With reference to above cited letters, The DoPT Vide OM dated 20.12.2019 has changed Closed Holiday from 25th October, 2020 (Sunday) to 26th October, 2020 (Monday) on account of the “Dussehra” to all Central Government offices in Telangana state.

Subject: Early Closure of Central Government Offices in connection with Republic Day Parade and Beating Retreat Ceremony during January, 2020 - regarding

In connection with arrangements for the Republic Day/ At Home Function / Beating Retreat Ceremony, 2020, it has been decided that the Government offices located in tile buildings indicated in Annexure-A would be closed from 1300 hours on 25.01.2020 to 13 00 hours on 26.0 1.2020. These buildings would also be closed at 1830 hours on 22.01.2020 and will reopen at 1300 hours on 23.0 1.2020 for the full dress rehearsal.

2. The buildings indicated in Annexure -B would be closed on 26.0 1.2020 till 1930 hours for 'At Home Function'. The buildings indicated in Annexure-C would be closed at 1200 noon on 29.01.2020 till 1930 hours on 29.01.2020. The buildings indicated in Annexure-D would be closed on 28.01.2020 from 1600 hours till 1930 hours for the full dress rehearsal for Beating Retreat Ceremony.

Subject: Closed Holidays for the year 2020 - Date for Dusshera regarding.

In continuation of this Department's OM of even number dated 18-6-2019 circulating therewith List of holidays for the year 2020, the undersigned is directed to state that some Central Government Employees Coordination Committees located in different States have sent representations for change in the date of Dusshera (Vijaya Dasami) holiday on 26-10-2020 (Monday) instead of 25-10-2020 (Sunday) in their States.

It is hereby informed that the decision of CGEWCCs located in different States, to declare Dussehra as closed holiday for the Central Govt. Offices on 26-10-2020 (Monday), is not in accordance with the holiday policy of the Government of India. However, Restricted Holiday on 26-10-2020 (Monday) for Dussehra (Vijay Dashmi) can be celebrated by the Central Government Offices, as specifically mentioned in DoPT's OM NO.12/1/2019/JCA 2 dated 18.06.2019, at para 3.1 that "no change of dates is permissible in regard to festivals and dates indicated".

Subject: Cooking Allowance to Non- Statutory Departmental canteen employees functioning from Central Government Offices consequent upon the recommendations of the VIIth Central Pay Commission- regarding.

This undersigned is directed to refer to the subj ect mentioned above and to state that the Government's Decision, on the recommendations of the Seventh Central Pay Commission relating to Canteen Staff in "List of Allowances and Recommendations' in para 8.10.16 of Chapter 8.1 (S.No. 39), was notified vide Ministry of Finance Resolution No. 11- 1/2016-IC dated 06.07.2017. This decision has been considered in consultation with Department of Expenditure, Ministry of Finance and it has been decided to extend the benefit of 'Cooking Allowance'@ Rs1000/-p.m. as per cell R3H3 of the Risk and Hardship Matrix to Assistant Halwai-cum-Cook and Halwai-cum- Cook working in the Non-statutory departmental canteens functioning from Central Government Offices.

It has been decided that the holidays as specified in the Annexure-I to this O.M. will be observed in all the Administrative Offices of the Central Government located at Delhi/New Delhi during the year 2019. In addition, each employee will also be allowed to avail himself/herself of any two holidays to be chosen by him/her out of the list of Restricted Holidays in Annexure-II.

3.1 In addition to the above 14 Compulsory holidays mentioned in para 2, three holidays shall be decided from the list indicated below by the Central Government Employees Welfare Coordination Committee in the State Capitals, if necessary, in consultation with Coordination Committees at other places in the State. The final list applicable uniformly to all Central Government Offices within the concerned State shall be notified accordingly and no change can be carried out thereafter.

