Office Memorandum

Subject : Disclosure of below benchmark grading in ACRs prior to the reporting period 2008-09 and objective consideration of representation by the competent authority against remarks in the ACR or for upgradation of the final grading.

The Department of Personnel & Training had vide OM No. 21011 /1/2005-Estt (A) (Pt-II) dated 14.05.2009, issued instructions regarding maintenance and preparation of Annual Performance Appraisal Reports. It was inter-alia stated therein that full APAR, including the overall grading and assessment of integrity, shall be communicated to the concerned officer. The new system of communicating entries in the APAR was made applicable prospectively with effect from the reporting period 2008-09.

2. Subsequently, this Department vide O.M. No.21011/1/ 2010-Estt.A dated 13.04.2010 issued instructions regarding disclosure of below benchmark gradings in ACRs of the period prior to 2008-09, providing that if an employee is to be considered for promotion in a future DPC and his ACRs prior to the period 2008-09, which would be reckonable for assessment of his fitness in such future DPCs, contain final grading which are below benchmark. for his next promotion, before such ACRs are placed before the DPC, the concerned employee will be given a copy of the relevant ACR for his representation, if any, within 15 days of such communication. It was clearly stated therein that only below benchmark ACR for the period relevant to promotion need be sent to the officer reported upon and there is no need to send below benchmark ACRs of other years.

3. References are being received in this Department from various Ministries / Departments seeking comments / views on disclosure of below benchmark ACRs of the period prior to 2008-09, which have already been considered by DPC prior to 13.04.2010, for promotion to a post/ grade, for a representation and holding review DPC after due consideration of such representation.

4. The matter has been considered in this Department and it is felt that acceding to the request for disclosure of below benchmark gradings in ACRs for the period prior to 2008-09 will open flood gates and a large number of employees, both serving and retired, may come up with a request for disclosure of their ACRs of old periods, resulting into administrative difficulties and chaos. It is, therefore, reiterated that only such below benchmark ACRs prior to the reporting period 2008-09 need to be disclosed to the officer reported upon for his representation, as are reckonable for assessment of fitness in future DPCs. In other words, below benchmark grading in the ACRs for the period prior to 2008-09 need not be disclosed to the officer reported upon, if the same are not reckonable for future DPCs.

5. This Department may be consulted in case of any deviation from the aforesaid instructions.

2. The addressee officers are requested to furnish details of Reporting / Reviewing Officers for the year 2019-2020 for creation of their APAR workflow in SPARROW system. In case an officer is required to submit more than one APAR for the year 2019-20, the details of periods of annexed proforma.

3. The information sought above may please be forwarded within a week to enable this section to ensure timely generation of APARs in r/o the officers concerned and forwarding the same to them.

Subject : Completion of APARs in “SPARROW”

In the recent times, it is observed that the APARs are not completed by the officers as per the laid down DoPT timelines. APARs in respect of few IDAS officers for the FY 2018-19 have been closed by the system – “Pending with Officer Reported upon for self appraisal” stage. This has been viewed seriously by the competent authority.

2. In this regard it is stated that the PAR managers are responsible to send alert message to the officer reported upon (preferably a week before the prescribed timeline for submitting self appraisal). On failure of an officer to submit self-appraisal as per DoPT timelines to the Reporting Officer, the PAR Manager shall “Force Forward” the same to the Reporting Officer without self appraisal.

3. The Reporting officers should also keep a watch on the movement of APARs of officers working under them and ensure that the APARs are written timely. In case, the self appraisal is not submitted timely, then the force forwarded APAR without self appraisal shall be written by the Reporting officer.

4. The Reporting/ Reviewing/ Accepting officers are also requested to complete the APARs as per DoPT timelines in future. The online recording of APARs on SPARROW system close on 31st December after which it will not be possible to take any action on the APARs.

