2. The addressee officers are requested to furnish details of Reporting / Reviewing Officers for the year 2019-2020 for creation of their APAR workflow in SPARROW system. In case an officer is required to submit more than one APAR for the year 2019-20, the details of periods of annexed proforma.

3. The information sought above may please be forwarded within a week to enable this section to ensure timely generation of APARs in r/o the officers concerned and forwarding the same to them.

Subject : Completion of APARs in “SPARROW”

In the recent times, it is observed that the APARs are not completed by the officers as per the laid down DoPT timelines. APARs in respect of few IDAS officers for the FY 2018-19 have been closed by the system – “Pending with Officer Reported upon for self appraisal” stage. This has been viewed seriously by the competent authority.

2. In this regard it is stated that the PAR managers are responsible to send alert message to the officer reported upon (preferably a week before the prescribed timeline for submitting self appraisal). On failure of an officer to submit self-appraisal as per DoPT timelines to the Reporting Officer, the PAR Manager shall “Force Forward” the same to the Reporting Officer without self appraisal.

3. The Reporting officers should also keep a watch on the movement of APARs of officers working under them and ensure that the APARs are written timely. In case, the self appraisal is not submitted timely, then the force forwarded APAR without self appraisal shall be written by the Reporting officer.

4. The Reporting/ Reviewing/ Accepting officers are also requested to complete the APARs as per DoPT timelines in future. The online recording of APARs on SPARROW system close on 31st December after which it will not be possible to take any action on the APARs.

5. APARs of officers posted on deputation to various Ministries /Departments (other than those posted in Ministry of Defence , UPSC and OFB) are generated centrally in this HQrs office. These officers are request ed to provide the details as mentioned in the table below latest by first week of the next financial year so that the APARs could be initiated timely. Officers posted in Ministry of Defence, UPSC and OFB may forward the details to concerned PAR Managers of MoD, UPSC and PCA (Fys) Kolkata respectively.

6. Officers posted on deputation/ IPA/ Ordinance factories setup, where officers of other services/ Ministers/ Executive authorities are involved are requested to track the movement of their APARs using the tracking activity on SPARROW and if necessary request their Reporting/ Reviewing/ Accepting officers for timely completion of their APARs.

The undersigned is directed to say that ‘SPARROW’ has been implemented across all the grades of CSS, CSSS & CSCS from the year 2018-19 vide this Department’s Office Memorandum of even number dated 10th April, 2019. Further, keeping in view the practical difficulties faced by various authorities in recording the APARs, the datelines for filing of online APARs have been extended in terms of Department of Personnel and Training’s Office Memorandum No. 21011/02/2015-Estt (A) (Pt. II), dated 18th April, 2019 and reiterated by CS-I Division’s OM of even number dated 28th May, 2019.

An analysis of APARs generated on ‘SPARROW‘ reveals that a sizeable number of officers are yet to be mapped up on the system and their APARs are pending for generation. It is necessary that the data in respect of APARs generated in each Ministry across all the grades of CSS, should be analysed to find out the gaps with reference to total strength of officers in a particular grade. In the above context the Ministries/Departments are requested to provide their inputs pertaining to their Department as per the following proforma.

I am directed to refer to the subject noted above and to state that vide letter dated 26.04.19 (copy enclosed), this Department, had extended the cut off dates prescribed for online generation, filling of self-appraisal, reporting, reviewing and acceptance of PAR for the year 2018-19 through SPARROW portal for all levels of AIS officers , in relaxation of Rule 4A(1) of AIS (PAR) Rules.

Vide para 3 of the letter dated 26.04.2019 , it was stated that instructions for cases, where the reporting / reviewing / accepting authority demits office or retires before the due date. as amended , shall be issued separately

In view of the timelines for writing PARs having been extended in relaxation of Rule 4A(1) of AIS (PAR) Rules, the corresponding restrictions under Rule 7A of the said Rules, on the duration within which a reporting / reviewing/ accepting authority who has demitted office or retired from service may record their remarks, have also accordingly been considered to be modified appropriately for the PAR year 2018-19 .

Therefore, it has been decided that in relaxation of Rule 7A of the said rules, the timelines specified in the modified schedule for the PAR year 2018-19 , circulated vide letter dated 26.04.2019, shall apply to the reporting / reviewing / accepting authorities who demit office or retire from service prior to the respective cut off dates and they shall be allowed to record their remarks till the respective cut off dates.

However, for the authorities demitting office or retiring in September, 2019 or thereafter, the Rule 7A read with 2nd proviso to Rule 5(1) of AIS (PAR) Rules shall continue to be applicable.