3.2 No substitute holiday should be allowed if any of the festival holidays initially declared subsequently happens to fall on a weekly off or any other non-working day or in the event of more than one festival falling on the same day.
4. The list of Restricted Holidays appended to this O.M. is meant for Central Government Offices located in Delhi / New Delhi. The Coordination Committees at the State Capitals may draw up separate list of Restricted Holidays keeping in view the occasions of local importance but the 9 occasions left over (indicated in para 3.1), after choosing the 3 variable holidays in para 3.1 above, are to be included in the list of restricted holidays.
5.1 For offices in Delhi / New Delhi, any change in the date of holidays in respect of Idu'l Fitr, Idu'l Zuha, Muharram and Id-e-Milad, if necessary, depending upon sighting of the Moon, would be declared by the Ministry of Personnel, Public Grievances and Pensions after ascertaining the position from the Govt. of NCT of Delhi (DCP, Special Branch, Delhi Police).
5.2 For offices outside Delhi / New Delhi, the Central Government Employees' Welfare Coordination Committees at the State Capitals are authorised to change the date of holiday. If necessary, based on the decision of the concerned State Governments / Union Territories, in respect of Idu'l Fitr, Idu'l Zuha, Muharram and Id-e-Milad.
5.3 It may happen that the change of date of the above occasions has to be declared at a very short notice. In such a situation, announcement could be made through P.I.B/T.V./A.I.R./ Newspapers and the Heads of Department / Offices of the Central Government may take action according to such an announcement without waiting for a formal order, about the change of date.
6. In 2019, Diwali (Deepavali) falls on Sunday, October 27, 2019 (Kartika 05). In certain States, the practice is to celebrate the occasion a day in advance, i.e., on "Naraka Chaturdasi Day". In view of this, there is no objection if holiday on account of Deepavali is observed on "Naraka Chaturdasi Day (in place of Deepavali Day) for the Central Government Offices in a State if in that State that day alone is declared as a compulsory holiday for Diwali for the offices of the State Government.
7. Central Government Organisations which include industrial, commercial and trading establishments would observe upto 16 holidays in a year including three national holidays viz. Republic Day, Independence Day and Mahatma Gandhi's birthday, as compulsory holidays. The remaining holidays / occasions may be determined by such establishments / organisations themselves for the year 2019, subject to para 3.2 above.
8. Union Territory Administrations shall decide the list of holidays in terms of instructions issued in this regard by the Ministry of Home Affairs.
9. In respect of Indian Missions abroad, the number of holidays may be notified in accordance with the instructions contained in this Department's O.M. No.12/5/2002-JCA dated 17th December, 2002. In other words, they will have the option to select 12 (Twelve) holidays of their own only after including in the list three National Holidays and Budha Purnima, Janamashtami (Vaishnava), Diwali, Milad-un.Nabi or Id-e-Milad in the list of compulsory holidays falling on the day of weekly off.
10. In respect of Banks, the holidays shall be regulated in terms of the extant instructions issued by the Department of Financial Services, Ministry of Finance.

Central Government Administrative Offices located at Delhi/New Delhi to remain closed on 22.08.2018

On the basis of the report of  Ruiyat Hilal (moon deciding Committee) headed by Shahi Imam, Jama Masjid, Delhi, Syed Ahmed Bukhari intimating that witnesses of sighting of moon have been received from different cities of India, it has been decided that all Central Government Administrative Offices located at Delhi/New Delhi shall remain closed on 22.08.2018 instead of 23.08.2018 on account of Id-ul-Zuha (Bakrid).

The earlier release issued on 14.08.2018 stating that Id-ul-Zuha (Bakrid) will be celebrated on 23.08.2018 stands withdrawn.

Seven day State Mourning to be observed in memory of former Prime Minister Shri Atal Bihari Vajpayee

The Government of India announce with profound sorrow the death of Shri Atal Bihari Vajpayee, former Prime Minister of India on 16th August, 2018, at AIIMS Hospital, New Delhi.

As a mark of respect to the departed dignitary, it has been decided that seven days of State Mourning will be observed throughout India from 16.08.2018 to 22.08.2018, both days inclusive. During this period the National Flag will be flown at half mast throughout India where it is regularly flown and there will be no official entertainment during the period of State Mourning. It has also been decided that the State Funeral will be accorded to late Shri Atal Bihari Vajpayee at Smriti Sthal, New Delhi.

All Central Government offices and CPSUs across the country, and Delhi Government offices in NCT of Delhi will observe half day holiday in the afternoon of day of funeral.

National Flag shall also fly half mast till 22.08.2018 in all Indian Missions/High Commissions of India abroad.

Subject: Non- Statutory Departmental Canteens functioning in Central Government Offices procuring License under Food Safety and Standards Act, 2006 and Rules & Regulations framed there under.

The undersigned is directed to refer to this Department;s D.M. No. 10/1/2004-Dir.(C) dated 30.05.2016 on the above subject and to say that Food Safety & Standards Authority of India has rationalized the license/ registration fee for Departmental tiffin rooms/ canteens functioning in Central Government Offices. All the Non- Statutory departmental tiffin rooms/ canteens having turnover of less than Rs. 12 lakhs per annum would be registered on payment of fee Rs. 100/- per annum and those having turnover of more than Rs.12 lakhs would be licensed on payment of fee Rs. 2000/- per annum.

2. As a facilitation measure, FSSAI is orgainising an on-spot registration camp for departmental canteens having turnover less than Rs. 12 lakhs per annum at FSSAI- HQ on 7th August, 2018. The following documents are required for on-spot registration:-

i) Aadhar Card/ PAN Card
ii) One Passport size photo
iii) Employer ID Card
iv) Fee i.e. Rs 100 (registration fee)

3. All the Ministries/ Departments who have not registered their departmental canteens under Food Safety & Standards Act, 2006 are requested to nominate individual from Canteen Staff for the said on-spot registration camp.

The e-Office product has been developed by National Informatics Centre (NIC), Ministry of Electronics & Information Technology (MeitY) for implementation in all central Ministries/Departments of the Government of India. e-Office suit comprises of various applications including routine daily works like Leave Management System, File Management System, Knowledge Management System, Tour Management System, Stationery Requests etc. to ensure economy in use of paper.

As on 21.03.2018, 78 central government Ministries/Departments are implementing e-Office.

This was stated by the Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh, in written reply to a question in the Rajya Sabha today.