5. APARs of officers posted on deputation to various Ministries /Departments (other than those posted in Ministry of Defence , UPSC and OFB) are generated centrally in this HQrs office. These officers are request ed to provide the details as mentioned in the table below latest by first week of the next financial year so that the APARs could be initiated timely. Officers posted in Ministry of Defence, UPSC and OFB may forward the details to concerned PAR Managers of MoD, UPSC and PCA (Fys) Kolkata respectively.

6. Officers posted on deputation/ IPA/ Ordinance factories setup, where officers of other services/ Ministers/ Executive authorities are involved are requested to track the movement of their APARs using the tracking activity on SPARROW and if necessary request their Reporting/ Reviewing/ Accepting officers for timely completion of their APARs.

Subject: Filling up of the post of Accounts Officer in Grih Kalyan Kendra.

Grih Kalyan Kendra, a society registered under the Societies Registration Act, 1860 and functioning under the aegis of Ministry of Personnel, Public Grievances and Pensions proposes to fill up the vacancy in the post of Accounts Officer in the pay scale of Rs.9300-34800 with Grade Pay of Rs.5400/- (pre-revised) on deputation/ contract basis from amongst the serving or retired Central Government officials. The terms and conditions and eligibility requirements of the post are given in the Annexure.

2. Applications, in the enclosed format, from officials fulfilling eligibility criteria, duly completed in all respects (through proper channel in case of serving officers), alongwith a copy of recent passport size photograph, vigilance clearance, complete and up-to-date CR dossier or photocopies of APARs for the last 5 years, duly self attested, and statement giving details of major / minor penalties imposed on the officer, if any, may be addressed to the Under Secretary (Welfare), Department of Personnel and Training, Room No.361, Lok Nayak Bhawan, Khan Market, New Delhi-110003 so as to reach him on or before 29th July, 2019. Candidates are requested to superscribe the words "Application for the post of Accounts Officer, GKK" on the envelopes. (B) Contract.
In the case of Central Government retired officers, they should have retired as Accounts Officer or Assistant Accounts Officer from the Central Government and possess the qualifications and experience as mentioned above.
Salary and
Perquisites
(A) In case of Serving Officers:
(i) The serving officers shall be governed by the Orders relating to appointment on deputation issued by the Department of Personnel and Training in their O.M No. 6/8/2009 - Estt.(Pay-II) dated 17.6.2010 as amended from time to time.
(ii) Leave Salary and Pension Contribution will be paid by Grih Kalyan Kendra.

(b) In case of retired Central Government officer:
(i) Remuneration would be on the basis of last pay drawn by him on the date of retirement less the amount of entitled pension.
(ii) An yearly rise in remuneration could be considered by the Board.
(iii) Will be provided with non-STD residential telephone
facility/ reimbursement of telephone bills up to the limit as prescribed for Government servants at the level.

(a) In case of serving officers, the period of Deputation shall not exceed four years.
(b) In case of retired officers, appointment shall be on contract basis initially for a period of 2 years, which can be extended [Tom year to year basis up to maximum of 5 years or till the age of 65 years whichever is earlier.

Note: The GKK. Board shall have the power to relax any of the condition(s) mentioned above in a particular case. Further, the GKK Board shall have the power to decide about any allowances other than those mentioned above, from time to time.

Subject: Introduction of SPARROW across all the cadres of CSS/CSSS/CSCS for the reporting year 2018-19 - implementation thereof.

The undersigned is directed to say that from the year 2018-19, APARs across all the cadres of CSS/CSSS/CSCS are required to be recorded online through SPARROW. Instructions in this regard have been issued vide O.M. of even number dated 1st June, 2018.

2. The date-lines for generation of PARs, recording of self assessment by the officers to be reported upon (ORU) and recording of remarks by various authorities have already been prescribed vide DoP&T O.M. No. 21011/112005-Estt.(A)(Pt.II) dated 23rd July, 2009. [t is expected that the time-lines prescribed in the aforesaid O.M. are adhered to scrupulously by all the concerned. In the environment of electronic submission of APARs, a number of activities are required to be completed before APAR could be filed on the SPARROW. Considering the feedback received by the SPARROW Help- desk from the concerned Users and Nodal Officers relating to the practical problems arising out of the process, it is advised that information pertaining to the operation of the SPARROW System may be shared with other Ministries/Departments for solution.

