CIRCULAR

It is proposed to engage retired personnel at the level of Section Officer and Private Secretary as Consultant in the Ministry of Defence (Sectt.) purely on temporary basis, as per Ministry's guidelines dated 12.09.2012 and as amended from time to time. Officers retired from Ministry of Defence will be given preference.

Personnel engaged as Consultant will be paid a monthly remuneration of Rs.28,000/- in case of officers retired in the Grade Pay of Rs. 4,800 (pre-revised) / Level 8 and Rs. 31,500/- in the case of officers retired in the Grade Pay of Rs. 5,400 (pre-revised)/ Level-10.

Officers who have retired at the level of Section Officer and Private Secretary and who are less than the age of 64 years as on 31.03.2020 may furnish their application to D(Est.I/Gp.I) Section, Room No.315,'B' Wing, Sena Bhawan, New Delhi on or before 09.03.2020. Application received after due date not be entertained.

OFFICE MEMORANDUM

Subject: Engagement of retired Government officers on contract basis at the level of Section Officer and Assistant Section Officer in the Directorate General of Health Services.

The undersigned is directed to circulate the Vacancy Circular No. A-22017/02/2013 Admn-I dated 15th January, 2020 (along with enclosures) received from Ministry of Health and Family Welfare who have invited application from retired Section Officer or equivalent or higher level and retired Assistant Section Officer or equivalent, well versed with Establishment / Administration Rules and procedure and who have served in Central Secretariat, for engagement as Consultant on contact basis initially for a period of one year or till a vacancy is filled up on regular basis whichever is earlier.

Directorate General of Health Services invites application from retired Section Officer or equivalent or higher level and retired Assistant Section Officer or equivalent, well versed with Establishment / Administration Rules and procedure and ho have-served in Central Secretariat, for engagement as Consultant on contract basis initially for a period of one year or till the vacancy is filled up on regular basis whichever is earlier. The consultant will be deployed in Dte. GHS (HQ) as well as other subordinate offices located in New Delhi. Detailed terms and conditions for engagement of consultants are Annexed. The eligibility criteria and other details are as follows:

3. Ministries / Departments may also give this circular a wide publicity among their staff and bring it to the notice of their attached offices.

Annexure

Terms and Conditions for engagement as Consultant in the Directorate General of Health Services.
  1. The consultant shall perform the services as assigned to him / her by his / her controlling officer / Administration Division.
  2. The normal working hours would be from 9.30 a.m. to 6.00 p.m. with a lunch break of 30 minutes from 1.30 p.m. to 2.00 p.m. from Monday to Friday. The consultant will mark his/her attendance in Aadhar Enabled Biometric Attendance System.
  3. In special circumstances, the Consultant could be called for services on holidays or beyond normal working hours for which no compensatory leave will be granted.
  4. The consultancy will start from the date he/she join initially for a period of one year.
  5. The consultant shall be paid a remuneration as per the formula of last pay drawn minus pension plus DA on existing rate. Mandatory deduction, if any, will be made. The remuneration for services rendered in a month shall be payable in subsequent month.
  6. Directorate General of Health Services shall have the right to examine/ review the services provided by him/her at any time.
  7. The consultant shall perform his/her obligations under his/her consultancy with all necessary skills, diligence, efficiency and economy.
  8. No other facility whatsoever except remuneration shall be provided to him /her by the Directorate General of Health Services in his /her capacity as Consultant.
  9. The Directorate shall not be responsible for any loss, accident, damages /injury suffered by him/her whatsoever arising in or out of the execution of his /her work, including travel.
  10. During the terms of the consultancy, he/she shall not be engaged in any private business or professional activity which could conflict with the interest of the Government.
  11. The Consultant shall treat all official information as confidential and use the same only for purpose of the performance of the services.
  12. The consultancy can be terminated by either side by giving at least 15 days prior notice.
  13. He /She will be allowed a day's absence per month with remuneration. If this is not availed in a particular month the same shall be carried forward and can be availed in the next or subsequent month, but not more than three days absence in a single spell shall be allowed.
  14. No typing assistance shall be provided

The undersigned is directed to circulate the Office Memorandum No. A-41020/1/2019 - Admin dated 17th December, 2019 (along-with enclosures) received from Ministry of Jal Shakti, proposes to engage retired Government Officials as Section Officer (SO) on retainer-ship basis in the Department of Drinking Water and Sanitation.

CIRCULAR

It is proposed to engage retired Government employees to work as Retainers against the vacant posts of Section Officer (SO) in the Department of Drinking Water & Sanitation as per the following criteria:
(a) Must have retired from Central Government Ministries / Departments.
(b) Must have retired as SO or above and well acquainted with functioning of Government Ministries.
(c) Should have good communication and interpersonal skills and excellent knowledge of Computer usage.
(d) Work profile and responsibility would be similar to post in the Central Government.

