l2th Oct, 2017
has issued
corresponding instructions to the General Managers for
ensuring payment
of Children Education Allowance & Hostel Subsidy at
revised rates
from 01/07/2017.
On Zonal Railways, the
staff are facing much
inconvenience on account of non-issuance of proper
proforma/format for
preferring claims, consequently the reimbursement is
delayed and claims
continued to remain pending due to queries being raised
at different
levels. It is further learnt that the Eastern Railway,
South Eastern
Railway and Central Railway have issued proforma/format
which are
however not common. Other Zonal Railways have not at
all issued proforma
for preferring the claims. It has however been found
that the Eastern
Railway Administration has not only circulated format,
but also issued
JPO.
NFIR is of the view that it would be
necessary to bring reimbursement to avoid delay as well
staff grievances.
NFIR
therefore requests the Railway Board to arrange to
issue proper format
to enable the employees to prefer claims without
hassles together with
certificate from the Heads of the Institutions. Such
uniform format will
be advantageous to the Railway Administration as well
to staff who are
entitled for reimbursement of Children Education
allowance/Hostel
Subsidy.
Amount fixed for reimbursement of Children Education
allowance will be Rs. 2250/- per month

2017 is unambiguours
and clearly spells out the procedures as well as the
conditions
attached to drawal of Children Education Allowance and
Hostel Subsidy.

O.M.No. dated 31.10.2017 clearly mentioned that the
rest of the
conditions will be the same as stipulated vide
O.M.No.12011/04/2008-Estt.(AL) dated 11.09.2008.

O.M.No.A-27012/02/2017-Estt(AL) dated 16.08.2017 which
had instructions
issued in supersession of DoPT OM No. dated 28.04.2014
clearly states
that the fixed amount for reimbursement of
Children Education Allowance
will be Rs.2250/- and also says that, a Certificate
form the head of
Institution, where the ward of Government employees
studies will be
sufficient for this purpose. The Certificate should
confirm that the
Child studied in the school during the previous
academic year.
This if for kind information and further necessary
action in this regard.

GUIDELINES FOR SUBMISSION OF CHILDREN EDUCATION
ALLOWANCE CLAIM
1. CEA rate from Apr 17 to Jun 17 is Rs 1500/-
PM (required to submit School fees receipt and
bills).
2. CEA rate from Jul 17 to Mar 18 is Rs 2250/-
PM (Fixed amount no need to submit receipts /
bills).
3. For Hostel Subsidy the rate is Rs 6750/- PM
w.e.f. 01 Jul 17.
4. CEA for Specially Abled Children is Rs
4500/- PM w.e.f. 01 Jul 17.
5. For claiming CEA submit a certificate issued
by Head of Institution / School.
6. For Hostel Subsidy similar certificate
required with
additional information about expenditure towards
boarding and lodging in
the residential complex.
Sub: Educational Assistance to College-going
children of Non-Gazetted Railway Board
Staff.
The
Railway Women's Welfare Central Orgnisation proposes
to grant
Educational Assistance to the wards of Non-Gazetted
Staff of Railway
Board, pursuing 3-Year Degree/Diploma and Post-Graduate
Courses as also
post-Matriculation Technical Certificate/Vocational
Training/Nursing and
Secretarial Courses.
The quantum of assistance and the number of
students to whom assistance will be granted would be
decided by the
Management Council of RWWCO.
The assistance will be given on the
basis of the scholastic record of the student and will
be sanctioned for
the Academic Year 2016-17. Minimum marks obtained in
the last public
examination should be 60% in aggregate in case of
children of
MTS(erst-while Group- staff) and 80% in case of other
classes of
Non-Gazetted Staff.
Desirous Non-Gazetted staff whose children are
studying for regular Degree Courses and other courses
mentioned above
may submit their applications in the proforma available
in RB(W)-I

along with the likely saving in Government exchequer as

(c) whether servicemen and ex-servicemen are distressed
by the Government decision;
(d) if so, whether the Government proposes to
reconsider the decision; and