3. Various key words used in SPARROW have already been elaborated at Annexure. It will be advisable for the functionaries under SPARROW to keep in mind following parameters before proceeding to record their APARs on the SPARROW:

(A) Officers to be reported upon (ORU):
(i) Datelines prescribed in the Establishment Division, DoP&T's O.M. No. 21011/1/2005-Estt.(A) (Pt.Il) dated 23rd July, 2009 are equally applicable in
the case of submission of online APARs on SPARROW portal.

(ii) The ORUs should ensure that their data is duly mapped in SPARROW system. If not already done by their Office, they should immediately contact the concerned section dealing with SPARROW for generation of their online APAR.

(iii) All the activities relating to SPARROW are to be handled by Custodian/Nodal officer in the respective MinistrylDepartment. Any problem being faced by the ORUs is to be reported to their Nodal Officers of the concerned Ministries/Departments. If they are not able to resolve the issues at their end, the matter then only may be reported to DoP&T by the Nodal Officers concerned preferably through email at the following address : (i) For CSS/CSSS - eps.helpdesk-dopt@gov.in or c.shekhar59@nic.in (ii) For CSCS - balram.y13@nic.in (Tel: 011-24625816).

(iv) The officers, who have been promoted/transferred during the period of Report, should ensure that their data with regard to transfer/promotion is
updated by the EMD in their respective Department. This will help the EMD in the new Ministry/Department to create workflow.

(v) All the users should invariably ensure that they have a valid DSC/Mobile phone number linked with AADHAAR for e-signing their PAR.
(B) Nodal Officers:
(i) Whenever, the admin designated for SPARROW is transferred, their role has to be revoked by the DoP&T's SPARROW Help-desk. Hence, any
change in the roles assigned to the officers should be immediately reported to DoP&T's SPARROW Help-desk through e-mails before roles are assigned to the officer replacing the earlier one.

(ii) While setting up workflow for generation of PARs for working period in respect of CSS, 'WORKING' under caption 'Status' and 'css with Authority Details' under caption 'Form Type' may be selected.

(iii) While generating No Report Certificate, 'NRC' under caption 'Status' and 'NRC Form II' under caption 'Form Type' may be selected.

(iv) For addition of personal data in SPARROW, information in excel sheet may be sent by email to DoP&T's SPARROW Help-desk.

(v) Problems relating to log-in if faced by the User, all efforts should be made for resolution by the concerned Ministry/Department at its end. In case the problem still persists, it should then only be reported to DoP& T's SPARROW Help-desk, preferably through emails, along with the contact numbers of the User/Department.
(B) For Reporting Officers/Reviewing Officers

(i) A review of progress of PARs generated during last three years shows that a number of Reporting/Reviewing Officers have not recorded their remarks in the PARs in respect of the officers subordinate to them despite extension of time limits granted from time to time.

(ii) It has also been observed that the reporting/reviewing officers recorded remarks even upto the last dates for closing of the SPARROW window leaving no time very little time for further process after recording of the APARs is completed. This is not desirable and may kindly be avoided by sticking to the respective date-lines as prescribed for various functionaries vide DoP&T's OM No. 21011/1/2005-Estt(A)(Pt.lI) dated 23rd July, 2009 or extended date-lines granted for the specific year, if any. In this regard attention is also invited to DoP&T's Estt. Division O.M. 21011/02/2009- Estt.(A) dated 16.02.2009.

