The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh gave appointment letters to the candidates selected on the basis of compassionate grounds in Department of Personnel & Training (DoPT), here today. The Secretary, Department of Administrative Reforms & Public Grievances and Department of Pensions, Shri K. V. Eapen and senior officers of the Ministry were also present on the occasion. The letters were presented to 9 such candidates selected for appointment as MTS in DoPT.

Speaking on the occasion, Dr Jitendra Singh said that the Government has a system of compassionate appointments where employment is given to the dependents of the deceased Government servants who have died before reaching their retirement. The appointments are given to the most suitable applicants based on their penury conditions and to support their livelihood. He expressed happiness and satisfaction that this pending process has been completed by DoPT. The Minister said that this is a human issue and this step will help these families in meeting their livelihood needs. He added that 18 such vacancies were there, out of which 9 have been selected and given appointment letters today. He conveyed his wishes to the candidates and encouraged them to work hard to contribute to the Government system.

The last such appointment was made during the year 2014 against the vacancies that occurred for the year 2011. Present appointments are being made for the vacancies that occurred since the year 2012 and onwards. In total, 18 vacancies occurred during these years, for which 18 applications were received. Accordingly, in order to ensure that appointment on compassionate ground should go only to the most deserving dependents, a Sub-Committee was constituted to physically verify their penury conditions. The Sub-Committee had submitted its report on 03.05.2019. Finally, the Screening Committee met on 15th May, 2019 to assess the suitability of the applicants on the basis of the Guidelines on Compassionate appointments. The Screening Committee also considered the report of the Sub-Committee and recommended 09 most suitable applicants for appointment to the post of MTS on compassionate ground against vacancies that have arisen since 2012.

Thus, a very important long pending issue of appointments on compassionate ground in DoPT has been resolved within a very short span of time for which the bereaved families of the deceased employees were waiting for last 7 years.

At present, the officials of Central Government are allowed to travel by Air India flights only while availing LTC. However, the facility to avail tickets in all airlines including private airlines is admissible at present in case of LTC in lieu of Home Town/All India LTC travel to North East Region (NER), Jammu & Kashmir (J&K) and Andaman & Nicobar (A&N), in relaxation to Central Civil Services (Leave Travel Concession) Rules, 1988 under certain conditions. There is no proposal at present to allow Government officials to travel by private airlines for the purpose of LTC.

Disposal of grievances is done by Ministry/Department as per Allocation of Business Rules, 1961, which is then reflected on the CPGRAMS portal against the corresponding registration number of the grievance. Regular review meetings are held to monitor both disposed and pending grievances in the respective Departments and also in Department of Administrative Reforms and Public Grievances, Government of India.

The number of grievances received during the last three years, disposed of and pending are as follows:-

Government has taken several steps to make the Grievance Redressal Mechanism effective for quick disposal of public grievances which are as under:

1. Review of Grievances of identified Ministry/Department is undertaken every month during meetings conducted on PRAGATI (Pro-Active Governance and Timely Implementation) platform.
2. For effective monitoring of grievances at Secretary level, an electronic Dashboard has been created showing the consolidated status of grievances disposed and pending, on CPGRAMS.  Weekly reminders through SMS are also being sent for pending grievances.
3. A Grievance Analysis Study in respect of top 40 grievance receiving Ministries/Departments/Organizations listed on CPGRAMS for identifying grievance prone areas, their root cause analysis and suggested systemic reforms for reducing such grievances, has been carried out by Department of Administrative Reforms and Public Grievances. Several suggested systemic reforms have been implemented by the concerned Ministries/Departments.  Some of these Reforms are: automatic refunds on cancellation of Railways Tickets, Single Window Pension through disbursing Banks, intensive mechanized cleaning of coaches, e-verification of Income Tax Returns, expeditious Income Tax Returns upto Rs.50,000/-, etc.
4. A Public Grievances Call Centre has been set up for reminding the concerned officials of top 40 Ministries/Departments/Organizations for expeditious disposal of grievances pending for more than 2 months.
5. An Award Scheme has been launched for recognizing outstanding performance with respect to disposal of grievances on CPGRAMS on a quarterly basis through issue of Certificate of Appreciation.
6. Training on CPGRAMS is conducted on a regular basis.
7. A new Mobile App which is more user-friendly for lodging of public grievances has been developed. The Grievance Action Status can also be viewed on the mobile itself.  This has been integrated with Unified Mobile Application for New-age Governance (UMANG).  This initiative also facilitates lodging of grievance anywhere anytime.