IN THE MINISTRY OF DEFENCE
(a) Yes, Madam.
(b)
The combined amount of tuition fee and hostel charges
provided to the
children of Armed Forces Officers / PBORs missing /
disabled / killed in
action has been capped at Rs.10,000 p.m. in accordance
with the
recommendations of the 7th Central Pay Commission (7th
CPC) as accepted
by the Government.
Keeping in view that both the number of
students and the tuition / hostel fee are open-ended,
no fixed / uniform
amount of savings can be indicated. Out of total
reported 2679 students
during the year 2017-18, 193 students have been
reported to be drawing
more than the capped amount of tuition / hostel fee and
savings have
been reported to be Rs.3.20 crore (Approximately).
(c)
Representations have been received for removal of cap
of Rs.10,000 p.m.
on combined amount of tuition fee / hostel charges from
some of the
affected beneficiaries.
(d) & (e): The Government has decided to continue
the educational concession without the cap of Rs.10,000
p.m.

Government
has decided to continue educational concessions to the
children of
Armed Forces Officers/Personnel Below Officer Ranks
(PBORs)/Missing/Disabled/ Killed in Action without the
cap of Rs. 10,000
per month.
Ministry of Defence had persuaded the Finance Ministry
twice in this regard, which is agreed upon by the
latter.
The
above educational concession will be admissible only
for undertaking
studies in a government/government aided
schools/educational institutes,
Military/Sainik Schools and other schools or colleges
recognised by the
Central or State Governments including the autonomous
organisations
financed entirely by the Central/State Governments.

and of Children
Education Allowance has been modified. Accordingly, it
has decided to
adopt the following procedure as per new methodology
for payment of CEA
re-imbursement as under:
1)
Application Procedure:
1) The amount fixed re-imbursement of CEA shall be
Rs.2250 PM and Rs.6750 PM Hostel subsidy w.e.f.
01.01.2017
2) The above allowance will be
double for Disabled children.
3)
The application for re-imbursement shall be done after
the completion
of the evry financial year i.e. application for FY
2017-18 will be made
on or after 01.04.2018. Draft format of application is
placed below at
Annexure 'A' for approval.
4) The
application for re-imbursement
shall contain a bonafide Certificate from the Head of
Institution, where
the ward of government employees studies, will be
sufficient for this
purpose. The certificate should confirm that the child
studied in the
school during the previous academic year. Draft format
of certificate to
be obtained from Head of Institution is placed below
at Annexure 'B'
for approval.
5) The Bonafide certificate to
ensure that the
child has studied in the school in that Financial year
should be issued
as per the prescribed format only and that may or may
not be necessarily
in the School Letter Head.
6) Similarly for
claiming Hostel
Subsidy, a certificate from Head of Institution will
suffice, with
additional requirement that the certificate should
mention the amount of
expenditure incurred by the government servant towards
lodging and
boarding in the residential complex. So that the amount
of expenditure
incurred, or the ceiling as mentioned above, whichever
is lower shall be
paid to the employee.
7) If the both the
Spouses are Government
employee, the applicant should declare his/her spouse
has not claimed
the allowance, and will be liable to be taken under
D&AR if it is
found to be false at later date.
8) All
other eligibility
criteria's, terms & conditions as given by Railway
Board
time-to-time shall remain in force for re-imbursement
of CEA.
II) Schedule of Payment and
forwarding of application:
1)
The complete application alongwith all necessary
enclosures should
reach Sr.DPO's office or Bill Compiling Unit by 15th
May of every next
financial year i.e. application for claims of 2017-18
should be
submitted by 10.05.2018.
2) The CEA claims
shall be eligible for
the first two (02) surviving children whose name are
included in the
Family composition i.e. Pass declaration &
register, Form-6 of the
employee and in IPAS family details also. Before
submitting an
application for CEA, the concerned employee should
ensure that his/her
child’s name is included in the family composition
records available
with 'P' Branch or Unit. The Bill dealer should also
ensure that the
entire family composition of the claimant has been
entered in the IPAS
family details modules.
3) The applications
as received from the
Units, the respective Bill dealers will scrutinize the
application and
make necessary entries in IPAS CEA module by 10th June
of every year and
forward the same to associated Accounts for vetting
and similarly
accounts will vet the CEA by 10th July of the year.
4) The vetted
CEA shall be uploaded in Pay Roll system in the salary
payment for the
month of July of the year. If sufficient funds are not
available, the
payment shall be in the consequent month whenever the
funds are
available.
5) Belated application shall be
processed separately for arranging payment in the
subsequent months.
6)
It would be the primary responsibility of the Unit
In-charge/Supervisor
to collect the CEA applications alongwith necessary
Bonafide
certificates and Hostel subsidy receipts from the
employees under their
control and forward the same to Sr.DPO's office or Bill
compiling unit
by 15th May duly certifying the family composition
details available in
Pass declaration/register. The all consolidated CEA
applications shall
be accepted only with proper forwarding/covering letter
and the
applications should not be forwarded in piece meal
manner.
NB:
The CEA & Hostel Subsidy claims from April-17 to
June-17 shall
payable at the old rates as per 6th CPC and new rates
of 7th CPC shall
be applicable from July-17 onwawrds.
This
has the approval of Sr.DPO/CKP and Sr.DFM/CKP.