The undersigned is directed to say that a large number of officers of the Central Government Ministries/Departments have been deputed for election duty in the General Election to the Lok Sabha, 2019. It is understood there would be practical difficulties in recording of APAR online as per the target dates prescribed in DoPT O.M.No.21011/01/2005-Estt.(A)(Ptll) dated 23rd July, 2009, through SPARROW platform, for officers deputed for election duty.

2. The matter has been examined in this Department and it has been decided with the approval of competent authority that the target dates prescribed in O.M. dated 23rd July, 2009 be relaxed as one time measure only for online generation, filling up of self-appraisal, reporting, reviewing and acceptance of APAR for the year 2018-19 through SPARROW portal for all Group 'A', 'B' and 'C' officers. The revised target dates for online recording and completion of entire APAR process for the year 2018-19 is enclosed as Annexure. This relaxation is subject to the condition that no remarks shall be recorded in the APAR for the year 2018-19 after 31.12.2019.Where the reporting, reviewing and the accepting authority fail to record their comments within the time frame, the officer reported upon may be assessed on the basis of the overall record and self-assessment for the year, if he has submitted his self-appraisal within stipulated time.

Subject: Introduction of SPARROW across all the cadres of CSS/CSSS/CSCS for the reporting year 2018-19 - implementation thereof.

The undersigned is directed to say that from the year 2018-19, APARs across all the cadres of CSS/CSSS/CSCS are required to be recorded online through SPARROW. Instructions in this regard have been issued vide O.M. of even number dated 1st June, 2018.

2. The date-lines for generation of PARs, recording of self assessment by the officers to be reported upon (ORU) and recording of remarks by various authorities have already been prescribed vide DoP&T O.M. No. 21011/112005-Estt.(A)(Pt.II) dated 23rd July, 2009. [t is expected that the time-lines prescribed in the aforesaid O.M. are adhered to scrupulously by all the concerned. In the environment of electronic submission of APARs, a number of activities are required to be completed before APAR could be filed on the SPARROW. Considering the feedback received by the SPARROW Help- desk from the concerned Users and Nodal Officers relating to the practical problems arising out of the process, it is advised that information pertaining to the operation of the SPARROW System may be shared with other Ministries/Departments for solution.

3. Various key words used in SPARROW have already been elaborated at Annexure. It will be advisable for the functionaries under SPARROW to keep in mind following parameters before proceeding to record their APARs on the SPARROW:

(A) Officers to be reported upon (ORU):
(i) Datelines prescribed in the Establishment Division, DoP&T's O.M. No. 21011/1/2005-Estt.(A) (Pt.Il) dated 23rd July, 2009 are equally applicable in
the case of submission of online APARs on SPARROW portal.

(ii) The ORUs should ensure that their data is duly mapped in SPARROW system. If not already done by their Office, they should immediately contact the concerned section dealing with SPARROW for generation of their online APAR.

(iii) All the activities relating to SPARROW are to be handled by Custodian/Nodal officer in the respective MinistrylDepartment. Any problem being faced by the ORUs is to be reported to their Nodal Officers of the concerned Ministries/Departments. If they are not able to resolve the issues at their end, the matter then only may be reported to DoP&T by the Nodal Officers concerned preferably through email at the following address : (i) For CSS/CSSS - eps.helpdesk-dopt@gov.in or c.shekhar59@nic.in (ii) For CSCS - balram.y13@nic.in (Tel: 011-24625816).

(iv) The officers, who have been promoted/transferred during the period of Report, should ensure that their data with regard to transfer/promotion is
updated by the EMD in their respective Department. This will help the EMD in the new Ministry/Department to create workflow.

(v) All the users should invariably ensure that they have a valid DSC/Mobile phone number linked with AADHAAR for e-signing their PAR.
(B) Nodal Officers:
(i) Whenever, the admin designated for SPARROW is transferred, their role has to be revoked by the DoP&T's SPARROW Help-desk. Hence, any
change in the roles assigned to the officers should be immediately reported to DoP&T's SPARROW Help-desk through e-mails before roles are assigned to the officer replacing the earlier one.

(ii) While setting up workflow for generation of PARs for working period in respect of CSS, 'WORKING' under caption 'Status' and 'css with Authority Details' under caption 'Form Type' may be selected.

(iii) While generating No Report Certificate, 'NRC' under caption 'Status' and 'NRC Form II' under caption 'Form Type' may be selected.