The Government posts are regularly filled up in accordance with the recruitment rules. However, keeping in view the administrative exigency of work, efficiency and economy of operations and unavoidable circumstances, outsourcing through contract is also sometimes resorted to by the Ministries/Departments directly. However, such engagements can only be stop- gap arrangements. It is the responsibility of the Ministry/Department to fill up vacant posts on regular basis following due procedure.

Hon'ble Apex Court vide order dated 10.04.2006 in the Civil Appeal 3595-3612 of 1999 in the case of Uma Devi and others vs Secretary, State of Karnataka, directed that there should be no further by-passing of the Constitutional requirement and regularizing or making permanent, those not duly appointed as per the Constitutional scheme.

No certralized data regarding contractual employees working in Government Departments in maintained.

No centralized data regarding number of candidates belonging to the Other Backward Castes stated to have been deprived of reservation benefit for appointment to posts under Central Government due to their coming under creamy layer is maintained. There is no reservation in promotion for Other Backward Classes.

At present, there is no proposal under consideration to determine creamy layer for the candidates of general category. The 9 Judge Constitutional Bench of Supreme Court in the case of Indra Sawhney has inter-alia held that "a backward class cannot be determined only and exclusively with reference to economic criterion. It may be a consideration or basis along with and in addition to social backwardness, but it can never be the sole criterion".

DOPT trying best to clear backlog of promotions: Dr Jitendra Singh

The Union Minister of State (Independent Charge) of the Ministry of Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh said that the Department of Personnel & Training (DoPT) is trying its best to clear the backlog of promotions which had accumulated for several years. He said, while the Government led by the Prime Minister Shri Narendra Modi follows a policy of zero tolerance towards corrupt and non-performing officers, at the same time it is also supportive towards performing officers of integrity.

Dr Jitendra Singh was responding to a delegation of Central Secretariat employees who called on him here today and sought his intervention for timely promotion of lower grade staff members. They also submitted a memorandum on behalf the Central Secretariat MTS Association, wherein it was submitted that many of the lowermost working professionals in the Government of India get deprived of even single promotion during their entire service tenure.

Dr Jitendra Singh said, in order to bring in the ease of governance as well as objectivity in empanelments, the government has, in the last three years, improvised upon the procedures so as to ensure that there are no subjective preferences involved in carrying out the promotions. The procedures have been made more hi-tech using sophisticated technology tools to minimize the human interface, he added.

He said that in the past, every government took credit for bringing in a new legislation or rule while this government has done away with nearly 1500 rules which were either obsolete or had become irrelevant with the passage of time. All this is meant not only to ensure effective and timely delivery of outcomes for the public, but also to enable the employees to perform to the best of their ability, he added.

Dr Jitendra Singh said, he himself personally feels disturbed to come across cases where some of the employees working in the lowest rung of administration spend their entire service tenure of 30 to 35 years without securing a single promotion. He said, he has discussed the issue with all the senior officers in the Ministry and several innovative means are being evolved to avoid stagnation at middle and lower rungs of administration.

Dr Jitendra Singh also regretted that in a large number of cases, stagnation in promotions was the result of litigation amongst the employees themselves and even though the DoPT tries its best to put forward its view in the court of law, the delay becomes inevitable.

The pledge commits to create a New India that is strong, prosperous and inclusive; an India that will make our freedom fighters proud.

On the occasion, presentations were made by Joint Secretary, DoPT, Shri Devesh Chaturvedi on Strategy for Anti-Corruption: Initiatives taken by the Government of India and OSD, Ministry of Drinking Water and Sanitation, Shri Akshay Rout on Swachh Bharat Mission.

Addressing the gathering, Dr. Jitendra Singh said it's a unique privilege for us all to be part of the 75th Anniversary of the Quit India Movement. He said that the rapid pace of events unfolded from 1942 to 1947, beginning with the Quit India Movement and resulting in India's Independence five years later. Let us pledge to carry on with the same spirit in the next five years to drive out poverty, corruption, terrorism, communalism, casteism and build a Clean and New India by 2022 when the country will mark its 75th Anniversary of Independence, he added.

Dr. Jitendra Singh said the Government has lived up to its commitments by acting against corruption and creating a work friendly atmosphere. This day marks our rededication to our commitments, he added.

