Compulsory Retirement of Government Employees

Presently, there is no proposal in the Government to reduce age of retirement of Government employees below 60 years.

Re-employment of the Government servant has no bearing on the pension fixed at the time of his retirement on attaining the age of superannuation.

Also check: No proposal in the Government to fix the retirement age of Central Government employees as 60 years or 33 years of service

Department of Personnel & Training has been impressing upon all the Ministries/ Departments to convene the Departmental Promotion Committee (DPC) meetings at prescribed interval (by laying down a time schedule for the purpose) to draw panels which could be utilized for making promotion against the vacancies occurring during the course of a year. The Ministries/Departments have been further advised to initiate action to fill up the existing as well as anticipated vacancies well in advance of the expiry of the previous panel by collecting relevant documents like seniority list, Annual Performance Appraisal Report (APAR) etc. for placing before the DPCs so as to obviate the problem of delays in promotion.

The provisions under FR 56(j) also ensure to improve efficiency in Government.

All Constituents of the JCM (Staff Side)

Dear Comrades,

Government’s briefing to the PTI on the age of superannuation of the Central Government Employees

There are serious rumours in the air that the Department of Personnel & Training (Government of India) has mooted a proposal in regard to age of superannuation of the Central Government Employees, laying down condition of either 33 years of Qualifying Service or 60 years of age, whichever is earlier. It is also being claimed by several sources that, this proposal has already been sent to the Finance Ministry for their approval.

Also check: Central Government employees who have put in 33 years service or attained the age of 60 years, whichever is earlier, shall retire on superannuation

In this connection, it is clarified that, this has not to be given any cognizance since it is not possible without prior consultation with the JCM(Staff Side), being an important matter of the service condition, affecting the Central Government Employees.

Sincerely yours,

The Cabinet Secretary,
Rashtrapati Bhawan,
New Delhi- 110004

Dear Sir,
Sub: Proposed change in the policy of retirement on superannuation of Central Government employees on completion of 33 years service or 60 years of age whichever is earlier-reg.

Through several sources, the information is being circulated that the Government has been considering revision of the extant policy on retirement and bringing new rules with stipulation that those Central Government employees who have put in 33 years service or attained the age of 60 years, whichever is earlier, shall retire on superannuation. According to the sources it is learnt that the DoP&T has sent proposal to MOF for consideration for the purpose of bringing new rule from 01/04/2020.

Also read: Retirement age of Central Government Group A officers may be raised to 62 years

Since the proposal of the DoP&T is likely to affect existing Central Government employees, therefore, consultations are required to be ensured with the JCW/ Staff Side as the service condition of the existing staff may get affected. NFIR, therefore, requests the Cabinet Secretary to kindly see that consultations are made with the JCM/ Staff Side on the said proposal early. According to the JCM Rules, consultations are must on all such vital matters, therefore arbitrary decision should not be taken in the interest to maintain healthy industrial relations.

7th Central Pay Commission – Regularisation of Retirement Age?

7th Central Pay Commission – Regularisation of Retirement Age?

As the recommendation and implementation of the 7th Central Pay Commission is eagerly awaited by the central government employees, some points in the recommendations are slightly leaking in..It may not be authentically correct.

According to information from various sources, the Pay Commission may fix the minimum basic pay at Rs. 15000/- and it is assumed that a huge increase in the salaries of the employees cannot be expected. The term of the commission was extended for four months and they are in full swing giving final touches to the report to be submitted to the central government by the end of December 2015.

One more recommendation which is said to be an important one, is the regularisation of retirement age for the Central Government Employees. The Commission may recommend that an employee should retire after completing 33 years of service or at the age of 60 whichever comes first. For instance, if an employee joins a central government establishment at the age of 23, his retirement age will be 56. If this recommendation is true, it will definitely create panic among the employees and it will not be a wise decision by the pay commission. All Federations and Associations will strongly oppose these type of recommendations…

The 6th CPC had brought various changes in the Pay Structures and introduced Grade Pay. There was a moderate increase in the Basic Pay, House Rent Allowance and re-imbursement of tuition fees was also introduced. The minimum basic pay was Rs.5200+Grade Pay 1800=Rs. 7000/- while it was Rs. 2650/- in the 5th CPC.

Further, it is also said that, the 7th CPC may abolish the 6th CPC’s Pay Scales and may bring back the old pay scales. The overall increase in the Pay Scale will be around 15% to 20%…

Let us wait and see for the ultimate results…!

Retirement Age of Government Employees to 60 Raises in Andhra Pradesh

Retirement Age of Government Employees to 60  Raises in Andhra Pradesh

The Andhra Pradesh Legislative Assembly today unanimously passed a Bill amending the AP Public Employment (Regulation of Age of Superannuation) Act, 1984, enhancing retirement age of government employees to 60 years from 58.

Chief Minister N Chandrababu Naidu moved the amendment Bill in the House and requested the members to adopt it unanimously.

"There is a significant improvement in the average life expectancy when compared to that of 1984 (when the Act was framed). As per the World Health Organisation, the average Indian life expectancy is 65 years. The age of retirement of Central government employees was also raised from 58 to 60 years in 1998," the Chief Minister pointed out, explaining the statement of objects and reasons for the amendment Bill.

"Consequent to the reorganisation of Andhra Pradesh, the (new) state government felt it necessary to utilise the services of senior employees in view of their experience and expertise. Accordingly, the government has decided to enhance the retirement age to 60 years," the Chief Minister added.

Mr Chandrababu said the government and the employees should work hand-in-hand to develop the new state.

"Enhancement of retirement age is the first step. We will implement several other measures for the employees' welfare. We will provide them health insurance. Our government will be employee-friendly," the Chief Minister said.

He said plans were afoot to build houses for retired employees.

"Every government employee should have a own house by the time he retires," he added.

Mr Chandrababu said the government would treat as "holiday" the period when employees went on strike last year protesting the bifurcation of the state.

"We will treat that period as holiday and ensure continuity in service," he said.

"There are many other issues concerning government employees. But we are not in a position to resolve them all in one go because we are facing a huge financial crisis caused by the state's bifurcation," he said.

The Chief Minister also assured the House that his government was committed to creating employment opportunities for every household in the state. He recalled that it was the erstwhile Telegu Desam Party or TDP government under him that created the maximum number of jobs on an "unprecedented scale".

"Be it in the government or the private sector, we will create employment opportunities and ensure each family gets one job. We will also pay unemployment stipend of Rs 1000 to Rs 2000 to the youth till they get jobs," he added.

YSR Congress MLA Jyothula Nehru wanted to know from when the unemployment stipend would be paid but did not get any response.

The House then passed the amendment Bill without further discussion.