4. It is, therefore, once again reiterated that the Reporting Officers and Reviewing Officers may adhere to the date-lines prescribed. The PARs recorded beyond the prescribed date-lines may not be accepted by DPC and may adversely affect the career prospects of the officers reported upon concerned. Similarly, NRCs (No Report Certificates) should not be issued indiscriminately in a routine manner and only be issued strictly after examination on a case-to-case basis in the light of the instructions/ guidelines. The concerned sections in the Cadre Units should constantly monitor the progress in respect of each individual official/officer till the completion of the entire process for a particular APAR year.

5. The above instructions may be brought to the notice of all concerned in respective Ministries / Departments.

The undersigned is directed to refer to this Department's OM of even number dated 01.06.2018 (copy enclosed) on the subject mentioned above vide which all cadre units were requested to take the preparatory actions for promotion.

2. All cadre units are once again requested to complete all the following preparatory actions required for promotions at the earliest:-
i. To ensure for updating all the particulars of CSSS officers in CSCMS portal in a time bound manner;
ii. Preparation in all aspects for conducting the DPC meeting, immediately;
iii. Availability of APARs for the period upto 2017-18 in respect of eligible CSSS officials/officers.
iv. Up-to-date information with regard to vigilance clearances with major and minor penalties, details of officers retired on superannuation or otherwise, cases of refusal of promotion etc. may be made available readily,

Subject : Benchmark for promotion to administrative grades in Railway Services.
Reference : Board's letter No.2017/SCC/03/09 dated 01.09.17 and 23.11.17.

Board, vide letter dated 01.09.17 and 23,11.17, issued instructions regarding interpretation of the benchmark for promotion to various grades in terms of numerical grading. After considering several issues relating to interpretation of benchmark, Board have now decided to follow the following revised interpretation of benchmark in respect of APARs with numerical grading :

HAGVery Good Plus - two 'Outstanding' and three 'Very Good' grading in the last five years. However, minimum 'Very Good' in each of the last five APARsBench mark will continue to be 'Very Good plus' i.e. minimum two 'Outstanding' and three 'Very Good' grading or equivalent in the last five APARs under consideration classifying the numerical grading in terms of 'Outstanding', 'Very Good' and 'Good' as per Board's instructions dated 21.07.17. A minimum grading of 'Very Good' is also required in each of the five APARs.
SAGandNFSGVery Good - The minimum performance benchmark will be 'Very Good' in each of the last five APARs.Bench mark will continue to be Very Good i.e. minimum grading of 'Very Good' in each of the last five APARs under consideration classifying the numerical grading in terms of 'Outstanding', 'Very Good' and 'Good' as per Board's instructions dated 21.07.17.
JAGGood - should have earned two 'Very Good' and three 'Good' grading or equivalent in the last five APARsBench mark will be 'Good plus' which will be defined as two 'Very Good' and three 'Good' APARs in the last five APARs under consideration classifying the numerical grading in terms of 'Outstanding', 'Very Good' and 'Good' as per Board's instructions dated 21.07.17. A minimum grading of 'Good' is also required in each of the five APARs,

2. DPC should not be guided merely by the overall grading, that may be recorded in the APARs but should make its own assessment on the basis of entries in the APARs, as at times the overall grading in a APAR may be inconsistent with the grading under various parameters or attributes.

3. Railways/PUs etc. are also advised that empanelment /promotion of officers made on the basis of instructions dated 01.09.17 need not be revisited unless the same has adversely affected their promotion. Above mentioned decision should be brought to the notice of all officers working in respective Railways/PUs/CTIs.

Sub: Providing opportunity for submitting representation to the employees who have been awarded below "Very Good" Grading in their last three years APARs (for the purpose of MACPS-reg. 

Ref: (i) NFIR's letterNo.IV/MACPS/09/Part 10 dated 19/01/2017.
(ii) Railway Board's letter No.E(NG)I-2018/CR/2 dated 27/02/2018.

Kind attention is invited to NFIR'S letter No. IV/MACPS /09/Part 10 dated 19/01/2017, responding to which Railway Board have issued instructions vide letter dated,27/02/2015 giving a chance as a onetime measure to represent against the 'Good' or below gradings recorded in the APARs of staff pertaining to the years 2014-15 , 2015-16 & 2016-17 .