In a noble and humane gesture, elder citizens from among the pensioners donated fund for military and paramilitary martyrs to Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh.

Led by Secretary General of “Bharat Pensioners Samaj”, Shri S.C. Maheshwari, the senior, superannuated citizens met Dr Jitendra Singh here yesterday and handed over to him a cheque of the amount collected by them through donations by different pensioners. They said, they were contributing this amount to the Prime Minister’s Relief Fund for the specific purpose of welfare and care of the families of the martyrs from the military and paramilitary forces, who were sacrificing their lives in anti-terrorist operations.

The letter accompanying the cheque stated that "Bharat Pensioners Samaj", a conglomerate of 725 pensioners associations, reiterates its resolve to stand solidly behind the government and urges that those who insult our men in uniform or hamper the army operations against terrorists, should be dealt with an iron hand.

Appreciating the gesture, Dr Jitendra Singh said, regardless of the amount donated by the senior citizens, the matter of fact is that the value of the amount is many times more than it appears to be, for the simple reason that it has been collected with a sense of impeccable patriotism and it has been contributed from the most hard-earned pension drawn by some of our senior citizens.

Dr Jitendra Singh said, we are proud of the Indian Army which is among the best forces in the world and we are also eternally indebted to the supreme sacrifices made by our army personnel. The sacrifices of a soldier, he said, cannot be compensated by any amount of money, but yet, a gesture like this is only meant to reaffirm our commitment to the motherland and to those bravehearts who laid down their lives so that we could live.

A delegation of the Indian Revenue Service (IRS) officers met the Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh here today and sought intervention by Department of Personnel & Training (DoPT) for the clearance of backlog in promotions.

In a memorandum submitted by the members of delegation, it was pointed out that around 450 posts of Joint Commissioner / JAG level are lying vacant, but there are no officers eligible to be promoted because Recruitment Rules prescribe minimum residency of 5 years at Deputy Secretary level as eligibility criteria. Officers up to 2007 batch have already been promoted and therefore, they requested for relaxation of 9 months for gaining eligibility for the officers of 2017 batch who have been left out. The members of delegation sought Dr Jitendra Singh’s intervention so that the DoPT could take a holistic view of circumstances and grant relaxation for promotion to JAG / JC-IT.

Prominent IRS officers who led the delegation included Shri Rajesh Menon from Mumbai, Shri Anantharaman Aiyer from Delhi, Shri C.K. Singh and Shri B.K. Singh.

Working women to get better living facilities: Dr Jitendra Singh

Government is planning several initiatives to ensure that working women in the national capital get better living facilities so that they can perform to the best of their potential and contribute to the best of their ability in the process of nation building.

This was stated here today by Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh during his visit to the Jasola Working Women’s Hostel near Sarita Vihar/Apollo Hospital Metro Station, which has been set up by Ministry of Development of North East Region (DoNER) in collaboration with Ministry of Women & Child Development. The hostel is specifically meant for working women from North Eastern Region although working women from other parts of the country are also offered accommodation depending upon vacancy. This is one of the few residential hostels of its kind in Delhi which is meant exclusively for working women.

Dr Jitendra Singh, accompanied by Secretary (DoNER) Shri Vijay Kumar, Joint Secretary Shri V.B.Pathak and caretakers of the hostel, went around the premises and interacted with the inmates, who were extremely thrilled and enthusiastic at the rare opportunity to have the Union Minister visiting their hostel to inquire about them. He visited each and every block of the premises including the dining hall, common room and the residential blocks.

Dr Jitendra Singh issued on-the-spot instructions to increase the number of “single occupancy” living rooms and provide air conditioned facility wherever demanded by the inmates. He also noticed that in certain portions of the building wifi internet facility was not up to the mark and issued instructions for installation of signal boosters.

To make the place more secure and to ensure free movement of working women even at late night hours, Dr Jitendra Singh directed the officials of the Ministry to take up with civic/electrical authorities the issue of maintaining uninterrupted power supply to the streetlights on the road linking the premises to the nearby metro station. He also directed that an in-house transport facility by way of a van or mini-bus may be arranged for the inmates to travel to and from the metro station.

During informal interaction with the inmates, some of the working women came out with suggestions like setting up a badminton court in the premises and a small auditorium to conduct socializing and cultural activities. Dr Jitendra Singh said these are some of the long term plans for which the Ministry will soon prepare a draft paper.
