DELAY IN HANDING OVER OF ECHS SMART CARD TO ECHS BENEFICIARIES

Please refer to Central Organisation, ECHS letter No B/49711-IT/AG/ECHS dated 13 Sep 2018. (Copy enclosed).

The procedure of dispatching the 64 Kb ECHS Cards by the Card making company and their distribution by respective station HQ’s was given vide a/m letter. As on 17 Jul 2019, the card making company has printed and dispatched 8,33,468 cards to various station HQ’s through respective Regional Centres. It is seen that only 4,11,948 cards have been physically handed over by the station HQ’s to the beneficiaries. This shows that the rate of distribution by most of the station HQ’s is very low. This has led to dissatisfaction amongst the ESM.

In view of the above, it is requested that suitable instruction be passed to Station HQ’s under your justification to handover cards on priority and clear the backlog.

ELIGIBILITY OF PERMANENTLY DISABLED UNMARRIED SON OF A ECHS BENEFICIARY TO AVAIL ECHS FACILITY

1. "The Rights of Persons with Disabilities Bill - 2016" has been revised, which will replace the existing PWD Act - 1995. The permanent disabilities have been increased from existing 7 to 21.
2. In consonance with spirit of Indian Army wherein the year 2018 has been declared "Year of Disability in line of Duty" MoD (DoESW) has approved applicability of PWD Act 2016 wef 18 Sep 2018 vide their ID No 18(77)/2017/WE/D(Res-I) dated 18 Sep 2018 wherein sons suffering from following disabilities :-

(a) Blindness.
(b) Low-vision.
(c) Leprosy Cured persons.
(d) Hearing Impairment (deaf and hard of hearing).
(e) Locomotor Disability.
(f) Dwarfism.
(g) Intellectual Disability.
(h) Mental Illness.
(j) Autism Spectrum Disorder.
(k) Cerebral Palsy.
(l) Muscular Dystrophy.

HANDING OVER OF ECHS SMART CARD TO ECHS BENEFICIARIES

1. 64 KB Smart Card is being filled 'online' followed by 'online' verification before the data goes to the Card making company to print & despatch the Cards. Contracting company despatches the Smart Cards to Regional Centres in Station Headquarter packets. Regional Centres despatch these Stn HQ packets to Stn HQs.

2. Once the Cards are received at Station Headquarters, these have to be accounted for. SMS is sent to the beneficiary alongwith OTP to come & collect Card at the Stn HQ. Once OTP is fed into the system, activated card is handed over to the beneficiary for use.

3. . Station Headquarters are currently responsible not only for issue of new Smart Cards but also to collect old cards/temp slips besides physical verification of all beneficiaries as this is the only stage when physical presence is being used for authentication.

4. A number of Ex-Servicemen have represented that they are finding it inconvenient to take all the beneficiaries to the dependent Station Headquarters for collection of ECHS Cards besides Station Headquarters being far off from their place of residence.

5. The competent authority has approved the following for collecting new 64 Kb Cards from respective Station Headquarters :-

(a) The primary beneficiary can collect his own card and the cards of his dependents from Station Headquarters.

(b) The primary beneficiary will be responsible to handover all the old
Cards/Temp Slip as applicable to Station Headquarters while collecting the Cards of self and dependents.

(c) The primary beneficiary will be responsible to produce required
documents to ‘establish that the dependents are entitled for the ECHS Card.

(d) The Station HQ can also distribute the Cards at Polyclinic on specified days /dates and any nominated location on a pre announced date, as per the procedure laid down for online endorsement & accounting of Cards & documents.

6. Option of video call based verification using mobile, if needed, could also be utilized.

7. Station Headquarters will continue to remain responsible for accounting.

8. Regional Centres to fwd a copy of this letter to all Station Headquarters covering their Polyclinics.

EXTENSION OF DATE OF VALIDITY OF 16 KB ECHS CARDS

1. Refer is made to the instructions issued for Online Smart Card Application.
2. Considering the feedback from the environment, competent authority extended the validity of old 16KB Cards upto 31 Dec 2018. This extension is final and no further extension will be provided.
3. This information may be disseminated to the environment for information of ECHS beneficiaries.

