OFFICE MEMORANDUM
Subject: Grant of Dearness Relief to Central Government pensioners/family pensioners - Revised rate effective from 1.1.2017.

The undersigned is directed to refer to this Department's OM No. 42/15/2016-P&PW(G) dated 16th Nov, 2016 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief admissible to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 2% to 4% w.e.f. 1.1.2017.

2. These orders apply to (i) Civilian Central Government Pensioners/Family Pensioners (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners/family pensioners (v) Pensioners who are in receipt of provisional pension.

3. These orders shall not be applicable on following categories
(i) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government pensioners from Pakistan who are Indian Nationals but receiving pension on behalf of Government of Pakistan and are in receipt of ad-hoc ex-gratia allowance.

(ii) Central Government Employees who had drawn lump sum amount on absorption in a PSU/Autonomous body and are in receipt of 1/3 restored commuted portion of pension.

(iii) CPF beneficiaries, their widows and eligible children who are in receipt of ex-gratia payment in terms of this Department’s OM No.45/52/97-P&PW(E) dated 16.12.1997 and revised vide this Department’s OM 1/10/2012-P&PW(E) dated 27.06.2013.

Separate orders will be issued in respect of the above categories.

4. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.

5. Other provisions governing grant of DR in respect of employed family pensioners and reemployed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department's OM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F. No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

6. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.

7. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

8. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India and the Reserve Bank of India in view of letter No. 528-TA, 11/34-80-11 dated 23/04/1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CPL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.

9. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

10. This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their OM No.1/3/2017-E.II(B) dated 30th March, 2017.

Subject: Posting of regular Under Secretary and posting on promotion to the grade of Under Secretary on ad-hoc basis seeking options regarding.

The undersigned is directed to say that it is proposed to promote 71 officers to the grade of Under Secretary on ad hoc basis against the existing vacancies. In addition, posting of 1 Under Secretary who is under posting in CS Division is also to be decided.

2. The vacancies proposed to be filled up and details of the officers who are to be considered for posting are given in the Annexures to this OM. The vacancies include vacancies on account of retirement / VRS / long leave / long training /deputation / promotion to OS grade, etc. Ministries I Departments are requested to verify the vacancy position and in case of any discrepancy the same may be brought to the notice of this Department immediately.

3. The officers are requested to exercise their option for posting as per RTP by 1.00 PM on 23.09.2016. The options may be submitted at the e mail address given below as per enclosed proforma. Posting of officers will be decided in terms of Rotational Transfer Policy. If option is not received from the officers by the stipulated time, it will be presumed that the officer concerned has no specific choice and posting will be decided by the Placement Committee accordingly. Officers who have been retained in their present Ministry / Department are requested not to submit their option for posting.

4. The officers concerned should also ensure that their data is complete in all respects in the web based cadre management system at cscms.nic.in If the data is not complete it should be first got updated through the nodal officer of the Ministry / Department / CS.I Division before submitting the option. If the data is not complete in the web based system, the officer concerned will not be considered for promotion I posting.

ORDER

Approval of the President is hereby conveyed for promotion of 12 Section Officers of Central Secretariat Service (CSS) to Grade-I (Under Secretary) of CSS in PB-3 (Rs.15600-391 00) with Grade Pay of RS.6600/- purely on ‘ad-hoc’ basis for a period up to 31.12.2015 or till the posts are filled up on regular basis, or until further orders whichever is earlier. The ‘ad-hoc’ promotion is subject to the following conditions:
(i) The ad-hoc promotion shall not confer any right to continue in the grade indefinitely or for inclusion in the Select List for regular appointment or to claim seniority in the Grade I of the CSS.

(ii) Ad-hoc appointments may be terminated at any point of time without giving any reason there for.

(iii) The appointment on ad-hoc basis will take effect from the date of assuming the charge of the post of Under Secretary in the Ministry/Department to which the officer has been allocated.

(iv) The service rendered on ad-hoc basis in the Under Secretary grade would not count for the purpose of seniority in that grade or for promotion to the next higher grade.

(v) The appointment is subject to vigilance clearance in terms of DoPT’s OM No.22034/4/2012-Estt.(D) dated 02.11.2012 and other relevant instructions on the subject. The Ministry/ Department where the officer is working should relieve him/her or promote him/her only after verifying that no disciplinary proceedings are pending or contemplated against the officer.