The number of sanctioned posts and number in position in various Ministries/Departments as available in the Annual Report on Pay and Allowances of Central Government Civilian Employees 2016-17 as on 1.3.2016, published by Pay Research Unit, Department of Expenditure, Ministry of Finance, is at Annexure 'A'.

The posts sanctioned in Ministries/ Departments are required to be filled as per the Recruitment Rules as and when vacancies arise. A number of steps have been taken for streamlining the procedure for conducting meeting of Departmental Promotion Committee (DPC) for promotions which includes issue of model calendar for conduct of DPCs, the reckoning of APARs for consideration of promotion etc. Steps have also been taken for streamlining direct recruitment process by doing away with interviews for lower level posts, introduction of computer based examinations and simplification of pre-appointment procedures.

As per the list of Holidays circulated vide CGEWCE-2016 DATED 10.01.2017, the holiday on account of Milad-un-Nabi was declared on 01.12.2017 (Friday). Government of Tamil Nadu, vide G.O. Ms.No.962 dated 21.11.2017 has notified that Milad-Un-Nabi (Prophet Mohammed's Birthday) will be celebrated on 02.12.2017 (Saturday).

Accordingly, it has been decided to shift the holiday for Milad-Un-Nabi to 02.12.2017 in the place of 01.12.2017 as notified earlier, for all the Central Government Offices situated in Tamil Nadu.

Cabinet approves Rationalization/Merger of the Government of India Press (GIPs) and their modernization

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its for rationalization/merger and modernization of 17 Government of India Presses (GIPs)/Units into 5 Government of India Presses (GIPs) at Rashtrapati Bhavan, Minto Road and Mayapuri, New Delhi; Nashik, Maharashtra and Temple Street, Kolkata, West Bengal.

These 5 Presses will be redeveloped and modernised by monetisation of their surplus land. Land measuring 468.08 acres of the other merged Presses will be given to Land & Development Office, Ministry of Urban Development. Land measuring 56.67 acres of the Government of India Text Books Presses (GITBPs) at Chandigarh, Bhubaneswar and Mysuru will be returned to the respective State Governments.

Modernisation of the Presses will enable them to undertake important confidential, urgent and multi-colour printing work of the Central Government Offices all over the country.

This will be carried out at zero cost to the exchequer and without any retrenchment.

7th Pay Commission: Lower pay not to root out corruption
New Delhi: Corruption is rampant in many of the central government's offices, despite Prime Minister Narendra Modi's warning that corruption was eating away at India "like a termite".

Accordingly, the government should consider to root out corruption in the Indian bureaucracy and the official system through ensuring the proper wages and benefits for government employees.

The 50 lakh central government employees are now getting 14.27 % hike in their basic pay under the recommendation of the 7th Pay Commission, which is the lowest in 70 years.

The previous 6th Pay Commission had recommended a 20 per cent hike in the basic pay, which the government doubled while implementing it in 2008.

The 7th Pay Commission slashed down House Rent Allowance (HRA), which constitutes a substantial part of central government employees' salaries. The Commission had recommended HRA at the rate of 24 per cent, 16 per cent and 8 per cent of basic pay of the central government employees and the government stuck with the 7th Pay Commission's recommendations on HRA and gave nod accordingly.

While The previous 6th Pay Commission had recommended HRA at the rate of 30 per cent, 20 per cent and 10 per cent for X, Y and Z category of cities respectively.

The hike in HRA, which gives more money in the pockets of the employees, that's compensatory perks for all central government employees, which has been paid from July 1 and no arrears for any allowance was paid, as per usual practice, the allowances are paid from the date of implementation.
The allowances, including House Rent Allowance (HRA) rates, started to disburse from July 1, this year, while, the 7th Pay Commission award was implemented from 1 January 2016.

There had been widespread demand from central government employee unions to hike HRA at the rate of 30 per cent, 20 per cent and 10 percent of basic pay and to be given arrears on allowances including HRA.
"The demands of central government employees over their pay scales as well as minimum pay and allowances are likely not to be considered by the National Anomaly Committee on behalf of the government," the finance ministry sources said.

"Finance Minister Arun Jaitley finally decided not to give any facility to central government employees better than the 7th Pay Commission recommendations and the government stuck with the 7th Pay Commission recommendations on pay scales and allowances," the sources added.

The central government employees unions had also demanded for hiking minimum pay Rs 18,000 to Rs 26,000 and asked to raising fitment factor 3.68 times from 2.57 times, which was implemented by the government based on the pay commission recommendations.

If the 2.57 fitment formula is tinkered with, then salary and pension in general for all central government employees will go up.

The minimum pay and allowances should be hiked for central government employees immediately by the government on the acceptance of the unions' proposals.

Such a move would help to start countering the criminally extortionate mind-set which embeds corruption in many government posts as a way of mitigating low wages. Better-paid staff are more motivated in performing their jobs well and in working to root out corruption.

Implementing such an approach to government employees salaries has been shown to work very well in countries such as Singapore. If we are to emulate this here, the government also needs to take a more rational approach to managing is resources.

This would allow the government to pay, recruit, and retain higher quality government officials and begin to root out corruption and poor quality in public services, once and for all.