Railway
Board has communicated the revised rates for Children
Education
Allowance (CEA) and the new method of application and
payment/reimbursement of CEA, vide letter under
reference, as per the
Board’s letter are as under:
1. The amount fixed for reimbursement of CEA will be
Rs. 2250/- om., and Rs.6750/- pm for Hostel Subsidy.
2. The reimbursement will be done just once a year,
i.e. after completion of the financial year.
3.
For reimbursement of CEA, a Certificate from the Head
of the
Institution, where the ward of the government employee
studies, will be
sufficient. The certificate should confirm that the
child studied in the
school during the previous academic year. (Proforma-I
enclosed)
4.
However, for hostel subsidy, a similar certificate
from the Head of the
Institution with additional requirement regarding
amount of expenditure
incurred by the government servant towards lodging and
boarding in the
residential complex are to be furnished. (RBE No.
147/2017). The amount
of expenditure mentioned, or the ceiling, Rs.6,750/-
pm, whichever is
lower shall be paid to the employee. Employees are
required to be
submitted bonafide certificate for hostel subsidy as
per the proforma-II
enclosed.
5. Hostel subsidy is reimbursable only in case of child
studying in a residential school and staying in hostel
of the said
residential school.
6. The allowance will be double for differently abled
children. (RBE No. 10/2018)
Scheduled for payment
of CEA for the year 2017-18:
1.
Applications for reimbursement/payment of CEA will be
collected after
the completion of financial year 2017-18 i.e. from
01.04.2018 up to
15.05.2018.
2. The received applications will be scrutinised
and
processed for sanction and vetting from Associate
Finance through online
i.e. on IPAS.
3. To ensure that the child/ward has studied
during
the academic Year, a bonafide Certificate from the
school has to be
obtained as per the prescribed proforma-I enclosed.
This can also be in
any format given by the school.
4. If both the spouses are
Government servants, the applicant should declare that
His/her spouse
has not claimed the allowance, and will be liable for
action under D
& AR if it is found to be false at a later date.
5. Claims
shall be admissible only for the First two surviving
children whose
names are included in the Family Composition. Before
submitting an
application for CEA, every employee should ensure that
his/her child’s
name is included in the Family Composition Certificate
which was sent to
Personnel Department for scanning and uploading to
IPAS system or else
such claims will not be processed.
6. It is also necessary to
enclose the copy of employee’s Family Composition
Details along with CEA
application duly certified by the concerned
supervisory officials.
7.
The supervisory officials are requested to collect the
applications of
the employees working under them with bonafide
certificates or original
fee receipts/cash bills for hostel subsidy and forward
the same to this
Office in a one bunch under a covering letter duly
listing the names for
further process. Applications without covering letter
shall not be
entertained.