(vi) The Officers, who have not undergone mandatory Level ‘0’ Training as enjoined in Cadre Training Plan for the CSS, will have to undergo the aforesaid training as per nominations made by this Department.

(vii) No request for retention of the Officers who are transferred on promotion would be entertained.

(viii) The officers who fail to avail ad-hoc promotion would not be considered for ad-hoc promotion for a period of one year from the date of issue of this promotion order.

(ix) Officers undergoing any training other than mandatory training under CSS (CTP) will not be allowed proforma promotion and the officer has to join the post to avail promotion. In this regard attention is invited to this Department’s O.M. No. 21/3/2015-CS.I(P) dated 19.3.2015.
2. The posting of officers on their promotion is as shown against their names in the Annexure to this OM. Allocation has been made in terms of the revised Rotational Transfer Policy for CSS Officers.

3. The Officers promoted vide this order will be required to join the allocated Ministries/ Departments by 30.11.2015 and failure to do so may attract punitive action by DoPT. It will also be incumbent upon the Ministry/ Department and the officer concerned not to draw salary beyond the stipulated date. If any Officer fails to join by the stipulated date, the promotion order is liable to be cancelled.

Officers covered in this order and presently on deputation should repatriate to the cadre immediately to avail promotion, failing which promotion order will be cancelled.

4. Notification appointing the officers will be issued by the Ministry/Department and a copy of the notification issued should be endorsed to this Department.

5. Web Based Cadre Management System: Promotion of officers have been reflected in the Web Based Cadre Management System. Accordingly, relieving/ joining of officers should be immediately updated in the Transfer module of the Web Based Cadre Management System hosted at cscms.nic.in. This is the responsibility of the nodal officers concerned.

Subject: Ad-hoc promotion to the grade of Assistants from UDCs grade of CSCS.

The undersigned is directed to refer to the O.M No. dated 12.02.2015 wherein orders were issued for promoting eligible officials out of the list .attached to the O.M No. dated 27.01.2015. Further, to this O.M a copy of the proforma required to be filled by those officials who have been found fit by the DPC could not be adjusted in their own Ministries/Departments due to lack of vacancies is attached herewith.

2. All the Cadre Units are requested to obtain the willingness of such officials concerned in the proforma for their deployment to other Ministries/Departments where there are surplus vacancies available. The preferences may be indicated in the proforma accordingly. The posting however, shall depend upon the vacancy position and administrative requirement and not strictly as per the preference given by the officials.
3. As already stated in our O.M of even number dated 12.2.2015, it is reiterated that the entire process be completed by 18.02.2015 and the details may be furnished to this Department immediately thereafter.

Subject: Promotion of Grade-I (Under Secretary) officers of CSS to the Selection Grade (Deputy Secretary) on ad-hoc basis – Furnishing of personal information thereof.

The undersigned is directed to say that ad-hoc promotions of officers of Grade-I (Under Secretary) of CSS to the Selection Grade (Deputy Secretary) are likely to be made shortly.

2. As Officers are aware, this Department has proposed a revised rotational transfer policy in respect of CSS Officers. It has, therefore, been considered appropriate to decide posting of officers henceforth on transfer and on promotion as per the proposed policy, on the
following parameters:
(i) Ministries /Departments are categorized into Group A and Group B for posting/transfer;

(ii) The proposed RTP provides a tenure of five years for DS in a Ministry Department, including continuous tenure rendered in any other designation in the same Ministry Department;

(iii) In Group A, certain Ministries qualify for a reduced tenure by one year;

(iv) An officer on transfer! promotion shall ordinarily be posted from Group A- Group B and Group B- Group A as the case may be,  if they have completed the prescribed tenure for the promotional post;

(v) Officers who are within two years of superannuation will be retained in the same Ministry/Department if a vacancy in the promotional grade is available; In the absence of a vacancy such officer will be transferred out;

(vi) Officers within six months’ of superannuation will not be posted out on promotion; In the absence of a vacancy of the promotional post, such officer will be adjusted in the same Ministry/Department by personal upgradation of the post;

(vii) For calculation of residency in a Ministry! Department, 2 years/six months for superannuation as the case may be, the last date of the month in which promotion order/posting order is issued will be taken as the cut-off date; accordingly, for posting! promotion in this round, the cutoff date has been taken as 28.2.2015.