MEDICAL CARE FOR ECHS BENEFICIARIES IN REMOTE/HILLY AREAS

1. Representations have been received from the environment that beneficiaries residing in remote/hilly areas face great inconvenience for getting referrals even for minor ailments from their nearest polyclinics due to distance/terrain.

 

2. It has been decided that ECHS beneficiaries will henceforth be permitted to avail the facilities/services of nearest Govt Health Care Centres/ Primary Health Centre/ Govt Hospitals (deemed empanelled) without prior referral from the polyclinic subject to the  following conditions:-

(a) Distance from nearest polyclinic should be more than 50 Kms.

*(b) Applicable for residents of following states only

(i) Jammu & Kashmir.

(ii) Himachal Pradesh.

(iii) Uttaranchal.

(iv) North Eastern States of ‘Sikkim, Arunachal Pradesh, Mizoram, Manipur, Tripura and Nagaland.

(v) West Bengal : District Darjiling only.

(vi) Karnataka : District – Chikmagalur, Kodagu only.

(vii) Tamilnadu : District -Nilgris only.

(vii) Chhattisgarh : District – Bastar and Dantewara only.

(viii) Orissa : District – Koraput only.

(c) Treatment permitted for maximum period of 07 days.

 

3. Parent Polyclinic will be notified of such treatment undertaken at the earliest (within two working days). Info can be sent by person/telephone/mail/fax/telegram. Parent polyclinic will generate a referral immediately on receipt of information and attach the same with the claim when received. Claims for reimbursement of expenditure incurred should be submitted to Parent Polyclinic within one month of completion of treatment.
The claim will include the following:-

(a) Application of claim by the member. Summary of case including diagnosis and outcome/ fiirther advise by treating doctor/hospital to be enclosed.

(b) Photocopy of ECHS Smart Card/Regn Slip.

(c) Prescription/Clinical notes of treating doctor.

(d) Bills of medicines/investigation/treatment procedure in original duly authenticated by treating doctor/hospital, alongwith a photocopy. In cases of treatment in Govt Hospitals, consultation is normally free; Bills, therefore, would pertain to medicines and treatment /investigation charges only, as applicable.

 

4. The bills will be processed by Parent Polyclinic as per procedure laid down vide this HQ letter No B/49773/AG/ECHS dated 25 May 04 read in conjunction with this HQ letter No B/49773/AG/ECHS/R dt 28 Oct 04 for treatment in Govt Hospital, and payment made through cash assignment of local Station Headquarters. Sanction of Central orgainsation ECHS is not required.

 

5. In cases of Emergency, patients can get admitted to any hospital. Emergency bills will continue to be processed as per existing instructions. Similarly in cases where further treatment is advised by local Govt Hosp, and/or major treatment procedure is required, patient will be referred to suitable Service/Empanelled Hospital through Parent Polyclinic as per existing procedure.

CLARIFICATION ON ECHS MEMBERSHIP WHEN HUSBAND AND WIFE ARE DEFENCE PERSONNEL

1. There were a No of issues which come into effect when both husband and wife are defence personnel or one of them is a defence person and other is a Central Govt employee. The issues also included whether one or both parents can be made members of the ECHS.

2. We had taken up the case with the MOD and clarifications have been issued vide MOD letter No 22(20)05/US(WE)/D(Res) dated 10 Feb 2006(copy attached). In brief it contains the following clarifications:-


(a) When Both Husband and Wife are Defence Pensioners

(i) Only one has to give ECHS contribution.

(ii) Both can cover their respective parents by making two ECHS contributions.

(b) When one is a defence person and other is a Central Govt employee, the latter has the choice to withdraw from CGHS when the spouse becomes a member of the ECHS.
