Features of LTC Concession by Air India

Eligibility: Employees of the State and Central Governments/ Public sector undertaking travelling on leave. Employees of the Educational Institutions recognized by Central/ State Govt or affiliated to any University/ Educational board are also eligible.
Required Documents: Official ID card. Family members to carry the copy of the same.

Discount: Specified fare.

Travel: Any sector within India.

Ticket Validity: 1 Year from date of issue

Advance Purchase: Not required. Ticket can be purchased any time

Children: No discount applies.

Infant: (Under 2 years) 1st accompanying Infant – Rs.1000 per coupon, Plus applicable taxes. 2nd and more Infants, no discount permissible.

Date/Flight change, Cancellation & Refund: Permitted – Fee applies

In case the relevant ID / documents are not presented at the time of check in or at the boarding gate, the basic fare will be forfeited and the tickets will become non refundable (only taxes & levies will be refunded). Boarding will be denied if the identity proof is not provided at the time of check in and at the boarding gate.

LEAVE TRAVEL CONCESSION (LTC) FOR RAILWAY EMPLOYEES & CCS (LTC) RULES - A BRIEF

1. Railway employees are allowed to avail LTC as per DoPT OM dated 27th March 2018

2. Railway employees continue to be governed fully by the Railway Servants (Pass) Rules.

3. "All India LTC" once in a block of four years.

4. "All India LTC" will be purely optional for the railway employees.

5. After availing "All India LTC" in a year, it will not be mandatory for the railway employee to opt for "All India LTC" in the next or subsequent block years.

6. No "Home Town LTC" will be admissible.

7. Railway employees will surrender the Privilege Passes admissible to them in the calendar year in which they intend to avail the LTC facility.

8. They would continue to be eligible for Privilege Ticket Orders and other kinds of passes viz., Duty Pass, School Pass, Special Passes on Medical grounds, etc., as admissible under the Pass rules.

9. If both spouses are Railway employees then both will surrender privilege passes.

10. Beneficiaries will be members of family, dependents, etc as per conditions as laid down in the CCS (LTC) rules will be applicable for availing "All India LTC".

Brief on orders issued by DoPT/MOF on LTC :

11. Family for the purpose of LTC – Government employee, spouse, two unmarried dependent children, divorced/widowed daughter, dependent parents residing with employee, dependent unmarried minor brother & sister and dependent divorced/widowed sister residing with employee.

12. Government servant and each member of his family may visit different places of their choice during the block of four years.

13. Employee should have completed one year continuous service on the date of journey.

14. Travel entitlements of Government servants for the purpose of LTC shall be the same as TA entitlements as notified vide Ministry of Finance's O.M. dated 13.07.2017, except the air travel entitlement for Level 6 to Level 8 of the Pay Matrix, which is allowed in respect of TA only and not for LTC. ie Only AC 2 tier by train for pay level 6 to level 8.

15. No daily allowance shall be admissible for travel on LTC.

16. LTC shall be admissible in respect of journeys performed in vehicles operated by the Government or any Corporation in the public sector run by the Central or State Government or a local body.

17. For places not connected by any Government means of transport, reimbursement shall be allowed as per entitlement for journey on transfer for a maximum limit of 100 Kms covered by the private/personal transport based on a self-certification.

18. Employees not entitled to travel by air may travel by any airline. However, reimbursement in such cases shall be restricted to the fare of their entitled class of train, transport or actual expense, whichever is less,"

19. Reimbursement under LTC scheme does not cover incidental expenses and expenditure incurred on local journeys.

20. Travel by Premium trains/Premium Tatkal trains/Suvidha trains is allowed on LTC. Further, reimbursement of tatkal charges or premium tatkal charges shall also be admissible for the purpose of LTC.

21. Flexi fare (dynamic fare) applicable in Rajdhani/Shatabdi/Duronto trains shall be admissible for the journey(s) performed by these trains on LTC. This dynamic fare component shall not be admissible in cases where a nonentitled Government servant travels by air and claims reimbursement for the entitled class of Rajdhani/Shatabdi/Duronto trains.

22. Catering charges charged by the Indian Railways included in the rail fare for Rajdhani/Shatabdi/Duronto trains, shall be reimbursable in full as per the entitlement/eligibility.

23. For children aged between 5 yrs and under 12 yrs, the actual rail fare shall be reimbursed for LTC, as per the choice of rail tickets (half or full) purchased by the Government servant.