The engagement of retainers shall be subject to the following conditions:

(i) Persons must be below 64 years of age as on the last date of application.
(ii) Engagement shall initially be for a period of six months or until regular incumbents are available, whichever is earlier.
(iii) Extension of engagement, if any, shall be at the sole discretion of competent authority.
(iv) Working hours shall be from 9.00 a.m. to 5.30 p.m. during working days including half an hour lunch break in between. However, in exigencies of work, he/she may be required to sit late and may be called on Saturdays/Sundays and other Gazetted Holidays.
(v) Individual will be required to mark his attendance in Biometric Attendance System (BAS).
(vi) Shall be entitled to 4 days leave in six calendar months. The un-availed leave cannot be carried forward or encashed. (vii) Individual will give one month notice for leaving the services of the Ministry.
(viii) Engagement may be terminated at any time by the Government without assigning any reason \without any notice.
(ix) Ministry of Drinking Water and Sanitation shall not be responsible for any loss, accident, damage or injury suffered by the individual arising out of execution of his/her official duty.
(x) The selected officers will be paid a consolidated fee (TDS as applicable). He/She shall not be entitled for any allowances such as Dearness Allowance, residential, telephone, transport, etc.
(xi) He/She will not be allowed any foreign travel at Government Expenses.
(xii) Individual engaged shall not directly or indirectly communicate or reveal to any person or persons any matter collected for the purpose of his/her assignment or during the course of his/her assignment, without the express written consent of the office.
(xiii) Individual engaged shall not represent or give opinion or advice in any matter which is adverse to the interest of this Office. He/She is not permitted to take up any other assignment during his period of engagement.
(xiv) Preference would be given to those retired in the last one year.

The undersigned is directed to circulate the Circular No. MoES/18/01 /2013 -Estt (vol.IV) dated 28.08.2019 (along-with enclosures) received from Ministry of Earth Sciences inviting applications from retired/retiring Government employees to work as full time Consultants at Section officer and Assistant Section officer Level in Ministry of Earth Sciences at Prithvi Bhawan, New Delhi.

It is proposed to prepare a panel of retired/retiring Government employees to-work as full time Consultants at Section Officer Level and Assistant Section Officer Level in Ministry of Earth Sciences at prithvi Bhavan (opp. Habital centre), Lodhi Road, New Delhi-110 003.

Willing and eligible retired/ retiring officers of the Government of India may send their bio-data as per Annexure (attached overleaf) to the Under Secretary (Estt.) , Ministry of Earth Sciences, Room No.206, prithvi Bhawan, New Delhi on or before 23rd August 2019. The terms and conditions and
remuneration are as follows

I. Eligibility

    i. Must have retired at least from Central Government Service at Section Officer/ Assistant Section Officer (CSS) level.
    ii. Must be well acquainted with the functioning of Government/Ministries.
    iii. Should be well aware of various rules/ regulations of Government of India, capable to Vigilance matters, Cash matters etc.
    iv. Age limit up to 65 years (preferable 63 years)

II. Terms & Conditions

    i) Engagement shall initially be for a period of one year or till regular incumbents becomes available whichever is earlier
    ii) Extension of engagement, if any, shall be at the sole discretion of competent authority
    iii) Working hours Limit be from 9.00 am to 5.30 pm. However, in exigencies of work he/she may be required to sit late and may be called on Saturday / Sunday and other Gazetted holidays.
    iv) Engagement may he terminated at any time by the competent authority without assigning any reason and without any notice.
    v) Recruitment is only for Ministry of Earth Sciences at Prithvi Bhavan (opp. Habitat Centre), New Delhi-110 003
    vi) No typing assistance shall be provided.

III Remuneration

The consolidated consultancy fee to be paid would be Rs. 35,000/- per month for Section officer & Rs. 30,000/- pet month for Assistant Section Officer.

Subject:- Filling up one post of Private Secretary (PS) in the office of Chief Commissioner of Railway Safety (CCRS), Lucknow under Ministry of Civil Aviation-reg

One post of PS of CSSS is likely to be vacant at the % Chief Commissioner of Railway Safety (CCRS), Lucknow, an attached office of Ministry of Civil Aviation very shortly.

2. All the cadre units of .CSSS are requested to give publicity of the vacancy circular and applications of willing officers for filling up the outstation post of PS, as indicated above, as received may be, forwarded along with personal particulars in the enclosed proforma immediately but not later than 22.07.2016.