(viii) The Placement Committee will decide posting of officers on the basis of seniority, preference, past postings etc.
3. The list of brief details of officers who are likely to be considered for promotion is at Annexure-I. Information relating to vacancies in DS!Director grade of CSS as on 01.03.2015 is at Annexure-II.

4. The officers excluding those who are to be retained as per revised policy are requested to exercise their option for posting in the Ministries/Departments in the other Group latest by 16.2.2015 in the format at Annexure-III to Under Secretary, CS-I (D), Department of Personnel and Training through e-mail (ak.upadhayaya@nic.in) or fax number given below. Hard copies of the same may also be furnished immediately. The officers on deputation may also insdicate thier willingness to avail the ad-hoc promotion. Maximum three choices within the available vacancies may be exercise. If option is not received by 16.2.2015, it will be presumed that the officer has no specific choice and posting will be decided by the Placement Committee accordingly.

Subject : Promotion to the grade of Deputy Secretary on ad-hoc basis – Extension of period for one year beyond 03.06.2014.

The undersigned is directed to refer to this Departments O.M. of even number dated 23rd July, 2013 and subsequent orders bearing No. 4/14/2011-CS.I(D) dated4.6.2013. No. 4/3/2013-CS.I(D) dated 18.6.2013 & 7.8.2013, No.4/2/2013-CS.l(D) dated 12.8.2013 and No.3/1/2013-CS.l(D) (Pt.1) dated 30.9.2013, for extension of period of ad-hoc promotions / promotions of Under Secretaries of the CSS to the grade of Deputy Secretary on ad-hoc basis. The tenure of ad-hoc appointment of some of the officers covered under the above orders is for different periods.

2. The Competent Authority has approved the extension of the period of ad-hoc appointment of all the Deputy Secretaries upto 30.6.2015 or till the posts are filled up on regular basis or till the further orders, whichever is earlier.

3. The above stated approval for extension upto 30.06.2015 will be applicable to all such officers who are holding the post of Deputy Secretary on ad-hoc basis as per aforementioned orders and also to those officers who have retired between 03.06.2014 to the date of issue of this Office Memorandum. This approval will, however, not be applicable to those officers whose promotions were cancelled subsequently. The continuation of the ad-hoc promotion is subject to the conditions mentioned in this Department’s aforementioned orders.

OFFICE MEMORANDUM

 Subject:- Grant of Non-Productivity Linked Bonus (Ad-hoc Bonus) to Central Government Employees for the year 2012-13 – Extension of orders to Autonomous Bodies.

Orders have been issued vide this Ministry’s Office Memorandum No.7/24/2007 E-1I1(A) dated 27th September, 2013 authorizing 30 days. emoluments as Non-PLB (Ad-hoc bonus) for the accounting year 2012-13 to the eligible Central Government employees not covered by the Productivity Linked Bonus Schemes, subject to terms and conditions laid down therein.


2. The undersigned is directed to say that it has now been decided that the Non-PLB (Ad-hoc) bonus so admissible subject to the terms and conditions laid down in the aforesaid orders, may be extended to the employees of autonomous bodies, partly or fully funded by the Central Government which (i) follow the pattern of pay structure and emoluments identical to that of the Central Govern-ment and (ii) do not have any bonus or ex-gratia or incentive scheme in operation.

3. In case of doubt as to the operation of these orders the clarificatory orders, circulated vide this Ministry’s O.M. No.14(10)E-Coord/88 dated 4.10.88, as amended from time to time, may be kept in view, mutatis mutandis

4. Any request for funding by the Government to meet the liability on account of Non-PLB (Ad-hoc bonus) in respect of various autonomous organizations would not be considered by the administrative Ministries concerned, having regard to the stipulation of aforesaid O.M. dated 27th September, 2013 that the expenditure on Non-PLB (Ad-hoc bonus) should be met from within the existing budgetary provisions of the respective organizations. While the Autonomous Bodies not funded by the Central Government may also adopt these orders as per their own administrative and financial judgment in respect of their employees, no liability for funding will, in any case, lie on the Central Government on this account.