(iv) For addition of personal data in SPARROW, information in excel sheet may be sent by email to DoP&T's SPARROW Help-desk.

(v) Problems relating to log-in if faced by the User, all efforts should be made for resolution by the concerned Ministry/Department at its end. In case the problem still persists, it should then only be reported to DoP& T's SPARROW Help-desk, preferably through emails, along with the contact numbers of the User/Department.
(B) For Reporting Officers/Reviewing Officers

(i) A review of progress of PARs generated during last three years shows that a number of Reporting/Reviewing Officers have not recorded their remarks in the PARs in respect of the officers subordinate to them despite extension of time limits granted from time to time.

(ii) It has also been observed that the reporting/reviewing officers recorded remarks even upto the last dates for closing of the SPARROW window leaving no time very little time for further process after recording of the APARs is completed. This is not desirable and may kindly be avoided by sticking to the respective date-lines as prescribed for various functionaries vide DoP&T's OM No. 21011/1/2005-Estt(A)(Pt.lI) dated 23rd July, 2009 or extended date-lines granted for the specific year, if any. In this regard attention is also invited to DoP&T's Estt. Division O.M. 21011/02/2009- Estt.(A) dated 16.02.2009.

4. It is, therefore, once again reiterated that the Reporting Officers and Reviewing Officers may adhere to the date-lines prescribed. The PARs recorded beyond the prescribed date-lines may not be accepted by DPC and may adversely affect the career prospects of the officers reported upon concerned. Similarly, NRCs (No Report Certificates) should not be issued indiscriminately in a routine manner and only be issued strictly after examination on a case-to-case basis in the light of the instructions/ guidelines. The concerned sections in the Cadre Units should constantly monitor the progress in respect of each individual official/officer till the completion of the entire process for a particular APAR year.

5. The above instructions may be brought to the notice of all concerned in respective Ministries / Departments.

The undersigned is directed to refer to this Department’s O.M. No. 22- 15/2018-CS-I (APAR) dated 1st June, 2018 wherein it was decided to extend the online recording of APAR on SPARROW to all the officials of CSCS from the FY 2018-2019.

2. NIC has informed that the website enabling online filing of APAR for CSCS officials has been made live and is accessible through https://sparrow-cscs.eoffice.gov.in/

3. The Ministries/Departments are required to send details in respect of officers to be reported upon (ORU) in the proforma annexed if not already sent to this Similarly, particulars in respect of various functionaries to perform roles of the custodian, PAR Manager, EMD may also be provided.

4. It may be ensured that all the ORUs have either been provided DSC or e‑sign facility for submission of online APAR on SPARROW.

Kindly refer to Secretary, DoPT's letter of even no. dated 04.12.2018 and my DO reminder dated 07.01.2019 regarding online filing of IPR by AS officers in SPARROW platform for the year 2018 (as on 01.01 .2019).


2. As per Rule 16(2) of AIS (Conduct) Rules, 1968, all the members of the lAS were required to submit their lPRs for the year 2018 latest by 31st January, 2019. Though the last date for filling of lPR i.e. 31st January is already over, as per the data available on the SPARROW platform, some officers of your cadre are indicated to have not filed their lPRs for 2018. A list of such officers is enclosed for ready reference. It may be noted that in addition to online filing of IPR in SPARROW, option to physically upload the IPR in the platform was also made available for the officers in case of non-availability of DSC/eSign. Therefore, technically there should not have been any problems/issues which may have hindered the officers in filing their lPRs online.


3. In the aforementioned letters, it was clearly brought out that the officers may be advised that vigilance clearance to AS officers for their inclusion in the offer list, empanelment, any deputation for which Central Government clearance is necessary including deputation under Rule 6(1) and Rule 6(2)(ii) of the AIS (Cadre) Rules, appointment to sensitive posts, assignment to training programmes (except mandatory training), premature repatriation to the Cadre etc. is denied in case of non-submission of IPR.


4. request you to impress upon the officers that failure on the part of the members of the service to comply with the requirements of the aforesaid rules constitutes good and sufficient reason for institution of disciplinary proceedings against them in terms of DoP&T OM No. 11017/74/93-AIS(l!I) dated 04.01.1994.

Subject: Recording of Annual Performance Appraisal Report (APAR) for the financial year 2017-18 in respect of CSS/CSSS officers - 'Alert' regarding.