24. The time-limit for drawal of LTC advance is 125 days in case of journey by train. It will be mandatory for the Government servant to produce the outward journey tickets to the Competent Authority within ten days of drawal of advance.

25. Travel by air to North East Region (NER), Jammu and Kashmir (J&K) and Andaman & Nicobar Islands (A&N) is extended for two years, w.e.f. 26th September, 2016 subject to the following conditions:
(a) Travel by air to continue to be performed by Air India in Economy class at LTC-80 fare or less.
(b) For journey by air to Jammu & Kashmir, travel by any airline is allowed, @ fare less than or equal to LTC-80 fare of Air India.
(c) Air tickets can be purchased either directly from the airlines (booking counters/website) or through authorized agents only viz., 'M/s Balmer Lawrie and Co. Ltd.', 'M/s Ashok Travels and Tours Ltd.' and 'IRCTC'.
(d) Gazetted officers can use the air travel form their place of work.
(e) Government servants not entitled to travel by air are permitted to travel by air in Economy class in the following sectors:
i) Between Kolkata/ Guwahati and any place in NER,
ii) Between Kolkata/ Chennai/ Bhubaneswar and Port Blair and
iii) Between Delhi / Amritsar and any place in J&K
(f) Journey for these non-entitled employees from their Headquarters up to Kolkata/ Guwahati/ Chennai/ Bhubaneswar / Delhi / Amritsar will have to be undertaken as per their entitlement.

MEMORANDUM
At present the State Government employees may avail themselves of the benefit of Leave Travel Concession once in service career during the period of five years preceding the actual date of retirement on superannuation for the following kinds of journeys, subject to the conditions as in this department’s Memo Nos. 9924-F dt. 07.12.2005 and 607 -F dt. 20.01.2006.

1. For journeys to respective home town and back, provided the home town is different from the place of posting; and

2. For journeys to any place of India and back.

The employees who have been duly permitted to retire voluntarily are also allowed to avail of the above benefit before their such retirement.

The present provisions of admissibility of Leave Travel Concession have been under consideration for review for sometime past.

Now, after careful consideration of the matter, the Governor has been pleased to decide in partial modification of this department Memo. No. 9924-F dt. 07. 2.2005 read with Memo. No. 607-F dt. 20.01.2006 to allow the following benefits to the State Government employees instead of journeys on LTC as mentioned at (2) above.

(a) One Home Travel Concession once in every five years to visit any place within the State;

(b) One LTC once in ten years to visit any place in the neighboring countries, namely, Thailand, Singapore, Malaysia, Myanmar, Sri Lanka, Bangladesh, Pakistan, Nepal, Bhutan and Maldives or within the Country.

Conditions for admissibility of the same in case the spouse of the Government employee is also employed will be as follows:-

(i) If the spouse of the Government employee is also a State Government employee, the benefit can be availed of either by husband or wife as a one family unit and in that case undertaking shall be submitted by the other that no such claim will be preferred from his/her office and this should be recorded in his/her Service Book.

(ii) If the spouse of the State Government employee is employed in Central/Central PSUs/Corporation/Autonomous Body, the benefit can be availed of either by the husband or wife employed under the State Government as one family unit from the State Government provided no benefit of LTC can be availed of by the other from the Central/Central PSUs/Corporation/ Autonomous Body and in that case letter from the employer there in this respect that he/she has given such undertaking there shall be produced before avaiiing of the above benefit.


(iii) If the spouse of the State Government employee is employed in the State PSUs/Corporation/Non-Government aided Institutions/Autonomous Body where facility of LTC does not exist, the spouse of the Government employee may avail of this benefit along with the Government employee a a member of the family on the condition that declaration to his/her controlling authority shall be furnished that in future he/she will not enjoy the benefit of LTC, if the same is extended in the organization/institution as above in future.
Other conditions regarding admissibility of the benefit will be as in Finance Department Nos.9924-F dt. 07.12.2005 and 607-F dt. 20.01.2006. For the purpose of availing of LTC in foreign countries as mentioned at SI. No. (b) above, the same can be availed of by air in economy class from the nearest international airport of the country on the condition that journeys will have to be performed either by national carrier or private airlines of the country. The part of the journeys to and from the airport will be as per provision in the existing orders.

For journeys in the foreign countries as mentioned above orders issued by the P&AR Department are also to be followed.