While appreciating the decision of the Board for granting an opportunity to the staffto submit representations against the awarded gradings of 'Good' or below within 30 days from the date of Board's communication, NFIR desires to convey that in such a large network of Indian Railways, the Board's communication may not reach on time to the staff working at remote places as the publicity of the administration is also not adequate. Many staff may also

not be aware of the gradings already awarded to them by the controlling authorities.
NFIR, therefore, urges upon the Railway Board to kindly reconsider and grant 90 days time from the date of Board's instructions i.e.27/2/2018, to facilitate staff to prefer appelas, wherever needed. It would also be necessary to advise General Managers of Zonal Railways to arrange to give copy of the gradings awarded to the concemed employees at the earliest. A copy of modified instructions may be endorsed to the Federation.

Sub: Procedure to be observed by the Departmental Promotion Committees (DPCs) - Model Calendar for DPCs - Relevant year up to which APARs are to be considered and Model Calendar for conducting DPCs - regarding.

The undersigned is directed to invite reference to the Department of Personnel and Training OM of even number dated 8th September, 1998 prescribing a 'Model Calendar' for DPCs in order to ensure that DPCs are convened in advance and approved select panels are ready on the date of commencement of the relevant vacancy year and that the last date for sending complete proposal to the UPSC is 15 July (in ACC cases) and 31 July (in non-ACC cases) of the year preceding the vacancy year.

2. Reference is further invited to the Department of Personnel and Training OM of even number dated 16th June, 2000 wherein it was prescribed/clarified that only such ACRs (now APARs) should be considered which became available during the year immediately preceding the vacancy/panel year irrespective of the date of convening of the DPC. In other words, for the vacancy/panel year 2000-01, it was prescribed that ACRs (now APARs) up to the year 1998-99 (five years preceding T-1st year) are required to be considered. Accordingly, for the vacancy year 2017-18, APARs up to the year 2015-16 are required to be considered.

3. Reference is also invited to the Department of Personnel and Training OM No. 22011/1/2005- Estt(A)-(Pt-II) dated 23rd July, 2009 on the subject 'Preparation and Maintenance of APARs' wherein a time schedule for preparation/completion of APAR has been prescribed. As per this schedule, entire APAR process is to be completed by 30th November of the year following the completion of time period of APAR year.

4. As per the extant instructions, say for vacancy year 2017-18, complete proposal to the UPSC has to be sent by 15 July, 2016 (in ACC cases) and 31 July, 2016 (in non-ACC cases) with APARs up to the year 2015-16. However, the entire process of recording APAR for the year 2015-16 is complete by 30th November, 2016 only. After the issue of guidelines regarding time schedule for completion of APAR, the time lines make it practically impossible to make the last APAR (the APAR of the year immediately preceding T-1th year) available for DPCs, i.e., the APAR for the year 2015-16 does not attain finality and thus may not be available before sending proposal for DPC for vacancy year 2017-18. in this background, the instructions regarding the procedure for convening DPCs have been reviewed in consultation with UPSC.

5. In order to streamline the process of timely convening of DPCs, it has been now decided that henceforth, the following changes may be effected in the DPC procedure in partial modification of this Department OM No. 22011/5/86-Estt.(D) dated 10.4.89, OM No. 22011/9/98-Estt.(D) dated 16.65.2000, OM No. 22011/9/98-Estt.(D) dated 8.9.98 and OM No. 22011/6/2013- Estt.(D) dated 28.5.2014(crucial date of eligibility):
(i) The vacancy year may be shifted to Calendar Year from the year 2018 onwards, wherever the financial year based vacancy year being followed now.

(ii) The crucial date of eligibility will be 1st of January of the Vacancy year w.e.f 2019.