Online system for recording of APARs on SPARROW web portal has been introduced in CSS from the financial year 2015-16. Initially, it was implemented for Deputy Secretary and above level officers in CSS and equivalent levels in CSSS w.e.f. the financial year 2015-16. From the financial year 2016-17, SPARROW has been extended from Under Secretary and above levels in CSS and equivalent levels in CSSS. As per Estt. Division's O.M. dated 23.07.2009 time schedule for completion of various activities relating to PARs are as under :

2. Keeping in view the difficulties faced by Nodal Officers in the Ministries/Departments and also the individual officers, it was decided to extend the timelines for completion of APARs online on SPARROW web portal for the financial year 2017-18 as under :-

3 The progress made towards generation and completion of online APARs on SPARROW system for the financial year 2017-18 is being constantly monitored in this Department'. It has been observed that as on date 367 APARs are pending with ORUs, 404 APARs are pending with Reporting Officers and 445 APARs are pending with the Reviewing Officers. Apart from the above, a total number of 503 APARs are pending at different stages for disclosure/closure. It is note-worthy that the timelines including extended timelines for writing of APARs for the financial year 2017-18 have been over on 31 .8.2018. As per the instructions contained in OM of even number dated 24.07.2018, the entire exercise for writing of APARs in respect of CSS/CSSS officers , for the financial year 2017-18 will be closed on 31.12.2018.

4. In the meantime, a new feature for sending 'alerts' in the SPARROW web portal has been developed by the NIC (SPARROW Division) to remind the officers to complete their APAR activities on SPARROW.

5. Keeping in view the overall progress made in completion of APARs on SPARROW, the Ministries/Departments are advised to take the following actions for timely completion of APARs on SPARROW for the financial year 2017-18, before it is finally closed on 31 .12.2018.
(i) All the Ministries/Departments may send 'alerts' to all the officers to complete the APARs lying in their 'inboxes'. The facility for sending 'alerts ' are available in the revised version of 'SPARROW'.

(ii) The PARs in respect of ORUs who have still not submitted their PARs to their Reporting Officers, may be given a final chance to submit their self-appraisal to their respective Reporting Officers within 15 days from the date of issue of this OM. Thereafter, their APARs may be forceforwarded to their next level i. e. the Reporting Officer.

(iii) The Nodal officers are advised to devise a mechanism to monitor progress of completion of APARs for the financial year 2017-18 including disclosure and consideration of representation, if any by the stipulated date i.e. 31/12/2018.

(iv) It may be re-iterated that the end of entire APAR recording process on SPARROW for the financial year 2017 -18 will be on 31 .12.2018.

The undersigned is directed to refer to this Department's O.M. No.21 011/1/2005/Estt.(A) (Pt.II) dated 23rd July, 2009 vide which various date-lines for recording of APARs have been defined.

2. It has been experienced that while recording of APAR for the financial year 2017-18 on SPARROW web portal, some of the cadre controlling authorities of CSS & CSSS Group 'A' officers are facing practical difficulties in getting the self-appraisal of the officers under their cadre due to technical reasons and also pre-occupation of Nodal Officers & ORU with urgent time-bound assignments. It has therefore, been decided that the target dates prescribed in the above referred O.M., be further relaxed as a one time measure only for online generation, filling up of self-appraisal, reporting, reviewing and acceptance of APAR in respect of CSS & CSSS Group 'A' officers for the financial year 2017-18 through SPARROW web portal. The revised target dates for recording of APAR online for the financial year 2017-18 is annexed. This relaxation is subject to the condition that no remarks shall be recorded in the APAR for the year 2017-18 after 31 .12.2018. Where the reporting , reviewing and acceptance authority fail to record their comments within the time frame, the officer may be assessed on the basis of the overall record and self assessment for the financial year 2017-18, if he/she has submitted his/her self-assessment within the stipulated time.

As all the Cadre Controlling Authorities of Organised Group 'A' Services are aware that it has been decided to implement online generation and recording of Annual Performance Assessment Report (APAR) of officers under their cadre from the reporting year 2016-17, through SPARROW platform.
2. Some of the Cadre Controlling Authorities have intimated practical difficulties in switching over from manual to online mode of recording of APARs. In view of this, the cadre authorities have expressed apprehensions that target dates prescribed in DoPT O.M.No.21011/02/2009-Estt.(A) dated 23rd July, 2009 may not be met and have requested for extension of timelines.