This will take effect from 01.11.2015.

Subject: One Time Relaxation for LTC claim
 
Dear brothers & sisters,

You may be aware of that Shri S N Batwe, Patron/BPMS highlighted some of the following issues related to LTC, thereupon vide letter No. BPMS / DoP&T/ LTC / 50 (7/2/R), Dated 10.11.2014 this federation requested the DoP&T as well as MOD to consider the issues sympathetically :-

(i) Earlier { DoP&T F.No. 31011/412007-Estt.(A), dated 02.05.2008} the Group ‘B’ Central Government employees were entitled to travel by Air from their place of posting or nearest airport but now {vide DoP&T O.M. No. 31011/ 3/ 2014-Estt.(A-IV), dated 26.09.2014} only eligible Government servants may travel from their place of posting or nearest airport, hence necessary clarification was required so that the Group ‘B’ employees may be entitled to travel by Air from their place of posting or nearest airport;

(ii) Vide DoP&T F.No. 31011/4/2007-Estt (A), Dated 30.04.2012 the Air travel relaxation under LTC for NER was extended for 02 yrs from 01.05.2012, i.e., applicable upto 01.05.2014 and vide DoP&T F. No. 31011/2/2003-Estt.A-IV, dated 15.06.2012 the Air travel relaxation under LTC for J&K was extended for 02 yrs from 18.06.2012, i.e., applicable upto 18.06.2014 whereas this order grants the relaxation for air travel w.e.f. 26.09.2014. There were some of the employees who have travelled by Air under LTC in the intervening period, i.e., 01.05.2014 / 18.06.2014 and 26.09.2014 in anticipation of extension of such relaxation as per prevailing practice. To mitigate the financial hardships of such employees, the DoP&T O.M. No. 31011/ 3/ 2014-Estt.(A-IV), dated 26.09.2014 should have retrospective effect, i.e., 01.05.2014.

(iii) Some of the defence civilian employees while availing LTC by Air to destinations like A&N Islands, J&K and NER, did not follow the instructions regarding purchase of their air tickets only from the booking counters/websites of Air India or from the Authorized Travel Agents [M/s Balmer Lawrie & Co, M/s Ashok Travels & Tours and IRCTC] and their LTC claims are not being allowed. Hence, one time relaxation is required to settle these cases.

Now, Min of Defence is considering the case (iii) and invited the details from concerned authorities. Hence, all are requested to forward their details through proper channel in given format only.

Subject : Proposal for seeking one time relaxation in respect of LTC 80 claims of Defence Civilian Employees

Defence Civilian Employees’ Federations are pursuing the above issue in the meetings of the JCM Departmental Council wherein they have informed that many Defence civilian employees while availing LTC by Air to destinations like A&N Islands, J&K and NER, did not follow the instructions regarding purchase of these air tickets only from the booking counters/websites of Air India or from the Authorized Travel Agents [M/s Balmer Lawrie & Co, M/s Ashok Travels & Tours and IRCTC]. A number of employees being first time travellers by air, did not observe these instructions due to ignorance. As a result, there administrative authorities have rejected their claims under LTC 80 submitted by them after performing the journey. To resolve this issue, the employees Federations have approached this Ministry and have requested to take up the matter to DoP&T with recommendation that:

a) Claims of Group C and B employees who are otherwise not entitled for Air Travel, in case they have availed LTC 80 by purchasing Air tickets from other than the authorized agents may be considered as a one time measure and a relaxation may be granted to pass their LTC claims as a special case;

b) For such employees who have purchased Air Tickets prior to 26 Sep 2014 from other than authorized agents to travel to A&N Islands, in their case, the LTC claim may be restricted to their entitled class in Steamer/Ship

2. The DoP&T have communicated vide their letter No.31011/6/2015-Estt.A IV dated 1st July addressed to JCM, National Council, that it would not be feasible to relax the LTC rules as a one-time measure. However, cases of individual hardship as recommended by Ministries/ Departments would be considered on a case to case basis.

3. Accordingly, it is proposed to take up the matter with the DoP&T for a decision on the LTC claims submitted by the defence civilian employees where the air tickets have not been purchased by these employees in accordance with the Government instructions. It is requested that the details of such cases may please be furnished in the enclosed proforma latest by 17 Aug 2015, along with views/comments, so that a consolidated proposal could be sent to the DoP&T for consideration of one time relaxation.