(iii) The APARs for five years preceding T-2nd year may be taken as reckoning APARs, i.e. for the vacancy year 2019 (January 2019 to December, 2019), the reckoning APARs shall be 2016-17, 2015-16, 2014-15, 2013-14 and 2012-13.

(iv) The year of 2018 being the transitional year, the vacancy period shall be from 1st April 2018 to 31st December, 2018. The reckoning APARs for this vacancy year shall be 2015-16, 2014 -15, 2013-14, 2012-13 and 2011-12. The crucial date of eligibility shall be 1st April, 2018 for the transitional year
6. Ministries/Departments are requested to give wide circulation to these instructions for guidance in the matter and also to ensure strict adherence to the time-schedule prescribed as per the 'Model Calendar' for DPCs.

Subject: Introduction of SPARROW for CSS officers - completion of various tasks- reg .

The undersigned is directed to say that 'SPARROW' has been introduced for recording on-line APARs for Deputy Secretary and above level officers in CSS and equivalent levels in CSSS from the financial year 2015-16.

2. The time-limits for performing various activities on the 'SPARROW' system were extended vide this Department's Office memorandum of even number dated 27th May, 2016. The window for 'SPARROW' CSS was closed on 31st December, 2016. A number of Ministries/Departments requested for reopening of this window for completion of various tasks in the system. Therefore, the window for 'SPARROW' (CSS) has been re-opened on the request of these departments to facilitate the nodal officers to take action in the 'SPARROW' system as per the extended date-line.

3. However, it is clarified that the dates extended beyond 1 sl January,2017 are for taking necessary action for dealing with representations, disposal of representations and similar actions on the part of the nodal officers. Dates for recording of APARs would be same as contained in the Office Memorandum dated 27th May, 2016.

4. It is also reiterated that as per instructions of this Department, APARs of CSS officers are required to be uploaded on CSCMS. Hard copy of the APARs generated on SPARROW will be kept in CS-I Division/CS-II Division. It would not be practicably possible for these Divisions to download all the APARs from 'SPARROW' and then keep them in the relevant APAR folders including their uploading in the CSCMS system.
5. It is, therefore, requested that Ministries/Departments may ensure following action at their end for efficient management of APARs generated in the 'SPARROW' system :
i) To complete the task required at their end in the SPARROW system before the aforesaid date.
ii) To download the APARs generated online on 'SPARROW' and to upload PDF files in CSCMS.
iii) The PDF files so downloaded from SPARROW may be sent to this Department for custody.
6. In addition the details of hard copies of APARs (other than on-line mode), giving justification for not recording the APAR through 'SPARROW' may be sent to this department.

The undersigned is directed to refer to this Department’s OM of even number dated 03.05.2016, 05.07.2016, 10.08.2016 and 24.08.2016 on the subject mentioned above and to circulate herewith the latest position regarding availability of ACRs/APARs, Vigilance Clearance, Major/Minor penalty certificate and disclosure certificate in respect of PSs of CSSS. All the cadre units are requested to check at their end the details of the non-availability of ACRs/APARs in respect of PPSs working in their cadre units and make available the requisite records to this Division immediately but not later than 23.09.2016 in any case. It may please be appreciated that the process is getting inordinately delayed for want of complete information as stated above.

2. The officers concerned are also requested to take necessary action, in their own interest, in expediting the requisite information urgently. The cadre units are also requested to upload the data (ACRs/APARs etc.) in the web based system at cscms.nic.in before submitting the same to this Department.

Instructions/Guidelines relating to filling up the Integrity Column of Annual Performance Assessment Reports-regarding

Subject: Instructions/Guidelines relating to filling up the Integrity Column of Annual Performance Assessment Reports-regarding.

The undersigned is directed to refer the existing instructions/ guidelines of this Department on filling up the column relating to integrity in ACRs (now APARs).

It has been brought to the notice that many a time Reporting Officers do not make clear and categorical mention about the integrity of the officer reported upon.

Further, it has also been seen that in case of doubt of integrity of the officer reported upon, the procedures prescribed for filling up the integrity column in APARs are not being followed appropriately.