3. The matter has been examined in this Department and it has been decided that the target dates prescribed in O.M. dated 23rd July, 2009 be relaxed as one time measure only for online generation, filling up self- appraisal, reporting, reviewing and acceptance of APAR for the year 2016-17 through SPARROW portal. The revised target dates for recording of APAR online for the year 2016-17 is enclosed as Annexure. This relaxation is subject to the condition that no remarks shall be recorded in the APAR for the year 2016-17 after 31.12.2017. Where the reporting, reviewing and the accepting authority fail to record their comments within the time frame, the officer may be assessed on the basis of the overall record and self-assessment for the year, if he has submitted his self- assessment within stipulated time.

Attention is invited to this office OM of even no. dated 8th November. 2017 2016 on the subject cited above. The SPARROW system is to be made effected from April, 2017.

In order to implement SPARROW for Group 'B' Officers(SrAO/AO/AAO). the Pr.CCA/CCA/CAs are requested to nominate EMD (Employee Master Data) Manager in their respective Ministries. The EMD Manager would be responsible for management of data of the individuals including upadation/corrections thereof- The nomination of EMD Manager must be forwarded to this office latest by 15th May, 2017. To familiarize the EMD Managers with the SPARROW, a workshop will be organized very shortly.

It may kindly be noted that this exercise is being monitored at the highest level and any lapse to adhere timeline for above nomination would be viewed seriously.

Subject: Introduction of SPARROW for CSS officers - completion of various tasks- reg .

The undersigned is directed to say that 'SPARROW' has been introduced for recording on-line APARs for Deputy Secretary and above level officers in CSS and equivalent levels in CSSS from the financial year 2015-16.

2. The time-limits for performing various activities on the 'SPARROW' system were extended vide this Department's Office memorandum of even number dated 27th May, 2016. The window for 'SPARROW' CSS was closed on 31st December, 2016. A number of Ministries/Departments requested for reopening of this window for completion of various tasks in the system. Therefore, the window for 'SPARROW' (CSS) has been re-opened on the request of these departments to facilitate the nodal officers to take action in the 'SPARROW' system as per the extended date-line.

3. However, it is clarified that the dates extended beyond 1 sl January,2017 are for taking necessary action for dealing with representations, disposal of representations and similar actions on the part of the nodal officers. Dates for recording of APARs would be same as contained in the Office Memorandum dated 27th May, 2016.

4. It is also reiterated that as per instructions of this Department, APARs of CSS officers are required to be uploaded on CSCMS. Hard copy of the APARs generated on SPARROW will be kept in CS-I Division/CS-II Division. It would not be practicably possible for these Divisions to download all the APARs from 'SPARROW' and then keep them in the relevant APAR folders including their uploading in the CSCMS system.
5. It is, therefore, requested that Ministries/Departments may ensure following action at their end for efficient management of APARs generated in the 'SPARROW' system :
i) To complete the task required at their end in the SPARROW system before the aforesaid date.
ii) To download the APARs generated online on 'SPARROW' and to upload PDF files in CSCMS.
iii) The PDF files so downloaded from SPARROW may be sent to this Department for custody.
6. In addition the details of hard copies of APARs (other than on-line mode), giving justification for not recording the APAR through 'SPARROW' may be sent to this department.

Completion of writing of PARs of IAS officers for 2015-16 in SPARROW - reg.

Dear Sir/Madam
Please refer to my D.O. letter no.4(8)/2008-EO(PR) dated 21.4.2015 making online filing of PAR mandatory for the year 2014-15 onwards. As on date, 6975 number of PARs have been generated online for the year 2015-16. However, it is noted that still 1037 PARs are pending at the self-appraisal stage and 2905 PARs are pending at the stage of reporting authorities i.e. Reporting / Reviewing / Accepting authority (State-wise break-up is enclosed).

2. As per Rule 5(1) of AIS (PAR) Rules, 2007, if a performance appraisal report for a financial year is not recorded by 31st of December of the year in which the financial year ended, no remarks may be recorded thereafter and the officer may be assessed on the basis of the overall record and self assessment for the year, if he has submitted his self-assessment on time

3. In View of the rule position stated above, the window for SPARROW would get closed automatically on the midnight of 31.12.2016, and PARs at whatever stage in the system would also close and be treated as final, I may, therefore, request you to issue necessary instructions to the concerned designed authorities for expediting the PARs, which are yet to be recorded by the reporting / reviewing/ accepting authorities, so that all comments are recorded before 31.12.16.

In this regard, all the Ministries/Departments of CSSS were requested to nominate officers to perform the roles as functionaries i.e. Custodian (Nodal Officer), Custodian(Alternative Functionary), PAR Manager and EMD Manager. The Ministries/Departments were requested to provide the same information in respect of officers nominated in the enclosed proforma to NIC.
