Subject: Instructions for the cases where the reporting / reviewing / accepting authority demits office or retires before the due dates prescribed for the PAR year 2018-19 for all AIS officers, vide DOPT's letter dated 26.4.2019- reg.

I am directed to refer to the subject noted above and to state that vide letter dated 26.04.19 (copy enclosed), this Department, had extended the cut off dates prescribed for online generation, filling of self-appraisal, reporting, reviewing and acceptance of PAR for the year 2018-19 through SPARROW portal for all levels of AIS officers , in relaxation of Rule 4A(1) of AIS (PAR) Rules.

Vide para 3 of the letter dated 26.04.2019 , it was stated that instructions for cases, where the reporting / reviewing / accepting authority demits office or retires before the due date. as amended , shall be issued separately

In view of the timelines for writing PARs having been extended in relaxation of Rule 4A(1) of AIS (PAR) Rules, the corresponding restrictions under Rule 7A of the said Rules, on the duration within which a reporting / reviewing/ accepting authority who has demitted office or retired from service may record their remarks, have also accordingly been considered to be modified appropriately for the PAR year 2018-19 .

Therefore, it has been decided that in relaxation of Rule 7A of the said rules, the timelines specified in the modified schedule for the PAR year 2018-19 , circulated vide letter dated 26.04.2019, shall apply to the reporting / reviewing / accepting authorities who demit office or retire from service prior to the respective cut off dates and they shall be allowed to record their remarks till the respective cut off dates.

However, for the authorities demitting office or retiring in September, 2019 or thereafter, the Rule 7A read with 2nd proviso to Rule 5(1) of AIS (PAR) Rules shall continue to be applicable.

Subject: Implementation of Government's decision on the recommendation of the Seventh Central Pay Commission - Revision of pension of pre-2016 pensioners / family pensioners etc - reg.

The undersigned is directed to refer to this Department's letter of even number dated 19th May 2017 vide which the instructions dated 12th May 2017 relating to revision of pension of pre-2016 pensioners issued by Department of Pension and Pensioner's Welfare in the context of implementation of VII CPC recommendations, were extended to All India Service (AIS) Pensioners. The said letter dated 19th May 2017 was also sent to all Ministries / Departments of Government of India (copy enclosed).

2.Many retired AIS Officers who are drawing pension from the Central Government, have since voiced grievances at various levels, stating that pension revision in pursuance of the order dated 19th May 2017 has not taken place so far.

3.It is observed in this regard that CPAO, with the approval of the Controller General of Accounts, have issued instructions on 25th May 2017 to Pr. Chief Controller of Accounts / Chief Controller of Accounts etc. about the modalities to be followed for expeditious implementation of the instructions dated 12th May 2017 of the D/o Pension & PW. Joint Secretary (Admn) / Admin in charge of Ministries / Departments have also been requested by CPAO to instruct their Head of Offices (HOOs) to start immediately sending the revised pension cases to the PAOs on the basis of records available with them and monitor the progress in this regard. Further follow up instructions have also been issued by CPAO on 7 th July 2017.

4.In view of the hardships being encountered by retired AIS Officers vis-a-vis revision of their pensions, all Ministries / Departments are requested to take necessary action for effective and expeditious implementation of the instructions dated 19th May 2017 pertaining to revision of pension of AIS Officers read with D/o Pension and PW instructions dated 12th May 2017.

Subject: Proposal to amend AIS (PAR) Rules, 2007 - reg.

Sir / Madam;
The undersigned is directed to refer to the subject noted above and to say that this Department is in the process of amending rule AIS(PAR)Rules, 2007. The proposed amendments (copy enclosed), inter alia, provide for:-
(i) Mandatory filing of PAR electronically and exceptions thereof
(ii) Modified procedure for submitting representation by the member of service after disclosure of PAR and role of the newly defined competent authority and referral board.
(iii) Seeking comments of reporting / reviewing / accepting authority on relinquishing charge (transfer) and superannuation.
(iv) Revised timelines filling of PAR by AIS officers, as specified in schedule for completion of PARs in para 9 under general guidelines for filling of the PAR form (Annexure-I).
2. Therefore, it is requested to furnish your comments/views on the proposed amendments in AIS (PAR) Rules, 2007 to this Department latest by 15thMarch, 2017 positively. Soft copy of the comments / views may also be sent by email at soais3nic.in.

If no reply is received within the stipulated time, it will be presumed that State Government has no objection to the proposed amendments.