2. Now, it has been decided to reiterate the followings instructions/guidelines contained in para 5.2 of this Department OM No. 51/5/72-Ests. (A) dated 20 th May, 1972 on procedures prescribed for filling up the column relating to integrity in APARs:
(a) Supervisory officers should maintain a confidential diary in which instances which create suspicion about the integrity of a subordinate should be noted from time to time and action to verify the truth of such suspicions should be taken expeditiously by making confidential enquiries departmentally or by referring the matter to the Special Police Establishment. At the time of  recording the annual confidential report, this diary should be consulted and the material in it utilised for filling the column about integrity. If the column is not filled on account of the unconfirmed nature of  the suspicions, further action should be taken in accordance with the following sub paragraphs.
(b) The column pertaining to integrity in the character roll should be left blank and a separate secret note about the doubts and suspicions regarding the officer’s integrity should be recorded simultaneously and followed up.
(c) A copy of the secret note should be sent together with the character roll to the next superior officers who should ensure that the follow-up action is taken with due expedition.
(d) If, as a result of the follow-up action, an officer is exonerated, his integrity should be certified and an entry made in the character roll. If suspicions regarding his integrity are confirmed, this fact can also be recorded and duly communicated to the officer concerned.
(e) There are occasions when a reporting officer cannot in fairness to himself and to the officer reported upon, either certify integrity or make an adverse entry, or even be in possession of any information which would enable him to make a secret report to the Head of the Deptt. Such instances can occur when an officer is serving in a remote station and the reporting officer has not had occasion to watch his work closely or when an officer has worked under the reporting officer only for a brief period or has been on long leave, etc. In all such cases, the reporting officer should make an entry in the integrity column to the effect that he has not watched the officer’s work for sufficient time to be able to make any definite remark or that he has heard nothing against the officer’s integrity as the case may be. This would be a factual statement to which there can be no objection. But it is necessary that a superior officer should make every effort to form a definite judgement about the integrity of those working under him, as early as possible, so that he may be able to make a positive statement.
(f) There may be cases in which after a secret report/note has been recorded expressing suspicion about an officer’s integrity, the inquiries that follow do  not disclose sufficient material to remove the suspicion or to confirm it. In such a case the officer’s conduct should be watched for a further period, and, in the meantime, he should, as far as practicable, be kept away from positions in which there are opportunities for indulging in corrupt practices.
3. It is further conveyed that the remarks against the integrity column of APARs of the officer reported upon shall be made by the Reporting Officer in one of three options mentioned below:
(a) Beyond doubt.
(b) Since the integrity of the officer is doubtful, a secret note is attached.
(c) Not watched the officer’s work for sufficient time to form a definite judgement but nothing adverse has been reported to me about the officer.
4. All Ministries/Departments are requested to bring it to the notice of all concerned for strict compliance.

The underSigned is directed to refer to this Department’s OM of even number dated 08.08.2014 followed by reminders dated 01.01.2015, 05.02.2015, 19.03.2015, 24.04.2015, 08.05.2015, 22.05.2015 & 02.06.2015 on the subject cited above and to say that ACRs/APARs in respect of some PPSs are yet to be received in this Division despite several reminders as per the list annexed to this OM.

2. It may be noted that panel of Sr. PPS for SLY 2015 is to be prepared before 01.07.2015 so that the eligible officers are promoted on time. Delay in submission of APARs and their disclosure certificate by the concerned cadre units is likely to delay the preparation of panel, which has to be finalized after receipt of recommendation of UPSC in this regard.

3. The concerned cadre units are, therefore, requested to check the details of the non-availability of ACRs/APARs and disclosure certificate in respect of PPS working in their cadre unit and make available the records to this Division immediately.

4. The officers concerned are also requested to check the availability of data and furnish the requisite information urgently. The cadre units are further requested to upload the data of the officers in the web based system at cscms.nic.in.