LTC entitlements of unmarried Government servants – Clarification on Conversion of Home Town LTC facility

Dopt issued clarification orders on the subject of conversion of home town LTC facility as follows

“facility of conversion of Home Town LTC to allow travel to different parts of the country, under the special dispensation scheme, will also apply to an unmarried Central Government servant, who is eligible to avail the benefit of LTC to visit Home Town every year. This facility may be availed by converting one occasion of Home Town LTC out of the four Home Town LTC occasions available in a block of four years.”

Subject:- Leave Travel Concession (LTC) entitlements of unmarried Government servants – Conversion of Home Town LTC facility into travel to different parts of the country permissible under the special dispensation scheme – Clarification — regarding.

In relaxation to the Central Civil Services (Leave Travel Concession) Rules, 1988, special dispensation is allowed to the Government servants from time to time. Presently, one such dispensation in operation is the relaxation to the Government servants to travel by air to visit North-East Region or to Jammu & Kashmir or to the Andaman & Nicobar Islands by converting one block of Home Town LTC available to them.

2. Vide this Department’s Office Memorandum No. 31011/17/85-Estt.(A) dated 03.04.1986, unmarried Central Government employees, who have left their wholly dependent parents/sisters/minor brothers at their home town are allowed the benefit of LTC to visit their home town every year. This concession is in lieu of all other LTC facilities admissible to the Government servant himself and to his/her parents/sisters/minor brothers.

3. This Department is in receipt of references seeking clarification on the admissibility of conversion of Home Town LTC facility into travel to different parts of the country, which is permissible under special dispensation, to such unmarried Government servants.

4. The matter has been examined in consultation with Ministry of Finance. It has been decided that the facility of conversion of Home Town LTC to allow travel to different parts of the country, under the special dispensation scheme, will also apply to an unmarried Central Government servant, who is eligible to avail the benefit of LTC to visit Home Town every year. This facility may be availed by converting one occasion of Home Town LTC out of the four Home Town LTC occasions available in a block of four years.

Subject: Air Travel on official account - relaxation of government instructions regarding.

Ministry of Finance (MoF) vide O.M. No. 19024/1/2009-E.IV dated 13.7.2009 inter alia envisaged that in all cases of air travel, both domestic and international, where the Government of India bears the cost of air passage, the officials concerned may travel only by Air India. For travel to stations not connected by Air India, the officials may travel by Air India to the hub/ point closest to their eventual destination, beyond which they may utilize the services of another airline etc. Department of Personnel & Training (DoPT) vide O.M. No.31011/2/2006- Estt.(A) dated 27th July, 2009 had extended the applicability of the MoF's instructions for LTC purposes. MoF directed that in all cases of deviation of above instructions etc. individual cases be referred to the Ministry of Civil Aviation for relaxation.

2. Ministry of Civil Aviation has been receiving a number of requests for consideration of blanket/ general permission on routes where Air India does not provide service. The matter has been examined in this Ministry in consultation with MoF, D/o Expenditure, DGCA and Air India and it has been decided to extend general/ blanket relaxation to travel by airlines other than Air India for official purposes/ LTC or TA on sectors where Air India does not provide service as given in Annexure-I, subject to condition that whenever Air India or its subsidiaries start operating on any sector(s) given in Annexure-I, this sanction shall become null and void for that particular sector(s) for the period of operation of flights by Air India or its subsidiaries on that sector(s) or until further orders/ updation on routes.

3. The purchase of air ticket would be continued as per Ministry of Finance's O.M.No.19024/1/2009-E.IV dated 16.09.2010 i.e. (a) either from AI's website or booking counter or (b) through government authorised travel agents namely M/s Balmer & Lawrie & Co., M/s Ashok Travel & Tours, and IRCTC (to the extent IRCTC is authorized as per DoP&T OM No.31011/6/2002-Estt.(A) dt.02.12.09). Before booking a ticket, the updated routes available on Air India's official web-site [airindia.com] be consulted for operation of any AI flight or its subsidiaries flight on any of 37 routes and obtain a printout of it, for settling T.A claim.  While settling the T.A claim, the officer/official concerned would also give an undertaking that the ticket(s) have been bought at the lowest fare available on the day of booking.

4. As per MoF, D/o Expenditure's instructions, individual cases for relaxation for sectors/city pairs not covered in Annexure-I, may continue to be sent to Ministry of Civil Aviation for obtaining relaxation/ approval.