Complaints
continued to be received by the Federation from those
central
Government employees in general and Railway employees in
particular,
who, unfortunately, have been graced with 1st child (out
of three living
children) being mentally retarded/disabled and is not
able to receive
education even at school level due to his/her
physical/mental infirmity
while other two children of those employees who are
normal in all
respects and are receiving education at school/college
levels, but
however, the Children Education Allowance is allowed
only in respect of
one child. On scrutiny of available instructions and
answers to
Frequently Asked Questions circulated by the
Ministry of
Personnel, Public Grievances & Pensions (Department
of Personnel
& Training) vide O.M. No.I-11020/1/2014-Estt (AL)
dated…….., it is
seen that the above cases are not covered for payment of
Children
Education Allowance to two children, as a result payment
of Children
Education Allowance to the 3rd ward is denied citing the
plea that
CEA/Hostel Subsidy is payable only to the eldest
surviving children of
the employees inspite of valid justification.
NFIR however is of
the view that the genuine cases of these type have never
been brought to
the notice of the Government (DoP&T and MoF) for
consideration
despite the fact that there is sufficient justification
to allow
CEA/Hostel Subsidy to two children in view of special
circumstances as
explained in first para above. Federation contends that
the stipulation
for reimbursement of Children Education Allowance/Hostel
Subsidy
presently existing, needs to be reviewed and relaxed
suitably so that
any to surviving children out of three of the Government
employee are
eligible for grant of Children Education Allowance and
Hostel Subsidy
particularly in those cases where eldest or second
eldest out of the
three differently abled/mentally retarded and not in a
position to
receive education under any circumstances.
Federation therefore,
requests the Hon'ble Minister to kindly intervene and
see that extant
instructions are suitably relaxed soon by the DoP&T
for allowing
re-imbursement of Children Education Allowance/Hostel
Subsidy to two
school/college going children out of three when one of
whom is totally
disabled.
Action taken in the matter may kindly be advised to the
Federation.

HOSTEL SUBSIDY:
Similar
procedure is to be applied for Hostel Subsidy. The certification from
the Head of Institute should also mention the amount of expenditure
incurred by the Govt servant towards boarding and lodging.
These orders are applicable from 01/07/2017.
Claims on account of CEA & Hostel Subsidy w.e.f. 01/07/2017 may be forwarded after completion of the financial year.
Claims already submitted for the period 01/07/2017 onwards are being returned unsanctioned.
TRAVELLING ALLOWANCE ENTITLEMENTS:
GoI,
MoD letter No. 12630/TA/DA/Mov C dated 15th September 2017 regarding
provisions relating Travelling Allowance Entitlements, are effective
from 01/07/2017.
Service Personnel, who had undertaken tours and
had been transferred between 01 / 07 / 2017 and the date of issue of
these orders i.e. 15th Sep 2017 and whose TA/ DA claims have been
settled with reference to their earlier entitlements as per 6th CPC, may
submit supplementary claims based on their revised entitlement as per
7th CPC."

Training) has conveyed Government's decision on the recommendations of
Seventh Central Pay Commission in regard to grant of Children Education
Allowance & Hostel Subsidy to Government servants vide OM No.
A-27012/02/2017-Estt.(AL) dated 16.08.2017 (copy enclosed). These
instructions shall apply mutatis-mutandis to Railway employees and shall
be effective from 1st July, 2017.
Aforesaid instructions on
Children Education Allowance/Hostel Subsidy are being issued in
supersession of Board's letter No. E(W)2008/ED-2/4 dated 13-05-2014.
